This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The removal of phosphorus from steelmaking slags is essential for recycling such slags to blast furnaces for recovery of their manganese, iron, and lime contents. Phosphorus is mainly concentrated in the dicalcium silicate phase of the slags (Fujita and Iwasaki, 1988, 1989; Suito, et al., 1977). Slow-cooling of steelmaking slags in an air atmosphere increased the grain sizes of constituent minerals; however satisfactory magnetic separation results could not be attained because of the close association of a strongly magnetic ferrite phase with dicalcium silicate (Fujita and Iwasaki, 1988). Curie point of the strongly magnetic ferrite phase in the slow- cooled steelmaking slags was investigated and an attempt was made to separate the phosphorus-bearing dicalcium silicate phase in ground slag pulps heated to a temperature exceeding the Curie point. Materials and methods Slag samples, heated to its fusion temperature of 1370°C and slow-cooled in an air atmosphere, were ground dry to -90 µm (about 170mesh) in a ring grinder. The ground sample was pulped to 1% solids in distilled water using 1 kg/t sodium hexametaphosphate as a dispersant and separated in a Sala high gradient magnetic separator, Laboratory Model 10-15- 20B, using a 100-mesh expanded metal matrix and 300 m/h flow rate.

INTRODUCTION Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of contaminant metal ions and other chemicals on the flotation. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances, cations such as Ca2+, Mg2+, Fe2+, and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions. Some adsorption (abstraction) experiments were also performed. Experimental materials and methods The barite used was a high-purity, naturally occur¬ring mineral sample (Kings Creek, SC). The material was ground in a porcelain mill and a fine fraction (mean particle size 11.49 µm) separated out by air elutriation. The mean size was determined by an aqueous sedimentation method using a CAHN electro-balance. In the method, an 0.6-g sample of the barite was dispersed in 450 cm3 of pH 7 water containing 0.01 g of sodium tripolyphosphate. The mean particle size was denoted X0. The stability of the barite suspensions was determined by a comparison of the mean size of the investigated barite suspension aggregations with the mean size of barite powder determined in the presence of sodium tripolyphosphate. The mean sizes (X) of the barite aggregations were determined using the same amount of water and barite sample as in the measurements of dispersed barite particle size but without the presence of polyphosphate. The ratio X/Xo is thus a measure of the stability of a suspension (the greater the ratio, the less stable the suspension). The adsorption (abstraction) experiments were carried out in polyethylene bottles containing 1 g of barite powder in 200 mL of solution. The solids were added to a solution containing a known concentration of metal chloride salts (AlCl3, FeCl2, MgCl2, and CaCl2) . The pH was controlled by both HCl and NaOH addition. The suspensions were agitated in a shaker for three hours. The final ion concentrations in solution were determined by atomic absorption analysis. The electrokinetic measurements were made using a Komline-Sanderson Zeta Reader in a conventional manner. All experiments were carried out in the presence of 1.0x10-3 k.mol/m3 NaClO4. A review of published literature on the biosorption of metals using nonliving biomass is presented. Factors such as pH, temperature, initial metal concentration, biomass loading, the presence of co-ions and the pretreatment of biomass influence the metal uptake by biomass. Although few generalizations are possible, unified theories regarding the mechanism of uptake are not available. Therefore, the above aspects of metal biosorption have to be defined individually for each biomass and metal-ion pair.

Over 2 million tonnes of smelter slags containing Co, Ni and Cu are produced and stockpiled in Canada each year. Smelters also produce SO2 an air pollutant. Recycling these materials will maximize the value of natural resources and minimize possible environmental impacts of industrial operations. The objectives of this research were to understand the characteristics of slag, the reaction of slag with SO2(aq) and to develop a novel method for extracting Co, Ni and Cu from slag using SO2. The properties of slags from different smelters were studied, with emphases on the form of Co, Ni, Cu and Fe. Leaching experiments were carried out in a batch reactor. The parameters investigated included concentration of SO2(aq), stirring speed, particle size, temperature and pH. O2 was introduced into the reactor to study its effect on the system. The amount of each of Co, Ni and Cu in all the slags was less than 1%, while Fe was between 30% and 45%. The form of Co and Fe was primarily oxide, however, significant portions of Ni and Cu were present as sulphides. SO2(aq) alone, was effective in leaching Co and Fe. Cu dissolution was negligible due to precipitation. The presence of O2 improved Cu and Ni extraction. SO2(aq) was found to be more effective in leaching slag than H2SO4 at the same pH. The leaching process was modelled using the shrinking core model. A scheme was proposed for the extraction of Co, Ni and Cu from slag using SO2(aq). The process makes efficient use of SO2, separates Co and Cu at an early stage, and minimizes the consumption of base during Fe separation.

In recent years, the bioleaching of sulfidic raw materials has been of great interest. However, the application of this biotechnology is now very limited for many different complex reasons. The mechanism of the chemical and electrochemical reactions taking part in the process is not well understood. The application of electrochemical techniques is useful in its elucidation. Among the common sulfides, galena has been studied very little with respect to its behavior during bioleaching. Therefore, the electrochemical evolution of massive electrodes of lead sulfide in the presence and absence of' a mixed culture of mesophilic microorganisms was investi¬gated by the application of potentiometry, anodic and ca¬thodic polarization and cyclic voltammetry. The agitation rate, the use of pH control and the composition of the nutrient mediums did not have any significant affects on the oxidation of galena. However, the temperature (25 'to 45 °C), the scan rate (4 to 100 mV/s) and the acid used to adjust the pH were significant variables that influenced sulfide oxidation. There¬fore, the peak (600 to 1,000 mV) corresponding to the oxida¬tion of sulfide ions from the mineral was only detected in the presence of a complexing anion of lead. In the presence of bacteria, the peaks corresponding to galena oxidation de¬creased and, at the same time, new peaks appeared both during the oxidation at -300 mV and during the reduction of the mineral surface at 150 and -300 mV. These signals were more important when the attack time increased. The rest potential of bioleached mineral increased with an increase in leaching time, which was related to the electrochemical transformation of the galena surface.

The flotation response to amine collector and its adsorption on the mineral surface was studied as a function of pH and collector concentration. The flotation response increased in the order anorthite + intermediate plagih clases + albite, while adsorption of amine obeyed the Freundlich equation r = A.Cn. This adsorption is proposg to be due to a covalent bonding between the AlOH surface pups of the plagioclase altered outer layer and the amino group of the collector. Finally, the study showed thatmtial dissolution of the solid phase provides the necessary conditions for amine attachment on the mineral particles and consequent flotation.

Coal-water slurry preparation requires fine grinding and cleaning of coal by flotation. Finer grinding leads to increased ball wear and its effect on the surface properties of coal becomes of concern. Marked ball wear tests were performed to study the effects of oxygen, pH, the soluble species of coal and the addition of pyrrhotite on ball wear. The synergistic action of coal and oxygen greatly enhanced the corrosion of mild steel balls during grinding. Electrochemical measurements on a mild steel electrode in coal slurries and SEM observations of grinding ball surfaces were carried out to explore the corrosive wear mechanism.

Laboratory leaching experiments were conducted to ascertain the effectiveness of acidic solutions of thiourea, CS(NH2)2, for dissolving gold from finely disseminated gold ores. The ore tested was from the Chipmunk orebody of the Northumberland mining district in Nye County, Nevada, USA. Extractions of up to 90 percent were attained from the ore. Extraction was shown to be dependent on thiourea concentration, ferric sulfate oxidant concentration, acid concentration, and leaching time. Optimum conditions were an ambient temperature leach near pH 1.0 utilizing 100-200 kg/t thiourea and 50 kg/t ferric sulfate for 8 to 24 hours.

The conceptual designs of three new applications for the biogenic &S treatment of metal- containing waters are presented. These include: 1. the treatment of a circumneutral-pH ground water containing Zn and Cd using limestone as an alkalinity source, 2. a two-step treatment process where toxic heavy metals in contaminated ground water are recovered separately from nontoxic metals to lessen disposal costs, and 3. a copper recovery process that may be a low-cost alternative to solvent extraction/electrowinning or cementation for dilute copper leach liquors. A technique is described for the solvent extraction of zirconium. In this method, zirconium has been extracted quantitatively from 0.005 M sodium salicylate solution at pH 2.5 - 3 using 0.01 M triphenylphosphine oxide dissolved in toluene as an extractant. Zirconium has also been recovered quantitatively from 0.2 M potassium thiocyanate solution, but extractions in nitric and hydrochloric acids (as media) were negligible. The resulting extracted metal ion has been stripped with sulfuric acid (0.5 M) and determined with inductively coupled plasma atomic emission spectrometry. This method has been applied successfully to achieve 95% recovery of zirconium from zircon concentrate.

I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2O.; Na2e = % Na20 + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage. to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete.

This paper presents the latest developments in the flotation model being developed collaboratively between the Julius Kruttschnitt Mineral Research Centre in Brisbane, Australia, and the Mineral Processing Research Unit of the University of Cape Town in South Africa as part of the Australian Minerals Industries Research Association (AMIRA) P9 Project. It includes: - characterisation of flotation cells using the bubble surface area flux, Sb; - relationship of Sb to the overall flotation rate constant; - determination of the froth recovery factor; - evaluation of ore floatability; - modelling of entrainment - development of the Floatability Characterisation Test Rig (FCTR); - use of the model in design and optimization of flotation plants; and - current and future work.

REAM (for Rapid Excavation And Mining) is a method of rock fragmentation by high-velocity projectile impact developed by Physics International Company. This paper reports the results of field testing over the last two years. The success of the method is based on the fact that the amount of rock broken per shot scales nonlinearly with projectile impact energy. Thus, high energy impact yields spectacularly low specific energies for rock breakage. The field work reported used 90- and 105-mm military guns to accelerate 8-1/2 and 10-pound concrete and steel projectiles to velocities of 5000 to 5500 fps. All tests were performed in a competent 25,000 psi granodiorite at Hope Valley, California. During the first year of field testing 26 feet of 13-foot-diameter tunnel were produced with the 105-mm gun. The first 20 feet of this tunnel were line-drilled to aid in producing a stable portal. During the second year the tunnel was extended an additional 29 feet using the 90-mm gun. The 55-foot tunnel was produced by 590 shots. Between 1-1/4 and 1-1/2 tons of granite were broken by each shot. A silenced 90-mm gun was placed underground and the tunnel portal closed with a steel barrier. Overpressures of less than 1 psi were measured on the inside of the barrier, corresponding to an impulse noise of about 170 db. The muck produced was similar to drill and blast muck. Overbreak and ground support problems appeared to be less than with drill and blast. The contour of the tunnel was easily controlled using the 90-mm gun; the tests were also conducted using a 57-mm gun for trimming. Projections indicate that advance rates with REAM will be three to seven times faster than drill and blast, at less than two-thirds the cost. This is based on the development of a fully integrated continuous system and an inexpensive propellant giving a total expendables cost of less than $3 per shot. Other applications of the REAM technology are found in secondary breakage for open pit mining, in drilling large diameter holes, and in underground mining for longwall mining, overhand stoping, and raising.

Adsorption experiments were conducted at two different solids loadings, to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In the region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region II, while surface precipitation was predominant in region III along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

INTRODUCTION Radioactive deposits were observed in 1972 in some of the Upper Silesian coal mines. They were located mainly in the drains in galeries and on the inside surfaces of water pipes. They also caused some problems by accumulating in water pumps. It has been postulated that the deposits are produced by natural radioactive waters seeping from the rocks. Investigations were initiated to answer the following questions: - What is the composition and the amount of radioactivity in the deposits? - What radioisotopes are present in the water? - How are the radioactive deposits formed? - Do the radioactive waters also occur in other mines? - How does the radioactivity of the water depend on chemical composition? - What is the origin of the radioactive water? - Does the water and the deposits cause radiation hazards for miners? -How can the radiation hazard be reduced? METHODS OF MEASUREMENT Determination of Radium Isotopes in Water The commonly used methods of radium determination in water are either based on measurements of the radioactivity of 222Rn which is in equilibrium with 226Ra, or on the detection of alpha particles of the radium radioisotopes after chemical separation of radium from the water sample. The method based on radon activity measurements is very sensitive and does not require any chemical Separation, but it can be used for determination of 226Ra from the uranium series only, because the thorium daughter 220Rn has too short a half-life (55s to yield the required accuracy. The method developed by Goldin, 1961 [2] involved alpha-particle measurements in thin layers of RaS04 and BaS04 separated from the water. This method is not convenient for saline water and water with high barium concentration because the amount of barium carrier in this case is too large to obtain a thin layer of precipitate with sufficient activity. The Upper Silesian carboniferous waters are often saline with high barium content, so the method described by Goldin was not convenient for this case and it was necessary to change the detection system and modify the chemical preparation. The procedure developed by the authors for the determination of radium isotopes in water was as follows: - Depending on the Ba2+ content and the required sensitivity of measurement, a water sample of 200 cm3 to 3 dm3 was taken. - 10 cm3 of 0.25 M citric acid and 5 cm3 15M ammonia was added to form complex Ba2+ ions and avoid the immediate precipitation of BaSO4. (This was repeated as long as the addition of BaC12 did not form a precipitate.) - 1 cm3 of 1N solution of Pb(N03)2 as a carrier for radioactive isotopes of lead and 10 cm3 of 0.1 N BaC12 as a carrier for radium were added. - The sample was heated to the boiling point and the precipitation of RaS04, BaSO4 and PbS04 with 50% H2SO4 was carried out. - After several hours the sample was centrifuged and the precipitate was purified by washing with nitric acid and distilled water. - The precipitate was then redisolved in 20 cm3 0.125 M Na2EDTA and 3 cm3 6M ammonia and reprecipitated from the solution by dropwise addition of acetic acid to d pH of 4.5. At this value of pH, precipitation occurs only for the barium and radium sulfates, while lead and all other radioactive elements remain in the solution. The date and time of deposit precipitation was recorded. - The final barium-radium sulfate mixture was washed with distilled water and transferred to standard measurement vials. - Each vial containing a deposit had 6 cm3 of distilled water added and was then shaken vigorously. 12 cm3 of liquid gelling scintillator (INSTA-GEL UNISOLV-1 type) was then added and the vi 1 was shaken again. After a while the scintillator turns into a milky gel in which the deposit is uniformly distributed. - The standard sample of 226Ra was prepared in the same way. - The activity of the samples was measured using a liquid scintillation spectrometer. (In this case the TRICARB 3320 produced by Packard Instruments, was used). Tests run on standard radium solutions provided by Amersham Radiochemical Centre indicated that this method of measurement enables one to achieve an efficiency of almost 100% (within measurement error). For alpha particles no quenching effect was observed for the BaS04 concentration in the range up to 80 mg of BaS04 per 1 cm3 of liquid scintillator coctail (Fig. 1). "INTRODUCTION Lundin Mining’s Eagle Operation, located in Marquette County, upper Michigan consists of a mine and concentrator that process a Ni-Cu-(PGE) ore. The mine itself is an underground operation and the ore is trucked from the Eagle mine site 66 miles to the Humboldt mill where both nickel and copper concentrates are produced. Operations began in 2014 and continued with an average production of approximately 23,000 tonnes of Ni and 20,000 tonnes of Cu per year for the first three years of operation. The Humboldt Mill, currently operated by Lundin Mining, processes the nickel/copper ore from Eagle Mine and performs the concentration through several stages of flotation. Originally built in 1954, the Humboldt Mill began operations as an Iron Ore processing facility, and was converted to a gold processing plant during the 1980s. Various groups owned the site after closure of the gold operation. Eagle purchased the Mill in 2008 and invested more than $280 million to clean up historic mine waste and refurbish the plant (see flowsheet in APPENDIX). This paper will overview the ramp-up of the operation, and discuss some specific areas that went well and some that could have gone better during the design phase. HIGH LEVEL DESIGN CRITERIA Coarse ore arrives from the mine and is stored in a building with a capacity of 10,000 tonnes. Ore is crushed in three stages to a final product size of 100% Passing 12mm. Crushed ore is conveyed to the mass flow fine ore bins, which have a live capacity of 3000 tonnes. Crushed ore is fed to two parallel 900 HP ball mills, charged with 3” high chrome grinding media, and ground, in closed circuit with hydrocyclones, to a p80 of 110 microns in the flotation feed. Soda ash is added to the mills based on process water hardness. Cyclone overflow passes to the bulk conditioner where Sodium Isopropyl Xanthate (SIPX) and Methyl Isobutyl Carbinol (MIBC) are added. The slurry is pumped to the rougher bank for bulk flotation. Rougher concentrate is fed to a 500HP vertically stirred regrind mill and is ground to a p80 of 50 microns, using 5/8” high chrome balls. Rougher tailings report to the tailings thickener. The regrind cyclone overflow is sent to the single stage cleaner bank followed by two scavenger banks. The cleaner concentrate is pumped to the copper-nickel separation circuit. Cleaner tailings report to the tailings thickener. In the copper-nickel separation circuit, the pH is raised to 11.5 and a copper concentrate is recovered from the bulk cleaner concentrate in two stages, namely the copper roughers and the copper cleaner columns. The concentrate from the copper flotation columns is the final copper concentrate. The tailings from the columns return to the head of the copper-nickel separation. The nickel concentrate is the copper rougher tailings stream."

[A column float beneficiation plant using 9, 8.5 foot diameter, cells was constructed by the Simplot Company and the Smoky Canyon Facility in the fall of 1986 and has been in operation since May of 1987. The float beneficiation process was developed jointly by the Simplot Company and the Bureau of Mines (Salt Lake City, Utah) which incorporates the Bureau's bubble generator design and chemistry system based around the reverse float technology, (Albany Bureau of Mines, Application of Carbonate-Silica Flotation Techniques to Western Phosphate Materials, Rule, Dallenbach , Larsen, RI8728, 1982) . This chemistry has been modified by Simplot in both patented and unpatented improvements. The objective of the beneficiation process was to reducethe A1203 content in the overall pipeline concentrate by 0.2 wt z. Therefore, a process stream was identified in the mill circuit which provided an opportunity to isolate and treat 1100 tons per day of poor quality phosphate concentrates The process allows recovery of approximately 15% of the mill concentrates, otherwise unsuitable for fertilizer production. The alternative would have been to waste this ore. Wasting would have resulted in considerable ore loss, increased mining costs and required additional products grinding. ]

The electrochemical oxidation of chalcopyrite in the absence of-a chemical oxidant was studied in ammonia/ammonium sulfate solutions by anodically polarizing electrodes prepared from massive chalcopyrite. The effects of pH, cupric and ammonia ion concentration were systematically evaluated. Kinetic parameters were obtained from the anodic charge-transfer regions of the anodic polarization curves. Increasing ammonia and hydroxyl ion concentrations increased the rate of oxidation. A mechanism is proposed which explains the first order dependence of (NH3) and (OR) associated with a single electron transfer process. An empirical relationship which accurately describes the dependence of the rest potential (i.e. zero current potential) on solution composition is also given.
