Polychlorinated biphenyls were the basis of non-flammable askarel dielectric liquids wed in electrical equipment made between 1929 and 1978. Although PCBs were widely used in mine electrical equipment, the toxicity and environmental persistence of this chemical led Congress to ban its manufacture and use. Bureau of Mines Information Circular 8838 summarizes the regulations imposed by the EPA on the use and disposal of PCBs, and describes the limitations of available substitutes. Recent changes in the regulations will impose additional requirements on the use of PCBs by the mining industry. This paper is an update of the material presented in the Bureau of Mines information circular.

Flue-dust, to most blast-furnace operators, means a troublesome by-product, the formation of which should be curtailed, if not prevented entirely. However, with the increasing use of fine ores, larger furnaces, and high-pressure blast, the production of flue-dust is constantly increasing, and amounts annually in the United States to from 3,000,000 to 3,500,000 tons, an exceedingly high tonnage, of which a large part has been discarded as valueless.

Stibiotantalite is a relatively rare mineral not commonly found in the major tin districts of the world, and its separation characteristics have not been documented adequately in the literature. The investigation described here has been carried out on a sample taken from a commercial tin concentrate containing a significant amount of stibiotantalite which would have to be substantially removed before the tin concentrate was smelted. The sample originated from Greenbushes, Western Australia. A mineralogical analysis was performed on the sample with the aid of the Frantz Isodynamic separator 1 and the results presented in Table 1. A screen analysis was also performed, and the results presented in Table 2. The minerals were found to be substantially liberated.

During 1936 the state of Michigan produced 11,868,573 bbl. This is approximately 4,000,000 bbl. less than produced in 1935. The principle reason for the decrease in production over the previous year was the rapid decline of the Crystal field, which reached its peak in October 1935. The old producing area—Mt. At the Q. I. T. ilmenite smelter, nine electric furnaces produce titania slag and iron At high power levels, a furnace requires either a slag or an iron tap approximately once an hour, using rail cars as slag receptacles and ladles for iron. The correct scheduling of taps is an important operational tool due to peak power load and operational considerations. Over recent years, large increases in furnace capacity have imposed severe strains on the product handling facilities. This situation results in loss of production when several taps are bunched, because of an in- ability to handle many taps simultaneously. An on-line computer program has been developed to generate schedules for tapping a single furnace. By improved scheduling, this program can en- large the tonnage of each tap and minimize the number of taps, while reducing traffic congestion and unit cost s. Future plans call for extension of this technique to all nine furnaces with addition of a master scheduling program to optimize the overall traffic flow in the smelter aisle.

AN increase of 18 per cent in the production and consumption of all metals last year was readily met by the mines, but more than an average amount of development work was made necessary. Mining methods were improved appreciably; open-pit operations ad¬vanced more than underground practice: and the transportation phase of mining progressed to a greater extent than the other related functions. A new belt-conveyor system of mining was placed in operation at the Spruce open-pit iron ore mine at Eveleth, Minn. The gathering portion of the belt system was installed beneath the surface of the open pit, following closely the bottom rock, in especially provided drifts; beyond it inclined upward to the surface and finally discharged into a 500-ton shipping pocket. Length of the belt was 4500 ft. net vertical lift 386 ft. and capacity 750 long tons per hour. The mined ore found its way to the belt through one of three vertical raises, whose horizontal section was 10 by 10 ft. Each raise was equipped with a grizzly, crusher, pan-type feeder, and auxiliary equipment. Transportation of the ore from the working faces of the pit was accomplished as follows: (1) Two raises were equipped with tower and anchor stations, 3-cu.yd. drag scrapers, and related power units; (2) the remaining raise was provided with electrically driven power shovels and 20-ton trucks mounted on pneumatic tires. IT was recently shown1 that slip bands can be observed in bent germanium crystals after deformation, by means of etch pits along the slip traces. It is the purpose of this note to show how chemical etch pits can also be usedto examine the appear- ance of slip bands in silicon, as well as other deformation markings. A 30 ohm-cm, p-type single crystal bar, 2x1/4x1/8 in., was plastically bent at approximately 1200°C in a vacuum of 1x10-5 mm Hg. THE second blast furnace of the Azov steel mill was blown in on Feb. 17, says the Economic Review of the Soviet Union. This furnace, the 111th in the U. S. S. R., has a volume of 930 cubic meters, and a daily output of 775 tons of pig iron. The 1934 program at the Azov plant includes three 250-ton-open-hearth furnaces, two coke-oven batteries, a repair shop, mine and agglomeration plant at Gamysh-Burum, and two ports, one at the latter town and one at Mariupol. On Feb. 21 the sixth open-hearth furnace of the Stalinsk (Kuznetsk) mill started operations; on Feb. 12 the fourth open-hearth furnace at the Liebknecht mill at Dniepropetrovsk, produced its, first steel, 47 tons of high-grade boring steel. Masjid-i-Su1aiman.—There have been no new developments in the Masjid-i-Sulaiman oil fields during the year 1938. In spite of the age of this field, the fall in dome pressure shows no appreciable variation from the low rate of about 0.3 lb. per sq. in. per million tons net production. Drilling has been limited to deepening old wells and to new wells required for maintenance of production and general reservoir control. The rate of offtake has been reduced over the past few years, partly because of depletion of the oil column, and it is expected that future offtake from the Masjid-i-Sulaiman field will be stabilized for some years at around the present figure of 3,000,000 tons per annum. Haft Ke1.—An exploratory well to test deeper formations in the Haft Kel field has proved the existence of productive conditions in the Eocene, which underlies the Asmari limestone (the main producing horizon). Drilling to the northwest in the white-oil springs area has revealed the presence of a separate structure with productive potentialities. One well with a satisfactory production rate has been completed. Offtake from the Haft Kel field has steadily increased since it first came on to production in 1929. Naft-i-Shah.—Production from this field has continued to supply market requirements in northwest Iran. The policy of returning surplus products to the reservoir, which was adopted at the beginning of 1936, has been continued.

JOHN LIVERMORE CHRISTIE belongs to that group of metallurgists who entered the industrial field during World War I and have been responsible for many of the important metallurgical developments since that time. He was born in Montclair, N. J., on Jan. 31, 1894. After graduating from Montclair High School he attended Sheffield Scientific School, Yale University, received his Ph.B. degree in chemistry in 1915 and that same year was employed by the Bridgeport Brass Co. in its laboratory. Among his first duties was the return to Sheffield Scientific School for two years of graduate work in metallography under C. H. Mathewson; receiving his M.S. degree in 1917. Thus we see him becoming one of that group of eminent physical metallurgists who, with Dr. Mathewson&apos;s teaching as a foundation, have done outstanding work in metallurgy.

JOHN HUNTER NEAD, chief metallurgist of the Inland Steel Co., Chairman of the Iron and Steel Division for 1939, a native of Missouri and graduate of the University of Michigan, first taught chemistry after graduating from college and then decided to follow the field of his college specialization and be a metallurgist. In succession he was associated with the H. H. Franklin Co., Syracuse, N. Y., the Watertown Arsenal, the Racine Steel Castings Co., and the Minneapolis Steel and Machinery Co. During the World War he held a commission as Captain in the Ordnance Department and served both overseas and on the technical staff in Washington. Returning to civilian life, Hunter Nead was research metallurgist and then chief metallurgist of the American Rolling Mill Co. from 1919 until 1931, when he went to his present position with Inland.

A number of novel but increasingly-important methods of size enlargement in liquid systems are reviewed. These techniques use relatively strong bonding and specialized equipment to form dense and substantially permanent agglomerates directly from particles in liquid suspension. In addition to separation of particles from suspensions, these methods have other broad objectives, including the production of granular (often spherical) materials, displacement of suspending liquid from the product and the selective agglomeration of one or more components of a multi-particle mixture. The underlying principles of the methods discussed include agglomeration by immiscible liquid wetting and by polymeric flocculants. Other procedures to produce granular, free-flowing products based on dispersion and solidification in liquids are also noted briefly. Applications in a variety of fine particle systems are considered with emphasis on minerals and fuels beneficiation and on waste treatment.

Previous studies have shown the influence of geometric variations on the drawdown and buildup behavior of a well completed in a homogeneous, porous medium containing a single-phase fluid. Other papers have shown the influence of leakage across caprocks on drawdown tests on water wells and aquifers. This paper presents two additional cases: the influence of an adjacent, expansible source of fluid, and the effect of caprock leakage on the measured in situ permeability and compressibility. Methods are developed for evaluating the influence of these two deviations from a uniform aquifer upon the in situ permeability and compre.ssibility indicated by pump tests. INTRODUCTION In relatively uniform porous media, saturated with a single-phase fluid, the effective reservoir permeability and compressibility of the water porous bed system may be obtained from drawdown and build-up data on wells, such as the initial wells drilled in aquifer storage reservoirs (Homers and Katz et al.7). In considering the drawdown and build-up behavior of wells adjacent to storage reservoirs, or of wells in an aquifer adjacent to an unknown gas field, questions arise as to the quantitative effect of the presence of compressible fluid on the measured permeability and compressibility of the formation. The solution to this problem is presented, using a constant pressure line source at some distance from two wells, one of which is pumped and the other used as the pressure observation well. The solution is presented in terms of the geometry of the wells and their relationship to the constant pressure line. It is known that caprock leakage can interfere with the determination of an aquifer in situ permeability and compressibility (Mantush4, Hantush and Jacob3 and Witherspoon and Muellerll). This paper presents an added case of the effect of leakage through a caprock of known thickness and permeability on well tests starting with a reservoir of constant pressure above the caprock and contributing to the aquifer as a result of the pump test. Again, both a pumping well and an observation well are postulated. These two cases are presented together since both a compressible fluid nearby and. caprock leakage show similar deviations from expected in situ permeability and compressibility results, and the solutions are similar in form. EFFECT OF A NEIGHBORING CONSTANT PRESSURE SOURCE ON IN SITU MEASUREMENTS Bixel, Larkin and van Poollenl presented a paper showing the influence of a discontinuity of the properties of a fluid formation system on drawdown and build-up performance. Their case is related to the present study but may be distinguished from it in that their numerical work and resulting graphs relate only to the performance of the pumping well itself. Incorrect values for in situ reservoir properties may be obtained from pump test data if the skin effect of the well and after-flow are not considered. Analysis of this problem by the authors indicated that the more reliable method of evaluating the influence of an adjacent gas field or expansible source was to use one well for pumping and another well at some distance from it for observing the aquifer pressure performance. An expansible source of hydrocarbon near a pumping well may be approximated by a line of constant pressure for a pump test. Fig. 1 illustrates a pumping well and an observation well near a line of constant pressure. An apparatus has been developed which permits selective acidizing of producing formations and determination of the relative permeability of a formation by fluid injection. This apparatus, known as the "Electric Pilot," is an electrical fluid-interface locator, the electrical circuit of which is completed when the elec-tcodes in the well are in contact with a conductive fluid, but is not completed when immersed in a nonconductive fluid. Results are given for a number of typical acidizing applications in which the interface locator was used to control the acid. Description of the method used in making a permeability survey and the data obtained are also included. Introduction Early in the development of the acidizing industry it was recognized that one of the most important problems to be solved in the chemical treatment of any well was the determination of what part of the exposed section in the well should be treated and the selection of the technique that would insure treatment of the desired section. One of the first techniques adopted for assisting in proper placement of the acid, which is still widely used, is the method of confining the acid to the producing section by means of a column of oil, which is known as the Carr1 method of treatment, named for its inventor. In the Carr method it is not possible to selectively acidize a specific horizon in a multiple pay zone, so many improvements and modifications of the basic Carr technique were devised to accomplish this result. In order to overcome the possibility of the acid entering an undesirable section at the bottom of the well, organic gel plugs2 were introduced into the bottom of the well, which served to halt the entrance of the treating solution into these zones.3 These chemical gels later liquefied because of bacterial action and were removed from the well with the produced fluid. In fields where a gas cap existed, as in the Goldsmith field of Ector County, Texas) it was imperative that a treating technique be evolved that would confine the acid to the oil-producing zone below the gas cap. By so doing the oil-productive capacity of the wells could be improved without greatly increasing the gas production and this would lower the gas-oil ratio of the well. ~h, technique employed4 to achieve this effect utilized two pumps, one for pumping the chemicals down the tubing, the other to simultaneously force oil down the annular space to confine the acid to the oil pay, thus preventing the chemicals from entering the upper gas-bearing zones. Experience has indicated that gas wells and certain types of oil wells respond better to &apos;&apos;stage treating.&apos;&apos; This technique utilizes the introduction of a certain volume of acid and then allows the well to &apos;&apos;clean up99 before introduction of the next and usually successively larger stages. A development drilling and bulk sampling program should furnish the following information: (1) geology of the mineralized zone, (2) quantitative data on grade and tons of material within pertinent cutoff limits, (3) physical size and shape of the deposit and areas underlain by waste as well as ore, (4) mineralogical and metallurgical characteristics of the ore, (5) physical characteristics of the ore, (6) bulk samples for metallurgical testing and grade, (7) data on factors that affect mining operations, such as ground water and ground conditions. The method and equipment best suited for a particular drilling job depend upon the geologic features of the mineral deposit to be tested.

Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment of royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them.
