Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regard- ing methods by which the fuels of the country may be most effi- ciently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80," and is written in plain and nontechnical language, as far as pos- sible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions. The material presented in this report is arranged in two parts. The first part contains the description of the apparatus and the methods used in sampling and analyzing flue gases. The second part gives experimental results obtained with the different methods of sampling and collecting flue gas that are recommended in the first part of the report. Only simple apparatus and methods are considered, as they are accurate enough to show the large heat losses due to the use of too much air, and are also accurate enough to indicate any incomplete combustion losses of economic importance. Without doubt the loss due to large excess of air is the greatest one in the boiler room, and can usually be greatly reduced by making proper use of gas analysis. Before engineers in the isolated industrial plants can be induced to analyze for small traces of combustible gases, they must be first taught how to analyze for carbon dioxide (CO), and they must learn to appre- ciate the great possibilities of reducing loss from large excess of air. In carrying out a general plan of ascertaining more efficient and more economical methods of utilizing the fuel resources of the United States, in order to prevent unnecessary waste and thus conserve the available supply, the United States Geological Survey made a series of experiments on the combustion of fuel in house- heating boilers. As it was realized that steam boilers of the ordinary types used for heating private houses are often installed and operated under conditions unfavorable to fuel economy and smoke prevention, these experiments were made with briquets, raw coal, and washed coal, so as to determine what is to be expected of these fuels in a representative house-heating plant, properly installed and operated. Briquetted coal had been frequently tested in the hand-fired furnaces under the Heine boilers in the Survey fuel-testing plant at St. Louis. The results were so satisfactory as regards economy and smokelessness that it was decided to conduct a series of tests to determine the value of this fuel for domestic heating purposes. Beginning in October, 1906, a number of evaporation tests were made on the house-heating boiler installed to heat the buildings occupied by the structural-materials laboratory, both briquets and coal being used. After these tests were well under way, it was thought advis- able to conduct some additional tests under conditions more constant than could be maintained at this plant. A carload of briquets was shipped to the University of Illinois engineering experiment station at Urbana, Ill., where two house-heating boilers of a size commonly used in residences were available. This equipment permitted more uniform conditions of pressure and capacity, making the results more valuable for comparison. Tests were made with this fuel at Urbana in June and July, 1907. The present paper is an account of both series of tests, and includes also details of tests made at Urbana on three standard fuels in the spring of 1908. Perhaps the most important result obtained is that showing the relative value of different fuels for domestic purposes. In its investigation of deposits of strategic minerals, the Bureau of Mines lid some development drilling at the Milan deposit in an endeavor to find an additional source of supply of copper. The deposit, which is in Coos County, northern New Hampshire, is about 8 miles northwest of Berlin. It was discovered in the seventies and was worked steadily until 1886, yielding a monthly production of 2,600 tons of ore. Lessees opened the mine again in 1695 and mined 1,500 tons. The Milan Mining & Milling Co. acquired the property in 1907 and made regular shipments of ore and concentrates until 1910. From 1911 until 1938, the tract was held by a local resident for timber land, Ventures, Limited, a mining concern with headquarters at 25 King Street, West, Toronto, Canada, acquired the property in 1938. No production has been recorded since 1910. To cut the vein below the old mine workings and to search for extensions to the northeast and southwest, the Bureau of Mines diamond-drilled eight holes for an aggregate of 3,596.2 feet.

New types of industrial instruments use fiber-coupled law energy to power remote serum. Fiber-optic based instruments are useful in classified (hazardous) locations found in many industrial plants because the fiber provides a natural barrier against accidental electrical discharge into potentially explosive atmospheres. However, current safety standards do not cover the use of laser-powered fiber-optic instruments in potentially explosive environments such as found in coal mines. The U. S. Bureau of Mines began an investigation of laser-powered fiber-optic instruments in explosive atmospheres in support of the standards-making process. A commercial fiber-optic interface system, modified to sin relate several worst-case operating conditions, ignited explosive hydrogen-air mixtures. Worst-am simulations consisted of disabling a safety shutoff feature, operating the laser at significantly higher powers than intended for normal operations, and cleaving fiber-optic connections to direct laser energy onto selected absorptive materials. At the highest power level available, the fiber-optic interface system did not ignite selected methane-air mixtures. The obtained data should prove useful in establishing appropriate safety standards.

The United States produces all of the fuller's earth used for re- fining petroleum within its borders. On the other hand, most of the fuller's earth used in bleaching edible oils has been imported from England. Recently a few of the refiners of cottonseed oil have begun to utilize domestic fuller's earth, whereas others have been unable to substitute it successfully for English earth in their practice. Many samples of American earth distinctly superior in bleaching power to the English earth have come to the attention of the Bureau of Mines. For these reasons an investigation of the mining, preparation, and use of fuller's earth in this country, especially in its application to edible oils, was conducted in order to ascertain why our own raw material has been deemed inapplicable to our needs. During the calendar year 1912, according to figures of the United States Geological Survey," there were imported into the United States 1,970 tons of unground fuller's earth, valued at $11,619, and 17,139 tons of ground fuller's earth, valued at $133,718, these values being based on the wholesale market price at the port of origin. The addition of transportation charges, commissions, etc., make the price to the American refiner $14.50 to $16 per ton. Accord- ing to the latest figures compiled by the United States Geological Survey, the United States in 1912 produced 32,715 tons of fuller's earth, valued at $305,522, or $9.34 per ton, at the mine. Most of this domestic production was from three plants in Florida and one in southwestern Georgia and was used almost wholly for decolorizing petroleum. A small amount from other localities was used in the refining of edible oils. No figures definitely differentiating fuller's earth from other clays are kept in regard to our exports, but it is certain that several thousand tons of domestic earth was exported to Germany, and it is also true that German refiners of edible oils have

The estimated value of world crude mineral production in 1989 was nearly $1,420 billion in terms of current dollars or more than $1,168 billion in terms of constant 1983 dollars. This latter figure was almost 4.7% above the 1988 level but did not attain the historic high of $1,207.1 billion 1983 dollars set in 1980. The accompanying tabulation provides the latest available revised time series for the value of world crude mineral production in terms of both constant 1983 dollars and current dollars. It also provides one of the two statistical bases for the estimation, this being the data on the value of production of a group of key commodities that was compiled for and published in the authoritative French language mineral industry periodical Annales des Mines for years up to 1983.l It should be stressed that the values just discussed and those presented in the tabulation are for crude minerals only and by no means reflect adequately the role of the entire mineral industry in the world economy. These figures represent only the value of mineral materials as they are mined or otherwise extracted from the earth. They do not reflect the value added to these materials through downstream processing within the facilities commonly accepted as mineral industry plants. That is, value added through beneficiation of ores, smelting, refining, and similar processing is not included in these figures. Comprehensive world data on the value added by such processing are not available; however, a conservative estimate of [ ] the total value of processed output from mineral industry plants derived wholly from primary (newly mined) materials would be on the order of about $2,800 billion constant 1983 dollars or $3,400 billion in terms of 1989 dollars.

Location and Age The main bituminous coal field of Pennsylvania lies in approximately twenty counties west of the mountain area which extends in a northeast southwest direction through the central part of the Commonwealth. The coal fields lie in a dissected peneplain, still in the youthful stage of erosion There are numerous V shaped valleys in the bituminous fields and the tributaries of the larger streams have rather steep gradients The main streams flow in rather narrow valleys with comparatively small flood plains. The coal beds of Pennsylvania are of Carboniferous age, and are confined to two systems, the Permain and the Pennsylvanian The latter system is divided into an upper or Pittsburgh series and a lower of Pottsville series The Peimain system is divided into an upper and lower series The Pottsville series of the Pennsylvanian is represented in western Pennsylvania by the Upper Pottsville only The upper or Pittsburgh series of the Pennsylvanian is represented by the Monongahela, Couemaugh, and Allegheny groups Geologic Structure. The rocks of the bituminous coal fields are folded into many anti clines and synclines extending in a general northeast direction across the western part of Pennsylvania The intensity of this folding in creases toward the mountain region West of Chestnut Ridge, which is in Fayette, Westmoreland, and Indiana counties, the folding is minor, and the coal beds have low dips East of Chestnut Ridge, v here folding is stronger, the basins are wider and the coal beds rise steeply on the flanks of the anticlines Geology. The bituminous coals of Pennsylvania are associated with shale, sandstone, clay, and limestone Each group has different proportions of these deposits, and the proportions vary at different localities within the same group.

Various methods of monitoring slip movements on bedding planes, as well as examination of rock burst damage in stopes, suggests that rock bursts in the Lucky Friday Mine are closely associated with these movements. Slip displacements along bedding simultaneously reduce the physical dimensions of stopes and increase compressive stress along stope margins. Such changes, in turn, contribute directly to rock bursts and the sudden failure of volumes of rock and cemented sandfill surrounding stopes. The distribution of seismicity and several mining-induced and premining structures resemble those described in South African gold mines. These suggest fundamental similarities in seismic sources and mechanisms of rock burst damage.

The Ottoman law, which was in force in Palestine before the British con- quest of the country (1917-18), still forms the basis of the legal system. Nevertheless, with respect to mining, legislation has been considerably re- vised since the British occupation and mandate, some of the Ottoman laws having been either radically altered or wholly abolished, in order that the legal status of Palestine might be more in harmony with that of western States. Legal transition is still far from being complete; however, no further mining legislation is pending at the present time (March, 1931). Revisions during the British military occupation (1917-20) took the form of proclamations of the commander in chief. After the establishment of the civil administration (1920) changes in the legal system were a decided de- parture from the Turkish laws. In 1922 the practice was begun of giving con- secutive numbers and short titles to the ordinances. The basic mining law is the mining ordinance of 1925, No. 19 (amended by mining ordinance No. 10 of 1926), an "ordinance to make provision regarding the winning of minerals, and the conditions under which minerals may be gotten, and to replace the existing Ottoman laws relating thereto." The chief regu- latory provisions are embodied in regulations (A) and (B)--mining ordinance, 1925. This mining legislation of 1925 repealed the following laws:

Development of the Rail-Haulage Sub-assembly for the Production Sub-system (UGMHS)* required the use of ,a newly formulated model in order to best satisfy the requirements. Many of the ideas of the former single-stage rail simulator included in the original version of UGMHS have been used, together with the results of experience gained in applying the earlier model to a variety of operating situations (Sanford, 1969). The sub-assembly is developed as an independent system and, as such, can be used to analyze track systems using production distri¬butions as data input. In addition, since this model is designed to replace the original sub-assembly in UGMHS, the linking procedure is identical with respect to bi-directional information flow. The flow of coal from production sections, for example, fills the mine cars, but a condition of "out of empties" or "full of loaded" at a loading station will shut down inby production sections. A requirements analysis was conducted to determine specifically how the model could best serve the user. Operating management had the largest input in developing the following requirements for the Rail Sub-assembly: a) data input in mixed narrative - numeric form to permit user identification of the input variables; b) a user option to extract several ranges of detail in model output, i.e., an average shift summary of minimum retrieval

"The biologic events leading to coal workers' pneumoconiosis (C'WP) are not yet fully understood. There is no good correlation between toxicity studies or animal models with human epidemiologic and pathologic data. Several studies have shown that the severity and prevalence of the CWP in miners correlate strongly with the rank and type of the coal mined. However this has not been found to be the case with laboratory animal models or in vitro studies. In 1980 Russian scientists Artemov and Resnik suggested that the discrepancy may be related to the excessive amount of short-lived free radicals present in freshly generated coal mine dust. Because of their short life, such free radicals would be absent in the ""stale"" coal dust used in most animal experiments. To test this hypothesis we have undertaken a systematic study of the generation, reactivity with oxygen and biological significance of free radicals in coal dust.Electron spin resonance (ESR) was used as a technique for the direct detection of radical production and kinetics of decay. ESR signals from the newly generated radicals decreased with time on exposure to oxygen or when stored in biological buffers at a rapid rate. In vitro biological tests were carried out which suggest that the reaction between the newly generated radicals and oxygen plays a significant role in the sample's cytotoxicity.Materials and MethodsESR measurements were made at X-band (~9.7 GHz) using a computer-controlled Bruker ER200D ESR spectrometer. 11te two coals studied in detail were obtained from the Pennsylvania State University Coal Depository. These were, a bituminous sample, PSOC-1172 (72% carbon) and an anthracite sample, PSOC 867 (95% carbon). Coal particles of several millimeter (mm) dimensions were evacuated to a pressure of ~10-3 mm Hg typically overnight. Without exposure to air, these particles were ground in an agate mortar with an agate pestle for about 30 minutes and then sieved through a 20 \1111 mesh filter before ESR measurements or cytotoxicity studies. As an index of cytotoxicity, hemolysis was measured according to the method of Harrington, with minor modifications. Sheep erythrocytes (2%) were incubated with test samples at 37°C for one hour, and the hemoglobin released was quantitatively estimated photometrically. Additionally, release of alveolar macrophage enzyme lactate dehydrogenase (LOH) was estimated after incubation of the macrophages with the coal particles at different time intervals after the grinding. Enzyme activity was assayed according to the method of Wrobleski and LaDue and expressed as percent of enzyme released in 2 hours per million cells with 1 mg of coal."

The Sullman, Picard & Ballot patent, No. 835120, is a process of concentrating ore which consists in mixing the powdered ore with water, adding a small proportion, a fraction of 1 per cent on the ore, of an oily liquid having a preferential affinity for metal- liferous matter, agitating the mixture until the oil-coated mineral matter forms into a froth and separating the froth from the remain- der by flotation. The process is known as an air-flotation process which consists in the use of a frothing agent in conjunction with such agitation of the ore pulp as will distribute the metallic particles of the ore throughout the mixture and produce bubbles of air and bring them in contact in the mixture with the metallic particles so dis- tributed. The bubbles will become attached to such metallic par- ticles, carrying them separately from the particles of gangue up through the surface of the mixture where they can be readily collected by skimming, by overflow, or by the use of other well-known devices. The air-flotation process was a patentable invention in the discov- ery made in March, 1905, and was not anticipated and is valid. Prior to that time there had been no suggestion in the arts that a propor- tion of 0.1 per cent of oil to ore or of any other fraction of 1 per cent of oil to ore would or might result in successful concentration. While the ascertainment that such a minute proportion of oil would affect a successful concentration of ore through a flotation process was a discovery, it was nevertheless of such a character, viewed with respect to the circumstances under which it was made, as to involve inven- tion and confer patentability. Claims 1 and 12 of the Sullman, Picard & Ballot patent, No. 835120, for a process of concentrating ore, known as the air-flotation process, are valid; but claim 9 is so indefinite as to render the claim void. The object of the Sullman, Greenway & Higgins patent, No. 962678, dated June 28, 1910, for improvements in ore concentration, is to separate metalliferous matter, graphite, and the like from gangue by means of oil, fatty acid, or other substances which have a prefer- ential affinity for metalliferous matter over gangue, and it is valid. The Greenway patent, No. 1099699, dated June 9, 1914, for improve- ments in the concentration of ores is invalid, as in view of the prior art the omission to use acid in the process can not confer patenta- bility.

The success of longwall mining can largely be traced to the development of powered roof support systems. The most significant improvement in powered support design has been the shield support, which improved kinematic stability and promoted the application of longwall mining in difficult-to- control caving conditions where chock and frame supports were inadequate. The most obvious trend in shield design has been an increase in shield size and capacity. This U.S. Bureau of Mines report examines shield design and operation practices and their consequences for the utilization of high-capacity shield support systems. An optimization goal is to minimize support loading by selecting an active shield setting force that is compatible with strata behavior and shield loading characteristics. Shield stiffness is an important design parameter that is often overlooked. A consequence of increasing shield capacity by incorporating larger diameter leg cylinders is a proportional increase in shield stiffness. Setting forces have also increased in direct proportion to the increase in shield capacity. The increased stiffness and higher setting force cause the available capacity to be consumed more quickly, severely limiting the ability of high-capacity supports to last longer and provide reserve capacity for difficult mining conditions.

The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

In the inquiries and investigations that the Bureau of Mines is making with a view to increasing safety, efficiency, and economic development in the metallurgical industries, the application of elec- tricity to various processes, and especially to those in the manu- facture of iron and steel, is being given attention. Some results of the work already done are presented in this bulletin, which gives a historical review of the development of electric furnaces for making iron and steel, and discusses the problems that remain to be solved in the use of electric furnaces for the smelting of iron ores and the production of pig iron at a profit on a commercial scale.

In order to assist the various Federal and State agencies using large quantities of coal to select coal best suited technically and economically to their use, the United States Bureau of Mines has placed at their disposal a fuel inspection service. As part of this service, inspections are made at the mines which propose to furnish coal to these agencies on contracts. Such inspections cover both the mine itself to ascertain its capacity to fur- nish the desired tonnage and quality of the coal, the preparation of the coal in the tipple, and the obtaining of samples for analysis to determine the quality of coal as shipped. To insure that the sample sent to the laboratory for analysis is representative of the average quality of the coal, increments are taken at intervals until a gross sample of about 1,000 pounds of coal has been collected from each of the sizes of coal shipped by the mine, while coal has been coming from all parts of the mine. In reducing this gross sample to the small sample which is sent to the laboratory for analysis it is necessary to crush and quarter the coal by a certain standardized method until only 5 or 6 pounds of coal small enough to pass through a 3/16-inch square-mesh screen remains. The ordinary method which the bureau has followed was to crush the coal by hand with a tamper, such as is used for tamping concrete, on some hare smooth surface and to reduce the volume by quartering and riffling. During the past few years the demands from various Federal and State agencies for this service have been increasing rapidly in respect to bituminous coals. In addition to this, which might be called the normal increase, numerous requests have been received for similar service in respect to anthracite. It was obvious that if this increased demand was to be met it would be necessary either to increase the force allotted to this work or to provide the present force with some means by which their work could be made more effective. A care- ful survey of the situation showed that the greatest amount of time was consumed in trans- porting the men and their equipment from mine to mine in the same district, and in reducing the gross sample to the small finely crushed sample which is to be sent to the laboratory. Both of these phases of the work could be greatly accelerated by providing a motor truck of suitable speed and capacity, carrying a power-operated crusher, and the proper auxiliary equipment to store the gross sample as collected and to reduce it in volume efficiently after it has been crushed. Such a truck has been provided and placed in service. In the eight months it has been in operation the desired results have been fully attained. About twice as many samples as usual have been taken during that time by the same 2-pan crew assigned to this work. Many of the mines in the eastern part of the United States are in hilly or mountainous regions and can be reached only over rough, practically unimproved roads. "Filter samplers are one of the simplest methods and, in some instances, one of the only methods that can be use to obtain samples of particulate matter suspended in a gaseous medium. Once collected, particles are normally analyzed directly on the filter by gravimetric, chemical or microscopic techniques. However, it is sometimes desirable to resuspend the particles in an airstream for analysis. This would be the case if the size distribution of the particles were to be measured using one of many particle sizing techniques such as inertial classifiers, optical particle counters or the TSI Aerodynamic Particle Sizer CAPS).A ·technique has been recently developed whereby one can resuspend particles from filter samples in an airstream. The technique has been used for the resuspension of coal dust from filters. The resuspended particles were then introduced into the APS. This development was necessary since an APS can not be taken directly into an underground coal mine. For this application, particle samples are collected on membrane filters in the underground mines. The mass concentration of the particles determined through gravimetric analysis. The particle size distribution was tl1en determined by resuspending the particles and passing them through a TSI Aerodynamic Particle Sizer (APS). Excellent agreement has been obtained between the size distribution directly measured underground with a cascade impactor and that measured from the resuspended particles. For this experiment, an open-faced filter sampler was placed adjacent to the cascade impactor in the n1ine. The particles collected on the filter were resuspended in the laboratory and Measured with the APS.A venturi aspirator is used in the apparatus developed for resuspending the particles. The venturi has a small diameter capillary tube placed in the venturi throat. High velocity air flow is passed through the venturi, thereby, creating a low pressure region at the exit of the capillary tube. The low pressure draws air through the tube. The filter with deposited particles is located at the inlet to the capillary tube where the air flow into the capillary resuspend the particles. Once airborne, the particles are deagglomerated as they pass through the high velocity air flow in the venturi throat."

During the past year, in producing 500,000,000 tons of coal we wasted or left underground, in such condition that it probably will not be recovered in the future, 250,000,000 tons of coal; we turned loose into the atmosphere a quantity of natural gas larger than the total output of artificial gas during the same period in all the towns and cities of the United States; we also wasted or lost in the mining, preparation, and treatment of other important metalliferous and non- metalliferous minerals from 10 to 50 per cent of the year's produc- tion of such minerals. These losses serve to indicate the importance of inquiries and investigations by the Federal Government for the purpose of lessening the waste of essential resources-investigations on the same general lines as those looking to a reduction in the loss of life in the mining operations of the country and the far more exten- sive investigations looking to the more efficient production and use of agricultural products, both of which are being conducted by the Federal Government. In a consideration of the possible activities of the individual, the State, and the Federal Government in behalf of a less wasteful use of our mineral resources certain facts and principles should be kept clearly in mind, namely: That the present generation has the power, and it will exercise the right, to use as much of the country's resources as it actually needs; there can and there will be no such thing as stinting the present gen- eration by bottling up resources for the use of the future. That the Nation's needs are not likely to be curtailed; these needs will increase with the extent and diversity of the Nation's industries, and they will increase more rapidly than population increases, for the reason that the per capita consumption of mineral products is rapidly increasing; and That the men of this generation will not mine, extract, or use these resources at continuous financial loss to themselves in order that some- thing may be left for the use of future generations; there can be no such thing as a mineral industry without profits.

Rivers in industrial and raining areas frequently are contaminated by material dumped into them causing the water to carry in suspension large amounts of silt, which subsequently is deposited alone; the banks and, ultimately on the agricultural lands if the water is used for irrigation purposes. Two common examples of this practice are the dumping of breaker refuse in the anthracite region of Pennsylvania and the dumping of tailings from the metallurgical mills in various metal-mining districts. Studies in stream pollution and its resultant problems are very important, and surveys are constantly being made by Federal and State agencies, as well as by private companies, to determine the quantity of solids actually being carried by these watercoarses. These studies require accurate sampling of the silt-carrying water to determine the amount of solids within reasonable limits. A device that will obtain reasonably accurate samples of material from silt-bearing streams is described in this circular.

The United States Bureau of Mines under provisions of Schedule 20 issues approvals covering complete operating units such as loading machines, room hoists, and storage-battery locomotives. Certain manufacturers design and build entire machines. Other manufacturers purchase a part or all of the electrical accessories from manufacturers of electrical equip- ment and assemble them, thereby making up a permissible unit. Before the assembler purchases electrical accessories for use in such contempla.ed units he may require certain information from the accessory manufacturer as to whether these par- ticular accessories are suitable for assembly in his proposed permissible outfit. In order to aid accessory manufacturers in marketing their product, a provision was incorporated in Schedule 20 whereby tests might be made on individual accessories and reports rendered as to the suitability of a given accessory for use in permissible assemblies. The section of Schedule 20 which permits this special work reads as follows:
