The 400-ton testing machine, ordered in June, 1875, by the United States Board appointed to test "iron, steel, and other metals," has lately been completed at the Watertown Arsenal, thoroughly proved and accepted by the Board. The excellence of the machine in every respect is more than satisfactory, and its accuracy is at first sight astonishing, although an investigation of its principles must show that if the weighing apparatus will weigh at all, it must do so with perfect accuracy, because all its movements are absolutely without friction. The proof experiments were numerous, and the effects of recoil after sudden ruptures at maximum loads, were watched with great care, but without much anxiety, because the weighing parts affected are by no means delicate in structure, and their motion is almost infinitely small. Among the tests were the following : A forged link of hard, wrought iron, 5 inches in diameter between the eyes, was slowly strained in tension, and broke short off with a loud report at 722,800 pounds. The diameter before breaking at the point of fracture was 5.04 inches; after breaking, 4.98 inches. In order to see if the weighing parts had been disturbed by the recoil, which was obviously near the greatest recoil the machine will ever suffer, a horse-hair was next tested; it was 7-1000ths of an inch in diameter; it stretched 30 per cent., and broke at 1 pound. Other horse-hairs vary in tenacity between 1 and 2 pounds. Of course, the accuracy of the machine on such delicate specimens, and indeed on specimens having some hundreds of pounds tenacity, has been checked and proved by other weighing machines. A 5-inch round bar, turned down to 38 inches diameter along the centre, was pulled apart at 430,200 pounds tension. Then some more horse-hairs were tested ; also copper wires 191/2-1000ths of an inch in diameter, which averaged 25 pounds tenacity..

THE Oaxaca coal fields, shown in Fig. 1, are located in the Alta Mixteca region in the states of Oaxaca, Puebla, and Guerrero. Known outcrops are scattered over 3125 square miles. It is probable that further exploration will reveal a more extensive area of deposits. The region is of great importance to Mexico, as at present the only sources of coal are the fields near the U. S. border. Steel mills are also located in the North, and finished products must travel 600 to 800 miles to the area of consumption in central Mexico. TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen: - I herewith present a report of some. of the more important activities of the Institute for the year of 1922. The outstanding feature of the year is the optimism felt by our members despite the continued depression in the mining industry. January 1, 1921, found many of our members out of employment or drifting into other industries to tide them over the depression, but almost universally the feeling has been that this was but a temporary condition and that sooner or later the necessary production of raw materials would enable these members to return to their former activities and renew their participation in Institute affairs. As the year passed conditions improved and, before it ended, many had found employment in their previous occupations. Bearing in mind that this depression has been very real, we have reason to be well satisfied with the work that the Institute has been able to do. The loss of members through inability to pay, dues has been large, and income has been correspondingly reduced, but it proved to be materially in excess of that anticipated early in the year, so that a substantial and unanticipated balance was carried forward toward the activities of 1923. PUBLICATIONS Following the example of other technical societies, and to conserve our resources, no Year Book was published in 1922. The lack of an up-to-date membership list for the use of our members was regrettable, but the saving of $5000 proved to be worth while. During the year, Volumes LXV, LXVI, and LXVII were printed and sent to members. These volumes were composed largely of the papers of 1920 and 1921, publication of which had been delayed partly through lack of funds and partly for the purpose of segregating into volumes those papers dealing with the same general subject. The segregation of papers had been suggested by a number of members who had advised that they were not primarily interested in all subjects

The year 1927 witnessed numerous developments of significance in California. The State's shut-in production increased from an average of 58,000 bbl. daily in January to a maximum of 93,000 bbl. daily in August, and a total of about 25,000,000 bbl. was withheld from the market during the year. This not only lessened the effect of large production at Hunt-ington Beach, Seal Beach and Alamitos Heights, but also was a most effective conservation move. Since 1922, it is estimated that approximately 100,000,000 bbl. of oil that would otherwise have been produced have been held in the ground. I. Outstanding Field Developments of 19271 1. Production increased from about 10,000 bbl. daily in January, to a peak of 66,000 bbl. in June. Huntington Beach finished the year 1926 with a production of 102,000 bbl. daily, which declined to 60,000 bbl. by the end of 1927. Due to production in these three areas and the tempering effect of shutting in numerous wells, the California production curve for 1927 was held at a fairly even level. OF the several characteristics of a coal that influence its suitability for use in a given piece of burning equipment, the clinkering and slagging characteristics of the ash of the coal are highly important. They determine the maximum rate at which the coal may be burned on a stoker or in pulverized form without difficulty from damage to metal parts, from erosion of refractory walls, or from stoppage of gas passages by accumulation on the tubes. They also determine the minimum rate at which a slag-tap furnace may be operated without difficulty in removal of the ash in fluid form. NEED FOR A BETTER CRITERION In common with other producers and users of coal, the Northern Illinois Coal Corporation has long used the available methods for the measurement of the clinkering characteristics of coal ash, chemical composition and fusion temperature of the ash, as criteria for the selection of coal that would suit the particular requirements of its customers. These two available criteria have greatly helped in the problem of selection but it is unnecessary to dwell upon the fact that they are not completely adequate for the purpose. The composition of the ash and its clinkering tendency vary widely over the company's mining area. In a certain period, some years ago, an unusual amount of severe clinkering of the ash of coal shipped made extremely acute the need for a better criterion of the clinkering that might be expected. It was also desirable that the criterion result from a reasonably rapid method, so that the clinkering characteristics of the coal would be known before shipment. Complaints on the severe clinkering of the ash came from only a fraction of the output of the mine but the occurrence of the clinkering seemed quite unpredictable. Attempts to relate the chemical composition of the ash and the fusion temperatures to the clinkering were unsuccessful. Coal from the area of the mine in which the fusion temperature of the ash was the lowest gave the least trouble from clinkering. Chemical analysis of the ash from that section giving the most trouble showed high contents of iron and low contents of silica, but frequently these were not greatly different from those of coals that gave little trouble from clinker. Aside from the clinkering difficulty, the coal was quite satisfactory. The ash content was normal and high rates of burning could be obtained, but again and again such severe clinkering would occur that the furnace would be shut down because of the accumulation of clinker. Examination of the clinker from the customers' plants showed that the clinkers that adhered to the grates and fouled the fuel beds were hard, flat, dense, and usually dark in color. Coal that was satisfactory gave clinkers that were softer, bulky rather than flat, of low density, and usually lighter in color.

An 1820°C isothermal cross section of the Ti-Ta-C ternary diagram was prepared from X-ray diffraction and metallographic data. No phases other than those appearing in the three binary diagrams were observed. At temperatures above the titanium transition temperature titanium and tantalum form a complete series of solid solutions containing up to 2 atomic pct C. The phases Tic and TaC also form a continuous series of solid solutions extending across the diagram. PREVIOUS work on this alloy system was very limited. Of the three binary constitution diagrams involved, only one, the Ta-C system was available in the literature. Preliminary data on the other two systems was received from the investigators during the course of the investigation and both have been published in recent months. It had been shown that Tic and TaC formed a continuous series of solid solutions, but the range of carbon content in this phase was not known. While Ta2C had been described, its solubility for or reactions with other carbides had not been reported. It was not known whether or not any ternary compounds occurred in the system. The present program was undertaken to determine experimentally the general form of the ternary diagram. It is hoped that the results will be of value in furthering the development of sintered carbide cutting materials and high temperature ceramets, many of which contain combinations of Tic and TaC. The Binary Systems Of the three binary diagrams involved only that of Ta-C was available at the time this project was started. The diagram of Ellinger¹ redrawn in Fig. 1, shows a hexagonal phase Ta2C having a very small composition range and a cubic TaC phase having a composition range of from 40 to 50 atomic pct C. The authors made a separate determination of the composition range of TaC using lattice constant values and found the range to extend from 40 to 49.7 atomic pct C in good agreement with Ellinger's diagram. Two determinations of the Ti-Ta system have appeared recently.2,3 These two diagrams are in good agreement and show that ß titanium and tantalum form a complete series of solid solutions. The Ti-C diagram by Cadoff and Nielsen4 shows a very limited solubility of carbon in both a and ß titanium. The single carbide formed persists over a wide range of carbon contents. Several values for the upper limit of carbon content of this phase have been reported."' The highest value obtained in the M.I.T. Laboratory was 47.5 atomic pct C with a lattice constant of 4.328?.5 Fattinger7 describes a gas carburization method which he claims produces stoichiometric Tic although he does not present any data showing that he actually had 50 atomic pct combined carbon. The New River coal-field embraces that portion of the Appalachian coal formation which lies on the waters of the New River, principally in Fayette and Raleigh counties, West Virginia, covering a strip of territory about forty miles in length along the line of the Chesapeake and Ohio Railroad from Quinnimont to Kanawha Falls, where the New River empties into the Kanawha, the railroad following the banks of the river the whole distance. (See map.) Between Kanawha Falls and the Valley of the Ohio lies the great Kanawha region, and these two coal-fields possess a greater variety of coal than can be found in any other portion of the country, enabling them to furnish the best fuels for any of the various demands of manufacture or domestic use, the Kanawha region possessing many varieties of gas, hard splint, and cannel coal, and the New River region bituminous and semi-bitnminous, steam and coking coal. The New River, in its westward course towards the Kanawha, has cut its way entirely through the Sera1 conglomerate or No. XII of the Pennsylvania Reports, the Umbral red shales of No. XI appearing at the foot of the mountains at the eastern end of the region at Quinnimont, one of the upper ledges of the Conglomerate forming the summits; while at the western end, at Kanawha Falls, the top of the Conglomerate is nearly down to the level of the river, a portion of the " Lower Productive Measures" forming the greater portion of the mountains. These mountains rise abruptly from the banks of the river to a height of from 800 to 1200 feet, leaving only here and there narrow strips of bottom land, a few acres in extent; and as the measures consist principally of hard sandstones, shales, and conglomerates lying ill a nearly horizontal position, the mountain-sides are very precipitous, with many long and high cliffs, which, with the great height of the mountains, give the country a very rugged appearance. Along the sides of these mountains fronting on the New River and its many tributaries there are exposed the outcroppings of several veins of bituminous and. semi-bituminous coal, varying in thickness from a few inches to over four feet, five of them being workable, or

VEINS of asphalt fill and seal vertical fault fissures at the surface of a large domal structure near Bejucal, Havana Province (about 19 miles south of Havana), so this structure was chosen, by Barnabas Bryan, for the drilling of a well on the theory that oil had risen from below the Cretaceous and had entered the porous sands of the Upper Cretaceous, which outcrop in three places within a radius of 12 miles. The asphalt in these fault fissures, he contended, had sealed them and thereby prevented further dissipation of the oil. Furthermore, he found, in the asphalt, specimens of sand and lime that were indications of its upward migratory character. Ralph Arnold, who discovered the Upper Cretaceous sand saturated with oil in the outcrop near Mariel, in Pinar del Rio Province, has compared the Bejucal structure with the Santa Maria field in California. The surface rock of the structure is Oligocene limestone and shales, thin, bedded and well stratified. This formation has, heretofore, been assigned to the Eocene with a thickness of 3000 ft. and locally called the Nazareno formation. Paleontologic examination of well cuttings, however, has disclosed Oligocene fossils at a depth of 1142 ft. and Upper Cretaceous fossils at a depth of 1541 ft., leaving approximately 400 ft. of very parenthetical Eocene. Whether there is any Eocene in this structure has not been determined.

THE high corrosion resistance possessed by tin under most circumstances, combined with its generally satisfactory appearance and useful physical properties, has led to many and varied uses for the metal. These uses have been partly limited by the fact that tin is an expensive metal, therefore many applications have been developed in which tin has been employed in combination with lead, either by coating, as in tin-lined collapsible tubes, or by the formation of alloys containing various proportions of tin-rich and lead-rich phases, as terne plate. A detailed knowledge of the corrosion characteristics of the tin-lead couple therefore is of general interest and has become specially important at the present time, when every effort is being made to conserve tin as much as possible. The present study. has been limited to carbonate solutions with a pH range from 8.4 to 11.2 so that the results may be related to earlier work on the corrosion of tin and its alloys.1-3,6 In these papers, the effects of a number of anion and cation additions to these solutions have been observed. APPARATUS AND METHOD The electrodes for the corrosion cell were cut from rolled sheet about 1/16 in. thick. The length of all specimens was held constant at 7 in., while the width was varied from 1/2 to 2 in. These electrodes were fastened to brass electrode supports, which were attached to rubber stoppers fitting into tall-type one-liter Pyrex beakers that contained the electrolyte. The lead electrodes were prepared from Omaha pig* and the tin was rolled from a slab of Chempur.? After cutting to size, the sheets were polished with No. I emery paper and cleaned with carbon tetrachloride. The edges, back and upper parts of the specimen were coated with a synthetic lacquer, which was supplemented with beeswax for the lead electrodes. The binding posts were coated with beeswax after the electrodes had been damped. The pH of the electrolyte was controlled? by adjusting the ratio of carbonate to bicarbonate. Approximately 600 ml. of electrolyte was used in each beaker. The entire assembly was placed in an oil bath thermostatically adjusted to operate at 30°C. ± 0.10. Potentials were measured against a saturated calomel electrode connected. to the cell by an agar-agar salt bridge. A phenomenological study of the failure of polycry stalline ductile metals at room temperature was carried out using light and electron microscopy. Tensile fractures as well as sections of partially fractured bars of OFHC copper in particular were examined. The initiation and growth of the central crack in the neck of a tensile specimen occurs by void formation. After the formation of the central crack the f'racture may be completed in either of two ways: by further void formation or by an "allernating slip" mechanism. The first leads to a "cup-cone" failure; the second, to a "double-cup" failure. In the past decade or decade and a half there has been a great deal of emphasis on the solution of the problem of the brittle fracture of metals, particularly those which normally exhibit considerable ductility such as steel. Since the problem of the fracture of metals after large plastic strains has less immediate commercial or defense significance, there has been considerably less effort expended in describing the details of the phenomenology and determining the mechanism of this type of fracture. The present research was undertaken to increase our knowledge in this area. The problem of ductile fracture has not been neglected completely, however. Ludwik1 first found by sectioning a necked but unbroken tensile specimen of aluminum that fracture began with a large internal crack which appeared to have started in the center of the neck. Examination of the fracture indicated that the crack had propagated radially with increasing deformation until a point was reached at which the path of the fracture suddenly left this transverse plane and proceeded at approximately 45 deg to the stress axis until the surface was reached. This gives rise to the commonly observed cup-cone tensile fracture. When MacGregor2 was attempting to demonstrate the linearity of the true stress-true strain curve from necking until fracture, he found that copper was anomalous in that the stress dropped off markedly from the straight line value before fracture occurred. Radiography indicated that in the copper an internal crack was formed long before the final fracture, the stress decreasing during the growth of this crack. One of the most significant advances in the understanding of ductile fracture was the result of work by Parker, Flanigan, and Davis.3 By the use of etch-pit orientations they were able to demonstrate conclusively that the fracture surface at the bottom of the cup, although on a gross scale normal to the tensile axis, did not consist of cleavage facets as had been previously supposed by many investigators. Recently, Forscher4 has shown evidence of porosity near the tensile fracture of hydrogenated zirconium which he attributes to hydride decomposition. The workers at the Titanium Metallurgical Laboratory5 have also shown evidence of porosity in a number of the commonly used metals after heavy deformation. Many metals have relatively low ductility during creep tests at high temperature. The fractures are intercrystalline, resulting from the nucleation and growth of grain boundary voids. The work in this area has been recently reviewed by Davies and Dennison.6 It is possible that some of the observations and conclusions may have a bearing on the present study? especially since at least two studies7,' have been extended down to room temperature and below using magnesium alloys. However, since magnesium does exhibit low-temperature cleavage, these results may not be pertinent to the present one. The use of the electron microscope as an aid to the study of fractures has been extensively exploited by Crussard and coworkers.9 The examination of direct carbon replicas of the fractures of a large number of metals and alloys showed that the bulk of the fracture surface was covered with cup-like indentations of the order of 1 to 2 µ in size. These frequently had a directionality by which Crussard claims to be able to tell the direction of the crack propagation. With this rather disconnected background of information, this investigation was undertaken in the hope of presenting a unified picture of the initiation and propagation of a fracture in a ductile metal. To this end all of the techniques previously used were employed simultaneously so that there might be a good correlation of the data obtained by different techniques. EXPERIMENTAL PROCEDURE The metal which was chosen as the starting material for this investigation was OFHC copper. At the Steptoe metallurgical plant, where ore of the Nevada Consolidated Copper Co. is beneficiated, a small copper-leaching annex has been in operation treating flue dust from roasting-furnace dust chambers, together with a siliceous oxidized ore. This leaching plant was designed to obviate smelting low-grade siliceous flue dust, which interfered with the operation of the reverberatories by forming a blanket on the charge. The major portion of the copper content of the flue dust accumulating in the upper chambers of the roaster flue, and at the stack, is water soluble, and also contains much free sulphuric acid and soluble sulphates. It was found that sufficient acid could be obtained by mixing this material with water to provide a lixiviant for leaching the siliceous copper ore mentioned. This was the sole source of the lixiviant used in the operation to be described. An analysis of the flue dust showed it to be composed as follows : Per Cent. Prior to 1885, the College of Engineering in the State University was under the care of such professors and instructors as were required for efficient work in the Schools of Mechanical Engineering, Civil Engineering and Architecture. The development of the coal and other important mineral resources of the commonwealth led gradually to a considerable demand for instruction in the branches more closely related to mining engineering, and a very creditable effort was made to meet this want by arranging special work in the field and in the laboratory for students of mining and metallurgy. This plan, while it gave much added labor to several already heavily taxed professors, caused such students to become something like undesirable excrescences upon the regular courses. But its partial success gave abundant proof of the real necessity for a complete course in Mining Engineering. The famous Braidwood disaster emphasized anew the importance of thorough training on the part of those to whom the responsible duties of mining must be confided. As is well known, a very excellent beginning was made some years ago by the Legislature in the matters of inspection and regulation by the enactment of a reasonably effective law, which was afterward much improved.* About the date of the last Acts, it was deemed wise to enlarge the facilities at the University arid to furnish adequate training for the increasing number of applicants. Accordingly, in August, 1885, the writer was requested to assume the duties of the professorship, it being the expressed desire of the Board of Trustees and the Regent of the University that a School of Mining Engineering should be founded which might eventually come to rank with the other engineering schools already flourishing here. In October, 1891,I read a paper before the Institute on a "A HandTelescope for Stadia-Work" (Bans., xx., 732), and promised to report at an early date some results showing the degree of accuracy attained with the instrument. I am now able to report on these results and also on certain improvements that I have made in the target since the first paper was read. I may say that I prefer the title, "Prismatic Stadia-Telescope," to that used in my earlier paper, for while the instrument can be used with perfect satisfaction for short sights up to, say, 300 to 600 feet when held in the hand, it is impossible to read milch longer distances without the use of a tripod, as a steady support for the instrument. Results are here given upon four combinations of prism and telescope. No. 1. THE lead-telluride phase diagram as compiled by ansen' has one intermetallic compound, PbTe, with solid-solubility limits extending from 22 to 45 wt pct Te (31.4 to 57.1 at. pct). Pelzel2 redetermined the solubility limits on the lead-rich side of the compound by measuring the relative areas of the two phases in samples annealed in the liquid + compound region, and obtained data that agreed with that of Hansen. Recent studies of the semiconducting properties of PbTe3 however, have indicated that addition of either lead or tellurium to PbTe does not produce samples having carrier concentrations greater than about 10 19 cm-3. Assuming that each impurity atom results in one ionized charge carrier, this carrier concentration corresponds to a solubility range of less than 0.04 at. pct. Fritts and Karrar4 have also observed two phases in samples containing from 0.15 to 3.0 pct excess Pb. To resolve the discrepancy between these data, the solid solubility limits of the compound PbTe were reinvestigated, using several other techniques. Ten 25-g samples with compositions of 1/2, 1, 3, 5, and 10 wt pct excess Pb and Te and two 100-g samples of 15 and 65 wt pct Te were prepared, sealed in evacuated quartz capsules, and melted at 950oC. The 1 pct excess Pb and Te and the 15 and 65 wt pct Te alloys were homogenized for 96 hr at 450°C; the remaining specimens were annealed 50°C below the solidus temperature reported in Hansen. The specimens were polished and etched with dilute HNO,. All the samples were two phase, the second phase appearing at grain boundaries or as spheroidized inclusions in the grains. In the case of the tellurium rich specimens, the second phase could be identified as a eutectic. Debye-Scherrer powder diffraction patterns of the i, 1, 3, 5, and 10 pct excess samples were obtained using CuKa filtered radiation. The films were indexed as the B1 or NaCl structure. The calculated lattice parameter of PbTe was the same for all the specimens, with an average of a0 = 6.460 ± 0.0005A. Lines due to excess lead or tellurium were very faint but could be clearly seen in all the films. The relative areas of the two phases in the 15 and 65 wt pct Te samples were corrected for the differences in density of Pb, Te, and PbTe, and taken as proportional to the relative volumes of the two phases. The corrected relative volumes agreed with a phase diagram having negligible solubility of both lead and tellurium in lead tellurium. The density of the two specimens was obtained to give a third independent determination of the phase limits. The specimens were broken into small pieces to eliminate any internal porosity, and adherent air bubbles were removed by vigorous shaking under water for several hours. The density of lead (11.34 g per cm3) and of tellurium (6.25 g per cm3) was taken from the International Critical Tables and that of stoichiometric PbTe (8.25 g per cm3) calculated from the lattice parameter. For the 15 wt pct Te samples, the density assuming no solubility was calculated to be 9.89 g per cm3; the observed density was 9.86 g per cm8. For the 65 wt pct Te alloy, the density calculated for the case of no solubility was 7.24 g per cm3; the measured density wag 7.22 g per cm3. These results are consistent with those of planimetry and X-ray. SUMMARY Data have been presented which show that the solid solubility of both lead and tellurium in PbTe is

H G. MOULTON should not be confused with the famous economist of the same name. Our H. G. stands for Herbert George, whereas the chief of the Brookings Institution is Harold Glenn. Like most so- called New York members of the Institute's hoard, Mr. Moulton came from the West, in this case from Idaho where he was born, and Oregon, where he was educated at the University of Oregon. His early work included such jobs as mucker, assayer, smelter, chemist, mine surveyor, draftsman, engineer on surveys and construction, and assistant on mine examinations. In 1909 he was engaged as mining engineer by the firm of Eugene Meyer, Jr. S' Co., continuing with them for the next eight years.
