This paper examines manning best practice in the Australian mining industry, comparing the mining of gold with mining of other commodities. In particular, the paper considers a range of mining operations and their manning levels as measured by operational benchmarking. The benchmarking results presented cover 7 open pit and 14 underground studies of gold mines in Australia from a database of over 50 studies. The data were collected as part of AMC?s benchmarking and operational improvement studies conducted between 1999 and 2009. The results examine overall manning levels in mining, processing and administration functions. Manning levels for a range of mining methods, including open pit and underground methods, are segmented. Productivity measures such as ore tonnes per man day and metres developed per man day are presented and where direct relationships can be established, the relationships are described. The proportion of supervisory to operations personnel and labour costs as a percentage of total operating costs is highlighted. Minimum manning requirements for the range of mining methods are indicated, irrespective of the size of the operation. The benchmarking results provide guidance by indicating a range of manning numbers and trends which are likely to be appropriate for the scale and type for a range of mining operations. When combined with benchmarked productivity and cost data, manning results help identify potential areas for business improvement, driving gains in the efficiency of labour. Finally, the paper considers perspectives on best practice for manning and the limitations in application of this type of analysis in a global context.

Gy's formula for the variance of the fundamental sampling error (FSE) is based on a model that assumes independent selections of particles. A generalization of this model, which can theoretically lead to more realistic representation of actual sampling processes, was, for the first time, experimentally verified by repeated sampling from a well-mixed batch consisting of particles of zirconium silicate of two different sizes. The predictions for the sampling variance made in Gy?s theory and in the more general model were compared with the experimentally observed sampling variance. During the experiment performed here, the variance prediction made in the theory of Gy ranges from 0.96 × 10?7(g2/g2) to 0.95 × 10?7(g2/g2), which is approximately a factor 60 lower than the experimentally observed variance (5.76 × 10?6(g2/g2)). The difference between the Gy prediction and the experimentally observed variance cannot be fully explained by the uncertainty in the experimentally obtained variance due to the finite number of degrees of freedom. Therefore, the difference is likely to be a significant effect. This shows that, under the experimental conditions, Gy?s formula for the variance of the FSE probably undervalues the sampling variance, unless an empirical correction factor for grouping and segregation is applied in the theory of Gy. The new theory resulted in a variance prediction of 6.00 × 10?6(g2/g2), which is much closer to the observed variance than the Gy prediction. This indicates that the generalization of Gy?s theory offers an outlook for providing a better variance prediction than the Gy predictor in the case of dependencies between particle selections. Palabora Mining Company is operating a copper block cave mine in the Limpopo Province of South Africa. The mine was developed in the late nineties with a target ore reserve of 220 million tonnes of carbonatite at 0.69% copper. At 30,000 tonnes per day the operation had an estimated life of mine of approximately 23 years. Cave induced open pit side wall failure occurred in late 2004 with 130 million tonnes of waste reporting to the bottom of the open pit. This failure resulted in potential sterilization and dilution of the ore reserve and subsequent reduction in life of mine. Physical and numerical modelling indicated potential losses of up to 30% of the original ore reserves. Cave Management tools based on throughput principles are utilized to manage the failed waste ingress and ensure an optimum life of mine. Extracting the maximum rate possible, as soon as draw points are commissioned, with the view of achieving the highest production in the short term, is any mining operation?s goal as more money is required sooner. This approach, of course, improves the cash flow but presents a risk in the cave propagation profile as overall draw control is compromised. At Palabora it is evident from a Mineral Resource Throughput Management (MRTM) point of view that maximum production in the short term is not the solution. If high production rates are achieved and the profile of the cave is not manage correctly, this results in failed waste reporting to draw points earlier with adverse effects on grade. This would effectively and significantly shorten Palabora?s Life of Mine. The applications of good MRTM principles are required to assist the value chain for sustained profitability. The process commenced with change management paving the way for a better understanding and a holistic view for all role players.

The titanium industry demands high titanium feedstock for their processes. As rutile resources are limited, ilmenite has become the most important titanium source. Ilmenite smelting is an important part of upgrading ilmenite to high titanium feedstock. In the year 2005, upgrading of ilmenite by smelting, producing a slag with 80-90% Ti02, accounted for approximately 40% of the feedstock to the Ti02 pigment industry. In ilmenite smelting molten iron is produced together with a slag, which in addition to titanium oxide contains iron oxide as well as various impurity oxides of manganese, magnesium, silicon, aluminium, etc. Titanium is present mainly as Ti02 but partly also as Ti203. It is known that the concentration of Ti203 increases with decreasing concentration of FeO, but this dependency is affected by the nature of the impurity oxides. Sigurdson and Moore1 showed that slags high in CaO and MgO had a lower concentration of Ti203 than slags high in Si02 for the same amount of FeO. Pistorius2 showed in 2002 that if the impurity oxides MnO and MgO are counted, on a molar basis, as FeO, and Cr203, V203 and part of the A1203*), as Ti203, industrial slags will have a composition close to that of the M305 phase, where M denotes the elements Ti, Fe, Mn, etc, and which has the pseudobrookite structure. However, for equilibrium with liquid metallic iron he computed, by means of a computer program FACT, that the slag equilibrium composition is represented by a curved line in the ternary phase diagram FeTi03-TiO2-Ti2O3, but with a significantly higher concentration of trivalent titanium than actually observed in the industrial slags, and he discussed various mechanisms by which the slag during solidification could change its composition to a lower Ti203 content, but the possibility that the computed compositions might be wrong was not mentioned. Trane113 found in her research on titaniferous silicate slags a lower Ti3+/ Ti4+ ratio than that which is computed by the FACT program. The purpose of the present investigation was to study the equilibrium composition of Fe-Ti-O slag in equilibrium with liquid metallic iron, as well as the effects of impurities such as Si02, CaO and MgO on the slag composition. Industrial slags from TINFOS Titan and Iron KS (TTI) will also be discussed and their compositions will be plotted in the ternary phase diagram. These are slags produced from Tellnes ilmenite, quite high in magnesium and iron. Experimental In the past, equilibrium studies of the Fe-Ti-O slag system were difficult when it came to producing the slag. It was difficult to find a suitable crucible for the meltings. The highly corrosive slag would attack all known refractories, and the metal would attack metallic crucibles such as those made of platinum and molybdenum. In the present investigations the slag-metal combination was prepared in a high-frequency induction furnace with a vertically segmented water-cooled copper crucible. The crucible is shown in Figures 1 a and 1b. It was designed by the Australian Nuclear Science and Technology Organisation (ANSTO) with power from a 75 kVA high-frequency generator (750 kHz) supplied by Farfield Electronics Pty, Ltd, Australia. (Visitor) An assessment has been made of a new improved microclimate jacket when worn by men working for four hours in a hot environment (wet-bulb temperature of 33,9°C and an air speed of 0,4 m/s) and at work rates of 35 Wand 70W. At the lower rate of work in heat, the use of microclimate suits maintained the rectal temperatures of the men at almost the same level as when they worked without that protection at normal room temperature (20°C). At the greater rate of work without protection, the men's rectal temperatures rose to 40°C within two to three hours, so that they could not complete four hours of work. When they wore microclimate suits, they easily completed four hours of work, and their rectal temperatures were lower than when they worked at the lower rate without protection.

"The working environment for ground support installation in mines has improved during the last 20–30 years, with more mechanized equipment for installation of ground support elements such as bolts, cable bolts, and screens. Ground support installation productivity has, however, not followed the same development curve, remaining more or less constant. In some cases, for example the mechanized installation of bolts, productivity has even dropped. One reason for this is that modern mechanized bolt rigs are complex. In this paper we evaluate manual and mechanized ground support systems, propose a way to measure the productivity of bolt rigs, and make relevant comparisons between different mines and equipment. Some productivity measures for rock reinforcement are suggested, using productivity results from eight case study mines.IntroductionTo improve safety for operators and equipment underground, ground support systems (bolts, screens, etc.) are installed in mines to stabilize the rock mass (Hoek, Kaiser, and Bawden, 1995). Important questions to ask when selecting a ground support system include where ground stability problems are located, why they have occurred, how problems should be addressed, and when and how the ground support system should be installed (Hadjigeorgiou and Potvin, 2011). The performance of bolting and screening operations in underground mines is important for both safety and productivity reasons. With greater mine depths and an increasing focus on safety, ground support has become a significant bottleneck in the production process of many mines.Many factors play a role in establishing safe and stable underground structures. Equally, there are several factors to consider in productivity, including the mining method, organization, logistics, mechanization level, and procedures. Today, most mines in Scandinavia have changed from manual to mechanized bolting, as this improves operator safety and arguably boosts net capacity. Internationally, however, manual installation of bolts remains common, with some claiming that manual installation is more productive (Bawden, 2011)."

Maximizing shareholder value has become a common aim for mining companies. This paper discusses the results of a number of studies developing strategic mine plans, covering a wide range of commodities, styles of mineralization, mining methods, and processing facilities, for single and multiple deposits. It has become evident that traditional methods and conventional wisdom often do not in fact achieve these goals. Operating policies at many mines ensure that shareholder value is not maximized. Changing the overall strategy can provide significant value gains. Typically, the new optimal plan involves a significant increase in the cutoff grade, at least in the earlier years. An increase in the underground development rate or open cut stripping rate is often associated with this, at least in the short term, to establish the new strategy. Cost minimization is found to be counter-productive. Counter-intuitive plans are often found to be optimal. For example, optimal cutoffs for different parts of an underground mine may be significantly different, even if mineralisation and cost structures are similar. Sub-optimal strategies are also frequently found to have a significantly greater financial risk than optimal plans, which have been found in many cases to be relatively insensitive to changes in major value drivers, such as metal prices. This paper shows how identifying and then operating within the framework of an optimal strategic plan can have substantial benefits over being continually driven by short-term tactical issues.

To be held from the 9th to 14th April, 1972, in Johannesburg, South Africa. GENERAL INFORMATION The first symposium in the series was staged by the University of Arizona in 1961. Since then Stanford University, Colorado School of Mines, Pennsylvania State University and the Society of Mining Engineers of the American Institute of Mining, Metallurgical and Petroleum Engineers have acted together with the University of Arizona as co-sponsors of the series. The 9th Symposium in 1970 was sponsored by the Canadian Institute of Mining and Metallurgy together with McGill University and Ecole Poly technique in Montreal. The 10th Symposium, the first to be held outside the North American continent, is being organised by the South African Institute of Mining and Metallurgy (with the Council for Scientific and Industrial Research and the South African Council for Automation and Computation) in close collaboration with the previous co-sponsors. OBJECTIVES Mineral ventures increase in scale and complexity. The planning and control of these projects requires more and more sophisticated techniques. The intention of the symposium is to pool and exchange experience and knowledge and also to discuss new and potential developments. The papers presented in the main sessions, which will extend over one week, will together indicate progress which has been made in the successful application of operations research, mathematical, statistical and computer methods in each of the various aspects of operation in the mineral industry. A coherent account will be developed by consideration, in consecutive sessions, of the stages through which mineral prospects evolve in the course of their life. Primary aims are thus to stimulate discussion in depth of previous applications, to highlight current trends and to provide guidelines for future developments. PARTICIPATION The intention is to bring together persons responsible for managing the various operations in the mineral industry and the workers engaged in the development of mathematical and computer methods relevant thereto. SYMPOSIUM TOPICS 1. Market Analysis-demand and supply trends, models of mineral markets, price prediction. 2. Exploration and ore reserve estimation--exploration strategies, choice of drilling and sampling patterns, quantification of geological information, geo-statistical analysis, ore reserve assessment. Storage and retrieval of associated data. 3. Project design and analysis-influence on viability and risk of capitalisation, scale and method of operation, processing, uncertainties in design premises. 4. Planning of operation-planning and scheduling of construction, of development and of depletion of ore reserves. Logistics, rock mechanics and ventilation. 5. Control of operations-financial, production, cost and quality control as applied to both mining and processing. Flow and processing of relevant information. CALL FOR PAPERS An invitation is extended to intending authors to submit a synopsis, in 200 to 300 words, of papers which would develop the themes outlined above. The Programme Sub-Committee will choose, on the basis of these synopses, some 20 to 30 authors who will be invited to submit papers. Selection will be aimed at the provision of a coherent structure. Other authors may be invited to submit short papers either as contributions to the primary papers or for brief discussion in ancillary sessions which will be scheduled to follow on the main sessions. The official language of the symposium will be English. A tour which will include mineral projects of interest and the Kruger National Game Park will be arranged in the week following the symposium. LADIES' PROGRAMME Arrangements will be made for the reception and entertainment of ladies. ACCOMMODATION Accommodation will be available at hotels convenient to the symposium venue. The cost of reasonable hotel accommodation in Johannesburg is in the range R5 to RIO (7 to 14 U.S. dollars) per person per night. All reservations and associated arrangements may be made through agents to be appointed by the organisers in due course. FEES AND COSTS Symposium fees will not exceed R70 (100 U.S. dollars). The paper will place into perspective the contribution that platinum makes to the South African economy. It will use statistics from official sources, namely the Department of Minerals and Energy, the Department of Customs and Excise, the South African Reserve Bank and Statistics South Africa. Surprisingly few people are aware of these statistics, especially Supply and Usage tables, published by Statistics South Africa, and trade statistics, published by the Customs and Excise division of the South African Revenue Service. The paper will therefore contain a concise explanation of input-output tables and supply usage tables, as well as the derivation of gross domestic product and an outline of the System of National Accounts, of which Input-Output Tables and supply and usage tables are components. GDP is a commonly used, but poorly understood, measure of the wealth of an economy. The paper will explain the methods used by SSA to calculate this indicator and its place in the System of National Accounts (SNA). South Africa exports almost all its platinum production (87.5% in 2002). Exports are a final demand, as opposed to intermediate demand from secondary industries, and therefore do not enter the value-adding process, which is the essence of GDP. By definition, therefore, platinum on its own is not a major contributor to GDP. The platinum industry does, however, have an impact (known as the multiplier effect) on other sectors of the economy. The paper will explain the meaning and derivation of these multipliers, using a model based on an Inverse Leontief Matrix.

SYNOPSIS The theory of elasticity has been shown to provide a means of determining the stresses and displacements induced by mining in deep level hard rock mines. This theory has been incorporated into an electrical resistance analogue on which the plane of a reef or ore-body can be modelled to enable the rapid determination of stresses and displacements at points in the plane of the reef. This electrical analogue has been used to determine energy release rates caused by scattered mining, which, to some extent, is a measure of the degree of hangingwall fracture. A correlation between predicted energy release rates and actual underground conditions in stopes in the O.F.S. goldfields has been encouraging enough to define parameters on which future stoping layouts can be based. The use of the elastic theory through the analogue has been extended to the assessment of the influence of stoping operations on off-reef excavations. Underground conditions at damaged and undamaged areas have been compared with predicted elastic stresses at the positions under review, resulting in the derivation of design parameters for use in siting off-reef excavations in the prevailing geological conditions in the O.F.S. and Klerksdorp goldfields. The analogue has also been used to assess the vulnerability of certain un mined dykes to bursting. Correlations between stresses induced on dykes by stoping and dyke behaviour underground has enabled critical stress levels to be determined for several persistent dykes occurring in the O.F.S. and Klerksdorp goldfields. A number of long and short term planning projects at mines operating in the Anglo American Corporation and General Mining and Finance Groups are described, where the data derived from the electrical resistance analogue is processed by computer programmes and assessed on the strength of the design factors derived from the correlation of field work and the elastic theory.

Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

In a first for the diamond industry, Koffiefontein Mine in the Free State, South Africa, opted for the front cave mining method to extract a 90 metre high block of kimberlite ore. Block caving, because of its high initial capital requirements, resulting in a negative internal rate of return (IRR),was ruled out as a feasible mining method for Koffiefontein Mine. Front caving is essentially a combination of the traditional block cave and sub-level cave mining methods, but uses two or more levels of retreating drawpoints. Two extraction levels, in the case of Koffiefontein Mine, are spaced 12 m apart vertically, with the upper 478 m level (48Level) acting as the undercut/extraction level, and the lower 490 m level (49 Level) as the extraction level. Caving is achieved by undercutting a small column of ore, which is then drawn, on both the 48 and 49 Levels, until the planned extraction percentage is achieved. The next column of ore is then mined by advancing the undercut (48 Level), and the process is repeated until the entire ore block is depleted to the contact. Caving-by-gravity techniques of mining rely on closely controlled draw of the caved ore to ensure proper caving action and to minimize the dilution of ore with waste material from the open pit. This paper discusses the need for, and implementation of, a draw control system at Koffiefontein Mine — a computerized production management system, and a draw control system based on linear programming, to allow control over the draw rate and mining sequence — a major factor in all production planning to optimize production efficiency, ore recovery and cave management. "The purpose of executing a project in a stagewise fashion is to evaluate all potential options in a cost-effective manner and develop an understanding of the project drivers, thereby minimizing overall project risk to the client. Among the more valuable tools for this exercise are production and financial models that can be used to quantify the sensitivity of the project to the critical parameters.The mine and concentrator used in this case study are located on the Kalahari Copper Belt, which extends from Zambia through northern Botswana into Namibia. This area of Africa has seen very little industrial development and the project will create much-needed employment and development in the region.The success of this project thus far can be attributed to the close cooperation between the geological, mining, and metallurgical disciplines. Regular updates of projected capital and operating cost estimates coupled with project outputs guided the teams in optimizing their various discipline models, ultimately delivering a compelling argument for the execution of the project. Key to the success was the development of a geometallurgical model for the prediction of concentrate tonnage, grade, and recovery for the life of the mine from the mining plan.This paper summarizes the metallurgical findings and the outcome of the various project stages. The development of the model is discussed, as are the challenges faced in developing a suitable metallurgical process route. IntroductionThe Kalahari Copper BeltThe Kalahari Copperbelt, which extends from Zambia across northwest Botswana into Namibia, is considered to be a broad time equivalent of the Central African Copperbelt, with a similar style of mineralization. However, at shallower depths (<25 m), chrysocolla and malachite exist in significant proportions in certain geological areas. As illustrated in Figure 1, the project is located in the Ghanzi-Chobe Fold Belt which forms part of the Kalahari Copper Belt. The Ghanzi Group, which overlies the lowest stratigraphic unit (the Kwebe Formation), consists of three formations, namely the Ngwako Pan, the D’Kar, and the Mamuno Formation (Hall, 2012)."

This paper reviews the development and suitability of various important thermophysical and electrical properties with respect to base metal mattes. Areas of focus include the critical validation of measurements of viscosity, density, surface and interfacial tension, electrical conductivity, and an overview of the various experimental methods used to determine these properties. "The purpose of this study was to demonstrate unmanned aircraft system (UAS) technology in opencast highwall mapping using the experience at Isibonelo Colliery in Mpumalanga Province of South Africa. In opencast mines, geological mapping has evolved over time and there have been challenges in extracting valuable information from exposed highwalls due to restricted access for safety reasons. A UAS was used at Isibonelo Colliery to conduct highwall mapping, using drone-based digital photogrammetry techniques. A demonstration survey was undertaken during February 2018. The highwall flyover demonstration was planned for two areas (North and South pits) where field control points were placed by the mine survey department. A contractor used a DJI Phantom 4 (Pro) for the highwall mapping. Raw data was processed within 48 hours and a 3D model of the mapped pit area was produced. Further data extraction included obtaining updated weathering and lithological contact elevations and thicknesses for use in short-term planning. The results showed a good correlation between the resource model and the UAS data model. The project was considered a success and highwall flyover mapping and is now standard practice at Isibonelo Colliery.IntroductionDetailed geological mapping is crucial to the understanding of the structure of any mineral deposit. Several mapping methods may be applied depending on the available exposure/outcrop and nature of the orebody; for example, coal deposits typically suboutcrop only, therefore an opencut highwall provides the best exposure for mapping the geology. Mapped information, when incorporated into a resource model (generated from exploration borehole data), improves the understanding of the orebody or coal seam. The theme of the Congress was &apos;Resources and Technology&apos;, the intention being to highlight those basic technical aspects in the disciplines of geology, mining, extractive metallurgy, and metals technology that are required for successful mineral-based operations. The technical programme covered a fairly broad field, as is appropriate for the CMMI Congress, and was generally considered to be of a high professional standard; informative and, with the exception of some minor hitches, well-run. Parallel sessions were held in the four disciplines. All were well attended, and despite tight presentation schedules, certain valuable discussions developed.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimetre precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many mines in Australia, Indonesia, South Africa, Zambia, Chile and the United States. Greater than 70 rock falls and waste dump failures (from several to millions of tonnes) have been monitored, and on every occasion precursor ?warning? movements were recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines.
