The design of an ore-processing plant requires a high degree of cooperation among the geological, mining and metallurgical engineers. The purposes of this section are to provide mill design information most commonly needed by the mine planners and management, and to summarize the kinds of information that must be supplied to the mill designer to enable him to provide a suitable plant. 28.1-BASIS OF DESIGN NORMAN WEISS 28.1.1-SIZE OF PROJECT The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect, a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd without major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding and processing. Hours per shift also are an important factor in design, particularly in the case of ore delivery, and the percentage lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into account. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure. but rather as an average over a calculable period, such as 10 yr, or as a specific daily capacity over the first 2 yr, next 4 yr, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 mi southwest of Tucson, Ariz., described by Weiss and Vincent.' where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. 28.1.2-EXPECTED LIFE The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis which, in turn, is based on many factors.' From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, and many others. Costly installations that may be excellent investments for a 20-yr project may be wasteful for a 5-yr operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grinding-the former may be found more economical for a 5-yr operation, and the other, more costly, method more economical for a 15 to 20-vi- life.

"The mining industry has made great strides in making mining safer and reducing the occurrence of mine disasters. Nevertheless, sometimes miners encounter smoke while trying to escape from a mine. Underground miners use different visual cues to help them escape from a smoke-filled environment. Foremost, miners look for primary and secondary escapeways that are typically indicated with reflective markers of various colors, with at least 11 colors available from manufacturers. Federal regulations require that escapeways be marked, but they do not specify the colors to be used. Thus, no standard color code exists and some colors can be more difficult to see in a smoke-filled mine.Researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) tackled this problem by taking a human-centered approach to provide miners with better visual information that would improve their ability to see escapeway markers in smoke, thus enhancing their ability to self-escape. What marker colors does your mine use?Does your mine use blue retro-reflective markers to indicate primary or secondary escapeways? Is your mine ready to purchase new or replacement retro-reflective markers? Color is important and blue had the poorest visibility as determined by OMSHR’s recent research investigating the visibility of markers in smoke. OMSHR researchers are not alone in their interest to improve a miner’s ability to escape - specifically when their efforts are hampered by smoke. For instance, there is a LinkedIn Mining Safety subgroup called "Standardized Color Code for Escape Ways and Returns in Underground Mines," and a recent National Academy of Sciences report recommended the development of humancentered technologies to enhance self-escape from underground mines. The mining industry has a common goal of helping improve miner safety, especially when it can be done by way of a simple and relatively low-cost solution of using escapeway colors that are more visible."

After location and verification of exploitable mineral resources, mineral development re- quires capital goods, labor, and energy to extract the deposit. In addition, a growing social awareness of the need for a healthy environment re- quires inclusion of environmental burdens to the total costs incurred. This is because mineral development is detrimental to the environment in a number of ways. All mining .operations involve the separation of valuable minerals from the surrounding waste rock, which in turn re- quires permanent disposal of unwanted or un- used materials. Mine overburden, wastes, and tailings are often transferred to peripheral areas where they remain as unsightly features in the natural landscape. Some mine spoils contain harmful or contaminating substances as heavy metal salts or acid forming materials which subsequently are released to the environment. Many types of mining operations handle significant quantities of water during extraction or beneficiation processes. When discharged, the quality of such water often is unsuitable for residential, agricultural, or recreational use. Since mining activity disturbs the natural vegetation in the project area, water may be allowed to transport soil materials into streams, causing erosion and siltation. In particular, surface mining operations disturb the top layers of soils, resulting in losses of productivity for long periods of time. Excavation, transportation, and further processing of large volumes of both ores and waste materials generate substantial quantities of particulate and gaseous emissions, some of which contain metal dusts or compounds of sulfur. Such fugitive and point source emissions can be transported beyond the confines of mineral operations to cause annoyance and damage at more distant locations. Environmental degredation or pollution can be viewed as the alteration of the environment by man through the introduction of materials which represent potential or real hazards to hu- man health, disruption to living resources and ecological systems, impairment to structures or amenity, or interference with socially desired uses of the environment. The significance of environmental degradation is reflected in its effects on a range of receptors, including humans as well as the resources and ecological systems upon which we depend. Pollution also is judged in the social context of damage to environmental structures and amenities. The demand for restoration and maintenance of environmental quality presents the mineral industry with a challenge to successfully man- age discharges and returns to the environment in order to avoid undesirable and harmful consequences. Breakthroughs in software technology and in computer hardware capabilities have opened new opportunities to develop more accurate process simulators and to reduce the operating time to reasonable levels. As a result, there are several new simulation packages being commercialized for modeling coal preparation plants and pulverized coal-fired power plants, and the users of these packages are reporting significant improvements in process efficiency and operating costs by implementing the simulators' results. This paper provides an overview of some of the models currently in use at CQ Inc., including the ASPEN PLUS"" Coal Cleaning Simulator, the Ultramax® process optimization software package, and EPRI's Coal Quality Impact Model?. Case histories of specific applications are also presented.

Numerous researchers worldwide have investigated the prediction of ground movements due to underground coal mining utilizing different analytical, empirical, and numerical models. These studies have primarily focused on the development of prediction methodologies for either flat or gently dipping seams under variable topography, and only a few studies are available that have investigated the prediction of ground movements over inclined seams. Although most inclined coal seams are in China, India, and other countries worldwide, a few inclined coal seams (with a dip of 10 degrees or greater) are also present in the US. Currently, the prediction of ground movements for inclined coal seams using empirical methods utilizes the same methodology for horizontal seams. It consists of dividing the inclined seam into horizontal segments, calculating deformations due to each segment, and superimposing the calculation results. This paper presents a new tool that provides a methodology for modeling subsidence under inclined seam conditions. Examples based on subsidence measurements available in the literature are presented. The goal is to implement this methodology into the Surface Deformation Prediction System (SDPS).

A recent Nevada Gold Mines research program focused on the pressure oxidation (POx) pretreatment of a Carlin-type double refractory ore from the Turquoise Ridge Mine. The research team found that both arsenian pyrite and carbonaceous matter were highly oxidized within an hour at 300 °C using a bench-top autoclave reactor and that the gold recovery from the residues after cyanide/carbon-in-leach (CIL) approached the technical limit set by the amount of gold encapsulated by silicate minerals. Although the 60-min pretreatment at 300 °C yields robust performance when treating a whole ore, copper additives can catalyze the oxidation rate of carbonaceous matter and reduce the residence time needed at elevated temperatures. Certain gangue minerals are susceptible to dissolution in acidic solutions at 300 °C, and this may cause poor gold recovery. This recovery challenge is mitigated by keeping free acid in the discharge solution below a key threshold.

Evver since it first displayed an autonomous mining truck at the 1996 MinExpo show in Las Vegas, NV, Caterpillar has been building the blocks to a fully autonomous mine. In May, the company unveiled another block in that progression, the new Cat MineStar System that it says is ?the industry?s broadest, most comprehensively integrated miner operations and mobile equipment management system.? The full system is comprised of five capability sets ? Fleet, Terrain, Detect, Health and Command ? to help operators define the size and scope of their management system based on the needs of their mining operations. Michael Murphy, technology and autonomy manager for Cat Global Mining, explained that the customers were not ready for an autonomous mining truck in 1996, but that many customers wanted the building blocks to eventually get to autonomous mining. After 15 years of work, Murphy said the building blocks have come together in the form of the Cat MineStar System.

The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

INTRODUCTION This chapter will discuss, both from fundamental and practical points of view, the flotation of non-sulfide min- eral s. The flotation characteristics of silicates, salt-type minerals, oxides and coal will be reviewed. Dup- lication of the thorough and excellent presentations by many authors is not intended and a comprehensive list of references is included. GENERAL PRINCIPLES Collectors for Non-Sulfide Minerals : All minerals, with only a few exceptions are readily wetted by water, that is, they are said to be hydrophilic. The purpose of a collector is to coat the mineral surface and render it hydrophobic, preferring an environment of air over an environment of water. Relative to sulphide minerals, the non- sulfides are more naturally hydrophilic and therefore, require a collector with a greater chain length. This is accomplished by using a collector which has a proportionally longer hydrocarbon chain. Both anionic and cationic flotation collectors are used in non- sulfide flotation. Anionic Collectors. These are collectors which ionize in solution to give a negatively charged radical. They have the general structure R-A, where R is a hydrocarbon having 8 or more carbon atoms and A is a hydrogen or an alkali metal. The most common collectors in this group are fatty acids which could have saturated or unsaturated hydrocarbon chains. Such chains may be straight or branched. The configuration of the chains affects their solubility in water and their adsorption characteristics. In general, as the chain length increases the adsorption and the collecting power increases. However, it should be noted that the solubility decreases. The solubility of unsaturated chains is greater than that of saturated fatty acids because double or triple bonds are polar and thus attract water molecules. Solubility data for collector metal salts, even though important for a proper understanding of flotation are not available for all collector systems. Solubilities and structures of different fatty acids are reported by Fuerstenau (1982). Values for the solubility products of fatty acid salts selected from a paper by Du Rietz (1958) are given in Table 1.

"THAT WHICH WE CANNOT SEE" INTRODUCTION Often it has been stated that the greatest of all fears is fear itself - fear created only by that which we cannot see or by that which we fail to understand. The elimination or minimization of fear can best be accomplished by a thorough understanding of the underlying causes of the fear. As related to the mining industry the omnipresent fear is the dread of acquiring cancer through accumulated exposure to "that which we cannot see" - radioactivity. The understanding of the resulting exposure effects can best be obtained through acquisition of authentic data and the subsequent analysis of the same by a group of highly qualified specialists. I may point out that the nuclear industry and its source, uranium mining, greatly surpass any other industries in the degree of public awareness as to its potential environmental effects. Public out-cry has always influenced major decisions relating to how industries conduct their operations and much of their effort has resulted in many changes. The issues of health and safety in the mining industry have created considerable public concern, but intense concern to those of us directly involved within the industry. Increasing concern regarding the effect of human activity on the quality of the outer environment of air, land, and water has developed within the past two decades. There is now a growing concern about the health and safety of persons at work in their inner environment, of their working-places in industry. Hearings and investigations conducted in Canada by three appointed "Royal Commissions" have all confirmed that this concern is well justified when focused on the health and safety of workers in our mines. REGULATORY CONTROL OF URANIUM MINING OPERATIONS In Canada, the ownership of mineral resources and the control of their extraction, except for uranium, is vested under the "British North America Act" in the provinces. In all provinces the statutory basis for health and safety provisions in the mining industry can be found in the provincial "Mining Acts" with each province assuming the responsibility to produce its own "Mining Act". In particular, all of the Mining Acts in Canada place upon the management of a mine the responsibility to ensure that provincial provisions are met. The overburden responses in gently inclined orebody mining are different from those in horizontal orebody affected by the orebody dip angle. In particular, the mining-induced stress presents asymmetrical distribution characteristics spatially, resulting in stress concentration and large-scale pressure relief phenomenon in the surrounding rock. As a result, frequent ground pressure disasters such as roof collapse and barrier splitting occur frequently. Moreover, the ground pressure evolution law and the interaction between stopes in multistope mining are complex. The effective ground pressure control measures cannot be taken due to unclear understanding of the evolution of stress and displacement fields, justifying the investigation of the distribution and evolution of underground pressure for safe and efficient mining.

Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

Samarium (Sm), one of the rare earth elements (REEs), and cobalt (Co) are used in the production of SmCo permanent magnets, which have excellent temperature stability, corrosion resistance and oxidation resistance. Of the two types of SmCo magnets, one contains a high amount of iron, approximately 15.2 percent. This paper focuses on the recycling of iron (Fe)-bearing SmCo. In this study, an oxidative leaching process with nitric acid was developed to eliminate iron through in situ hydrolysis and to dissolve REEs and Co. The influence of experimental conditions on the formation of an amorphous iron compound through the hydrolysis of Fe3+ in a nitric acid environment was thoroughly examined based on a Taguchi orthogonal array. The optimal parameters for oxidative leaching were determined to be an acid concentration of 3 mol/L, a solid-to-liquid ratio of 1/10, and a process temperature of 60 °C.

Despite the apparently unflattering term filler, this group of industrial materials has become an essential component of many industrial products with varying degrees of sophistication. Mineral fillers are, by definition, inert materials included in a composition for some useful purpose. Included in this broad category are asbestos, barite, bentonite, natural calcium carbonates (limestone), clays, diatomite, feldspar, micas, silica, talc, and other industrial minerals. Also included in this category are synthetic mineral- derived materials such as aluminum hydrate, precipitated calcium carbonate, and pyrogenic and precipitated silicas and silicates. Mineral fillers are included in compounds to accomplish a variety of final results. Inclusion of fillers modifies physical characteristics such as hardness, brittleness, impact strength, compressive strength, surface texture, fire resistance, softening point, and electrical conductivity. Depending upon the performance characteristics of the particular filler used and the quantity of the usage (i.e., percentage added), these materials can enhance the physical and optical properties, price-performance, and appearance of the finished products. These enhancements in properties of the finished compounds are the result of properties of the fillers including chemical activity, purity, hardness, particle size, particle shape, particle size distribution, surface structure, color, density, and refractive index. This chapter will review the general usage of fillers, the rationale for their use, trends, and economic factors influencing those trends. Major using industries will be examined in detail with extensive discussion of major fillers used in those industries. The reader is referred to the appropriate commodity chapter for specific information on deposits and processing for industrial minerals. All of these same filler materials have additional significant uses based on their chemical composition or other characteristics. Cross-references for these will be found in other use chapters and summarized in commodity chapters. The chart in Table 1, updated from the 5th edition of Industrial Minerals and Rocks, illustrates the major mineral fillers (both natural and synthetic) and their more important end uses.

While the mood at the 2013 annual joint meeting between the Pittsburgh Coal Mining Institute of America (127th Annual Meeting) and SME Pittsburgh Section (68th Annual Off-the-Record Meeting) in Canonsburg, PA was subdued following a rocky year in the coal industry, attendance was down only slightly, to 300, and overall, the meeting?s focus was optimistic about the future of coal. The conference began by addressing one of the central challenges of coal mining head-on with a keynote address on the status of safety in the mining industry. Noting that two more U.S. miners had died in 2013 than by the same date in 2012, the National Mining Association?s (NMA) Senior Vice President of Regulatory Affairs Bruce Watzman made a plea for a new approach to safety. He described the NMA CORESafety initiative, a program that promotes proactive safety measures versus a compliance-driven model. CORESafety, described in more detail on pp. 29 of this issue, focuses on developing successful ways to change company cultures of safety and behavior. Other industries that have adopted this approach have seen dramatic drops in fatalities, including the Australian mining industry, which has seen its annual fatality rate drop to nearly zero even while the number of people employed in the industry has soared. The rest of the morning?s sessions explored what is arguably the industry?s biggest challenge right now ? maintaining the social license to operate.

"Ed Rapp is among those who believe in the saying that necessity is the mother of all invention. Rapp is the president of Caterpillar’s mining group. As such, he is tasked with leading the world’s largest mining equipment maker, and its customers, through this time of lower commodity prices, while also positioning his company to be prepared for better days that lie ahead.The decade-long mining boom fueled by growth in emerging markets and demand for commodities that led to record prices for some metals paused in 2008 with the global financial crisis. However, according to Rapp, thanks to stimulus packages around the world, and in particular the stimulus from China that was focused on infrastructure, the mining sector recovered fairly quickly, and from 2010 to 2012, mining was strong.And then the stimulus stopped. Credit dried up and global growth began to slow down and, in the three years since, commodity prices have declined by an average of 60 percent. Caterpillar expanded during the boom, acquiring Bucyrus, and investing billions into the mining sector. It has felt the pinch of the slowdown as much as any mining company in the world. These pages, and those of other mining publications as well as mainstream media, have been filled with stories of doom and gloom about the industry. But Rapp, while acknowledging that the difficult times have been painful, also said Caterpillar sees opportunity in the slow down and reaffirmed his company’s commitment to the mining industry as absolute."

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America&apos;s most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state&apos;s economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields&apos; Nixon Fork gold mine. Kennecott&apos;s Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska&apos;s interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska&apos;s miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska&apos;s economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog&apos;s cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator&apos;s point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. &apos;The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

This research is the result of a geotechnical study carried out in a natural slope in an Open Pit mine in Southern Peru, highlighting earthquakes as an important cause of instability within the case study presented. This leads to analyze the stability of a slope, according to the safety factor and thus consider a future construction in its environment according to the identified requirements. There are known disasters at national and international level that involve human lives because of the lack of analysis of slope stability conditions, which based on the results will allow to control and to take adequate corrective measures. These mass movements are classified whether they are soils or rocks, considering the mechanism and type of rupture, as well as the presence of water, the speed and magnitude of the movement. The movement problems are due to factors of inherent nature and constitute a reason to perform a calculation study to analyze and estimate the safety factor of each of the evaluated cases
