Sublevel stoping has been used in Finland since the 1930's and today more than ten under- ground mines have adopted it as their main stoping method (Fig. I). Approximately 80% of the total underground tonnage is mined by sub- level stoping (Table 1) The first mines to introduce the sublevel stoping method in Finland were limestone mines. The development of sublevel stoping was very slow up to the mid 1960's when the switch to trackless mining started and the increase of mechanization lead to higher capacity and productivity. The method itself has been almost the same since the 1950's when long hole drilling was introduced. According to a future prognosis sublevel caving will give way to sub- level stoping; on the other hand, open pit mining will at the same time grow rapidly with some new mineral orebodies, which will he brought into production. Most Finnish orebodies are, however, only marginal ores and they could not support mining with more expensive methods than open pit mining or sublevel stoping. The future of sublevel stoping seems relatively bright. GEOLOGICAL AND ROCK MECHANICAL BACKGROUND The rock mechanical conditions in Finland are in general relatively good and the rocks firm. The compressive strength is normally 40 - 150 Mpa and modulus of elasticity 40 - 200 Gpa. Low values are common in altered and fractured rocks and near the ore contact Rock stress measurements have been carried out already for 20 years for mine design and monitoring purposes. The results of these measurements show that relatively high horizontal stresses seem to be common (Fig. 2).

IN mining in Malaya has been a courageous ad- venture in private enterprise, attended by all the hazards of prospecting in unexplored areas of tropical jungles-jungles that still cover four-fifths of the country. To assess the contribution of an industry to a country's revenue, it is necessary to consider not only duties levied on the products, but also the revenue from all businesses and individuals directly and indirectly deriving income from the industry. Exact figures are not obtainable, but from 1850 until shortly before the first World War, tin mining in Malaya was a dominant factor in the Federation's development. Even at the turn of the century, tin export duty alone represented 45 pct of total Government revenue, while in the 40-year period up to the end of 1937, tin ore duties collected by the Federated Malay States Government amounted to 383,- 81 0,284 Malayan dollars,* approximately one-fifth of the total revenue for the same period.

THE subject of this paper involves the crux of the industrial safety problem. It is not overstating the fact to say that "a plant can be made as safe as the management and the workers want it to be;" if such desire is not in evidence and it is not possible to maintain interest in the work of safety, there can be practically no headway beyond the first few steps. These first steps may be said to embrace simply the mechanical or equivalent guarding of tools and equipment and may be taken in a more or less perfunctory manner; but, it has been estimated, they will not effect a reduction of more than 25 to 35 per cent. in the accidents likely to occur in an unguarded plant. The question therefore may be pertinently asked, "Whose interest is meant in the title of this paper, employers', employees?, or both?" It has been repeatedly stated that no safety work of any importance can be carried on: in a plant unless the employer believes in the value of such work. Such statements are true, but have become threadbare with constant repetition and the public is led to believe, that employers differ from ordinary human beings, that their sympathy for their fellowmen has become dulled, and they can be awakened to a sense of the fitness of things with respect to safety, health, sanitation, working hours, etc. only by legislation. There will undoubtedly be found an employer, now and again, who measures down to such specification; but the speaker, in a number of years of close contact with large employers (and his experience has been duplicated by many others) has found that the employers are usually far in advance of the general public in matters affecting the welfare of their employees, including their safety, and not from a selfish viewpoint, but from the humanitarian, economic, etc. If, at times, there is an apparent lack of headway in the solution of some problem connected with employees' welfare, it is not so much due to indifference or a failure to be awake, on the part of the employer, as it is to a lack of knowledge of the way in which to proceed to its successful accomplishment. Further, employers are, only human and cannot follow. every one of the innumerable matters connected with an industry down to their minutest details; they must delegate certain individuals as their representatives, clothing them with the necessary authority to act. SPECULATION as to when and under what conditions mining may be resumed in Russia by foreign interests is becoming more interesting. Circumstances have changed so completely that all new projects must give careful consideration to the conditions as they exist at this time. For example, it is now estimated that a certain copper company in Russia can produce copper and put it on board ship at seaboard for 8 1/2c. per lb., crediting the copper with the value of precious metals contained. It is further estimated that in some places gold can be produced at a cost of about one-half of its value; platinum can be produced even more advantageously. Transportation, which is absolutely necessary for mines of coal, iron or manganese ore, as well as for an industry consuming either coal or coke, is not so essential for the operation of a gold or platinum dredge when the dredge has once been put into operation; after that, food is the principal material for which transportation must be provided. During 1922 the operators in the Urals, who had combined in a so-called platinum trust, expected to produce about 2340 lb. of crude platinum but the amount actually recovered during that season was reported as only 1620 lb., most of which came from hand workings; Nicolo Pavda had the principal dredges in operation during that year. In preparation for 1923 operations, about $400,000 worth of repair parts were obtained in England. At least two American-built dredges and one Putiloff dredge are reported in operation at Nicolo Pavda and it is supposed that most of the better dredges in the platinum district are now working.

Engineers who are in charge of industrial operations, and their number is legion, sense as much as anyone the present feeling of unrest in the' country and more than anyone else realize the present inefficiency of labor. Undoubtedly the two phenomena are closely correlated and no doubt are due to a multitude of causes which it will be impossible to enumerate. From my experience in mining I estimate that the present efficiency of labor is only about two-thirds of what it was under pre-war conditions. In the mining industry, at least, we have not a large surplus of men looking for work and usually under these conditions men are rather more independent and will not work as efficiently and faithfully as if they felt there were plenty of men ready to take their places. Wages in metal mining have advanced more than the increased cost of normal and sane living. The result is that the men often work fewer days in a month and do not seem to have very much interest in their work while actually engaged in it. Then again, they have been listening to the more or less vague propaganda of the I. W. W. and the radical wing of the socialists, who are harping on the fact that the distribution of newly created wealth is unfair and that the laborer really is not working for himself or his fellow laborers but is carrying on his exertions for the benefit of a small and lim-ited class of exploiters. A continued harping on this view is bound to influence the judgment of even a conservative workman who is not a student of economics and who hears little or nothing upon the other side. I am a great believer in the common sense of the American people and in the long run I do not think that they will be carried away by unsafe doctrines. The trouble with so many of these propagandists of industrial in-equality is that they do not differentiate between production and dis-tribution. Even if we admit that distribution is unfair, unless goods are produced there will be nothing to distribute. A great many unthinking people seem to feel that wages are paid out of a pot which is inexhaustible and do not realize that eventually what comes out of the pot can never exceed what is put into it. The workman is not paid in money but is paid in goods, money as we all know being used simply as a measure of value and a medium of exchange, and that all that can be used to pay the laborer is what he produces.

Nonmetallic rock and mineral products are so diversified that any generalizations regarding the industries based upon them are of doubtful value and can be misleading. They are geared to every phase of the national economy and respond sensitively and immediately to any economic change, but the responses vary with the individual products. They are also affected by political and competitive factors to a degree that is disconcerting and, at times, ruinous to operators, owners, and stockholders of mineral properties. It is not unusual to find these special factors functioning in reverse of general trends insofar as individual products are concerned. As this summary is being written in the final weeks of 1949 production statistics for the year are not complete, but it is obvious that few, if any, new production records will be set, and that 1949 level, will, in general, be lower than those of 1948. The decline in output is not alarming and reflects in large part the tendency of users, who have been finding sources of supply more dependable to rely on prompt deliveries rather than on inventories to meet immediate needs. Except for the government's program of stock piling which, insofar as it has worked at all, is of more direct interest and benefit to foreign than to domestic producers, industrial inventories have been further reduced, and the neater balance between production and consumption has freed capital for the manufacturer and has cut down the serious hazard of substantial inventory losses. There are no quantity products and only a few special products that cannot be supplied in quick response to current demands. Normal development of a few nonmetallic industries has been retarded by the government's unpredictable application and irrational interpretation of antitrust laws, and by extension of preferential tariffs to new countries and new products. Synthesis is likewise a potent threat. in certain fields, but otherwise it is difficult to make a review of 1949 read much differently from a review of 1948. Changes have been qualitative rather than quantitative, except for a few operations that have been pinched out by the relentless competition that characterizes many of the industrial mineral industries.

SINCE the very early work on quenched structures, where the products of the martensite transformation had been recognized, this transformation has provoked much interest and study. Theoretically it was desirable to account for the extreme changes in physical properties resulting from the formation of martensite, as that information might lead to results of practical importance. Desirable information, therefore, was on the kinetics of transformation from austenite to martensite as well as on the physical constitution of the martensite. It has been known for years that certain steels quenched to room temperature will contain persistent austenite as well as martensite. Other important and now well- established features of the martensite reaction are the progress of the reaction on cooling only and the independence of Ar" with cooling velocities exceeding the critical velocity. These facts have been experimentally determined by various methods and investigators. Notable among the early investigators were Tammann and Scheill and Wever and Engel.2 Unfortunately, all investigators did not fully interpret their results, which, coupled with several investigations that yielded conficting results, caused a state of confusion that was not clarified until quite recently. X-ray investigations of martensite in steels3-6 indicate it to be a supersaturated solid solution of carbon in alpha iron. This supersaturation is evident from the appearance of a body-centered tetragonal structure with the addition of sufficient carbon. The dimensions of this tetragonal structure are alinear function of the carbon content within the limits of accuracy of the determinations. Slight tempering of tetragonal martensite leads to the destruction of the tetragonal structure, which is converted to a body-centered cubic structure. This phenomenon has precipitated a controversy concerning the nature and mechanism of the tempering of martensite. The facts in the case have been outlined by Epstein7 and more recently by Antia, Fletcher, and Cohen.8 The significance of Ar" on theoretical grounds is not clear, however, although considerable study has been devoted to its determination. The precise position of Ar" as a function of carbon content was first stated by Greninger and Troianos for steels covering a range of approximately 0.7 to 1.8 per cent carbon. The effect of alloying elements on Ar" has recently been the subject matter of investigation by various methods.

Riparian communities are those related to, or near a natural watercourse (or sometimes of a lake, impoundment, or tidewater). Generally, riparian communities contrast sharply with the dominant vegetation type in an area, for example, the willow-birch-aspen- dominated watercourse in the Black Hills with its associated beaver- muskrat-trout habitat as compared to the dominant monotype ponderosa pine forest on either side of the drainage. Riparian ecosystems are valuable for the aesthetics, namely, varied landscape; photography and art; human awareness; diversity of plant and animal life, some of which may be unique to that habitat; cover, food, and water for associated wildlife and domestic animals; for recreation; for domestic water supply; and as natural outdoor laboratories. One major negative impact on riparian communities is hazardous chemicals from effluents from agricultural, industrial, and mining- metallurgical processes. One such chemical is cyanide, long used in the processing of gold and silver, and discharged previously directly into some of our natural ecosystems. With present environmental awareness, industry and government are attempting to minimize or eliminate this contamination. Homestake Mining Company began processing gold ore in the Lead- Deadwood area of South Dakota in 1878 and has remained in production at variable activity levels to the present time. The amount of cyanide (and heavy metals) entering the ecosystem during this time can only be crudely estimated, in part because of the variability in activity and the lack of understanding and concern about environmental pollution until the 1960's. This discussion is confined to the first section of Professor Clark's paper entitled 'Elastic and Nonelastic Waves' and its application to wave propagation in rocks. Some published results by other investigators concerning measured decay of peak strain and variation of pulse duration with travel distance are cited, but the principal subject of this section is a detailed mathematical analysis of spherical (and, to a lesser extent, of plane) wave propagation in various homogeneous, isotropic media. The materials selected include an elastic substance, a Voigt and a 'modified' Voigt solid-the latter incorporating the assumption of a constant loss factor (defined here as the product of frequency and the ratio of the imaginary to the real part of the shear modulus)-and a solid friction model. While other possible representations of a solid continuum model are mentioned, corresponding solutions are not presented. The pulse inputs considered comprise exponential decay, a unit step, and steady- state sinusoidal excitation: the process of conversion from one solution to another in the operational plane is indicated. The basic problem relative to the analysis of wave propagation in rocks concerns the specification of the appropriate material behavior, since the equations of motion for a given geometry of the source and medium are well established. In principle, the required information can be deduced from two types of measurement: 1) field observations of underground explosions or seismic disturbances, and 2) laboratory tests on small samples of the pertinent rock. However, in practice both types of approaches are beset with difficulties and subject to valid criticism. Field observations must be carried out under relatively uncontrolled conditions, including, in general, a lack of knowledge of the precise arrangement of the medium, stratification, faulting. inhomogeneities, etc. Specimens investigated in the laboratory can not represent the environment found

AN entirely new type of classifier is being put on the market by The Dorr Co., following three years of development and the experimental use of thirty machines of the improvement design in various parts of the world. It is known as the Multizone classifier. Compared with the older type the lower or overflow end has been decked over and is surmounted by one or more circular overflow columns. A GLANCE at the list of papers1 that have been published since 1920 on the general subject of flotation suggests the variety of ideas that exist regarding the underlying cause of the phenomenon.' Among these ideas, we find several coherent theories, but none that adequately and completely explain the phenomenon. Ralston2 and Bains3 suggested an electrical theory which has to do with the attachment of mineral particles to a bubble by the attraction of unlike electrical charges. This theory has its root in the fact that a bubble of air in pure water is electrified in such a way that the surface is negatively charged while the body of the water is positively charged. This result, which was first discussed by Helmholtz, also obtains when the water contains anything except a high concentration of hydrogen ions, or ions which are trivalent or tetravalent. The theory also holds that the mineral particles have positive charges on their surfaces, and so there is attachment between bubble surface and mineral particles by the old law of electrostatics, which states that unlike charges attract. CONTACT ANGLE AND OIL ATTRACTION The contact angle-the angle formed by a fluid-fluid boundary when both are in contact with a solid-has been indicted several times for complicity in the phenomenon of flotation. This angle is supposed to indirectly measure the surface energy of a solid. Thus if we have two fluids in contact with a solid, we may express the difference between the two fluid-solid tensions as equal to the fluid-fluid tension times the cosine of the angle between the two fluids.4 If the two fluids are in contact with the solid, this is, no doubt, an excellent way of establishing relative surface energies. THIS paper, based on brief field examination and on data supplied by the operators, records the condition of the Italian mercury industry as of March 1945, not long after Italy's collapse. Except for the once-Italian but now Yugoslavian Idria mine near Trieste, virtually all the known mercury deposits are in the Monte Amiata district in Siena and Grosseto Provinces, 75 miles north of Rome. This district contains the Abbadia San Salvatore, the Siele, the Argus, and the Cerreto Piano mines besides numerous prospects and unproductive mines. Under pressure from Germany the principal mines were highly productive during the early part of the war, but production fell off long before its end. All of the mines were damaged in some way at the German withdrawal but by September 1944 the Abbadia had resumed production and several others were only lacking power by the early spring of 1945. The Monte Amiata district is characterized geologically by a thick series of sedimentary rocks that range from Triassic to Eocene in age and are surmounted on Monte Amiata itself by a thick cap of extrusive trachyte. Bodies of travertine and of landslide detritus, younger than the trachyte, are rather widespread. The structure is complex and little known but most of the ore deposits seem to lie along or near a major, north-trending fault or on associated cross-fractures. Cinnabar is the only important ore mineral and clay minerals are by far the most abundant products of hydrothermal alteration. A southward increase in the amount of stibnite, relative to cinnabar, suggests horizontal zoning. The grade of ore ranges from 0.60 to 3.0 pct and the reserves, as compared with those in American mines, are enormous. Even in the face of war-time scarcities, the mines are remarkably self-sufficient and labor is plentiful, but the costs of production are estimated to be not greatly below those of the better American mines. Notes on the principal mines, on the mining and metallurgical methods, and on the manufacture of synthetic cinnabar are included in the paper.

Its geographical position would be about: latitude, 20° 10' N., longi¬tude, 4° 35' W. of Mexico City. The surrounding country is a roll¬ing plateau, 6000 feet above the sea, enjoying the most magnificent climate in the world, the average temperature being about 70°. TWINNING in magnesium is known to occur profusely under certain conditions, and when it occurs in polycrystalline materials it brings about a partial or even a complete change in the preferred orientation. The amount of research on this subject, however, has not been in proportion to its importance as a mechanism of deformation and reorientation. Much of the research has been limited to twinning in single crystals. The present study' concerns polycrystalline sheet, and is an investigation of the twinning produced by plastic deformation as a function of the following variables: I. Direction and type of deformation. 2. Amount of deformation. 3. Speed of deformation. 4. Temperature of deformation. 5. Composition and temper of the sheet. 6. Twins previously produced. 7. Twins previously produced, then annealed. By proper control of these variables it is shown that, on a laboratory scale, samples can be produced that are free from preferred orientations. MATERIALS AND METHODS The materials used were samples of commercial magnesium-alloy sheets with nominal compositions given in Table I. [ ] X-ray diffraction was used in most of this work to detect the twins and to estimate the amount of twinning. Since twinning on {102} planes causes a reorientation of the crystal lattice by 86°, it is very easy to study with X-ray diffraction patterns, particularly if one notices the diffraction ring from the basal plane the 002 reflection. By properly directing the X-ray beam, it is possible to produce 002 reflections from twinned material at, say, the 6 and 12 o'clock positions on the 002 ring, with the untwinned material reflecting to 3 and 9 o'clock positions; and by judging the relative intensity of the arcs on the diffraction ring at these positions, it is possible to judge the amount of twinned material relative to the untwinned. Mineral particles in coal have enormous variation in size. Some are large enough to be seen by eye, others can be seen with the optical microscope and still others are so small that they can be resolved only by electron microscopy. We paid particular attention to particles of clays and sulfides less than 1 pm in size. This paper describes typical minerals and reports on the application of the techniques of electron microscopy to coal.

General THE controlling supply of asbestos for the world is obtained from southern Quebec, 150 miles or less north of the international boundary line between Canada and the United States, and about 75 miles south of the city of Quebec. The principal production is furnished by eight mines, seven of which occur within a distance of 6 miles, but there are also several smaller properties in the vicinity. The industry was begun in a small way some 35 years ago and has advanced more or less regularly ever since. The annual production now exceeds 100,000 tons and its value is about $3,000,000. It represents over 80 per cent. of the world's production. History Asbestos has been known in the eastern townships of Quebec since 1847, when attention was called to it in an official report by Sir William Logan, the first Director of the Geological Survey of Canada, but it was not until 30 years later that it came into commercial importance. The largest deposits, those of Thetford and Black Lake, were found in 1877 during the construction of the Quebec Central Railway. Work was begun upon them almost at once and has been continued ever since. The Danville mine, the next largest producer, was opened in 1879, and the slip-fiber deposits of East Broughton were located shortly afterward. For the first 15 years only the "crude" asbestos was recovered; that is, fiber long enough to be extracted by hand cobbing. Although this is still a valuable part of the production, it is now a relatively small part of the total output.

It is claimed that the first mining of copper by Americans in Arizona was done at Ajo, near the Mexican border, in 1854,* a year after this region had been added to the United States, under the terms of the Gadsden purchase. A group of adventurers, organized at Los Angeles under the name of the Arizona Mining & Trading Company, came, to the district. This party of prospectors consisted of 20 men, led by Major B. Allen, J. D. Wilson, and William Blanding. † They went first to Yuma, where the party divided, some of them going southward into Mexico while the remainder took the trail to Tinaja Alta, where they heard of the copper deposits of Ajo, which is 85 miles southeast from Yuma.‡ They found attractive outcrops of copper ore, and set to work energetically, but their operations suffered many interruptions, because that part of the country was still controlled by the Mexicans, who were uncertain about the exact position of the new international boundary. The Mexicans tried to expel them, but they held their ground. The first shipment of ore, consisting of native copper and cuprite, came from what is now the western end of of the New Cornelia workings; it was hauled in ox-carts to San Diego, 400 miles across the desert. § Later shipments were hauled to Yuma and floated on barges down the Colorado river to the Gulf of California, whence the ore was loaded on

In Tasmania a tailrace tunnel to handle water discharged from a turbine generator has been successfully driven by a machine tunneling method similar to that described in the July 1962 issue of Civil Engineering. The Hydro-Electric Commission, Tasmania, is constructing a high- head (2750 ft) power project that will utilize the storage in the Great Lake (1,150,000 acre-ft) at an elevation of 3380 ft. The underground power station will house six vertical shaft turbo-generators, each rated at 50,000 kw. The tailrace tunnel, 16 ft diam and 14,600 ft long, was driven through a reasonably homogeneous hard mudstone. It was decided to excavate this mechanically in the hope of saving some money on excavation and a considerable sum on the ultimate lining of the tunnel. Mechanical engineers from Tasmania worked with the firm of James S. Robbins and Associates of Seattle, Wash., which designed and supplied the "mole."

Occidental's in situ retorting process for oil shale has many advantages over the conventional, underground mine and surface retort. Only a portion of the oil shale is mined and transported outside where it blends with the oil-shale talus found in the area. Spent shale is retained underground without surface disposal problems. The process consumes no water from outside sources. Noise and dust levels are kept at a minimum. As many of the facilities as possible are located underground. More oil is produced from a given area than conventional surface processing. Additional energy can be recovered by using conventional turbines to generate electrical power of magnitude of three to four times required by the operation.

THE subject of classification is so broad that this discussion is con-fined to what the author believes is of prime importance in connection with proper grinding and classification. The years passed have witnessed many noteworthy changes in fine grinding and classification, which have been accompanied by a readjust-ment of ore-dressing flowsheets for the preparation of better ground and/or sized products at an expenditure of less. power, steel and main-tenance than formerly. Nowhere in the industry is more being done in the way of experimental work to lower costs than in grinding circuits, because, at best, grinding costs are high. Recent years have indicated that, on the average, finer grinding has a real application. Without careful preparation of the process feed, no operation can be highly efficient or successful. In an earlier paper, the findings of an extensive survey at representa-tive concentrators were presented1. Also, in the year of 1935, a technical discussion was given by Dr. J. V. N. Dorr (Some Notes on Classification Trends in America) before the Chemical, Metallurgical and Mining Society of South Africa. In both papers mentioned, much has been said regarding flowsheets, grinding and classification. The author is very familiar with these papers, having had considerable to do with the actual operation of the flowsheets, as well as large mills and classifiers in the work described. Some data from the second paper have been included in the following discussion.
