Tunnel excavation while mining is not often performed in North America primarily due to access constraints in both operations. Referencing European approaches for long distance tunneling, the Devil?s Slide Tunnel project has applied innovation and technology to provide the ability to overcome this unique challenge. The Devil?s Slide Tunnel requires the construction of twin bore tunnels excavated based on sequential excavation method (SEM) construction methods using New Austrian Tunneling Methods (NATM) principles. The twin tunnels are approximately 9 m (30 ft) in diameter and 1,250 m (4,100 linear ft) in length. The purpose of this project is to reroute Route 1 from around the Devil?s Slide through the San Pedro Mountains crossing from Montara, CA along the south and into Pacifica, CA in the north. The Caltrans project was awarded in December 2006 for a total of $272,366,000. The job is an A+B job, thus the estimate scheme of final lining while tunnel excavation is important to save time. A+B is a method of rewarding a contractor for completing a project as quickly as possible. By providing a cost each working day, the contract combines the cost to perform the work (A) with the cost of impact to the public (B) to provide the lowest cost to the public. Concurrent mining while lining is achieved through a series of gantries and a set of tunnel forms allowing the pass-through of the excavation equipment. The tunnel lining operation passes through several phases of work that are dependent upon the progress of the tunnel excavation process. This involves unique milestones, such as the evolution of the ventilation system, development of an enlarged cross passage to allow equipment to access each tunnel from within the tunnel and, finally, the installation of an invert prior to arch lining that limits the continuity of the final lining operation.

13.1-SUBSIDENCE AND GROUND MOVEMENT ROBERT STEFANKO 13.1.1-SUBSIDENCE AND FAILURE This treatment of subsidence and ground movement will be confined to subsidence control for limiting surface damage by assessing the significant parameters affecting ground movements during mining to optimize mining techniques. The material will be equally applicable to evaporite mining as well as coal but will not deal with block caving or similar systems where failure is deliberately induced and surface protection is not necessary or provided. When an underground opening is established, the original equilibrium is disturbed with resultant stress concentrations. While many factors are involved in opening stability, the span (W) undoubtedly is one of the most important factors in failure. Assuming it is relatively small, the overlying rock strata can bridge across the opening and little if any movement or convergence of top and bottom will occur. However, as the span increases, a point is reached where the stress in the overlying rock strata exceeds some strength value of the rock, and the top breaks. If the opening span is limited to some subcritical value (-We) and/or is at great depth (D), a pseudo-arch will form, achielring stability before rupture occurs to the surface. The boundary of this arch is thought to approximate an ellipse in form with the major axis vertical and equal to four times W, although there has been little field research to substantiate this theory. However, if the width of this opening is increased at this horizon to some critical value (W,) or the same span is created in a shallower seam, the overlying strata ill progressively rupture to the surface and the characteristic subsidence trough is formed (Fig. 13-1) The area of the surface affected is much greater than the area of the seam extracted, depending on the "angle of draw" (a), which is the angle between a vertical line from the edge of the opening and another line extended to a point at which subsidence tails out to zero. This angle has been found to be about 35° in Europe but is rather academic, being a function of instrument precision in detecting subsidence. Since the subsidence effect is so small at any point beyond n 25° angle, this latter may be considered the practical limit of subsidence. Further- more, indications are that the angle of draw varies with depth and nature of the strata.' In a field study over a 1,000-ft-deep potash mine in New Mexico, the maximum angle of draw was found to be 51.5°.2 So far, only a single opening has been considered. However, the width of the excavation applies to any complex mining system of entries, rooms and longwalls as long as the seam has been fully extracted and the width represents the distance from one solid rib to another. It will be noted that the amount of vertical displacement varies from point to point on the surface (s), but the maximum subsidence for a given trough occurs at the center (S). This latter value may not he equal to the maximum possible subsidence (Sm) which occurs only if a critical or super- critical (+W,) width has been exceeded (Fig. 13-1). Substantial surface damage can result when subsidence occurs. Factors affecting the amount and type of ground movement are: thickness and properties of the seam, angle of draw, width of excavation, depth and type of overburden, inclinations of strata and surface, and the amount of support left in the gob. While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. All underground operations have limiting factors that influence overall profitability. Hoisting, hauling, available headings, labor, milling capacity and other factors limit how much material can be removed from an underground mine. Consequently, when mines use limited labor to handle the additional rock from overbreak and to perform extra ground support tasks, productive activity is replaced by non-productive work. Mining economics are further penalized when overbreak causes dilution of ore grades. This paper reviews organizational systems that mines have used to create environments which foster the creation of successful overbreak control programs. Actual case histories document the various quality improvement techniques, worker incentives, and practical project management systems used by these mines. A brief review of controlled blasting technology sources and overbreak measurement tools is also included.

INTRODUCTION A program to insure adequate talent for development and management of our mineral resources entails two equally important and interrelated aspects: 1) attracting and retaining promising student talent, and 2) providing a first-rate education for those entering careers in mineral science and engineering. Manpower shortages have eased in many areas of engineering, particularly in those areas dependent directly or indirectly upon government contracts in space and war programs. However, in the minerals industry the needs still remain critical. As increasing concern over preservation of the environment has developed, the political and social reaction was to seek out major offenders, to look for "whipping boys" -- and the mineral industry was, and had been, an offender. It was there for everyone to take pictures, it couldn't be covered up, and the Department of the Interior lashed away in the beautiful and popular brochures: Quest for Quality, The Third Wave, The Population Challenge, and Surface Mining and Our Environment (Ravaged Land). The Sierra Club, the Field and Stream magazine, TV, and daily news media added their lashes. In the minds of our social-conscious youth the mineral industry took on the image of "exploiters" of natural resources; "polluters" of streams, lakes, and the atmosphere; "despoilers" of wilderness areas and scenic beauty -- a plague to combat, rather than an exciting challenge that entailed exploration of the remote, conquering of the primitive, and developing of the undeveloped. Enrollments declined and many traditional mineral engineering curricula were abolished or Integrated into other stronger engineering departments to meet student-faculty ratio requirements.

Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

Mr. Chairman, members of SME, and guests It is indeed a pleasure to have the opportunity to appear before this group. The topic of this paper is, "Current Trends in Related Industries and Their Influence on Electric Shovel Design and Size". Before getting into the major items, it is well to point out that this text will deal with loading shovels primarily, since their application is almost universal in major open pit mining operations throughout the world. Related industries influence our design in many ways. For the sake of simplicity, these industries will be broken down into two major categories. The first category to be discussed will include industries that will indirectly influence design and size, while the second category will include industries whose products can directly be incorporated by the engineer in the design of shovels.

Modern microprocessor systems make it possible to use several variables to anticipate changes in the process and to react with responses before upsets can be magnified by the process or by control action. Through tighter control, "insurance" can be eliminated from process set points without affecting product quality. In actual operation with a traveling grate furnace this control philosophy has produced savings of up to 20% in fuel consumption and 8% in fan power usage while producing a more consistent quality product.

"Frac sand is industrial silica sand much like glass, foundry, filtration and blast sand. The sand must meet certain specifications set forth by the industry that consumes the product. The production and consumption of frac sand has experienced record growth in the last 10 years because of new oil and gas drilling, new horizontal well drilling, multi-stage fracturing and the stimulation of older wells that have little or no production. Frac sand is needed to “prop open” the fractures in the rock reservoirs to allow oil and gas to flow out more freely.According to the U.S. Geological Survey (USGS), the estimated production of frac sand in 2015 was 71 percent of the total production of industrial silica sand or 67.4 Mt (74.3 million st). This is a decrease of about 12 percent from 2014. However, the silica sand industry and other industry sources estimate only 50 Mt (55 million st) of frac sand were produced in 2015. In recent years both the USGS and industry studies have been very close in estimating the production of frac sand but with the recent downturn in frac sand production, perhaps, reporting to the USGS was not as accurate. These discrepancies may be that the USGS statistics are based on voluntary reporting by the industry and some companies report their approximate production, others may not. It is always difficult to obtain accurate production figures of any industrial mineral or construction aggregate operation as most companies tend to keep those figures somewhat confidential. It is certainly accurate to report that the production of frac sand had decreased since the last quarter of 2014 and through 2015. The oversupply of oil and natural gas has led to this decline in frac sand usage. Oversupply has idled drilling rigs and well completion activities. World Oil Magazine reports that 2015 was the worst year for rigs in a quarter century. The only wells being completed are those that have contract agreements to do so, others have been capped. Very few new wells are being drilled. Since about 98 percent of well completion is sand and water, the sand supply has caught up with the demand. There are some bright spots in the “oil patch” as the Permian Basin in Texas and the Woodford Shale in Oklahoma have kept pace somewhat with drilling and completion. It has been reported that the frac sand producers in the Brady-Voca, TX area are producing to nearly capacity. The northern frac sand producers like those in Wisconsin, Illinois and Minnesota are feeling the downturn because of the cost of shipping sand to these moderately active basins and plays. The “rule of thumb” is that freight is 2/3 and sand is 1/3 the cost."

The heavy media process is now being used extensively throughout the world for the gravity concentration of a great number of different minerals. The process is a commercial adaptation of the heavy liquid procedure which has been used in laboratories for many years to separate mineral of different specific gravities. In the heavy media process, a suspension of finely divided particles in water is used to increase the apparent specific weight of the fluid to the desired separating point. The original heavy media process used sand, galena, pyrite and occasionally other materials as the solid constituent of the separating suspensions. As the process developed, the need for a more universal media meeting the following requirements was recognized: 1. High specific gravity. 2. Resistance to abrasion. 3. Resistance to corrosion, 4. Readily reduced to a suitable size consist for suspension in water. 5. Available in quantity at economical price levels. 6. Easy to recover by a simple method.

Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man's problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Research today usually requires sophisticated equipment and such equipment is expensive, both for initial purchase and operation. The 1990 Clean Air Act Amendments specify national objectives for reducing sulfur dioxide emissions from coal-fired power plants System-wide reductions can be achieved by combining various emissions controls technologies and allowances, or compliance credits, that can be purchased, sold, or traded. As part of the Coal Quality Expert development project funded by U.S. Department of Energy and the Electric Power Research Institute (EPRI), Black & Veatch has developed an interactive computer tool, the Acid Rain Advisor (ARA). ARA allows the user to develop integrated system-wide compliance plans by comparing the costs and emissions reduction benefits for emissions allowances and various SO2 control technologies such as coal cleaning, fuel switching, and scrubber retrofits.

Most wet mines face unquantified water costs as well as the obvious wing costs. Both kinds of cost are multiplied by work at greater depth and by higher unit prices. This intensified challenge merits renewed or perhaps altogether new response. Any practicable way to reduce inflow tackles both obvious and unquantified costs. Ten groups of possible ways to do it are cited. Most have been demonstrated. Two are known from work other than mining. Surely new means can be found. Metal prices are often predicted by relying on time trend projections of various economic indicators or even the trend in price itself Thus, time is the underlying explanatory variable acting through at best, a limited selection of economic variables. The price prediction method described in this paper differs from this by analyzing hundreds of economic variables to develop a few principle components that automatically capture the fundamental changes in the economy and delete duplicate or irrelevant information. This leaves a few principle variables to describe a state-space representation of the economy which can then be used for prediction. Forecasts of the price of a metal are then made based on these principle variables.

The benefits of a no-idle policy reach far beyond carbon reduction and fuel savings, ranging from decreased maintenance to increased engine life. With products like battery-powered ac systems and diesel-fired heaters, going noidle is easier today than ever before. With both systems being manufactured to withstand the harsh environments of the mining industry, the end user will see a seamless change from conventional, inefficient belt-driven systems to future, standalone mobile equipment HVAC.The history of GHGs and climate changeIn 1896, Svante Arrhenius first claimed that the combustion of fossil fuels may eventually result in enhanced global warming, but not until 1955 did Gilbert Plass draw global attention to global warming by summarizing that adding carbon dioxide to the atmosphere would intercept infrared radiation and thus warm the earth. Then in the early 1960s, Charles Keeling developed modern technology to produce concentration curves for atmospheric CO2 (Fig.1).In 1988, the Intergovernmental Panel on Climate Change (IPCC) was founded by the United Nations after acknowledgment of a rising global annual temperature. The IPCC consists of more than 2,500 scientific and technical experts from more than 60 countries. Because climate change could not be solved by a single country, the Kyoto Protocol was negotiated in 1998, requiring all participating countries to reduce their GHG emissions by at least 5 percent from the 1990 levels. The Protocol was signed by 186 countries in 2001 (since then several countries have retreated from the agreement, including the United States). In 2002, the Bush administration announced a policy for climate change relying on domestic, voluntary actions to reduce the "greenhouse gas intensity" of the United States economy by 18 percent by 2012. The U.S. still attends the Kyoto conference of parties (COPs) but does not participate in negotiations, as it is not bound by its terms."

The impact of conversion on the coal industry can be summarized very briefly: We are going to have to mine an awful lot of coal. Fortunately, the United States has the coal reserves available, and given the right conditions, we can mine it. The coal reserves of the United States are enormous. If we consider them on the basis of proved reserves, using the standards of the petroleum industry--that is, resources mapped and explored and recoverable with present techniques at close to present costs--and compare that with the reserves of other fuels, coal constitutes 88 per cent of the proved recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium, so long as the uranium is used in burner reactors. If we consider resources on the basis of "ultimate recoverable" reserves, that is, those resources which can be extracted with improved technology and at somewhat higher costs--and if we include those resources of all fuels not yet found but believed to be waiting discovery--coal still accounts for 74 per cent of the national total. We have built a hydrocarbon economy in which about 76 per cent of our total energy needs are supplied by petroleum and natural gas, and about 20 per cent by coal. Domestic resources of oil and gas are running dangerously low and, assuming a continued hydrocarbon economy, the 20 per cent supplied by coal may increase dramatically. We already import nearly a quarter of the petroleum we consume, and the chief source of additional imports seems to lie in the politically unstable Middle East. Natural gas is in even shorter supply, and the problems of importing it seem at least as difficult as those of oil. The fact is, the United States is already relying to an increasing extent on foreign fuel sources. There is an obvious national risk in making an important part of energy supply hostage to foreign governments of uncertain tenure and friendliness. The Electric Power Research Institute (EPRI) and six EPRI-member utilities are sponsoring research to define relationships between coal properties and coal handling behavior. Deratings and outages caused by plugged chutes or bunkers or frozen coal can cost utilities millions of dollars annually in lost energy production as well as in manpower to restore coal flow. There is also the added expense of maintaining redundant equipment to assure a continuous coal feed to the boiler, a common practice for utilities. Over the past two years, researchers at CQ Inc. and Iowa state university have collected and analyzed coal samples to develop a coal handleability index for utilities to use when specifying coals for their power plants. These coal samples cover ranges in ash content, rank, grindability, size distribution, and moisture content--properties that affect the handling behavior of coals. Other properties, such as the washability and ash composition, are measured as well. Over the remaining two years of the project, all of these analyses will be correlated to handling behavior, measured using a triaxial shear tester that determines the strength of a coal under compression. An index will be developed and validated at host utility power plants.

Slurry technology developed for the marine transport of mineral commodities has been increasingly applied to on-shore slurry transport systems. Reclaim of mineral concentrates, sand tailings for mine backfill and various industrial minerals from storage tanks or ponds normally require a slurry of high density at constant flow rates to improve process performance and to reduce handling costs. An efficient system must accomplish this at minimum capital costs with maximum reliability. Continuing improvements in equipment design to improve repulping efficiency and their application are discussed.
