Production of crude oil in the U. S. S. R. during 1939 is estimated at, 226,111,000 bbl., as compared with 219,778,000 bbl. in 1938, an irlcreasc of 2.88 per cent but some 6.00 per cent under the planned output. During the past year a major readjustment took place in Russian oil fields, with the Grozny district falling into the third place, its former place having been taken by the fields of the Maikop-Kuban area of northwestern Caucasus. Production continued to grow in the Ural-Volg:t district and further large increases in this province in the coming years are certain. The drilling operations continued to be most unsatisfactory, falling far behind the plan, possibly as much as 25 per cent undvr the set objectives, and thereby interfering with the production plans, mora particularly since the Soviet oil industry is still based primarily upon the production from the naturally flowing wells without any proration whatsoever rather than upon stabilized production from either prorated oil wells or those operated with various mechanical lifts. The year 1939 started with the fulfillment of the drilling programs to the extent of about 90 per cent, but the situation rapidly deteriorated arid by the second half drilling programs were being fulfilled only to the extent of 60 per cent or less. Such breakdown in drilling operations was possibly due to poor equipment, which has not been able to stand increasing demands upon it, and this is substantiated by the rccent orders plaeed in the United States by the Soviet Government for some 60 drilling rigs of the latest design. Production Baku District.—-The fields of the Apshcbron Peninsula (Baku district) made a notable progrress during the past year and were able slightly to increase their production, to 166,000,000 bbt. as compared with 164,692,-000 bbl. during 1938. The c.rnphasis of production in the Baku district remained on the flowing wells, about 20 per cent of the total number of wells flowing about 70 per cent of production. USBM designed, constructed, and operated an 18-in.-diam fluidized-bed combustor for highly caking coals to evaluate the method for possible application to power generation. In initial tests, combustion was carried on successfully, with carbon losses as low as 0.8%+ Coal ash was not satisfactory as a bed material, but mullite proved to be acceptable. Overall heat-transfer coeffients from the bed (-20 t 50 mesh mullite) to a water-cooled tube were about 75 Btuper hr-sq ft. Fluidized-bed combustion is being investigated by the U. S. Bureau of Mines (USBM) as a potentially cheaper method of firing power plant boilers. Lower combustion temperatures in fluidized beds—only 1400" to 1800°F-—should reduce fireside deposition and corrosion and nitrogen oxides production. Fluidized-bed combustion also offers possible advantages in the use of additives to control SO, emissions and amenability to processing of high-ash, high-moisture coals without special preparation. This paper describes development of a fluidized-bed combustor and the results of preliminary tests. Equipment and Procedure Fig. 1 shows the 8-ft-high combustor. A cone-shaped plate perforated by I/8-in.-diam holes supports the fuel bed and admits the fluidizing air; water passing through the 3/4-in. pipe extracts heat from the combustion bed. Fig. 2 is a flow diagram of the system. Coal is fed pneumatically to the base of the fuel bed. IN endeavoring to put the art of the steelmaker on a more scientific basis, as a means of securing closer control of the product, we must be severely critical of the basis of any theory we use. In particular, we must be careful to distinguish between factors that are primary and those of only secondary importance. The concentration relations that determine the slag-metal equilibria, which are usually more or less closely attained, are of course of primary significance, but a clear picture of the whole process requires that the actual rates of the several reactions be taken properly into account. At the high temperature of the steelmaking furnace, all reactions might be thought to be very rapid, but some of them in fact are not; the essential causes of this condition are important to a proper understanding of the process. This paper aims to present, and to justify, the viewpoint that the most significant reaction is the oxidation of carbon in the metal, the progress of which determines the oxygen pressure levels in slag and metal and produces stirring effects, all of which influence the course of the process as a whole. REACTION RATES AT STEELMAKING TEMPERATURES General experience in reaction rates makes it almost certain that at steelmaking temperatures equilibrium is attained practically instantaneously when the reactants are well distributed in a single liquid phase -that is, in the so-called homogeneous reactions. The actual slowness of some of the reactions in the open-hearth furnace must therefore be attributed to a relatively slow rate of diffusion within the slag or metal phase, which limits the rate at which the reactants can meet each other in the liquid steel or at its surface. That the reactions can be made to go with great rapidity, by proper mixing and stirring of the reacting phases, is indicated by the following illustrations: I. In the Bessemer process there is intimate contact between air and the whole mass of metal, and the reactions are complete in a few minutes. 2. Perrin1 has demonstrated that by pouring liquid steel into slag contained in a deep ladle, and thereby producing almost a slag-metal emulsion, the phosphorus or oxygen content of the steel is adjusted immediately. 3. Barret, Holbrook and Woods observed a quite rapid rate of desulphurization when powdered calcium carbide was stirred vigorously into liquid iron. 4. When a spoonful of liquid steel is poured into a mold containing aluminum wire, the formation and precipitation of alumina occurs in the fraction of a second required to freeze the surface layer of the tiny ingot. The first three examples all show that any means of increasing the effective surface between slag and metal and promoting intimate mixture of the reacting phases, thereby obviating the limitation imposed by diffusion, will enhance the speed of the steelmaking process.

Herbert C. Hoover, who became a member of this Institute in 1896 and who is now one of its Vice-Presidents, is the man who in 1914 extended a helping hand to Americans stranded in Europe at the outbreak of the war, and who made it possible for many such travelers to return safely to their homes. When his countrymen no longer needed his services, he turned to the Belgians, whose need of food had been presented to him. Engineers have been among his assistants from the first, and it is because we believe that members of his own profession will still be particularly interested in his work that we thus mention it in the Bulletin. A Minute adopted by the Board of Directors of the Institute, in which the Belgian Kiddies, Ltd., is recommended to the consideration of the members, immediately follows the Proceedings of the Meeting of the Board of Directors. CHINA now leads the world in antimony production, having contributed during recent years something over 60 per cent. of the world's production. The history of the antimony industry of China dates back to 1897 when the Tai Shing Co. was formed, under contract with the Hunan. Bureau of Mines, for the smelting of the ore to crude; and in 1908 the Wall Chang Mining & Smelting Co. was formed for the smelting and refining of the ore and crude to regulus. The writer was then asked to take charge of the erection and control of this first plant for regulus production in China and has, since then, been more or less connected with the antimony industry in this country. This paper contains the results of many years' experience in connection with the Wah Chang Mining & Smelting Co., Changsha; the Pao Tai Mining & Smelting Co., Wuchow; the Loong Kee Smelting Works and the To-Cheng Smelting Works, Hankow; as well as information gathered from various other small smelters, scattered in different parts of the Provinces of Hunan, Hupeh, Kwangsi, and Kwangtung. An idea of the growing importance of regulus production in this country can be gleaned from the fact that, within a period of about 8 years, the export of regulus from Hunan alone jumped from 3 tons in 1908 to about 6000 tons in 1915; that a production of about 23,000 tons of regulus per year could easily be effected from all the smelters, as tabulated below, most of which were erected a year or two ago under the stimulus of the war booms, if the price at Hankow were to stay somewhere about $900 (Mexican) per ton, half of what it was at its height, thus enabling the utilization of ores from the hinterlands of the provinces; and even under the present ruling of prices and the closing of the less-favored smelters, the production of regulus should not be less than 12,000 tons per year.

Resources for Freedom, a report by the President's Materials Policy Commission, commonly termed either the Paley report, after its chairman, or the PMPC report, was issued in June 1952. The data collecting and assembly work for its preparation were done in 1951. The statistical base in most cases was 1950. It reviewed our economy and predicted what it will be in 1975.* The bases for the predictions were given. Consideration was given not only to statistical data and trends but also to technological changes taking place and likely to take place in the ensuing 25 years that will affect our economy. The supply of raw materials was studied and predictions made as to the availability of supply and the sources in 1975. One of the industries covered was iron and steel. For the most part the report did not attempt to provide a curve showing annual growth for any industry or commodity. It contrasted 1950 with the probable status in 1975. Interpolation between these dates is difficult and the Commission did not intend that it be used for short interim intervals. It is possible in 1958 to show the actual changes from 1950. The magnitude of the changes illustrates the agreement with some interpolation of the Paley report. Statistical comparisons can be general only because the Commission did not postulate a linear change. A study of the iron and steel industry will show if the general predictions have been realized or if gross errors were made. This paper is concerned with such an analysis. It is concerned with the production and consumption of crude, not fabricated products. It attempts to bring various facets of technical and statistical information on the industry up to date.

FLOTATION of ores is a practical utilization of the energy that resides in the surfaces of solids and liquids. The best known manifestation of this energy is called surface tension; an equally important, though less apparent, phenomenon is adsorption. This paper reviews some of the recent investigations of these phenomena, and gives the results of certain experiments performed by the authors. Surface tension is a manifestation of energy having its seat at the bounding surface between the adjacent phases of a multiphase system. Thus, at the interface between a liquid and a gas, or between two immiscible liquids, or between a solid and a gas or a liquid, there are forces capable of doing work, their magnitude depending on the nature of the adjacent phases and the extent of the bounding area. These surface forces are inappreciable when the ratio of surface to volume of the adjacent phases is small, but they become powerful when this ratio becomes large, as it does when one of the phases is highly dispersed. Froth flotation, which consists in buoying solids heavier than water to the surface of water by means of gas bubbles, utilizes the force of surface tension to attach the solid particles to the gas bubbles and again to maintain the floating mass of bubbles as a more or less persistent froth at the surface of a pulp for a sufficiently long time to allow its removal. It follows from the second law of thermodynamics that the potential energy of a system in equilibrium is a minimum. Therefore a multiphase system, tending toward equilibrium, will arrange itself in such a way that the total energy of the interfaces will be the least possible. Montana is leading the way in the field of mined-land reclamation with new laws and new ideas. The Montana Department of State Lands is combining new legislation and practical application techniques to all mining operations in the state. Road building, stream relocations, or settling systems can be designed to meet the environmental problems. Mineral exploration now requires a new and closer look at drill site locations, road gradients, and exploration tools. The problems and costs of land rehabilitation must be thoroughly understood by the exploration geologist in order to satisfactorily conduct exploration in Montana.

A RKANSAS is not only a geologist's paradise, but Ait is also particularly fortunate in possessing a wide variety of mineral resources. The future mineral production and mineral industry of Arkansas, like the other states in Mid-America, will probably depend to a large degree on efforts to increase the exploitation of the non-metalliferous deposits of the state. The term nonmetalliferous, as used in this paper, embraces all types of mineral deposits, except fuels, water, and those deposits from which, after bene-ficiation, metals are ultimately derived. For example, bauxite is the ore of aluminum, but a considerable portion of the bauxite mined eventually is employed in the production of nonmetallic alumina, an important oxide in the abrasive and ceramic industries. The bulk of the production, however, becomes metallic aluminum and therefore this type of mineral resource is considered metalliferous and is omitted from this paper. Arkansas' nonmetalliferous deposits are of many different types, too numerous to discuss in detail in a single paper; therefore, only their salient features are presented. Many types of deposits such as limestone, glass sand, novaculite, shale, and sandstone are exposed over wide areas, providing inexhaustible reserves. Other types of deposits, such as barite and tripoli, contain large reserves which certainly are not unlimited. Still other types of deposits, such as celestite, kaolin, and vermiculite, appear to occur in small isolated deposits containing relatively small reserves. Of course, all of Arkansas' nonmetalliferous deposits probably have not as yet been recognized, nor have all of the known deposits been prospected, tested, and evaluated. Various types of deposits are too low grade or too limited in extent to be profit- ably produced by today's standards. In the case of other deposits, the known uses are few in number, thus acting as a retarder to their development. Due to anticipated technologic advancements, the future demands of industry are not expected always to be the same as they are today, and therefore idle deposits or those of current limited production may readily become the important revenue producers of the future. The types of nonmetalliferous deposits discussed here include: clays, shales, and slates; silica deposits including glass sand, novaculite, tripoli, sandstone, chert, and quartz crystals; limestone and dolomite; barite; gypsum; celestite; nepheline syenite; green-sand; phosphate; vermiculite; fuller's earth; ben-tonite; diamonds; sand, and gravel. The location of the various types of deposits are presented on the accompanying map (fig. 1). Symbols indicate the general area of occurrence. Many deposits, such as limestone, shale, novaculite, and so on, are represented by formations which could only be properly shown on a geological map. In these instances only active deposits or those of exceptional merit are indicated by symbols on the map. A general northeast-southwest line divides the interior highland from the Gulf Coastal and Mississippi Alluvial Plains of south and east Arkansas. The data presented in this paper are only a surnmary of a portion of a more comprehensive survey and study of the natural resources of the entire state.' The study was sponsored and underwritten by the Arkansas Power and Light Co., Little Rock, as a public service to the state and its residents. Permission to present some of the data and conclusions resulting from the survey is gratefully acknowledged. THE term "slime-coating" is not new in the art of flotation; the phenomenon has been observed and described by Taggart;(1)? Taggart, Taylor, and Ince;(2) and by Ince.(3) Notwithstanding that flotation was introduced for the treatment of finely crushed ore, the adverse effects of slimes have been recognized since the earliest days of the process, and the Elmore, Delprat, Potter, and other processes actually specified desliming of the ore prior to treatment. The cause of this trouble has been studied and described by Taggart;(1) Taggart, Taylor, and Ince;(2) Ince; 3 Morrow and Griswold;(4) and by Gaudin and Malozemoff.(5) OLD THEORY OF SLIME-COATINGS At present, so far as published work shows, there seems to be but one theory for the mechanism of slime-coatings. Ince(3) states that they are due to attraction between electrostatic charges of opposite sign on the sulfide and, on the slime particles, supporting this theory by migration experiments in the Burton tube. He also used the microscope in conjunction with a glass cell employed by Beans and Eastlack(6) in studying migration, but met with interference from endosmosis. Several attempts have been made in the Department of Mineral Dressing at Columbia University to duplicate Ince's experiments with the Burton tube, but the results have never been convincing. Formation of precipitates which settled through the pulp levels, and evolution of gas at the electrodes, which disturbed the interface between the pulp and the distilled water above it, seriously interfered with observations. However, by use of the migration cell shown in Fig. 1, endosmosis effects and the disturbances due to precipitation and gas evolution were avoided, and distinct and reproducible migrations or absence of migration were observed.

The size of coal pillars in mines until recently has been determined by experience without being based upon scientific investigations. As a consequence, the size of pillars had invariably been larger than could be accounted for because of the number of unknown factors involved which influence the strength, dictating the use of large safety factors. With the mining going deeper, the size of the pillars greatly increases and sometimes a considerable portion of the mineral property are blocked in the mine pillars required to support the superincumbent strata. With the advances in the field of Rock Mechanics, attention of mine planning engineers has been focused upon the design of mine pillars for safe and efficient working as well as decrease losses of coal. The problem involves the study of three factors: (1) Presence of stresses in the area and their distribution on pillars in the course of extraction. (2) The influence of external factors on the strength of coal. (3) The inherent mechanical properties of coal. These aspects have been studied by a large number of investigators, the first by in-situ stress measurements and photoelastic studies and the second and third aspect by studies conducted in the laboratory on small size specimens (Bunting, 1911; Evens & Pomeroy, 1961; Gaddy, 1956; Greenland et al, 1941; Steart 1954). The size of the specimens tested in the laboratory has been limited to a few inches and the results obtained have been extrapolated by large factors, sometimes several hundred times the largest specimen tested. GEOCHEMICAL investigation of trace elements in surface materials was begun near Ely, Minn., in 1953 along the basal contact of Duluth gabbro with Giants Range granite (Fig. 1). This article presents data on the distribution of copper and nickel in till and in stream sediments in the area and proposes an explanation for the types of distribution found. The Duluth gabbro, one of the world's largest basic intrusives, intrudes rocks which range in age from Keewatin to middle Keweenawan. Within the test area the gabbro is in contact with granite except for short sections where it is in contact with remnants of iron formation. Sulfide mineralization occurs within the gabbro, near and parallel to the basal contact for a distance of several miles. Schwartz and Davidson1 have described the geologic setting of the mineralization.

IN THE southwestern Wisconsin zinc district, lying in Lafayette, Grant, and Iowa Counties, and the adjoining territory in northwestern Illinois, the orebodies are generally small, and are mined out in a few years. Many of the mines are developed with an expectation of five years or less of actual production. For this reason, as well as for considerations of economy, certain features in the development practice, which have been worked out with a view toward keeping the ratio of time required for, development to that occupied by actual production as small as possible, are of interest. ORGANIZATION The organization of a crew for, this work is as follows: Inasmuch as speed in sinking is desirable, the shaft crew comprises three shifts working 8 hr. each. In the smaller shafts, running up to 6 by 12 ft. (1.8 by 3.6 in.) in size, two men are employed on a shift; in larger shafts an additional man is usually employed. A mine foreman, or ground boss, has general control of the work of the three shifts. He is usually with the crew on the first and the early part of the second shifts, and plans the work to be done for the third shift when it comes on. His schedule, of course, is flexible and when pump changes, or other special conditions warrant, he, arranges his working time to suit the occasion. The surface crew for a sinking operation is made up of two hoistermen, each working 12-hr. shifts. Since the various operations in the shaft must be conducted in succession,. and not in combination, one with the other, separate attendance for hoisting and general plant is unnecessary. Drilling is done when no hoisting is necessary and vice versa. The hoisterman trams out and dumps the excavated material which the crew in the shaft is mucking, as a part of his regular hoisting work.

ION exchange recovery of uranium has been proved successful in many operating plants in various parts of the world. First used in column plants processing clear liquors, ion exchange has more recently been applied in basket resin-in-pulp systems. A logical further development is the application of truly continuous processing techniques to the ion exchange recovery of metals, since previous systems have been semicontinuous at best. Column ion exchange is a valuable technique and has been used extensively in South Africa and elsewhere. However, it requires clear liquors. To produce these clear liquors, considerable investment in filter plant and clarification equipment is necessary. In the cases where it is very difficult or impossible to produce clarified liquors, column ion exchange is not so useful. Moreover, some liquors suffer from post-precipitation after clarification, which can become a serious problem.

PRIOR to the war just ended, Germany was the greatest coal producer in continental Europe. In 1943 the production of coal, bituminous and higher in rank, together with brown coal calculated to the equivalent amount of bituminous coal, is estimated to have been about 240 million metric tons, according to the War Department. Before the war production in Germany exceeded consumption. No other country in continental Europe except Poland had a large surplus. However, England's surplus was the largest in Europe as a whole. Before World War II the Ruhr Basin normally supplied about 70 pct of the total production of high-rank coal, the Saar and Aachen about 6 pct each, Upper Silesia about 14 pct, and Silesia and Saxony the remainder. Nearly one third of the brown coal was produced in the Rhineland, a little less than one half in central Germany west of the Elbe River, and about one fourth east of the Elbe. Bituminous coal and brown coal together constituted by far the most important energy resources of the old German Reich. Bituminous coal furnished nearly 70 pct of the total energy requirement, brown coal supplied about 25 pct, and water power, wood, petroleum and alcohol together aggregated only 7 pct. Because it was the most important single mineral resource of Germany, an excess of coal enabled the Reich to import nearly all the other mineral products that she lacked, such as iron ore from Lorraine. The area adjacent to the coal fields was supplied with gas from an interconnected grid. Similar electric grids are based on brown coal with the power stations at the mines. Coal tar provided the foundation for the development of the extensive German chemical industries as exemplified by the I. G. Farbenindustrie. For almost a century, German scientists have been adequately supported both by the State and by industry in studying improved methods of utilizing coal. In Germany the mineral rights were reserved by the State and ordered extraction of coal was enforced. Each lease comprised a relatively extensive area, which accounts for the generally large size of the mines and mining companies. In 1938 there were 160 mines in the Ruhr, with a total output of 125 million tons but go pct of the production was controlled by 20 companies. By far the largest single coal-mining company in Germany was the Gelsenkirchener Bergwerke A. G., which produced nearly 27 million tons in the Ruhr in 1937. Second was Saargruben A. G., a State-owned company operating in the Saar, which produced more than 13 million tons. Third was Bergwerksgesellschaft Hibernia A. G., with 10 million tons, also in the Ruhr. AT the symposium on gases in metals held at the Annual Meeting of the Institute in New York in February, 1933, a suggestion was made1 that the term "gases in metals" as now employed is unsuitable as descriptive of the substances usually involved in that term. The Executive Committee of the Iron and Steel Division thereupon appointed a subcommittee, composed of the authors of this paper, to study the "nomenclature involved in the general subject of gases in metals, including the name itself" and to report its findings to the Executive Committee. The subcommittee decided at once to discuss the subject with an "Advisory Council" composed of representative metallurgists, metallographers and analytical and physical chemists in the Pittsburgh district.2 As a result of conferences held by the subcommittee and with the Council, a report with recommendations was submitted to the Executive Committee at an open meeting on Oct. 5, 1933, during the National Metals Congress in Detroit. The report and recommendations were accepted, and the subcommittee was instructed to proceed with the dissemination of the report for the purpose of having its recommendation generally adopted either as it was or in a modified form as a result of further discussion.

USINOR has conducted four blast furnace tests with formcoke made from marginal coals in the pilot plant of HBNPC ("H. B. N." process) in four different blast furnaces of various sizes and with medium and high grade burdens. The tests in which up to 30% of the blast furnace fuel burden was replaced by HBN formcoke yielded good results on furnaces ranging in hearth diameters from 5.6 to 9.5 m. The tests demonstrated that: - the slight increase of pressure drop in the stack did not prevent smooth operation at record production rates with the same blowers - the total coke rate was not significantly affected, but there was a slight increase of the calorific value of the top gas - the hot properties of the formcoke are satisfactory as seen from the samples withdrawn at the tuyeres and tapholes. At the end of the two months test on BE nº 2 of Dunkerque, the hearth was as permeable and clean as with good standard coke. Our conclusion is that HBNPC formcoke made from lean coals is an adequate substitute for conventional coke in the range of 20 to 40% replacement, which is of interest to USINOR.
