This Bureau of Mines study illustrates the economic significance of the Florida phosphate industry to the State and to the Nation. Environmental considerations related to phosphate industry activity are discussed briefly. Based on forecasts of Florida phosphate production in 1975, and using 1972 dollars, regional and national output value, income, and employment created by the phosphate industry were estimated for 1975. State and Federal government tax revenues generated by the phosphate industry, are also measured. Further, the concentrated impact of the phosphate industry on certain Florida areas and on regional industries is examined. Finally, the phosphate industry's importance to the U.S. balance of payments, U.S. agricultural production, and the Frasch sulfur industry is considered, in addition to byproduct fluorine, and potential byproduct uranium from fertilizer manufacturing.

A general description of the activities and results of bauxite investigation by The Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations No. 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the fourth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on Figure 13 in Volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township-is given with the discussion covering that area.

In its program of investigation of deposits of strategic minerals, the Bureau of Mines did some development drilling from October 1247 to March 1948 at the Pickering Creek deposits, Charter County, Pa., in an endeavor to find an additional source of supply of lead and zinc. Lead mining in Pickering Creek Valley showed great activity from 1851 to 1855; but after this period mining gradually declined until 1870 when all mines were. One small mine did some work from 1917 to 1920. The ores were sulfides of lead and zinc, which were partly oxidized from the surface to the 20-foot level. As zinc was penalized at the reduction works, the ore was sorted at the mine and the zinc discarded. The Wheatley and Chester County veins contained the beet ore bodies in the district. These converging veins are 2 to 5 feet wide. To cut the veins below the old mine working' the Bureau of Mines diamond-drilled eight holes aggregating 2,820 feet. No significant lead-zinc mineralization was found.

A new process under development by the U.S. Bureau of Mines for producing synthetic rutile from ilmenite is described. Rutile formation is based on oxidation and fluxing of titania slag produced by electric furnacing of ilmenite. Laboratory tests show that phosphorus pentoxide flux additions to oxidized slag enhance conversion to rutile by forming a phosphate-based glass matrix. This matrix contains most of the major impurities, including the oxides of iron, aluminum, magnesium, manganese, and silicon. Rutile crystals of 5 to 150 microns in size were formed in slags heated to temperatures of 800° to 1,550° C. The synthetic rutile crystals were liberated from ground slag by treating with phosphoric acid to weaken the glass matrix, followed by attrition scrubbing. Rutile fractions analyzed as high as 94 percent titania content. In several instances, more than 90 percent of the titanium in the shag was recovered to yield combined rutile fractions containing 90.2 to 92.6 percent titania.

The precious stones rubies and sapphires are transparent varieties of the mineral corundum . Essentially they are aluminum oxide , but the aluminum is often replaced. by small amounts of chromium , titanium , or iron . The chromium is said to give a red color , titanium a blue , and iron a yellow . True rubies range from rose to a somewhat purplish red and are sometimes termed " oriental rubies " to distinguish them from spinel rubies , stones of inferior hardness , density , and value . " Oriental rubies " are very rare , and the so-called " pigeon's blood" variety is the most valuable . Sapphires normally range in color from palest blue to deepest indigo , but actually all precious varieties of corundum of any other color than red are called sapphires . The most esteemed tint is like that of the blue cornflower . Colorless corundum of gem quality is called white sapphire ; the yellow variety is described either as yellow or as golden sapphire ; and the pale pink is classed as pink sapphire . The word " oriental " is also used as a prefix in naming varieties of corumdum of less popular colors . For instance , oriental emerald is used for green corundum, oriental topaz for yellow , and oriental amethyst for violet to purple varieties . The chief physical characteristics of rubies and sapphires are hardness , adamantine luster , and moderately high specific gravity ( 3.9 to 4.1) . Next to the diamond, corundum is the hardest of all minerals ; in fact , the sapphire is number 9 on Moh's scale , ranking between the topaz and the diamond. Rubies crystallize in 6-sided prisms terminated by flat faces and other varieties of corundum with twelve inclined faces , six above and six below , meeting in a girdle . Corundum is doubly refractive , with a direction of single refraction running parallel to the edge of the prism . The refractive indexes are very constant, the ordinary index ranging from 1.766 to 1.774 and the extraordinary index from 1.757 to 1.765. The double refraction always remains the same.

To determine the copper and nickel content of reported ore occurrences in the Chippewa mine near Rockmont, Douglas County, Wis., the Bureau of Mines reopened and sampled the old shaft and workings during the summer and fall of 1953. Occurrences of native copper near Rockmont and others near Gordon, also in Douglas County, Wis., are in lava flows, which extend from the Keweenaw Peninsula of Upper Michigan southwest across Wisconsin and into Minnesota. Sporadic attempts have been made to find additional economic copper deposits in these flows since profitable mines were developed in Upper Michigan nearly 100 years ago. The Rockmont and Gordon areas were explored extensively more than 50 years ago. More recently, from August 1944 to duly 1945, an occurrence near Gordon was investigated by the Bureau.2/

The Bureau of Mines performed laboratory experiments to evaluate the triboelectric effect of particulate-laden gas streams on polyethylene pipe at various velocity, humidity, dust-size, and dust-load conditions. Charges in excess of 10 kV were produced on the outside and inside surfaces of laboratory pipe samples, when exposed to 40 pct relative humidity (RH) gas stream containing coal dust. However, no charges were produced in laboratory tests that duplicated the over 75 pct RH and dust-free gas streams found in working underground pipelines. Bare cop- per wire, which is wound around the polyethylene pipe in a 1-ft (31-cm) spacing and grounded, eliminated the charge on the outside surface of the pipe, but not on the inside of the pipe surface,

The U.S. Bureau of Mines has developed a method to measure methane and other gases during the auger mining of coal. An intrinsically safe commercial gas detector with a built-in data logger was mounted in the center of the hollow conveying auger. A sampling head through the wall of the auger conducted a gas sample to the detector. Results showed that gas levels can be monitored on a continuous basis during the auger mining of coal and the data retrieved upon completion of the hole.

"The accompanying tabulation gives the results of a series of operating tests on two types of small stokers. One was an inclined, natural-draft, moving-grate, overfeed ""hand-stoker"" fired and manipulated by hand; the other was. a horizontal, forced-draft, stationary-grate, underfeed, mechanical unit-stoker operated by an electric motor. These were installed as shown by the accompanying sketches (figs. 1 and 2) under horizontal return tubular boilers of a nominal rating of 150 bl.h.p. each.The steam load carried by these boilers was a rather typical heating load. It was fairly constant and of about 30 bl.h.p. throughout the summer months, with small variation between day and night. During the winter months the daily variations were dependent upon the outside temperature. The boilers were banked a considerable part of the night.As noted in the table, two kinds of coal were used. The size of one kind was run-of-mine and the other 11/4 inch nut and clack. These coals from two different mines of the New River district both caked considerably during burning, the nut and slack more than the other. Analyses of the coal were as follows:"

"Following passage of the Coal Mine Health and Safety Act of 1969 (Public Law 911173), the Bureau of Mines initiated a research program aimed at controlling respirable dust exposures of coal mine workers. Respirable dust is the dust that gets into, and interacts with, the lungs of those who inhale it. It has long been recognized as a severe health hazard to mine workers. This program has been implemented by a team effort consisting of the Bureau's in-house capabilities, the Generic Center for Respirable Dust, and contractors, as necessary. Over the years, Bureau research has addressed principally three areas:o Compliance with the Federal 2.0 mg/m3 dust standard (1970-76).o Dust control for longwall mining (1976-1983).o More stringent respirable dust standards due to quartz dust (1983-1987).In addition, fundamental studies have been conducted by the Generic Center for Respirable Dust, with emphasis on penetration of dust into the lung. Accomplishments have been significant, but problems remain, as noted later.The Coal Mine Health and Safety Act of 1969, established a 2.0 mg/m3 dust standard for all coal mining operations, underground as well as surface. At the time of enactment of this legislation, the industry was averaging approximately 4.0 mg/m3. The Bureau of Mines respirable dust research program played a significant role in identifying and developing effective technology to allow better compliance with this new standard, thanks to industry implementation and Federal enforcement."

The only known large deposits of talc in Alabama occur near Winterboro, Talladega County. Preliminary examinations were made, and work by the Bureau of Mines was recommended. The deposits were investigated to determine the amount and grade of talc present and to search for new talc deposits in the general area. Seventy-five holes, totaling 3370.4 feet, were drilled with Government-owned core drills from August 1, 1948, to February 11, 1949, and 27 samples were taken for assay. This report presents the factual data disclosed by drilling and the results of beneficiation of the talc.

Techniques are being developed for measuring the mass concentration of respirable diesel exhaust particles found in underground coal mines. Studies have been conducted over the past five years to investigate size selective 18Dlpling techniques to measure the respirable mass concentrations of diesel exhaust and mine dust aerosol particles in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler.Three personal diesel exhaust aerosol samplers have subsequently been designed and evaluated in both laboratory and field settings. These samplers use size selective classifiers for the determination of respirable mass concentrations of mineral dust and diesel exhaust particles. Their designs are based on the premise that diesel exhaust particles are predominantly less than 0.8 µm while mineral dust is greater than 0.8 µm.One design, selected for field evaluation, consists of a 10 mm nylon respirable dust cyclone followed by a 0.8 µm cutpoint impactor and afterfilter. The cyclone removes the nonrespirable particles while the inertial impactor state, collects the mineral dust on an impaction plate and allows the diesel particles to penetrate to an afterfilter. The two sample fractions of the respirable particles ( <0.8 µ.m and >0.8 µm) are gravimetrically analyzed to determine the concentrations of the diesel and mineral dust portions in the respirable coal mine aerosol."

Demand for arsenic trioxide exceeded supply in 1978 and 1979, and the major domestic and foreign producers allocated available supplies to customers. Major demand has been from the cotton-growing and wood-preserving industries. Ample supplies of arsenic metal produced in the United States and Sweden were available in 1978 and 1979. Major demand for metal was from the automobile battery industry in Japan, Europe, and the United States. Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA), promulgated the final standard on the occupational exposure to inorganic arsenic, effective August 1, 1978.2 The need for the standard was a result of OSHA&apos;s conclusion that inorganic arsenic is a human carcinogen. The purpose of the standard was to minimize the incidence of lung cancer among workers exposed to inorganic arsenic. The maximum exposure to arsenic was lowered from the previous ceiling of 500 micrograms per cubic meter of air to 10 micrograms per cubic meter over an 8-hour time period. OSHA had originally recommended a ceiling limit of 4 micrograms per cubic meter in January 1975. Provisions of the new standard require exposed employees to wear respirators and undergo continuous medical monitoring. Other provisions establish regulated areas limited to authorized employees and require the construction of special lunch-room and worker hygiene facilities and the posting of signs and labels warning of the presence of arsenic. The new arsenic standard will have a significant economic impact on copper, zinc, gold, and lead smelters as well as consumers of arsenic trioxide. A number of copper companies have joined together to contest the standard in court. However, measures to comply with the standard have been initiated by ASARCO Incorporated at its Tacoma, Wash. plant.

I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. Behind all the changes in the mineral industry, the driving force has been the increasing demand of an expanding population for more metals and minerals with which to advance civilization. "PURPOSE OF TESTSThe propulsive strength4 developed by the Cardox blasting device depends on the thickness of disk, weight of heater element, and weight of carbon dioxide charge. It might be supposed that the maximum weight of carbon dioxide that can be charged into the shell should give the greatest strength. However, according to the ballistic pendulum, the maximum weight of carbon dioxide with certain conditions of heater and disk has less propulsive strength than a smaller charge; in one condition of test a loss of 39 per cent in propulsive strength was noted. It is therefore of interest to study the effect of the variables that determine the strength of Cardox.ACKNOWLEDGMENTGrateful acknowledgment is made to A. B. Coates, associate mechanical engineer who developed the testing method for measuring pressures in the Cardox shell.DESCRIPTION OF DEVICEThe Cardox blasting device as fully described by the bureau in Report of Investiga¬tions 2920 (1929), consists essentially of hollow—steel shell, cylindrical in shape, an electrode, valve assembly, shearing disk, and discharge cap. The shell is prepared for use by inserting a heater element, closing the open end with a shearing disk, and screwing in place the discharge cap. The charge of carbon dioxide enters the shell through the electrode.The heater element is fired by an electric igniter of the match—head type. The heat released by the heater element completely gasifies the carbon dioxide and raises the pressure of the gas until it is enough to shear the disk."

"Oil-shale camps are peculiarly favored, in that before they are established it can be ascertained with a,of certainty, that the life of the project is not limited. Unlike camps at metal mines, where the metal content of a given area is frequently an unknown quantity until after years of development, oil-shale camps should, from the outset, be planned and built as permanent types of camps. Where this procedure is followed camps will be established which better serve the needs of the industry and the cost of their general care and upkeep will be less.Selection of camp or townsite.The site of the camp or town, whether on company property or not, should be selected with care. It should be separate if possible from the location of the plants of the company so as to be free from noise and fumes and so as to provide a change of environment for employees in going from their work to their homes.The principal features governing the site to be selected are as follows:Drainage. The general contour of the surrounding country should be such that drainage is away from the site. The camp or town should, if practical, be situated on higher ground than that in its immediate vicinity.Soil. The nature of the soil on which the camp or town is located may bear a decided relation to health. A porous, well under drained top soil of at least four feet in depth insures dryness and facilities the placing of foundations and the laying of water mains and sewer pipes. Such a soil also is an advantage in growing trees, shrubs and grass plots, which are a decided adjunct to making the community attractive."

Marshall and Bird have published the results of a cooperative investigation by the Bureau of Mines in which they developed a procedure for measuring the agglutinating value of coal.4 As stated in their paper, the procedure outlined was suggested by the early worn of Richters5 and Campredon,6 whose procedures were hurriedly modified to meet the need of an investigation then in progress. Since the publicatien of that paper, further work has been done in an attempt to show how the variables involved affect the concordance of the results, in order that such results may be obtained in different laboratories. Briefly, Marshall and Bird&apos;s method for determining the agglutinating value of coal consists in carbonizing an intimate mixture of 10 parts by weight of sand and 1 part by weight of coal in a porcelain crucible at a uniform temperature of 950° C. in a, vertical, cylindrical, electrically-heated furnace. After carbonization, the resultant buttons are crushed in a testing machine and the breaking strengths recorded in grams. The agglutinating value reported is the average breaking strength of 10 buttons. The coal for the test is prepared by crushing to pass a 100-mesh screen. The sand used as a diluent is sized between 40 and 50 mesh sieves with openings of 0.381 icon and 0.279 millimeters, respectively.

Turquoise is prized solely for its attractive color ; it is dull and opaque , wholly lacking the brilliant luster that is the chief attraction of transparent gems . The best quality of turquoise is blue , of a soft and pleasing tone , like the color of clear sky but distinctive , as indicated by use of the term " turquoise blue . " Often its value is lessened by a greenish cast ; in many stones the green predominates . A large proportion of the turquoise that is mined is utterly worthless , so inferior and unattractive is its color . The finest grade of turquoise comes from Persia , notable from Nishapur . Large quantities have been mined in the Southwestern States of the United States , and less important deposits have been found in a number of the other States .

The Spokane Mining Research Center of the Federal Bureau of Mines is placing major emphasis on chemical stabilization as part of the ground support program. Development of polymeric material suitable for bonding rock fractures around the mine opening is one phase of the program. Some of the problems that must be considered are viscosity, applicability, adhesion, cure times, strength, toxicity, and flammability. Epoxies and polyesters were investigated, but shrinkage in polyesters caused redirected effort toward epoxies. Test results with the latter showed that bonded fractures in mine-roof strata were stronger than the virgin rock. Further tests showed that polymeric materials have good potential for bonding, and in conjunction with polymer roof bolts, are expected to result in an economic and useful new support concept.
