The concern for air pollution goes back centuries as will be seen from this quotation : "Strife and coal, it seems, have a hand-in-hand historical relationship. It was thought by some . . . in the Middle Ages that burning coal filled the air with dangerous poisons. So great was the concern that in 1306 King Edward I of England passed the first and unquestionably the harshest air pollution legislation edict that history will record. His proclamation declared the use of coal an act punishable by death." As related to coal mining, the air pollution problem is primarily that of its customer when using the fuel. Thus the major impact relates to markets for coal rather than the actual mining operation itself. In the vicinity of the coal mine the problem is principally related to fugitive dust from roads, transfer facilities, loading facilities, crushers, etc., and particulate matter (dust or fly ash) from thermal dryers and air cleaning tables.

The estimation of local recoveries, such as the local recovered tonnage of ore and its corresponding grade at a given cutoff grade, is an important problem in a selective mining operation. Multigaussian kriging provides a simple solution to this specific problem. The solution is also complete in the sense that local recoveries are estimated together with their estimation variances. It is thus possible to assess confidence limit intervals on the estimated recoveries. Multigaussian kriging has been applied to the Jerritt Canyon deposit in a most realistic situation. The various steps of the estimation procedure are presented in detail and the potential of the method is demonstrated in view of the results. The obtained results show that the estimated recoveries are in good agreement with the actual recoveries and the actual estimation errors are correctly predicted by the estimation variances. Multigaussian kriging thus appears as a useful and fully operationable tool for the mining industry.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. The use of sodium hydrosulfide (NaHS) in most of the operations in byproduct molybdenum flotation comes with safety concerns and, in some instances, a high reagent cost. Engineered solutions at the various operations where NaHS is used have immensely reduced the possibility of hydrogen sulfide (H2S) gas evolution. However, the threat of exposure remains, and this, coupled with the high dosages of NaHS consumed, supports the continued search for alternative depressants. This paper focuses on efforts to study the applicability of disodium carboxymethyl trithiocarbonate (DCMT), an organic depressant, as an alternative to NaHS. Bench-scale rougher flotation results for samples from the Sierrita copper–molybdenum (Cu–Mo) plant showed the best DCMT performance at 8 kg/t of DCMT, pH 10.5, 30 min of shear conditioning and 10 min of flotation conditioning. The Aminpro plant model simulation confirmed that 4 to 8 kg/t DCMT under certain shearing and conditioning times achieved superior or equivalent Mo–Cu separation efficiencies when compared\ to NaHS.

The original patent for the gyratory crusher was granted to Philetus W. Gates in 1881. This first crusher was used by the Buffalo Cement Co. At the time these early gyratory crushers were developed all mining and quarrying, either underground or open pit, was done by hand; tonnages generally were small and product specifications simple and liberal. Likewise plants were small and demands for small product sizes practically nonexistent. In addition to substantial amounts of hand labor, the available material handling equipment was small, simple, and not suited to handling large run of mine ore. Mine can, cable ways, or belt conveyon transporting crushed material to the mill had limited capacity per hour. At the turn of the century the largest Gates crusher, the No. 9, had a receiving opening of 21 x 48 in. with a three-arm spider and a 21 x 80-in. opening with a two-arm spider. The steam shovel began to change the entire picture of open pit quarrying. As a result of the use of steam shovels around 1910 crushers with 48-in. receiving openings were built; thus it can be seen that the basic gyratory crusher was developed prior to World War I. The improvement of the internal combustion engine and the use of pneumatic tires created a new set of operating conditions. Early mines were small, using shrinkage stoping and small mine can. The capacity of material handling was small, limiting the size of the largest piece and the feed rate. Improved material handling resulted in more and more large open pit mines with large shovels and a tremendous increase in the size of off road or mine haul trucks or rail can. Primary gyratory crushers also increased with receiving openings as large as 60 in. and connected hp of 1,000.

The adsorption behavior of silver in ammoniacal solutions on activated carbon was studied. In addition to the concentration of ammonia, the parameters that affect adsorption include temperature, degree of agitation and anion and cation concentrations. In the study, it was found that the adsorption of silver from ammoniacal solutions is dependent on the initial silver concentration in the solution. It was also found that the recovery of silver from ammoniacal solutions is not as effective us gold. The adsorption rate was relatively slow overall, despite a rapid initial adsorption. The apparent activation energy ,for the adsorption was measured at 30.2 kJ/mol. It was believed that the kinetics of the silver adsorption on activated carbon was limited by a mixed control mechanism.

Environmental degradation due to abandoned quarries is an international problem, more intense when these sites are found in urban or suburban zones, in environmentally sensitive areas or are visible from sites of special interest. Rehabilitation solutions applied worldwide, range from simple relief restoration and planting to more sophisticated site exploitation in order to serve specific social needs. The elaboration of rational rehabilitation plans for every site presupposes deep knowledge and comparative evaluation of all the parameters of the problem. In this paper, a methodological approach of rehabilitation solutions for abandoned quarry sites is elaborated, based on domestic and international experience and practice. Solutions are grouped in eight main categories. In every category the framework of prerequisites and confinements (environmental, technical, social, economic, legal) for their application in Greek quarry site is investigated. A comparative assessment of alternative restoration solutions is introduced, using tools supplied by environmental economics, cost-benefit analysis, G.I.S. and multi-criteria analysis and follows in two stages: 1) Establishment of a set of criteria aiming at a priority list for a number of quarry sites located in a geographical or administrative district. 2) Assessment of alternative solutions for every single quarry from the previous priority list for the selection of the most adequate using technical, economical, social and environmental criteria.

Particle shape and size distributions are among the most important parameters that affect the filtration efficiency of phosphogypsum in wet- process phosphoric acid production. Cost-effective enhancement in filtration rate is desired by phosphoric acid producers for higher plant capacity and lower operating costs. In this regard, numerous research efforts have been carried out in different laboratories as well as in pilot and plant testing. Nevertheless, changes in phosphogypsum crystal shape and size distribution deserve special attention. In this study, the results obtained in the presence of Crysmod and Hiflo-S5 surfactants are discussed. The influence of such additives on crystal morphology and size distribution are studied under different sulfate contents (supersaturation). The obtained data are correlated with process efficiency parameters such as filtration rate, digestion of rock, and recovery of phosphate values. Up to 60% increase in filtration rate is obtained. In addition, an increase in digestion efficiency and P205 recovery is achieved due to addition of surface active agents. The observed beneficial effects are explained in the light of the changes induced in crystal habit, size, and size distribution.

In addition to capital and operating costs, the accurate estimation of ore reserves is a key component to the successful outcome of any feasibility study. In recent years, there have been many project failures caused by the improper estimation of ore reserves. The accurate estimation of an ore reserve relies heavily on an understanding of the geology and the underlying assumptions unique to the estimation techniques being used. These assumptions are reviewed, and the shortcomings of the estimation techniques and their possible impact on a given project's economics are discussed. The latest developments in geostatistics in overcoming existing reserve-estimation problems are presented.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. "Why geophysics? We will have to drill anyway." Reliance on geophysical methods for detailed target appraisals will increase as direct surface evidence becomes more subtle. This will create a need for more effective and efficient geo- physical programs. Numerous computer-based techniques that deal with a broad range of geophysical problems are described in the literature. The purpose of this chapter is to provide a framework for the systematic application of these techniques to effect an overall optimization of the geophysical appraisal. The concepts described are not technique specific, but should serve as a guide for increasing the effectiveness and efficiency of any geophysical program. Fig. 1 shows a generalized flow chart of the major aspects of the program described. The three main subdivisions of a 'geophysical program are discussed: (1) survey design, (2) data processing, and (3) data interpretation. Detailed flow charts, outlining the goals, the requirements for meeting the goals, and the steps followed within each subdivision are presented at the beginning of each section. The objectives and type problems of each subdivision are defined, followed by a description of applicable computer methods. . References are cited that give a general cross section of computer techniques available in the literature, and examples are given in each subdivision to demonstrate basic concepts and the use. of computers in solving the type problems.

Allis Mineral Systems' Grate- Kiln system can economically convert low-grade iron ore into high- grade iron-ore pellets suitable as feed material for blast furnaces for making steel. These pellets can also be fed to a direct reduction process for making sponge iron. The Grate- Car system combines the company's [ ] Grate-Kiln system for iron-ore pelletizing and Accar system for iron- ore reduction. The Grate-Car system consists of a traveling grate, a ported rotary kiln and a rotary cooler that are coupled in series. This system eliminates the pelletizing plant's rotary kiln and annular cooler. It reduces the need for some auxiliary equipment. This results in lower capital cost and lower energy consumption. The traveling grate provides that static bed handling necessary for heat hardening pellets before their discharge into the kiln. The ported kiln provides the reducing atmosphere with a more precise means of controlling the kiln axial temperature profile than conventional rotary kilns.

The seismic vulnerability of the existing outlet tower at Lake Mathews reservoir, located in Riverside County, California, necessitated the design of a new outlet facility to assure serviceability of the facility following a major earthquake. The components of the proposed facility include: a new outlet tower; a shaft; a new outlet tunnel; an approach channel that will be excavated underwater; and two short tunnels that will connect the new outlet tunnel to the existing outlet tunnel via the shaft. As the new facilities will be constructed while the reservoir is in operation, a cofferdam will be constructed around the site of the new outlet tower. The design for the underground facilities used a combination of empirical methods; limit equilibrium analyses, including displacement-based pseudo-static analyses for dynamic loading conditions; and numerical analyses. This paper outlines the design methodology used to develop an innovative design for the facilities which can be constructed within the time frame required by the operational schedule of the reservoir and existing outlet facility.

Numerous articles have been written about the coal mine ; he has been compared with brave men who have gone out to conquer some unknown hazard throughout the ages. Now, however, modern mining is no longer something to be avoided, but a vocation that anyone can be proud of, with remuneration equal to or above that of almost any industry. A concerted effort is being made each day by both the operators of most mines as well as the state and federal inspectors to see that coal mines are as safe or safer than work places in any other industry. How- ever, it is true that mine fires and explosions have occurred in the mining industry since its inception. One of the earliest accurate references to such an occurrence is found in the transactions of the Royal Society of London. In the Colliery Managers' Handbook, 1898, Caleb Pamely writes of an explosion that occurred at Fatfield, England in August 1708, resulting in the deaths of 69 persons. He states: "Three of them, viz, two men and a woman, were blown quite up from the bottom of the shaft, fifty-seven fathoms deep, into the air, to a considerable distance from the mouth of the pit." It is interesting to note that women were employed as miners in England during that period. In the United States, the first record of coal mined was in 1702 by the Jamestown colonists. In 1786, about 20 years after Pittsburgh, PA was first settled, a charter was granted by William Penn to mine coal on the banks of the Monongahela River. Then in 1803, the first important coal company, the Lehigh Coal Co., was established. From this beginning, the mining industry continued to grow in importance and the first state mining law was formulated in 1870. The Pennsylvania state mining law was followed in 1873 by Ohio's, and in 1876 by Maryland's. A mine explosion at Avondale, PA in 1869 stimulated state legislatures to formulate these early laws. In 1907 near the town of Fairmont, WV, there were, within three days, two explosions resulting in a total of 597 deaths. Because of this, the federal government took action and by 1910, the US Bureau of Mines had been established. This was perhaps the most significant change in health and safety for miners during the first half of the 20th century as the USBM concentrated its entire efforts in the study, research, and testing of methods totally directed towards improvement of the health and safety of the miner. After a mine disaster in Illinois, a federal law was passed in 1940 calling for federal coal mine inspectors. Then in 1969, Congress enacted the Federal Coal Mine Health and Safety Act following a mine explosion near Farmington, WV. In 1977, the law was revised and included noncoal mining operations.

The City of Los Angeles capital improvement program includes the construction of a new 35-km interceptor sewer. This sewer will be built as a deep tunnel with finished diameters ranging from 2- to- 4 meters. The project will be constructed concurrently in two phases; an 18-km East-West and a 17-km North-South segment. The new sewer provides additional conveyance capacity for an existing deteriorating sewer that is scheduled for rehabilitation. Large sewage spills during the El Niño storms of 1998 resulted in a Cease and Desist Order that established an aggressive schedule for the completion of the project.

JAMES DONALD FORRESTER 32.1-EXAMINATIONS The field examination of a mineral deposit or mining enterprise requires a comprehensive effort to determine all natural and man-made factors bearing upon the problem to be resolved by the investigation. Therefore, the purpose to be served by an examination must be fully understood before the engineer assumes responsibility, and before actual field work starts. A clear understanding facilitates planning the approach to the project for maximum efficiency and thorough acquisition of information. It follows, of course, that the engineer has the necessary knowledge and experience to discharge satisfactorily the professional obligations attending the project. Some studies are in herently more complex than others, and the requirements of the problem are not always the same. Some examinations require the detailed investigation of large operating or nonoperating mines or, possibly, of mining districts; others involve more or less reconnaissance studies; and still others rela¬tively small undeveloped mineral occurrences. Likewise, the primary objective of some analyses may be the evaluation of a mineral deposit or a mining property, whereas in other projects the major objective may be guiding mining or drilling work in the discovery of new or hidden ore bodies and mineral-bearing structures. Thus, the possible range of any given examination may extend in varying degree through one, or more, of the following types of procedures: 32.1.1--GEOGRAPHIC ENVIRONMENT Studies of geographic environment should be made to ascertain the general physical situation in the area under consideration and to identify those correlative factors hearing on the, findings resulting from the field examination. This commonly will include determinations of: A. Location of the field area with respect to the state and county in which it occurs and, if feasible, a record of the township, range and section with reference to the principal meridian, and base line (or lines) that apply. For examinations in foreign countries, or in regions outside the continental United States, it is desirable that the field locality, in each instance, be identified with reference to the boundaries of some form of political entity essentially comparable in character to the divisions used in the United States. B. Distances from existing communities and related service centers, via: 1. Roads, both improved and unimproved. 2. Railroads. 3. Navigable waterways. 4. Airports. C. Topographic relief as it will influence the selection of 1. Pit site or positions of underground mine portals or shaft sites, including dump areas. 2. Mill site, including tailings disposal area.

Calcine is transported from the Reduction Plant at 850°C in insulated hopper cars and charged into three rectangular electric melting furnaces each equipped with three - 18.5 MVA transformers. The electrical energy is applied through six in line prebaked carbon electrodes, and slag and metal are tapped at opposite ends of the furnaces on an intermittent basis. The slag, 5000 tonnes per day, is disposed of by a pot train directly to the dump. The ferronickel, 250 tonnes per day, is tapped into 40 tonne capacity ladles in which it is refined in two ASEA-SKF ladle furnace stations. Casting is done over lip at 1520°C in a pig casting machine with stepless speed control at up to 55 tonnes per hour. The ingots are stacked into self palletizing bundles weighing about 1500 kilograms and are strapped and tagged and transported to the seaport, from which the final shipment is made to the world market. The paper describes constructional details and gives information of both normal operation and start-up and shut-down procedures. Consumption figures for refractory, electrodes, electric energy and refining additions are given and metal chemistry is given before and after refining.

Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.
