Over 206 million tons of hard coal were mined in South African collieries in 1996. Some 132.5 millions tons came from underground operations and approximately 120 million tons came from bord-and-pillar workings resulting in between 100 000 and 150 000pillars being formed. Coal pillar design remains a significant feature of South African mining. This paper reviews South African coal pillar design procedures in the light of 90 pillar collapses that have occurred since 1904. It shows that, while the current pillar strength formula is still valid within the original empirical range of Salamon1,cognisance must be taken of local conditions. Current South African coal pillar research is attempting to account for the variations in local conditions with the emphasis on the effect of discontinuities and pillar deterioration. It is suggested that a more holistic approach to pillar design be adopted to include a design methodology that examines the stability of the roof, pillar and floor of the underground workings. Using this approach, deviations from the empirical database used by Salamon and Munro will be incorporated into the design methodology resulting in more stable underground workings.

Les installations de SIDBEC-NORMINES sont adjacentes aux installations portuaires de la Compagnie Minière Québec Cartier, à l'est de la ville de Port-Cartier. L 'ensemble est conçu pour produire les deux types de boulettes avec deux circuits d'agglomération installes en parallèle. La production de concentré enrichi (68% Fe et plus) est obtenue dans une usine d'enrichissement utilisant le precédé de séparation magnétique hum ide ahaute intensite (separateurs Jones). À l'usine de bouletage proprement dite, on effectue Ie broyage du concentré et sa mise en boulettes sur disques; l'in duration des deux types de boulettes est obtenue sur deux chaînes d'agglomération Dravo dont chacune a une capacité annuelle nominale de trois millions de tonnes.

RÉSUMÉ La restauration du site minier Poirier, à Joutel s?est déroulée entre 1998 et 2001. Le principal élément des travaux a été la restauration du parc à résidus et des zones d?épanchement qui totalisaient 4,5 millions tonnes de résidus répartis sur une superficie de 74 hectares. Les résidus sont fortement générateurs de drainage minier acide. La première partie de la présentation consiste en un bref rappel du concept de restauration suivi d?une description des principaux éléments de travaux avec l?emphase sur les leçons apprises de l?exécution des travaux. La deuxième partie de la présentation est axée sur les résultats du programme de suivi en cours depuis la fin des travaux en 2001. Les éléments de suivi se rapportent à la baisse du niveau de la nappe phréatique à l?intérieur de la cellule, au tassement des résidus dans la cellule, aux mesures de température et d?oxygène à l?intérieur de la cellule et finalement à l?amélioration dans la qualité de l?eau de surface. ABSTRACT The reclamation of Poirier Mine, in Joutel, was carried out between 1998 and 2001. The main component of the works has been the reclamation of the tailings basin and tailings spill area which contained a total of 4,5 million tonnes of tailings and occupied some 74 hectares of ground surface. The mine tailings are highly acid-generating. The first part of the presentation will deal with a brief review of the reclamation plan followed by a short description of the main work components laying emphasis on experience gained during construction. The second part of the presentation will deal with the results obtained from the environmental monitoring program still in progress since the end of reclamation work in 2001. The aspects discussed include the drawdown of pore water inside the covered tailing pile, the settlement of mine waste material, the monitoring of moisture, temperature and oxygen underneath the liner and finally, the reduction of loadings in surface water.

INTRODUCTION Perhaps no other area reflects the art as well as the science of mining-engineering design quite as obviously as strata control. This is due to the fact that the design of mining structures is difficult because rock rarely behaves as a homogeneous medium. Further, the original state of stress and the mechanical proper- ties of the in situ rock are somewhat difficult to deter- mine. However, those aspects that are hard to treat mathematically can and have been successfully approached by model studies and in situ measurements. This chapter will review the fundamentals of strata- control design and will provide examples of applications to typical problems. STRESSES AROUND MINE OPENINGS A close examination of Fig. 1 reveals that, prior to mining, stresses exerted in the overburden can be in both the horizontal and vertical directions. In the example problems of Chapter 1, it was shown that the maximum compressive stress (uv) at any depth (D) below the surface can be approximated as follows: [ ] Further, the lateral stress (oh) is related to the maxi- mum compressive stress by utilizing Poisson's ratio (µ): [ ] As soon as a heading is driven, such as the one in the coal seam shown in Fig. 2, the stresses shift to the sides, or abutments, of the opening. Clearly, these compressive stresses around the opening exceed the pre-mining conditions. The problem of designing an underground opening, therefore, is to determine the maximum stresses and to note if they exceed the ultimate strength of the rock. Table 1 lists several rocks with their corresponding strengths. Figs. 3 to 5 depict the boundary stress concentrations around circular, ovaloidal, and rectangular openings. M is the ratio of the horizontal stress to the vertical stress, or as defined above, p/(l-p). This text will concentrate on the state of stress represented by M = 0.33, which corresponds to the condition of no lateral deformation in a rock having a Poisson's ratio of 0.25. For an ovaloid with an opening width-to-height ratio of 2.0 (Fig. 4), the boundary stress concentrations are at their maximum values at the comers of the opening, with values in excess of 3.0. The author discusses the promising future of the use of pipelines for transportation of ore slurries over long distances, citing existing installations. Various criteria and factors affecting the use and size of pipelines are considered. Among the factors influencing the use of pipelines are particle size, specific gravity, abrasiveness, minimum velocities, and pumping considerations. Long-distance transportation of solids by hydraulic pipelines holds the promise of great economic benefits. Today within the confines of most mineral processing plants, the moving of solids about in slurry form by pipeline is commonplace, since the method offers great advantages when conditions are suitable. Yet, this method is surprisingly slow in being adopted on a broad scale for transportation of solids over long distances (arbitrarily the term will be applied to one over five miles long). This is especially surprising in view of the successful realization in this country within the last five years of two daring ventures in long-distance solids pipelines. A 72-mile long, 6-in. diam pipeline of the American Gilsonite Co. has been satisfactorily transporting 700 tpd of gilsonite from the mine at Bonanza, Utah, to the processing plant at Grand Junction, Colo., since April 1957. The 108-mile long 10-in. diam pipeline of the Pittsburgh Consolidation Coal Co. has been transporting about 4000 tpd of finely crushed coal from the mine at Cadiz, Ohio, to the Eastlake power plant of the Cleveland Electric Illuminating Co. on Lake Erie since January 1958. However, besides two projects in the operations of The Anaconda Co. there have been hardly any other significant solids pipeline developments in the minerals industry during the last three years. The two projects are the 14-mile long, 6-in. diam copper concentrate gravity pipeline at Anaconda's El Salvador project in Chile which has been transporting about 800 tpd since January 1959. The second is a 16-in. diam tailings pipeline at the Anaconda Reduction Works, Anaconda, Mont., designed to transport about 20,000 tpd of deslimed flotation tailings for dam building. This pipeline, which is currently undergoing tryout tests and which will be about seven miles in length, will have a maximum of three 20-in. rubber-lined centrifugal pumps in series at the starting point, each developing a maximum of 100 ft of head, to supplement gravity. It is the writer's opinion that the major reason for the hesitation in considering pipeline operations is confusion due to an inadequate understanding of the basic physical principles affecting the slurry flow process by many engineers in the industry. This in turn begets an attitude of fear and trepidation instead of confidence on the part of many management executives, which leads to a minimizing of the advantages and exaggeration of difficulties when considering the possibility of a long-distance solids pipeline. The promotion of better understanding and consequently the promotion of greater confidence in the potentials of long-distance solids pipelines when conditions are suitable is thus the main purpose of this article. To this end, after considering several examples of the possibilities for solids pipelines in the minerals field, the relative significance of the major factors affecting pulp flow, and some major aspects of slurry pumping will be discussed on a general qualitative level. Then a brief outline of the semi-empirical quantitative methods developed to date for estimating slurry flow behavior will be presented. SOME POSSIBILITIES To give an idea of the magnitude of the possible economic benefits, it should be interesting to mention briefly some of the projects currently under consideration and to suggest some likely future possibilities. At Anaconda's El Salvador Project in Chile (Fig. 1) it is eventually planned to extend the existing 14-mile pipeline by another 60 miles to bring the copper concentrates down to the coast of the Pacific Ocean. Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.

"Flotation circuit of the Sarcheshmeh copper mine, which processes 40,000 t/d of ore at 0.9% Cu, consists of rougher, cleaning and recleaning stages. To study the stage recovery of copper, one of the eight identical flotation banks was selected for sampling. It was observed that 17% of copper goes to the tailings and the lowest copper recovery was for particles coarser than 105 microns. The third five-cell unit of this bank not only did not recover appreciable amount of copper but also decreased the concentrate grade. The grade of the last five cells was lower than the feed grade suggesting that mixing of the concentrates of the three units was not beneficial. To alleviate the problem, the concentrate of the first four-cell unit was directed to the cleaners feed box (i.e., by- passing the regrind mill). This increased the overall copper recovery by 1.7 %. Also rather than the current practice of adding the reagents only at the feed tank (i.e., 100-0-0%), various combinations of stage addition were examined. It was found that 75-25-0% addition regime could increase the total copper recovery by 1.3%. At the recleaning stage in order to increase the final copper concentrate grade, a froth washing system was used. To ease the maintenance of the system, a shower type washing system was installed. The optimum wash water superficial flowrate was found to be 0.06 cm/s. Continuos sampling of the recleaners with and without wash water over a period of two months showed an increase of 1.5% in the final copper concentrate grade at constant overall copper recovery.INTRODUCTIONThe Sarcheshmeh copper ore body that may rank as third or fourth largest in the world contains 1 billion tonnes averaging 0.9% copper and 0.035% molybdenum. It is located in southeastern Iran and has been processing 40 000 t/d of ore since 1982. The mine produces 100 000 tonnes of copper and 2200 tonnes of molybednite concentrate per year.After three stages of crushing, the ore with a F80 (80% passing size) of 12.7 mm is fed to eight parallel ball mills in closed circuit with cyclones to produce a product 70% finer than 75 microns. The concentrate of rougher flotation circuit is ground; rougher tails constitute the main component of the plant final tailings. A concentrate with an average grade of 31% Cu (chalcocite and chalcopyrite) is obtained after cleaning and re-cleaning stages. Total recovery of the plant varies between 83% and 87%, depending on operating conditions and ore type."

Cr-Ni-Cu¦PGE deposits are known to occur in early Archaean mafic-ultramafic rocks. Early Archaean mafic-ultramafic (MUMF) rocks occur in the western Dharwar craton and range in size from small pods to schist belts. These MUMF pods consist mainly of meta-peridotites, tremolite-actinolite schists, serpentinites, amphibolites and metabasalts. Spinifex, nodular and ocelli textures are also present. The rocks have been subjected to greenschist and amphibolite facies metamorphism. Geochemical studies were undertaken to evaluate the possible occurrence of economically important elements in the mafic-ultramafic enclaves around the major Arsikere-Tavarkere lineament and surrounding gneissic terrain adjoining local shear zones that occur as discontinuous pods between Arsikere and Chennagiri. Talc-serpentine and tremolite- actinolite schists contain chromite which is rimmed by ferrit-chromite. A notable feature of these MUMF rocks is that they exhibit high MgO (22 - 40 per cent), total iron (8.34 - 10.01 per cent), Ni and Cr (~3000, 2800 ppm) contents, with some samples showing komatiitic affinity. The rare earth elements (REE) data show slightly fractionated patterns with enriched LREE (LREE/HREE ~5.0) and negative europium anomalies. The Pt and Pd values reach 6500 and 191 ppb. The MUMF rocks, especially those exhibiting high chromium contents and occurring near shear zones, are potential hosts for economic platinum group element (PGE) deposits.

In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. The National Institute for Occupational Safety and Health (NIOSH) developed a hand-held instrument that uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture. This instrument is called the Coal Dust Explosibility Meter (CDEM). In this study, NIOSH personnel accompanied Mine Safety and Health Administration (MSHA) inspectors on their routine band surveys in five underground coal mines in MSHA District 2 (Pennsylvania) and three underground coal mines in MSHA District 11 (Alabama). While underground, NIOSH personnel and MSHA inspectors used the CDEM to assess the explosibilities of the dust samples. The values of percent incombustible content (percent IC) determined by the CDEM agreed well with those obtained later by low-temperature ashing (LTA) in both MSHA and NIOSH laboratories. Further, the meter identified some samples as potentially explosible that LTA analysis had found to possess sufficient rock dust for inerting. The CDEM provides more information on the hazards in the mine. Rapid identification of areas with explosible dust mixtures using the CDEM allows for immediate intervention rather than a wait of several weeks for laboratory analysis.

In 2001, at the CIM AGM in Quebec, a paper discussing poor ground conditions in a newly opened area at Agrium?s Vanscoy Potash Operation?s, suggested load transfer around old workings as a possible reason for the early room failure. High closure rates are expected in deeper regions however the rapid failure of walls immediately behind the face resulted in protective guards being mounted on and behind the borer. The high closure and early rib failure continued well past any reasonable distance to be explained by load transfer around old workings and investigations continued into possible reasons other than simply depth. Detailed investigations into the mineralogy and crystal fabric of the ore zone provided one possibility, which combined with a changed borer cutting profile are now believed to have contributed greatly to the poor conditions.

To extend the life of the Merchants Railroad Bridge crossing the Mississippi River in St. Louis, MO, the owner implemented a rehabilitation and reconstruction project. The Merchants Bridge provides a key link in the transcontinental railroad system. The bridge is of local importance to the Terminal Railroad Association ? providing a link between St Louis and a rail switching yard in Venice, IL. The intent of the bridge rehabilitation is to keep the Merchants Bridge in service, even though the bridge was originally constructed in the 1890?s. The project involved replacing the East and West approach deck truss spans with new deck girder spans. The rehabilitation program required construction of new concrete piers to support the new spans. In order to reduce the track down time to two, ten day single track shutdowns, the specifications required that all foundation and substructure work be completed while leaving the existing spans in place. The preliminary bridge design specified rock-socketed drilled shaft foundations. Drilled shafts proved to be challenging due to working from beneath the existing bridge, a high water table, utilities, a flood wall, and existing rail way lines. The micropile alternative was technically appropriate given the access limitations, shortened the foundation rehabilitation schedule by several weeks, and realized a significant cost savings to the Owner.

Mining project feasibility is projected from a geological model and a mining plan. Ore grade is assumed to be continuous, based on drill hole assays as much as 80 m apart. Eighty meter is 80,000,000 micron. Base metal concentrators may be said to work at 80 micron, for flotation at least. In short, metallurgical and financial performance in green field metal mining is forecast on rejecting waste after comminuting the ore down by roughly a volume factor of 1,000,000,000,000,000,000 (1018) from the feasibility/banking study parameters. This is the gap between mine and mill, between present sulphide mining practices and mineral dressing capabilities, and ultimately between lenders/shareholders expectations and mine/mill performance. By inserting a new upgrading technology in this gap, new opportunities for reserve enhancement and cost reduction are created, and risk could be reduced. Blast holes for extracting the outlined ore might be 8 m apart. Most ore bodies do not abruptly change composition at 8 m intervals; nor are they homogeneous in grade at the 8 cm (3?) rock size, optimum size for sorting. Mining in 8 m blocks will inevitably cause dilution of the mill feed and ore losses in the waste rock. This is well recognized in the mining industry. Much work is going on applying the vast data storage and manipulation capability of computers to mine scheduling. One only has to consult the SME Annual Meeting presentations. At the 2007 Meeting, Clark and Dagdelen described the challenges faced by Newmont at its operations and the application of sophisticated software tools and methods in its search of solutions to mining optimization. Block models can often contain in excess of one million blocks. Additional complexity exists when multiple grades are modeled for each block. The authors identify the main optimization problem as the system?s ability to cater to large scale problems in an acceptable timeframe; in other words, still larger computers are needed. At the same Meeting, Menabde et al (2007) presented a new pit development planning tool called Blasor, developed by BHP Billiton Technology, and its co-developed Blasor IPD (In Pit Dumping), (Zuckerberg et al (2007)). For purposes of this paper, Blasor/IPD incorporates options on processing capacity constraints and blending targets, eliminating arbitrary up-front decisions about cutoff grades for each block of material in the extraction sequence.

In being asked to present this paper on the improvements in loading and hauling equipment and the effect on unit costs, Mr. Van De Water, your program chairman, stated that his reason for coming to a contractor was due to the wide experience of, and I quote: "a large contracting firm using a variety of equipment on varying types of earth moving jobs." We people in Utah Construction Company are flattered that Mr. Van De Water singled out our Company for this assignment. Utah Construction Company's participation in open pit mine stripping antedates the 1920's, when overburden was being removed from copper ore in Bingham Canyon, Utah. Our first stripping con¬tract for the Copper Company was finished in 1912. Since that early beginning, Utah has, as a contractor, been engaged to strip and mine iron ore properties, coal properties, copper properties, uranium properties, phosphate,-gypsum, limestone and dolomite properties. And, as you know, the Company has become a major producer of iron ore from Company-owned open pit mines. Utah Construction Company has been instrumental in the evolution of open pit mining tools. Some of the first tools were the old wood and coal fired stream shovels which had to be fired hours before a shift started to insure a full head of steam, providing power to excavate with the then large 1-1/2 cubic yard buckets. Today, Utah's strip mining is done, with 18 cubic yard and 10 cubic yard crawler shovels. Yesterday's horse and mule drawn, iron wheeled wagons, with 1 and 2 cubic yard capacity, which were hand dumped by removing the false bottom, one 2 x 4 at a time, have been replaced by today's- 50-ton capacity, hydraulic, rear dump trucks and giant 40-ton coal haulers. Utah Construction Company used the early fresnes and wheeled scrapers which were horse and mule drawn. Often, an operator holding too tightly to a handle was thrown into his horses when a hard spot turned the scraper, a contrast with today's 20 and 25 cubic yard, self-powered diesel and diesel electric Gargantuan rigs; with power controls that relieve the operator of practically all physical work. This Company has pioneered many of today's advances in equipment with shop made prototypes, features of which were adopted and elaborated upon by equipment manufacturers.

LARGER than continental United States but with only about one third the population, Brazil is a land of enormous potential wealth, waiting to be developed. During a recent visit to that country I saw Brazil at war and learned about some of the recent mineral developments. Many engineers and geologists have been sent to Brazil by various U. S. Government agencies to assist the Brazilian producers and co-operate with the Brazilian Government in producing needed war minerals. The Foreign Economic Administration staff of engineers has been active and through their assistance to the Brazilian producers, steadily increasing quantities of strategic minerals were provided to aid the United Nations' war effort. Mineral wealth has been found in almost every state of Brazil. Many mineral deposits have been discovered during the war period. Examples are: barite near Bahia; the tungsten and molybdenum deposits in Rio Grande do Norte; and corundum, beryl, and tungsten ores in Ceara.

Soil Nail walls, like any other structure, must meet high standards of design to be acceptable to the public and owners. On the other hand, the concept of soil nailing trails behind other structures in terms of defined design criteria that are commonly acknowledged. This is not to say that soil nail walls need to be less safe or less conservative than alternative more conventional concepts. Instead, the lack of established design criteria and design methodology entails that rules of thumb from past experience, overly simplified calculation assumptions, and the engineers' common sense judgement must substitute for a complex analysis of true stability and wall performance. Those "design approaches" must be conservative to ensure an adequate structure. Also, soil nailing may not be perceived prudent where site conditions are considered beyond past experience. For instance, site conditions may be perceived out-side the scope of soil nailing applicability where walls are very high, soil parameters variable or low, or nearby buildings close to the wall edge. Deficient surface disposal systems of sulfidic mine waste often cause severe contamination of surface streams and groundwater reservoirs due to the oxidation of sulfide phases. The subsequent generation of leachates characterized by high acidity and elevated concentrations of toxic elements (commonly known as acid mine drainage) jeopardize the health of contiguous ecosystem. Stabilization/solidification (S/S) is recognized as a promising solution for treating such wastes. S/S processes generally mobilize alkaline and/or cementing materials/additives that act as neutralizing and/or binding agents. In the present research, industrial byproducts, namely, cement kiln dust (CKD) and Class C fly ash (FAC) have been used as candidate materials along with the partial addition of sulfate-resistant cement (SRC) in the S/S of polymetallic sulfidic mine tailings (MT). The effectiveness of S/S was assessed by comparing laboratory experimental values obtained from unconfined compressive strength, hydraulic conductivity and leaching propensity tests of S/S samples with regulatory standards for safe surface disposal of such wastes. Despite general regulatory compliance of compressive strength and hydraulic conductivity, some solidified/stabilized-cured matrices were found unable to provide the required immobilization of pollutants. Solidified/stabilized and 90-day cured mine tailings specimens made with composite binders containing (10% CKD + 10% FAC), (5% SRC + 15% FAC) and (5% SRC + 5% CKD + 10% FAC) significantly impaired the solubility of all contaminants investigated and proved successful in fixing metals within the matrix, in addition to achieving adequate unconfined compressive strength and hydraulic conductivity values, thus satisfying U.S. EPA regulations. Laboratory investigations revealed that, for polymetallic mining waste, leachate concentrations are the most critical factor in assessing the effectiveness of S/S technology.
