"The development curve in the extractive sector has become longer, steeper, and riskier due to increased social, legal, and political risks from various stakeholders. Indigenous peoples are a unique stakeholder because their growing legal rights to lands and resources can often determine a project’s outcome. A project will only be successful if it is able to obtain the legal permits, withstand any judicial reviews, and gain and maintain the social license to operate. Stakeholder identification, management, and engagement are key risk-mitigation tools required to successfully convert risks into opportunities.RÉSUMÉ La courbe de développement du secteur de l’extraction s’est allongée, elle est devenue plus abrupte et plus hasardeuse en raison de l’accroissement des risques sociaux, légaux et politiques venant des divers intervenants. [As a part of its investigations pertaining to the promotion of safety, the Bureau of Mines is investigating various means, useful for the elimination or mitigation of the explosion hazards of combustible gases encountered in mining and industry. Information has been obtained and a procedure developed whereby the explosibility of many complex, gaseous, combustible atmosphere may be calculated in a simple manner without the necessity of performing laborious laboratory experiment. In a previous publication4/ data were given and a method described whereby the limits of inflammability of gaseous mixtures, including methane, hydrogen, carbon monoxide, nitrogen, carbon dioxide, and oxygen, could be determined by calculation. The information published in that retort enables one to calculate the limits of inflammability of such gases are liberated by mine fires, gases from explosives, automobile exhaust gas, gases present after mine explosions, blast-furnace gas, and other gases containing part of or all of the above-listed constituents.]

Autocompression and virgin rock tempera ture have a marked influence on the ventilation of the lower levels at North Broken Hill Limited N.S.W. To maintain comfortable working temp- eratures without penalty to working hours, increase in airflow or the cooling of the work area is necessary. The use of refrigerated air cooling is discussed. Ventilation of underground mining opera tions at North Broken Hill Limited is accomplished by downcasting air through No.3 shaft, the main operating shaft, 1581 m deep, with additional air through No.1 shaft (542 m) 2 and No.2 shaft (978 m), both no longer opera- tional shafts. Air is upcasted through No.3 ventilation shaft which is 4.9 m diameter and concrete lined, from the No.28 level (1140 m) to the surface. On the surface level of this shaft is a horizontally mounted Richardson 4800 mm diameter single stage axial flow fan with adjustable pitch rotor blades.

A thermal imaging borehole probe was designed and fabricated for the purpose of obtaining thermal images, through smoke, of objects and people in underground mines. The effort was basically unsuccessful; electrical noise, and possibly thermal noise, interferred with the desired signals to the extent that spatial resolution in the images was unacceptable.

TEN years ago a broad knowledge of aerial mapping, coupled with a smattering of geology, qualified one to speak on the subject of the appli-cation of aerial mapping to geology. Today, with aerial maps a common tool in the hands of expert geologists on every continent throughout the world, it would be nothing short of presumptuous for the author of this paper, who is not a geologist, to give any geological statements on his own authority. Relatively, today we are only purveyors of general geological gossip, with a definite case here and there by way of illustration. But we can present a story of the really marvellous strides that have been made in the evolution of aerial mapping, built around a skeleton of geological tidbits, from which some useful conclusions may be drawn. The average geologist goes about reading his aerial maps much as one would approach the problem of deciphering a cryptogram. To begin with, typical key expressions appear in recurring sequences and under certain conditions. If once the meaning of these isolated bits of infor-mation can be ascertained, the message begins to take meaning. In a similar fashion, the geologist works out his key from aerial maps of territory with which he has some familiarity. He learns that a certain type of thin, white line may mean a vein of quartz. He sees that a certain change in the photographic tone of vegetation on the ground reflects two kinds of soils on opposite sides of, a contact. He sees that a certain type of alignment of topographical features often means a fault. He learns that by the erosion pattern .he can frequently distinguish soft formations from harder ones. And so, bit by bit, he ties together the information of the picture with his experience on the ground until he develops a reasonably creditable capacity of interpretation. Through the complete gamut of surface conditions, ranging all the way from flat, arid, exposed desert terrain to dense jungle, or rugged mountains, the evidence from which the geologist must make his inter-pretation varies with bewildering profusion. The quality of photographs which are obtainable may range from perfect pictures in the desert to almost useless smudges in the steaming jungles. One thing he has learned with certainty-the airplane carrying its mapping camera is a superb reconnaissance tool, only awaiting his ingenuity in correlating the pictures with the ground to simplify most exploratory problems.

In attempting the predict coal cleat orientation in the subsurface for effective methane degasification of the coal beds in the Warrior coal field of Alabama, approximately 150 rock joint orientations and 45 coal cleat orientations were measured in each of 37 7 ½ minute quadrangles in Tuscaloosa, Walker, Jefferson, Fayette, Winston, Blount, and Bibb Counties. Data from these surface locations, and coal cleat data from eight underground mines was corrected for magnetic declination and titled beds rotated to the horizontal where necessary and plotted on rose diagrams for comparative analysis. Data collected on each joint and cleat consisted of attitude, quality, type, spacing, persistence, lithology, bedding thickness, surface texture, and filling. File data and published and unpublished reports from the State Survey and the State Mine Inspector's Office were re-viewed. Twenty-seven mining companies, most of which supplied information pertinant to the project were also contacted. The information obtained consisted of crop line information structure, and underground mine outlines, all of which were put on 7 ½ -minute topographic quadrangles. LANDSAT-1 imagery and Skylab photography were compared to dominant joint and cleat trends in the study area. Detailed results can be found in an open-file report entitled "Fracture Analyses in a Selected Area of the Warrior Coal Field, Alabama." A master's thesis entitled "The Relationship Between Surface Joints and Subsurface Structure in a Selected Area of the Warrior Coal Field" is being prepared to illustrate the relation-ship of the fracture system to the structure in the Warrior coal field. A proposal has been submitted for research on a project entitled "Rock Fracture Systems and Their Affects on the Extraction of Fossil Fuels in the Warrior Basin, Alabama"

PRICE changes in competing fuels in the last three decades have reflected the changes in the consuming habits of the people of the United States. Prior to World War 11 the importance of fuel oil and fuel gas increased almost constantly while the relative importance of both bituminous and anthracite coal decreased. During this same prewar period coal prices increased to a much greater extent than oil prices. In fact, in many years, oil prices declined and in most cases are now no higher than they were back in 1925-26. During the war natural economic trends were entirely upset because of the tremendous petroleum requirements of the Army and Navy. Under these conditions many industrial plants were converted to the use of coal and the new installations in home heating and industrial plants of all kinds which might have used oil were practically eliminated. Poor standards of electrical installation and maintenance continue to contribute to electrical related fatalities and injury risk in the mining industry. Electrical isolation has the potential to initiate major unwanted events (MUEs) and as such requires thorough analysis to demonstrate adequate management. There have been 719 incidents related to accidental contact with electricity over the past five years in the Queensland mining industry (Queensland Government DME, 2012a, 2012b) with the last fatality being recorded in 1997 (MESA, 2012).A project funded by the Australian Coal Association Research Program (ACARP) has developed a form of a safety case using the four-layered æCoal Mine Safety Regime (CMSR)Æ approach. The CMSR is transparent and robust as it includes full site risk assessment and special issues risk assessment to be demonstrated as part of the process.The practical application of the CMSR has been demonstrated using a longwall mining case study site, where a unique 11 kV armoured face conveyor (AFC) is in operation. The case study has involved progressive application of the requirements of each layer of the CMSR (see Figure 1) to high voltage (HV) electrical isolation related issues. The project has specifically concentrated on understanding and analysing two high priority MUEs, electric shock and unplanned movement of equipment, through Layer 1 analysis. These two MUEs are an important part of the project as they have demonstrated the steps that may be taken to satisfy the risk management processes at Layer 1 of the CMSR and have contributed to resolving issues at the other three layers of the CMSR.The analysis of HV electrical isolation has been used as an exemplar to demonstrate the CMSR process and its practical application. The CMSR is applicable to major/principal hazards management as identified by the New South Wales and Queensland jurisdictions.This paper provides an overview of the development of a form of safety case using the CMSR and introduces the case study application for HV electrical isolation risk management at underground coal mines focusing on the major unwanted event of electric shock.This project provides the mining industry with a documented, publicly accessible, form of safety case using the CMSR approach for the first time.CITATION:Kizil, G V, Griffiths, D, Bye, A and Joy, J, 2012. THE H.B. MINE and concentrator are located in the Nelson Mining Division of British Columbia, on the north side of the Sheep Creek valley about seven miles southeast of the town of Salmo. It is an operation of The Consolidated Mining and Smelting Company of Canada, Limited (Cominco), which has its metallurgical plants at Trail, about 25 miles west. The property was originally staked about 1907 by Horton and Benson, whose names are commemorated in the designation "H. B." Up until 1927, a considerable amount of development work was done in the upper levels by various companies. Cominco purchased the ?property in 1927 and carried out intermittent work until 1946. Following this, an extensive surface diamond drilling programme and a subsequent underground exploration were undertaken. Sufficient ore was outlined 'to warrant the construction of a 1,000: ton concentrator. This was started in April, 1952, and completed by the spring of 1953. However, because of adverse base metal market conditions, operation was deferred until May, 1955.

SINCE the beginning of this century the non-ferrous mineral industry has contributed $17,809,-000,000 to the economic growth of Canada. To contemplate the vast amount of investment capital required and the resultant beneficial distribution of these billions of dollars for labour, transportation, supplies, taxes and dividends, challenges the imagination. It is the purpose of this paper, (a) to trace the development of the industry since its formative period to the present; (b) to discuss the current situation and problems; and ( c) to attempt to peer into the hazy future. Although there are 21 metals currently being produced in Canada which are classified as non-ferrous, or as alloying metals, copper, lead, zinc, nickel-the metals which will be discussed in this paper-constitute almost 60 per cent of their total value. ;The story

"INTRODUCTION The fuel requirements for industrial and domestic consumers in New England, in normal times, are supplied almost entirely by fuel oil, anthracite, and bituminous coal. A shortage of these fuels occurred during the war. This shortage was caused by (1) The diversion of oil to military uses; (2) the use of railroad and boat facilities that ordinarily would transport coal for the transportation of war materiel; (3) the inability of coal mines to apply the increased demand for coal which resulted from the conversion from oil to coal by domestic and industrial consumers; and (4) the increased demand of war industries for coal. Because of this critical fuel situation, an investiga¬tion was made of possible sources of fuel nearer to points of consumption in New England. Meta-anthracite, which is a satisfactory fuel for some purposes, had been mined in Massachusetts and Rhode Island many years ago. However, the introduction of freer-burning anthracite and bituminous coal into New England markets resulted in the abandonment of these mines.The coal mined in the vicinity of Portsmouth on Aquidneck Island, Newport County, R. I., had been used successfully for smelting copper ore and for fuel. It is reported that this coal is less graphitic than the material mined at Cranston near Providence, R. I. The coal is meta-anthracite and does not burn freely. However, improved equipment for burning coal has been developed, and if minable reserves of meta-anthracite should be found, methods of burning it probably could be devised.The purpose of this investigation was to determine sources of additional fuel. Since meta-anthracite mined at Portsmouth had been used with some success, an investigation was undertaken to determine the characteristics and continuity of the beds in this area."

Many mining operations are uncertain of what costs they should be achieving. The majority of cost estimates are based on historical costs that have added contingency factors. Historical costs are a valuable source of information but a more precise costing method is necessary. There are several alternative methods for predicting costs. A methodology which provides the best indication of the achievable costs is one using a standard inventory list and a bill of quantities. The model is termed a Basic Principles model and addresses basic design principles and engineering constraints.

The widespread interest shown during the past year in the study of subsurface pressures warrants brief reference to its early development. Though it is impossible to set an exact date when constructive thinking on the subject first began, nevertheless, evidence is available that thought was given to the problem as far back as 16 or 1.7 years ago. There is record in one of the foreign journals of actual subsurface tests made by crude methods in one of the Rumanian fields in 1918 and 1919.' These tests were performed in conjunction with studies made on wells produced by bailing and, incidentally, the final outcome of the work led to the development of the so-called "duplex bailer" which is reputed to have trebled volumetric bailing efficiency. From this time on to 1927 a few scattered bottom-hole pressure determinations were made with makeshift instruments of one form or another, but probably not until 1927 was any great amount of concerted effort directed to the subject. At this fall meeting of the Petroleum Division four years ago was presented one of the first papers2 to appear in this country written for the express intent of advocating the value and importance of subsurface pressure determinations. It is thought to have been the first to present direct data on subsurface pressures obtained through the use of a specially designed recording instrument. As might be expected, the instrument had its limitations, but reasonably accurate results were obtained and, to say the least, it constituted a progressive step in the right direction. During the period from 1927 to 1931, many noteworthy improvements were made in the design and perfection of subsurface pressure instruments suitable to meet all conditions. Because of the magnitude of this task much credit is due the men who pioneered this work. They should feel a keen sense of satisfaction in the thought that their efforts have paved the way for the continuation of this most valuable study. A miner working in an underground coal mine with diesel equipment is exposed to a wide array of pollutants from the diesel exhaust. These include CO, CO2, NO, NO2, SO2, diesel-exhaust aerosol, and a variety of hydrocarbon compounds. A quantitative definition of the health risk resulting from these exposures remains elusive, but during the past several years, progress has been made in defining the problem. Results from epidemiological studies by Garshick, et al. (1988); animal inhalation studies by Mauderly, et al. (1986); Iwai, et al. (1986); and Brightwell, et al. (1986); and in vitro studies by Lewtas, et al. (1986), have provided sufficient data for the National Institute of Occupational Safety and Health (NIOSH) to recommend that "whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration," NIOSH (1988). NIOSH further stated that "though the excess risk of cancer in diesel-exhaust-exposed workers has not been quantitatively estimated, it is logical to assume that reduction in exposure to diesel exhaust in the workplace would reduce the excess risk."

Detailed descriptions by operating area of the Kidd copper smelter are presented, together with accounts of complement staffing, training, and preparation activities for smelter start-up in June 1981. Concentrate tonnages smelted in the first twelve months of operation were constrained by the capacity of the furnace off-gas system. However, modifications designed and introduced over that period, plus sustained efforts by operations and maintenance personnel have resulted in stepwise improvements in smelter performance.. Consistent operation at design feed rates has been well demonstrated over the third and fourth smelter campaigns and efforts continue on further improving the continuous smelter on-line times and increasing campaign life. In November 1982., following a seventeen month preproduction period, the Kidd smelter attained full operating status.
