Diesel particulate matter (DPM) is a common and well-known health hazard in the mining environment. The current approved method for monitoring both the organic and elemental carbon (OC, EC) portions of DPM is a laboratory method with a turnaround time of approximately one week. In order to evaluate exposure levels and take corrective action before overexposures occur, a portable real-time device capable of quantifying both OC and EC is needed. To that end, researchers from the National Institute for Occupational Safety and Health (NIOSH) designed and tested a device based on narrow bandpass optical filters that is capable of targeting infrared absorbance bands associated with DPM. Five optical bandpass filters were chosen based on previous work quantifying DPM using Fourier-transform infrared (FT-IR) spectrometry. The resulting device, referred to as a filtometer, is optimized to exclusively determine DPM and could serve as a cost-effective, field-portable alternative to laboratory-grade FT-IR analysis and instrumentation. The performance of the filtometer was investigated by calibrating FT-IR data from DPM (dependent variable) to the filtometer spectra (predictor variables) using a partial leastsquares (PLS) and ordinary least squares (OLS) approach. I am sure it is obvious to all of you that a complete program of casualty and property insurance is as necessary for any tunneling contractor as it is for anyone else involved in trade in the United States today. Going beyond those general undefined terms, there are many areas that need specific attention, particularly for contractors, regardless of size. WORKERS' COMPENSATION Workers' Compensation is mandatory in all states and the District of Columbia. In most of the states, private insurance provides this coverage. In a few states, the state operates Workers' Compensation funds, some of which are competitive with the private sector and others are operated on a monopolistic basis. Under a monopolistic setup, you have no choice, you must buy coverage from the state. Self insurance of the Workers' Compensation risk is also an alternative in most jurisdictions. With a contractor operating only in the U.S., the coverage extensions are few in number. If your work brings you anywhere near navigable waterways or land extensions thereof, you should have both U. S. Longshoreman and Harborworkers' coverage, as well as Employer's Liability coverage for the master or members of the crew of a vessel.

The Endeavour Colliery is operated by Powercoal Pty Ltd. It is located in the Central Coast of New South Wales, Australia. The mine has been in operation for about 30 years, producing around 600,000 tons of export coal annually from two production sections. On June 28. 1995, an explosion occurred underground in the 300 Panel at approximately 9:50 a.m.. There were thirty miners underground at the time of the explosion, all of whom were safely evacuated. From June 29 through July 10, personnel did not enter the mine. However, gas samples of the mine atmosphere were obtained from underground monitoring stations and analyzed. Samples were also obtained from boreholes that were drilled from an adjacent mine. On July 10, the atmosphere at the underground monitoring locations and at the boreholes appeared stable with minimal risk of combustion occurring underground. Plans were developed to begin the recovery of the underground workings. The recovery of the underground workings was completed on July 13. The underground investigation of the explosion began on July 14. The investigation was conducted by the New South Wales Department of Mineral Resources. Technical assistance was pro- vided by the United States Department of Labor's Mine Safety and Health Administration (MSHA).

Since first introduced, the coal mine roof rating (CMRR) has been widely accepted as a tool for geologic characterization and mine planning. This paper discusses the application of the CMRR to another practical ground-control problem: extended cuts. Extended cuts, i.e., cuts greater than 6 m (20 ft) in length, are commonly used with remote-control continuous miners. Extended cuts can greatly increase productivity, but they have been associated with a number of fatal roof-falls. When extended cuts are attempted in weak roof material, the roof may collapse before it can be bolted Until now, it has not been possible to predict where conditions may not be suitable for extended cuts. In this study, data on the CMRR and extended-cut experience were collected at 36 mines in seven of the United States. It was found that, when the CMRR was greater than 56, deep cuts were routine in nearly every case. When the CMRR was less than 37, extended cuts were almost never taken, and, when the CMRR was between 38 and 56, extended cuts were sometimes, but not always, feasible. The data also show that extended cuts are less likely to be stable if either the entry span or the depth of cover increases.

BHP Australia Coal Pty. Ltd. (BHPAC) manages and, through its parent company BHP, partly owns seven large opencut mines in the Bowen Basin of Central Queensland, Australia. In terms of developments in surface mining in Australia, the operations of BHPAC are as representative as any. The seven mines managed by BHPAC produce a combined total of about 40 Mt/a (44 million stpy) of mostly high quality coking coal. They also produce small but increasing amounts of thermal and PCI coal. Virtually all of the coal produced is sold on the export market. In 1993, Australia exported 133 Mt (146 million st) of coal. Salable production was 172 Mt (189 million st) in New South Wales and Queensland and 180 Mt (198 million st) nationwide. Mining systems Surface coal mines in Queensland can be typified as large, long-strike-length, shallow-dipping and sometimes multi-seam dragline operations. There are exceptions. Blair Athol, for instance, works a 30- to 40-m (100- to 130-ft) seam beneath shallow cover but is still a dragline operation. Moura is truly multi-seam and steeper dipping but also is still a dragline operation. Mines in the Ipswich area are small shovel-truck operations.

The past few years have seen the introduction of mini-computers on an increasing scale at collieries in the British coal industry. These are being used for controlling underground transport systems, coal preparation plants and fixed plant (pumps etc.); and for monitoring the mine environment and face operations.. A separate mini-computer (termed a primary computer) is dedicated to each of these functions. The overall system under which these computers operate is a common one which is applicable at all collieries. The information collected by the primary computers, other than that required for immediate control, will be fed to a secondary computer for analysis and processing. This overall concept, called MINOS. (MINe Operating System) is being developed by the National Coal Board's Mining Research and Development Establishment (M.R.D.E.). Eventually most of the data required by the system will be captured automatically. For example, the fact that a delay has occurred on a face, together with the duration of that delay, will be detected automatically via transducers link linked to a primary computer. However, the reason for that delay will, in all likelihood, have to be recorded manually. Such a system is currently under development with the first trial installations now being made.

During the ten year span from 1978 to 1987, the number of fires which occurred in under-ground coal mines doubled from the previous ten years. Anyone involved with underground coal mines is well aware of the associated tragedy that can result from these fires, both to personnel and to property. Every day mine management and mining personnel face this threat of a possible mine disaster or fire. Their ability to deal with such a situation safely and effectively depends on the level of emergency preparation developed and maintained. As a direct result of the ever-increasing interest in the Mine Emergency Preparedness Program and the Mine Fire Training Programs currently being conducted, the Emergency Preparedness Center was created. As a branch of the Mining Extension Service at West Virginia University, the Center provides preparedness training at several different levels on a varying range of topics. Classes are conducted at a new especially-designed training laboratory at the National Mine Safety & Health Academy in West Virginia. By maintaining the proper equipment and levels of training allowing for immediate response, the personnel who are part of the Center believe that the impact of a mine fire or other such emergency situation can be minimized. This paper will present recommendations for maintaining an efficient mine emergency preparedness program and will provide information regarding the Mine Fire Training Program as conducted by the Emergency Preparedness Center and describe the advantages of the newly constructed training facility.

Few, if any, of the non-ionizing radiation health hazards to be found in either surface or underground coal mining are uniquely different because of their being found in the work environment. Hence, they can be considered generally for their bio-effects on the worker when found in the mining work environment. The same may not be said, however, for the lack of non-ionizing radiation and its bio-effects, particularly as it relates to underground coal mining. The term "non-ionizing radiation" refers to various forms of electromagnetic radiation of wavelengths longer than those of ionizing radiation. As the wavelength gets longer the energy of electromagnetic radiation decreases. Therefore, all non-ionizing forms of radiation have less energy than cosmic, gamma, and X-radiation. In order of increasing wavelength, non-ionizing radiation includes ultraviolet, visible light, infrared, microwave, and radiofrequency radiations. The energy frequency and wavelength range of both the ionizing and non-ionizing electromagnetic forces are shown in Table I. To convert the wavelengths of various radiations to Ångström units, one multiplies millimicrons by ten. In a vacuum, all electromagnetic radiation has the same velocity, namely 3 x 1010 centimeters per second. The natural source of radiant energy here on earth is our sun which emits radiation continuously over a wide spectrum. This radiation on average reaching earth ranges from 290 nm in the ultraviolet range to over 2,000 nm in the infrared range with a maximum intensity of about 480 nm in the visual range. You will note this falls into the visible blue wavelength and accounts for our blue sky and blue ocean and deep water effects. We are all familiar with the fact that the passage of solar radiation through the atmosphere to the earth changes the spectrum considerably because the atmosphere absorbs and scatters many of the sun's rays. The ozone in the upper atmosphere absorbs the shorter ultraviolet wavelengths and water vapor absorbs some of the infrared wavelengths. Smoke, dust particles, gas molecules and water droplets scatter the rays, especially those of shorter wavelengths. In addition to the sun, every gas, liquid or solid object at a temperature above absolute 0° radiates energy. Solid objects emit almost continuous spectra. At low temperatures only radiation of the longer wavelengths in the infrared range is emitted, but as the temperature of the object is increased, more and more of the shorter wavelengths are added. This fact is most readily demonstrated by heating a piece of steel. When a piece of steel reaches a temperature of about 1,700° Fahrenheit, it gives off radiation at the red end of the visible spectrum and appears dull red. As the temperature is further increased, the shorter rays are also emitted, until at about 2,100°F, the metal appears white, due to the emission of wavelengths throughout the entire visible range. Gasses, on the other hand, when heated emit radiant energy only at certain wavelengths, which are characteristic of their chemical structure. This latter fact is of importance in underground coal mining as high intensity gas and vapor lamps are becoming more and more utilized for illumination in underground coal mining. The biologic effect of non-ionizing radiation exposure depends upon the type and duration of exposure and on the amount of absorption by the miner. The effects of this radiant energy on the miner fall into four distinct types: (1) the heating effect of infrared radiation, (2) the effect on the eye of visible radiation, (3) the effects of ultraviolet radiation, and (4) the growing potential effects of the misuse of microwave radiation. Each non-ionizing type of radiation will be considered individually. ULTRAVIOLET RADIATION The sun is the major source of ultraviolet radiation, which is of concern in open pit and surface mining at certain seasons and in certain climes necessitating protection for the surface miners under those conditions; nonetheless, there are some man-made sources such as electric arc lights, welding arcs, plasma jets, and special ultraviolet bulbs for illumination underground that demand surveillance in the underground environment to be aware of whether the miners are at risk above the threshold limit values allowable. Since ultraviolet radiation has little penetrating power, the organs that are affected are the skin and the eyes. Ultraviolet radiation is strongly absorbed by nucleic acids and proteins, and the effects in man are largely chemical rather than thermal. Short-term effects on miners include acute changes in the skin. These are of four types: (a) darkening of pigment, (b) erythema (sunburn), (c) increase in pigmentation (tanning) and (d) changes in cell growth. Ultraviolet radiation also causes acute effects on the tissues of the eye. Overexposure can lead to keratitis, inflammation of the cornea, and conjunctivitis. Long-term effects of ultraviolet exposure include an increase in the rate of ageing of the skin with degeneration of skin tissue and a decrease in elasticity. Late effects of ultraviolet on the eye include the development of cataracts. The most serious chronic effect of ultraviolet exposure is skin cancer. Ultraviolet radiation effects are increased by some industrial materials and drugs. After exposure to such compounds as cresols, the skin is exceptionally sensitive to ultraviolet radiation. Photosensitivity reactions occur after exposure to a variety of other chemicals and drugs including dyes, phenothiazines, sulfonamides, and sulfanylureas. A spherical agglomeration process for the separation of scheelite fines of less than 30 µm in very low concentration of 0.04% WO3 in a binary mixture with quartz fines of less than 30 pm has been described. A concentrate containing 14% WO, with more than 90% recoveries could be achieved by means of anionic sodium sulfo succinate collector at pH 3.5 and also with commonly used anionic sodium oleate at pH 10.5 as per the conceptual flowsheet suggested. Such a process is envisaged as commercial potential for the recovery of fine-grained scheelite present in the tailings of gold plants as found in India.

This paper describes a new development in the cyanidation of gold ores, which we expect will result in a major improvement in the way many gold ores are treated. The process has evolved through work at Hazen Research, Inc. for Kamyr, Inc. and in brief, the consists of utilizing oxygen rather than air in the carbon-in-1 each (CIL) process. We refer to this improved process for all ores amenable to cyanide leaching as carbon-in-1each with oxygen or CILO.

"3D finite element models of the Segmentally Lined Shaft (SLS) structure are simulated as means of numerical analyses of the system’s structural behavior. Top-down constructed rings, comprised of precast concrete segments, create a large diameter, relatively shallow underground space that can be utilized for various applications. To further investigate the effects of soil conditions and different loadings on the shaft structure, the FE model was run under various boundary conditions. Simulations include a) effects of various soil layers on the SLS, including a circumferential boundary of modified ground, b) effects of various soil layers on the SLS without any ground modification, c) Seismic analysis of the SLS with ground modification and d) Seismic analysis of the SLS without any ground modification. Comparing the analyses outcomes emphasizes the significance of the inclusion of the ground modification boundary in the structural performance of the SLS. INTRODUCTION TO SLS Underground structures are classically built rectangular in shape, which normally requires a two-step construction process beginning with installation of temporary shoring to support earth loads during the excavation, followed by the construction of the permanent structure. Attractive and practical alternatives are circular shafts referred to as segmentally lined shafts (SLS). The structure consists of a stacked series of rings formed from an assemblage of precast concrete segments. Top-down constructed systems of large diameter, relatively shallow SLS structures provide both temporary earth support during excavation and permanent structural support for many civil and building applications. The circular shafts sustain the lateral earth pressure mainly through hoop-stress mechanism, resulting in improved stability and structural efficiency. Cylindrical shell structures with large diameter to wall thickness ratios are prone to buckling under external pressure. In typical designs of small diameter shafts and tunnel linings with small diameter to wall thickness ratios, nonlinear buckling analysis (i.e., nonlinear geometric analysis) is usually not considered, since the buckling capacities for those structures are much higher than typical pressures encountered at their design depths. With an economically viable wall thickness, buckling becomes a critical issue, which should be addressed, for circular shafts with very large diameters. In the design and construction of the SLS, the stability of the structure can be improved by modifying the soil surrounding the circumference of the shaft to a limited thickness and to about 10 ft below the finished shaft structure. This thick wall of soil mixed with cement creates a composite integrated structure while serving additional purposes such as ground control and ground water seepage cutoff."

From concrete in the driveway to aspirins in the medicine cabinet, minerals, especially industrial minerals, play a major role in day to day living. For a better appreciation of this let's look into the a day of the life of a fellow named John, and see how much we depend on industrial minerals. The sounds of soft violins nudged John from his sleep. The melodic sounds of Beethoven's Pastoral coming from his radio alarm clock brought him out of his dreams. He reached for the reading light switch, then checked his watch--6:30 a.m., and another day of work. As he got up, the darkness outside reminding him of winter coincided with the soft voice of the all night disk jockey forecasting the fall of four inches of snow. Warm beads of water beating on his face removed all remnants of sleep and, like a stimulant, the morning shower brought thoughts of yesterday and plans for a new day. These carried over as he looked himself in the mirror while shaving and brushing his teeth.

Waterbearing, cohesive or non-cohesive grounds with glacial stone deposits are found very often in Europe. The problem consists of destroying the boulders and supporting the face simultaneously. At the example Grauholztunnel Bern ( outer diameter 11,60 m ) the theoretical attempt of solutions for the big machines is described: destroying of the boulders with roller discs, hydraulical support of the front. The problem of coming out of stones of a certain size from the surrounding matrix will be discussed. Further diminishing to the size that can be handled by pumps is executed by a crusher, situated in the center of the machine. At the same example the theoretical attempt for headings in cohesive soil with stone deposits are shown. Surface structure of the cutting wheel and working chamber as well as controllable current movements are the solution here. The danger of clogging discs and stone crusher has to be encountered by right positioning of the tools and jetting nozzles. This paper documents the construction of the Stanley Canyon Tunnel, the geologic conditions encountered, boreability of the rock, and the impacts of the conditions encountered on the construction. The 5.05 kilometer long (3.1 miles), 3.47 meter (11.4 feet) diameter, tunnel was driven through granites with a refurbished tunnel boring machine (TBM). Difficult ground conditions encountered included shear zones, high groundwater flows, and hard, tough, and strong rock. Detailed geotechnical studies during construction revealed that microscopic changes in the rock grain boundaries due to contact metamorphism, resulted in the hard boreability. Originally scheduled for five months, the tunnel construction required nearly three years, including periods of project shutdown.

This paper describes the results of an investigation done to determine thermal properties and heat emission of coal measure rocks in Karadon district of Zonguldak Coal Colliery. In Karadon District, depth of working level is about -600 m where the heat problem arises. In the near future, workings will be at deeper levels and working conditions will be more difficult due to high heat emission. At the beginning of the paper the importance of wall rock heat emission in underground mine have been explained and then the amount of heat emission to the ventilating air has been calculated. It has been found out that the strata is the main source of heat in the mine. Therefore, geothermal gradient of the region has also been determined simply by measuring the virgin rock temperatures in different levels of the mine. All other data directly related with heat emission from different sources has been collected and has been analyzed by using a special computer package. As a conclusion, total heat and moisture content in ventilating air and heat balance has been determined for Karadon Coal Mine. In addition, some recommendations and suggestions have been made for the future works when the mine workings go to the deeper levels.

Both fire and gas problems in Fully Mechanized Sublevel Caving Coat Face are quite different from those in common fully mechanized coal face. Pouring N2into the goaf would be the best method to prevent fire in the goaf. In this paper how to determine parameters of pouring N2 is discussed. Comparing distributions of gases and temperature before pouring N2into the goaf with those after pouring N2 into the goaf, the effectivenesses of preventing the fire by pouring N2 into the goaf are testified. Some special gas problems appear in Fully Mechanized Sublevel Caving Coal Face, which are proved to be serious and interrelated with pouring N2 into goaf. Finally, a few methods adopted to deal with gas problems are described simply.

The basic theme of this symposium and panel Is Rotation Pads: Are They Optimized? There Is a. reason for phrasing the title In the form of a question. There Is not only the technical competency which we must address; there Is the operating philosophy that must be evaluated on the part of both the customer and the supplier. Customers desire reagents which are trouble-free and capable of providing that extra amount of selectivity or recovery. When they receive ft, after the supplier has provided several years of Internal research, one of the first concerns/complaints Is the price of the product. This has a tendency to rapidly reduce a supplier's support level In the future. Suppliers are equally guilty from another perspective. When they approach a customer to Introduce a product, they often attempt to market by offering only a price Incentive. They then wonder why a customer doesn't respond Immediately to the incentive. They are often oblivious to the fact that the reagent cost is such a minor aspect of the operating budget, and the customer has many more pressing problems on a day-to-day basis In comparison to the reagent cost. We need to establish the understanding that reagent cost Is an Inconsequential cost of operation, and yet has such a disproportionately high Impact on the success of the entire operation. This understanding Is required by both the customer and the supplier. We say to each other,' why are we discussing this since this has been obvious for some time?' The reason is relatively simple in that we talk about it, acknowledge it, and yet we do not adhere to it. The supplier provides a product along with test data containing statistics, analysis, recovery, grade and cost calculations while most of the time ignoring the operating technique which must be applicable In the plant In order to optimize the product. He expects the reagent to be substituted In the plant for the existing reagent and ft works or does not work after trying several variables. The operating management Is equally guilty, In order to best explain this to both the customer and the supplier, ft becomes necessary to review the basic purpose of the major reagents utilized In flotation. A collector is basically to Impact selective, maximum water repellency on the surface of a particular mineral, The frother has the purpose of providing a chemically stabilized membrane on the surface of the bubble at the air-water interphase. This, then, provides a host environment for the attachment of the collector-coated mineral to a bubble. The depressant functions In the reverse of the collector and must demonstrate the same or greater degree of selectivity than expected of a collector. The key area which has been Ignored Is the rate by which these reactions occur and Interrelate. This has a very specific effect on the operating technique and the compatibility of the chemistry, equipment, and the operator himself. Researchers, suppliers, and customers provide reams of data to demonstrate how their products or design produce, for example, higher kinetics, more selectivity, or more recovery. The Information is often true. After all, we are all learned men and laboratory and actual plant data do not lie. However, we must remember the theme of this symposium and panel: Flotation Plants: Are They Optimized? and Optimizing of Flotation Reagents? The direct, honest comment to the two titles is very simple. OF COURSE THEY ARE NOT The plants, equipment, and reagents had better not be optimized or else we are in trouble. The Issue of this panel discussion is to approach this subject from a slightly different or perhaps mainly Ignored aspects of optimizing reagents in flotation. When we have reagents which provide higher kinetics, more selectivity, and better recovery, how do we use them? Since each reagent has a different physical characteristics of froth, rate of recovery, volume effect on the compatibility of equipment, and many more aspects too numerous to mention, the question which has been severely Ignored Is, 'What degree of study and cooperation by both the supplier and the operating management has been conducted In order to prepare the operator for maximizing the performance of a reagent In relation to the rest of the system?" Prior to testing a new reagent, how much time Is spent to bring the actual operator(s) Into the program to make them feel part of the program? How much time is spent explaining to the operator on the float floor how to possibly take advantage of a reagent with faster kinetics or one which Is Inherently more selective? What

A simulation procedure has been developed that realistically portrays aggregate growth and disintegration for particular types of floc structures in water and wastewater treatment processes. The procedure requires local dissipation rates and specification of an interaction distance between colliding particles. A principal difficulty encountered in polymer flocculation, however, arises from changes in conformation of adsorbed macromolecules. Therefore, in systems where polymer flocculation occurs by bridging, dynamic changes in the particle size distribution depend upon the interaction of nonlinear. stochastic hydrodynamics with particles whose growth results from a number of concurrent and sequential random processes.

Presentation of the project Underground civil works to be performed They include two single track running tunnels and a service tunnel of a length of fifty kilometers . Many cross adits (180 adits) : to link the tunnels (53 cross passages), to relieve air super pressure from one tunnel to the other (87 piston ducts), to install technical adits (40 electrical rooms). Two cross-overs located at one third of the whole length, allow trains to shunt from one tunnel to the other so as to ensure one way traffic in case of emergency. Pumping stations allow water to be collected at the lowest point and pumped out. 1 Main features of the tunnels 1.1 The service tunnel This 4.8 m inner diameter gallery allows During civil works - front probing operations of the geological layers encountered (front and vertical probes). - lateral soil grouting that may be necessary to facilitate the boring of the two running tunnels . During operations - Maintenance and safety vehicles traffic - Fresh air supply to running tunnels - Fire protection and drainage system - Electricity supply and control and communication. The service tunnel has been bored with a 5.72 meter external diameter Robbins TBM for the undersea section, and a MITSUBISHI TBM for the land section.

Sulphuric acid leaching is the most common method of recovering uranium from its ores and in the following discussion various alternative low cost routes are investigated for recovering uranium from milled ore acid leach liquors. Historically uranium has been recovered from dilute impure leach liquors by packed bed ion exchange (IX), solvent extraction (SX) or a combination of both. All three process routes as commonly practised require complete separation of leached solids and liquids, as well as extensive solids washing in order to reduce soluble uranium losses to a minimum. Separation and washing are costly and often require equipment covering large areas of land. The size and capital cost of the post leach solids washing operation is controlled by the ease of washing the slimes fraction of the ore and the key to the problem of cost reduction, as many others have realised, lies in the ability to separate the slimes fraction of the ore from the more easily washed sands, to wash the sands in low cost equipment and to recover uranium from the slimes stream. Sands and slimes are usually defined in this context as the material larger than, and smaller than, 325 mesh (44 microns). The proposed flowsheets which minimise solid-liquid separation and washing have usually incorporated ion exchange (Refs 1,2,3), and resin in pulp is in fact practised in several mills in the USA (Ref 1). The resins used in these flowsheets and [cranium] recovery throughout the world have been strong base resins which load rapidly and are moderately selective for the uranyl sulphate complex anion over the range of pH which is conveniently achieved in an acid leach operation. Strong base resins are, however, not as selective as weak base resins and weak base liquid reagents owing to the adsorption of competing anions, some of which find their way into the product while others act as resins poisons. Ion exchange using strong base resins must therefore be followed by a more selective weak base SX purification step if pure yellow cake is required.
