The Tren Urbano project in Puerto Rico includes a 19 m diameter tunnel constructed by the stacked drift method, which involves installation of a pre-supported concrete arch using multiple tunnels. Geotechnical conditions consisted of weak rock and highly weathered, unstable alluvial soils. Due to low cover, reinforcement of the arch was required. Ground behavior ranged from firm ground to mixed-face to raveling and flowing ground. Consequently, construction of the individual drifts involved many different soft-ground techniques such as steel set supports, shotcrete support, shield tunneling, forepoling, and consolidation grouting. During construction, the design was modified to improve constructability. Although settlement was experienced during excavation of the drifts, arch movements were within predicted limits and minimal surface settlement was observed upon excavation of the interior.

Strategic alignment throughout a mining organization is critical to effective strategic execution and good business performance. The alignment of strategic goals and objectives in the different operations and functions in a large global operation is a challenge facing executive management in light of legacy organizational structure and processes. An additional confounding factor in strategic alignment of acquisition and new project expansion is that mining projects and operations are frequently multi-cultural in terms of country origin as well as organizational culture. This brings together many cultures to accomplish the project or complete an acquisition (Financial Times, 2006). The mining industry presents numerous challenges to executives and mine management by the nature of the operation and organizational processes used in running it. For example, there seems to be an inherent conflict between the individual goals of the components that constitute a mineral processing operation (the mine, the mill, the smelter and the refinery), and lowest cost production of the final product. Managers of these component operations have specific objectives passed down from the corporate executives. Those site managers tend to be compensated based on throughput and perform to this main metric. This tendency to maximize throughput for an individual operation can contradict the general process flow of a best-fit solution to producing the final product at the lowest cost. In an effort to become more aligned, firms are increasingly using balanced scorecard derivatives at great cost and effort (whether internally or externally sourced) in an attempt to help with strategic alignment. Balanced score-cards have been effective in providing a good strategic scorecard to companies with some measure of strategic alignment. Many firms make this effort of using balanced scorecards. However, most firms are not strategically aligned or, at best, are sub-optimized, in terms of strategic alignment (Kaplan and Norton, 2006). The tendency in mining operations is to focus on operating individual components as optimally as possible and stretching existing assets to the best possible production rates. ?Making tons? is the common operational focus. Numerous factors underpin this focus and can affect the ability of the operation?s ability to align properly with the corporate strategy and strategic goals. Critical factors are legacy organizational structure, culture, processes and performance measurement systems. Changing anyone of these factors to affect better strategic alignment requires significant attention to managing change.

There is a critical need for effective instructional materials at the university level and for an upgrading of mine safety and health in the mining engineering curriculum. A fundamental approach to mine safety and health is recast into the familiar 3 E's: engineering, education, and enforcement, in that order. Each is briefly reviewed and their interdependence emphasized. A unique philosophy for successfully integrating safety and health principles into the mining engineering curriculum is offered. The concept of textbook ?tailoring? is discussed and defended, permitting rapid assemblage and synthesis of existing educational materials. Final recommendations are made for a u, comprehensive approach to mine safety and health education in the undergraduate curriculum.

Maintenance strategy selection plays a significant role in mining design. The nature of maintenance strategy selection is a complex multi-criteria decision making (MCDM) problem including both tangible and intangible parameters which are often in conflicting with each other. Moreover, when decision makers are uncertain in determining and defining the ratings and the weights of alternatives and criteria respectively, fuzzy theory provides an appropriate tool to handle the existing uncertainties. In this paper, a new fuzzy MCDM method based on the concepts of TOPSIS and AHP was proposed to evaluate the feasible maintenance strategy. The linguistic terms are employed to assess the ratings and weights. Fuzzy AHP is utilized to calculate the weights of the evaluation criteria; then, the rankings of alternatives are computed based on fuzzy sets theory and TOPSIS. A real world case study is presented to illustrate a potential application of the proposed model.

Randy and Kenny Robison have visited every coal mine that would let them in the door, to survey the best mining practices. The brothers have spent nearly their entire lives working in coal operations. The Robison’s started out on lube and grease trucks and worked their way up to respected industry leaders in Alabama. The Robisons have owned MS&R since 1989. Since then, they have created a niche for themselves in providing coal for Alabama’s metallurgical coal market. A great deal of the knowledge the Robisons have amassed throughout the years has come from observing — taking note of what works and what does not. In early spring 2004, they commissioned a Komatsu America PC3000 Super Shovel. Outfitted with a backhoe attachment and a 16-m3 (21-cu yd) bucket, MS&R’s PC3000 is currently one of the largest mining excavators working in Alabama.

In 1998, the Concentrator Modeling Center was established within the Coleraine Minerals Research Lab to develop models for simulation of iron ore processing plants, and to assist plant operators in improving performance of their aging plants. The short-term objective was to develop necessary models for reliable simulation using conventional techniques, while the long-term objective was set as liberation-based modeling and simulation of these plants. The short-term objective was achieved in 2002, after the development of models for magnetic separators, hydroseparators and fine screens. A project funded the US Department of Energy was carried out to demonstrate the capability in improving iron ore processing at the Mittal plant. As a result of this study, a 10% improvement in throughput at the plant was obtained, and simulation became a desired tool for plant operators. A significant step in the long-term objective was reached in 2005 with the development of a liberation model. This was followed by incorporation of models capable of processing liberation data into the software. By early 2007, the Center had the capability of performing liberation-based simulation of entire plants.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. South Africa (SA), a country in which all three commercially important asbestos minerals have been mined and milled, has retained proven cases of mesothelioma linked with environmental exposure to asbestos. This study illustrates the importance of fiber type in the occurrence of environmental mesothelioma. Four studies have reviewed the source of occupational or environmental asbestos exposure in 504 histologically proven cases of mesothelioma in South Africa. One hundred and eighteen cases (23%) were thought to be related to environmental exposure to asbestos. In the vast majority of these cases, exposure was linked to crocidolite mining activities in the Northern Cape Province. Two cases were thought to have occurred in relation to amosite and Transvaal crocidolite exposure in the Limpopo Province. In the balance of cases there was some uncertainty. No cases were reported with exposure to South African chrysotile. Consequently, in the vast majority of cases of mesothelioma, environmental exposure to asbestos occurred in the Northern Cape Province, in proximity to mines, mills and dumps where crocidolite was processed. Crocidolite appears to be far more mesotheliomagenic than amosite, and chrysotile has not been implicated in the disease. The North-South Bypass Tunnel is a new $AUD1.5 billion underground traffic route in Queensland, Australia, a project of the Brisbane City Council. The tunnel is approximately 5.2 km long, bypassing the Central Business District, and is adjacent to and below major buildings and services. Road tunnel alignment issues include the complex southern connections to the Pacific Motorway and the design of ramps to the east and the north. A review of road tunnel alignment criteria and accident data for Australian and overseas tunnels, similar to the proposed NSBT, are discussed. The key findings of this review lead to a rationalization of the traditional tunnel cross sectional width allocation. The road alignment design elements adopted for the NSBT are also discussed. The NSBT route crosses beneath the Brisbane River. Geotechnical investigations and hydrogeological modelling are described. The crossing has a fundamental impact on the alignment and the tunnelling methods. The tunnelling methods to be adopted and the tunnel support are described. The geotechnical investigations and hydrogeology analysis culminate in the selection of a single shielded TBM for the reference design. These outcomes are related to complex issues of hydrogeology and contaminated groundwater. These are discussed in detail.

INTRODUCTION The principal means for transporting men, supplies, and mined material in an underground or surface mine are rail systems, conveyor belt systems, or a combination of the two. Typically, large underground mines use rail haulage from the mining sections to the hoist, with conveyor belts being used within the sections. Small mines use conveyor belts in the mains and sub- mains as well as in the panels. The size and layout of surface mines also contribute to variations in the way these haulage systems are applied. The following sections address the typical problems confronting mining engineers in designing these haul- age systems. For rail, these include rail selection and turnout design, locomotive tractive-effort calculation, and motor sizing. Belt haulage calculations include belt width and speed specifications, tension and take- up requirements, idler spacings, and motor sizing. TRACK LAYOUTS Introduction The adequacy of mine track layouts is dependent upon such factors as rail weight (Table l), suitable ties, a well-drained roadbed, and properly designed curves, grades, and track alignment. As long as the installation conforms to the manufacturer's recommendations, good service can be expected from the rail system. Typically, mining-engineering calculations for rack layouts have dealt almost exclusively with the design of turnouts. As such, the following section provides the necessary information for computing the theoretically correct dimensions of turnouts. Turnout Design Fig. 1 shows a typical turnout with an identification of the component parts. Fig. 2 identifies the variables that are used to determine the turnout dimensions. Edmonton South LRT is the latest expansion of the Subway system in Edmonton, Alberta, Canada: Consisting of twin 5.8m segmental lined tunnels, 280m long, driven by a Lovat EPB machine. The key challenges were as follows. A 6% downhill grade. Tight radius curves of 250m.Overlying structures within 3m of the tunnel. Strata consisting of sand above the water table, glacial tills and bed rock below the water table. Located within The University of Alberta Campus and adjacent to a hospital. Northern Alberta climate with winter temperatures routinely falling below—minus 30 degrees Celsius. This paper provides a case history and outlines the challenges involved in completing this project.

Upbeat, surprisingly so, might describe the mood at the2002 SME Annual Meeting and Exhibit in Phoenix, AZ. More than 4,000 mineral professionals gathered for three days of education, networking and product perusal. The Annual Meeting featured the theme, “Minerals for the Future@ SME” at the Feb. 25-27 gathering. Meeting attendance reached 4,039along with 479 exhibit booths show-casing 325 companies. Exhibitors found a good mix of industry types:37% from mining, 19% from processing, 20% from manufacturing and 28% from environment, education and government.

River Des Peres Foul water Interceptor (Skinker–McCausland Tunnel) is a gravity sewer tunnel constructed to eliminate dry sewage overflows during high river stages and to improve the wastewater collection and treatment. The original 78-inch (2m)finished diameter Skinker-McCausland Tunnel started as a 21,500 feet (6.5km)interceptor with 13 work, drop and access shafts. The tunnel constructions included soft ground, mixed face and rock tunneling in karst formation with maximum overburden of 175 feet (53m). Due to the success of the project, the tunnel alignment was extended another13,361 feet (4.1 km) and 7 new structures by negotiating two additional segments with the contractor and the designers.

The past year has been difficult for Canada's primary industries. The mining, oil and forestry industries have been hit by low prices and a reduced demand for natural resources. Foreign competition, militant environmentalists, the breakdown of the Asian and European economies and Canada's shrinking dollar have all put additional pressures on the commodity purchaser to buy smarter. It is easy to appreciate why operations and maintenance supervisors want the best performing product. It makes good sense. The challenge is to source that quality product while staying within the budget. The bottom line (price), however, often becomes the control- ling factor, usually at the expense of quality and performance. This is short-term thinking, often with expensive consequences.

For the 36th consecutive summer, the Colorado Mining Association Education Foundation and the Colorado School of Mines have sponsored “A Total Concept of the Mining Industry” for kindergarten through grade 12 teachers. Teachers from 34 states, plus the District of Columbia and two foreign countries, have graduated from the four-week course. They received six hours of recertification credit. This summer 31 teachers from Colorado, Kentucky, Virginia and Alaska completed the program. The course is unique from other shorter courses in that it solicits teachers of all disciplines from all K-12classes. In addition to the expected earth science and mathematics teachers, the Class of 2004 consisted of educators who teach music, chemistry, biology, social studies, history, basic English and world history. Others in the program included those who teach American history, physical and life science, remedial reading, consumer/family studies, “world of work,” language arts, engineering technology, environmental science, world geography, human anatomy and physiology, and business.

The philosophy, strategy and techniques of successful marketing of talc, differ sharply from those applied to most other mined products. Unlike non-ferrous metals, there are no commodity exchanges to facilitate the transfer of goods. Unlike iron ore and some non-metallics, assured markets by means of long term contracts are practically non-existent. Talc must be sold and sold and sold again. The normal channels of talc distribution are almost identical to those used, by the chemical industry. These consist of a blend of producer marketing staff, field technical service, and sales force; and independent chemical wholesalers. Like the term "chemicals", there is tremendous product diversity contained in the rather loose expression "commercial talc". Certain kinds of talc, processed in conventional ways, are regarded as commodities by the consumer. That is, that material from one source or supplier is considered to be effectively interchangeable with those available from a number of other areas and producers. Under such conditions, lowest delivered price, quickest delivery, and best, customer service, are the key factors in a successful sales effort.

It started' in 1936 when some Dutch adventurers wanted to scale the highest mountain in the South Pacific. Quite by accident, they discovered the Ertsberg, a contact deposit of magnetite laced with chalcopyrite, in a high mountain valley where it had been gouged at by glaciers and finally left as a solitary pillar for its discovery by a geologist who lent purpose to the expedition, Dr. J.J. Dozy. By the-.time a report was published describing the deposit, war had hit the Netherlands. Perhaps again by accident, the report was uncovered in 1959 by the East Borneo Company. At this point, Freeport entered the scene through its vice president for exploration, Forbes Wilson. During the course of a meeting on laterite prospects, the Ertsberg was introduced and he put the wheels into motion for Freeport to join in its exploration. You might, at this point, ask yourself whether you or your company would have taken on a venture to look at a reportedly large high grade copper outcrop in New Guinea, an unexplored land known best for its inhospitable climate, terrain and head-hunters. I heard the chief executive of one large mining company comment sometime back that neither he nor his company would have gotten involved. I won't attempt to describe the trials of the initial exploration expedition that passed through dense-man grove swamps, tropical jungle and across jagged mountains a distance of some 200 miles to get to the Ertsberg in 1960. It should be chronicled by its participants - Forbes Wilson, Del Flint, and John Bowenkamp. Needless to say, the participants relish the experience but wouldn't be among those volunteering for a return engagement. As a result, the Ertsberg changed from a reported outcrop to a mineral deposit containing an estimated 13 million tons with systematic surface sampling indicating a copper grade of over four percent. Moreover, the deposit extended to an indeterminate depth with the possibility of doubling or tripling. reserves well within reason.

To gather additional field data from the western United States, researchers from the National Institute for Occupational Safety and Health (NIOSH) installed an array of field instrumentation at a longwall coal mine in Central Utah. The purpose of this field site was to monitor ground movement and changes in pressure during mining where conditions include massive, stiff overburden and relatively deep cover. To accomplish this, field instrumentation was installed in the two-entry gate road between the fifth and sixth longwall panel in the current mining district.

The Mini-DiscTM cutter drill bit is a radical design departure from the traditional tri-cone rockdrill bit. Miniature disc type cutting tools as small as 3.25 inches (82.5 mm) diameter are fitted to a bit body to cut individual concentric kerfs. The action is the same as that commonly used on large tunnel boring machines but miniaturized. The high performance rate and efficiency of a disc cutter are the result of producing a large proportion rock chips rather than sand or powder. The Mini-DiscTM drill bit, referred to as the “Disc Bit” has other unique features as well. It can be re-greased between runs. It can be rebuilt in the field in about 15 minutes, cutters can be replaced and the Disc-Bit appears to require less down hole hydraulic power than conventional bits. Thoroughly tested in the laboratory, the bit has recently been undergoing field trials in well drilling, blast hole drilling and shaft drilling. As any engineer knows, the laboratory can not shake out all the problems but it eliminates the more glaring weaknesses. Performance results have been exhilarating, and a few mechanical problems were discovered and largely overcome. This paper is a progress report.
