THE Federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of Federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal indus-tries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Be-cause of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. One of the most interesting of all the subjects required of persons studying the different facets of coal mining is coal mine gases. Some mine gases have been a real problem since the very beginning of underground mining and in the early days there was insufficient knowledge to really cope with them. The history of mining shows that until the last 50 years, work was done primarily by the hand methods which are primitive by today's standards. Miners had to contend with gases without the aid of enclosed lighting, permissible mine machinery, sophisticated testing devices, and high pressure ventilating fans. In early days the miners were not educated as to the different mine gases nor did they have the technical equipment to determine the actual composition of the deadly atmospheres they encountered. They simply applied a descriptive term to each gas or mixture of gases depending on its effect on a person or the surrounding atmosphere. The gases or mixtures of gases were then referred to as "damps" which was probably derived from the German word "dampf," meaning vapors or gases. The more common damps encountered were as follows: Blackdamp A condition of the atmosphere where a miner's light would be extinguished and in which breathing would be difficult, sometimes even resulting in suffocation. An atmosphere deficient in oxygen and which could contain a combination of any of the mine gases. Firedamp Flammable mixtures of methane and air which would either burn or explode when ignited. White Damp A mixture of gases containing carbon monoxide.

The separation of minerals such as apatite and scheelite by flotation from other salt-type minerals such as calcite is extremely complex owing to the close similarity between their physicochemical properties. In this paper, properties relevant to flotation such as crystal structure, solubility, surface charge and adsorption behavior of important salt-type minerals are examined along with the role of inorganic modifying agents such as silicates and polyphosphates and organic modifying agents such as starch and tannin. Flotation characteristics of these minerals are then reviewed and selected separation problems involving salt-type minerals are discussed.

The Ten Section field is approximately 10 miles southwest of Bakers-field, Kern County, Calif. (Fig. 1). There is no surface evidence of the existence of the Ten Section structure, which subsurface exploration has shown to be a gently folded, anticlinal dome. Regionally, this field occurs as a fold in the deeper beds of the gently rolling floor of the San Joaquin Valley. It is on the easterly slope of the valley, its position with relation to the axis of this syncline not having been determined. THE present study was rude to determine the laws governing the formation of the primary? crystal structure during solidification. Most of the experiments were carried out on chill castings, but from the results it will be possible to draw certain conclusions as far as sand cast-ings are concerned. It is necessary to discuss first a number of theories, which are generally adopted for explaining the structure of an ingot. The tensile properties of the chill layer and the equiaxed range are usually much better than in the columnar range, particularly the planes that are formed by the columnar crystals growing from two sides at right angles leave low tensile properties. This is one of the reasons why colum-nar crystals in ingot structures are undesirable.

The tidings of Mr. Hewitt's death, cabled to me at Rome, Italy, brought me a great shock as well as a sincere sorrow. I had left him, a few weeks before, not indeed in vigorous health, but still quite able to command recognition as a continued power in public affairs; and I thought him destined to enjoy for many years that final stage of a long, active and honored career, in which, having passed beyond the struggles and rivalries of business and of politics, his life and character could be justly appreciated by all men, like some noble work of art, already crowned, and marked henceforward "hors de concours." Moreover, he was, and would be to the end, not merely the passive recipient of admiration and esteem, but the source of iuspiring appeals, effective warnings and wise counsel. His rich and varied experience he had placed at the service of his fellows. His lightest word was weighty, and those who contradiEted him only injured their own cause thereby. Great trusts (true " trusts," in the old and proper sense of the term), like the Cooper Union, the Carnegie Institution, and others, still commanded his disinterested services. Great principles of liberty and of justice continued to be reinforced in perilous crises by his powerful advocacy; great measures were daily receiving from him a decisive impetus. No wonder it seemed to. us that this happy period of reward so well earned, and of beneacence so welcome to innumerable recipients of its blessing, must continue yet awhile. We did not expect the night instailtly to engulf the full-orbed sun. Nor, indeed, has this been our experience; in this instance, the sunset has left an afterglow more luminous than many a noonday. A special war committee of the Engineering Council has been appointed to assist other committees of the United Engineering Societies having to do with the development of the arts and sciences related to warfare. One of the principal functions of this additional committee is to pass upon the probable value of new inventions. The new committee has established headquarters' in the rooms of the Naval Consulting Board in New York City, and has received the franking privilege of the Post Office Department.

NUMEROUS papers have been published on the use of graphic methods to determine the best curve to be used in estimating the production decline of oil wells but, as far as the writer has been able to ascertain, nothing has been published dealing directly with the subject as to how curves may be worked out mathematically, which will conform most closely to the production data under consideration in any given instance; hence the writer has endeavored to show by means of a few concrete examples just how such appli-cation can be made. Among valuation engineers, two types of curves are in current use for the representation of the decline in production of oil wells. One may be represented by the equation, y = krx, sometimes known as a percentage curve, for the reason that the production for any period is multiplied by a constant rate or percentage to obtain the production for the succeeding period. This curve appears as a straight line on semi-logarithmic cross-section paper. The other curve may be represented by the equation, y = kxn, and is shown as a straight line on logarithmic cross-section paper. In each of these equations, y represents the number of barrels produced over a given period of time, and x the successive periods of time. The other letters are constants to be determined for each well or group of wells considered in arriving at the most probable curve to represent the rate of production for a given property; from which the underground reserves may be estimated by extrapolation, or the extending of the curve beyond the last known period of production to show the most probable production values for the future.

The analyses which have been made by the writer according to the method described below were made as part of Professor Withey's investigation of the concrete aggregates1 of Wisconsin, in the hope of throwing light on the extent and nature of the influence of the mineral-ogical constitution of aggregates upon the properties of the concrete and mortar made from them. This method was found most satisfactory after four weeks of experiment and modification. It attains an accuracy quite sufficient for the purpose of the analysis, and is fairly rapid. mineralogical analyses may be thus made at a cost considerably less than that of chemical analyses of a similar degree of completeness. The results obtained by this method should not vary in any item by more than 1 per cent. of the total weight of the sample, and may be made very much better than this by the exercise of greater care in the microscopic counting (see below). The accuracy of the hand sorting is of course dependent upon the experience and carefulness of the analyst. After a month's practice, the writer was enabled to turn out these analyses at the rate of four in 33 hr. of working time. It was found most economical to handle four samples at once. The samples analyzed weighed from 290 to 340 g. each. The same method could be applied to larger or to smaller samples, within reasonable limits. The following list covers the necessary apparatus and equipment: 1 good balance capable of weighing accurately to tenths (or, better, hun- dredths) of a gram, and of handling quantities up to 200 g. in weight. 1 Westphal balance, registering densities to two or three decimal places. 1 Meker or Bunsen burner, and gas supply. 1 nest of sieves, 10, 20, 40, and 100 meshes to the inch.

A CONSIDERABLE PROPORTION of the tonnage of aluminum used today has at some stage during its manufacture, been rolled. I. For one, therefore, was particularly pleased to hear that this Society was to hold a symposium on rolling of nonferrous metals. Metallurgists can well afford to direct their close attention to the metallurgy involved in this important operation. To one who has seen today's high production rolling mills for aluminum it is difficult to realize that the first aluminum rolling mill For sheet was installed a scant 55 yr ago, in 1892. This mill was a three-stand train of 2-high mills, driven by a steam engine and was operated for many years successfully rolling aluminum sheet. Mills for the rolling of aluminum rod were installed in 1899 to meet the demand For manufacture of electrical conductor wires and cables. Bars and rods in straight lengths were also made. While these mills were the first built for rolling aluminum products of these types some rod had previously been rolled on brass and copper mills. Not until many years later, in 1929, however, Were facilities provided for the rolling of structural shapes, such as I-beams and channels. Growth of the aluminum sheet business and the necessity for economical manufacture soon brought the realization of the economies resulting From-the rolling of sheet in long lengths and coiling it. The Alabama flake-graphite industry has flourished only in times of war when importations of foreign graphite for crucible use have been greatly curtailed or cut off. World War I was a boom period and in 1918 some 30 plants produced 7,795,475 lb. of flake graphite. The industry languished following the war and no graphite was produced from 1929 to 1939. The Federal Bureau of Mines began investigating the Alabama graphite deposits in 1940 and worked out modern recovery methods that were applied to production during part of World War II. A prospecting program disclosed reserves of over 25 million tons of graphitic schists. In 1942 the War Production Board authorized the enlargement of the only plant then producing flake graphite and the construction of two new plants. Production of flake graphite from these three plants in 1943 is estimated at 8,100,000 lb. Increased imports from Madagascar late in 1943 shut down one of the new plants and curtailed production at the other. Alabama flake graphite has not yet been able to compete with Madagascar graphite for use in the manufacture of any but small graphite crucibles. The future of the industry must depend on meeting the higher carbon content demanded for other uses.

General prosperity marked the industrial mineral industries of the U.S. and Canada in 1962. For most commodities, production and sales exceeded 1961 figures, and for several commodities, all-time production peaks were reached. Many millions of dollars were spent on exploration for and development of industrial mineral deposits, construction of new plant facilities, and expansion and modernization of existing plants. This generally satisfactory state is attributable mostly to a continuing high rate of building and heavy construction. However, for large segments of the industrial mineral field, 1962 was a year of increasingly severe competition and of problems, either existing or potential, of overproduction and overcapacity. Such problems are of particular concern to the asbestos, cement, potash and sulfur industries. As in years past, the trend continued toward larger-scale operations to permit lower production costs per unit of material mined, toward more stringent quality controls and toward marketing methods that provide greater efficiency and customer convenience.

DURING the past decade, methods of producing bituminous coal in the State of Illinois, which ranks third in production among the states in which bituminous coal is mined, have undergone great changes. From less than one million tons in 1923, the strip-mine production has gradually increased to a high of 11,725,870 tons in 1937. From a negligible amount prior to 1927, the amount of coal mechanically loaded underground had increased to a high of 28,374,362 tons in 1937. The amount manually loaded in 1937 reached a low of 12,332,023 tons. In this same year, this state ranked first in strip-mine production, also in mechanically loaded production. For this reason a study of the influence of mechanization on location of production in Illinois may be helpful in anticipating what may happen in other producing states. The reason for the changes in methods lies in the differences in costs of production. The Bureau of Research and Statistics of the National Bituminous Coal Commission has made public the following costs of pro-duction by various methods in the State of Illinois (district 10) for the last nine months of 1937: all mines, $1.7602 per ton; strip mines, $1.4319; mechanical loading mines, $1.7457; hand loading mines, $2.1793; all underground mines, $1.8703. These are weighted averages for the entire district. Inasmuch as production in 1937 was reported from 58 counties scattered over two-thirds of the area of the state and from five different seams varying in thickness from less than 3 ft. to as much as 12 ft., it is apparent that the location of production must be influenced by the extent of mechanization possible in the various producing counties.

The Henderson mine uses the panel caving method to extract molybdenum ore from a deep ore body in an igneous intrusive. Research into caving mechanics and its related problems has yielded fundamental relationships concerning the response of a stressed rock mass to the caving method. The relationships studied through a variety of programs include the following: the evaluation of time and distance related stress fields; the monitoring of the deformation of underground openings and the design implications; ground and mining sequence classifications compared to past support requirements; the response of finite rock masses to zones of high stress concentrations; the evaluation of the subsidence induced by caving; and the microseismic monitoring of cave growth. The cumulative objective of this research is to better understand, predict, and control rock mass response.

The growing interest in the use of CO, in crude oil recovery increases the need for data on the effect of CO, on hydrocarbon physical properties. Data are presented on the solubility of CO, in various dead oils, the swelling changes in CO2-oil solutions and the effect of CO, on dead oil viscosity. This latter property shows the most pronounced effect, with viscosity reductions up to 98 per cent of the uncarbonated viscosities. An empirical method of estimating the viscosity of carbonated oils is presented. The apparatus and procedures used are described in sufficient detail to allow others to make similar studies. INTRODUCTION The effect of dissolved carbon dioxide on the swelling and viscosity reduction of specific hydrocarbon oils has been observed and recorded by a number of investigators.'- me object of this paper is to offer a means of predicting these effects for crude oils free from natural gas, using the dead state viscosity and gravity of the crude oils. The CO, solubility and swelling of numerous crude oils were determined in a visual cell at various pressure levels. The viscosity of the oils carbonated to various pressure levels was then determined by measuring the pressure drop across a capillary tube. From these data, the physical properties were correlated empirically. The resulting correlations allow the prediction of CO, solubility, swelling and viscosity reduction if the dead state gravity and viscosity of the oils are known. SOLUBILITY AND SWELLING MEASUREMENT EQUIPMENT AND PROCEDURE A high pressure visual cell was installed in a constant temperature cabinet. A test gauge was attached at the top of the cell for pressure measurement, and a line was run through the cabinet wall to a wet test meter which was used for volumetric measurement of the gas. The first step in making a test run was to put the oil in the cell up to a level about half to two-thirds of the total volume. This required about 50 to 65 ml of oil. carbon dioxide was then bubbled up through the oil for a time during which the pressure of CO2 in the cell was kept above 800 psia. Saturation of the oil with CO2 at this pressure and ambient temperature was confirmed by slowly bleeding CO2 through a valve to the atmosphere. If the oil was completely saturated with CO2, bubbles of gas would form in the oil at the first small decrease in pressure. If the oil was under-saturated, no bubbles formed until the pressure was decreased to the saturation pressure existing in the oil. If this saturation pressure was lower than that desired, more CO2 was bubbled through the oil until the desired level was reached. After saturation at ambient temperature was completed, the cabinet temperature was adjusted to the desired level and the cell was allowed to reach temperature equilibrium. After temperature equilibrium was reached, the pressure was again decreased slightly, and the oil again checked for full CO2 saturation at the cell pressure. The pressure now had changed because of the difference in solubility of the CO, in the oil at higher temperatures and the expansion of CO2 as the temperature increased. The outlet tube from the cell was then connected to the wet test meter and the CO2 was allowed to flow slowly out of the cell and through the wet test meter at ambient temperature and pressure. The water in the wet test meter had previously been saturated with CO2 at ambient temperature and pressure by allowing CO2 to flow continuously through it lor a period of several hours. The gas flow was stopped at several pressures during the run and the cell was allowed to come to equilibrium; this made possible the measurement of solubility and swelling data at the intermediate pressures. The volume of the oil in the cell was recorded at each of the equilibrium pressures in order to obtain swelling data. DATA AND RESULTS The solubility of CO2 in the oil was calculated by the relationship V — V, where R. = solubility of CO, in crude oil, cubic feet of CO, measured at 60F and 1.0 atm/ bbl of dead state oil at the temperature under which solubility was measured, V, = volume of gas released from the cell between the saturation pressure and zero pressure, corrected to 60F and 1.0 atm, cu ft, V, = volume of CO: contained in the gas space above the oil, corrected to 60F and 1.0 atm, cu ft, and V, = volume of the dead oil in the cell in bbl at the temperature of the run.
