This presentation will compare actual work site results for the loading and transport of shot rock for two major tunneling projects in North America. "SCARMAR" (the Canadian subsidiary of S & M Construction) is operating a rail bound Hagglund continuous gathering arm loader in combination with a Hagglund nine car shuttletrain system at the West End of Table Mountain on the B.C. Railway project near Tumbler Ridge, Canada. Al Johnson Construction is operating a Hagglund rubber tired continuous gathering arm loader in combination with haul trucks at the Rocky Mountain Pump Storage Project near Rome, GA. This paper will compare: 1) tunnel and ground conditions, 2) the total work cycle as it relates to mucking and haulage 3) efficiencies and related problems with the two systems 4) mucking and haulage rates 5) operating costs, and 6) recommendations for future large tunnel excavations. History of Underground Coal Mining in Illinois The production of coal in Illinois using underground mining methods, commenced early in the 1800's; however, the first shaft entrance was not sunk until 1842. The shafts range in depth from 16 feet (4.9 m) in Peoria County to 1,001 feet (306 m) in Christian County. The earlier mines were smell, private operations that worked outcrops and shallow seams at less than 100 feet (30.5 m) in depth. By 1975, there were reported 4,076 abandoned underground coal mines in 70 Illinois counties (Nawrot, 1977). There were many more mines; however, only 4,076 underground mines have been documented. Small mining operations characterize the majority of the underground mines. There have been no significant multiple seam operations in Illinois. The most extensively mined seams were the number two, five, and six seams. Number two seam was worked in the early 1900's by 252 mines in the longwall mining region of northern Illinois (Nawrot, 1977). Available records for 2,054 abandoned mines identify 1,043 as shaft nines, 700 as slope mines, and 311 as drift mines. Some operators began reporting annually to the State Department of Labor in 1879 and by 1882 all mine operators were reporting. Annual reporting still continues to date. The information is compiled by the State Department of Panes and Minerals in their "Annual Coal Report." By the end of 1974 there were 800,000 acres (323,756 hectares) of abandoned underground coal mine workings (Smith-Stall, 1975)2 Copies of abandoned underground coal mine maps may be inspected by interested parties in the State Department of fines and Minerals office in Springfield, Illinois, or at the office of any county recorder for mines within their county. Copies of active underground coal mine maps may be inspected at a State mine rescue station near the mine site or at the county recorder's in the county in which the mine is located. Copies of active underground coal nine naps shall be open to the examination of all interested persons, but such examination shall be made only in the presence of the State mane inspector or the recorder. At the present time, the Department of Mines and Minerals has 1,746 maps of abandoned underground coal mines in its possession. These maps cover the majority of

Laboratory testing by the Federal Bureau of Mines has shown that the removal of insoluble slimes using selective flocculation and flotation is a viable method for treating low-grade potash ores which have a high content of water-insoluble impurities. Results indicated that up to 85 percent of the insoluble slimes could be removed from sylvinite ore containing 5 percent water insolubles and 13 percent K20 using nonionic or cationic polyacrylamide flocculants and cationic, anionic, and/or nonionic collectors. Subsequent potash flotation recovered up to 88 percent of the potash in rougher concentrates containing 47 to 57 percent K20. Sizing and cleaner flotation of the rougher concentrates upgraded the products to 60 percent K20. Filtration of the insoluble slimes flotation concentrates recovered 87 to 0 percent of the brine. Flotation concentrate filtration rates were 7 times faster than the filtration rates of mechanically deslimed products.

This paper summarizes the process development behind the design of three different types of paste fill plants at operating Canadian hard rock mines. Each application has a unique paste backfill mix and process which utilizes the materials economically available to the mine site. The different plants produce paste fill composed of base metal tailings, a blend of recovered disposal pond tailings fines and alluvial sand, gold ore tailings, and a blend of gold ore tailings and alluvial sand. This work has led to the joint development by Inco and GL&V Ontario of the compaction storage mechanism for the de-watering of mill tailings to a paste consistency.

Viscosities of Feo-SiO2 slags were calculated using the previously developed structural based model. An expression was derived using hole theory and the atomic pair model to relate the NO0 and temperature to the viscosity. The deduced equation n=4.9x10-9 T1/2 NO0 exp (E/RT) poise was successfully applied to predict the viscosity of FeO-SiO2 slags in the composition range of 0.1 < XSiO2 < 1 for several temperatures. The calculated data agrees well with the experimental viscosity data.

The Bureau of Mines conducts studies of the economic impacts of regulations on federal lands. These studies are part of the Bureau Potential Supply Analysis (PSA) program. To meet the needs of these studies, a methodology was developed to estimate operating and capital costs for a mineral deposit given its tonnage, grade, and depth. The format for the cost models in this study was developed at the Bureau&apos;s Western Field Operations Center (WFOC), Spokane, W. A., for studies of known and undiscovered resources on Federal lands. These cost models are described in a Bureau publication by Camm (1991).

M. Gershon The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize"or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

The refractory materials industry provides the largest commercial market for nonmetallurgical grade bauxite. Refractory grade bauxite is prepared from bauxites having low iron, titania, and alkali content by calcining at temperatures near 1,650° C. Although there are substantial bauxite reserves in the world, premium grade bauxite ores suitable for use in refractory applications are limited to only a few specific sources, primarily in Guyana and the People&apos;s Republic of China. Consumption of bauxite for refractory use is closely associated with the production and consumption of primary metals, in particular iron and steel. Barring major disruptions within the principal producer nations, sufficient supplies of refractory bauxite will be available to meet world demand well into the next century, and raw material costs will continue to determine the availability of markets for bauxite-based refractory products.

As in other mineral deposits, variation in bitumen saturation, thickness of ore and discard occurs throughout Alberta&apos;s Athabasca Oil Sands deposit. The economic stripping ratio developed here to determine surface mineable limits takes into account capital and operating costs, crude oil prices, quality of ore, thickness of overburden, and thickness of inter-ore waste. The surface mining systems employed to remove bituminous sands (oil sands) from huge mines at depths of 60-70m use gigantic draglines, bucket wheel excavators and reclaimers, and large mobile equipment.

A survey of the copper mining industry in Western United States revealed that uranium is almost universally present in the solutions resulting from leaching the waste ore dumps to recover copper. The U308 content ranges from about 2 to 15 ppm and a potential production of up to 1,000 tons of U3O8 per year is indicated. A six-week pilot plant test at the Bingham Canyon mine of Kennecott Copper Corporation showed that the uranium is readily recoverable by ion exchange techniques. The design of the new types of countercurrent ion exchange columns and operation of the pilot plant are described.

Brohm Mining Corporation, in conjunction with Geobiotics, Inc. has nearly completed a pilot heap biooxidation test on sulfidic ore from the Gilt Edge Mine near Rapid City, South Dakota. Some results from the pilot testing have shown the correlation between the extent of biooxidation and the increase in cyanide gold recovery seen in the laboratory. Bench scale testing showed approximately a 1: 1 correspondence between percent biooxidation and percentage increase in gold recovery. The economics of large scale biooxidation were also evaluated in terms of increased gold recovery versus the time and cost of biooxidation. In the pilot test, the rate of biooxidation became limited by the acid water neutralization system. Later in the test, measures were taken to overcome this problem. Results from bench scale column bioleach testing showed that the Gilt Edge sulfide ore is quite amenable to biooxidation with a substantial increase in gold recovery with just partial biooxidation. Direct cyanide gold recovery of 51 % on ore crushed to -3/8" was enhanced to 82-85% after oxidation of37% of the sulfide as measured by iron. Laboratory experiments also showed that the slow rate of biooxidation of this ore could be accelerated by removal of metal sulfate build up from the leach liquor. The combination of these normally non-toxic metals became inhibitory to biooxidation if not removed by the neutralization circuit.

Water has received little attention as a variable in flotation, even though it is a known fact that water hardness often has an adverse effect on purity and recovery, particularly on the flotation of non-metallic minerals. Because of this fact, process water used in some flotation plants is treated to reduce hardness to an acceptable level. In the laboratory, distilled water is usually used as the flotation medium in order to standardize conditions, whereas in flotation plants locally available water is used. At Rosiclare Works of Aluminum Company of America, Rosiclare, Illinois, where a vein-type of fluorspar deposit was being processed by flotation to make an acid-grade fluorspar concentrate until February of 1968 when the plant was closed, qualitative correlations had been observed between metallurgy and reagent consumption and the seasons of the year. The observed effects were thought to be due to seasonal variations in the quality of Ohio River water used as the flotation medium. Figure 1 shows the variations in total hardness and chloride contents of Ohio River water at Rosiclare for the period September 1964 through September 1967. During this period, the sulfate content varied from 85 to 245 ppm (as Na2SO4), the calcium from 90 to 160 ppm (as CaCO3) and the magnesium from 50 to 70 ppm (as CaCO3). The data in Figure 1 show that the total hardness and chloride contents are highest in the late summer and fall which are usually periods of low water and lowest in late winter and spring which are usually periods of high water.

At Getchell, Nevada a thousand tons per day mill for extracting gold from an ore containing orpiment and realgar was operated several years until early 1967. A cyanide process with a roaster was used in the processing of the ore. Mill wastes were contained in tailings ponds, in which the concentration of arsenic, currently, is one per cent or higher, Studies were conducted determining the effect of the tailing wastes on the Upper Sonoran vegetation of the area. Grid and line-intercept techniques were employed to obtain botanical informatics of the area surrounding the tailings ponds. Data of the per cent ground cover, species frequency, and plant vitality as a function of distance from the tailings ponds was collected. The data was compared to other botanical data collected from a control site outside the influence of the tailings ponds. In an attempt to isolate naturally occurring factors for varying plant communities from hose induced by factors derived from the close proximity of the tailings, soil cores were taken along the line-intercepts at intervals of 30 meters. The cores were analyzed for several compounds and elements needed for growth, or known to inhibit growth. Specific physical parameters of the soil samples were also taken. The paper describes the impact made by mill wastes containing large amounts of arsenic on the Upper Sonoran vegetation of the Getchell region. Described in detail are the techniques used to make the correlations between the plant communities and the influences of mill wastes.

Coal quality control in mining and mine planning has always been important and has become even more essential in recent years due to environmental considerations. The primary consumers of the sub-bituminous coals found in the Powder River Basin of Wyoming are electric utilities that require low sulfur coals to meet government air quality regulations. Electric generating plants are designed to burn coal of a specific quality, and the supplier of that coal must be able to guarantee shipments within specified quality tolerances. Over the past several years, Exxon Coal USA and, more recently, The Carter Mining Company, a division of Exxon Coal USA have established an evaluation and development program to accurately define the geology and quality of their coal properties. This requires an adequate drill hole density so that detailed correlations of the coal seam and the lithologic sub-units, of the coal seam can be made. These units must be recognizable in the core and also on geophysical logs.

In recent years a number of data processing and analytical techniques have proven to be useful to engineers and geologists in various segments of the mineral industries. Petroleum companies were among the first to utilize the computer to store well data files and to analyze that data for exploration purposes. A few years later, metal mining companies began to apply the same basic computer methods to problems in mineral exploration, ore reserve evaluation, and open pit mine planning. Because of the increasing complexity of planning for coal mines and land reclamation, a case study was undertaken to evaluate the usefulness of computer techniques to assist mining engineers and geologists in mapping coal deposits, evaluating coal reserves, strip mine planning and land management. The data used in the study was provided by the Illinois State Geologic Survey. This paper describes some of the results of that study. First, considerations for the development of a computer data base for coal deposits are presented. Next, a series of analytical techniques for processing the data is described. Finally, the case study is presented to illustrate how the coal data base and the analytical techniques could be used in actual practice.

Early mining at Manhattan demonstrated that blasthole assays alone were insufficient to control the disposition of material. A program was began using controlled blasting, intense sampling and panning of crushed samples, fire assay checks, and geologic inspections to sort material in the pits. Statistical data confirms that the method provides effective control at minimal cost. This cost is easily offset by additional tonnage found in areas considered to be waste.

It is a distinct privilege to have the opportunity of addressing this group today. Although I, myself, am not a mining engineer, I have always had profound admiration and respect for those of you who each day live and work according to the tenets of Murphy&apos;s Law. Murphy, as some of you may know, was an Irish philosopher whose sole contribution to his field was the observation, "In the mining industry, if anything can possibly go wrong, it will!" You have heard this afternoon a variety of papers, touching on or describing in some detail imminent problems which presently face the coal industry. Many of these problems show no signs of diminishing. Actually, there is good reason to believe that they will intensify as governing bodies pass additional enabling legislation and regulatory agencies adopt more stringent "Rules and Regulations". In many cases, these groups are seemingly oblivious or indifferent to either cost factors or technical problems involved in achieving the desired goals.

The CERAMEC pressure filter is used for the filtration of fine materials whose cake moisture cannot be achieved with vacuum. Development work has been carried out to achieve a well-controlled cake forming and cleaning of the filter media as well as an efficient solids discharge system. Operating costs are low due to low energy input and negligible consumption of pressurized air.

In addition to two and a half days of technical programming, the accompanying exhibit has attracted 116 exhibitors in 140 booths. And the conference will include short courses, a field trip and plenty of social activities that will give attendees the opportunity to catch up with each other.
