The diamondiferous Drybones Bay kimberlite pipe is the largest pipe (900 m by 400 m) discovered to date in the Northwest Territories. The pipe intrudes granodiorite of the Archean age Defeat Pluton and contains crater, reworked crater (epiclastic) and diatreme facies kimberlite. In-situ measurements of seismic p-wave velocity were recorded with in-line refraction arrays over representative areas. Refractions from fresh kimberlite were recorded over epiclastic facies kimberlite in the eastern portion of the pipe and returned an average velocity of 4300 m/s. Refractions from weathered kimberlite were recorded on all lines and returned velocities ranging from 1900 m/s to 2200 m/s. Granite surrounding the pipe returned an average velocity of 5400 m/s. The results indicate that there is a definite contrast in seismic velocities between kimberlite and country rocks at Drybones Bay and suggest that seismic refraction surveys may be an effective means of screening kimberlite targets in glaciated areas underlain by igneous or metamorphic rocks.

Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

Research performed on computer modeling of mine power systems under USBM Grant G0155003 1S described. The work was performed at the Pennsylvania State University from 5 November 1975 through 4 November 1976. Results presented are interim in nature, and future research is planned to integrate the simulations which have been developed. The thrust of this research has been divided into three main areas. 1. Modification of a previously developed model (Mine Power System Simulation or MPSS) to include interactive operation and the use of default (average) load data. 2. Development of a dynamic simulation of interdependent mine power system induction motors. 3. Development of an approach to modeling of motor shaft loading of induction machines for mining operations. During the course of the current year's research, significant results have been achieved in all areas. Construction of an interactive MPSS model has been completed and checked. This simulation was written in APL code and is fully interactive. In addition, default data representing 158 different pieces of mining equipment has been developed for use with the interactive model. Additional work described includes the construction of a dynamic simulation of interdependent continuous miner induction motors and the development of an approach fo: motor shaft load torque computation from experimental data.

The Arizona Legislature is currently in the process of considering mined land reclamation legislation in the 1994 legislative session. A bipartisan legislative study committee has drafted proposed mined land legislation. The committee has attempted to craft legislation that is appropriate for the unique conditions in Arizona. Existing Arizona and federal laws and regulations extensively regulate the environmental performance of mines in the state to protect public health, safety and the environment. The proposed mined land reclamation legislation does not replace or duplicate these statutory provisions relating to environmental protection. Instead, the purpose of the proposed legislation is to provide for the reclamation of land that is being mined and to fill the gap in existing laws by requiring the reclamation of land that currently is being mined or that has been mined since 1986 to provide for future land use. The legislation would require an operator to submit a reclamation plan describing the exploration operations, mining operations, post-mining land use and the proposed reclamation measures for review by a state agency. Financial assurance also would be required in an amount such that a third party could complete the approved reclamation measures. Arizona's mined land reclamation legislation would recognize Arizona's leading role in hard rock mining and emphasize the mining industry's economic importance to Arizona and the nation. Because mining operations necessarily require disturbing the surface of the earth to extract valuable minerals, reclamation requirements would be adapted to different conditions and would vary depending on site-specific conditions and on the commodity being mined. The current proposal does not identify the state agency that will administer the mined land reclamation program and approve reclamation plans, substantial changes to plans, and transfers of reclamation plans to other operators.

The Bureau of Mines tested cores from 35 wells from 14 oil-producing zones in southern Illinois, southern Indiana, and western Kentucky to determine why rates of water injection were apparently low in some zones. Since these zones contain only minor amounts of clay minerals, it is concluded that permeability reduction results from movement of dislodged silica particles and other material, including the clays, that lines the pores. Both single-phase and two-phase permeability measurements, however, indicated that most samples had only low to moderate water sensitivity, so that permeability reduction due to such particle movement should usually not be of practical significance. The effective permeability to water was considerably lower than the effective permeability to oil during two-phase flow measurements, as is typical of most reservoir rocks. It can be concluded, therefore, that relatively high injection pressures will be required in waterflooding thin zones or zones having low permeabilities.

Exxon is reclaiming an 80-hm2 (200¬acre) Wyoming uranium tailings basin in accordance with US Nuclear Regula¬tory Commission (NRC) requirements. The reclamation plan is designed to control the tailings and their radioactive emissions for at least 1000 years. Rigorous modeling and analyses of potential erosion by wind and water were used in planning. The use of riprap was minimized and the need for long¬term reclamation maintenance was eliminated. The resulting design is simi¬lar to regions stable from erosion cre¬ated by nature. The concepts used in the design and implementation have wider reclamation application. Highland history Exxon operated the Highland uranium operations from 1972 until mid-1984. Open pit and underground operations mined the roll front, sandstone ore body. The 2.5 kt/d (3000 stpd) mill employed conventional crushing, grinding, sulfu¬ric acid leach, CCD, SX, precipitation, and drying circuits. The mill produced 10 Mt (11 million st) of tailings. An¬other operator began commercial scale in situ leach operations in 1988. The tailings basin was constructed by deposition of mill tailings in a natural ravine dammed with a 30-m (100-ft) high by 1050-m (3400-ft) long clay core earthen dam built entirely downstream of tailings. Figure 1 shows the layout of the tail¬ings basin in 1984. Tailings were de¬posited along the dam face on the east side of the basin as well as in the west end and along the south edge until the early 1980s. This left a deep water pond in the middle of the basin. The deep pond was largely filled with tailings during the last four years of mill opera¬tions by the construction of two tailings causeways and the operation of a float¬ing tailings line. The pond water volume was mini¬mized by recycling tailings water to the mill and by operating a 32-L/s (500¬gpm) evaporation enhancement spray system during the last few years of mill operations. Regulatory requirements Several conceptual tailings basin rec¬lamation plans were prepared during the mine life. In September 1984, Exxon began preparation of a detailed plan in response to an NRC request. Water, Waste and Land Inc. (WWL) of Fort Collins, CO was selected to help pre¬pare the plan that was submitted to the NRC in December 1984. The design had to meet the require¬ments found in NRC regulations (NRC, 1985). These were based on regulations prepared by the Environmental Protec¬tion Agency (EPA, 1983) at the man¬date of federal law (UMTRA, 1978). The NRC regulations contain strict primary standards and a somewhat more flexible set of secondary standards. The primary standards include requiring that: • radiation from tailings be reduced to background levels; • radon gas emitted by the tailings be reduced to 20 pCi/m2/s from the surface of the reclaimed tailings pile; • tailings not be dispersed into the environment; and • these conditions endure without routine maintenance for at least 200 years and for 1000 years to the extent reasonably attainable. The lengthy time requirements pre¬sented a large engineering challenge. Radon is a radioactive, chemically inert gas with a 3.8 day half-life. It is released from uranium tailings by the radioactive decay of radium, which, in turn, is a radioactive decay product of uranium. Radon emissions from ura¬nium tailings can be controlled with an earthen cover thick enough that the radon gas decays to its solid, short-lived radio¬active daughters before the radon dif¬fuses through the cover material into the air.

I HIT the ceiling when I opened my November MINING ENGINEERING and after waiting a week to cool off I' still find it necessary to express my resentment of the gross libel embodied in the editorial introduction to Norman Stines' legitimate criticism of my paper on "Russia's Mineral Potential" (p. 949). The underlying thesis of my article, and a point that I tried to make even more clearly in my oral presentation at the St. Louis meeting last February, is that we should not over estimate the present and near-future mineral production of the USSR. The words that I resent in your boxed introduction are: "Opinions range from those presented by Paul Tyler ... to those of Norman C. Stines . . ." This is not merely an understatement that can be defended by admitting that the range goes much farther to the left, beyond me. It represents the appraisal that 90 pct of your members will carry away, namely that I am not only an incompetent observer-which may be true-but always that my bias is to applaud the efficiency of the beasts in the Kremlin-which is not true. Notwithstanding my efforts to clarify the record I now find myself branded as being at the opposite pole from 'Mr. Stines among the red-eyed worshipers of Communism or at least among the timid souls that shake in their boots in the belief that the Soviet system has created an invincible as well as an evil menace to the decent peoples of the world. My ideas are somewhere in the middle ground between Mr. Stines' complaisance or contempt and the exaggerated fears of several other observers whose views have received wide acceptance. PAUL M. It was thought that this article would be a basis for discussion of this important subject at the Annual Meeting. The recycling schemes of copper mineral to a copper raw ore produced in China is investigated in this paper, of which is aimed at copper concentrate‘s grade is over 26.00% and recovery is over 90.00%. The primary copper mineral the raw ore is chalcopyrite and the main gangue minerals are quartz, orthoclase, albite, clinochlore and phlogopite. There are four useful metal elements contained in the copper raw ore, which are Cu, Pb, Zn, Au and Ag, and the grade of each is 3.75%, 0.01%, 0.11%, 0.31 and 483.5 g/t. Two floating recycling schemes and its corresponding flotation reagent system were determined. The results show that calcium oxide, sodium carbonate and sodium sulphide were used as regulators, sodium n-butylxanthate was used as collector and terpenic oil was used as frother in two floating recycling schemes are effective. The open-circuit test’s results show that the copper mineral contained in raw ore can be effective collected, and both concentrates gotten through two schemes are up to grade.

Dry separation was the predominant method of coal cleaning in the United States from the 1930s to 1980s. The application peak of dry separators for cleaning raw coal was in 1965, when about 23.1 Mt of cleaned bituminous coal was produced. The main advantage of dry coal cleaning is the elimination RIWKH GHZDWHULQJ VWDJHV DQG VLJQL¿FDQWO\ UHGXFHG moisture in comparison to wet processing. In addition, developed dust control systems have made dry cleaning method an environmentally friendly process. The largest air-based coal cleaning plant was built in Pennsylvania in 1968 and could clean 1,272 t/h of raw coal sized smaller than 19 mm. This was followed by a decline in dry coal cleaning to less than 3.6 Mt in 1988. Since World War II, the need for the use of explosives with testing, construction, demolition, mining and quarrying near urban areas has increased dramatically. Once remote, testing areas have been encroached upon by commercial and residential areas. Evidence has been found that overpressure levels near these areas can be estimated using meteorological conditions. This paper reviews a study where 205 test shots were fired, meteorological conditions recorded, and over-pressure levels estimated using multiple regression techniques.

"Since year 2000 the gold recovery into copper concentrate at Hudson Bay Mining and Smelting has reduced considerably during the summer months. This initiated a testwork program in the fall 2003 to find reasons and solutions for such change. During the testwork mineralogical factors, water quality effects and different reagents were evaluated. The reason for the lower recovery appeared to be the sensitivity of some collectors to pulp temperature. As a result of the work different collectors are being used in the mill in the summer than in the winter. A modification to the water system was also made to provide cooler water to the mill in the summer months.INTRODUCTIONHudson Bay Mining and Smelting (HBMS) is located in Northern Manitoba, just on the border of Manitoba and Saskatchewan. The complex consist of four different mines, Callinan, Trout Lake, Konuto Lake and 777 mine including copper smelter and zinc hydrometallurgical plants producing metallic copper and zinc. Gold is a very important byproduct providing about 30% of the mine revenue. In early 1990s when the company was facing declining ore reserves and was starting to gradually close down the operations, the 777’th exploration drill hole discovered a new orebody, which initiated a $0.5 billion expansion program. The main projects were a new 777 hoist with underground development and a new zinc cell house. About $30 million was used to increase the mill throughput to the present 2.27 million tonnes or 2.5 million short tons per year. The expansion programs were finished by the end of the year 2003.Historically the gold recovery at HBMS has varied between 60 and 70%. The recovery has been somewhat lower during the summer months. Gold recovery improvement projects were conducted throughout the 1990s, but were not focused on the seasonal gold recovery variance. However, since 2000, when the water system modifications to meet the increased water demand were completed, the gold recovery during the summer has been much lower than in the past. In August 2003 gold recovery fell below 30%, which initiated a metallurgical research program to discover the reasons behind the low gold recovery in the summer."

GeoScience Victoria has completed quantitative assessments of undiscovered gold endowment in the northern parts of the Bendigo and Stawell Zones. The under cover area in the Bendigo Zone (10 000 km2) is likely to contain approximately 1000 t and at least 290 t of gold in undiscovered mesozonal orogenic gold deposits. For the under cover area in the Stawell Zone (30 000 km2), the estimates are approximately 1200 t and at least 200 t of undiscovered mesozonal orogenic gold. The Gulf Coast of southern Louisiana during the year of 1940 was subjected to an extensive exploration and development campaign, as a result of which 16 oil fields and about 38 new producing sands were found. Although this record of discovery appears in keeping with the rate of 1939 actually in amount of new proven reserves, it may fall short of that of the previous year. Only five or six of the discoveries rated as first-class or important fields at the close of the year. The most prominent new fields opened during the year were Neale field in Beaure-gard Parish, the West Cote Blanche field in St. Mary Parish, the Stella field and the West Bay field in Plaquemines Parish, and the Lake Salvador field in St. Charles Parish. There were many important oil-sand discoveries in proven fields, such as in the Bayou Perot field, the Golden Meadows field, the Iowa field, West Lake Verrett field, and the Venice field. During the year, 1047 weUs were drilled in southern Louisiana, of which 768 were completed as oil-producing wells, 17 as gas wells and 262 as dry holes. The Neale field in northwest Beauregard Parish is considered one of the most important discoveries of the year. The f~eld centers around the north half of sec. 26, 'Y.3 S., R.I I W., just north of the town of Neale. It was discovered by the Atlantic Refining Co., using reflection seismograph to locate the structure. Production was found in the second well drilled in the Wilcox sand on the downthrown side of a fault. The structure is known as the "Tepetate" type, being similar to that of the well-known Tepetate field. There were 12 oil wells and 3 dry holes drilled during the year. The Wilcox sand in this field occurs between 8350 and 8400 ft. and averages 30 ft. in thickness. The West Cote Blanche Bay field, in West Cote Blanche Bay, St. Mary Parish, is a 1940 discovery by the Texas Company, credited to reflection seismograph exploration. The oil is from two sands occurring at 3110 to 3140 ft. and from 4950 to 5020 it. Four wells were drilled during the year, three oil wells and one dry hole. The deepest hole drilled reached 9491 ft. without encountering salt or dome material. In Plaquemines Parish, south of New Orleans, the California company has a new field known as the Stella field. The sand was found at a depth of 7485 ft., and 5 ft. of perforations made a well capable of producing 486 bbl. of oil in 24 hr. through a 9.is-in. choke. The oil is 42" gravity. The discovery well was drilled to a total depth of 10,258 ft. and other producing sands were indicated. A good field appears assured, although only one well was completed within the year. The Lake Salvador field, in the center of Lake Salvador, St. Charles Parish, gives promise of being one of the most important discoveries of the year. The discovery well was perforated at 9775 to 9800 ft. making 850 bbl. of 33.7° gravity oil daily through a 1/4-in. choke. A brief paper on this subject (which might readily be made to, fill a volume) is suggested at this time by several considerations, among which may he named the meeting of the Institute on the borders of Ontario, not far from some of the mining undertakings which are hereafter mentioned ; the mineral developments made in the Province quite recently ; the highly creditable collection of most of the minerals of Ontario, for the first time got together, and exhibited this year at Cincinnati, in the Centennial Exhibition of the Ohio Valley ; and, finally, the recent appointment, by the Government of Ontario, of a Commiesion to inquire into, and report upon the mineral resources of the Province, and the best means to be adopted for their development. The Province of Ontario has no Department of Mines or official geologist, to take note, and keep record, of mining and mineralogical development and discovery. Within the last few years some valuable statistics have been collected by Mr. A. Blue, the Deputy Minister of Agriculture; but recently a desire has risen on the part of the people to obtain further knowledge of these subjects, and the government has appointed a Commission, the report of which is expected to be issued in part, if not in completed form, this winter.

Metal market prices rose drastically in 2006, and most broke historical records as shown in Figs. 1-4. This increase has been basically driven by economic growth in Asian countries, especially China. The growth trend is expected to continue for several years. Then, India will follow the same growth trend. Their metal demands keep the price levels high for 20 years or more. One more additional important factor on the metal market prices is hedge funds come into the market. Japan imports all metals for domestic use from overseas. The amounts imported were 1.27 million tons in copper, 0.32 million tons in lead, 0.59 million tons in zinc, 0.20 million tons in nickel, and 1.18 million tons in manganese, respectively in 2006 (Source: http://www.jogmec.go.jp/j_resourse/index.html#03). Though mainly we import the concentrates and our domestic customer smelters take the part of metallurgical leaching, the payment necessary for purchasing the concentrates is estimated about US$ 10 billions in 2006. The payments in 2005 and in 2003 were about a half and a quarter of the 2006, respectively. Japan must have effective counter measures to reduce the future payments.

Acidic treatment of enargite (Cu3AsS4) dissolves both arsenic and copper from the mineral and then attempts to separate them in the leach solution. The reactivity of enargite was examined in acidic solutions, over the pH range 1-7, to determine a potential range for co-dissolution.. Enargite mineral samples from Butte, MT and Quirivilca, Peru were used as working electrodes in a cyclic voltammetry corrosion cell setup, which were then cycled multiple times over -1000 to 1000 mV. Surface reactions and transitions were characterized using in-situ Raman spectroscopy, which were then compared to updated predominance diagrams for the copper-arsenic-sulfur system from a previous study done under alkaline conditions. The region of co-dissolution is limited to > 600 mV vs. SHE and pH < 1 under the proposed diagram.
