Model experiments were carried out on the mass transfer of iodine between n-hexane and a 4 2 X 10-3 M aqueous sodium hydroxide solution. The influence of mechanical stirring by means of small gas bubbles (ca. 0.01 ml in volume) on mass transfer was examined in independent experiments. The results were described with the help of the penetration theory and in the case of bubble stirring with the help of a mathematical model based on this theory. S LAG-METAL reactions, especially those in steel-making processes, often occur under conditions where gas is evolved in the form of bubbles that break through the slag-metal interface. It is known that stirring by means of bubbles increases the mass transfer coefficient, but there has been very little quantitative work done in this field. Because of the difficulties that attach to experimental work at high temperatures this study was confined to model experiments at room temperature. EXPERIMENTAL APPARATUS The transport of iodine from an n-hexane layer into a weak sodium hydroxide solution was studied a) with stirring by means of bubbles and b) with mechanical stirring. The apparatus for the experiments with bubbles consisted of the cell, two Dreschel bottles filled with hexane in order to saturate the nitrogen flow, one flow meter, and a nitrogen gas cylinder fitted with a fine-regulating valve. Fig. 1 shows the cell consisting of a glass cylinder 33 cm in height with an overall diameter of 7.5 cm embedded in a copper flange. The flange is connected to a Plexiglas plate and to the gas inlet. The Plexiglas plate has holes of 0.2 mm diam bored into it which are spaced 1 cm from each other. For the experiments with mechanical stirring the bottom of the cell was sealed off by a Plexiglas plate. The upper layer was stirred by means of a glass stir-rer and the bottom layer with the help of a magnetic stirrer in a counter rotatory direction. Both stirrer speeds could be varied continuously. Stock piling-and by that I mean well-organized stock piling on a substantial scale-is almost as old as the hills themselves. It was back in early Biblical times, as recounted in the Book of Genesis, that Joseph was charged by Pharaoh with the responsibility of stock piling food during the seven years of plenty to guard against the seven subsequent years of famine that were revealed by the Pharaoh's dream. And this same policy of storing up food or materials to provide for future anticipated emergencies can be traced repeatedly down through the ages. So our own efforts are anything but new. Our modern concept of stock piling-the purchase and storage of strategic materials to assure supplies needed in time of some future war- stems from our experience in World War I. In 1920, the War Department was charged by Congress with the responsibility of procuring all War Department supplies and mobilizing industry in the event of another war. During the two decades that followed there were many authoritative studies made of our deficient mineral problem, all of which pointed out the urgent necessity of stock piling certain strategic materials as a reserve against future war. One such study, made in 1925 through the combined efforts of the Mining and Metallurgical Society and the AIME, was done at the ex- press request of the War Department. Henry LOUIS, London, England (communication to the Secretary) : Prof. Richards's paper has impressed me as highly valuable. Without entering upon any discussion of it as careful and thorough as it deserves, I venture to mention one or two points which a perusal of it has recalled to my mind in connection with my own study and practice of ore-dressing. I always mentally divide jigging into two phases: 1. A particle at rest on the jig-bed is lifted and carried upwards by the rising current of water, at an increasing velocity, which tends to a maximum. When the upward current is stopped, the particle continues to rise with rapidly diminishing velocity until it comes to rest. This completes the first phase. 2. In the second phase, the particle falls from its position of rest with an increasing velocity which tends again to a maximum, and continues to fall until the rising current of water has reduced its velocity to zero. This completes the second phase. The second phase will evidently be greatly modified by the effect of suction, as Prof. Richards shows; but I do not see that his experiments very clearly imitate the action of the second phase. And the brief intervals at the end of each phase, when the mineral particle, by reason of its acquired velocity, is still moving, though in opposition to the water-current, yet remain to be investigated. I feel especially, in Prof. Richards's paper, a difficulty which I have felt with regard to all similar previous investigations, namely, that the experiments deal with particles falling a long distance, when the velocity becomes uniform. I question whether this uniform maximum velocity is attained in actual jigging-practice. If so, it is certainly for a comparatively very small proportion only of each stroke. It seems to me that an investigation like that of Prof. Richards, but confined to the first 6 or 8 inches of fall only, and carried out with suitably delicate recording-apparatus, is what we

Mica is an orchid among minerals. It is formed in pegmatites, one of the most bizarre of igneous formations, and is exceeded by few other minerals in the perfection it may attain as to size, color, and cleavage. First used for window glazing, as an ornament and article of trade, it has become one of the most essential insulators of electricity, heat, and shock. Most internal combustion engines use mica condensers or capacitors and such machines of war as planes, tanks, and submarines are immobile without it. The original manuscript of this guide was written in April 1943 at the peak of war emergency. It was not used because shortly thereafter a decision was made to buy on a one price basis eliminating differentials for both quality and size. This is now presented with the thought that from the standpoint of preparedness we can only consider another war imminent and every effort should be made to set up in usable form the experience gained during the Second Morld War. Colonial Mica Corp. was set up by Metals Reserve Co. as a wholly owned government agency to encourage production of domestic mica and to purchase it. It soon became the exclusive buyimg agency for such mica. The writer as Southern Manager called on all the private agencies buying mica to assist in formulating buying policies, methods, and prices. A meeting was held for that purpose in Asheville, N. C., July 20, 1942. In the general discussion the first two hours of the meeting it was decided that the following factors should be considered in pricing strategic mica: clearness, flatness, trimming, color, classification (size and quality), free splitting, hardness, and air inclusions. Most of the mica miners have been buying strategic mica, according to the mine, as No. 1, No. 2, or Nos. 1 and 2 combined. In addition to these grades of strategic mica they have been buying three lower grades of mica, electric (vegetable-stained), black-spotted and black-stained. A number of mines were named one by one and the buyers present gave their opinions as to the basis they would use in buying the sheet mica from each. It was suggested that in addition to the prices already published, prices be posted up to 10 pct higher for special quality and preparation and prices be posted 25 pct lower than the published prices for the lowest acceptable grades of strategic mica, giving the buyers authority to make intermediate prices according to the quality and preparation. It was thought desirable at the same time to announce prices for nonstra-tegic mica where such quality is being obtained in mines producing strategic mica and where it would be necessary to take the output in order to get the strategic mica. It was also suggested that the price of electric and black-spotted mica be 50 pct below the price of the lowest grade of strategic mica and the price of black-stained mica be 60 pct below the price of lowest grade strategic mica. The few experienced buyers available were employed but they were inadequate for the job and others had to be trained. All needed a guide or primer of some kind to attain systematic procedure and consistent prices in their respective buying areas. The Mica Buyers Guide was formulated for that purpose based on experience gained in the first six months of buying. The Preface to the original guide was as follows: The purpose of this guide is to serve as a text in training beginners and as a handbook for experienced buyers of the instructions which have been issued up to this time. At the meeting of prospective buyers last summer, it developed that the first essential to attain uniformity must be some kind of check sheet. Our "Mica Buyers Report" was developed for this purpose and forms the backbone of this guide. Price is determined according to size, quality and preparation. Size can be measured, but no system of measurement or machine has been devised which can be substituted for the trained eye of the buyer to deterrnine quality and preparation. Although the "One Price" system was instituted and the "Guide" not used, the buyers were required to continue making out a "Mica Buyers Report" (Fig1) with each lot of mica purchased. DURING 1931 the petroleum industry has faced the most hazardous periods of its existence, caused by large potentials, overproduction, and demoralized markets. Two state governors actually resorted to the use of the militia in an effort to restore a semi-stabilized condition within the industry, to prevent waste of the states' natural resources, and to restore prices to a level that would yield the states a reasonable tax revenue. These conditions have made it necessary to put into effect most. stringent economies and have produced a spirit of cooperation between companies to an extent that never before existed. The necessity for unified action on such matters as proration and the advantages to be gained by unit operation are being realized by the oil industry as a whole. Fewer wells have been drilled and wildcat operations almost eliminated: development and operation costs have been greatly reduced and more attention is being paid to efficient recovery methods. The net work of oil pipe- lines has grown rapidly especially in the area of East Texas. The construction and operation of natural gas and gasoline pipelines into areas far distant from the source of supply has been one of the outstanding accomplishments. Refining efficiency has continued to increase and the public is being supplied with a better grade of gasoline at a lower price. The unreasonable tax which state politicians have succeeded in placing on gasoline has encouraged tax evasion and unfair competition by un- scrupulous dealers and has misled the public as to the true price of gasoline.

SINCE oil journals commenced to feature the progress of Iraq pipe-line developments and since newspapers undertook to follow the discussions between a certain large oil company and an Asiatic nation, I have repeatedly been asked questions that are only answerable by setting forth the essential geographic and historical facts of concessions in that part of the world. In so doing effort will be made to correct erroneous statements made in various quarters: and mistakes herein are being kept as low in number as possible. Perhaps the best-known concession in the Middle East is the one of the Iraq Petroleum Co., covering the greater part of the portion of the kingdom of that name- lying east of the Tigris River. West of the stream is the concession of the British Oil Development Co., which takes in all presumed petroliferous areas in western Iraq. No other important oil concessions exist in that country, except for the lands of the Khanikin Oil Co., which operates in "Transferred Territories" on the border of Persia. East of and continuous with the Iraq fields are those of Persia where the Anglo-Persian Oil Co. holds the well-known D'Arcy concession comprising three-quarters of the country, omitting the five northern provinces. This is the only valid existing concession in Persia, so far as known, except certain old firmans that permit development at Semnan in central Persia and possibly also certain regional grants to a French banking syndicate in eastern Mazanderan Province.

The north central and northeastern states supply over 50 pct of the chemical and metallurgical limestone produced annually in the United States, and Ontario is the leading source of this material in Canada. About three fourths of the chemical and metallurgical stone produced in this area comes from Michigan, Pennsylvania, Ohio, and Ontario. The specifications, physical and especially chemical, for chemical and metallurgical stone depend upon the end use, but in general the tolerance for impurities is so low as to rule out most limestones and dolomites. Both high calcium limestone and dolomite are used in the metallurgical and chemical industries. The principal metallurgical use is as a flux in iron ore blast furnaces and open hearth steel furnaces. The major chemical uses are in lime burning and soda-ash manufacture. Other important uses include glass manufacture, in making calcium carbide, and in sugar factories. All deposits of high quality carbonate rock are definitely finite. Invariably and inevitably they diminish in either thickness or quality laterally so as to become unworkable as chemical and metallurgical stone. The size of these high quality lenses ranges from a few thousands of tons to hundreds of millions of tons. The best hunting for new supplies is in the geologic formations known to contain premium quality deposits. However, because of high transportation costs, carbonate rocks, to be workable, must be close to market, dollarwise. Definitions: Chemical stone is limestone or dolomite used as a raw material by the chemical industry. The major chemical uses are in lime burning and soda-ash manufacture. Other important uses include glass manufacture, making calcium carbide, and in sugar factories. The specifications for chemical stone depend entirely upon the end product. Some uses require dolomite, some require high calcium limestone; in a few instances, notably in lime burning, either type of carbonate rock can be used as raw material. As a general rule, a fairly pure stone is necessary and for certain particular uses the tolerance for some elements such as sulfur, iron, and phosphorus may be extremely small. Metallurgical stone is used as a flux in furnace operations, especially in the blast furnace where iron ore is converted into pig iron and in the open hearth furnace where pig iron is made into steel. Either limestone or dolomite can be used in the blast furnace, but only high calcium stone is charged in the open hearth (except for rice-size dolomite used as a refractory). There are no rigid chemical specifications for blast furnace stone, but low silica, alumina, sulfur, and phosphorus are desirable. For open hearth use, in addition to low magnesia, a very low sulfur content is also specified by many furnace operators. For furnace use, fluxstone also must be sufficiently shatter resistant that it will remain in lump form during transport and charging into the furnace. Commercial stone is the term applied in the trade for crushed stone used for roadstone and in concrete aggregate. Many of our best chemical and metallurgical limestones are too soft to qualify in the Los Angeles abrasion test for use as commercial stone. However, some limestones, and a higher proportion of dolomites, do qualify for commercial stone and so can be sold to either market. Place Value: Even the highest grade limestone is still a bulk commodity with a relatively low value per ton. As a matter of fact there is very little difference in the average price per ton between high grade chemical and metallurgical stone and crushed limestone used commercially. Most high quality stone is produced in large operations with consequent low cost per ton whereas most commercial stone is produced in relatively small local quarries. As in the case of other bulk commodities most limestone buyers pay more for transporting the raw material than the cost of the stone at its source. For this reason steel furnaces and chemical plants

Methods and results of measuring three basic parameters for ground stability control, ground pressure, strata movement, and geomechanical properties of mine rock are presented in this paper. It is found that these parameters can be measured in situ by simple and practical techniques with nonsophisticated and inexpensive instruments. Specifically, a drillhole dilation technique employing a cylindrical hydraulic borehole pressure cell (CPC) was used to determine the modulus of rigidity. Premining ground pressures were determined by pressure convergence tests with a combination of one CPC and two pre-encapsulated flat hydraulic borehole pressure cells (BPC) installed in a single drillhole. Abutment pressures and pillar loading were monitored with BPC's. Differential strata movements and bed separations were measured with self-recording 10-anchor-point extensometers. Roof-to-floor convergence was measured with self-recording convergence meters. Some applications of these in-situ-determined parameters to mine design and ground stability control are also discussed.

The shortage of sulfur is not only continuing but appears to be worsening, attended by steadily rising prices. At the same time emphasis on air-pollution abatement is also increasing. These two factors, a rising market and the growth of environmental attention, have encouraged producers to carefully review all possible sulfur sources. As a result, production of sulfur from hydrogen sulfide occurring in petroleum is receiving greater attention than ever before. Until about a decade ago, the practice of recovering sulfur from hydrogen sulfide separated from gases (either found naturally or generated in desulfurization of liquid petroleum) was wide1y recognized but contributed little to total free-world sulfur production. However, during the past ten years, the production of sulfur from this source has increased so rapidly that it now accounts for a substantial portion of total production. This trend shows no signs of slackening, and current forecasts predict that recovered sulfur may become the dominant source of supply within ten years, exceeding mined sulfur production. This paper is intended to list sulfur sources and relationships, and to discuss the potential of producing sulfur from petroleum. The processing involved, in addition to product storage and transportation will also be discussed along with important economic aspects of sulfur recovered from hydrogen sulfide. For many years, most of the world's elemental sulfur has been produced from salt domes, predominantly by the Frasch process. During the past decade, however, another production source has developed so quickly that it is expected to surpass the Frasch production sources within a short time. This new source lies in the petroleum gases and liquids from which dramatically increasing quantities of elemental sulfur are being recovered. In the phraseology of the trade, the sulfur so obtained is know as "recovered sulfur," a term which does not, as one might expect, include sulfur recovered from other sources such as smelter gases. The growth rate of recovered sulfur compared to that of Frasch sulfur, total elemental sulfur, and total Free World sulfur in all forms is shown in Fig. 1 Since 1963, sulfur consumption has exceeded production,with the natural result that the price of sulfurhas continually increased. The posted price reported for f.o.b. Port Sulphur, La., has risen from as low as $18 per ton in 1962 to $32.50 per ton in mid-1967. With freight and other charges, delivered prices have of course run much higher, amounting to $45 or $46 per ton on the east and west coasts. In some cases, spot sales for as much as $60 have been reported. Although it is playing an ever-increasing role in the sulfur market, recovered sulfur was originally a by-product of the removal of hydrogen sulfide from natural and petroleum refinery gases. Today, however, it is often the most valuable product of a multi-product processing facility. Since there are two major sources of recovered sulfur—production and refining processes —natural gas is included with liquid petroleum for purposes of this discussion. Sulfur from these sources is produced in the form of gaseous hydrogen sulfide which is removed from a gas stream and converted to elemental sulfur. Gases in which hydrogen sulfide occurs naturally are natural gas and the gas produced from a high=pres-sure crude=oil or condensate field.

RECENT interest in thermoelectric devices has been directed toward studies of the properties of thermoelectric materials of semiconducting solid compounds with little attention given to ionic and semiconducting liquids such as aqueous solutions, fused salts, and mattes. One type of thermoelectric system is the thermocell: a nonisothermal galvanic cell with two identical electrodes at different temperatures connected by an electrolyte bridge. An electromotive force, v, is generated which is a function of the electrode reactions and the properties of the electrolyte according to the Eastman' equation: where S* is the entropy change of the system arising from the electrode reactions and by heat transferred by ion migration and by thermal conduction. The quantity nF is the product of equivalents passed and Faraday's constant. A value of S* of 23.06 cal per "C is equivalent to 1 mv-Faraday per "C. The symbol, a, is used for dV/dT in analog to the See-beck coefficient of solid-state thermoelements. de Bethune2 has calculated the temperature coefficients of the electromotive force of a large number of nonisothermal aqueous cells from measurements on the nonisothermal temperature coefficients of the standard hydrogen electrode, combined with data on the isothermal temperature coefficients of half-cells tabulated in the literature. Values of these coefficients (a) in de Bethune's compilation ranged up to 3 mv per C. In particular he reported a value of +2.059 mv per "C at 25'C for the cell: Fe (aqueous, unit activity) (aqueous, unit activity) written for the hot-electrode reaction. The positive sign indicates that the hot electrode is positive (an "n-type thermocell"). In analog to a solid-state p-n system, it would be possible to couple two thermocells together to form a system in which the figure of merit could be calculated by adding the temperature coefficients according to the relationship described by offee:' where a is the Seebeck coefficient in volts per "C, p is the specific resistivity in ohm-cm, and K is the thermal conductivity in watts per cm "C. Even though ionic systems have rather high electrical resistivities compared with semiconducting and metallic systems, it was felt that a preliminary study of one ionic system should be made to establish some basis for evaluating the possibility of a p-n thermocell for energy conversion. Accordingly the Fe", Fe"' system was studied as a possible component for a p-n system. A glass system was constructed consisting of two vertical water-jacketed tubes connected by a horizontal tube, Fig. 1. Platinum-black electrodes 1 cm by 1 cm in dimension were inserted in each vertical tube with thermometers to register the electrode-compartment temperatures. The temperature of the electrode compartments was controlled by circulating water from thermostatted baths around the electrode compartments. The electromotive force of the cell was then read by a potentiometer for zero current as a function of the temperature of the hotter electrode. Current output of the cell for varying external loads was also measured. The cell resistance was measured by means of a bridge circuit with 10,000 cps signal and oscilloscope. Resistance measurements were converted to specific resistivity by calibrating the cell with a solution of known conductivity.

N order to attempt to arrive at a better under-Jl standing of the whole basic problem of sintering, these remarks will serve as an introduction for discussion that is included and will, perhaps, help to isolate specific questions which need to be answered or to suggest some definite avenues of investigation which should be followed. To bring some sort of logical order into the presentation, I will consider the various types of interaction between the metal to be sintered and the atmosphere which surrounds it, depending upon whether the phenomena are essentially chemical or physical in nature. For example, when the only necessary criterion for the satisfactory sintering of a certain powder is the removal of an oxide skin, then the problem of choosing a suitable atmosphere is primarily chemical; however, if a special surface condition as a consequence of the oxide skin removal is necessary for particularly effective sintering, then the problem becomes a physical one. Of course, the two aspects overlap considerably, but it may be possible to make a distinction in principle if not in practice. The chemical characteristics of the phenomena will be emphasized, since these are the better known. Metal-gas reactions involved in sintering are controlled primarily by the thermodynamics of the processes involved. In which direction will a reaction go and how far before it stops? The answer is to be found in the magnitude of the free energy change associated with the reaction. If a constituent is to be removed from the specimen as completely as possible or if a constituent is to be formed in the specimen as completely as possible, then one chooses conditions which are far from equilibrium so that the reaction is driven toward completion. On the other hand, if the composition is to be maintained at a desired value, then conditions are adjusted as closely as possible to the equilibrium point. This aspect of the problem is susceptible to quite precise analysis, provided, of course, that the significant reactions can be recognized and the required thermodynamic data are available. Conversely, if one asks how fast the reaction goes or how far it proceeds in a given time, the answer is frequently much more difficult to answer in quantitative terms. Yet the rate-con trolling factors of the reactions may be of primary importance in the success of a particular operation, especially where competing processes are at work. Both equilibrium and rate factors must be understood if a clear picture is to be obtained. For instance, in a process for carburizing titanium dioxide, is the difficulty of obtaining a stoichiometric Tic due to a true limitation of the equilibrium or simply to a very slow rate of reaction? An example of this appears in the work of Kalish and Mazza.' They showed that the oxygen content of sintered iron compacts was lower when sintered in pure hydrogen than in the case where the hydrogen was diluted with either argon or nitrogen. The equilibrium oxygen content of the iron would be the same in the two cases, since it is determined by the ratio of the partial pressures of water vapor and hydrogen and this pressure ratio is unchanged by dilution. The rate of oxygen removal, however, under the conditions of a constantly replaced furnace atmosphere, depends upon diffusion and thus upon the concentration of hydrogen in the furnace atmosphere. Possibly the clearest way to illustrate the interplay of these two factors is to consider in more detail some of the typical metal-gas reactions. Some of US have been impressed with the need for a better understanding of the future place of the engineer in the petroleum industry. In academic work we are continually asked to advise students as to the opportunities in different directions, to guide them in their selection of professions, and it would be extremely helpful to those in academic lines of work to have the opinion of engineers from the industry relative to the need for petroleum engineers. IS the industry going to require a continually growing number of engineers in the future years, or have we perhaps reached equilibrium in that regard ? In anticipation of this meeting, I undertook to canvass opinion among a number of engineers of my acquaintance and I have been rather astonished to learn that the expenditure on engineering salaries in the producing branch of the oil industry is extremely low. I have figures from eight or 10 of the larger oil companies and it seems to be a fair statement on the basis of these figures to say that the average American oil company is devoting less than 2 per cent. of its gross expenditures in oil production to the payment of engineering salaries. A few examples will be of interest. I shall not mention names of individual companies, but one large Mid-Continent company is spending slightly less than 1 per cent. of its gross expenditure—that is, less than 1 per cent. of the total expenditure in the producing department—on engineering salaries and about as much on engineering research, which might properly be regarded as a phase of its engineering work. Another Mid-Continent company is spending about 11/4 per cent. on engineering salaries. A large California company is spending about l1/2 per cent. The largest figure that has come to my attention is that of an important Rocky Mountain and Mid-Continent company that is spending a little more than 6 per cent., but that is apparently an extreme case. The paper rightly give's the chief credit for this progress to the aid which has been rendered to these arts by the advances in mechanics, chemistry, and electricity. It is notable that most of the headings in Mr. Brunton's address refer to the work of the mechanical engineer, the electrical engineer, and the chemist, rather than to that of the specialist in mining-operations. It seems that. the most successful mining engineer of the present day is the one who makes the most intelligent application of the inventions and designs of engineers and others who are not directly engaged in mining. A tabulation' of the headings of the address, grouped as below, shows this most clearly. THE .following developments in the zinc field during 1935 are listed in the order of their importance. Each will he amplified in later paragraphs. In the field o f Metallic Zinc: (1) Construction of further continuous vertical retort smelting capacity in the United States and Germany. (2) Expansion of fractional distillation capacity in the United States. (3) Great expansion in the zinc-base die-casting industry in the United States and abroad. (4) Wide acceptance of heavy galvanizing by the steel industry. (5) Construction of the first commercial wire electroplating plant for putting on heavy coats of pure zinc. (6) Firm establishment and appreciable expansion of the practice of using zinc dust as a reducing agent in the organic chemical industry.

Pulverized Fuel Combustion The apparatus shown in the illustration is a complete equipment f r supplying coal to boiler and metallurgical furnaces, cement and lime kilns, dryers, and to all furnaces requiring a temperature and quality of fame under prompt and easy control. It is claimed that the Aero Pulverizer makes practicable the highest efficiency obtainable from burning coal. It makes coal burn like a gas, a flame, the physical and chemical character of which is regulable- a flame that may be elongated or shortened, thus placing the zone of highest temperature where needed- a flame that may be made oxidizing, reducing, or neutral, as occasion may require. The coal is burned as pulverized, and there is no storage of the powder with its attendant hazard. Artificial drying before pulverizing is not necessary if the coal supply be sheltered from rain and snow. Where the Aero is used, it is wholly a furnace question whether a dryer should be installed; it is not at all a pulverizing or storage question. Labor is reduced to a minimum. Slack coal at low cost yields its last B.T.U.

I. INTRODUCTORY. THE plans for the investigation of fuels and structural materials now being conducted by the Technologic Branch of the United States Geological Survey were, before being decided upon by the Director of the Survey, submitted for consideration to the National Advisory Board, upon which there are nine representatives from the membership of the American Institute of Mining Engineers, viz.: Messrs. John Hays Hammond, Robert W. Hunt, B. F. Bush, and E. V. d'Invilliers (representing the Institute); Messrs. Julian Kennedy and C. S. Robinson (representing the Iron and Steel Institute); Dr. Charles B. Dudley (representing the American Society for Testing Materials); Mr. F. H. Newell (representing the U. S. Reclamation Service); and Dr. Richard Moldenke (representing the American Foundrymen's Association). It seems fitting, therefore, that a report of these investigations of the past three years should be submitted to the Institute for publication in its Transactions. The above, together with other representatives of the national engineering societies and allied organizations, were invited by President Roosevelt to serve, along with the Chiefs of the several Government Bureaus who have charge of public works and large. fuel purchases, on the National Advisory Board to give advice concerning these investigations. The appointment of this National Board grew out of a wish on the part of the President, the Secretary of the Interior, and the Director of the Geological Survey not only that the appropriations for these investigations be expended in a manner most beneficial to the several branches of the government
