DETERMINATIONS of circulating load in a classifier operating in closed circuit with a grinding mill are usually made from screen analyses of the mill feed and classifier products. The percentage remaining on someone selected screen size must be used in the calculation, and, because of the wide variation in average particle size between the mill feed and classifier overflow, an accurate and representative result at the selected mesh is often difficult to obtain. To overcome this difficulty and reduce the time required in making the determination, I have devised a method which uses the liquid-solid relationship in the circuit rather than screen analyses. The quantities required for the calculation include only the usual dilution and feed tonnage measurements, which should be made regularly in the course of ordinary mill operation and, in addition, the amount of new water added to the classifier, or to the head of the mill with the new feed. If measurements are obtained on both of these quantities it is possible to check the calculated circulating load, and to calculate the percentage of moisture in the new feed to the mill; or, if the latter is known, to check the feed tonnage.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Each year with a bigger shopping list and more money to spend the Federal Government went into the marketplace to buy. This action altered the

Some speakers have dealt with the most advanced work in the very heart of the science of physical metallurgy. Others have stimulated our imaginations by discussing the most recent progress in related fields of science. Others have told us of the latest art, which is at any moment of greater practical importance than the latest science, of metals. I feel that this broad precedent in the choice of subjects will justify my choosing to talk about some of the prosaic details of how, during the last generation, industry has effectively organized research to accelerate progress in our own and all other fields of science and related art. A number of years ago I visited one of this country's well-known research laboratories and had the pleasure of chatting for a few minutes with its equally well-known director. Being particularly interested at the time in the organization problems connected with industrial research, I broached that subject. My host stated in effect that he didn't believe in organized research. He was, of course, resorting to a rhetorical hyperbole. to pain: out the danger of overorganization which can so easily drift into regimentation and destroy individual initiative. Actually nearly all of us, much as we cherish our personal freedom of action, believe in organization because the history of progress in every field of human activity has been a history of men learning to work together, to cooperate, to create an efficient division of labor. We use organization to achieve this coordination. At the same time our form of organization must not stifle individual initiative or it will prove a deterrent rather than an aid to accomplishment. Research, too, must be organized for greatest achievement but especial skill and care are perhaps needed to avoid stifling the initiative of the individual workers. I have, of course, followed with keen interest and much benefit the vast amount . that has been said and written on this subject in the past twenty years but I still find new stimulation in discussions with my good friends working in this field. It is my hope that this discussion may serve a like purpose. It would be ungracious not to make due acknowledgment to the many able contributors to this particular phase of human progress, but their very number and the great volume of their writing makes it impossible to trace to any one individual a particular significant and valuable idea. I shall content myself therefore with this general acknowledgment and with acknowledgment of the specific debt that every research man owes to those who have so ably kept before the public, and in particular before industrial executives, the place of research in the modern scheme of things' Because of the legitimate publicity thus given to research, the day is past when any

In recent years, ENAMI implemented modernisation plans at its two smelters in order to meet the government's environmental regulations introduced in the early 1990s. The modernisation plans defined the new SO2 and particulates emission targets, deadlines for compliance, and the revised treatment capacities of the smelters. At Las Ventanas smelter, the principal process change consisted of eliminating the reverberatory furnace. All the smelter feed is currently processed in a 4m diameter, 14m long Teniente Converter, using up to 34% oxygen enriched air. Dry concentrate is injected into the bath through tuyeres. A fuel oil burner compensates for any process heat deficiency. The Teniente Converter high copper content slag is cleaned in an electric furnace. This furnace is also used to melt internal reverts. This paper will discuss the successful operation of the slag cleaning electric furnace.

"Onakawana Development Ltd. and Mana/ta Coal Ltd. have completed feasibility studies on a large lignite deposit located in the James Bay lowlands of northeastern Ontario. The mining plan described in this paper would supply coal for approximately a 33-year period with peak production in the early years of approximately 6.5 million tonnes per year then declining to 1.2 million tonnes in year 33. This paper describes the geology, resources, lignite quality, mine planning and related topics. LocationThe Onakawana lignite deposit is located in northeastern Ontario in the James Bay lowlands (Fig. l). The Ontario Northland Railway crosses the property and links it to Moosonee, JOO km further north, and Cochrane 180 km south. The area is crossed by latitude 50° 37', the approximate latitude of Calgary. Toronto lies 800 km south of the study area. History of Development The deposit has been known since the late 1600s when early English settlers extracted limited amounts of lignite for use at Moose Factory. The deposit has undergone sporadic periods of exploration activity in the late 1920s and early 1930s when the Ontario government drilled 116 holes, sunk two exploration shafts and published several technical and economic studies. Interest in the property was reactivated from 1939 to 1945 when the Timiskaming and Northern Ontario Railway Ltd. drilled 182 additional closely spaced holes, excavated a test pit adjacent to the rail line and installed a boiler for testing purposes. In 1965, Alberta Coal Ltd., the predecessor of Manalta Coal Ltd., first became involved. Since then a further 182 holes have been drilled and coied, and the existing test pit reopened for sampling. In 1980, various reassessment studies were launched, including geology, mine engineering, conceptual design and environmental assessment studies. [The Mining and Metallurgical Divisions of the Bureau of Mines, Region V, conducted an investigation in 1950-51 of the iron sulfide deposits in Aitkin and Carlton Counties, Minn. Twelve diamond-core-drill holes, aggregating 2,347 feet, were drilled in secs. 14 and 15, T. 46 N., R. 25 W., Aitkin County, to increase reserves of iron sulfides known to exist 2 miles southwest in secs. 28 and 29, T. 46 N., R. 25 W. Three diamond-core-drill hobs, totaling 561 feet, were drilled in Canton County, sec. 7, T. 46 N., R. 2 0 W., to check reports of the presence of a large sulfide deposit in that area. Mineral-dressing tests were made on cores from 10 holes drilled in Aitkin County. These included core from hole 21 drilled in sec. 28 and submitted by the Glen Development Co.]

Measurements of the electrical conductivity, the thermal electromotive force, and the deviation from stoichiometry by thermogravimetry were made on ferrous oxide (wüstite) single crystals as well as on poly-crystalline samples in the temperature range of -900" to 1330°C. In the region defined by T 2 1000°C and 1.05 5 O/Fe 5 1.10 the electrical conductivity was shown to be proportional to the sixth root of- the oxygen partial pressure and to be linearly dependent on the deviation from stoichiometry. The absolute Seebeck coefficient of single and polycrystalline wüstite was shown to be independent of temperature in the above region and a p to n transition of the Seebeck coefficient was observed at O/Fe = 1.09 in polycrystalline wüstite. Analysis of the results showed that the predominant defects in wüstite in the above region were doubly ionized cation vacancies. The analysis also ruled out the existence of complexes of the type postulated by Roth, except that below 1000°C there is some evidence of 'association of defects. Of the three oxides of iron (FeO, Fe3O4, Fe2O3) only FeO (wüstite) can exist within a wide range of the ratio O/Fe. This has been shown by several investigations of the phase diagram using for instance chemical analysis of quenched samples'-4 or thermogravimetric measurements. 5,8 Darken and Gurry's1 data for example in the temper- ature range 1100o to 1400°C show that the lowest O/Fe ratio obtainable for FeOl +. is about 1.045 and that the existence range extends to O/Fe = 1.20 at 1400oC. On the basis of detailed analysis of thermogravimetric measurements made by Vallet and Raccah6 the existence of three varieties of wüstite at elevated temperatures was suggested by these authors and by Kleman. It is well-established that wüstite has a NaCl structure with vacant cation sites.3, 8 From a neutron-diffraction study of wüstite samples quenched to room temperature Roth9 concluded that defects in wüstite are mostly complexes composed of two cation vacancies and one interstitial cation in a tetrahedral site. The atomic arrangement in the vicinity of such a defect is similar to that in magnetite, where each occupied tetrahedral site is surrounded by four vacant octahedral positions disposed at the corners of a tetrahedron, so arranged that each vacancy is shared by two tetrahedral cations. Thus there is an average of two vacancies per interstitial. Recent X-ray diffraction measurements made by Smuts10 on quenched wüstite samples confirmed the results of Roth's neutron-diffraction experiments. Roth's model of defects in FeO can be regarded as a solid solution of Fe3O4 in FeO; salmon1' used this defect model to calculate the activity of Fe3O1 in FeO at high temperature and claimed good agreement with the results obtained experimentally by Darken and Gurry.' Each missing cation in wüstite is accompanied by two trivalent cations, thus preserving charge neutrality. The "holes" which differentiate between the Fe 2+ and Fe3' states of the ions in octahedral positions can overcome the attractive field of the cation vacancies, and are then free to move through the crystal as charge carriers. The South Wall Base Case Design for Mt Whaleback indicated that along portion of the South Wall a cigar shaped synclinal keel, contain- ing 14 800 m', of Dales Gorge Member ore, would be unkeyed and bed- ding undercut. The dry "ore lobe" slope would be 60m high, unbenched and approximately 170 m long. Stability analyses using specific design parameters established that artificial reinforcement could stabilise the slope and be economically justifiable. To implement the slope design reinforcement for such a complex geo- logical structure it was necessary that all functions pertaining to slope excavation be integrated and co-ordinated within the Mine Geotechnical Section. The objective being to minimise slope damage and thereby optimise the effect of design reinforcement. The successful excavation of the ore lobe in 1988, three years after the introduction of artificial reinforcement, was achieved by strictly main- taining the following parameters. 1. Accurate Geological Model 2. Controlled Perimeter Blasting 3. Controlled Excavation Techniques 4. Quality control -Reinforcement Installation 5. Additional Reinforcement.

Previous investigations have shown that the cold rolling textures1n2 and the drawn wire textures3 of copper change their secondary components after the addition of about 1 pct aluminum and 5 pct zinc, but do not change after the addition of as much as 30 pct nickel. However, few data are available on compression textures. Barrett4 reports from unpublished work with E. L. Layland that compression rolled copper develops a texture which is predominately (110) in the compression plane with a secondary spread to (113) and weaker spread to (100) as shown in Fig 1. However, 70-30 alpha brass similarly treated develops a texture again predominately (110) in the compression plane and with a weak secondary spread to {113} but with moderate (111) secondary intensities illustrated in Fig 2. Experimental Procedure Specimens of the compositions shown in Table 1 remaining from a previous investigation3 were annealed to a grain size of 0.090 mm average diam and machined to cylinders 0.20 in. diam and 0.20 in. high. Cylinders were compressed 90 pct reduction in height between lubricated steel blocks in a tensile machine. Glancing X ray photo-grams using copper K-alpha radiation were taken at an angle of 0 degrees to the compression surface. (111), (002) and (220) rings were analyzed to define the textures shown in Table 1. The results are in agreement with Barrett4 as to types of textures and are essentially in agreement with previous work1,2,3 as to the effects of composition. In the wire study3 it was reported that the 4.99 pct zinc alloy had a brass-type texture, while the data in Table 1 indicate a copper-type texture for compression. The wire specimen of the 4.99 pct zinc alloy was re-examined by X rays and it was established that the [loo] component still exists in the wire axis. Therefore, Table 2 of Ref. 3 is in error and should indicate a double [ill], [loo] copper-type texture for this alloy. This correction results in complete consistency with regard to compositional effects, namely that copper and its alloys containing up to approximately 1 pet aluminum, 5 pct zinc and at least 30 pct nickels develop a copper-type texture and more concentrated copper-aluminum and copper-zinc solid solution alloys will form a brass-type texture. Summary Compression textures developed in copper and its alpha solid solution alloys of aluminum, nickel and zinc are essentially the same types as those re- ported by Barrett4 with compositional effects occurring at approximately the same percent additions as previously reported for rolled sheet182 and drawn wire.3 The Scovill Manufacturing Co., Waterbury, Conn., furnished the copper and brass alloys, performed certain chemical analyses and supplied laboratory facilities where needed. "The design of an appropriate pre-grouting program can be the difference between a successful tunnel construction and an expensive on-the-go repair. However, current grout design relies heavily on rulesof- thumb and outdated charts. The geotechnical investigation is rarely targeted towards grouting design and the final grouting decisions are made based on fines content or soil classification. The current paper presents an experimental study performed to determine the optimal grout for a tunnel in soft ground below the ground water table (GWT). The testing program consisted of sieve analysis and undrained static triaxial tests on reconstituted sonic samples. Rheological tests were used to compare the different grout mixes and identify best candidates before performing one-dimensional permeation tests. Pressure and volume measurements during the permeation tests, along with the unconfined compression strength results on the permeated soils, helped evaluate the filtration potential for the different grouts and select the optimal grout.INTRODUCTIONConstruction of the Millwoods Double Barrel Replacement Project commenced in 2009 and was expected to be completed by 2015. To facilitate ongoing city development in south Edmonton, the City implemented construction of a major sanitary trunk network along 91st Street and 30th Avenue. The project involved the design and construction of approximately 1.2 miles (2 km) of 7.8-ft (2,400 mm) sanitary tunnel and 2.1 miles (3.4 km) of 11.5-ft. (3,500 mm) and 9.5-ft. (2,900 mm) storm tunnel. Part of the project also involved the conversion of the existing double barrel storm and sanitary trunk to full sanitary service, and reconnecting the local storm sewers from the double barrel pipe to the new storm tunnel. The tunnels range in depth from 26-ft. (8 m) to 115-ft. (35 m) and are being installed using a one pass system with precast concrete segmental liners."

The Morenci/Metcalf porphyry copper mining operation, located in southeastern Arizona, currently processes approximately 100,000 tons of ore per day and has copper ore reserves estimated to be in excess of one billion tons. Functional groups within the Geology Depart¬ment (currently staffed with six professional and two support personnel) include mine geology, project geology, and hydrogeology. The primary task of mine geologists is daily preblast bench face mapping with grade and mill amenability estimates. Auxiliary duties include detailed in-pit metal distribution evaluation, mineragraphic work and flux quarry geology. Project geologists conduct explora¬tion and preliminary development projects both within and outside the Morenci district and provide support to ore reserve block modeling and geotechnical work performed by the Morenci mine engineering group. Hydrogeologists handle exploration for and development of groundwater' resources and groundwater flow modeling, mine dump leach solution penetration and recovery evaluation, and tailing dam water reclamation.

Shield leg pressure data from all shields and shearer locationwith time stamp from a mechanized longwall face are monitored and recorded in a surface computer. These data contain random noise due to power failure, leakage of legs, bad sensor reading and other maintenance or geo-mechanical problems. An algorithm is developed to detect mining cycle parameters such as setting and final pressures and duration of the cycle from these data for the analysis of periodic roof weighting phenomena. The intensities and persistence of periodic roof weighting are the vital information to the mine management to take judicious decision on longwall operation. The paper presents details of the algorithm which identifies 96% of mining cycles from the noisy data belonging to consecutive 5 months or 410 m of face advancement. Based on this analysis, 2 types of periodic roof weighting phenomena are detected, namely, (i) normal type—having peak intensity of 75 to 90% of yield pressure, interval of occurrences of about 10 to 15 m with persistence of 3 to 4 m and (ii) severe type—peak intensity over 90% of yield pressure, interval of 25 to 40 m with persistence of over 10 m. It is envisaged that these phenomena have direct relationship with main roof thickness, its overhung length and material properties.

"Two source apportionment techniques have been applied by the Bureau of Mines to aerosol measurements in diesel equipped underground noncoal mines. The first technique is based on size selective sampling and the premise that the diesel exhaust fraction of the aerosol is predominately sub-micron in size while the mineral dust fraction of the aerosol is mostly super-micron in size. The second technique, Chemical Mass Balance (CMB) modeling, was used to referee the analysis of diesel and mineral dust aerosol concentrations with the size selective method.The size distribution data were modeled using a log-normal regression to parameterize the sub- and super-micron fractions of the sampled aerosol and to estimate the mineral and diesel contributions to each. For the mines visited, analysis of the size selective: samples yielded an average value for the fraction of the fine aerosol attributable.to mineral dust of 3 pct.'The CMB analysis, applied to both fractions of the respirable mine aerosol, yielded the amount contributed to each by the diesel· and dust aerosol sources. Less than 5 pct of the sub-microm fraction was mineral dust, however, as much as 20 pct of the diesel aerosol was found: ""in the super-micron fraction requiring a correction of the sub-micron fraction to account for the missing diesel mass. More accurate measurement will require a carbon specific analysis of the aerosol."

An economical, remotely operated (automated), temporary roof support (ATRS) has been developed by the Bureau of Mines for use on a single, fixed-head roof-bolting machine (squirmer) that operates in low coal seams (less than 42 in thick). The ATRS eliminates the need for squirmer operators and helpers to go under unsupported roof to set or remove temporary support prior to or during the roof-bolting cycle--a task that annually accounts for approximately 20 pct of all roof fall fatalities. The ATRS can be adapted to any squirmer used in the U.S. low coal fields. A prototype ATRS was field-tested at Imperial Colliery Co.?s Mine No. 20 in Eskdale, W. Va. The Mine No. 20 amended roof- control plan, which requires the use of the Bureau?s ATRS as temporary support during face bolting, has been approved by the Mine Safety and Health Administration (MSHA), U.S. Department of Labor.

METALLURGISTS engaged in the pulling of single crystals of germanium and silicon, and their zone purification and zone levelling for transistor and diode production, have found that the lifetimes of minority carriers in low resistivity samples tend to be shorter than in high resistivity material, although equal care is taken in the crystal preparation. In other words, it is more difficult to obtain long lifetimes in single crystals of low resistivity semiconductors. It is the purpose of this note to point out that this phenomenon follows directly from the Hall1 and Shockley-Read' theories of lifetimes in semiconductors." In general, the recombination mechanism may be very complicated,' but experiments seem to indicate that the simple formula2 for the lifetime of excess carriers given by n0 + n3 Pn + P1 T = Tpo,------------------+ Tjpu ----------------------- [ 1 ] nu + pn na+ + Pa is a good representation of the situation prevailing in transistor grade semiconductors. In this formula, no and pa are the equilibrium densities of electrons 6+ - E./ET and holes, n1 = N,e is the number of electrons E1- E2/KT in the conduction band, and p1 - N,e is the number of holes in the valence band, both for the case in which the Fermi level falls at the trap level, E1. Introduction Placer deposits account for one-half to two-thirds of the total gold produced worldwide. As many as 311 t (10 million oz) have been produced from some major districts. Several others are credited with 155 t (5 million oz). All the major districts and many lesser ones have similar characteristics. Consideration of these characteristics offers insight into the origin of gold in the deposit. Knowing the gold deposit's geologic history leads to useful conclusions in exploring for placer deposits and for deposits in consolidated areas. Placer Deposit Characteristics Table 1 lists 17 placer gold districts around the world and their characteristics. These include type and age of, mineralized source rocks, associated intrusive rocks, and age of intermediate sedimentary cycles. Although quartzite or sandstone occurs in the bedrock sequence in four of the 17 districts, slates, phyllites, or schists are present in all of the districts. Additionally, in all but three, the slates are pre-Mesozoic. And, in six of the remaining 14, the slates are Precambrian. Rocks intrusive into the slates are all of intermediate to acidic composition and are emplaced as stocks, dikes, or sills, rather than being batholithic in proportions. Intermediate interceptors have not been recognized in only three of the 17 districts. Data from China and Mongolia are inconclusive as to this characteristic. Black Shale Gold Higher than average gold values are found in modern sedimentary rocks in coarse granulites, conglomerates, sandstones, and gray-wackes. Not so predictably, higher than average gold values also occur in black shales and carbonaceous argillities. Li and Shokena (1974) found that, in the Proterozoic sedimentary and equivalent metamorphic rocks of the Enisei Ridge, carbonaceous and graphitic phyllites and schists were particularly enriched in gold. Korotayeva and Polikarpochkin (1969) reported gold content in organic rocks to be enriched up to 15 times more than the organic free shales and siltstones of the Nerchinsk Zavod region of eastern Transbaikal. Black shales can be gold interceptors as are rocks of the granulite facies. Gold occurs in shales in particulate, free form, in pyrite, adsorbed on clays, and precipitated on carbon. In copper-bearing shales of Poland's Fore-Sudetic monocline, Kucha (1973) reported gold present in organic compounds as well as in silver bearing minerals. Anoshin (1969) found a strong correlation between gold and the pelitic fraction of sediments in certain rocks of the Atlantic Ocean basin. Heavy metal absorption on clays results in agglomeration to the extent that the particles settle with the heavy mineral fraction in enriched strata. Piper and Graef (1974) think that gold in sediments on the flank of the East Pacific rise is of lithogenic origin. Crockett (1973), however, proposed a volcanogenic exhalative origin. A strong correlation between gold and volcanic activity exists in rocks of the Canadian Shield where tuffaceous sediments and porphyries are more frequently enriched in gold than rocks with no volcanic components. Volcanic rocks of intermediate to acidic composition are considered here to be the primary source of gold in black shales. Gold is concentrated in shales as detrital free grains with diameters less than 50 µm (270 mesh), as precipitates, and in pyrite or other sulfide minerals. This is the first step in the history of gold placer deposits. Grain Size Modification Gold, as free grains with diameters less than 50 µm (270 mesh), is too light to be concentrated hydraulically into placer deposits. Some process has increased the average size of the gold grains. Mobilization during regional metamorphism converts most of the gold into particulate grains or entrains it in microfractures in the sulfide minerals. With moderate folding, small, white, vitreous quartz veins develop. As deformation continues, larger, more conspicuous quartz veins are formed.
