The oft-repeated expression that the taproot of safety lies in the attitude of the management toward accident-prevention work is indisputable and has become almost an axiom. Trite and somewhat timeworn though the statement may be, it is nevertheless true that the supervisory force must earnestly support a policy of safety and maintain at all times a con¬ siderate regard for the welfare of the employee if that high degree of cooperation of the employee, so vital to the successful prosecution of any safety program, is to be expected. The responsibility for preventing accidents rests upon the management, and in the case of the Spring Canyon Coal Co. such responsibility is recognized and accepted with little or no reservation. This company, aside from the humanitarian aspects involved, believes that safety is good business and not a matter to be treated passively or in a perfunctory manner. The problems with respect to safety that have been met and wholly or partly solved can best be appreciated when some of the natural conditions, adverse and otherwise, existing at this operation are taken into consideration. Mine 1 is about 1 mile north of the town of Spring Canyon, Carbon County, Utah, and is served by both the Denver & Rio Grande Western and Utah Coal Route railways. During the year 1931 the mine produced 312,397 tons, approximately 10 per cent being derived from pillar workings. The normal daily output during the summer months is about 2,000 tons, and during the peak of production in the winter season the daily production varies from 2,500 to 3,000 tons. The number of miners varies from 87 in summer to 220 in winter, and the day men vary in number from 66 in the winter to 45 in the summer; 12 company men are employed the year around. Murphy, superintendent, David Brown, assistant superintendent, and John Sullivan, mine foreman, all of Spring Canyon, Utah.

Whole body vibration is known to affect movement accuracy [1], however little is known about changes in the organization of movement and movement strategies used to limit the influences of perturbations. The specific aim of this work is to analyze the motion and coordination of upper body segments of seated operators performing reaching tasks under whole-body sinusoidal vibration exposure and simulated vehicle ride motion. The long-term objective is to model reach coordination and predict the dynamic behavior of the upper body motion under vehicle vibration exposure. Method The reach task consisted of pointing with the right hand index finger to targets located on touch screens placed in front of the subject, 45° overhead and 90° to the right in the mockup cabin of an HMMWV placed on a 6 DOF ride motion simulator. The task was performed under stable (no vibration) and vibration (sinusoidal vibration or simulated ride motion) conditions. A motion capture system was used to record kinematic data of reflective markers to recreate body link trajectories. Joint angles (torso, shoulder and elbow; Figure 1) were then computed using quaternions. Coordination between body links was defined as a) the joints angle-versus-angle relationships between the upper arm and lower arm, and b) the joint motion onset relationships between torso, upper arm and lower arm in the time domain. Results Angle–versus-angle relationships. The relationship between upper arm vs. lower arm angle and torso vs. upper arm angle for a far forward reaching movement in the stable (solid lines) and vibration conditions (dotted lines) are illustrated in Figure 2. Fig 2A compares the control condition with a 4 Hz lateral vibration while Fig 2B compares the control condition with a 6 Hz vertical vibration. It appears that under vibration exposure the reduced upper arm extension is compensated by an increase in torso flexion. This effect is seen in the last phase of the movements (encircled areas). In addition, the lower arm extension is delayed under 6 Hz vertical vibration (Fig 2B left panel). Time of joint motion onset. The timing relationship between torso, upper arm and lower arm is largely a function of the target to be reached. Examples of delays between body links are illustrated in Figure 3. Pilot Hole "X" was drilled to test the formations through which the ventilation shaft for the proposed U.S.B.M. demonstration oil shale mine would be drilled. The geologic formations encountered in this hole are discussed. Correlation of the geologic horizons encountered in this hole with those encountered in nearby drill holes was accomplished by the use of geophysical logs. Data on the geophysical interpretations are provided. The anticipated geotechnical characteristics of the geologic units encountered in Pilot Hole "X" are described.

The Bureau of Mines has carried out experimental and theoretical studies with prilled and pulverized ammonium nitrate-fuel oil (AN-FO) mixtures containing varying amounts of fuel oil in an attempt to quantify the effects of stoichiometric composition, nonideal detonation behavior, and expansion volume on the production of CO, NO, and N02 fumes. Experimental fume measurements were obtained in the Bureau's large closed gallery facility (7.2 X 104 liter expansion chamber) and in the standard Crawshaw-Jones apparatus (90--liter expansion shamber) using a prepackaged charge configuration containing about 450 g of explosive.4 The theoretical calculation of toxic fumes was achieved with an equilibrium detonation code called "TIGER,," Contrary to initial expectations, the NOx (= NO + N02) fumes from the large gallery test were found to be in essential agreement with the Crawshaw-Jones results. It was also concluded that (1) "TIGER" calculations offer a good approach to the prediction of toxic fumes; (2) there is a basic problem in extrapolating laboratory measurements of CO fumes to mine conditions--this being due to postdetonation oxidation of CO to CO2; and (3) the detonation velocity decay rate of an explosive is a useful experimental parameter for correlating toxic fumes production with nonideal detonation behavior.

In June, 1989, the U.S. Bureau of Mines, undertook a 9-day evaluation of the tin resource potential of the Sleitat Mountain tin deposit. Significant tin-tungsten mineralization is associated with quartz-topaz-white mica-tourmaline greisen alteration of a multi-unit, 57 Ma, peraluminous, granite stock which intrudes Cretaceous Kuskokwim Group flysch deposits. The granite comprises marginal biotite-, intermediate biotite-muscovite-, and central zinnwaldite-granite units, interpreted as a zoned alteration system. Major vein mineralization is confined to two east-west-trending zones of steeply oriented tabular lenses of greisen interleaved with mildly altered granite. Cassiterite is the dominant ore mineral while arsenopyrite, loellingite, wolframite, pyrite, sphalerite, chalcopyrite, and bismuth-oxides are present in minor to trace amounts. The north and south greisen zones are estimated to contain an inferred resource of 128 to 212 million lbs Sn in 28.6 million st of mineralized rock. An 1,800-lb representative bulk sample contained 0.37% Sn, 0.04% W and 17 ppm Ag and is considered an average grade estimate for the deposit. Drill testing by Cominco Alaska Exploration indicates that substantial widths of high-grade tin mineralization are included within the lower grade disseminated mineralization. Depth of deposit erosion is substantial and there exists a high probability for placer tin deposits.

To determine the critical air velocity for preventing smoke rollback, diesel-fuel fire experiments were conducted in the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Research Laboratory’s Safety Research Coal Mine. Such information is necessary for preplanning and implementation of ventilation changes during mine fire fighting and rescue operations. The fire intensity varied from 50 to 300 kW depending on the fuel tray area. Airflow in the 2-m- (6.6-ft-) high, 2.9-m- (9.5-ft-) wide coal mine entry was regulated during the course of each experiment. The airflow was measured upwind from the fire as an average over the entry cross-section with an ultrasonic airflow sensor and was recorded dynamically with a mine monitoring system. The extent of smoke reversal was monitored with light-obscuration monitors, ionization smoke sensors and visual observations. Experimental results for the critical air velocity for smoke reversal as a function of fire intensity compared very well with model predictions based upon a computational fluid dynamics fire dynamics simulator.

The efficient operation of a blast furnace is primarily dependent upon efficient contact between the descending stream of solid materials and the ascending stream of gas. The United States Bureau of dines is conducting a program of research dealing with the interior of the present-day furnace. The work is being carried oat by.(1) observations on commercial furnaces end (2) experiments in the laboratory. Through the courtesy of the officials of the Illinois Steel Co. it was possible to make a detailed investigation of the interior of the shaft of Number.4 furnace at the company's South Works, South Chicago, Ill. The experimental work is to be reported in a U. S. Bureau of Mines bulletin which will include the results of several thousand observations on the interior of the shaft of this furnace. Such of the data as are presented later in this paper constitute only a brief summary.

The function of the Metallurgical Division is to conduct investigations relating to the treatment of mineral products from the state in which they are mined to the refined metal or other unfabricated product. These investigations include scientific and practical studies of ore dressing, covering the crushing and grinding of ores, separation by gravity, flotation. and magnetic methods; the hydrometallurgical treatment of ores, including cyanidation and amalgamation of the precious metals; the smelting and refining of copper, lead, and zinc, as well as the rare metals; and steel-melting practices from the raw ore to the finished steel. The object of this work is to conserve natural resources and eliminate waste by furnishing information on current methods of metallurgical practice. making fundamental studies of metallurgical processes, and developing new processes to the point of demonstrating their practicability. The Division is made up of sections devoted to the several phases of this work, each section being headed by an investigator capable of supervising his particular work. The work is carried on at the experiment stations and field offices or in the field, whichever seems best suited for the work in hand. The following, projects should be mentioned as particularly outstanding among those consummated successfully during the year: 1. Application of the type of chemicals known in the textile industry as wetting-out agents to flotation and agglomeration of ores, particulary soluble salts such as sodium and potassium chloride which must be treated in saturated brine. 2. Demonstration or a linear relation between surface and coercive force in magnetic minerals and Its application to magnetic separation and to the determination of grinding efficiencies and other metallurgical data which require surface determination at very fine sizes. 3. Pilot-plant demonstration of the practicability of the reduction of iron ore by natural gas and conversion of this direct iron into steel by direct melting and by forging and rolling before melting. The structure and properties of the iron so produced were studied in detail. This report covers the fiscal year July 1. 1934, to June 30, 1935.

A lightweight compressed oxygen rescue breathing apparatus (RBA) for rescue and recovery missions has been developed by Mine Safety Appliances Company under contract to the Bureau of Mines. The apparatus is a positive pressure, closed circuit system of 4 hours duration. The weight of the complete apparatus, including an optional cooler, is slightly over 30 pounds. Weight reduction over currently available RBAs is achieved through the use of lithium hydroxide for scrubbing C02 in place of conventional chemicals and the use of a composite glass fiber/ aluminum shell cylinder for oxygen storage in place of steel cylinders. Positive pressure is maintained in the breathing circuit at all times by applying a constant spring force to the breathing bag. The harness has been designed to reduce the work of the wearer by redistributing the weight of the apparatus to the wearer's hips.

This report is principally concerned with the engineering and economic feasibility of area surface coal mining systems other than draglines. This analysis evaluates shovel/ trucks, shovel/crusher/conveyors, and shovel/rail excavation and haulage systems for an assortment of geologic environments and production rates in the Powder River Basin (PRB). Shovel/trucks, front-end loaders trucks, and shovel/crusher/conveyors were studied in a multi-seam, dipping geologic area of the Four Corners Region. The Texas lignite engineering and economic research involved bucket-wheel excavators (BWE), BWE/backhoes, and scraper/backhoe combinations for overburden and coal excavation. The PRB truck/shovel study utilized the most recent computer simulation available in both the design and cost analyses. Detailed engineering analysis, followed by in-depth operating costs (operating and depreciation), result in a complete evaluation of each mining system. Cost comparisons of the different mining systems under similar geologic and production constraints are presented in the report to illustrate the estimated capital investment and production costs per ton of coal and bank cubic yard of overburden.

The Bureau of Mines has developed an improved earth resistivity field system which employs a novel technique for obtaining null measurements. The instrument is designed to operate reliably in high-noise environments such as those found in the vicinity of operating mines. The system consists of a low-frequency transmitter, a sensitive receiver and an external battery pack, each in its own case to provide protection from the elements. The receiver and transmitter units have self-contained recharge-able batteries to supply power to the circuitry and separate built-in battery chargers that operate on standard 115 Vac power. The system is portable and simple to operate. Measurement accuracy, reliability, and dynamic range are superior to most commercially available equipment even though less time and effort is required to make null readings. Unlike some commercial systems, long integration times are not required to enhance signal-to-noise ratio in areas of high background noise.

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

The U.S. Bureau of Mines conducted a study to assess the impact of a directional water spray system on a unique single inlet dust scrubber on a low-profile mining machine. Tests were conducted in a full-scale model mine using a continuous mining machine. Tracer gas was introduced at the face and concentrations of the tracer gas were monitored at the face and in the return. Various parameters tested included mining position, depth of cut, brattice setback, and combinations of scrubber, and directional or symmetrical sprays. Results indicated that either water spray configuration improved the ventilation effectiveness of the scrubber by a factor of 2 to 3. Average face ventilation effectiveness (FVE) values for all testing of the scrubber and directional sprays were 0.95, versus 0.37 for a standard 20-ft blowing curtain without sprays. No FVE values were less than the standard 20-ft blowing results.

This report presents a stress investigation of four coal pillars located under two depths of cover. Each coal pillar was instrumented with ten load cells designed to measure coal pressure during initial and secondary mining. The problem considered was one of uniform triaxial stress as a large coal pillar was loaded under a thick limestone bed. Special attention was given to pillar design procedure. Unconfined uniaxial compression tests were conducted for coal specimens 7/8 in., 2-1/8 in., 3 in., and 4 in. square with length to square side ratios of 1/2, 1, 1-1/2, and 2. Stress-strain curves were recorded. Six specimens were tested at each size. Results show that a coal pillar is composed of an inner zone which is highly loaded plus a region around its perimeter which has lost its elastic strength. The bearing capacity of a coal pillar consists of elastic and crushed coal response: The failure strengths have been determined and will be useful in coal recovery, mine design, and mine safety.

Rock property data is needed over a wide range of parameters for the optimum execution of rapid excavation research. Eight rock types were chosen by the Bureau of Mines for a standard rock suite for such research. Large rock blocks were quarried and the standard physical and mechanical properties measured and documented. The eight rock types that comprise the rock suite are Barre Granite, Berea Sandstone, Dresser basalt, Holston Limestone, Salem Lime-stone, Sioux Quartzite, St. Cloud Gray Granodiorite, and Westerly Granite. Geologic, petrographic, physical-property, and mechanical-property test data are reported for each rock type. The information is the first step in the building of a comprehensive property listing for the eight rock types. A limited number of rock cubes are available from the Bureau of Mines Twin Cities Mining Research Center for use by researchers to broaden the information available on the suite.

The condition of the domestic mining industry is obviously affected by the cycles in general business conditions. This study, the results of which are presented in a series of 78 charts, attempts to examine the interrelationships between the general business indicators and the major statistical measures for the base-metals industries during the cycles in the United States economy following World War II. For these industries the cyclical problem is perhaps less acute than the secular-trend problem. However, short-run fluctuations in production and employment do have very important impacts upon the welfare of the regions which derive a significant portion of their income from base-metals mining and processing industries. Any information concerning the normal patterns of development as the industries enter into a cyclical recession will permit better forecasts and perhaps help promote measures to alleviate the distress that occurs. Also, a systematic study of the comparative movements among the statistical measures during a series of cycles can bring to the fore the economic causation involved, and perhaps, after intensive study, can lead to a better method of short-range forecasting for these industries. This study has not fully achieved these aims. However, observations which significantly aid the interpretation of the current monthly statistics on these commodities are made, and some very general conclusions are drawn. The charts are presented so the interested people can examine them and draw additional conclusions. The charts refer specifically to cyclical analysis. The technique of indexing each cycle to its turning point effectively subordinates the longer term trend movements of the data. Thus, certain general conclusions flowing from this study and from the continuing economic research of the Office of Chief Economist will aid the reader by clarifying the frame of reference within which the charts should be examined.

This publication contains routine analyses and related source data for 475 natural gas samples from 17 States and two foreign countries. Of this total, 454 samples were collected during calendar year 1971. The remaining 21 samples were collected during previous years, but releases granting permission to publish the analyses were not received until 1971. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Thirteen previous publications have presented the results of 9,427 gas analyses prior to 1971. This volume is the third of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume II: Dragline Model, and Volume IV: User's Manual for OPMHS/2. The Mine Coordinate Generator System serves as an interface between the Geology and Reserves System (Volume I, final report) and OPMHS/2 (Volume IV, final report) to provide local mine grid information which is used as input to the decision making process and dynamic simulation routines of OPMHS/2. After the Geology and Reserves System has been successfully run for a property, a data base containing values for each grid cell covering the property is created at the end of execution, if chosen as an option by the user. The Mine Coordinate Generator reads this information and creates a special direct access data set from the sequential data input. When information defining the mine grid is read, the values present in the property grid are for the interpolation of values for each mine block.
