IN recent papers, O'Neill,1 Vivian,2 and Zener and Hollomon3 have reviewed some of the information concerning the relations between stress and strain during plastic deformation. Since further information has been obtained since these reviews were published, this paper attempts to further coordinate and amplify the knowledge concerning the plastic deformation of metals in simple tension. Ordinarily the results of tensile tests of metals are presented as graphs in which the load divided by the original area is plotted as a function of the percentage of elongation measured over some specified gauge length. The interpretation of graphs of this sort is limited, since the stress required to deform the metal at any stage of the deformation is actually the load divided by the instantaneous rather than the original area. Furthermore, each increment of the deformation is performed on metal that has been previously deformed, and, as pointed out by Ludwik,4 the strain could be more effectively defined: [e = In A t][I] where a is the strain and Ao and A are, respectively, the original and instantaneous areas. The results of the tensile tests can be more effectively presented and interpreted if the stress* (load divided by actual area) is plotted as a function of the strain as defined above. A schematic curve of this type is presented as Fig. I. In a previous paper,6 the concept of Ludwik7 concerning the flow and fracture of metals was successfully employed to explain some of the puzzling results of notched-bar impact tests of steel. It appears that the use of this concept is very fruitful and should be kept in mind in any study of the deformation characteristics of metals. Ludwik considered that a flow stress-strain curve of a metal was essentially a locus of points that described the stress required for plastic flow of an infinite number of specimens, each with a different strain history determined by the preceding part of the flow curve. Each of these specimens can also be considered to have a fracture strength. Unfortunately (or fortunately depending upon the point of view), all the specimens, except the one deformed to the fracture strain, flow and do not fracture. Charts for predicting the pressure to which natural gases may be expanded without hydrate formation have been prepared for gases of even gravity. Pressure-temperature curves for hydrate formation were established for gases having gravities from 0.6 to 1.0. These curves and the thermal behavior of the gases during free and adiabatic expansion were used to prepare the charts for estimating the permissible expansion of natural gases without hydrate formation. The problem was solved by L. F, Albright, W. T. Boyd, J. J. McKetta, G. Martin, P. Poettman. and A. P. Snyder.-, who are first-year graduate students in the department of Chemical and Metallurgical Engineering at the University of Michigan. This paper is essentially a summary of their results. Prediction of Conditions for Hydrate Formation in Natural Gases Each natural gas under a given pressure will form solid hydrates at a corresponding temperature provided sufficient water is present.1-5 The temperature of natural gases below about 5000 lb. per sq. in. decreases when the gases are expanded freely.6,7 This decrease in temperature may cause the expanding gas to enter the region of temperature and pressure at which hydrates will form' The final pressure to which a natural gas may 'be expanded without hydrate formation depends upon the initial temperature and pressure and the gas composition. This paper presents charts that give the final pressures to which gases of gravity 0.6 to 1.0 at given initial temperatures and pressures may be expanded without formation of hydrate. Hydrate-forming Temperatures and Pressures as a Function OF Gas -Gravity Experimental data of pressure versus temperature at which solid hydrate will form, provided sufficient water is present, are available for a series of gases.2,3 A method of predicting the pressure-temperature curve for a given gas composition has been reported.' The solution to this problem requires that these curves relating pressure to temperature be established for gases of given gravities.

THIS paper is the third of a series treating of the relations of ores of the metals to igneous rocks. The first1 outlined the general problem; the second2 proposed a classification of lode ores, and showed how the distribution of the deposits is in a certain measure controlled by the contour of the roof of the parent batholith. A number of mining districts were discussed, the examples being selected chiefly from group 2 of the classification. The proposed classification of lode deposits, briefly stated, is as follows: 1. Cryptobatholithic: near hidden batholiths which have not yet been exhumed by erosion. 2. Acrobatholithic: in and near cupolas or domes of batholiths-the high points of larger underlying masses. 3. Epibatholithic: on batholiths, near their rims, but below eroded cupolas, or below the highest points of the roofs. 4. Embatholithic: among closely-spaced outcrops which probably are parts of a single batholith. The outcrops of invaded rocks predominate. 5. Endobatholithic: in and near roof pendants of large batholiths. The invading rocks predominate. 6. Hypobatholithic: in deeply-eroded batholiths, where even roof pendants, have been -eroded. Deposits of certain metals on the roofs of the batholiths are much more numerous in some positions than deposits of other metals, and the horizontal zonal arrangements of lodes of different metals are shown characteristically only in certain groups. In a large measure, also, the character of the fracturing and metallization is determined by, the-position on the roof, of the batholith.

THE presence of carbon de terre along the banks of the Illinois river was noted by the members of the Joliet and Marquette expeditions in 1673, and that may be referred to as the birthday of coal in the Middle West. The march of progress in the majority of indus-tries radiating from Chicago-one of the phenomena of history-is due in no small measure to this same carbon de terre and to the development and exploita-tion of the vast coal resources, which nature in a generous mood spread so lavishly over almost the en-tire state. The geological records indicate that coal-bearing rocks underlie three-quarters of Illinois, in-cluding 85 of the 102 counties and the entire area is estimated at from 36,000 to 42,000 square miles. Not all of the coal in this great area may be mined under the conditions existing today; producers are now taking the "cream" since industry demands the best quality and the lowest cost, thereby forcing competition among operators, which, in turn, com-pels the development of mines in those areas where the coal may be most readily .won, leaving the coal that is more difficult and expensive to mine to pos-terity. This is not such a bad arrangement, since the engineers of succeeding generations will enjoy the advantage of the experience of their ancestors, where-by they should profit and know how to mine a 2-ft. seam with as much economy and dispatch as we today work coal of thrice that thickness. During the period between 1830 and 1850, Illinois coal-mining progressed from the art of scratching along the outcrop to the development of small mines, mostly slopes, drifts and shallow shafts, but the real progress in the industry was coincident with the con-struction of railroads.

Some years ago the open Hearth Committee of the Institute reached the conclusion that the reading of "set" papers tended to preclude the specific and detailed discussion of specialized problems of current interest to those operating steel plants. As an innovation the Committee distributed in advance of the meeting in May, 1927, a questionnaire containing a list of 27 topics involving operating problems. The subsequent discussion of the questions, participated in by 37 members, was a conspicuous success. Semiannual meetings have been held since; and at the conference of November, 1929, at Chicago, 131 men were present and the minutes comprised a book of 133 printed pages, thereby, indicating the growing value of the conference in the eyes of both the metallurgists themselves and the companies that employed them. With this example in mind, the Directors felt that definite advantages would accrue to a similar conference to be participated in by smelter officials and metallurgists engaged in the operation of copper reverberatory furnaces. The settlement of the Carson litigation, which for several years had virtually stopped public discussion of reverberatory practice, offered an opportune time for launching the scheme. Although the Conference may become largely self-financing in the future, some funds were regarded as necessary to conduct the first meeting. The members of the Rocky Mountain Income Committee, in view of the fact that copper smelting was essentially an activity of the Rocky Mountain area, recommended the project be, in effect, underwritten by the Fund, and the directors approved an appropriation for this purpose. Invitations were extended to high executives of the various-companies interested to send representatives to an initial meeting to be held at Salt Lake City, May 26-27. The response was enthusiastic. Twenty-three metallurgists representing 12 different plants were present to discuss the comprehensive-program relating to construction and operating phases of reverberatory smelting. It was understood that the record was not to be included in the regular publications of the Institute but that it would be prepared for private distribution among the participants and the officials of their companies. That the exchange of views and experience was no less instructive and stimulating than it was frank, full and informal is indicated by the following transcript of the minutes of the meeting.

The creep and creep-fracture behavior of a Ni-200-2Th0, alloy has been studied over the temperature range 816° to 1038°C and stress range 4000 to 19,000 psi Specimens having their axes either parallel or transverse to the final sheet-rolling direction were tested in air, and the apparent activation energy for creep was found to be 92 kcal per mole, regardless of specinien orientation. The stress dependence 01- the steady-state creep rate, was satisfied by where n depended on orientation; n = 9.7 for rrzaterial transverse to the rolling direction and n = 24.3 for material parallel to the rolling direction. In the latter case, the relation was also valid. The rupture strength of material parallel to the rolling direction was -1.5 times gveater than the transverse rupture strength. Several tests in vacuum revealed that here the creep rate was higher and rupture life lower than for comparable tests in air. THERE is an increased interest today in producing improved dispersion-hardened alloys for high-temperature structural applications. This had led various materials designers to modify existing alloys, such as thoriated nickel. One system that has received considerable attention is based on chromium additions to Ni-ThO2, with the obvious motive of improving the oxidation resistance. Another effect of chromium is that of lowering the stacking-fault energy, y, of nickel. For example, the addition of 30 wt pct Cr decreases y from -225 erg per sq cm for pure nickel1 to -70 erg per sq cm.' This decrease in y could have several effects on the deformation behavior. There is some evidence that cross slip of dislocations around Tho2 particles is a mechanism of tensile3 and creep4 deformation in TD Nickel (Ni + 2 vol pct ThO2) at temperatures below 0.5 the absolute melting point of nickel, T,. A decrease in ? by chromium additions should increase the difficulty of cross slip. Also it has been suggested that the high-temperature (T > 0.5Tm) rate-controlling creep process in "recrystallized" Ni-Tho2 alloys is the climb of edge dislocations over Tho2 particles.5 According to weertman6 a decrease in the stacking-fault energy should decrease the dislocation climb velocity resulting in a decreased steady-state creep rate. Thus, chromium additions to recrystallized Ni-Tho2 alloys would be expected to decrease the creep rate, all other conditions being constant. However, a difficulty arises when the stacking-fault concept is applied to high-temperature creep of dispersion-strengthened metals which are produced on a commercial or semicommercial scale. This occurs because the materials are processed so that they have a high-stored energy of cold work, and the other substructural effects could obscure any influence of stacking-fault energy per se. An example of an alloy with a high stored energy of cold work is TD Nickel bar. This material has a fibrous grain structure (1 I diam by 10 to 15 p long), and the structure is stabilized by the ThO2 particles. Annealing at high temperatures, e.g., 3 hr at 1300°C, causes no recrystallization or grain growth.4 Previous work by the authors4 showed that the high -temperature creep behavior of TD Nickel could not be related to any simple dislocation theory of creep, and this probably was associated with the complex initial structure of the material.

The camphor-anthracene system was chosen as a transparent low-melting analog of the zirconium carbide -graphite system. Camphor and zirconium car -bide both grow nonfaceted, while casting of mixtures yields platelets of both anthracene and graphite. Zone melting of thin layers of organic was observed under the microscope. Irregular lamellar structures were produced at high values of the ratio of the temperature gradient G to the zoning rate V. The anthracene invariably led the camphor, indicating lower kinetic undercooling for the anthracene. The lamellar spacing was an order of magnitude greater than typical spacings for metal eutectic systems. Exact behavior depended on orientation of the anthracene. Oriented dendritic structures were produced at low values of G/V. Transient and oscillatory behavior were also observed—much of it unexpected. A.RC-CAST refractory carbide-graphite mixtures are promising thermal-shock resistant materials. Oriented structures of these materials would be superior to arc-cast materials for many applications. Mollard and Flemings1 and Cline2 have shown that aligned structures can be obtained for a wide range of Pb-Sn alloys. However, these metals both solidify in a nonfaceted manner while graphite yields platelets or flakes. In addition only small diameter samples of Pb-Sn alloys were produced because it was necessary to avoid free convection and to have high temperature gradients. The purpose of the present work was twofold: 1) To observe the solidification of a transparent low-melting analog of carbide-graphite systems and 2) to see if larger diameter samples can be produced. EXPERIMENTAL PROCEDURE When zirconium carbide-graphite mixtures are cast, the resulting structure naturally depends on composition. Carbide-rich mixtures yield metal-like nonfaceted carbide dendrites in a eutectic matrix. Graphite-rich alloys have graphite platelets in a eutectic matrix. Empirically it was found that camphor-anthracene mixtures produce similar structures with camphor being nonfaceted and anthracene forming plates. The organic eutectic melted at 116°C and was composed of 78 wt pet camphor.3 The camphor used was U.S.P. grade from Fisher Scientific Company; the anthracene was 98+ pet fro Aldrich Chemical Co. The impurity content is judged to be on the order of 1 pet. Mixtures ranging from 50 to 88 wt pet camphor were employed for the experiments. All but one of the experiments were performed on the microscope-stage zone melting apparatus described in detail elsewhere.4 The organic mixtures were contained in horizontal cells made of microscope slides or cover glasses. In most of the cells the organic was present as a very thin layer, thus giving almost two-dimensional growth behavior. The cells were moved slowly under a heated wire, which caused a molten zone to move through the solid at rates ranging from 0.01 to 5.4 cm per hr. The temperature gradient was estimated before moving the zone by measuring the distance between the line where all solid was melted (freezing point) and that where solid first began to melt (eutectic temperature). The temperature gradient was found to be 465°C per cm in the thinnest cells used, which were made by pressing together two microscope cover slips in the organic melt and then rapidly withdrawing them. RESULTS The experimental results are described in four parts: simultaneous growth, dendritic growth, irregular growth, and transients and erratic phenomena. Steady state data are summarized in Fig. 1. Except where noted all comments are for the cells containing a thin layer of organic. A) Simultaneous Growth. Trends in the metal mining industry were definitely down in 1954. With a record in 1953 of $1.8 billion output, the last year dropped to $1.5 billion, the lowest value since 1950. The decrease in iron ore production alone accounted for at least 10 pct of the decline. PROBABLY more than any previous year, political debates of 1954 marked a new high for the mining industry. Lead and zinc prices gave forth with minor rallies producing no real improvements. An anticipated drop in copper prices never came to be. Early in the year arguments for more free trade versus tariffs to restrict imports were voiced eloquently by Charles P. Taft, president, Committee for a National Trade Policy, and Andrew Fletcher, president, St. Joseph Lead Co.

A process has been developed to refine high-grade commercial aluminum to 99.99 pct purity. This enzploys precipitating titanium, vanadium, and zirconiu~ as borides. The upgraded liquid is partially crystallized under conditions that prevent massive freezing. The resulting crystals are compacted and washed free of adhernig impure liquid aluminum by melting the top crystals while draining off the liquid. Finally, the bottorn portion of the crystal bed is melted and removed as the pure product. Leakage from the crystallizat~on vessel is prevented by a layer of alumina granules that are not wetted by the aluminum. ALUMINUM of 99.99 pct purity is desired in a variety of applications. These include electrolytic capacitors, catalyst carriers, decorative trim for automobiles, aluminum powder, and high-strength alloys. This market was for many years filled by refining commercial-purity aluminum in a three-liquid-layer electrolytic cell of the type originally proposed by Hoopes. To meet the expanding need for lower-cost high-purity aluminum, a refining process based on chemical precipitation and fractional crystallization was developed. The availability of this super-purity metal was announced in November 1961, and three patents1-3 relating to the process were issued in 1965. An alternate process, comprising continuous fractional crystallization of a portion of a liquid-aluminum feed stream under conditions of strong agitation at the surface of the growing crystals, was published by Dewey4 in 1965. Earlier proposals by Larsen 5 and by Regner6 also emphasized the advantage of rapid agitation of the melt in the region of the crystallization zone. johnson 7 more recently proposed extracting purified aluminum from an alloy by mixing crystals of pure aluminum into the molten alloy, allowing them to grow, and removing the pure aluminum as by casting. Aamot's 8 recent patent describes a freeze refining process that involves controlled partial freezing against cooled moving retort walls. The Alcoa process to produce high-purity aluminum is schematically described in Fig. 1. Relatively pure aluminum is treated with boron in a furnace (a) to precipitate high melting point impurities, the supernatant liquid is transferred to a crystallization vessel (b), the liquid is partially crystallized with mechanized "tamping" (c), the remaining impure liquid is tapped out and the crystal bed partially and directionally re-melted to wash the underlying crystals (d), and the balance of the crystals is melted and withdrawn as high-purity aluminum (e). PRINCIPLES OF FRACTIONAL CRYSTALLIZATION Commonly encountered impurity elements form two types of systems with aluminum. Titanium, vanadium, and some other transition elements in periodic groups IV, V, and VI are the high melting point impurities. Initial solidification of aluminum containing small percentages of these elements will produce solid markedly enriched in them at temperatures slightly above the freezing point of high-purity aluminum. Most other elements, such as silicon and iron, produce eutectic type reactions with aluminum. In this case the first solid formed on initial solidification at temperatures slightly below the freezing point for high-purity aluminum is markedly depleted while the remaining liquid is enriched in these elements. The equilibrium change in composition during solidification of aluminum contaminated with silicon, iron, or titanium is illustrated in Fig. 2. T. H. Alden (General Electric Research Laboratory)—This paper as well as earlier ones of Dr. Wood represent an important contribution to the experimental description of fatigue fracture. The mechanism of fracture proposed by the authors, however, is not established by this data nor supported by other data existing in the literature. Although taper section metallography provides a rather detailed picture of fatigue crack geometry, photographs so obtained must be interpreted with care. The narrow bands revealed by etching, frequently associated with surface notches, are labeled by the authors "fissures". Measurement shows, taking into account the 20 to 1 taper magnification, that the depth of these structures is at most 2 to 3 times the width. This distinction is important in the conception of a mechanism of crack formation. It is difficult, for example, to imagine a deep, narrow fissure arising from a "ratchet slip" model. A surface notch, on the other hand, may form easily by this mechanism. The notches observed in the present work are the subsurface evidence of the surface slip bands or striations in which fatigue cracks are known to originate.4-6 It is clear that an understanding of the structure of these slip bands is of key importance in understanding the mechanism of fracture. The evidence presented shows that these regions etch preferentially, possibly because they contain a high density of lattice defects, or as the authors state equivalently, because they are "abnormally distorted." However, it is not possible to conclude that the distortion consists of a high density of vacant lattice sites. The fact of a high total shear strain in itself does not assure a predominance of point defects as opposed to other defects, for example, dislocations. Other evidence in the literature which suggests unusual densities of point defects formed by fatigue7-' refers not to the striations or fissures, but to the material between fissures (the "matrix"). If a choice must be made, the preferential etching would seem to be evidence for a high dislocation density, since dislocations are known to encourage chemical attack in copper;g no such effect is known for the case of point defects. A third alternative is that the slip bands are actually cracked, but that near its tip the crack is too narrow to be detected by the authors' metal-lographic technique. In this case the rapid etching can be readily understood in terms of the increased chemical activity of surface atoms. Unless a vacancy mechanism is operative, the motion of dislocations to-and-fro on single slip planes will not lead to crack growth. Point defect or dislocation loop generation are the principal non-reversible effects predicted by this model. In any case, the nonuniform roughening of the surface in a slip band6 requires a flexibility of dislocation motion which is not a part of the to-and-fro fine slip idea. The same is probably true of crack growth by a shear mechanism. Either some dislocations must change their slip planes near the end of the band and return on different planes,'0 or dislocations of opposite sign annihilate." The mechanism by which these processes occur in copper at room temperature or below is that of cross slip. Thus cross slip appears to be essential to fatigue crack growth.6'10"12 The fact that a tensile stress opens the slip bands into broad cracks does not indicate the structure of the bands or the mechanism by which cracks form. The charactersitic concentration of slip into bands during fatigue shows a low resistance to shear strain in these regions. (This fact in itself may be inconsistent with a high concentration of vacancies.) The authors contend also that continuing shear produces an additional mechanical weakening so that the bands fracture easily (are pulled apart) under the influence of the superimposed tensile stress. It is equally possible that the only weakness is a weakness in shear, that the crack propagates by a shear mechanism, and that subsequently the tensile stress pulls the crack apart. Even the direct observation of bands opened by a tensile stress would not be conclusive since, as argued above, they may be fine cracks. The same argument applies to internal cracks, their existence in the presence of a tensile stress not indicating the mechanism of formation. Internal cracks originating in regions of heavy shear have also been seen following tensile deformation of OFHC copper,13 so that this mode of fracture is not unique to combined tensile and fatigue straining. The authors point out in their companion report14 that 90 pct of the cracks formed during pure tor-sional strain were within 8 deg of the normal to the specimen axis. If the tensile stress were an important factor in crack propagation, it is surprising that the cracks cluster about the plane in which the normal stress vanishes. Similarly, a study of zinc single crystals showed that for various orientations the life correlated well with the resolved shear stress on the basal plane,'= and was not dependent on the normal stress across this plane. At the Miami plant of the International Smelting Co., Inspiration, Ariz., there are four reverberatory furnaces, all 120 ft. long. At present only one of these furnaces is in operation. It is operated as a wet-charge furnace, the charge being distributed for about 65 ft. down the furnace length. Usually this charge contains about 12 per cent moisture and runs 25 per cent sulfur, of which there is eliminated in the furnace from 25 to 30 per cent. The furnace is oil-fired, the fuel being burned in a battery of Cananea-type, low-pressure burners. The flame is kept short and conditions so adjusted as to obtain complete combustion within the furnace. The average furnace draft, taken through the verb arch, amounts to only 0.02 in. of H2O. Draft is purposely kept low to cut down infiltration through the flues and boiler settings, and control dampers are regulated to maintain this uniform condition throughout the charging as well as the smelting period. Hot gases discharge from the furnace uptake through a common header flue to the waste-heat boilers. The general layout and dimensions of the plant are shown in Fig. 1. Four Stirling boilers, two of class M-26 (713 hp.) and two class M-31 (850 hp.), serve the furnace. Three usually are sufficient to take care of normal operation, the fourth boiler being used as a spare when necessary. The distribution of hot gases to the various boilers is regulated by the dampers in the boiler exit flues. Normally the boilers closest to the furnace uptake would evaporate more water than do those farther away, but dampers are regulated so as to distribute fairly well the load between the several boilers. Steam from the waste-heat plant is delivered to the adjoining power house of the Inspiration company, where it is used both in the Nordberg blowing engines and for electrical generation. Steam pressures and temperatures recorded are those in the main power-plant header and are thus inclusive of all losses in about 500 ft. of 10-in. line. Steam for smelter heating and auxiliary use is taken from the main waste-heat header, is reduced to 125 lb. and distributed through separate lines. Boiler feed water is supplied by the power plant and consists of returned condensate, augmented to a large extent by make-up water

I do not at all agree with the basic points of the author's conclusion. The use of lognormal or normal model to respond to the attribute distribution function should be carefully questioned. If fitting a distribution function of regionalized variables is the main purpose, one may employ one of certain well-known families of distributions, such as Tukey's lambda functions. For instance, the distribution function of gold assay values studied by Krige (Krige, 1978) may fit the lognormal model well, but one should not exclude that the basic idea of using the distribution function of observed data is to have insight of the physical mechanism that gives rise to the regionalized variables. In Applied Geostatistics, there are many examples considering only lognormal or normal model for the distribution function of geostatistical data even if the observed distribution function has more than one mode. Of course, using lognormal or normal model always brings easy computation for the statistical properties of attribute under investigation. Still, I object to adopting any of those models without having any "statistical inference." As seen from the author's paper, lognormal and normal model produce the same average grade (0.746% copper) and almost the same sample variance. Therefore, which model explains the probabilistic behavior of ore deposit is always an important question that should be replied by the geostatistician using not the common sense but the statistical and probabilistic methods. For kriging procedures, such as linear kriging, one should describe either second order stationary properties or bivariate properties of regionalized variables. Second order properties, such as correlogram function or semivariogram function, are the inputs of the so-called kriging equations. Selecting one of any useable models for the observed second order properties, such as spherical model, is not easy since the models are not based on the correlations structure of the regionalized variables. How those models being used in Applied Geostatistics can be distinguished is another important problem. One may develop many fitting models to respond to the observed second order properties of regionalized variables. However, I suggest that the model should be based on the probabilistic behavior of geologic process. The author used spherical model for copper, wolfram, and silver grades from isotropic sector (Fig. 2, 4, 3b) and exponential model for silver grades obtained along raises in isotropic sector (Fig. 3a). It seems that those semivariograms given in Fig. 3b for isotropic sector and Fig. 4 may be described by the random model implying that regionalized variables do belong to renewal process (Azun, 1983). If I knew the total number of data points used in estimation, may prove that my conclusion is correct. Recalling the test for the first order sample correlogram value, the test procedure is introduced such that the independence is rejected if [Ir(1) I > Za/2 N1/2] where Za/2 is the a/2 percentile of standard normal random variable and N is the total number of samples used in estimation (Azun, 1983). For the other observed semivariogram functions I suggest the author might try to use the so-called "Markovian model" describing not only the correlation structure of regionalized variables, but also the physical mechanism that produces the regionalized variables. The Markovian model for correlogram function is, [p (h) = T 1ih , h>1 ,] The Markovian model for the other second order properties of ReV are also derived. [T veß], in the above equation, show, for example, structural change and mineralizational variation in a considered deposit, respectively (Azun, 1983). In selecting any model, it is not easy to search for the "best" response to the observed second order properties of ReV's. The Markovian model, based on a theoretical understanding of underlying mechanism, gives more information about the occurrence of regionalized variables and respond to all properties. Random model and the so-called hole effect structure can be easily defined as a special form of the Markovian model (Azun, 1983). An estimation of any second order properties of regionalized variables may be computed through (N-1) lag. However, the dependency between the regionalized variables may be deemed to have "died out" after the so-called stationarity width (range). In practice, the estimation is carried out through 25% of the total number samples available. Therefore, the large fluctuations around the zero level and variance for correlogram or covariogram function and semivariogram function, respectively, cannot be observed. Since the number of pairs involved in the estimation of higher second order properties is small, the estimation variance at those lags is large. There is no need to show higher order estimated second order properties. INTRODUCTION The composition of water used in the flotation process has always been of primary interest to the flotation metallurgist. It is by alteration of the chemistry of the water introduced to the process that flotation separation is effected. In only a few cases has it been necessary to treat available water prior to use in the process. In the past, flotation tailings were treated for the removal of solids via the tailings dam and water decanted from the dam was either recirculated to the process or discharged to the surface water system. The choice of recirculation or discharge was based upon water availability, effect of recycle water on the process, and economic considerations. The Federal Water Pollution Control Act Amendments of 1972 have charged the United States Environmental Protection Agency with establishing effluent limitations from point sources of discharge into the navigable water of the United States. A detailed study, sponsored by EPA, of the water of ore processing plants took place in 1974 and 1975 and guidelines for these plants will presumably have been published by the time this paper has been presented(1). The action of many of the individual states preceded the EPA in this attempt to regulate the quality of the water discharged from industrial point sources. Even with recycle of tailings water, some water is discharged from tailings dams into the substrata and at least one state is currently preparing guidelines for the quality of water discharged into the substrata.

[ ] INTRODUCTION "The Liberal Party believes that the State's mineral resources belong to the people of Queensland and therefore it is essential that the state, on their behalf, obtains maximum benefit from the development of those resources." (Liberal Party, 1980 "Mineral Resources Policy" p.2). "Unless sound policies are implemented.... increased production of minerals will benefit only the already wealthy and the lucky few... A resources tax is essential to ensure that above normal profits are shared by the whole community.... Labor policies on taxation must ensure an adequate return from mining developments to the Australian people." (Labor Party Policy Paper, May 1982 "National Issues relating to rapid expansion of mineral production during the eighties". p.1, 37, 47). Judging from these statements, key political parties in Australia believe that mining profits are lightly taxed and that shareholders get most of the benefits. THE REALITY The Government Share of Income statement in Table 1 attempts to measure the government share of the income generated by the "Big Five" Australian mining companies - Broken Hill Pty Ltd. (BHP), CRA Limited, Utah International, MIM Holdings Ltd., and Western Mining Corporation ("WMC"). These companies control over 70% of Australia's mining industry including all the most profitable mining operations. They dominate the mining and processing of iron and steel, aluminum, manganese, coal, oil and gas, copper, lead, zinc, silver, nickel, gold, ferro-alloys and salt in Australia. They are also major world exporters of most of these products. They are thus a representative sample of the profit-earning side of the Australian mining industry. In their two most recent financial years these five companies had income before tax of A$6,980 million. The Government share of this income was A$6,285 million or 90%. The total market capitalisation of the Big Five is about A$8,480 million. (December, 1982). Governments thus consumed the equivalent of 82% of their total value in just two years. This was taking place while the politicians drafted the above statements calling for an "adequate" share for the people.
