The utilization of computer based monitoring systems for fire detection in underground coal mines has grown significantly in the past seven years. In 1984, an annual MSHA survey identified a total of 38 systems being used in U.S. underground coal mines, while a 1990 survey indicated the number has risen to 112. The applications for mine monitoring have also changed according to the annual surveys. From April 24 to June 21, 1990, investigations were conducted by personnel of the Ventilation Division, Pittsburgh Health Technology Center, in cooperation with Coal Mine Safety and Health, concerning the installation and operation of Atmospheric Monitoring Systems in underground coal mines. These investigations were conducted to gather information concerning the ability of the AMS to detect fires and heatings, false and nuisance alarm frequencies, information related to system maintenance, and information related to employee training on system operations. This paper addresses current applications of the systems, fire and heating identification rates, application of systems in dieselized coal mines, system maintenance, and employee training requirements. While deficiencies were identified in some applications, results of the studies and survey indicate the use of atmospheric monitoring systems can be effective in identifying mine fires and heatings.

The Committee on Rapid Excavation of the National Research Council has recognized in its 1968 report the need for "improvement of rock-mechanics techniques for measuring subsurface stress field in deep boreholes and for determining stress distribution in walls of underground excavations". The technique recommended in this paper as being most suitable for both deep hole and tunnel wall stress determination is Hydraulic Fracturing. Using this method stresses are calculated directly from the fluid pressures necessary to initiate and extend a fracture away from a borehole. Stress determination by hydraulic fracturing is rather insensitive to inhomogeneity or anisotropy, is not limited in depth except by the length of the hole, requires simple equipment which is commercially available, and can be carried out by unskilled personnel. The method has been worked out theoretically and extensively tested and verified in the laboratory. A number of field tests in deep holes ranging from 300 to 6300 ft have yielded surprisingly good results. Preliminary underground tests have been very encouraging and most recent measurements in a tunnel complex at the Nevada Test Site yielded stresses that were both consistent and reasonable when compared with the expected directionsand magnitudes. It is recommended that hydraulic fracturing be considered as a method of in-situ stress measurement both in the pre-excavation stage of design and during tunneling.

The mine ventilation system of the Henderson Mine provides a case study of designing and maintaining high-quality respirable air in a large underground mine with over 200 units of diesel-powered equipment. This system was designed with concern for minimizing exposure to personnel of siliceous dust, diesel exhaust, smoke, and potential fire hazards while optimizing general environmental air quality throughout the multilevel/multiheading operation. As a relatively new operation, the Henderson Mine incorporates a modern ventilating plant and mine de- sign as well as state-of-the-art technology where appropriate. Two main ventilation shafts approximately 2,300 ft (701 m) in depth (one intake, one exhaust) will handle 1.8 million cfm (850 m3/s) of air circulated throughout 60 miles (97 km) of drifting, providing the ventilation requirements for more than 25,000 diesel horsepower (18,642 kw) underground.

To provide basic information on the processes occurring during in situ leaching, the US Bureau of Mines developed a geologic characterization research program. This includes laboratory experiments wing leaching apparatus that can accommodate whole core samples. Whole core experiments result in a higher proportion of ore mineral contact by the leach solution than packed column experiments. They also allow for the assessment of permeability changes taking place as the result of mineral dissolution, precipitation, and clay swelling within the flow channels of the rock. The leaching apparatus developed can be wed for either constant-pressure or constant- flow rate experiments and allows for the control of flow rate, pressure, and temperature during the experiments. Details of the experimental apparatus are presented, as well as preliminary results from the first series of experiments on an oxide copper ore from the Casa Grade, AZ area.

INTRODUCTION The air flow in the mine ventilation network can be categorized in three ways: natural splitting, controlled splitting, and semi-controlled splitting. In natural splitting, the air flow in branches of a ventilation network apportions itself according to the aerodynamic resistance of the branches. In controlled splitting, a prescribed quantity of air is circulated through each branch. In semi-controlled splitting, flow in some branches is fixed to a desired quantity while in other branches it is split naturally. In practice, the mine ventilation networks present the latter two situations. Usually, the resistance of each branch in the network is known and the quantity of air in the working place is predetermined by safety considerations. If the number of branches whose airflow quantities are known is equal to or larger than the number of the fundamental meshes in the network, then the network becomes a controlled splitting network (Wang, 1982 a). Otherwise, it is a semi-controlled splitting network. If no booster fans are used in the network, the problem can be solved as either controlled or semi-controlled splitting networks in order to determine the main fan pressure and regulator size and location. All techniques are based on Kirchoff's flow and energy conservation laws and Atkinson's Equation. Booster fans can be used in controlled and semi-controlled splitting networks. It has been proven both theoretically and practically that using booster fans in these ventilation systems can improve flow distribution and reduce consumption of power (McPherson et al., 1985). The current techniques used in determination of booster fan location and size include simulation, linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing. These techniques can be classified into two groups. The first group, including linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing techniques, deals with controlled flow networks. The second, simulation, can be applied to the handling of semi-controlled flow networks. Mathematically, the problem of controlled splitting networks can be solved more easily than that of semi-controlled splitting networks. This is because the controlled flow network can be formulated as a linear programming problem, for the solution of which there are several sophisticated algorithms. Moreover, the semi-controlled flow network is usually modeled through nonlinear programming, for which there are no universally applicable solutions. The procedure described by Wu and Topuz, 1986, can be used to convert a semi-controlled network to a controlled flow network, and the problem can then be easily solved by the techniques used for solution of a controlled flow network problem. In practice, a mine ventilation network may change from controlled splitting to semicontrolled splitting with advancement of mining. This dynamic nature of mine ventilation makes the problem more complicated and necessitates development of new solution procedures which will consider the overall economics of the system. CONTROLLED SPLITTING NETWORK The problem in controlled splitting networks with booster fans is to determine the operational characteristic of the main fans, and the location and size of booster fans and regulators. The objective is to satisfy the air flow rate requirement for each branch while minimizing consumption of energy. The techniques used for the controlled splitting network problem include linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing. In this paper the effect of the ratio of grinding and grindable size classes (ore lumps, particles and grains) and the guantity of intermediate size classes in the feed of the primary wet autogenous grinding "Cascade" mill is studied and the features of the influence of these factors on the mill capacity are shown. On the basis of the experimental data from Lebedinsky mineral processing plant, where magnetite guartzites are processed, a coefficient of the "total ratio of size classes" in the feed of 9x3 m "Cascade" mill was estimated. It helps to get an evaluation of the effect of ore size classes ratio in mill media on the mill capacity and to work out some ways for its optimization in closed or semiclosed technological circuites of primary autogenous grinding. The operation of the specific energy effects for some intermediate size classes, removed from the mill as circulating load, is proposed to improve its efficiency before regrinding in "Cascade" mill and decrease negative influence of such classes accumulation in the mill media.

A case history illustrates how Sherpa Cost Estimating Software, when used in conjunction with Apex Software for Economic Evaluation, significantly enhances an evaluator's ability to examine design alternatives in a timely and reliable manner. The costs and economic impacts associated with various access routes, production rates, equipment mixes, and stoping methods are projected.

The purpose of this paper is to evaluate overall prospects of the export market in the Pacific Rim for Illinois steam coal in terms of recent changes in global socioeconomic factors. To pursue this objective, three factors affecting the prospects of Illinois coal in the Asian market were selected for detailed analysis: quality requirements of imported coal, particularly those of the Japanese market; import controls and regulatory factors; and transportation factors affecting the export of Illinois coal. Based on these analyses, alternative long-term strategies are suggested for promoting Illinois coal export in the Asian market.

This paper documents the construction of the Stanley Canyon Tunnel, the geologic conditions encountered, boreability of the rock, and the impacts of the conditions encountered on the construction. The 5.05 kilometer long (3.1 miles), 3.47 meter (11.4 feet) diameter, tunnel was driven through granites with a refurbished tunnel boring machine (TBM). Difficult ground conditions encountered included shear zones, high groundwater flows, and hard, tough, and strong rock. Detailed geotechnical studies during construction revealed that microscopic changes in the rock grain boundaries due to contact metamorphism, resulted in the hard boreability. Originally scheduled for five months, the tunnel construction required nearly three years, including periods of project shutdown.

The various sub-processes which, together, make up the unit operation of froth flotation all depend on the characteristics of the feed solids, the solution phase, the air bubbles and the mechanical/hydrodynamic action of the machine. Characterization is obviously necessary for evaluation and process control, but the relationships between characteristics and process response are often unclear. A model-based characterization scheme is proposed in which material and system characteristics are evaluated in the context of simplified models for the individual subprocesses. The general basis for such an approach is discussed using the process of particle attachment and the influence of mineral liberation as examples.

This paper describes a fundamental approach to in situ leach mining (ISLM) lixiviant development which emphasizes leaching selectivity through detailed characterization of mineral-solution interfacial chemistry and post-leach geochemistry. This experimentation and modeling approach consists of: (1) petrographic identification of reactive ore and gangue minerals; (2) determination of leaching kinetics of individual minerals through batch leaching tests; (3) evaluation of bulk solution geochemistry through column leaching tests; and (4) ISLM simulation of element species transport and geochemistry through core leaching tests. Recent results confirm good leaching selectivity for manganese, but reveal post- leach precipitation and permeability loss during core leaching experiments.

INTRODUCTION Underground siting of nuclear power stations is drawing increasing attention in various parts of the world. Scandinavian countries took the early lead in this field because of their experience in the design and construction of underground hydroelectric stations and industrial plants, and because they have near-surface rock formations which are ideally suited for hosting large underground caverns. The world's first underground nuclear facilities were built in Norway (Halden) and Sweden (Agesta) and were commissioned in 1959 and 1963 respectively. Figure 1 summarizes the main features of these and two other small-scale European facilities. (1-4) American utilities and regulators are also for a variety of reasons assessing the benefits and penalties of underground siting. A recent study by Sandia Laboratories (contracted by the Nuclear Regulatory Commission (NRC) focussed on identifying potential safety benefits of underground siting. (5) Although the study concluded that underground plants would have improved containment for some accidents, as well as better external protection, NRC, in assessing the overall benefits and penalties, decided not to impose mandatory underground siting for nuclear stations. Traditionally, only the large mining companies have maintained specialist departments in such areas as Rock Mechanics, Ventilation and Safety. To the small companies this has been a luxury that they could ill afford. Any work required by such companies in these areas, more complex than could be handled by the existing staff, was done by consultants. This situation is changing though and there is a need arising for many specialist departments. These changes are partly being brought about by the effects of inflation as the ever increasing costs are causing more and more operators to increase the size of their operations in search of economies of scale. In addition though the plethora of new laws and regulations are creating a need for many more specialists in all areas of mining in order to ensure compliance. The abovementioned factors, added to the existing Pattern of mines endeavoring to improve the working environment for their labor force, both for reasons of practical labor relations and also due to further legislative pressures, have thus created a climate where, in the near future, departments such as Rock Mechanics, Safety, Ventilation, Environmental Engineering and Subsidence Control will be commonplace in mining companies. It will no longer be practical to function without such services. Many mining companies already maintain such departments and this has particularly been true of the big mining groups of South Africa. From the experience gained by many of these large companies with specialist departments, it is clear that the maintenance of a cadre of experienced, competent professionals in such a department has not always been easy. It would seem from the experience gained that one can generalise and state that graduate mining engineers tend not to view specilisation as an optimum direction for their career development. It is of course true that many professionals, especially those with higher than a bachelors degree, do view these areas as valid career options, but even here experience shows that wastage is high. The time therefore seems to be ripe to take a look at this area in some detail to see whether reasons for the problems can be isolated. Working from that some suggestions can be made as to directions in which improvements might be made. If the challenge of the demands of the new regulations are to be met then such improvements must be made.

Karst hosted lignite deposits are characterized by variable thickness of lignite that was deposited in depressions in the karst topography and by the variable extent and shape of the lignite pods. Since the lignite to be mined will feed a mine mouth generating plant, an extremely important criteria in the mine plan is to assure continuous feed to the plant. The variability in both the extent of the pods and the thickness of the lignite within the pods must be taken into account in any mine design in order to quantify the risk that an area being developed will have enough lignite to feed the plant for the specified period. Indicator kriging was used to create a model of lignite thickness of the deposit. Pod boundaries were determined from the indicator kriging model by two methods. First, contour maps showing the probability that the lignite is above a minimum mining thickness were prepared. Using these maps the mine planning engineer can determine either conservative or optimistic boundaries. The second method recognized that the most costly error that can be made in the mine plan is to run out of lignite. Thus, a loss function was determined from the costs of overestimation and underestimation. Using this function, the probability that minimizes the risks of overestimation versus underestimation was calculated.

In this presentation the experience gained by applying this computer technology in mining spescific applications are reported. Attention is given to the problems phased out and to the methodology used for software selection, centralized and decentralized development, data processing personnel and end users training and support. The paper concludes with a report of the first results obtained and a look at the future developments of the system.

In early June, 1986, a fire of unknown origin erupted in one of several main entries of a coal mine located in southwestern Colorado. The fire was aggressively fought with high- expansion foam. As a result of several strategic decisions, the fire appeared to be held in check. Unfortunately, sufficient quantities of foam were unavailable and as soon as the foam was depleted, control of the fire was lost. To prevent further damage and the possibility of an explosion, all entries to the mine were sealed. This paper recounts activities from the discovery of the fire to the initial reentry of the sealed mine including location of the fire, the decisions made to best combat it, and the steps taken to rapidly and securely seal the mine when this became necessary. The mine operator requested the Bureau's assistance in obtaining and analyzing mine fire gases taken from sampling ports placed through the mine seals. This report describes how samples were taken and what gases were analyzed. In addition, this work describes the initial exploration of the sealed mine by personnel using oxygen breathing apparatus.

INTRODUCTION Limestone injection work was completed in a 440-kW (1.5-million Btu per hour) pilot-scale combustor in preparation for a 50,000-kg/h (110,000-lb per hour) industrial steam boiler limestone injection test program. The main objectives were to: (1) identify the important variables that affect sulfur capture, (2) determine the maximum SO2 removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. A more detailed report is given by Lewis et al. (1985). The test program was divided into two phases. The objectives of Phase I were to determine the important variables that affect SO2 reduction and to investigate the effect of limestone addition on combustor operation and heat transfer surfaces. The objective of Phase II was to determine, using only the important variables identified during Phase I, the conditions that resulted in the greatest sulfur dioxide reduction. Phase I Test program Using one limestone, five variables were identified as having an effect on SO2 reduction. These are noted with their respective ranges: heat release rate [103 to 166 kW/m3 (10,000 to 16,000 Btu per hour-cu ft)], Ca/S molar ratio (0 to 3), flue gas oxygen concentration (3% to 5%), additive particle size [90% -150 µm (-100 mesh) and 90% -45 µm (-325 mesh)], and burner stoichiometry (SR = 0.75 and >1.15). A 2.3% sulfur northern West Virginia coal, pulverized to a nominal grind of 70% -75 µm (-200 mesh), was burned for the tests. The limestone used was obtained from a Maysville, KY, quarry and contained 51.75% (wt) CaO. An 11-run statistically designed program (plus three duplicates) was used to screen the five variables. The effect of limestone injection on the combustor heat transfer surfaces was determined by comparing the heat transfer rates through a slag panel and fouling probes during periods with and without limestone injection. Combustor operation was determined by noting any operating problems that occurred during the tests. Test procedure After furnace wall temperatures had stabilized at operating conditions, heat transfer surfaces (slag panel and fouling probes) and the convection section were blown clean, and a four-hour test was begun. The

Introduction With the continued downward pressure on coal selling prices, mine management must make its operations as efficient as possible. The problem is the same one throughout the mineral industries, streamlining operations to maintain competitive min¬ing costs (Born, 1991). There has been a great deal of research into better using production manpower. But the story is different for operations support personnel. Traditionally, planning man¬power requirements are done annually, with modifications to the operating plan occurring generally quarterly. On the other hand, the demands on manpower are often dynamic, being responsive to changing productivity levels, mine conditions (including water influx, bad roof, poor floor) and unanticipated project requirements (responses to machine breakdowns or a new section setup requirement because of a drop in coal quality in another area). Such changes may impact the manpower structure significantly. At times they may cause serious labor relations problems concurrently. Realignments and the generation of instability in the workforce because of active job switching (bidding) are a result. Most responses by coal operators are reactive rather than proactive, a situation that could be mollified by more accu¬rate and detailed planning of predictable manpower require¬ments. A manpower planning tool is needed that takes into consideration such things as changing productivity levels and conditions as manhour requirements for different work areas are planned, rather than blindly allocated through traditional staffing modes. Mine Management Support System The Mine Management Support System (MMSS) is an integrated decision support system that was developed using Sun Microsystems hardware according to the contract be¬tween the US Bureau of Mines and West Virginia University. The software used in the development of MMSS included X¬ windows (Scheitler and Gettys, 1986) for the user interfaces, LASER (Raman, 1985; Hayhurst, 1990) for the expert sys¬tem and graphics components, and the C language for general programming requirements. Sun DOS was used to allow the use of IBM-compatible applications software on the Sun networks. Sun OS is the operating system. It can be viewed as an enhanced version of UNIX. One of the components of MMSS that was developed to address the many specific objectives outlined in Grayson et al. (1990) is the work scheduling system. MMSS accom¬plishes work scheduling by using a mathematical (goal) programming approach to minimize the amount of switching of workers from their regular jobs to perform other jobs (Grayson and Nutter, 1991). Manpower support program The main objective of MANSUPP is to plan a detailed manpower structure for a mine by incorporating a production schedule, condition-modified work standards and manage¬ment preferences to predict required manhours for various support activities, for example, belt moves. This is accom¬plished by gathering and processing planning information the same way a mine planner would. The program is menu¬driven with the selection of a particular menu item locating the user in the appropriate area within the spreadsheet to review/add information. All of the interactions between productivity, section conditions and management prefer¬ences and their effect on the amount of support work required must be considered. Information regarding the productivity of a particular section, the geometry of the section, work standards for individual activities and section conditions must all be gath¬ered for input into the program. In the initial stages of development, it was decided that the program be developed in an environment that mine planners were familiar with in order to accommodate the use of the program. Lotus 1-2-3 or a compatible (Quattro Pro) met this environmental need. Other reasons included ease of calculation due to built-in functions, powerful command language and macro capabili¬ties. Each of the major components of the program defined are summarized. Production schedule This area allows the user to input a production schedule for the entire mine over 12 periods. Space has been provided for five sections, advance or retreat, and two longwall sections. There are several calculations occurring in this area that do not apply to the determination of manpower, but serve as an aid in production planning. Section description The section description area of the spreadsheet is shown in Table 1. The first three items are calculated in the production schedule area of the worksheet and then transferred to this location. The remaining information is input by the user to be used in later calculations.

The Arrowhead Tunnels in southern California are being completed by MWD under stringent groundwater in?ow limits established by the U.S. Forest Service. Pre-excavation grouting, new TBMs and a bolted, gasketed, pre-cast concrete segment initial lining are employed to control water in?ows. The effectiveness of prescribed water control measures was analyzed using conservative assumptions with the analytical techniques described by Goodman (1964), Heuer (1995), and numerical modeling. Analyses results suggest groundwater in?ows to the tunnels can be maintained well below the limits with aggressive pre-excavation grouting balanced against a reasonable rate of advance and quality erection of the initial lining system.

Taking into account the possibilities of condensation of water vapour contained in air during its flow through a series of spot coolers as well as formation of eventual fog, a mathematical model of dynamic temperature, specific humidity and degree of fogging of cooled air in underground mining galleries with direct ventilation is developed. In the gallery, there situated various heat and moisture sources both of distributive and of concentrated types. The model is represented by three partial differential equations of first order. The cases of cooling with full as well as with partial air stream flowing through the gallery are distinguished. Owing to the fact that in practical designing, more important is the knowledge of the variation process of temperature, specific humidity and fogging of cooled mine air at steady state conditions, the model is modified to a set of three nonlinear ordinary differential equations. Based on the presented algorithm, the obtained set of ordinary differential equations is numerically solved which enables to: • specify the distribution of temperature, specific humidity, relative humidity and degree of fogging of cooled air in mining galleries; • determine the cooling powers of air coolers for their known locations; • indicate the locations of the coolers of known cooling powers. Exemplary calculations of temperature and relative humidity of cooled air are presented graphically in a number of diagrams.
