Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

The main constituents of ferromanganese slags are silicates of Mn, Ca and AI. Factors affecting the recovery of manganese from a low manganese content ferromanganese slag (about 16 per cent MnO) during acid leaching were studied. These included time, temperature, agitation, sulphuric acid addition, solid:liquid ratio and particle size. Agitation rates greater than 300 rev/min. leaching periods greater than 30 min and temperatures above ambient were found to have no effect on Mn recovery. Dissolution of Mn was found to be highly dependent on the amount of acid added.About 90 per cent of the Mn was recovered when 5·5 times the stoichiometric amount of acid was used. About 28 per cent of the Mn was recovered when the stoichiometric quantity of acid (with respect to Mn alone) was used. However, the recovery increased to about 75 per cent when the total stoichiometric requirement of acid with respect to Ca, Al, Mg and Fe as well as Mn was used for leaching. The extent of Mn dissolution also depended on the particle size of the slag. The percentage of Mn recovery (using 5·5 times the stoichiometric amount of acid) increased from about 60 per cent to about 92 per cent when particle size decreased from -36 +52 to -150 +200 mesh (B.S.S.). When the results of this study were compared with those in a previous study involv,ing the leaching of a high manganese content slag (containing about 40 per cent MnO) results were similar except that there was a gr-eater consumption of acid in the present case (i.e. low manganese content slag).

The interaction of flotation collectors with sulfide minerals takes place at the solid - solution interface. The electrochemistry of the processes which affect this interface are discussed. The interaction of xanthates with sulfides is an electrochemical process, xanthates being electro-oxidised to chemisorbed xanthate and dixanthogen. The role of oxygen is to provide a cathodic process to allow the anodic oxidation to occur. The hydrophobic condition of the mineral surface is brought about by the presence of the oxidised xanthate species. The action of reagents which can activate or depress the flotation of sulfides is discussed briefly.

The Archaeozoic Willyama Complex at Broken Hill has suffered several periods of deformation and metamorphism. New structural and petrological information together with that available from the literature gives a picture of the metamorphic evolution of the Barrier Ranges. Several epochs of metamorphism are recognized, and potassium-argon dating of minerals has been applied with limited success to the resolution of these epochs.INTRODUCTIONAdvancements in the mineral industry at Broken Hill over the past eighty years have been accompanied by a continual striving towards increased understanding of both the geological history of the Barrier Ranges and the environment of the Broken Hill ore deposits. However, although many detailed studies of selected localities and particular-aspects of Broken Hill geology have been carried out recently, the regional geology of the Barrier Ranges as a whole has received little attention from a petrological viewpoint since the pioneer investigations of Mawson (1912) and Browne (1922). There still remains a great need for regional surveys combining field studies of the habits, structures and outcrop relationships of the various rock types with laboratory investigations of their chemistry, mineralogy and microscopic ,fabrics. Recording observations arising from three brief visits to the Broken Hill area during 1959 and 1963 may stimulate further surveys.During one of these visits, the generosity of the Zinc Corporation Limited in providing field transport and geological guidance enabled the writer to collect material and study field relationships and appearance of the various rock types at numerous localities covering most of the Willyama outcrop. The issue of flyrock is very important in the operation of all mineral extraction sites that use blasting. Unlike the other environmental effects of blasting, ground vibrations and air overpressure, flyrock is (or should be) a rare event, with severe consequences which may include damage to property, injury or fatalities. These physical consequences are often matched by a loss in public confidence in the management of the operation, mistrust and bad press. In this work a deterministic analysis of flyrock was carried out using the equations of a particle in motion with drag. The solutions to these equations were used to reproduce the curves of Lundborg et al (1975) for the relationship between flyrock boulder size and maximum ejection distance. A probabilistic approach based on Monte Carlo simulation was built up with the analytical model using published data together with local case study material. A typical quarry blast situation was modelled and estimates of safe standoff distances were determined using risk assessment techniques.

This report will differ slightly from the traditional scientific and technical discussions given at this type of conference. It will focus on the personal experiences and choices that I undertook when deciding on my graduate position and location after completing university studies. Throughout the duration of my course I had experience in both fly-in, fly-out operations in the Pilbara and residential operations in the West Australian Goldfields. These experiences, though limited, allowed me to explore the two different methods and their pros and cons, and consequently to make my choice for graduate employment. Throughout the duration of my degree I believed it was important to gain a basic understanding of the two methods, focusing on lifestyle and personal interactions. The decision that a residential site suited my personality and lifestyle then allowed me to refine my job applications to a more specific list of mine sites and companies, resulting in a residential position with BHP Billiton at their Iron Ore operations in the Pilbara, Western Australia.

At last year's. annual meeting of The Institute, Sir George Fisher, as President, compared it somewhat nostalgically with a meeting of its kind in the 1920s when comment was expressed on the decline of Australianmining and on the lack of new mineral discoveries.I feel that tonight's annual meeting is even more an occasion for nostalgia, for it represents the seventy-fifth anniversary of the founding of The Australasian Institute of Mining and Metallurgy. I hope, therefore, that I may be allowed to retrace some of the circumstances of this Institute's origin and at the same time to look at some of the broader happenings of those 75 years.From this distance in time it is, of course, much easier to get things in perspective and one of the things that compels enormous admiration in looking back over the history of our Institute is to note the qualities of foresight and keen concern for professional standards which moved the pioneers in this Institute. They had no benefit of hindsight to aid them.Just over 75 years ago, a small group of men met in Broken Hill to discus.s the possibilities of forming an association of mining engineers. The moving spirit was Uriah Dudley, our first secretary, manager of the Umberumberka mine at Silverton. The first formal move to form an association of mining engineers came from the Amalgamated Mining Managers Association of Australasia. At the time, this association was a fairly new group, being 5 years old.It had been formed to try to raise the standard of management throughout the industry. Uriah Dudley and our first provisional president, John Howell, held their first talks in 1891 and further meetings at Broken Hill followed. The inaugural meeting, attended by 200 members, was held in Adelaide in April, 1893.

World demand for iron ore is far from peaking, and the substantial price decline that has captivated commentators since early 2014 is not the result of widespread misreading by producers of the prospects for global market growth. Recent price movements provide little useful insight into the industry’s longer-term fortunes, apart from reminding mining companies that their businesses need to be robust against the volatility and inescapable cyclicality of mineral commodity markets. It is timely to take a strategic view of the history and longer-term prospects for the iron ore industry and of Australia’s place in it.CITATION:Barkas, J P, 2015. With the iron ore industry in Australia producing hundreds of millions of tonnes of ore per annum, the associated costs of these operations extend into the billions. It is no surprise in the current economic climate that more and more companies are looking into different ways of optimizing their costs to keep their sites operational. One way of improving operations is the use of electronic initiating systems like i-kon and Uni tronic detonators. These systems have been used around the world to improve current practices and optimize drill and blast costs. However, these systems have yet to make an impact upon the iron ore sector in Australia. Some of the potential improvements include:pattern expansion and a subsequent reduction in drilling and explosive costs;improved fragmentation and hence increased dig rates, thereby driving $/tonne down;embracing the 'mine-to-mill' concept by reducing the downstream costs of crushing and milling;improving the overall condition of pit walls and floors, leading to a safer working environment in which optimal haulage performance can be achieved; and improvements in vibration management around heritage sites and critical infrastructure, thereby saving the cost of relocation works. This paper introduces some of these concepts and the process of making the changes leading to potential savings from the improvements, using various examples as proof of the concepts.

The Kisladag Mine, Turkey, is a large porphyry gold deposit which is mined by open pit methods. In operation for over ten years, Kisladag provides an excellent example of how attention to a geologic feature, namely hydrothermal alteration, became a very effective predictive geological tool for planning and operation. The alteration domains were initially used as a geological tool to assist with establishment of resource model domains and to guide delineation drilling, but they were soon recognised to be correlative to geotechnical characteristics (affecting pit slope angles) and metallurgical performance (heap leach recoveries). Recent developments in spectral processing allow the systematic quantification of complex overlapping alteration phases and have greatly improved the ability to rapidly define internally consistent alteration domains for geotechnical and geometallurgical purposes.Alteration at Kisladag comprises a central core potassic (K-feldspar-biotite) zone, a tourmaline-white mica enveloping zone, an advanced argillic lithocap on the deposit’s eastern side and an overprinting pervasive argillic zone. These alteration zones and their distribution were based initially on strictly qualitative, visual mineralogical logging of diamond drill core. With the need for more accurate and consistent identification of the alteration mineral suites, particularly the phyllosilicate phases, logging was augmented by systematic measurement of spectral data using a Terraspec instrument.Recently the Kisladag spectral database (over 85 000 readings) was reprocessed by the newly developed methodology (aiSIRIS™) that allows relative quantification of the spectrally-responsive minerals. Visualising this transformed spectral mineralogy at various mineral concentration thresholds using implicit modelling software (Leapfrog®) led to the creation of consistent mineralogical and alteration domains that are used for the definition of geotechnical and geometallurgical parameters.  The Southern Alps is an active oblique collisional zone which has a characteristic wedge-shaped geometry above a low-angle ductile shear zone. The Main Divide region is a relatively low strain zone above this ductile shear zone, and is _deforming principally along steeply dipping strike-slip faults. Extensional fractures are common at a high angle to the regional structural trend. These steeply dipping structures act as conduits for gold-bearing fluids from depth, and small mesothermal gold deposits have formed at several structural levels including the near-surface region. Gold has also been deposited in a meteoricmetamorphic fluid mixing zone near a conductive thermal anomaly on the western slopes of the mountains. These various gold deposits and their well-constrained structural and tectonic settings can be used as analogues for larger, deeper-eroded mesothermal gold deposits in the Mesozoic Otago Schist belt. High level Miocene veins in NW Otago have formed beneath the main divide of the initiating Southern Alps. Late metamorphic gold-bearing veins formed as fluid escaped from the ductile-deforming crustal root beneath Mesozoic mountains.

Using iron- and sulfur-oxidising bacteria to catalyse the breakdown of sulfides that host the gold is an important biological method for the pretreatment of refractory gold ores. Following this biological treatment a combination of chemical and physical methods are used for leaching (such as the cyanide process) and concentration (such as carbon-in-pulp or electrowinning) of gold. Although these methods are well accepted by industry, they harbour limitations in the processing of low-grade refractory ores, and regulatory agency/public acceptance of cyanide use. Thus, it is beneficial to industry to develop environmentally friendly, cost-efficient leaching and concentration techniques that are based on micro-organisms. This may soon be possible by adapting the results of recent regolith geoscience research, which has shown that micro- organisms are capable of driving a biogeochemical cycle of gold dispersion, transport and reconcentration in the supergene environment. The indigenous microbiota in biologically active soil microcosms from a number of Australian sites are capable of solubilising up to 80 wt per cent of the gold contained in these materials during 50 days of incubation. Studies using molecular microbial techniques have shown that a metallophilic bacterium, Ralstonia metallidurans, is present in biofilms on gold grains from a number of Australian sites. R metallidurans is capable of actively accumulating gold from solution, suggesting that the bacterium may contribute to the formation of secondary gold grains and nuggets. Identifying the biochemical and physiological pathways that lead to the dispersion and accumulation of gold in regolith, and quantifying the reaction kinetics of these processes may thus lead to the development of industrial bio-processing capacities for gold-containing ores.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

The utilisation of low-grade raw materials such as fine iron ore and semi-soft coking coal, and reduction of CO2 emissions are important issues in the ironmaking process. To solve these issues, a new process called PosPRA (POSCO prereduced agglomeration process) has been developing at POSCO. It focuses on the reduction of carbon composite iron ore briquette in travelling grate. In this study, the possibility of manufacturing the prereduced agglomerate (PRA) under oxidising atmosphere with travelling grate and the optimum manufacturing conditions of carbon composite iron ore briquette are investigated. The results have shown that controlling the temperature and oxygen potential in the range from 1100 to 1200°C and below 10 vol per cent respectively is very important to increase the reduction efficiency of briquette in travelling grate. High quality properties of the green briquette and PRA could be manufactured by using the briquette mixed with 20 wt per cent of coal under 0.1 mm in size under compacting pressure in the range from 3 to 7 t/cm. Adding 1 wt per cent water as a binder is proper under the condition of high compacting pressure. In a pot grate test, the compressive strength and metallisation degree of PRA are achieved over 150 kgf/p and about 55 per cent respectively, at bed temperature 1150°C and oxygen potential of 10 vol per cent when 20 wt per cent of coal is mixed in the briquette.CITATION:Wang, M K, Son, S H, Park, J I, Jeong, H K and Cho, B K, 2017. This paper deals chiefly with the preliminary examination, when a decision has to be made as to whether a prospect has a chance of developing into a mine or not. At this stage it is important to have a fairly clear conception of what is expected of the prospect, andjust what type of mine is sought. Much money can be wasted testing a prospect suitable for a prospector or small syndicate, but which never looked like becoming a mine of sufficient size to interest a company. When undertaking an inspection, therefore, it is necessary to have a broad outline, at least, of the policy of the principals for whom the report is intended.At this early stage it is frequently necessary to form an opinion of the prospects of a property on very meagre data. When new to this type of work one's first reaction is often th~t it is impossible to pass an opinion on the data available. It. is absolutely necessary,however, that an opinion of the possibilities and chances of favourable development be given; The report should strive to convey this information, making quite ::lear the risk involved, how complete are the data on which this opinion is based, and the possible magnitude of the prize. A Preliminary report has to state whether a property has sufficient prospects to warrant testing.The following procedure is suggested in order to make best use of the data and minimise hasty conclusions influenced by preconceived ideas-an ever-present danger.Examination.The first stage is the examination. This should aim at collecting all available significant data, but avoid clouding the issue with detail which, at this stage, will not affect the decision. The following points are considered to be the main ones for which to look:-Geological Environment.As good a working knowledge as possible'of the geology of the area should be obtained. Government Geological Survey reports and maps, if available, will be a big help. A detailed knowledge of the regional geology is not necessary a,t this stage, but a broad outline of the geological setting of the prospect under review, and also of any other important mines in the district, is often helpful in the final decision.The Nature of the Ore-Body.Any facts concerning the nature or occurrence of the lode should be noted as, coupled with experience of similar bodies, they affect the ultimate decision.Structural Control.This is probably the most important factor, in the light of present geological knowledge. Its chief importance is due to two facts:-(a) Structure plays one of the prime parts in ore deposition.(b) Geological knowledge, of structure is somewhat in advance of knowledge of other factors influencing ore deposition.

Results of flotation tests on lead-zinc ore from Broken Hill, N.S.W., confirmed that flotation at pH 9 in the presence of cement gave poorer metallurgical results than flotation at pH 7. Additions of 2 kg/tonne wood raspings [e.g. blackbutt (Eucalyptus pilularis), blue gum (E. saligna), brushbox (Tristania conferta), or turpentine gum (Syncarpia laurifolia)l had little effect at pH 7 but greatly accentuated the deleterious effect of cement at pH 9. This was shown to be caused by e:xtractives (e.g. polyphenols and carbohydrate materials) derived from woods at pH 9. The proportion of extractives, as shown by DV absorbance spectra, increased with increase of pH and was affected by various salts.Additions of 1 kg/tonne Al2(S04)3.16H20 when cement or cement and wood were present showed that metallurgical results obtained by flotation were then very simHar to those in the absence of cement or wood or both. This was ascribed to lower pH values in the presence of aluminium sulphate and possibly to specific chemical effects.Additions of aluminium sulphate appear to offer an economic solution to the problem of treatment of ores contaminated with cemented fill at Broken Hill.

The use of column flotation cells for recovery of phosphate is becoming more common practice in certain parts of the world (Brazil, Russia) where igneous phosphate ores are processed. Igneous phosphates are generally finer grained (< 200µm) than some of the traditional sedimentary phosphates (<400µm). Australian phosphate from the Georgina basin is sedimentary, but has a much finer grain size (typically < 106µm) than similar deposits in North Africa and the USA.In 2013, Arianne Phosphate completed a bankable feasibility study for the development of their igneous phosphate deposit at the Lac a Paul site in Quebec. Initially, lab test work and bench scale piloting indicated that using traditional mechanical flotation would be able to produce adequate concentrate grade and an economic level of recovery, but would necessitate the installation of a complex and operationally challenging flotation circuit. Later pilot plant testing using column cells resulted in a significant reduction in process complexity and facilitated the processing of the -20µm ore fraction which resulted in a 10% increase in P2O5 recovery and a 5% increase in concentrate grade %P2O5.Flotation column testing achieved a concentrate grade of 38.6% P2O5 at a P2O5 recovery of 90%. Using a mechanical flotation cell circuit, the concentrate grade was 36.4% P2O5 with a P2O5 recovery of only 78.8%. A noticeable feature of the testing was the simplicity of the column flotation circuit configuration (Rougher + 2 stages of cleaning + Cleaner Scavenger) compared to the mechanical flotation cell circuit (Rougher + Scavenger + 3 stages of cleaning).The financial benefit for this case study was estimated using a sales price of US$ 195/t FOB for a 38.6% P2O5 product, and an assumed cost of production of US$ 95/t, the netback price is calculated at US$100/t. For a daily milling rate of 55,000t/d, the improved flotation performance provides additional concentrate production of 1,203t/d. Using the netback price calculated above, this calculates to additional gross profit of US$ 120,260/d.Annualised, this equals US$ 40.7 million in additional revenue for a similar or reduced CAPEX.The use of column flotation on fine grained phosphate ore types often requires fine grinding and desliming to liberate the phosphate value, such as the Australian sedimentary phosphate ores. PT Freeport Indonesia’s Deep Ore Zone (DOZ) is a block cave mining operation that has been in production for 15 years. DOZ is located approximately 900 m below surface and has an average production rate of more than 5000 t/d. The footprint of the extraction level will ultimately be 900 m long and average more than 200 m wide. The undercut level is located 20 m above the extraction level.While developing Panel 1K on the northern portion of the extraction level, a major geotechnical problem was encountered when there was a change in lithology and an associated fault intersection. A large collapse of the hanging wall of the extraction level drifts occurred in the area of the fault intersection between February and March 2011. This was followed by a collapse of one of the undercut level drifts directly above the extraction level in May 2011.It was suggested that the best approach to mitigate risk during rehabilitation was to systematically open up the failed area under the protection of a steel set support system. To achieve this, approximately 60 t of grout was injected from the undercut level to fill the voids created when the rock mass between the two levels failed. A ground penetrating radar system was used to survey the condition of the rock mass between the two levels before and after the injection of grout. After the grout injection phase was completed to a satisfactory level of confidence, rehabilitation activities started on the extraction level by taking out the now consolidated material from inside the drift in 2 m advances from under steel sets initially constructed in secured ground.Controlled blasting was the key aspect to the success of the initiative to open up just enough of the drift to systematically support the rock mass before the next set was installed. The systematic support consisted of in-cycle shotcrete sprayed over mesh pinned to the exposed rock, as effectively as possible, with splitsets before spiling the next advance’s protection canopy with rebar. Once secure, a combination of steel set and pumped concrete was installed as the final support.
