When your committee approached me for a talk on "Mechanics of Secondary Metals Collection," I replied that this subject would probably not be very interesting to a group of engineers and requested permission to dwell on the Westinghouse Salvage Setup. I will attempt to avoid duplicating the points covered by Mr. Bliven. The Westinghouse Electric and Manufacturing Co. has main manufacturing Divisions in 25 cities and 9 different states, scattered throughout the country, as well as Naval Ordnance Plants in two midwest cities, and a Merchant Marine Turbine Plant, and two special War Production Plants in Eastern cities. You can, therefore, see that we must have a well rounded pro- gram with the entire respect and sponsorship of the various Division Managements. That was not so easy to get. Management has been a great deal like the general public in the past. I am sure most of you can remember the not very ancient day when each town had a ragman who had a horse and wagon and went through the streets of the town, from door to door, picking up what scrap he could accumulate. He was known as a junk man, and indeed, with the exception of the very last few years, the attitude of manufacturing management was: "We have a job to do. We have a product to manufacture. We don't have time to bother with the junk business."

Frank Firmstone was born Aug. 29, 1846, at Glendon Iron Works, near Easton, Pa., the residence of his father, William Firmstone, one of the pioneers of the anthracite-iron business. After preliminary school education at Easton, Pa., he attended the Saunders Military Academy in Philadelphia and subsequently entered the Polytechnic College of Pennsylvania, where he was graduated as Mining Engineer in 1865, at the age of nineteen. In 1865 and 1866, he was employed in railroad surveying. In January, 1867, he became draftsman and in 1869, assistant manager of the Glendon Iron Works, of which his father was manager until his death in 1875, when the son practically succeeded to that position, becoming formally in January, 1877, and remaining until February, 1887, the manager of the works and business agent of the Glendon Iron Company. In February, 1889, he became President of the Cranberry Iron and Coal Company, and held that position until November, 1897. He was a director of the Longdale Iron Company, Longdale, Va., from its organizationin 1870 until its dissolution in 1911. With the termination of this official responsibility, Mr. Firmstone retired from active business, although he continued to maintain an intelligent interest, and to play a helpful part, in the scientific progress of the iron industry, in which he had been a leader.

At the meeting of the Board of Directors held on October 25, the reports of the Treasurer and the Nominating and Finance Committees were received. Thirty-five members, seven associates, and six junior associates were elected; one change of status front junior associate to member was granted; six members were reinstated; and one resignation was accepted. An extension of' time was granted to fourteen members. The dues of forty-seven members were suspended on account of their being in active service. The application for formation of a Houghton Section was granted and the president was authorized to appoint a committee on organization. The courtesies of the Institute were extended to visiting engineers of France, Great Britain and Italy who are at present in the country on war missions. Votes of thanks were extended to the Committees of the .Milwaukee meeting. The proposed Survey of Engineering Organizations by Engineering. Foundation was approved. The Secretary was authorized to publish in the Bulletin an appeal from the American Ouvroir Funds. A petition signed by 110 members of the-Institute to change the name of the Institute was presented. Treasurer George C. Stone resigned on account of contemplated absence from the city, and George D. Barron was elected Treasurer in his place. Mr. Alexandre Gouvy, a distinguished French engineer, then addressed the Board.

Meeting, of Jan. 22, 1915.-Dr. Albert R. Ledoux was unanimously nominated-by the Board as one of the representatives of this Institute upon the Engineering Foundation Board. The following Tellers to count the votes for officers and directors on Feb. 16, 1915, were appointed: David H. Browne; Arthur S. Dwight, and Bradley Stoughton; and the following Tellers to count the ballots, on the amendments to the Constitution: Arthur L. Walker, Max Roesler, and Burr A. Robinson. Karl Eilers was appointed a member of the Library Board of the United, Engineering Society, representing this Institute in place of C. R. Corning, ;resigned. The Pick and Hammer Club of the University of Oklahoma was established as an Affiliated Student Society. The sum of $150 was appropriated to the Columbia Local Section. The sum of $29.50 was appropriated to the Chicago Local Section.

This section was obtained last year during an examination of the iron-ore resources of the Rich Patch Mountain region and along Craig's creek valley. The geological members below the Oriskany and Lower Helderberg are exposed along the gap in a beautiful arch, while the higher formations appear in a more or less disturbed state on both sides of this arch, and are partly covered by dèbris. I have thought it of interest to the Institute to reproduce the drawing of this section at the gap which I made in my note-book at the time of my examination; those parts of the section, which lie at both sides of the arch, are only approximated. I give also a number of notes and measurements, referring to the Clinton formation and especially to the characteristics of the fossiliferous ore-seam opened in the various tunnels along the arch (see section). I. In Tunnel C: For the first 110 to 120 feet to second shute, we find the ore only here and there in small deposits, and interchanging with, or changing into, either a very siliceous limestone or a sandstone. About 10 feet beyond shute we have : Sandstone roof. Clay-slate, 211/2 inches Brown lean ore, 1 inch. Sandy clay, 3 to 31/4 inches. 1. Dark .brown ore, 3 inches. 2. Fossil-ore, changing into sandstone or very siliceous limestone, 2 inches. 3. Brown lean ore, 6 inches. Clay and slate below, 1 foot. 194 feet from entrance : Sandstone roof. Clay-slate, 4 inches. Clay 15 inches. Fossil-ore, 63 to 7 inches. Clay and ore, If inches. Lean brown ore, 2 inchea. Clay to bottom, 2 feet.

AT Cobalt, Ontario, Canada, a lake was drained to facilitate mining, by the Mining Corpn. of Canada, during the spring and early summer of 1915. Previous to pumping out the water, great quantities of sands and slimes from concentrating plants had been discharged into the lake and during and after the lake's drainage, its basin' Was a receptacle for tailing products. As the writer was at work along the shore line as the lake was being drained, he had a good opportunity to observe the changes that took place as the water was withdrawn. Some adjustments between the incoming sands and the mud in the lake had taken place before pumping was commenced. One of the most interesting results was the appearance of a small dome in a path the writer traversed twice a day for several months; he remembers distinctly the difficulty of crossing this. Cobalt Lake owed its existence to the gouging out of a rock basin by glaciation. The long axis of the basin closely follows the strike of a thrust fault of about 500 ft. (160 in.) vertical displacement. The lake was originally shaped somewhat as shown. The length was about 3000 ft. (914.4 in.), the width at the lower lobe was about. 1000 ft., and the, width at the narrows probably. 400 to 500 ft. The original depth of water varied from 20, to 30 ft. (6.1 to 9.1 m.), near where the island later was formed, to 60 to 70 ft. (23.6 to 27.6 m.) in the widest part of the lower lobe. At the narrows, the depth was 30 to 40 ft.. Above the bed rock was sand, with boulders near the bottom, and mud. During the building of the railroad in 1903, considerable filling was done along the right of way. With the commencement of mining operations, about 1905, waste rock and mill tailings were dumped into the lake. One of the mining companies operated a hydraulic giant to remove the glacial debris from several hundred acres of rock surface; much of the sand and clay from this operation was deposited in the. lake. Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA), Section 516 (b), requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence cawing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable we of such surface lands, except in those instances where the mining technology wed requires planned subsidence in a predictable and controlled manner.. . ." Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features. This paper also summarizes some measures used to minimize the possibility of damage to structures as a result of subsidence due to underground coal mining.

MEMBERS of the Research Committee lunched to-gether on Monday and discussed the work and plans of the Committee. Some re-assignment of duties was made and a request put in for another member specializing in lead and zinc. By request, Director Flinn of the Engineering Foundation presented the problem of the proposed investigation of iron alloys. It was decided to call together a special committee in May to determine on recommendations. A. C. Fieldner discussed coal research and Chairman Manning was authorized to ascertain by letter ballot the opinions, on certain phases of this, of all members of the Committee.

There were present eight Directors, the Secretary and the Assistant Secretary of the Institute, and seventeen guests. Messrs. John V. N. Dorr and George D. Barron were appointed members of the Founder Societies Finance Committee on Joint Activities. A request from the New York members of seventeen societies that the Institute send a delegate to Engineering Congress for the purpose of formulating a code for professional conduct was referred to the Engineering Council. There were elected thirty-four members, twenty associates, and thirty-one junior associates. The status of one member was changed from associate to member; and of one junior associate to associate:

In the special number of the magazine Ocl und Kohle (Oct. 22, 1940) dedicated to the petroleum industry of southeastern Europe, there appeared several articles relating to Yugos1avia.t In the first article the author calls attention to the fact that there are two fields in Yugoslavia that have been explored and exploited by more than 100 wells at variable depths during the last 50 years. These are on the Island of Mura, at the confluence of the Mura and the Drave. Additional exploration drilling in various other parts of the country has been without result, but certain ones of these explorations have revealed the existence of gas horizons that have some value, which are being used for industrial purposes. The depths of 50 of these wells was roo to 200 m.; the depths of 50 wells oil the Island of Mura ran from zoo to 500 m.; of 2 ; wells, 500 to I000 m.; of ro wells from rooo to 2000 meters. The deepest well drilling in Yugoslavia has reached 2000 in. In the Valley of Morave, in the region of Selnica, I00 km. south of Nish, there have been discovered asphalt-bearing limestones, which contain about 15 per cent asphalt and are associated with bituminous clays. Later, at Paclenica, important deposits of natural gas were found. A zone rich in gas and oil seepages runs through Pracec, Miklenska, Bujavica, etc. The author studied these regions from the point of view of stratigraphy and tectonics. The anticlines and gas-bearing domes are concentrated in two zones: the region of the Drave (Island of Mura) and the region of the Save, southeast of zagreb, which contains the gas field in exploitation in the region of Bujavica. A full description of the productive region of the Island of Mura has been given by Egon Bohm, a geologist, in the second article mentioned. This includes a history of the exploration and exploitation that took place under Hungarian rule in this region. The most important exploration was effected between 1884 and 1885 by Stavenov and Stinger, of Vienna. In 1927 work was done in the same region by Anton Raky, a well-known explorer who makes work of this kind his specialty.

Drilling operations in Nebraska during 1943 were reduced to approximately two thirds of the 1942 number. Twenty-seven wells were completed during 1943 and five wells were drilling at the close of the year. Eight of the completions, in provcn fields, were producers. The operations were distributed throughout the state as follows: eleven in Richardson County, four each in Buffalo and Harlan Counties, three in Furnas County, and single operations in Antelope, Butler, Dakota, Dawes, Gage, Nemaha, Otoe, Pawnee, Scotts Bluff and Sherman Counties.
