Your Council has pleasure in submitting its report for the year ended 30th June, 1970. COUNCIL The following served as Office Bearers during the year under review: Messrs J. K. E. Ten Council meetings were held during the year with an average attendance of seventeen and the standing committees held 45 meetings. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. MEMBERSHIP Twenty-eight Fellows, twenty-four Members, seventeen Graduates, twenty-five Associates and twenty-seven Students were elected during the year. Four Members were admitted to Life Membership; Five Members were transferred to the grade of Fellow; one Student was transferred to the grade of Member; two Graduates and one Student were transferred to the grade of Member; six Students were transferred to the grade of Graduate; One Associate was transferred to the grade of Fellow; One Associate was transferred to the grade of Graduate. MEMBERSHIP DRIVE A committee was established to organise a drive for membership as it was felt that there are numbers of persons in our mining and metallurgical industries who are not yet members but who qualify for membership. Members of the committee were allocated responsibility for campaigning in sections of industry and for publicising the aims, objectives and advantages of belonging to the Institute.

A variety of processing problems in the hydrometallurgical extraction of uranium in the U.S.A. are contrasted with those in South Africa. In U.S. plants, for example, problems are often encountered in the separation of vanadium, molybdenum, and uranium, and in the contamination of the circuit with organic acids. South African plants often experience problems with dissolved silica in the feed, clarification of feeds, and problems associated with synthetic polyelectrolytes. Individual situations are examined, along with the analytical techniques that assist in solving specific problems. Successful approaches that have been applied to mechanical and chemical problems in' uranium solvent-extraction plants are discussed.

The formula developed by Salamon and Munro in 1967 has been used for the past 22 years in the design of bord-and-pillar workings in South African collieries. This paper re-assesses the formula In the light of Its past performance and examines the effect of mining method on coal-pillar strength. An account is given of the extension of the formula so that it can be applied beyond the empirical range for which it was derived, and the advantages of the extended formula (the squat-pillar formula) are described.

(7.4) The following example will help to illustrate the importance of the variance of dispersion. Assume that we plan to develop a bedded coal deposit Q. We consider mining the ore body with only one giant dragline, which will extract each day a block of coal of size W'. The total area mined in a year will have a size W". We want to know whether this scheme is acceptable, given that the daily variation in ash content must not exceed a given percentage specified in the sales contract, which is renewable on a yearly basis. On a given day, if we mine the block W' (z), the ash content will average pwT (z). In a period of one year, the expected daily variation in ash content is measured by the expected variance of pwf (z) in W", i.e. by a2 (W'in W"). An alternative mining method might be to use two smaller draglines, each one mining W'/2 of ore per day, and Wn/2 per year. If the draglines are used to mine two distinct sections of the deposit, the expected daily variation in ash content will be u2 (W'/2 in Wj1/2)/2 Other situations, where economic decisions cannot be made without knowledge of the dispersion variance, are illustrated in § 7.4 and 7.5 below. The results of a series of measurements of accelerations and guide-roller loads made on mineshaft conveyances are given, together with the predictions of these accelerations and loads based on a computer programme. The analysis of the measurements is described, and the results of the measurements and computer predictions when compared show reasonable agreement. Some parameters that increase the guide-roller loads are identified, and their effects are studied, together with some comments on the total loads. Finally, a possible format for a design specification is discussed, and some tentative design values are given.

For the Gold Fields Foundation National Engineering Awards, each university affiliated to the South African Federation of University Engineering Students (S.A.F.U.E.S.) selected a candidate who, in their opinion, presented the most outstanding design project in their final year during 1984. New President On 29th March, 1985, Mr B.C. (Bertie) Oberholzer, Manager of East Driefontein Gold Mine, was elected President of the Association of Mine Managers of South Africa for the ensuing year. Bullion from old film A pollution-free chemical method of producing silver that is 99 per cent pure-and therefore of bullion quality-from scrap photographic film and paper has been developed by a British company.

Change is endemic in our society. Future change will be accelerated by an explosion in technology, communication, and political thought. To meet these challenges, rapid structural changes have been taking place in mining organizations both here and abroad. The management of shaft-sinking projects is a case in point. Shaft sinking is a seminal element in the sustained well-being of a deep level mining venture. Its accomplishment is fraught with risk, involves a high level of capital expenditure, and is a precursor to profitable mining investment. The purpose of this paper is to present a concise and practical picture of the concepts, methods, and techniques of professional project management as applied to shaft-sinking projects.

The world?s second largest producer of platinum, Impala Platinum Ltd, approved two new twin shaft projects at the end of September 2004, Nos. 16 and 20 Shafts. Both shaft projects are stand-alone entities and are being sunk from surface. Previously Impala had embarked on a strategy of extending the life of its third generation shafts by means declines. No. 16 Shaft is the first of a new fourth generation shaft complex, while No. 20 Shaft is the last of the third generation type shafts in the so-called shallow to intermediate mining zone. This paper details the basic designs of each project and covers the initial implementation. Although both projects are twin shaft systems, the access methods from the shafts to the reef horizon differ. Initiatives implemented to speed up the projects are also briefly covered.

This paper outlines the tax provisions that became defective in January 1992, which allow a working mine to make tax-deductible contributions to a dedicated environmental body that is itself not subject to tax. Such a body will then provide a source of funding for the mine's future environmental expenditures. It is concluded that the establishment of such environmental bodies is a financially sound, tax-effective route, allowing mines, prospectors, and quarry operators to provide for future environmental rehabilitation.

The West Wits Line first began yielding gold in the mid-1930s and is among South Africa's leading gold-producing areas. Gold mining operations are carried out amidst the occurrence of seismic events which cause both damage to underground excavations and injury and loss of life to production personnel. The feasibility of establishing a system to minotor the seismicity on all the Gold Fields mines was investigated during the early 1980s. This led to the establishment of a centralized seismic network in 1981. The system was structured around three major objectives. It uses Perkin Elmer (now Concurrent Computer Corporation) 16 and 32 bit mini-computers. The hardware in use at both the central and remote sites is outlined, giving a good insight into the role of computers in the system. The system software reveals the fast flow of data through the network; it can be divided into three categories: (1) data logging and transmission - remote sites, (2) data capture and communications - central site, (3) applications and research - central site. Several examples are given which show how the system is measuring up to its objectives. These case studies also indicate how the computers are effective in representing the seismic data collected. It is concluded that the use of computers enables the pin-pointing of seismic events on the West Wits Line within about 3 -4 minutes of their occurrence. The choice of hardware is largely dependent on the objectives of system, and the Gold Fields Network has chosen mini-computers because of the speed of communication and the large amount of data and storage required for research applications.

A method of evaluating the possible effect of an industry on the environment is presented, and the method is illustrated by its application to a hypothetical problem. An analysis is offered based on an actual survey of four industrial sites in the Lydenburg area of the eastern Transvaal. The survey showed that there is a high incidence of potentially unfavourable conditions, and there is a distinct possibility that a topographically induced eddying motion will extend over the town and the industrial sites. This moving air could entrap air pollutants, resulting in high concentrations of pollutants over the town. It is concluded that none of the sites is suitable for industries that pollute the atmosphere.

G. H. HENDERSON INTRODUCTION It is a pleasure to have read Mr Schuman's wide ranging and highly informative paper and also to congratulate him. Before proceeding to give views on the use and preservation of coal in South Africa, it is perhaps apposite to look at the South African scene on the world canvas. Mr Schuman's figures in his Table I are highly revealing. The Table shows expected consumption, export and import demand in the year 1980 by the continents of the world. The Republic of South Africa is shown as one of only four exporting countries at that date, although in the interim, Australia has become an exporter and will continue to grow as an exporter of coal. Huge fields have been proved in recent years. There is reason to think that for some years, coal and its economical uses have been under-estimated. The importation of oil carries a constant question mark and the exciting possibilities expressed in the uses of Dranium a decade ago for power generation, appear to have met with some setback. Present indications are that breederreactors will be delayed until about 1990. The capital cost of such reactors, too, is enormous. By 1980 it has been estimated that 20 per cent of the energy required by the leading ten nations of the world will come from nuclear power, but 80 per cent would then remain for fossil fuels and hydro generation. COAL DEMAND AND USAGE It is of interest to record that coal production in all the countries of Europe has declined markedly in the last 25 years. This is due to competition from oil, gas and nuclear power and also for sociological reasons; but there are signs that efforts will be made to resuscitate, at least in some measure, the mining of coking coals for which there is a strong and growing demand. Possibly all hard coal now mined in Germany has coking properties and that country is self-sufficient in this commodity. Germany might perhaps consider selling coking coal to her neighbours and importing additional coal for power-raising purposes. It has been frequently stated in American publications that the coal reserves of the D.S.A. are sufficient for 1 000 years. What that means, I do not know, but it is at least an indication that America has huge reserves of coal. Domestic and export demand in the U.S.A. in 1968 exceeded production for the first time. In 1969, the United States' output amounted to some 556 million tons, an increase of less than 2 per cent on the previous year. The output achieved fell short of demand, domestic and export, by more than 7 000 000 tons. This has caused and is continuing to cause anxiety in the U.S.A. In many countries young men for a number of reasons, largely environmental and social, are not coming forward in sufficient numbers for mining requirements and the same pattern has revealed itself in the Republic. This is, indeed, alarming because mining men in large numbers will be required to meet the estimated tonnage requirements set out in the following Table: It is difficult to visualise the replacement of these coal requirements either by oil or by nuclear fuels. The coal must be mined and men are required for the purpose. Unless a greater section of the population is allowed to participate in the more responsible aspects of mining, there is a serious likelihood that demand will not be matched by output. In addition to local demand, a lively export trade is possible. Exports are dependent on the future capacity of the South African Railways and Harbours and on Government policy. An export figure of 10000000 tons per year during the decade can be visualised and this figure would raise total estimated sales production to a figure of over 100 000 000 tons in 1980. The Faculty of Engineering at the University of the Witwatersrand and the Mining Technology Division of the CSIR have co-operated to define the problems associated with deep level mining and in this paper they will identify what they consider to be the critical areas requiring technological solutions. This perspective will then be applied to work currently being carried out by both the organizations and gaps for additional developments will be identified. Finally the Co-operative Research Centre methodology operating in Australia is described. The purpose of this CRC is to provide a vehicle for R&D co-operation to develop and implement technologies which will increase the competitiveness of the mining industry. A further objective is to develop an appropriately skilled human resource base.

This paper examines the South African fiscal system as it applies to the mining industry and, where components are found wanting, discusses possible alternatives. It is concluded that the South African system has long provided a stable environment for mining investment and growth. However, the introduction, of steep surcharges during the past decade or so (since abolished) and ring fencing (since relaxed but not abolished) has started undermining this stability.

The Rossio railway tunnel was built in 1890 crossing several formations involving limestones, basalts and also sandy and clayey formations. Due to the fact that it is an old underground structure rehabilitation and repair works were performed, namely at Km 0,900 and in a zone crossed by a new tunnel from the Lisbon Metro. Reinforcement support systems were designed in the Rossio tunnel in order to prevent its stability. In this paper, repair works and anchor tests performed at km 0,900 are presented, as well as the monitoring system implemented in order to observe the structural effects induced by the construction of the works. For the interpretation of the obtained information complex 3D models was built, permitting the simulation of the sequential excavation scheme used, non-linear behaviour of the different formations, and the support systems used. Der 1890 erbaute Rossio Eisenbahntunnel durchoertert mehrere Formationen, einschliesslich einer Kalkstein-, Basalt- sowie einer sandigen und tonigen Formation. Auf Grund des Alters des unterirdischen Bauwerks wurden Instandsetzungs- und Reparaturarbeiten im Bereich km 0,900 sowie im Kreuzungsbereich mit einem neuen Tunnel der Lissabonner U-Bahn durchgeführt. Aussteifungssysteme wurden entworfen, um die Stabilität des Rossio Tunnels zu gewährleisten. Im Folgenden werden die Instandsetzungsarbeiten und Anker Tests im Bereich km 0,900 sowie das Messystem zur Ueberwachung der strukturellen Auswirkungen der Bauarbeiten dargestellt. Zur Interpretation der gewonnenen Informationen wurden komplexe 3D Modelle entwickelt, die eine Simulation des Bauablaufs und die Anwendung nichtlinearer Stoffgesetze fuer die verschiedenen Formationen und Aussteifungssysteme ermöglichten. Le Tunnel ferroviaire du Rossio a été construit en 1890, traversant des différents terrains comme des calcaires, des basaltes et aussi des formations limoneuses et sableuses. Dû à l’ancienneté de l’ouvrage, des travaux de réhabilitation et réparation ont été faits, nomment au km 0,900 et dans la zone traversée par le nouveau tunnel du Metro de Lisbonne. Des systèmes de support renforcé ont été conçus pour le Tunnel du Rossio de façon à rassurer sa stabilité. Dans ce papier, on présente les travaux de réparation et les essais d’ancrage réalisés au km 0,900, et aussi, le système d’auscultation mise au point pour l’observation des effets structuraux induits par les travaux. De façon à interpréter l’information résultant de l’observation, des modèles 3D complexes ont été utilisés, permettant la simulation de la méthode séquentielle de l’excavation, du comportement non - linéaire du terrain et, aussi les systèmes de support utilisés.

Raise-boring experiences in the gold mines of the Anglo American Corporation Group by J. W. WILSON and P. C. GRAHAM Published in the Journal, October, 1972. Discussion by F. H. Guise-Brown., B.Sc. (Min. Eng.) (Member) INTRODUCTION Messrs J. W. Wilson and P. C. Graham are to be congratulated on an excellent paper containing several thought-provoking remarks. The concept of allocating a machine and equipment valued initially at some R300 000 on an experimental basis is courageous, and the results obtained could be of interest to the mining industry as a whole. The Gold Fields of S.A. Group approached this problem differently. In pioneering the start of this work in South African gold mines, they considered that expenditure of this magnitude would be warranted only if the proposition was viable right from the start. To this end, a Robbins R41 was purchased expressly to assist in the duplication of part of the No. 1 shaft system of the Doomfontein Gold Mine. Mr M. J. Koortsl has summed up the initial results of this work and given some preliminary costing, but inflation since that period has made these figures somewhat out of date.

The itinerary included visits to the Grootegeluk colliery, the Matimba power-generation utility, and the Thabazimbi iron-ore mine.

SYNOPSIS This report outlines the development of a model to simulate the radiometric sorting of gold- and uranium-bearing ores. The developed program indicates the optimum mass, reject percentage, and expected reject gold and uranium grades for a radiometric sorter. It achieves this by statistical analysis of the data gathered from a large sample of rocks in the required size range for a particular mine. The program can be used in the optimization of existing sorters, as a design tool for new radiometric sorters, and in feasibility studies on radiometric sorting.

Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.
