Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration. Behaviour studies of metal dusting processes and associated filamentous carbon formation were undertaken on Alloys 600, 601, and 800 using a simulated metal dusting environment of 25C0-70H2-5H20 (vol.%) at 650°C. These samples were studied visually and by optical microscopy, scanning electron microscopy with energy-dispersive X-ray spectroscopy (SEM-EDX), transmission electron microscopy with energy-dispersive X-ray spectroscopy (TEM-EDX) and x-ray diffraction (XRD). Visual examination and SEM surface observation showed that Alloy 800 suffered metal dusting attack at an early exposure reaction period. The coke deposit amounts increased significantly with reaction time from 168 hours to 336 hours in Alloys 600, 601, and 800. Alloy 800 showed pitting after 168 hours' exposure, and the degree of pitting increased after 336 hours. XRD showed all these alloys had a common austenitic phase, with Alloy 800 also having ferritic metal particles. Alloy 800 after 168 hours' exposure had a complex phase mixture on the surface, consisting of ferritic Fe and austenitic FeNi phases. For coke deposit, there were also Fe304, Fe3C and graphitic carbon. The existence of Fe, Ni, and Cr metal particles, and also graphitic carbon in coke deposits, was confirmed by EDX analyses.

Acidic and basic uranium leach plant residues located on the Navajo Indian Reservation, Tuba City, Ariz., were successfully stabilized against wind erosion using a relatively low-cost chemical method. An elastomeric polymer chemical was applied to the dike areas and a calcium magnesium lignosulfonate to the beach areas of three tailings ponds. The water-soluble chemicals were applied with an automated sprinkling system. The stabilization cost was $335 per acre for the 34.5-acre tract.

COLUMBIUM (niobium) and tantalum are similar refractory metals with closely related properties and uses and close association in ore deposits. Until recently both metals, particularly columbium, were essentially laboratory curiosities. However, since the beginning of World War II, applied technology, under the impetus of national security requirements, has realized many chemical, electronic, nucleonic, and missile and rocketry applications, where high temperature or corrosive environments require the use of columbium or tantalum. At the same time, advances in these fields have resulted in intensive research on the geological distribution, resources, metallurgy, and properties of these two metals; their alloys and compounds; and the development of a full-fledged columbium-tantalum industry. The future appears to promise continued acceleration in such studies and ever-increasing demand for these elements. The raw material supplies of columbium are abundant, and the extractive metallurgy of columbium is well enough advanced to assure adequate supplies of the element at reasonable prices to meet any projected demands. Although the extractive metallurgy of tantalum is similarly well developed, raw material supplies are so limited that, lacking new ore discoveries, an increase in demand to five times the 1959 level would severely tax ore-production facilities. Approximately 120 tons of tantalum and about one-half as much columbium was produced in 1959. Additional quantities are consumed as compounds or additive alloys such as ferrocolumbium and ferrotantalum columbium (55).3

ON the northern part of the globe, almost since the earliest days of mankind's history. ironmaking has been practiced in one form or another. Some investigators question the generally accepted belief that copper and bronze were in earlier general use than iron, explaining the greater age and abundance of copper relics by their greater resistance to natural oxidation. However, the occurrence of copper in its natural state and its greater ease of reduction from the simpler copper minerals is a strong argument that the making and use of copper came first. Nevertheless, good evidence exists that ironmaking was practiced in ancient India and China, as well as in ancient European countries. Some interesting vestiges of those early operations still survive and have a place, in the background at least, of a discussion of modern blast-furnace practice.

"The Vietnamese economic growth of more than 5% per year leads this country to an enormous demand for raw materials. In the duration of ongoing expansion, the big challenge in the coming decades will be to make this process as sustainable as possible when it comes to economic, environmental and social objectives. Risk management especially in occupational safety and health (OSH) in enterprises is one of the most important tools to achieve this aim. But until now, this has not been taken into priority by Vietnamese coal mining enterprises. Main reasons for this situation can be found in deficient legislative conditions and in non-synchronized risk management systems. In contrast, Germany has implemented an adequate legal system and the German mining industry has gained lots of experiences in risk management, especially in occupational safety and health. This paper seeks to point out specific challenges how to improve occupational safety and health in Vietnam by transferring and applying German methods and standards."

This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures, and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.

The Channar Iron Ore Mining Project (the Project) is a joint venture involving the Hamersley Holdings group (Hamersley) and the China Metallurgical Import and Export Corporation (CMIEC). The Project represents the first new iron ore mine development in Australia since 1971/72 and is the first major overseas mining investment by the People's Republic of China (PRC). The Channar mine is being constructed in the Pilbara region of Western Australia and will operate for more than 20 years supplying the PRC with 200 M tonne of high grade iron ore. The Project is configured to take advantage of Hamersley's existing production and support facilities. The Joint Venturers will invest A$280 million to achieve an initial production rate of 3 M tonne/yr and an additional A$120 million over the next 8 years to achieve full capacity of 10 M tonne/yr. Financing the Project to meet the requirements of both Hamersley and CMIEC, with the dependance of the Project on Hamersley's infrastructure, and in a depressed iron ore market, required an innovative financial structure to be arranged in a limited period. This paper describes both the financial structure and its implementation, and draws a number of conclusions regarding the financing of resource projects.

Dissolved and suspended solids are present in the free water of tailings ponds. This Bureau of Mines study was designed to identify the influences of the slime zone in preventing these solids from reaching the environment outside the tailings pond. The finite-element method was used to determine the rate of discharge of subsurface water from the Van Stone tailings pond in northern Washington. The slime zone was sampled and tested for the first time, and results were interpreted and incorporated into the mathematical model. Computer results were verified by installing and monitoring piezometers in the field and by a simulated (16- by 1/2- by 3 foot) laboratory model. Output from the numerical model defined critical seepage zones and revealed that proper pond design and maintenance can reduce pond seepage losses to a minimum. Minimization of seepage requires maintaining the pond water level over the slime zone. Sufficient physical, chemical, and limnological data were collected and analyzed to conclude that the only realistic reflection of synergistic effects is obtained by study of the indigenous biota in combination with quantitative chemical and physical data. Proper planning and management of the milling and waste disposal operations are the key to minimal pollution.

This U.S. Bureau of Mines report describes a rock mechanics instrumentation program conducted in a shallow underground coal mine in central Illinois. This research program was designed to provide a basic understanding of the structural behavior of entry intersections. A wide variety of instruments and measurement techniques including hydraulic borehole pressure cells, multiple-point borehole extensometers, roof bolt compression pads, and overcoring were employed to monitor roof stresses, pillar loading, strata movement, floor heave, and bolt loading before, during, and after intersection development. A summary of intersection design theories, failure modes, and support techniques is included and instrumentation installation procedures and analysis methods are presented. The study identified two critical parameters that affect intersection stability: in situ horizontal stresses and geological discontinuities. Important design parameters for improving intersection stability are roof span and intersection geometry.

Eleven workshops were held in various locations throughout the country in an attempt to reach the many diverse groups working in various mineral commodity areas and special ties. These meetings were held between March 1, 1974 and June 25, 1975. They were held under the auspices of the Bureau of Mines Contract to the University of Missouri-Rolla which was designed to help define Bureau research and development priorities. At each workshop a summary of current Bureau research and development was presented and the attendees were asked to present their ideas on what Research and Development programs should be undertaken to meet their needs locally. Participants included representatives of federal and state agencies, educational institutions, mining companies, equipment companies and other interested parties. The workshops covered under this report include lead mining in Missouri, limestone mining, coal mining both surface and underground in the midwest and in the Rocky Mountain area, iron mining in Minnesota, two top management meetings on institutional problems and, finally, a special two-day meeting on roof control.

Salient information on reserves, production, and consumption of fuels and energy by State is summarized in this Bureau of Mines publication. Reserve and production data are shown for each of the fossil fuels (coal, crude oil, natural gas liquids, and natural gas) and for uranium. The consumption data of each of the major consuming sectors (household-commercial, industrial, transportation, electric power, and miscellaneous) are broken down by energy source (coal, petroleum, natural gas, hydropower, and nuclear). In addition, total energy consumption in the Nation in 1973 is compared with consumption in 1972 and 1974 (preliminary data).

Session 2, Deep Foundation without Soil Excavation, has attracted no fewer than 22 papers dealing with subjects from soil improvement by grouting, injection, and deep mixing techniques through vibroflotation and special piles, including aspects pertaining to conventional driven and bored piles. In the short time available, it is not possible to both do justice to the papers and provide a critical review of the state-of-the-art. Instead, to meet the objective of making the next half hour worthwhile to the audience, I have chosen to comment on a few special points brought forward in the papers and thereafter to discuss more in detail a couple of aspects I have deemed to be of general interest. Four papers deal with jet-grouting, injection, and deep mixing techniques: DOMSKI, J. J. Deep-sea hydrothermal vents (hereafter chimneys) are commonly found on the new crust forming along divergent plate boundaries. Related to the chimney cycle from birth to death, it is hard to define the growth stage of the chimney due to a brief life span of the venting hydrothermal plume. Here we try to categorize the mineral magnetic properties of the chimneys according to their venting fluid-temperatures. Hydrothermal sulfide deposits in the Southwest Pacific were explored in 2012 and chimneys were collected using remotely operated vehicle (ROV) and Grab with AV camera (GTV). In the present study, mineral magnetic properties of three Cu-rich chimneys were measured: a high-temperature chimney showing a venting fluid-temperature of about 200°C (ROV01); a lowtemperature chimney of about 80°C (GTV01); and an inactive chimney (ROV02). The chimneys were sliced to ~1 cm intervals from core to outer margin. Magnetic properties of ROV01 are dominated by pyrrhotite, except for the most outer part that experienced severe oxidation. Concentration and grain-size of pyrrhotite are relatively low and fine respectively. In the GTV01, pyrrhotite, dominant in the core, is gradually mixed with hematite toward the outer margin of the chimney due to secondary oxidation. Both the concentration and grain-size of the magnetic minerals are greater compared to the GTV01. High concentration and large grain-size of magnetic minerals characterize ROV02. Dominant magnetic phases are pyrrhotite, hematite, and goethite. In particular, the most outer margin shows the presence of magnetite produced possibly by magnetotactic bacterial activity. Such distinctive contrast in magnetic concentration, grain-size, and mineralogy among three different types of chimneys enables the life stage of the Cu-rich chimneys to be determined through a mineral magnetic study.

The mineralogy of the feed, concentrates and tailings from the Heath Steele mill in New Brunswick was studied in detail to determine the liberation and recoveries of the major ore minerals, and to characterize the occurrence and distribution of the trace elements. The ore milled during August 1977 contained an average of 4.34 wt % Zn, 1.25 wt % Cu, 1.64 wt % Pb and 90 gr/ton Ag. The main trace elements in the ore are silver, cadmium, indium, cobalt, antimony, bismuth, arsenic, mercury, tin and gold. Silver is carried in solid solution in tetrahedrite-tennantlte, galena, Ag-Sb sulfosalts and Pb-Bi-Sb sulfosalts. Approximately half of the silver is recovered in the lead and copper concentrates and the remainder is lost in the tailings and Zn concentrate. As the major silver-bearing minerals also contain Sb and Bi, recovering silver by ore dressing would involve recovering elements that are troublesome in extraction metallurgy. Cadmium and most of the indium and mercury occur in solid solution in sphalerite and consequently are recovered in the zinc concentrate. Some indium is also recovered in the copper concentrate in a second unidentified indium-bearing mineral. Cobalt and arsenic occur principally in arsenopyrite, cobaltite, a Co-Fe sulfarsenide, pyrite and pyrrhotite, and follow these minerals into the tailings. Recovery of the valuable element cobalt, therefore, would involve recovering the environmentally hazardous element arsenic. Most of the tin and gold report to tailings. The ore was ground to about 80% minus 270 mesh. At this grind, 71 wt % of the sphalerite, 66 wt % of the chalcopyrite and 59 wt % of the galena were liberated. Recoveries of free sphalerite, free chalcopyrite and free galena in the Zn, Cu and Pb concentrates were 85 wt %, 76 wt % and 80 wt %, respectively; recoveries of unliberated sphalerite, unliberated chalcopyrite and unliberated galena in the respective Zn, Cu and Pb concentrates were 48 wt %, 5 wt % and 7 wt %. Some of the unliberated sphalerite and chalcopyrite grains in the tailings are large and would have been liberated at a finer grind.

This Bureau of Mines report reviews the recent developments in the heap leaching of gold ores with dilute cyanide solutions and the recovery of gold and associated silver from the pregnant effluents by a carbon adsorption-desorption method. Mineralogical considerations, experimental work, field studies, and commercial operations are described. Also presented are recent process advances developed by the Bureau, including the application of (1) alcohol additives to the conventional hot alkaline cyanide strip solution to enhance gold desorption from precious metal-laden activated carbon, and (2) Na2S precipitation of the silver from geld-silver cyanide solutions as a means of reducing the inventory of carbon required for precious-metal adsorption from heap leach effluents and for the production of low-silver bullion from activated carbon stripping solutions.

The development of a laboratory and pilot-scale high-tension electrostatic flowsheet for the production of iron-ore super concentrates having silica contents in the range of 0.1% is presented, A variety of hematite and magnetite ores were tested with this flowsheet, and the pertinent metallurgical data are given. The applications and limitations of this process are brought out in terms of both practical and theoretical considerations. There have been many new developments in the past few years that have required mineral beneficiation engineers to consider new techniques for iron-ore concentration. Developments in iron powder metallurgy, and particularly the making of sheet metal directly from high-purity iron-ore concentrates, and the concept of using metallized pellets as a substitute for scrap in electric-furnace steelmaking have created demands for what is commonly referred to as iron-ore superconcen-trates. In most cases, specifications for superconcentrates are that they contain less than 0.1% total gangue, with some applications requiring less than 0.05% gangue. To produce these concentrates, new and modified processes are being developed, and the three methods receiving attention as the primary concentrating methods are: 1) Magnetic separation in which dry rotor-type equipment is used for magnetite and the high-intensity magnets are used for hematite. 2) Amine flotation. 3) "High-tension" electrostatic separation (or, elec-trodynamic concentration). This paper examines the high-tension electrostatic process in terms of its limitations and abilities for the production of iron-ore superconcentrates. A technically effective and simple flowsheet was developed through laboratory and 5 and 100-ton pilot-plant studies for the production of concentrates containing from 0.02 to 0.20% SiO, with iron recoveries between 85 and 90%. The process is also shown to be economically feasible. Laboratory Test Program Separation Characteristics: The suitability of the electrostatic high-tension method for iron-ore supercon-centration stems from the fundamental mechanism governing the process, i.e., particles are separated on the basis of differences in electrical conductivities. This conductivity is a characteristic property of minerals, and if the difference between the conductivities of two min- erals is great enough, then their separation can be performed by a high-tension machine. As shown in Figs. 1 and 2, the critical factor is the time necessary for the particle charge density, which is established by a corona discharge field, to decay to a level such that the centrifugal force acting on the particle exceeds its electrostatic, or image, force. At this point, the particle can leave the rotor at some trajectory and fall into an appropriate product receptacle. This decay time is directly proportional to electrical conductivity, and the process variables, such as feed rate, rotor speed, electrode configuration, and rotor composition, are selected to optimize the ability of the separator to resolve different conductivities. Table 1 lists the measured conductivities for some of the iron and gangue minerals used in developing the flowsheet. These results were obtained by using the conductivity cell described by Lawver and Wright.' "GENERAL STATEMENTThe purpose of this report, which is the first of a series of three covering mines in the Fairmont district of West Virginia, is to give the result of a' study conducted in seal mines to ascertain the nature of the safeguards employed to prevent injury to the workmen from falls of roof and coal. In presenting the subject matter, consideration must necessarily be given to factors, features, and conditions such as method of mining, timber regulations and practices, supervision and natural conditions; and, for comparative purposes, a certain amount of statistical matter bearing upon the relation of fatalities and injuries to their causes, tonnage produced, men employed, days worked, and time lost.Those features and practices found to promote safe protection are summarized and suggestions made for such additional safeguards and practices as appear to give greater protection against injury from falls of roof or coal.ACKNOWLEDGMENTSThis study of falls of roof and coal in mines in Harrison County has been conducted by the U.
