This paper describes recent developments at West Cliff Colliery in environmental monitoring, using a sophisticated computer controlled system. The operations involved in environmental monitoring are described and the equipment employed is detailed. It is anticipated that the monitoring system employed at West Cliff Colliery will be expanded to allow total and instantaneous monitoring of roadway environmental Conditions.

The comparatively low winter rainfall, exposure to heavy salt laden coastal winds, and the consequent high evaporation rate, are important considerations in the rehabilitation of the Maslins Beach Sand Pit. The deficit of rainfall over evaporation is assessed at 1085 mm per annum. Such a coastal environment complicates the establishment of plants. The endemic flora found on the Sand Pit environs is mainly low wind-planed shrubs and mat plants. The dunes near the coast support an association dominated by Atriplex cinerea, Spinifex hirsutus, Scirpus nodosus, and Olearia axillaris. The coastal cliffs carry a more diverse vegetation dominated by Beyeria lechenaultii and Eutaxia microphylla. Overburden is used to develop a new landscape to screen operations, batter final faces, and cover rubbish at the nearby Council dump. The early overburden dumps were built with little regard for stability, but the more recent practice of using scrapers has resulted in more stable dumps. The erosion problems created by poor compaction have been controlled by contour banks, diversion drains, bitumen lined run-off drains, and hay mulching.

Displacement Discontinuity Method (DDM), which was originally developed by Crouch,S.L., is a powerful tool to calculate mechanical disturbances due to tabular excavations. Three topics on DDM applications to strata control problems in Japanese deep coal mines are described. First, is numerical simulation of microseismicity induced by longwall mining in Horonai Coal Mine. Microseismicity in the mine had been monitored by a mine-wide seismic ar- ray. Location of microseismic events and in- tensity of seismicity were well simulated. In the simulation procedure based on DDM, first, zones where a failure condition is satisfied by the advance of mining are detected. Then, the seismic moments, which indicate the inten- sity of seismicity, at the failure zones are evaluated. Second, is prediction of the shaft damage due to mining in Sumitomo Akabira Colliery. In this mine, the limit angle of the shaft pillar was changed from 600 to 800 to increase the amount of minable coal volume without increas- ing mining depth. Displacement of the shaft axis has been measured to assess the damage due to mining around the shaft pillar. In the calculation based on DDM, a fault intersecting the shaft and the ground surface are con- sidered. Observed and predicted displacement of the shaft axis agreed well.

This paper reviews factors involved in the feasibility stage of underground mine project development. Emphasis is placed on the need to first select the best method of extraction and make the most accurate assessment of the expected output even with the uncertainties which may exist in structural interpretation, ground stress, geotechnical factors, and industrial conditions. The subsequent engineering planning should be undertaken from the point of view of the face requirements and is subject to constraints imposed by the method of work and nature of the deposit and, in the case of access, to surface constraints and services.

The major operational objectives of a mine water resource management system (WRMS) are to supply the water needs of the mine and mill, to minimise disturbance to mining due to rainfall flooding or seepage and to dispose of excess water. Historically, company management have placed a significantly lower emphasis on managing the WRMS as compared to managing production. Changing Government legislation concerned with the disposal of water from mine sites is, in many cases making mining companies look more closely at how they manage their water. For example, within the next few years it is likely that prior to mining approval by the Government, mining operations will have to submit water management plans/budgets and contingency strategies in addition to operational plans. While the formulation of a comprehensive water management plan/budget is an additional cost to the company at the mine establishment stage, such plans can be beneficial to the operation in the longer term.The two keys for the efficient design, operation and development of a WRMS are the establishment of written goals which have managerial priority and secondly, access to appropriate good quality data. Managerial priority towards the WRMS will increase as a consequence of the education of mine operators in the benefits to the operation of good WRMS management or less desirably as a requirement to meet Government legislation. The collection of appropriate WRMS data is a more complex issue and to obtain information efficiently and cost effectively relies on the clear definition of the data application.

Highwall mining commenced in the Appalachian region 50 years ago. With innovative equipment design introduced in more recent times, penetration distances over 300 m are now commonplace. It is only in the last three years that highwall mining has become part of the Australian coal industry. Geotechnical evaluation is an integral part of the Australian procedures, and although still being refined, has already proven its worth. Statutory guidelines have also been prepared for operations in Queensland. This paper explores trends in equipment design, geotechnical prediction, operating techniques and statutory requirements with regard to highwall mining Australia's coal deposits. A quick assessment guide to assist in the evaluation of potential sites is included.

BHP Billiton Mitsubishi Alliance, or BMA, is AustraliaÆs largest coal miner and exporter, and is currently responsible for around a quarter of AustraliaÆs total annual coal exports. BMA and its predecessors have been part of the Queensland mining scene for around 40 years, developing world-class mines, a port, overseas markets, and an international reputation for quality and reliability. From its production base in QueenslandÆs Bowen Basin, BMA produces a broad suite of coals which are supplied to 73 customers in 24 countries. BMA was formed in June 2001 as a partnership between BHP Billiton and Mitsubishi Development Pty Ltd, under which the two companies share equal ownership and management of eight Central Queensland coal mines û Goonyella Riverside, Broadmeadow, Peak Downs, Saraji, Norwich Park, Gregory, Crinum and Blackwater û and the Hay Point coal export terminal near Mackay. This case study focuses on Peak Downs Mine, which was the second largest open cut mining operation to be developed in the northern Bowen Basin for the original CQCA Joint Venture. The first coal was mined in April 1972 and today, Peak Downs has a production capacity of over nine million tonnes of coking coal per annum. The mine is located 30 km south of Moranbah and 195 km south west of the Hay Point port facilities. Coal is mined by open cut mining methods using six draglines and two truck/shovel stripping fleets for overburden removal. Coal seams are mined using excavators and front-end loaders and 210 tonne capacity coal haulers.

Mineral policy is now generally regarded as a function reserved to government. Government is reponsible for the economic health and progress of nations, and must therefore interest itself in minerals as a basic national resource. Government should therefore identify objectives which it sees as suitable and necessary for the mineral industry so that the industry can play its part in achieving national goals. It should provide the legislative framework and policy guidelines to enable these objectives to be achieved. The essential objective of a national mineral policy should be rational development of the nation's minerals resources. To achieve this, it need not be too formal; broad guidelines are enough. But it must be dynamic, to keep pace with the changing circumstances of the mineral industry in the world scene and the changing requirements of government. It should be flexible, recognising that there is no such thing as a "typical" mineral deposit; above all it should represent the outcome of a continuing dialogue between government and industry. Both government policy and corporate planning need to be formulated on the practical understanding of the potential economic value of the mineral sector and what it can contribute to the nation's prosperity. There needs to be a common understanding of the wide range of the costs of risks that may arise through the exploration and development stages and of the uncertainties affecting ventures at the production stage. There needs to be a common understanding that the size and importance of the mineral sector is determined in the long run by the level of investment in exploration. The development of a continuing understanding between government and industry should lead to the formulation of ground rules which ensure the continuance of a strong industry able to adapt to the changing world scene and make its contribution to national growth and wellbeing.

Western Mining Corporation (WMC), managers of the Windarra Nickel Project, installed a raise-bored haulage shaft and underground crushing system at the Mt Windarra Nickel Mine in 1982. The system is the second of its type installed by WMC, the first being at the Otter Juan Mine in Kambalda in 1976/77. Both haulage systems became necessary as a result of the increasing production limitations, and escalating costs of a deep decline mine.The Windarra haulage system required a single 3 m diameter vertical raise drill hole, 470 m deep and equipped for skip haulage. Two five tonne skips, in balance, hoist crushed ore and mullock to the surface, at a design rate of 200 tonne/hr, effectively reducing truck haulage leads by up to 50 per cent. The system is now fully operational and will enable the mine to achieve its maximum production rate.The raise-bored shaft system has been shown to be cost effective and would be used again in circumstances where raise drilling is applicable.

Minerals similar to the indicator minerals used in kimberlite exploration are widespread in the Cainozoic alkali basalts of north Queensland. Magnesian ilmenite, pyrope garnet, chrome diopside, chrome spinel, phlogopite and zircon were recovered from most of the localities examined. The occurrence of these minerals creates significant problems when indicator minerals are used for diamond exploration. Basaltic ilmenite is visually similar to kimberlitic ilmenite. Untransported grains are rounded and have pitted surfaces. Basaltic ilmenite grains often have exsolution lamellae and reaction rims of titanomagnetite. Although kimberlitic and basaltic ilmenite are chemically similar, basaltic ilmenite grains are usually less magnesian than their kimberlitic counterparts. Basaltic ilmenite contains very little Cr203. Pyrope garnet occurs as megacrysts and in a variety of xenolith lithologies in north Queensland basalts. Most basaltic garnet is Cr-poor and comparable with kimberlitic garnet from Groups 3 and 5 of Dawson and Stephens (1975). Wine-purple, chrome-bearing garnet is common in kimberlite but rare in basalt.

This symposium is a great opportunity to look at the present state of the art and full marks must go to the Sydney Branch for organi- sing it at this time. Australia has many potentially important tin deposits, particularly on the eastern shore of the continent and in Tasmania. A number of these have been worked on a meagre scale, while some of them, because of metallurgical, transport, and other difficulties, have not as yet been developed.Believing that the full development of the tin fields of the Commonwealth of Australia is in part dependent upon the adoption of the most efficient methods of milling and smelting, the Development and Migration Oommission arranged for the first-mentioned author to visit the mining fields of Cornwall, one of the oldest tin-producing districts of the world, and prepare a report for the information of the Commission.This paper, now presented to the Australasian Institute of Mining and Metallurgy with the hope that it will assist the full development of tin mining in Australia, is the joint work of both authors.For over two thousand years tin has been produced from the Cornish mines. Even the ancient Greek historians made mention of tin mining in Cornwall, and it is probable that during the earliest periods the mining was alluvial. As early as 1602 a stamp battery working in Cornwall was described, and in 1671 calcination and buddling was a recognised scheme of treating pyritic ore. In the first half of the 16th century the output of tin from Cornwall was 700 tons per annum, and, from then on, production increased to the maximum in 1914 of 6500 tons. At present (Oct., 1929) the Cambourne-Redruth area produces over 95% of the Cornish tin output. This area includes such mines as the South Crofty, East Pool, Dolcoath, Parkanchy, Polhigey, and Wheal Kitty. The remaining 5% is largely supplied by the Levant and Geevor mines at Pendeen, St. Just area, near Land's End.

The mmmg operations carried out by North Broken Hill Limited, necessitate the use of four shafts for the haulage of ore, men, and supplies. These are:-1. Blackwood's Shaft.-British Section, which has 100 feet intervals between levels to the bottom 800 feet level plat;2. Thompson's Shaft.-British Section, which has 100 feet intervals between levels to the bottom 1400 feet level plat;3. No. 1 Shaft.-With intervals between levels:(a) 100 feet to the 800 feet level,(b) 150 feet from 800 feet level to the 1700 feet level;4. No. {2 Shaft.-2770 feet from collar to bottom plat, with intervals between levels: (a) 100 feet to 800 feet level, (b) 150 feet from 800 feet level to the 2600 feet level. Nickel-iron sulphide mineralization at Nepean, Western Australia occurs within a small Archaean greenstone outlier in granite south of the main Coolgardie greenstone belt. Individual sulphide ore bodies are situated near the foot- wall contact of simply-differentiated en echelon ultramafic sills that have intruded a sequence of sulphide-bearing metasediments and amphibo- lites. The paper describes a detailed section through the No. 2 ultramafic sill and its associated sulphide ore zone, which gave Metals Exploration N.L. the first significant nickel discovery in the Nepean area in 1968. The sill is variable in thickness up to 30 m along a strike length of 600 m, and is truncated to the north by pegmatite intrusion and pinches out to the south. The body has border zones of pyroxenetic composition, now represented by felted aggregates of chlorite and amphibole, and a central peridotitic core in which olivine and orthopyroxene are concentrated towards the base. Textures within the peridotite are dominated by large lath-shaped olivine grains and their serpentine pseudomorphs, which delineate triangular areas composed of talc, chlorite, and amphibole. Orthopyroxene occurs in large ovoid patches and is often replaced by Talc.

One of the key objectives in production from any mine is the minimisation of ore loss and dilution. This can only be achieved when the distribution of ore within the mine is known. The distribution of ore is usually evaluated from a combination of drill hole information and underground mapping data. Three-dimensional models of the ore distribution are then constructed by interpolating grades, contact locations and confirming these estimates through mapping. While the interpolation procedure can incorporate an understanding of the local geological conditions, it is an approximation and thus susceptible to some degree of ore loss or dilution. Naturally, such problems increase in areas of sparse geologic information or greater geologic complexity. Borehole radar offers an approach to decrease the interpolative aspects of modelling by providing a continuous image of some ore contacts. Borehole radar works by building a two-dimensional image of an ore contact from radio waves bounced off the contact from closely spaced positions along a borehole. This image can be imported into Datamine (or a similar design package) and incorporated into geological models of a given ore block. The results of a trial survey from the Mariners nickel mine at Kambalda are presented to illustrate the improved level of detail and accuracy that can be achieved through the incorporation of borehole radar into orebody delineation practice. Once implemented on a large-scale this technique has the potential to greatly increase the cost-effectiveness of long hole stoping at Kambalda, through increased ore recovery and reduced dilution.

This discussion will present a case study in developing solutions to a metropolitan quarryÆs public relations, legal, environmental, and productivity problems. It details an extensive and detailed project to address the blasting practice in a medium sized quarry that is surrounded by residential and industrial zones. The principle work was done over four months duration during the normal production season. It included detailed drilling and blasting audits for baseline information. In addition, geologic characterisation, seismic modeling, correction of deviations from best practices, and implementation and monitoring of precise electronic timing to provide dramatic solutions for the quarry. The quarry is in the near suburbs of a large metropolitan city. It is framed on two sides by residential municipalities and on two sides by industrial zones. At the start of the project, the quarry was in court as a result of the lawsuit by one of the neighboring towns that was suing to close the quarry. The lawsuit had progressed to the advanced stage where in the Judge had appointed an arbitrator to make the decision of continued operation. This arbitrator was to observe our progress and recommend to the Judge the disposition of the case.

The rapid crushing technique for the measurement of gas content of coal consists of accelerating the rate of gas desorption from coal by crushing. This technique allows the determination of gas content in the space of hours rather than days or weeks as required for the traditional slow desorption technique. The crushing technique is used particularly when gas content determinations are urgently required for mine safety purposes. The method is now routinely used in underground coal mines of NSW and to a lesser extent in QLD. Despite the rapidity and efficiency of this method, concerns have been raised upon the reliability of the method to deliver accurate results. Experience in Australia has shown that there is in fact some discrepancy in results between gas laboratories using the rapid crush technique. The development of rapid crushing techniques for seam gas content measurements in Australia and the main causes of variability in the gas content test results were investigated. The gas laboratories participating in the gas content testing were CSIRO Division of Coal and Energy, BHP Technical Services and GeoGas Pty. Ltd.

With a stable beef and wool producing area along the east/west rail route, the expanding mineral industry development at its western end and the continuing growth of the Townsville region the administrators of the port are continually'keeping abreast and ahead of port development to ensure an effective and economic growth of port facilities to meet the needs of the area served by Townsville.

Authorisation No.66 (to Prospect) was allocated to R.W. Miller & Co. Pty. Ltd. on 1st November, 1976. Exploration has brought coal reserves to measured status in the Jerry's Plains sub-group which are about 550m. thick. The immediately lower Vane Sub-group, about 200m. thick, includes about 20 seams. The total measured and indicated reserves of the two sub-groups based on the criteria adopted by the company amount to 1362 million tonnes in situ. This very large resource is subject to very many mining constraints both physical and economic which limit the saleable reserves under present conditions to about 120 million tonnes. The results of the calculation of reserves after exploration is complete in a deep multiple seam situation is dependent upon the criteria used to include or exclude seams in the reserves. These criteria are state- ments of the miner's expectations of the market, mining and coal preparation technology, local and national politics and the law as it may be applied in the future.

This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.
