This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. A reconnaissance study of kyanite-group mineral deposits in the Northwest has revealed large exploitable reserves of the mullite-forming raw materials in the Woodrat Mountain and Goat Mountain districts of north-central Idaho. Potential coproducts or byproducts are garnet and muscovite mica. The Woodrat Mountain district contains garnet-kyanite-mica schist, which has been traced for 6 miles and may extend farther. Surface samples average 29 percent kyanite and contain up to 15 percent garnet. Inferred reserves of strippable ore with a low waste-to-ore ratio, and containing more than 15 percent kyanite, are more than 3 billion short tons. The Goat Mountain district contains several kyanite-mineral zones. Samples of the richest zones average from 10 to 20 percent kyanite minerals and represent about 200 million short tons of strippable rock. Beneficiation tests indicate that the kyanite minerals and garnet can be concentrated by a combination of gravity, flotation, and electromagnetic methods. Reserves in these deposits are sufficient to satisfy any foreseeable domestic and export demand. However, the freight tariff to reach the nearest major users of kyanite (located in the Midwest) has discouraged development of western kyanite resources. Western demand of a magnitude to support a moderate to large milling operation has not yet been developed. However, there is some foreign market potential. If a garnet byproduct could be prepared and sold for coated abrasive products or as grinding grains, an offset possibly could be gained to a por¬tion of the mining and milling costs for the Pacific Northwest producer. Such byproduct values would offer a means for expanding the geographic market areas as well as the regional market potential.

The stone-quarrying industry of the United States, including such related operations as rock crushing, rock dressing, and the manufacture of cement and lime, reported a larger volume of employment in 1934 than in 1933. Reports from the operating companies to the United States Bureau of Mines showed an increase in the number of men employed, number of man-days of employment, and total number of man-hours of labor performed during the year. Moreover, the average worker had a longer period of employment during 1934, the gain amounting to 11 percent over 1933. The increase in employment was accompanied by no increase in accidents for the industry as a whole; in fact, the accident rate for 1934 was a fraction lower than the rate for 1933. In some branches of the industry the frequency of accidents increased, but these increases were more than offset by reductions in rates for other branches. Reports for 1934 were received from 1,403 active plants. The working force averaged 64,331 men for 204 days per man, and the total period of employment for all of the men was 95,258,880 man-hours. Each employee averaged 1,481 hours of work during the year. The total number of hours of labor represented a gain of more than 8 percent, and the average working time per employee showed a gain of 62 hours per man.

This report describes an instrument system developed by the Bureau of Mines to continuously monitor and record changes in roof displacement during underground mining activity. The instrument consists of a single-wire extensometer coupled to a mechanical-drive chart recorder mounted in an aluminum frame installed in the roof. The unit is small and simple to install and meets safety requirements for use in underground coal mines.

The investigative work described in this report was undertaken by the Bureau of Mines under a cooperative agreement with the department of mining engineering of the University of Illinois and the Illinois State Geological Survey." The purpose of this agreement was to provide for a comprehensive investigation of coal-mining conditions in the State, with especial reference to the possibility of lessening waste in the mining and preparation of coal and of reducing the dangers to which miners are exposed. The Bureau of Mines paid particular attention to those phases of the investigation that were of general interest from their bearing on safety and efficiency in the coal-mining industry as a whole. Thus, it studied the occurrence of gas (methane) in the mines of the southern part of the State," tested the inflammability of the coal dust from many mines, examined the efficiency of the control of ventilating currents, and investigated the factors affecting the humidity of mine air with respect to their bearing on the occurrence of mine explosions. Following the establishment of the fact that under certain conditions dry bituminous coal dust is inflammable, there arose the problem of finding efficient methods of preventing or limiting coal-dust explosions. Experiments in the gas-and-dust gallery at the Pittsburgh testing station of the Bureau of Mines verified the fact that certain dusts that explode violently when dry are rendered inert by proper humidi- .fication of the atmosphere within the gallery, and the importance of humidity as a factor in limiting the inflammability of coal dust in a mine is demonstrated by the fact that there has never been in Illinois a dust explosion during the summer months, whereas the records show a number of dust explosions during cold weather. It is easy to see that the warm moisture-laden air that enters a mine in the summer must deposit moisture on cooling, whereas the cold and relatively dry air that enters in winter must take up moisture as it becomes heated in traveling through the mine.

ALTHOUGH the contribution of Algeria, including the Sahara, to the local economy and to world mineral supply was small for many years, the spectacular development of an important petroleum and natural-gas industry has changed the position of the country. In 1963 there were decreases in output of most mineral commodities, however oil and gas production forged ahead and established new records. The impact of adverse market conditions and especially the competition from lower cost producing areas was felt by both the metals and nonmetals industries. This and the general economic conditions related to the recovery of the country following the years of strife attending its emergence as an independent state combined to hold back production and development commensurate with resources. The principal events of the year were in the petroleum sector and included the first commercial production from several new fields, some new discoveries, the virtual completion of the first petroleum refinery in the country, and installation of additional pipelines. Progress was made toward the further utilization of the vast resources of natural gas and the provision of additional transportation and refining facilities. In the mining domain the government took over two iron-mining operations, and progress was made towards expanding production of phosphate rock and determining methods of upgrading the Tindouf Iron ores. Completion of the iron and steel plant near Bone was further delayed. The only coal mine reportedly closed down in late 1963.

This Bureau of Mines report describes the washability characteristics of 13 coalbed samples collected in Colorado. Such data are needed to evaluate the quality of the coals of the West, where most of our low-sulfur-content coal reserves are found. Of the 13 samples included in this report, 11 had a total sulfur content of 1 percent or less. All of the samples contained low percentages of ash or could be readily washed to a desirable ash level with minimal loss of yield. The coals ranged in rank from high-volatile A bituminous to subbituminous B; nine of the samples were high-volatile C bituminous. The coalbeds ranged in thickness from 6 to 26 feet; the average was about 8 feet.

This paper on methods and costs of mining and milling iron ore at the Iron Mountain mine of Ozark Ore Co., St, Francois County, Mo., is one of a series of Bureau of Mines reports on methods, practices, and costs of mining and milling throughout the United States. The Iron Mountain operation is notable for its successful transition from open-pit to underground mining, for use underground of large earth-moving equipment, and for development of a multilevel room-and-pillar mining method. The Mateen deposit comprises two large spodumene-bearing pegmatite dikes that outcrop along the, side and crest of a hill overlooking 'Rill City in the southern Black Hills of South Dakota. The Bureau of Mines investigated the Mateen deposit as part of a comprehensive study of the lithium mineral-production possibilities in the Black Hills area. The work was undertaken during the second World War, when the demand for certain lithium salts and compounds exceeded the small productive capacity of the industry. During the course of the investigation, the Bureau of Mines took 61 large channel samples from surface trenches, 4 channel samples from a shaft, and 3 from the face of an open cut. In addition, 8 diamond core-drill holes were completed to investigate the attitude of one of the dikes at depth. Metallurgical tests were conducted by the Bureau of Mines to determine the feasibility of beneficiating spodumene-bearing ores from the Mateen dikes.

[Microscopic methods have proved to be valuable assets in the study of low-grade ores. While the chemical assay u a ally discloses tine total content of valuable metals in such an ore, a thorough knowledge of the nature of the ore should form the from which to prepare an efficient means of recovery. In the treatment of low-grade ores, inefficient recovery, as indicated bay the amount of valuable mineral permitted to go to waste in the tailings, is too frequently the rule rather than the exception, As methods of recovery become more efficient, many low-grade 10 mineral A posits suddenly assume o commercial significance, In much of this material the minerals are so finely disseminated and intermixed that identification even by microscopic methods is a difficult matter. The application of microchemical qualitative analysis with the aid of new device described in this paper, will solve many of the problems of identification encountered in the study of low-grade potential ores. In these ores, especially, the limitations of ordinary microscopic methods are liable to become very great. The microchemical tests obtained by applying a standard set of reagents to a polished knoting whether or not a tarnishing action develops, have considerable value but arc far from being infallible. It is well-known that electrolytic effects are apt to affect seriously the diagnostic value of the tests, end this effect is encountered much more frequently in dealing with finely desseminated minerals. resort to microchemical qualitative analysis, therefore, becomes indispensable.]

This U.S. Bureau of Mines report summarizes a study of large-scale strata response to longwall mining at a western U.S. coal mine. This study utilized surface and subsurface measurements, geologic mapping, in situ stress measurements, and pressure cell readings to characterize strata behavior. Preliminary analysis of surface subsidence and time-domain reflectometry (TDR) was used to determine a suggested main roof caving sequence. Coal ejected from the face apparently resulted from brittle failures that occurred because of lack of significant yield zone development. The combination of a strong coal with pronounced directional behavior, low overburden pressures, a good caving roof, and a high-production environment that minimized time-dependent loading apparently reduced yielding of the longwall face. The panel 1 headgate-entry design appears adequate; however, the abutment pillar and adjacent panel tailgate rib are highly stressed and may contribute to problems during second panel mining. The small chain pillar yielded after passage of the face, but the pillar width may be near maximum since evidence of a stressed core exists.

The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Bureau engineers made a preliminary examination of the Morefield mine early in 1943 and recommended investigation by trenching and diamond drilling, The Bureau of Mines conducted work from August to December of 1943, which indicated that the Morefield mine was a favorable location for an experimental mining program. The Bureau of Mines carried on such a program from September 1947 to March 1949. The property investigated is 30 miles southwest of Richmond in Amelia County, Va. (fig. 1). During World War II mica and beryl were shipped from the Morefield mine, but after the high prices and premiums paid during the war years were not available the mine was closed.

A laboratory and a pilot-plant-scale investigation has been conducted by the Bureau of Mines to examine possible sources of nitride defects in the production of magnesium-reduced titanium sponge. The production of alpha-stabilized nitride inclusions in hot-rolled titanium plate from air contamination of sponge during its manufacture has been experimentally demonstrated. Magnesium-reduced sponge prepared from air-contaminated magnesium or when contaminated by an air leak during reduction, vacuum distillation, or inert gas sweep, shows very large variations in nitrogen content. Refractory nitrides, delta TiN and epsilon Ti2N have been identified in this sponge. The highest incidence of inclusions resulted from sponge that was reduced by air-contaminated magnesium and from sponge subjected to air contamination during the vacuum distillation cycle and during helium sweep. Air contamination of sponge during the reduction cycle was not nearly as effective in producing inclusions. Tests showed that color and texture may not be reliable criteria for locating defects during sponge inspection. Maintenance of good vacuum-tight integrity, filtration of molten magnesium prior to charging into the reduction retort, and mechanical attrition of sponge to pulverize and disperse nitrides are suggested as practices to lower inclusion incidence in commercial titanium ingots.

The U.S. Bureau of Mines identified respirable dust sources and controls on four continuous auger mining sections, two with relatively low dust levels and two with high levels. Factors adversely affecting dust levels included auger equipment design, continuous haulage, and low seam height. Dust controls included ventilation practices and spray systems. Maximizing airflow seemed to reduce dust levels most. Air leakage and shock loss can be reduced by constructing stoppings with brushed-on mortar containing fiberglass and by keeping areas between curtains and ribs free from obstructions and storing equipment not essential for face activities in outby crosscuts. Curtain configuration, setback distance, and installation can also affect dust levels. Use of both blowing and exhausting curtains is the most effective configuration. Setbacks from the face should not exceed 15 ft. Installing brattice curtains at least 5.5 ft from ribs, when entries are 26 ft wide, minimizes velocity head. Installing curtains tightly against the mine roof and floor helps maintain a forward airflow movement in the center of the mine heading; curtain overlap can create a tighter seal. The wet-auger spray system also effectively controls dust, provided the mine is already exercising good ventilation practices.

The evolution of surface mining equipment has resulted in larger, faster haulage units, loaders, etc., resulting in increased demands on steering technology. Careful analysis of these systems was warranted to determine if steering-related safety problems have been introduced. The objectives of this program were to: 1. Define the generic types of steering systems being used on mobile mining equipment used in surface mining operations. 2. Gather information on steering-related accidents in mining operations. 3. Assess the need for initiating government-sponsored research into steering system technology. A comprehensive literature survey was conducted concurrent with extensive contacts with mining operations, mining equipment manufacturers, steering system component manufacturers, and government agencies. A Technical Evaluation Group composed of representatives from the above organizations was formed to review the data gathered. It was concluded that the steering systems in use on surface mining equipment are reliable and do not present a safety problem. The Society of Automotive Engineers, Inc. is active in pre-paring voluntary consensus standards to assure that the minimum levels of performance are defined for industry.

Consumption of abrasive materials in the United States decreased 23% in value from that of 1981 to $262 million, of which 53% was manufactured abrasive, 39% was industrial diamond (natural and synthetic), and 8% was natural abrasive. Production of natural abrasives, excluding industrial diamond, appeared to be stable when compared with that of 1981. Production of tripoli, a porous siliceous rock, increased slightly after decreasing steadily over the three previous years. Dolomite, heretofore regarded merely as a variety of commonplace limestone, has suddenly attained headline prominence, partly because of the increase in demand for dolomite refractories to line metallurgical furnaces now working at an unprecedented rate of activity, but chiefly because it has become an ore of the light-weight metal, magnesium, needed in vast quantities for the manufacture of war machines. A multitude of inquiries, chiefly from war agencies and prespective operators, for data not only on locations of dolomite deposits but on their size and quality, has made it necessary for the Bureau of Mines to assemble all information available on this important subject. From the Bureau's own records, published information, and correspondence, date on locutions, extent, thickness, accessibility, workability, and chemical composition of high-grade dolomite deposits throughout the United states were accumulated for presentation herein. The report includes about 1,000 tabulations of analyses and a map showing locations of the deposits. The uses of dolomite are discussed in Bureau of Mines Information Circular 7192, "Occurrences and Uses of Dolomite in the United-States," published in 1941. The cordial corporation of many State ecological surveys and various individuals who have contributed information is gratefully acknowledged.

The following is a Maintainability Design Checklist for coal mining equipment. The purpose of the checklist is to provide a summary of design review points for the maintainability assessment of new or existing underground equipment. It specifically focuses on the identification of equipment design features, tasks, or procedures that impact equipment downtime, repair costs, labor hours and maintainer skill level requirements. Some checklist points are general in nature. The checklist was designed to be used across all categories of underground equipment. The intent is to draw attention to design features and maintenance procedures that will increase maintainability requirements. You are encouraged to adapt this checklist to site specific or machine specific requirements by: ? Inserting specific performance criteria for various categories of maintenance tasks. For example; all hydraulic lines on a shuttle car should be replaceable in 15 minutes or 25 minutes, etc. ? Adding or deleting checklist items for different categories of equipment. You would include environmental control equipment, for example, on face equipment and not on shuttle cars or man trips. ? Adding additional checklist items based on site or equipment specific maintenance histories or experience, company maintenance standards, or other factors.

This report describes a tool to engage and/or place a Bureau of Mines type gage to measure borehole deformation in a horizontal , 1½ - inch - diameter , stress relief borehole . The tool was successfully used at a borehole depth of 105 feet . Practical usage up to borehole depths of 200 feet might be realized . The tool was designed to work inside EX- size ( 1½ - inch ID ) diamond - drill drive casing used as drill rod and through which the deformation gage is guided into an EX- size stress relief borehole . Through laboratory experiments it was found that by exercising a reasonable amount of care the deformation gage could be placed at a point within a ± .01 foot distance of a predetermined depth in a horizontal EX- size hole and that the deformation measuring piston or plunger of the gage could be oriented in the borehole within 0.5 ° of a preselected angle of orientation in a vertical plane .

This petroleum-engineering report of the Atlanta oil field in BO them Arkansas reviews reservoir conditions and pressure-production history of one of the important Smackover limestone fields in southern Arkansas. The study of the field was made and the report prepared to aid operators in this and similar fields to increase the efficiency of recovery through the application of better engineering practices. A similar study of the Magnolia field in Arkansas by Carpenter and Schroeder was the first of these reports prepared under a joint agreement between the Arkansas Oil and Can Commission and the Bureau of Mines. The increasing demands for petroleum and its products and the steadily increasing cost of discovering and developing oil field; emphasize the importance of conserving known reserves of oil and gas. In recent years vast improvements have been made in the technique of oil recovery, both by better utilization of the natural energy stored in the reservoir and by improved methods of applying external energy to the reservoir system. This report may aid in oil conservation by careful evaluation of the several factors that did or did not contribute the greater recovery in the Atlanta field and by suggesting improvements in production methods and applications.
