Sinking an inclined ventilation shaft at the Never Sweat mine of The Anaconda Co. has required a unique underground hoisting arrangement because the shaft changes direction from vertical to 71.5º. Access to the project is made through the High Ore shaft to the 2800-ft level, then by crosscut to the bottom of the vertical Never Sweat shaft. The 71.5º incline shaft starts at this point, which makes an unusual operation as the 60-cu ft sinking skip coming up the incline changes into a vertical position above the 2800-ft level before going into the dump scrolls. This requires both rollers and guide shoes on the skip. Coming up the incline to the collar of the shaft the loaded skip enters into a guard before reaching the vertical section. The tendency of the surface- mounted Never Sweat hoist is to lift the front wheels of the skip off the track, so the guard keeps the skip on the rails during the transition.

THE function of gas in the development and production of oil has far reaching consequences that should be emphasized. The technical aspects of the subject have recently had a great deal of attention but less thought has been given to fundamental concepts underlying oil and gas law and the many customs and practices that have grown up in the industry. I shall re- view briefly the advance in knowledge of the subject and attempt to relate these concepts to legislative, judicial and operating problems. Early writers on oil and gas in Pennsylvania noted their close association in oil pools and their contemporaneous decline in output; also, that as gas pressure decreases so does production, that new offset wells reduce the output of existing wells, and even that tubing a well lengthens its flowing life. Expanding gas was deduced as the principal expulsive force. These fundamental observations had been made at least as early as 1880.l They were treated, however, as academic considerations and did not greatly influence law or practice for many years except to instil into all operators an urgent desire to hasten offset drilling to obtain as much of the flush as possible.

Practical and statistical considerations concerned with the sampling, sample preparation and chemical analysis of precious metal ores are reviewed. The principal requirements related with the characteristics of sample cutter, sample preparation, equipment and methods are discussed. The main errors introduced in the different stages of the sampling systems are defined. The application of statistical techniques to evaluate these errors to determine the ore grade variation and to design the number of increments needed to get an accurate assay are presented. Finally, results obtained with the application of this method to gold and silver ores are analyzed and some recommendations are given.

Y.:—I think Mr. Bache has put his finger on the chief source of the danger of dust-, or gas-and-dust, explosions in collieries. 1 mean the persistent determination of the miners' unions to increase their weekly wages by the excessive use of explosives. This would not be feasible if coal-miners were paid by the day; but this form of payment is, for many reasons, not economically practicable; and the universal practice is to pay for the winning of coal according to the quantity produced. If the miner, by using a large amount of powder, can throw down a large amount of coal without corresponding labor on his own part in undercutting and drilling, he will receive more money for less work, provided he is paid for everything—merchantable coal, worth-less dust, slate, and " bone "—resulting from such a method. My attention was called to this matter many years ago by an admirable report of Prof. W. B. Potter, a past- President of the Institute, on the conditions obtaining in this respect in the Illinois coal-field. It was made very clear in that report that considerations of danger to workmen or loyalty to employers could not be relied upon to prevent miners from employing this perilous and wasteful method of increasing their own immediate receipts. So far as I know, only three remedies have been attempted, namely: the enforcement of discipline as to the methods of mining; the refusal to pay for dust, etc., produced by the miners'methods; and restriction upon the use of explosives, effected by requiring the miner to purchase them from the employer, at a price so high as to make it unprofitable for him to use them in excess. All of these attempted remedies have encountered the bitter opposition of the miners' unions. The enforcement of discipline has become almost impossible, if discipline be (as it should be) understood to involve punishment for the violation of rules when no disaster has followed. I

Location THE hydro-electric plant of the Peninsular Power Co., is located at what is commonly known as Lower Twin Falls on the Menominee River. This location is about 33 miles north of the city of Iron Mountain, Mich. The principal points of delivery of electric energy from this plant are in the mining regions adjacent to Florence, Wis., and Iron River, Mich., and in the cities of Iron River and Iron Mountain. The hydro-electric plant at Twin Falls and the substation of the Iron Mountain Electric Light & Power Co. are connected by a 6,600-volt transmission line carried on steel towers and steel poles, the latter being used within the city limits. The plant at Twin Falls and the substation at Iron River, about 36 miles distant, are connected by a 66,000-volt, duplicate, three-phase transmission line, supported on steel towers. At Iron River, are located a 1,500-kw. auxiliary steam plant, and the substation, from which the current is distributed to the mines in this vicinity. A description of the auxiliary plant, main and customers' substations, and of the main and secondary transmission lines, follows later in this paper.

Paul D. Suloff (Goodyear Tire and Rubber Co., Inc., Akron, Ohio)—I would like first to comment on problems of the conveyor belt discussed in Mr. Thompson's excellent paper, since that is what we hope we know most about. Twists in relatively wide conveyor belt unavoidably produce a lateral maldistribution of tension, raising tension at belt edges and reducing it at the center. They also produce a lateral collapsing force on the belt at the center of the twist owing to the inherent tendency of all the longitudinal elements of the belt to try to pass through a point at the twist center. Calculation of the twist geometry by the methods shown in Mr. Thompson's paper keeps these extraordinary forces within limits which the belt designer can tolerate. No reduction in belt life due to twisting need be contemplated when this geometry is maintained. There is a minor exception that belts of extreme lateral flexibility will tend to curl laterally at the center of the twist. However, any ordinary fabric construction will perform satisfactorily in this respect. These twists are always made in regions of low tension in the conveyor so that even in the edges of the twist, belt tension does not exceed the average tension found in highly stressed regions of the conveyor. Offsetting these out-of-ordinary belt stresses is the advantage that Mr. Thompson has brought out of getting the return run up out of the dirt where it can be seen. This not only makes it easier to train, but also, in the event that it is not properly trained, frees it of the normal return run edge wear hazard. It is well known that return run edge wear is a prominent cause of belt mortality underground. An interesting aspect of this two-way conveyor is that the belt may be made what is known as a Mobius Strip. A Mobius Strip is obtained by splicing a belt after turning one end of it 180" about its longitudinal axis. In other words, one end is turned upside down before splicing. A belt spliced in this fashion turns itself upside down every time it comes around, but the twist which has been put in the splicing, of course, stays at one location on the conveyor, in this case one of the twist sections at the end. Turning the belt over every revolution might have advantages in some cases. Belts could be made with equal covers and the two sides worn equally and simultaneously. In this case there would be no problem of getting belts on upside down by mistake. However, the two-way conveyor does not have to be a Mobius Strip. It can be twisted in such fashion that the same side is up on both runs. It is simply a question of which way the final 90" twist is made before joining the ends. Another interesting aspect of the two-way conveyor is the problem of operating two-way conveyors in series. Here the sequencing of starting brings up some new problems. It will be recognized, although not always at first glance, that if the starting sequence is planned for one run of the conveyor the reverse will result on the other run. With the two runs carrying bulk material in both directions a reverse sequence on one run would be intolerable. In this situation the only solution appears to be a simultaneous starting of all conveyors in the series. However, with the coal in one direction and intermittent supplies in the other it would be entirely practical to sequence the conveyors for the coal run and accept a reverse sequence on the supply run. The two-way conveyor also lends itself to new driving possibilities. First, it is quite possible to drive at the head end of each run, which of course, means a drive at each end of the two-way conveyor. Driving in this way a given belt can be extended to substantially greater lengths than a conventional conveyor with drive at one end only. In addition to this, under certain conditions the conveyor can be extended to extreme length by driving at one end and at some intermediate point on the most heavily loaded run. As a particular case, a belt carrying coal downgrade and supplies back upgrade could be extended to extreme lengths by driving at the head of the coal run and at an intermediate point of the supply run. Mr. Thompson has been a pioneer in belt conveyor transportation underground and his accomplishment here with the first two-way conveyor of any consequence is another notable addition to the art.

INTRODUCTION Trade financing is a particularly important component of short-term financing for a minerals company since errors, extra costs, or payment delays/defaults can easily wipe out the profit margin on a particular shipment or can cause problems when arranging purchases of e.g. reagents. It is required to make any minerals operation function and does not have to be cross-border to require proper management. Sources of working capital are as follows: 1. Extended credit terms from suppliers 2. Inventory loans from banks, finance companies 3. Accounts receivable financing or factoring 4. Credit lines or overdraft facilities from banks. TRADE CREDITS These are provided under the familiar terms "net 10 days" or payment due by the "10th day of the following month." Thirty days for payment is usual but longer periods can be negotiated with regular suppliers. Shipment may be made on open account with specified periods for settlement. In the mining industry, a custom smelter gains trade credit by paying for concentrates three months after the month of shipment. INVENTORY LOANS Various forms of inventory finance are provided via "floor-plan" or warehouse financing. A set percentage, usually 60%-80%, of a good-quality, readily saleable inventory item (e.g. bullion, concentrates, ingots) will be provided by a bank or finance company which will usually have security over these products and has a right to inspect the goods from time to time. Legal security will he achieved by warehouse receipts, floating liens, chattel mortgages, trust receipts, or through collateral management service companies. The latter certify control over stock or distribution outlets and often carry insurance against fraud. Costs range around 1.5% - 2.0% p.a. or more plus some fees to cover out-of-pockets or other costs. ACCOUNTS RECEIVABLES Accounts receivable financing is based on the company's generation of satisfactory receivables which are continuously assigned to a bank or finance company ("factoring"). Because of the risks in being able to collect receivables, such as payments to a smelter for its blister copper shipments to a refinery, this form of financing costs as much as 3% - 5% of the debt amount purchased plus an additional charge for processing paperwork. Receivables can be purchased with or without recourse and on a notification or non-notification basis to the client's customer to, respectively, pay the invoice directly to the bank or not. LETTERS OF CREDIT Letters of Credit ("L/C's") are a common feature of international trade finance whereby a bank, at the request of the buyer, issues a written undertaking to an exporter to pay a specified sum of money within a set time on presentation of previously specified documents. This undertaking means that the exporter is no longer relying on the credit standing and integrity of the foreign importer. A dispute about shipment does not otherwise affect the obligation to pay upon presentation of a "clean" set of documents. These documents include the hill of lading and other documentation, often on standard "form" bases. There are a number of conventions and techniques in L/C's such as irrevocable/revocable L/C's, time L/C's, confirmation/advising L/C's and transferable L/C's. These are tools to adjust for the varying risks that the importer will not pay. Other routes where one is comfortable with an importer include documentary sight hills (D/P hill), documentary term bills (D/A bill), and, of course, open account.

QUARTZ of a certain kind, is one of our strategic minerals, and Brazil is probably the one important available source. Crystals of quartz of suitable size and perfection for piezoelectrical application are rare; their most outstanding use is in radio work. Clear quartz, or "crystal," free from twinning, cracks, foreign particles of other disturbing lines of growth, and gaseous or liquid inclusions, is cut into plates which provide excellent control of frequency in broadcasting. The squares or rectangles are less than a millimeter in thickness and ordinarily on the order of 1 in. along each side. They are cut at definite angles with respect to the axes of the crystal, and ground with opposite surfaces parallel. Each small slab must be a section of one crystal, uniform throughout in atomic alignment. The thickness of the chip controls the frequency of a broadcast and it is most important to have the plates oriented and ground with utmost precision. Opposite surfaces are parallel to within 0.001 mm. and expansion or contraction due to the temperature is limited to one part in a million.

F. N. FLYNN, Clifton, Ariz.-I would like to ask Mr. Mathewson what percentage of his leaching liquor is wasted at this time? It has a bearing on the question in connection with the New Cornelia, and I think it is a very important question. E. P. MATHEWSON, Anaconda, Mont.-I am not sure what the percentage is now, but we don't discard the strong liquors. Something like 25 per cent. of the wash water taken out each day is sent over a special set of scrap iron tanks, and the copper recovered there. We had a little trouble at first. We did not proceed to use the sponge iron for the reason that the plant we originally contemplated was abandoned for flotation. Our original idea was to use a leaching process on all the tailings of the mill, but we found it would take a great deal of time to build a plant; and the cost of operating the plant we estimated to be about the same and the recovery the same. It was a question of time with us, and we decided to adopt flotation. That changed our plans. We now have the leaching plant, treating the tailings of the old dump, and the flotation applied to the current tailings. The sponge iron was figured for the large plant. We can get all the scrap iron necessary for the small plant-plenty from the scrap produced in the main plant of the smelter.

Based on our finding that commercial copper chelating solvent extractants such as LIX65NR and LIX63R are excellent collectors for copper minerals, a detailed study was made using several water-soluble chelating agents belonging to the class of aromatic hydroxyoximes and having a gradual structural variation. A basic study of the system salicylaldoximetenorite was also carried out. Microflotation tests as a function of concentration of oxime, pH, addition of copper, etc., using oxidic copper minerals such as chrysocolla and tenorite, and batch laboratory flotation tests using synthetic mixtures of quartz and oxidic copper minerals were carried out. The results have demonstrated that the hydroxyoximes studied have comparable collector property, and in all cases the oxime was found to be partitioned between the mineral surface and the copper in the bulk aqueous phase in the form of a bulk copper chelate. The occurrence of the latter could be accounted for by formation in the bulk phase of a chelate between oxime and copper released from the mineral and/or by the detachment of the surface chelate. The role of surface and bulk chelates in flotation is discussed based on the results of partitioning of chelating agent into bulk and surface chelates in the salicylaldoxime-tenorite system. The effect of structural aspects such as isomerism and substitution in the molecule on the collector property of the oximes is also discussed. Substitution on oximic carbon by alkyl groups is found to promote collector activity. Only the anti-isomer has the ability to collect.

F. C. Bond (Allis-Chalmers Mfg. Corp., Milwaukee) —This paper considers comminution as a first order process, with the reduction rate depending directly upon the amount of oversize material present. The data show that other factors should be taken into account, and it is possible that in time these may be evaluated as simultaneous or consecutive reactions: Development of the theory of comminution has been retarded for many years by the assumption that surface area measurements constitute the sine qua non of the work done in crushing and grinding, and it is encouraging to note the belated growth of other ideas. In the Abstract the term "net power" should be changed to "net energy." Throughout the paper the term "hp per ton" should be changed to "hp hrs per ton", or "hp hr t." The term "Probability Theory" in the title does not seem appropriate, since it is not clear how the probability theory is used in developing the ideas in the paper. There seems to be a contradiction between the large calculated advantages of closed circuit operation and the statement following that the closed circuit test results showed no significant change in grinding behavior, when compared with the batch grind curves. Tables I and II show that between 75 pct and 50 pct solids the energy input required decreases with increasing moisture content and may indicate the advisability of grinding at higher dilutions in certain cases. The calculation of the hp-hr per ton factor indicates an input in the laboratory mill of only 7.32 gross hp per ton of balls; this casts some doubt upon the accuracy of the factor used, since the power input in commercial mills at 80 pct critical speed is customarily much higher. The tests show that within fairly wide limits the amount of ore in the laboratory mill may be varied and a product of constant fineness obtained, provided that the grinding time is varied in the same proportion. This has often been assumed, and confirmation by actual testing is of value. The Cavg corrections for differences between the plant and laboratory size distributions do not seem very satisfactory, since in many cases the plant/laboratory ratio is farther from unity after correction than before. The following equation has been derived from the data in Table VI: Relative Energy (log new ball diam in in. + 0.410) Input = --------------—--------------- from which the relative energy inputs for balls of different sizes can be calculated and compared. The relative energy input is unity for balls of 2.715 in. diam. The equation indicates that the work accomplished by a ton of grinding balls per unit of energy input is roughly proportional to the square root of the total ball surface area; provided, of course, that the balls are sufficiently large to break the material. The data in support of this statement are admittedly meager, but are fairly consistent when plotted. The relative grindability values listed in Table VI for 200 mesh multiplied by 4/5 apparently correspond approximately to the A-C grindability at 200 mesh.' It would seem that for open circuit tests comparable accuracy could be obtained much more simply by the old method' of plotting the test grind, extending the mesh grinds to the left of zero time if necessary, and determining from the plot the equivalent time required to grind from the plant feed size to the plant product size, using the average of several mesh sizes. The en- ergy input value of one time interval could be determined by tests on materials of known grinding resistance, and this multiplied by the interval required should give the desired energy input value. The relative grindabilities would be the relative time intervals required for a specified feed and product size. When the plotted mesh size lines of a homogeneous material are extended to the left beyond zero time they meet at one point at zero pct passing. The horizontal distance of this point from zero time indicates the equivalent energy input required to prepare the mill feed. The author's results show that the closed circuit grinding tests give about the same K values as open circuit tests, from which he concludes that open circuit tests are satisfactory in many cases. The value of the closed circuit test is its ability accurately to predict energy requirements in closed circuit grinding for both homogeneous and heterogeneous materials. If the material is homogeneous, the open circuit test gives satisfactory results; but if the material contains appreciable fractions of hard and soft grinding ore, the open circuit tests will not be accurate because of the accumulation of hard grinding material in the circulating load. Since in most cases it is not possible to determine a priori whether the material contains hard and soft fractions, the closed circuit tests are preferable and more reliable. B. S. Crocker (Lake Shore Mines, Ontario)—Dr. Roberts probability theory of grinding is very similar to our log pct reduced vs. log tonnage method of plotting and evaluating grinding tests at Lake Shore. However, although we both seem to start at the same point we finish with different end results. Shortly after publishing our grinding paper (referred to by Dr. Roberts) in 1939, we did pursue the subject of the "constant pct reduction in the pct +28 micron material for each constant interval of time. We ran innumerable tonnage tests on the plant ball mills, rod mills, tube mills with 11/4 and 3/4 balls, and lastly pebble mills, with tonnage variations from 180 tons per day to 950 tons per day. We found that when we plotted the log of the tonnage against the log of the pct reduced of any reliable mesh, we had a straight line up until 90 pct of the mesh is reduced. We have also tested this in our 12-in. laboratory mill with the same results. We have used this method of evaluating grinds for the past 8 years and developed the recent four stage pebble plant on this basis. By pct reduced we mean the percentage of any given mesh that is reduced in one pass through a mill at a given tonnage (or time). For example, if the feed to a rod mill is 90 pct +35 mesh and the discharge at 500 tons per day is 54 pct +35, the pct reduced is 90 — 54/90 = 40 pct. If the feed had been 80 pct +35 the discharge would have been 48 pct +35 or pct re- duced 80-48/80 = 40 pct as long as the tonnage re- mained constant at 500 tons per day. Thus we can easily correct for normal variation of mill feeds. This log — log relationship derived from the tonnage tests of all our operating mills has proved of tremendous help in checking laboratory work and in designing alternate layouts or new plants. The difference between the log — log and the semi-log plot is only shown up when the extremes in tonnages are plotted. John L. Miles (Arthur D. Little, 1nc.)—Pollack and orris" have reported measurements on electron tunneling through A1-A12O3-A1 sandwiches in which the oxide was formed by gaseous oxidation in a glow discharge. From these measurements they deduced the asymmetry of the barrier and, since this is small, conclude that the mechanism suggested by Mott19 for the growth of oxide in thin A12O3 films is inapplicable. In earlier papers20 Pollack and Morris report similar work for oxide films grown thermally. In this case they find a greater asymmetry and conclude that the Mott mechanism is valid. I would like to point out that both these conclusions are quite unjustified. Mott suggests that the growth of the oxide film on aluminum results from the passage of ions through the already present film of oxide under the action of an electric field. This field results from a constant voltage which is in effect a contact potential between metal on one side of the barrier and adsorbed oxygen ions on the other side of the barrier. The theory does not require that the oxide grown is nonuniform either in stoichiometry or structure. It does however specifically assume that the partial layer of ionized oxygen on the surface remains adsorbed on the surface of the growing oxide. In other words, the so-called "built-in field" remains in the oxide only as long as the ionized oxygen is present. When a counter electrode of aluminum is deposited on the oxide, it will react with the adsorbed oxygen on the surface of the oxide, thus forming a small additional amount of oxide. It is clear, then, that there is no requirement in the Mott theory of oxide growth which would necessitate tunneling currents through an Al-A1203-A1 sample to be different when the polarity is reversed. Neither does the theory eliminate the possibility that some additional mechanism could cause the tunneling barrier to be asymmetric and hence tunneling currents to be a function of polarity in such a sandwich. Thus these tunneling-currents measurements are not germane to the question of whether the Mott mechanism is the true method of growth of aluminum oxide films. In fact, it is not surprising that there should be a difference between the oxide properties at the two interfaces (with resulting asymmetry in the tunneling barrier) since the growth conditions and growth rates must have been quite different at these two positions. S. R. Pollack and C. E. Morris (authors' reply)— The point raised by Miles above is one has caused some confusion in the past. The following is an attempt to clarify this point. The built-in field which is responsible for the growth of the thermal oxide at low temperatures arises, according to Mott, because of the passage of electrons from the Fermi surface of the oxidizing metal to surface states introduced by the adsorbed oxygen. It is assumed that the energy of these surface states lies below the Fermi energy of the metal. Electrons therefore continue to flow from the metal to the surface until the built-in electric field raises the potential energy of the surface states to the value of the Fermi energy in the metal, at which time equilibrium is obtained between the surface states and the metal. That is in equilibrium as many excess electrons pass from the metal to the surface per unit time as vice versa. The surface of the oxide prior to deposition of a metallic counterelectrode can then be pictured as follows. The Fermi energy lies in the energy gap of the oxide and is essentially pinned at the energy of the oxygen surface states. The vacuum work function of the oxide is then given by the sum of the electron affinity of the oxide (i.e., the difference in energy between the vacuum and the conduction-band minimum) plus the energy difference between the conduction-band minimum and the Fermi energy. The deposition of a metal onto the surface of the oxide can result in a transfer of electrons across the extremely thin oxide only if there is a contact potential difference between the deposited metal and the parent metal or oxide. That is if the vacuum work function of the deposited metal differs from that of the parent metal, then charge can be redistributed across the oxide in order to equilibriate the Fermi energy across the structure. BECAUSE of the impetus given to placer mining since the price of gold was advanced to $35, several types of small dredges have made their appearance, especially in the Lincoln and Oroville areas of California. Some of these are known as "doodle bugs," and have been given considerable publicity, though many believe their performance has been overrated and that complete costs of construction and operation, if known would not put them in so favorable a light. Fig. 1 is a doodle bug owned by E. M. Clark and operated near Lincoln, Calif. It is understood that it was abandoned because of inability to handle deep ground. A similar machine that has been operated-profitably by Comstock Placers is shown in Fig. 2.

THE matter of grading Indiana oolitic limestone has been under a cooperative study by the Supervising Architect's office, the U. S. Geological Survey, the Bureau of Standards, and the former Indiana Limestone Quarrymen's Association. As the criteria for grading are necessarily based on a number of geologic and related factors of which those quarrying and using the stone had only imperfect appreciation, the first part of the report is a very elementary account of the origin, structure, and the chemical and physical properties of tie stone, and their relations to durability and utilization, and serves as a foundation for the second part, which discusses grading and pro- poses limits for grades established by the quamymen. Salient features of Part I of a report that has been prepared are the variations in uniformity of stone due to cross bedding, and local uncomformities; the relative prominence of weathering effects on the coarser uneven grained surfaces, and its apparent absence on fine, uniform grained surfaces, although the amount of weathering is the same on each; the attributing "crow feet" (stylolites) to solution under pressure, and the explanation that, whereas the thinnest "crow feet" have no noteworthy effect on weathering quality or strength, the thicker ones are likely to weather out rapidly and to promote splitting; the influence of fracturing on the oxidation of the original gray or "blue" to buff color above the ground water level; the interpretation of chemical analyses and the pointing out that both the gray and buff colors are due mainly to organic

STORAGE of natural gas in underground reservoirs is one of the most important developments in the natural gas industry in recent years. However, it is only when we consider this development together with proved fuel reserves, the know-how of the fuel technologist, and the possibility of making manufactured gas available over large areas, that we begin to appreciate fully the impact that underground storage of gas may have on the future growth and development of large areas in the United States. During the past winter, shortages of natural gas in the industrial East were given wide publicity and domestic consumers were requested to reduce their requirements to a minimum, so that war plants might have sufficient gas to continue operations. Curtailments would have been more drastic except for the fact that large volumes of natural gas had previously been stored in underground reservoirs. Storage of natural gas in depleted or partly depleted gas or oil sands is not new, having originally been tried, as far as I know, about 1915. About five or ten years later an attempt was made to store manufactured gas in a depleted gas sand. This proved unsuccessful at first because the gas was not properly cleaned and the impurities plugged the pores in the sand.

THE controversy regarding the ,'probable future of the Mexican oil fields, and its relation to the oil industry of the United States, has led to the preparation of this paper. As has been predicted by several writers in recent papers, certain of the producing areas in the so-called "southern fields" in the Tampico Embayment have only a limited oil reserve. These areas are being pulled on by every pipe line in that region, and the length of time that they will continue to produce is a direct factor of the daily oil shipments of these companies. However, this is not the whole story, and in the following paragraphs an attempt will be made to show that the life of Mexican oil production will be a long one, and Mexican oil will continue to be a large factor n the market for an indefinite time after the areas mentioned above have been drained. The past and present producing fields will be discussed separately, in order-to establish a basis for comparison, the ,only method by which underground reserves 'can be estimated in these fields.

IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world's output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the 'problem is peculiarly and in a, very practical sense an international one.

Although the in- creased output was stimulated by the war, and thus does not impress one as contributing to continuing improvement in the industry, nevertheless the year witnessed several efforts ant1 consideration of others that have the appearance of permanent progress.
