This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

"Sediments in the vicinity of the hydrothermal seafloor massive sulphide (SMS) mounds are characterized by high concentration of metallic particles. They result from a long process of weathering of the primary mineral deposits and have been accumulated in depressions by mass wasting and hydrothermal plume fall-out. We present here the first results obtained on pore waters analyses of such sediments in distinct geological seafloor environments (in low-temperature hydrothermally active zones, on extinct hydrothermal mounds and in a remote depositional channel). Vertical concentration profiles suggest that the pore fluid composition is affected more by seawater circulation compared with hydrothermal fluid flow in all environments. The composition of pore fluids is affected by diagenesis and redox processes in the distal depositional channel where Mn2+ is released at depth with Cu2+.IntroductionMarine hydrothermal fields, hosting seafloor massive sulphides, are potential resources for future deep-sea mining and might become economic reserves for the industries. They are widespread at mid-oceanic ridges, arcs and back-arc spreading centers (Hannington et al., 2011; German et al., 2016). Sediments in the vicinity of these fields can contain unusually high concentration of Fe, Mn, Zn and Cu among other metal elements (Shearme et al., 1983). These hydrothermal, or metalliferous, sediments result from a combination of processes such as collapsing and weathering of chimney material, filling of the channels by turbidite-like mass wasting, in situ authigenic mineralization and hydrothermal plume fall-out (Goulding et al., 1998; German et al., 1990). The sediments contain important indicators reflecting the development of the hydrothermal systems. Because of their widespread distribution and metal content, they themselves can be considered potential mineral resources. Circulation of seawater through these deposits, however, often modifies the sediment composition by oxidizing the sulphides into oxyhydroxides and clays causing mobilization of the metals. To address the importance of alteration and diagenesis of these hydrothermal sediments, including the result of seawater circulation, we investigated the post-depositional processes occurring in the hydrothermal sediments at the TAG Hydrothermal Field (Mid-Atlantic Ridge, 26°N), focusing on the mobility of metallic cations in a number of different seafloor environments."

DURING the production of tin plate a thin layer of FeSn2, is formed at the interface between the steel sheet and the protective tin coating. Because excessive amounts of this alloy layer are undesirable, the kinetics of its formation is a subject of interest in the tin-plate industry. A recent study of this subject at our laboratory uncovered a relationship which should be of general interest to anyone studying kinetics of reactions in metallic systems. It had been previously concluded that, at any given temperature in the range 175" to 330°C, the Fe-Sn alloy layer would have a parabolic growth rate.1,2 However, our studies showed that this rule apparently holds only when the tin plate is heated very slowly to the "reaction" temperature; when the tin plate is rapidly heated, considerably different growth rates occur. An example of this effect of heating rate on growth behavior is contained in the accompanying results of alloy-layer growth measurements at 240°C in oil baths stirred at 10,500, 1800, and 0 rpm. The heating curves for these three conditions are given in Fig. 1, and the growth data are presented in Fig. 2. With the rapid heating rate, provided by the stirring at 10,500 rpm, the alloy layer had three distinct stages of growth. In the initial stage, which persisted well beyond the time required to heat the tin plate to bath temperature, the alloy layer formed very rapidly. The growth followed a rate law of the form w = ktn where n > 1. This initial stage was followed by a growth-retardation stage of about 50-sec duration in which little additional alloy was formed. In the third stage the growth again followed a rate law of the form w = ktn, but here « =0.3. With the intermediate heating rate provided by stirring at 1800 rpm, the three-stage nature was less pronounced and the slope of the third stage increased (i.e., n > 0.3). With the slow heating rate provided by the unstirred oil bath, the alloy layer grew in two stages. The initial rapid-growth stage persisted only until the specimen was heated to bath temperature, no growth retardation was observed, and the slope of the main portion of the plotted data was greater than in the stirred baths, having a value of almost 0.5. Similar results were obtained for other bath temperatures in the range 200" to 300°C. This effect of heating rate on growth behavior may be due to changes in the rate of nucleation of FeSn, crystallites. The iron and tin are in contact from the onset of heating. Thus the initial formation of FeSn, occurs not at the "reaction" temperature but rather while the tin plate is being heated to that temperature. Because nucleation is in general temperature-dependent, different heating rates could cause different over-all nucleation rates, which in turn could cause different growth behaviors. A more detailed discussion of the growth of Fe-Sn alloy layer and the effect of heating rate will be published shortly.

A study of the mechanics of shear failure of rock under pressure has been made. The transition from brittle to ductile failure occurs when the friction along the fracture surfaces exceeds the shear strength of the rock. A machine has been developed for measuring both the shear strength of rock and the friction along rock fracture surfaces. In this shear machine, the fractures are forced along definite planes; as a result, the rock is stronger than in compression tests where the fractures choose the weakest paths through the specimens. Friction is composed of several forces: (1) the forces to slide irregulurities on surfaces over each other; (2) forces to shear some of these irregularities; (3) molecular attractions across the fractures; and (4) forces required to break bonds resulting from melting and welding at the tips of irregularities on the surfaces. Friction along rock fracture surfaces is not proportional to contact pressure as usually assumed; instead, it increases as the contact pressure raised to the 0.4 to 0.8 power. INTRODUCTION It is difficult to produce tensile stresses under the high compressive stresses present in the earth; therefore, in deep drilling and geological faulting, shear failure predominates. This shear failure mechanism is complicated because rock is a heterogeneous material containing pore spaces, microfractures, elastic discontinuities and other imperfections. A study of shear failure of rock under pressure has been made to obtain a better understanding of this complex mechanism. A machine has been developed and used to measure the shear strength of rock and friction along sheared surfaces. This machine has certain advantages over the compression test — shear properties can be measured under low normal stresses and shear stress and normal stress can be varied independently. The first part of this paper is a description of shear failure of rock under pressure. The role of shear strength and friction along fracture surfaces in the shear failure mechanism will be discussed. The second part consists of a description of the shear machine and a discussion of the shear strength and friction data obtained using this machine. It will be shown that shear strength depends upon the size of the stressed zone, and that friction does not increase linearly with contact pressure as usually assumed. Attempts are made to relate some of the new concepts to tectonic failure and to dril ling. SHEAR FAILURE IN ROCK TRIAXIAL TESTS The shear failure mechanism is illustrated by the triaxial test shown in Fig. 1. In this test, a cylindrical rock specimen is subjected to a confining pressure, PC, and an axial pressure, pa. These external pressures produce normal a and shear T stresses on inclined planes within the specimen equal to1 where 0 is the angle between the specimen axis and a normal to the inclined plane. Over the past seven years a large database of coal self-heating rates under adiabatic conditions has been developed at The University of Queensland. Coals have been tested from Australia (Queensland and New South Wales), New Zealand (North and South Island), Indonesia and more recently the United States. As a result of this work, definitive relationships and trends have been established for the effects of various intrinsic coal properties on self-heating rates and anomalous coals have also been identified. Previously held views on the effects of coal rank, type and inorganic constituents are examined in this paper. Many of the published relationships do not hold true in terms of coal self-heating rates. A propensity rating scheme has also been developed which is routinely used in Australia for assessing coals and identifying appropriate mining analogues for spontaneous combustion management planning. A selection of examples will be presented in the paper, which shows the significance of this assessment strategy.

The paper aims at clarifying the up-to-now misappreciated role taken by pore water on the design of deep tunnels in saturated porous media. Numerical simulations with a non-dimensional FEM-model emphasise the influence of pore water characteristics (in situ pressure and compressibility) and boundary conditions (lining permeability) on the short and long term underground-structure equilibrium states. These results cannot be achieved by means of monophasic total stress analyses. Introduction A computer program was developed for analyzing drum-type hoists before modifying an existing system or designing a new one. Its use permits the preliminary evaluation of a system before seeking technical assistance from mine hoist designers and manufacturers. The user-friendly program accepts a variety of data and analyzes hoisting systems for any balance state. The program can be used to calculate skip capacity to yield a desired production rate, solve for drum face width, select a permissible wire rope, estimate total horsepower of the hoist plant, and estimate annual power cost. Whether required for a large mining complex or for a relatively small operation, a hoisting system must be carefully designed to ensure the efficient, reliable, and safe flow of material. Because shaft sinking and hoist installation can total between 2.5% and 3% of the cost of opening a deep mine, proper hoist selection is critical. Today's mining engineer has at his disposal the most powerful design and analytical aid ever, the microcomputer. There is, unfortunately, limited software for the study of hoisting systems, unlike that for other materials handling equipment (Manula and Albert, 1980; Prelaz et al., 1964; Bucklen, 1969; Thompson, 1985). HOIST reduces a time-consuming set of calculations to a concise package of interrelated subprograms. A literature review revealed no common-user programs to analyze hoisting systems, although at least four major hoist designers/manufacturers/installers have their own in-house programs. To provide a tool with which the mining engineer could preliminarily analyze a materials hoisting system or could check the calculations of a hoist contractor, a computer program was developed. HOIST was written in BASIC for the IBM-PC for ease of program adaptation and to encourage field use on compatible systems. Details of program development are omitted, since the basic principles of hoisting analyses are relatively straightforward, simple, and readily accepted (Harmon, 1973; Nordberg, n.d.; Adler, 1957). Program features, intended usage, and benefits of the computerized solution are emphasized over theory development and mathematical rigor. Background The mine hoist system that is selected and installed at a mine is the "lifeline" of that mine, with installations lasting 20 years or more. Thorough study is warranted to ensure that productivity demands are met at a minimum cost per ton. The increased cost of a large, powerful, high-speed hoist must be offset by increased production to justify its selection. To optimize this tradeoff, an extensive hoisting analysis should be performed. The analyses to properly size the skip (or cage), the drum, and the hoist drive are conducive to computerization, permitting rapid evaluation of changeable operating and design parameters, such as velocity, acceleration, state of balance, and productivity demand. The program is particularly useful in conducting sensitivity trials, such as investigation into the effect of change of productivity on skip capacity and on horsepower of the hoist drive. HOIST is currently limited to the study of drum-type hoists with cylindrical drum(s). However, only minor changes to the program would permit analysis of friction hoists and conical drum configurations. Model development and testing The program is based on accepted equations and physical relationships. Examples of manual calculations formed the basis for decision points and program branching. Data is input in the order that it would be needed if the problems were solved manually. The choices are arranged likewise. HOIST was developed in sections, with manual solutions performed to check program logic. The testing became more rigorous as sections were completed. Output from one section becomes input for following sections, as appropriate. The simplified flow diagram of HOIST is given in Fig. 1.

Flotation behavior, of magnesite and dolomite pure minerals was studied separately. Rice bran oil (a source of fatty acid ) was used as a collector for both minerals . The aim of this study is to find a separating zone in the flotation of these pure minerals to be used in the separation of their mixture. Factors affecting the flotation process, such as pH and collector, were studied. It was found that magnesite can be separated, from its mixture with dolomite, in the pH range of 5-7. At this pH range flotation recovery of dolomite reaches~98% where magnesite reaches ~20% only. Besides, the effect of collector concentration on the flotation shows that the separation of magnesite from dolomite is feasible at a collector concentration of 3x10-4 M. At such concentration, dolomite recovery reaches ~98%, where magnesite reaches 25%. The differences in the flotation behavior of dolomite and magnesite were investigated by studying the adsorption isotherms of rice bran oil on magnesite and dolomite surfaces. The adsorption study indicates that while there is an excessive adsorption on dolomite surface, the adsorption density on magnesite was restricted to be lower than monolayer capacity. The adsorption behavior of dolomite and magnesite was discussed in the light of their solubility and crystal structure. It was found that due to the higher solubility of dolomite than magnesite, Ca2+ and Mg2+ ions are available and more reactive on dolomite surface increasing collector adsorption. In addition, it was indicated that dolomite mineral has a crystal lattice structure more compatible to the geometry of the fatty acid carboxylic group than magnesite. However, the adsorption of collector on dolomite surface is more compact and more regular than on magnesite surface.

Computer applications are ideally suited to the day to day operations of grade control and short term planning on a mine site. By refining this part of the operation there is scope to increase profits by more accurately predicting ore grade and tonnage, and allowing the mining engineer more flexibility in his approach to scheduling. Large numbers of blasthole or ditchwitch samples need to be processed in a fast and efficient manner, and stored in a database for future reference. The mining engineer has to calculate tonnages and subdivide the blast or digging area into mineable areas of waste, low and high grade ore. New grade and tonnage information must be used by the mining engineer to update his short term plan. Answers must be obtained quickly and efficiently, but a high level of individual input is necessary in order that maximum use is made of the information. Geostatistical analysis of samples can be used to refine the interpolation techniques. Reconciliation between the original grade model, the newly sampled area, and the final product should be monitored continually.

Since October 1972, New Zealand Steel Mining Ltd has loaded around ten million tonnes of ironsand concentrate from single-point mooring buoys located off-shore at Taharoa on the west coast of the North Island of New Zealand. Before the first off-shore loading system was installed a considerable research effort was applied to proving the slurry loading technique. Subsequently the system has been expanded and a new buoy, pipelines and pumping system were installed in early 1978. Since then 110 000 DWT class ore carriers have been loaded at rates of around 2600 tonnes per hour through twin submarine pipelines. This paper reviews the operation of the ship loading system and attempts to answer the question: 'If the Taharoa operation were to be planned in 1980, would the same research spending be necessary or have published research results since, made such practical tests unnecessary?'

The use of column flotation was considered for the ?reverse flotation? of iron ore, where the gangue (quartz) was recovered in the froth product. This use of the froth for carrying the gangue mineral rather than carrying the valuable concentrate significantly changes the operational requirements of the column. The objective of this work was to determine which of several column flotation technologies would be most suitable for this type of flotation operation. Studies were carried out using both the Jameson column and the Deister column. Comparative results are presented that show the capabilities of both column types in this application relative to conventional Wemco flotation cells. Columns were demonstrated to have grade-recovery performance superior to what could be achieved with conventional cells. Two-stage flotation with the columns could produce a concentrate that was up to 70.2% Fe at 87.5% iron recovery, compared to 70.4% Fe at only 77.7% iron recovery for four stages of flotation in conventional cells. It was shown to be particularly important to operate the columns to recover a maximum of the quartz gangue into the froth. It was noted that there are often problems in scale-up of laboratory columns to plant scale, because the increase in height and the decrease in the ratio of height to diameter at the larger scale allows more axial mixing and bubble coalescence, both of which degrade the column performance. Horizontal baffling was shown to improve column performance by reducing axial mixing and breaking up large bubbles, and so the use of such baffles in the reverse flotation application was investigated.

This paper presents analysis of damages and rehabilitation design for three major French rail-way tunnels built in mid-19th century. The La Nerthe tunnel underwent ovalization deformation with excessive displacement at the springline, and pinching and bursting of the liner bricks at the crown due to tectonic residual stresses with very high lateral earth pressure. The Saint-Louis les Aygalades tunnel invert was subjected to undulatory deformation resulting in tracks misalignment, which was caused by non-homogeneity of mechanical and hydraulic properties of the ground. The Roches de Condrieu tunnel required widening to comply with the increase in dynamic envelope of trains due to their larger cross section and higher speed. The applied rehabilitation methods and constraints of work in these busy mainline railway tunnels have been discussed in detail.

"SynopsisOver the last decade in South Africa, there has been a significant increase in the number of mining operations, both open pit and underground, which use independent contractors to carry out mining activities. Often mine owners will choose the contractor option without fully understanding the consequences of undertaking this option. Traditionally, contract mining has come at a cost premium of about 15% to 20% compared to an owner mining scenario. However, due to the large number of junior mining companies entering the mining arena in South Africa contract mining rates have increased, with cost premiums as high as 50% being reported. This paper looks at the merits of owner mining versus contract mining and describes under what conditions it may be favourable to select the one option over the other. Micropiles are commonly utilized for applications other than foundation retrofit. In bridges, for example, micropiles can serve as the permanent foundation elements or can be used in temporary support applications. In this paper, a case study on the use of micropiles for the 18th Street Expressway Bridge rehabilitation/repair project in Kansas City, Kansas is presented. In the project, micropiles were utilized for support of six temporary jacking structures, which allowed the bridge to be lifted while repairs were completed. A group of six micropiles was required to support each jacking structure. The required compressive service load per micropile was approximately 300 kips (1300 kN) and the settlement of the micropiles under the service load was to be limited to 0.5 in. (12.7 mm). Two field compression tests were conducted as part of the project. The field load test data was integrated within a soil-structure interaction capacity approach in order to analyze and permit the shortening of the design bond length for the production micropiles.

It is commonly accepted that the tension of roof bolts can be used as a measure of the effectiveness of roof support performance in coal bearing strata. The conceptual base for the assumption originates from beam theory. Roof bolt tension acting across the bedding and other weakness planes increases friction, preventing potential separation and slippage within the roof strata and therefore, increases the stiffness of the roof beam between the open face and the rock-mass enclosed within the anchorage. Thus, it is important to monitor roof bolt tension, especially for research purposes, and consequently many measuring systems were developed based on numerous working principles. Research planned by the Department of Mining Engineering at the University of Kentucky required a large number of tension measuring devices of high precision. These were intended to operate reliably in corrosive mine environment over long periods of time. After evaluating the existing systems, it was decided to develop a new type of roof bolt dynamometer which would fulfill the above requirements at minimal Cost. Nearly one hundred such dynamometers were constructed, calibrated and installed in two underground mines. They remained in service for a period of one Year, producing a valuable database for the Project. In this paper the working principle of this new type of dynamometer will be described and technical considerations and samples of the collected data will be given.

In view of the proposed visit of the Institute to Cuba this winter, the following brief sketch of the principal mineral deposits near Santiago de Cuba has been prepared largely from notes taken in February, 1903, during a visit to the mines then in operation in the province of Santiago de Cuba. Westward from Cape Maysi, the most eastern point of the island, the coast is rocky and uninviting. The usual course of the steamers is well in toward the shore, and the lines of stratification of the rocks can be distinguished clearly, the presence of iron or other ores being indicated by frequent blotches of mineral stain. One is impressed with the general rugged character of the southeastern coast-line,—an almost unbroken barrier of coral-limestone bluff's, full of caves and hollows, into which the surf rushes with a roar and bursts into tall fountains of spray. Beyond rises abruptly the Sierra Maestra range, whose sharp, peaked crest-line betrays its eruptive or igneous origin. From a height of about 800 ft. near Cape Maysi, this range gradually rises to the westward, attaining its maximum elevation of more than 8,300 ft. in the Pico Turquino, beyond Santiago. The current Bureau of Mines active list of permissible explosives includes 95 brands. Twelve are gelatinous and the rest are the more commonly used granular ammonium nitrate type. The list of permissible blasting devices comprises five Cardox models.
