INTRODUCTION The changes in ownership, management, and operation of the non-fuel minerals industry since the Second World War have been dramatic. World-leading enterprises have lost their identity; host countries have taken over operations from multi-national firms; marketing practices have been drastically altered - and yet the world industry is supplying minerals on a scale far greater than had been anticipated in projections made at mid-century. The world's known mineral resources have been enormously expanded, despite the doom sayers who for decades have been predicting that depletion of non-renewable resources would impose limits to growth. PALEY REPORT One can set the stage by reviewing how the minerals outlook was regarded in a thoughtful and comprehensive analysis made in the years 1950 and 1951. During the War years, President Harry Truman of the United States had come to appreciate the decisive role played by minerals resources through his chairmanship as a U.S Senator of a committee that investigated the procurement and allocation of natural resources. In 1950, in the Cold War era that resulted in actual military conflict in Korea, he appointed a prestigious five-man commission to study the problems of Materials Policy over the following quarter century. Their findings, published in five impressive volumes in early 1952, became known as the Paley report. The text was prepared by expert scientists and economists who spent 18 months assembling statistics, making projections of future demand, and interviewing leaders in industry, academia, and government. [ ] The Commission had correctly foreseen that aluminum would replace copper as the largest volume non-ferrous metal, but it had fallen short of reality by a wide margin indeed for all three materials. Even though the Commission's expectations for growth proved to be extremely understated, it had concluded its report with grave foreboding about the effect of its estimates of demand in relation to supply, as follows: "Consumption of almost all materials is expanding at compound rates and is thus pressing harder and harder against resources which, whatever else they may be doing, are not similarly expanding. This materials problem is thus not the kind of 'shortage' problem, local and transient, which in the past has found its solution in price changes which have brought supply and demand back into balance. The terms of the materials problem we face today are larger and more pervasive." With respect to some minerals, the Paley Report expressed scepticism that, in fact, supplies would be forthcoming regardless of price. Because the Paley demand forecasts understated the actual growth in demand for virtually every mineral, one could logically have expected frequent and protracted shortages in the years since 1950.

The importance of the recovery of precious metals, specifically platinum group metals, was recently expressed by Robert McNamara, former head of the World Bank, who stated that the United States should stockpile strategic metals. More than 90% of the platinum metals are imported into the United States from South Africa and Russia. Mr. McNamara's concern is based on the possibility of a disruption of obtaining these metals due to any racial unrest in South Africa and a renewal of the Cold War with Russia. The United States has a platinum mine from coast to coast. Since 1974, the automotive industry has consumed 3 million ounces of platinum and palladium, and the recovery of these metals from auto catalyst converters is estimated to be 300,000 ounces of platinum per year. This would make the United States the 4th largest producer in the world.

H. R. HANLEY*—I have been asked to discuss briefly the development of rotating cathodes for the electrolytic deposition of cadmium. The earliest recorded use of rotating cathodes was by Hoepfner at Frufurt, Germany about sixty years ago. He elec-trolized zinc chloride solution using diaphragms to separate electrodes. In the early experimental work of the Bully Hill Copper Mining and Smelting Co., Shasta County, Calif., rotating aluminum cathodes 4 ft in diam were used in the electrolysis of an acid zinc sulphate solution. Finished cathodes weighing up to 400 lb were produced. Because of mechanical difficulties, this type of cathode was abandoned for zinc, but was later used for cadmium because of the relative smoothness of deposit in comparison with stationary plates with comparable current densities. Cadmium sponge which forms on the cathode at moderate current densities (without special treatment) is entirely eliminated by a slow rotation. The rate of rotation of the cathode has an effect on the mechanical nature of the deposit. A high rate of rotation concentrates the adhering electrolyte on the shaft; a moderate rate appears to concentrate on the cathode a short distance out from the shaft tending to corrode the deposit in the form of a ring. At a very slow rotation (2 to 3 rpm) the adhering electrolyte gravitates nearly vertically, thus avoiding the cutting ring referred to above. The true explanation for the smoother deposits obtained on rotating cathodes may not be given definitely as the numerous factors involved are not thoroughly understood. Smooth deposits are obtained when the orderly growth of the metal crystals in the cathode lattice are disorganized. Thus the crystals form and grow for a very short interval when they are arrested and a new crystal forms. The continued growth of the original crystals provides large crystals and a rough deposit. Also if the acidity of the electrolyte is low, hydrogen gas bubbles adhere to the deposit. As the cathode is rotated the gas surface is brought into the atmosphere where they burst; thus the deposit is made on a surface relatively gas-free. An aluminum hub distance piece was riveted to each aluminum disk 4 ft in diam, slipped on a 4 1/2 in. steel shaft and pressed tight to prevent acid electrolyte seeping through to the shaft. The 9-cathode assembly was supported on insulated bearings. Electrical contact to the shaft was made through what was equivalent to a copper pulley. Sufficiently high conductivity brushes were placed on the face of the pulley to lead the current to the cathode bus bar. The assembly was driven by a link belt contacting a sprocket insulated from the shaft. The lead anodes were semicircular and supported on porcelain insulators placed on the bottom of the cell. Two anodes were provided for each cathode to permit an 8-in. space between them without increasing the ohmic resistance. This ample spacing permitted easy stripping of deposit with the assembly in place. Cathode cadmium was melted under 650 W cylinder oil. After casting, the primary slabs were remelted under molten caustic soda and cast into pencils 1 1/32 in. in diam. Rotating cathodes for deposition of cadmium are used at Risdon, Tasmania, and at Magdeburg, Germany. W. G. WOOLF*—This paper is very-interesting to me because in our work at the Electrolytic Zinc Plant of the Sullivan Mining Co. we had an exactly similar problem—that is, a method of producing cadmium from our purification residue, the recovery of the contained copper as a copper precipitate which could be sent to a copper smelter and the production of merchantable cadmium. It is interesting to me, not knowing of the work of the Risdon people, how closely we approximate them in their main metallurgy, diverging at several interesting steps which I would like to discuss for just a moment. For example, at Risdon they oxidize their purification residue. In our practice we take the current residue as it is produced in the purification department of the zinc plant and process it in the cadmium plant. The only oxidation that it obtains is the oxidation in the presses, the dumping of the presses and the collection and transportation of the residue to the cadmium plant. We find that the leaching of that residue does not necessarily require the oxidation step that the Risdon people evidently find necessary. The discussion of oxidation comes in again in the matter of the treatment of the precipitated cadmium sponge with zinc dust which again at Risdon is oxidized but which we do not attempt to oxidize except as it oxidizes itself in the storage. There is a partial oxidation which cannot be avoided, as Mr. David-sou pointed out, but we make no attempt to attain a complete oxidation and we dissolve the cadmium sponge in the sul-

(written discussion§).-In the second paragraph, Dr. Thwing mentions the various stages through which clay ware. must pass but he does not analyze the third stage, oxidation, suffficiently. There are two elements to dispose of in a great many, of the shales that must he burned; these elements are carbon and sulfur. Dr. Thwing speaks' of the carbon, but intimates that it is safe to have a temperature of -800° C., which we find to be rather dangerous on a great tiffany shales. The opening of a new large-scale beneficiation plant is always news, but the start-up of Cleveland-Cliffs Iron Co.'s Eagle Mills near Ishpeming in Michigan's Upper Peninsula early in October is of particular interest because of the completely different type of operation being carried on at this plant. The ore boat which left Marquette, Mich. on the 3rd of October bound for the plant of Wisconsin Steel Division of International Harvester, not only carried the first output of this new mill, but also carried the first agglomerate made from the Upper Peninsula's jasper ore, the first commercial output from an updraft traveling-grate furnace, and the first large-scale commercial application of the balling disk, also called the flying saucer, to the agglomeration of an iron flotation concentrate.

At least three million ounces of placer gold has been mined from hundreds of deposits in the Southwest since the 1600's. Nevada, the most productive state, produced about 1,700,000 oz. Most of the placers are in accumulations of unsorted, coarse, angular gravel in gullies, dry washes, and on hill- sides. The gold is mixed with debris from the adjacent bedrock and is typically concentrated at or near bedrock or on clay layers or caliche-cemented gravels above bedrock. The most extensive and productive placers are thick accumulations of debris in well-defined stream or gully channels, in alluvial fans at the edges of the range fronts, or as thick residuum on hillsides. With very few exceptions, the gold has been transported only a very short distance from the source. Numerous small high-grade gold-quartz veinlets, rather than single large lode deposits, are by far the most common source of placer gold. Most placer mining consisted of small-scale one-or two-man operations using rockers, pans, and sluices when water was available and dry-washing machines when it was not. Where gravels were deep the miner would dig shafts to bedrock and drift along the paystreak. Large-scale operations in the major districts utilized floating or stationary dredges or, more rarely, hydraulicking to mine extensive deposits. An adequate supply of water for efficient concentration of gold has always been a major problem in the Southwest. To overcome this problem, difficult and sometimes ingenious techniques were used-pipelines to carry water for miles to the placer area were constructed, or gravel was hauled to central washing plants where water was available; numerous designs of dry-washing machines were invented. In some districts, attempts to mine the gravels by large- scale operations failed because the gravels were too wet for dry concentration methods, and no water was available for wet methods; or, when water was available, the gravels were too porous to retain sufficient water in the dredging pond.

There are four main requirements to be considered in selecting a wire rope that will provide the best service. A proper choice is made by correctly estimating the relative importance of each of these requirements and choosing a rope with qualities that will best enable it to withstand the combination of destructive forces expected under continued service. A Good Rope Choice Matches Strength with Stress A wire rope should be (1) strong enough to sup- port the maximum load anticipated with a proper safety factor, (2) able to withstand bending and to resist bending fatigue without failure of the wires, (3) able to withstand surface abuse such as abrasion, pounding, and wire scrubbing, and (4) able to take abuse such as crushing and distortion.

THE function of gas in the development and production of oil has far reaching consequences that should be emphasized. The technical aspects of the subject have recently had a great deal of attention but less thought has been given to fundamental concepts underlying oil and gas law and the many customs and practices that have grown up in the industry. I shall re- view briefly the advance in knowledge of the subject and attempt to relate these concepts to legislative, judicial and operating problems. Early writers on oil and gas in Pennsylvania noted their close association in oil pools and their contemporaneous decline in output; also, that as gas pressure decreases so does production, that new offset wells reduce the output of existing wells, and even that tubing a well lengthens its flowing life. Expanding gas was deduced as the principal expulsive force. These fundamental observations had been made at least as early as 1880.l They were treated, however, as academic considerations and did not greatly influence law or practice for many years except to instil into all operators an urgent desire to hasten offset drilling to obtain as much of the flush as possible.

In the oxidation of pure iron above 700°C the overall rate is determined mainly by the rapid growth of wiistite, through which iron ions can diffuse rapidly.' Nickel added to the iron progressively decreases the stable range of composition of wustite.' When enough nickel is added to eliminate wiistite as a stable phase, the spinel is the fast growing phase. This investigation was undertaken to test the hypothesis that nickel substituting for iron in magnetite might decrease the rate of spinel growth by reducing the iron mobility. Nickel ferrite boules grown by the flame fusion process were purchased from the Linde Co. Chemical analysis gave an atomic ratio of iron to nickel of 2.88 and showed no other cations. They were cut into discs and ground to give flat, parallel faces. The experimental procedure employed was like that of Eisen and Birchenall in which the distribution of radioactivity diffused in from a vapor deposited surface layer was determined by counting the residual activity through a series of ground faces. The diffusivities were calculated in a manner consistent with the requirements discussed by Condit and BirchenallP The details will be given in connection with a more extensive spinel diffusion study now in progress. The results of the measurements are shown in the figure in comparison with earlier data on magnetite1 and zinc ferrite. The uncertainties arising from scatter in the activity vs distance relationship and uncertainties in the temperatures are shown by flags. Despite the scatter it is clear that substitution of a considerable part of the iron in magnetite by nickel, in this case about one third decreases the iron mobility substantially. sachs' determination of the distribution of iron and nickel in scales on iron-nickel alloys appears to show that nickel is less mobile than iron in the spinel layer. It is evident, therefore, that nickel plays several roles in reducing the oxidation rate of iron-nickel alloys. 1) It reduces progressively the stability range of wiistite. ' 2) It reduces progressively the stability range of the iron-nickel spinel phase in terms of the variation in cation to anion ratio.' 3) As shown in this investigation, it reduces the cation mobility in the spinel phase which is the faster growing phase in the absence of wiistite. The fe was obtained from the Oak Ridge National Laboratory. The research was supported by the Air Force Office of Scientific Research (ARDC) under contract number AF 18(600)-967.

LET us return and follow our first intention of discussing the art of melting. Since I have demonstrated to you how large works are made, you may have thought that the way to the small ones was also open to you, and you would not have been mistaken. But in order to avoid work and expense there are shorter and easier ways to be used, both because the things can be handled more easily and because it is not necessary to have so much regard for the forces of small materials. Therefore, wishing to make a distinction for you, I shall call this the small art of casting. Before speaking of this, I shall tell you of several methods of making powders for moulding. Then I shall also tell you of the methods of moulding in boxes and in frames, and how the said powders are to be prepared for casting either dry or green. Then I shall tell you some methods that are held as secret by the masters for handling the metals in melting and making them flow readily, so that you may easily fill the cavities of your moulds.

Exploration for metallic mineral deposits is carried on by those special adaptations of methods which the explorer believes will yield most economically or satisfactorily the particular answer sought. In this project the usual methods of geologic observation, recording, and interpretation, when combined with magnetic geophysical methods and geochemical soil sampling, led to disclosures of appreciable zinc mineralization where none was visible in surface exposure. Since 1945 considerable work has been done with geochemical prospecting methods, chiefly in determining the presence and distribution of various elements existing in minor amounts in rocks, soil, vegetation or waters of mineralized areas. Such work, in which the U. S. Geological Survey has taken the lead, finds a ready place in the field repertoire of the exploration geologist as a supplement, not a substitute, for other methods. The Chollet project was carried out in 1951 by the American Smelting & Refining Co. near its Van Stone mine in northern Stevens County, Wash., in the area shown in Fig. 1

NO ONE could fail to be gratified to receive so profound an approbation in his calling from the members of one's own profession. To have re-ceived this distinction from men, many of whom have been professional associates and friends over more than a quarter of a century, warrants a pride. and satisfac-tion that could come from no other source. It has often been said that men are really known only to their brothers in labor and in profession. The long friendship I have received from Mr. Saunders and the distinguished service that he has contributed to the mining industry add to my appre-ciation of this event. Mr. Kelley's remarks bring my mind easily to the beginning of that period of great advance in the engineering, profession of forty years ago. Three great forces contributed to the development of the profession. The first was the era of intense development of minerals, metallurgy; and transportation in our great West. It greatly stimulated invention; it made a demand for training and skill on the part of our engineers. The pressure of national development advanced our American practice beyond the rest of the world. Moreover, the skill of our engineers of that period owes a great debt to American educators. The leaders of our universities were the first of all the educators of the world to recognize that upon them rested the responsibility to provide fundamental train-ing in, the application of science to engineering under the broadening influence and cultivation of university life. They were the first to realize that engineering must be transformed into a profession in the highest sense, not only in the training and character but that the essential quality of a profession is the instillation of ethics. That implies not alone the job but the responsibility of the community for the job. Our uni-versities poured into our development a great stream of men with this background and training. A third distinction that grew in American engineering was the transformation from solely a technical profession to a profession of administrators-the business manager with technical training.

Before Capitol Hill hearings, primary metal producers are often called "concentrated industries" because there are relatively few companies in each category and most of them are large corporations. Capitol Hill still looks on large companies as inherently wrong, but there are about as many arguments one way as the other. Encourage Imports? Now comes Assistant Attorney General for Antitrust Richard W. McLaren to say that imports of metals and other basic materials should be encouraged to create competition for the concentrated industries here at home. Cloakroom analysts are wondering how this ties in with President Nixon's cabinet task force studying the copper price structure. This is chaired by Dr. Hendrik Houthakker, a member of the White House Council of Economic Advisers who has also indicated that the use of imports to pull down prices may be one way to create less inflation.

Twelve Directors, the Secretary, and ten guests were present. It was unanimously resolved that the sense of this body is that the name of the Institute should be changed to American Institute of Mining and Metallurgical Engineers. Messrs. J. W. Richards and Bradley Stoughton were appointed a committee to formulate the necessary steps for bringing the matter to a vote. The committee in charge of the New York meeting, with Allen Rogers, Chairman, was appointed. The rules of the American Engineering Standards Committee were approved. The Bulletin was presented to the Springfield Arsenal. The sum of $250 was appropriated to the Southern California Section. The By-laws were changed to increase the Secretary's cash from $500 to $1000. The report of the Treasurer was accepted. Sixty-eight members, thirteen associates, and forty-eight junior associates were elected. Four members were reinstated. The resignations of seven members were accepted. Thirteen members on active duty at the front had their dues remitted. Upon the recommendation of the Finance Committee, it was resolved that the clues of any members who have attained the age of seventy (70) years and have been members for a continuous period of at least thirty (30) years shall be remitted.

It was a brilliant idea that suggested the formation of Local Sections of the Institute. The results in increase of membership and attendance at, annual meetings of the Institute have been very gratifying. Many different plans have been followed by the various Local Sections to interest members in the local meetings. It has been found to be almost necessary that the meetings be preceded by luncheon or dinner at some club or hotel where a suitable assembly room is available for the after meeting. Each Local Section has to work out its own type of meeting to suit its conditions. Like all human affairs, a great deal depends on the leader. Special attention should be paid to the qualifications of the Chairman and Secretary as these two officers have to shoulder most of the responsibility for the success or failure of the Section. They should be chosen, not so much on account of prominence in the profession as for their push and popularity with the local membership. It has been developed that in most Local Sections the meetings should not be more frequent than once a month with a vacation during the summer months.

Hydrogeological techniques were used to solve problems of slope stability in open-pit mines of the Eufaula bauxite district, Ala. Geologic and hydrologic data were evaluated and used to design a system of dewatering wells to enable the operators to mine bauxite more efficiently and economically. Walls of open-pit mines in the district were subsequently stabilized by the operation of the dewatering system. Three open- pit mines, each at varying stages of the mining process, of the A.P. Green Refractories Co., were used to develop a sequential series of guidelines that indicate how to effectively remove ground water from the formations surrounding the ore bodies in the district. The use of sound engineering principles in well design, in combination with the correct interpretation of the pit hydrology provided the basis for solutions of the slope-stabilization problem and aided in the economical removal of bauxite from mines of the district.

The following acts of the Directors are reported for the information of members At a meeting held June 20, 1907, Dr. Charles D. Walcott, Director of the U. S. Geological Survey, Washington, D. C., having been recommended by unanimous vote of the Council, was unanimously elected an Honorary Member of the American Institute of Mining Engineers, in recognition of his personal services to American geology, and of his generous co-operation with this Institute, to the Transactions of which he has not only himself made valuable contributions, but has also encouraged the preparation of such contributions by the members of the U. S. Geological Survey under his charge, his liberal policy in this respect having gone so far as to permit the preliminary publication by the Institute of important results reached by the geologists of that Survey, even before their final and full publication as public documents. This wise and generous course has not only brought the U. S. Geological Survey into intimate and sympathetic relations with the mining industry of the world, but has also enriched the Transactions of the Institute, especially in the department of the science of ore-deposits, with many valuable papers. At a meeting held Jan. 14, 1908, Mr. Charles Kirchhoff was unanimously re-elected a Trustee of the United Engineering Society, to serve for a second term of three years. At a meeting held Feb. 18, 1908, directly after the adjournment of the annual meeting of the Institute, the following officers were elected for the ensuing year: President, James Gayley: Vice-President, James Douglas; Secretary, R. W. Raymond; Treasurer, Frank Lyman.

THIS year's Chairman of the Iron and Steel Division is a noted member of a small and select group of practical scientists now working in this country and in Canada to improve the production and properties and to reduce the cost of super-quality carbon and alloy steels; he is one of those all-important leavening agents-a man with his feet always on the ground but capable of putting his head into the clouds on occasion-that are so necessary in applying science sensibly to the practical problems of steel production. He is equally at home in a discussion of the free energy of deoxidizing reactions or the entropy of the formation of stable sulphides, and in a consideration of the relative advantages of the basic-electric and the open-hearth furnace for the production of rimming steels in the Detroit area. Gilbert Soler was born of American parents in Havana, Cuba, just forty years ago. He graduated as a ceramic engineer from Ohio State University in 1930 and received a Master of Science degree a year later. In 1940 he received the degree of metallurgical engineer from the same institution.
