A symposium on the health hazards of respirable dust in the mining and milling of talc was held on May 8, 1973, in Washington, D.C. The results of medical effects on both human and animal subjects were presented. Methods for identification and classification of talc minerals were also presented. Analytical techniques discussed included X-ray diffraction, scanning electron microscope observation, electron probe, and optical microscopy.

The U.S. Bureau of Mines investigated acoustic emission (AE) and the Kaiser effect in six types of rock: St. Cloud gray granodiorite, Barre granite, Dresser basalt, Salem limestone, Berea sandstone, and a volcanic tuff. AE signatures were used for interpreting the rock deformation stage and for indicating mechanisms of failure in uniaxial compression. The research demonstrated the advantages of using the volumetric stress-strain curve, as opposed to the more conventional uniaxial curve, for correlating AE response signatures with deformation stages and fracture processes in the rock. Standardized experimental procedures were used for the AE monitoring. The Kaiser effect was shown to be capable of determining prestress levels to within a few percentage points in uniaxial compression tests. Also, prestress memory was shown to be retained in the rock for periods of up to at least. 5 months, the maximum period of testing. The Kaiser effect AE technology holds promise for providing a comparatively inexpensive and less complex method for examihing stress history in rock. However, since the conftning stress has a pronounced influence on the Kaiser effect, it must be considered in developing technology for determining peak fteld stresses based on the Kaiser effect.

Recent developments in mechanizing longwall it mining in Europe have aroused considerable interest among American coal-mine operators because this method provides an opportunity to improve safety, production, efficiency, and recovery. The success of longwall mining in Europe has depended to a large degree on development of effective roof-control systems. One of the major contributing factors in designing these systems is development off improved supports, which combine high load-bearing capacities with controlled yield characteristics, to use in the face areas. Other factors that relate to successful longwall mining involve knowledge of the structural properties of the strata above end below the coal bed being mined, movements of these strata induced by mining, and effects of the strata movements on the strata itself, as well as on the support system used. Extensive studies of the above factors relating to long-wall mining have been made in coal-mining countries abroad, and corresponding studies (1, 2, 3, 4, 5)3/ of room-and-pillar operations have been made in this country. Although descriptions and results of experiments of mechanized longwall operations in the United States have been published (6, 7, 8), this is the first instrumented study of roof behavior on a longwall operation. In view of the possible widespread application of this method of mining to American coal mines, where underground mining conditions are different from those found in European mines, an investigation was conducted at a mechanized longwall operation inn the Lancashire No. 15 mine, Barnes & Tucker Co., Cambric County, Bakerton, Pa., to study the factors that affect roof control. This report describes this investigation and discusses the results. Behavioral accidents are a particular type of accident. They are caused by inappropriate individual behaviors and faulty reactions. Catastrophe theory is a means for mathematically modeling the dynamic processes that underlie behavioral accidents. Based on a comprehensive data base of mining accidents, a computerized catastrophe model has been developed by the Bureau of Mines. This model systematically links individual psychological, group behavioral, and mine environmental variables with other accident causing factors. It answers several longstanding questions about why some normally safe behaving persons may spontaneously engage in unsafe acts that have high risks of serious injury. Field tests with the model indicate that it has three important uses: It can be used as an effective training aid for increasing employee safety consciousness; it can be used as a management laboratory for testing decision alternatives and policies; and it can be used to help design the most effective work teams.

This Bureau of Mines report describes a study conducted to determine the relationship of mineral habit to particle size and shape characteristics for prismatic, acicular, fibrous, and asbestiform varieties of tremolite. Particle measurements were made with the petrographic microscope at X 1,250 and the scanning electron microscope at magnifications up to X 10,000. All of the varieties of tremolite, upon Wiley milling, produced a significant percentage of particles that meet the Federal regulatory criteria for counting as asbestos fibers. However, only the asbestiform variety gave milled particles that fell into a size range of >10 µm in length and <0.5 µm in width; some medical scientists consider this range significant for production of adverse health effects.

"INTRODUCTION Burning refuse dumps are a common and by no means pleasant sight in most coal-mining distracts; they have been and largely continue to be accepted as a necessary, if undesirable, adjunct to coal-mining operations. The odor, smoke, and fumes emanating from the burning dumps have caused much property damage, as well as aroused unfavorable public sentiment in the areas thus affected; and there is reason to believe that, in at least some cases, they have had an adverse effect on the health of certain communities, adjacent to mines. In some instances such communities have been owned or controlled by the mining companies and in others they are incorporated towns.After the start of World War II, it was necessary for Great Britain to take prompt and effective measures to extinguish or at least blanket the burning refuse dumps at collieries, since the fires served as beacons for the enemy planes; the problem thus became a matter of national security rather than one of local inconvenience. If the United States should become involved in a bombing war, these dumps might became a source of national danger, hence now is a propitious time to at least make a start on available methods of solving this problem. Much progress was made in Great Britain in extinguishing the dump fires that had burned for years and in preventing newly made dumps from taking fire.Burning refuse dumps have not been a national problem in the United States, but they are a nuisance and frequently a danger and often a fruitful cause of poor public relations on account of the odor and fumes. Many progressive coal-mining companies are taking effective and positive action in trying to extinguish old dump fires and to build new dumps so they are less likely to fire.The purpose of this paper is to provide information about the problem as well as on ways to extinguish refuse dump fires, to describe methods of constructing dumps that probably will prevent them from firing, and to point out some of the danger that exists when dumps are improperly built and when they are on fire."

This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1954 was made under a co-operative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. Analytical data are presented for 101 samples of aviation gasoline. Data also are given for 30 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers I 1954 production in their laboratories and the results submitted to the Bureau of Mines for compilation. The products of 19 manufacturers of aviation gasolines and of 15 producers of aviation jet fuels are represented.

The Bureau of Mines investigated the changes that occur in decomposition products when coal is carbonized in a fluidized bed with steam as the fluidizing medium and the vapors are subsequently cracked without condensation in a fluidized bed of high-temperature coke. The coal used was from the High Splint bed, High Splint mine, Harlan County, Ky. Since this coal is agglomerating, it was blended with char. The integrated unit used in this investigation consisted of a 3-inch-diameter fluidized coal carbonizer, a 3.5-inch-diameter cracker containing a bed of high-temperature coke fluidized by the tar vapors and steam from the carbonizer, and gas-cleaning and product-recovery systems. The carbonizer was operated at 485° C and the cracker at 600°, 700°, and 800° C. The process variables investigated were temperature, residence time, and concentration (pound of tar vapors per pound of steam to the cracker) of tar vapors in the cracker. The total tar yields decreased as the temperature of the cracker increased, and at a constant cracker temperature of 600° C the yield of paraffins, acids, aromatics, and olefins in the distillate increased directly with the tar vapor concentration in the cracker. At 700° and 800° C only the acids and aromatics increased with increased concentration. Bases remained essentially constant regardless of the temperature and concentration. Similar results were obtained when the tar from the carbonizer was condensed prior to feeding to the cracker.

Since its creation in 1910, the Department of the Interior&apos;s Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970&apos;s research on fuel technology and coal production also was an important part of the Bureau&apos;s work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. The Bureau of Mines has devised a procedure to recover chromium chemicals from low-grade domestic chromites, which contain silicon and aluminum impurity levels that are too high to permit processing by present industrial processes. The Bureau procedure consists of reacting chromite with molten sodium hydroxide (NaOH) under oxidizing conditions to form sodium chromate (Na2Cr04). The reaction product is leached with methanol to remove the majority of the unreacted sodium hydroxide, then with water to remove the sodium chromate and the remainder of the sodium hydroxide. The sodium chromate product is recovered by evaporative crystallization from the aqueous solution. This report presents results of laboratory tests to determine the optimum fusion conditions and the chromium extractions obtained from several domestic chrotdte concentrates. These concentrates are from a variety of sources, including the Stillwater Complex in Montana, Kanuti River-Caribou Mountain, Red Bluff Bay, Kenai Peninsula, and Kodiak Island areas in Alaska, deposits in northern California, and a nickel-cobalt laterite from southern Oregon. All of these concentrates were successfully treated by the Bureau procedure. The best chromium extrac-tions obtained for each of these materials ranged from 69.5 to 98.9 pet.

INJURY experience and employment data for the nonmetal mining industry in the United States are presented for the calendar year 1958. Statistical tables 6 to 12 give detailed information on injuries and employment at nonmetal mines. Data for nonmetal mines are presented separately from those for nonmetal mills, tables 23 29. The Bureau is authorized to send questionnaires to the nonmetal industry for their voluntary submission on of injury and employment experience at their operations. As this information contributes to the promotion of safety in the nonmetal mining industry, every effort has been made to make these questionnaires as complete as possible.

The Bureau of Mines conducted an experimental study with liquid and gaseous hydrogen to determine the hazards associated with the use of liquid hydrogen as an ionizing particle detector in bubble chambers . The glass window , the vacuum chamber , and the vent system were investigated . In addition , a study was made of the detection and ignition of escaping hydrogen and of the available electrical equipment for use in hydrogen atmospheres . Materials such as tempered glass , aluminum , and stainless steel are not penetrated readily by the small fragments formed when fully tempered glass is shattered and propelled by hydrogen at initial pressures up to 100 psig ; long , slender fragments from untempered glass may penetrate thin walls of relatively soft materials such as rubber gaskets and lead . Hydrogen can be vented satisfactorily from a vacuum chamber with a well - designed vent system . However , the rapid leakage of hydrogen into the surrounding air is a serious problem because the available detectors are satisfactory only when the accumulation of hydrogen is slow . Much of the electrical equipment currently available was designed for use in hydrogen- air atmospheres .

This report describes the preparation characteristics of 23 coal samples collected from nine of the more significant coalbeds of Fayette County, W. Va. In 1963 almost 5.4 million tons of medium to high volatile B coals of excellent quality for metallurgical and steam markets were produced in Fayette County. Of the 23 coal samples collected 11 would require some upgrading to pro-vide metallurgical quality products, 11 were acceptable as received, and 1 was a noncaking coal. Cleaning these coals to metallurgical standards would require only the removal of the sink 1.58 specific gravity material which would be quite easy as very little near-separating-gravity material was present at this gravity.

In early June 1986, an underground fire of unknown origin erupted in one of several entries of a coal mine located in southwestern Colorado. For a time, mine personnel aggressively fought the fire. However, control of the fire was later lost. To prevent further damage and reduce the possibility of an explosion, all portals and shafts to the mine were sealed. The mine operator requested the U.S. Bureau of Mines&apos; assistance in obtaining and analyzing mine fire gases taken from sampling ports placed through the mine seals, as well as down boreholes drilled after the fire. This report recounts activities within the first 2 years of the mine being sealed. It includes a description of gases analyzed and mine atmosphere status equations generated from the analyzed gases. The gases were analyzed by chromatography and included standard atmospheric gases as well as higher hydrocarbons that are found in postfire atmospheres. Nine equations were used to evaluate what was occurring within the sealed mine. Following a description of the rationale behind each equation, the 2-year trend is briefly analyzed.

The Bureau of Mines experimentally burned Pittsburgh Seam coal and other combustible materials found in mines in order to obtain a better knowledge of their emission products. These experiments were conducted in the Bureau&apos;s intermediate-scale fire tunnel, which simulates environ-mental conditions in underground mines. Smoke characteristics, gas concentrations, mass loss, and ventilation were measured. From these values, heat-release rates, particle sizes, obscuration rates, combustion yields, and production constants were calculated. This information was sought as part of a comprehensive study of combustible materials that will ultimately advance the design of more efficient fire detection and suppression systems. The coal combustion measurements presented in this report, together with previous analyses of wood and transformer fluid fires form a data base by which future studies of other mine combustibles can be compared.

The use of extended workdays or compressed workweeks (regular shift lengths exceeding 8 h) is attracting growing interest in many industries using continuous operations. While extended workdays promise increased worker satisfaction due to more days off, including weekends and holidays, there are legitimate concerns about the potential effects on the health and safety of such a schedule. The U.S. Bureau of Mines (USBM) conducted a study at a Canadian underground copper, lead, and zinc mining operation that was designed to study the safety and performance implications of extended workdays. Measures were taken before and after a change from the old 8-h continuous schedule to the new 12-h continuous schedule, including behavioral performance measures to analyze perceptual-motor changes, continuous heart-rate monitoring and aerobic capacity to measure physical fatigue, a variety of self-report questionnaires to measure perceived adaption and satisfaction with the new schedule, and pulmonary-respiratory measures to examine air contaminant exposure. Based upon the overall acceptance of the new schedule by the workers and lack of change in fatigue-sensitive behavioral and physiological performance measures, this study recommends that the mine retain the 12-h schedule. However, certain precautionary measures are suggested to insure the safety of the workers.

1. Estimates of reserves were made for three coal beds in Hamilton County the - Lantana, Sewanee, and Richland. Nine coal beds have been mined at one time or another in the county, but not enough information was available to estimate reserves in any beds other than the three given. 2. Known measured and indicated reserves for all beds, based on a minimum thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 53 million tons as of January 1, 1954. Of this total 35 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were insufficient for making an estimate conforming with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove re-serves in these areas, such reserves should be added to the total estimated reserves determined by this investigation.

This U.S. Bureau of Mines (USBM) report describes various fire-fighting resources available to the mining industry and examines the fire preparedness of four western coal mines. Information regarding fire-fighting equipment indicates that an inadequate maintenance program may cause component failure of fire extinguishers, damage to waterhoses is usually a result of improper care, and foam may be a convenient means of conveying water to the fire. Performance data relative to water nozzles (throw distance) and specific practices to improve the state of preparedness in many of these areas are discussed. Studies also indicated that a high-expansion foam plug, will travel down an entry, with a 1% rise in elevation, 207 m (680 ft) before a plywood stopping separating the generator and plug failed. The advance rate of the foam plug decreased when the entry is dry, requiring more foam concentrate and as the foam spread further down the entry. An examination of the mines showed state-of-the-art monitoring systems were common at the minesites. Fire safety was also stressed, including early detection and rapid response of the miners to evacuate the mine. However, the mines placed little emphasis on performance of water nozzles, or personal protective clothing for the underground firefighters.

These inspection standard have been prepared for use in the Federal inspection of strip mines producing, bituminous coal, anthracite, and lignite. This circular is a revision of the Safety Code for Strip Mining, which was prepared by the Bureau of Mines and employed as a guide for Federal inspectors. Numerous changes have been made in the original code to keep the in step with improvements in the industry. With continuing changes in mining methods and facilities some of these standards may become inapplicable and further revision may be advisable. Therefore, questions regarding these standards, and suggestions regarding new standards should be brought to the attention of the Bureau of Mines. Few States haves laws pertaining to strip mines, but where such laws do exist it is possible that some of the standards may conflict with them. In cases of conflict, the intent is not to advocate noncompliance with State laws, but to suggest reconsideration of such laws or safety orders.
