The Environmental Protection Agency ("EPA") has been attempting to develop a federal regulatory program for mine waste under Subtitle D of the Resource Conservation and Recovery Act since 1986. Recent regulatory and legislative events are now bringing this goal closer to reality. This paper discusses the mining industry's perspective on a number of the issues currently being addressed at EPA's Policy Dialogue Committee and in Congressionally-sponsored negotiating sessions.

The paper covers mining operations and preparation of the ore prior to metallurgical treatment in the Process Plant. Mining operations are primarily concerned with the delivery to Ore Preparation of a balanced ore feed within fairly rigid specifications as to both ore type and chemical analysis. The mining method, systems of geological and engineering control, and the equipment employed are therefore reviewed in this context. In Part One of the paper the physical and geological characteristics of the orebodies, including the varied nature of the ore itself, are first described. Orebody evaluation, the calculation and classification of ore reserves, mining planning and forecasting to ensure continuity of production are covered, and the particular problems presented by sampling, the erratic distribution of ore values and the variation in the density of the ores are also mentioned. Mine design and ore excavation practice are described, together with the way in which they have evolved with recent developments in modern mining equipment. In Part Two of the paper, a detailed description of the Ore Preparation plant is given, centred around the concept of rubbling as a means of separation of the barren hard boulders from soft lateritic ore. Ore blending and ore reclamation operations are explained followed by a detailed description of the drying and crushing plant. The importance of the control of moisture content and ore sizing in the feed to the metallurgical plant is emphasized.

"Tailings dam is a subsidiary facility of mining production. In order to decrease tailings dam accidents caused by the failure of flood drainage system, this paper proposed a framework of potential failure detection system of tailings dam flood drainage facility based on three dimensional panorama technology. A collection device of three dimensional panorama is designed to capture the onsite images of flood drainage system of tailings dam. The spatial information of flood drainage facility of tailings dam is recovered through projecting the image information to spherical surface by using three dimensional panorama technology. Two dimensional images are transformed into three dimensional images in three stages of panorama images process, which are pretreatment, registration and splicing. Combined with the framework of HTML5, panorama images are embedded into webpage. These web pages have the functions of user interface that the images could be displayed, moved and zoomed. With the function of interaction with panoramic display, 3D panorama scenes can be changed and scaled. Browsing the webpage is helpful to find potential risks such as possible holes, fractures and leakages of flood drainage system of tailings dam. The realization of this system can detect the potential safety risks of flood drainage system of tailings dam. The application of this system would improve the safety and provide the ability of accident pre-warning. It is useful to maintain the healthy and sustainable operation of tailings dam.Introduction It is reported by Xie et al (2009) that tailings dam are necessary facilities for mine production and places which constructed by damming troughs or encirclement used to store tailings that eliminated after ore selection in Metal and non-metallic mines. It is reported by Mei (2012) that tailings dam is a dangerous source of high-energy man-made debris flow, the collapse of the tailings dam takes devastating damage, which seriously threatens the safety of life and property of the enterprises and the downstream residents. It is reported by Dong (2011) that the collapse of the tailings dam causes secondary disasters such as environmental pollution at the same time. It’s a serious impact on regional economic development and social stability. The phenomenon of collapse of destruction is general excessively of tailings dams in China. It is reported by Zhang et al (2011) that most of these phenomena are caused by flood over the top of dams. The main reason is the lack of capacity or the failure of the drainage system. There are also accidents caused by the failure of drainage system in foreign countries in recent years. For example, November 5th 2015, the tailing dams collapsed because of the insufficient drainage capacity of the Germano mining area in Germano Mariana area in central Minas Gerais state in Brazil. After a small post-earthquake, the liquefied tailings fill sand submerge downstream cities and towns. It finally destroyed 158 houses, killed at least 17 people, polluted 663km river and destroyed 15 square kilometres of land along the river. It is reported by Rico et al (2008) that it’s necessary to continuous monitor and control the tailings drainage system in order to reduce the occurrence of tailings accidents and guarantee the sustainable production of the mine. The traditional artificial detection methods of flood drainage system of tailings dam exist many problems such as heavy workload, low efficiency, and susceptible to meteorological conditions. And it is reported by Luo (2013) that the tailings dam wastewater is corrosive which result a certain disease in flood discharge facilities such as tailings drainage culvert, etc. In order to realize the effective monitoring, management and maintenance of flood drainage system of tailings dam, advanced technologies need to be used to acquire the information of collection and management of flood drainage facilities of tailings dam."

Many companies in the mining and minerals processing industry are finding themselves in the transition stage from the Industrial Age to the Information Age and are trying to become prepared for the Knowledge Age. To remain competitive in the decades ahead, they are faced with integrating the enterprise through the use of computers and networks. This paper discusses some common human and organizational barriers to enter- prise integration. It proposes how to develop the organizational and human' networks to match the capabilities of the technical networks which are being' implemented. Ten practical considerations are then presented for consideration in the executive suite in addressing the human side of implementing the computer integrated enterprise.

The porphyry copper province of the southwestern United States and northern Mexico, is the largest copper producing region in the world. Most of the deposits occur in Arizona which now produces over 54% of the newly mined copper in the United" States. As the many recent discoveries are brought into production, Arizona's share of the nation's copper production will increase. The term "porphyry copper" as used in this paper includes all deposits of generally low grade disseminated copper mineralization amenable to bulk mining techniques. Therefore, copper deposits such as Pima-Mission, Twin Buttes, and Vekol where the copper mineralization occurs principally in the intruded rocks will be considered as "porphyry copper" deposits. Most of the deposits have been discovered since World War II, consequently, the southwest, and particularly southern Arizona is perhaps the most intensively explored area for copper deposits on earth. Most of the major natural resource companies in the United States and Canada maintain exploration offices in southern Arizona. To illustrate the success of exploration efforts, the location of porphyry copper deposits either known or producing prior to World War II are shown on figure 1 and the deposits discovered since World War II which are either in production or in the exploration and development stage are shown on figure 2.

Discussion by G. Sanders The studies reported on in this paper were initiated to draw attention to the severe contamination problem in the Section 30 drilling program at Chimney Creek. The lithologic-subset sampling study reached a different conclusion from that presented in your paper, and I wish to comment on your subsequent analysis of the data and your conclusions. Request for more complete data In the section on subsampling, you mention that the subordinate lithologies were separated and sampled, yet only the dominantlithology gold value is plotted in Fig. 4. In a contamination study, the reader is interested in the assay values for the individual subsets. Please include a table of the subsample assay data in your reply. Also, please indicate which analytical methods were used to arrive at the gold values in the subsampling study. Turning barren rock into low-grade ore Figure 5 is very revealing and typical of all of the cross sections in Section 30. Note the long strings of low-grade mineralization spread out for hundreds of feet below the ore zones. There were some very high gold values found in certain contaminated fractions during the subset sampling. The conclusion, here, was that the distinctive, strongly-mineralized dolomite layer was probably loose and crumbly and continued to disintegrate during drilling. This caused salting of the unmineralized rock samples below. Missing the high-grade part of the ore body In your statistical analysis, you directly compare the reverse circulation assays to the diamond drill assays in Section 30. Two points argue against a direct comparison and suggest the differences are greater than the 3 % that you report. First, any core loss in a gold zone most likely means that the true gold values are greater. The drillers lost significant amounts of the clay-rich, Section-30 gold mineralization. Also, the initiated salt-mud system, an attempt to improve the core recovery, met with little success. Second, the practice of not sampling core geologically, but instead sampling on even 5-foot intervals, adds a deliberate dilution to the core assay values by including a portion of nonmineralized rock in the first and last samples of each high- grade intercept. The result is often a pair of low-grade assay values on either side of a high-grade gold zone. In reality, a high-grade gold zone has a very sharp assay wall that is often bounded by barren rock. This sampling method may make the diamond-drill core assays more like the reverse circulation values and may help explain the statistical similarities you found. However, it does not represent the true gold values in the high-grade parts of the deposit. You cannot deny that, by careful geological sampling of the drill core, higher and sharper assay values will be obtained. The low core recovery and the diamond-drill-core sampling method used act together to lower the diamond-core assay values. The 3% difference you found between the reverse-circulation and diamond-core assay values could be much larger when you consider what the true diamond-drill core values would be with optimum core recovery and a geologic sampling method for the core. Should statistics have been applied here? The statement "... that reverse circulation holes have overestimated the values of some ore zones and underestimated the values of others" (p. 345) is not correct. The subsampling confirmed what the cross sections hinted at in Section 30. Namely, beneath the high-grade zones, the reverse circulation holes created, by contamination, large intercepts of low-grade ore in regions of barren rock. Because the low-grade material was not there to begin with, this is not a process of overestimating low-grade mineralization. The next statement that "the average result is similar to that of the diamond drill holes" may apply to the data set numerically, but it is not true when viewed spatially on cross sections. Adjacent reverse circulation and diamond drill holes are almost impossible to correlate, high-grade zone values vary widely and many low-grade intercepts make no geologic sense. The subset sampling and cross sections presented in the first part of the paper show that the reverse circulation portion of the data set has some serious problems, as highlighted above, and should not have been dealt with statistically at all. ITEC Environmental Colorado has begun reprocessing the tailings from old mining sites near Boulder, CO. And if the technology behind ITEC's pilot project at Gold Hill proves successful and profitable, the company plans to launch similar reprocessing operations in other parts of the state. The pilot project is under the watchful eye of state and federal authorities. They hope the technology becomes the answer to cleaning up old mining sites throughout the West. Remining and environmental cleanup on an economic basis, then, are ITEC's hopes in one the most environmentally conscious counties in the state. Clean up the mine dump sites and recycle the land, for a profit. In June 1998, ITEC Mineral Inc., ITEC Environmental Colorado's Canadian parent, acquired the Gold [ ] Hill Mill facility in Boulder County. Included in the acquisition was 4.4 hm2 (11 acres) containing the Gold Hill Mill and 283 hm2 (700 acres) of additional properties adjacent to the facility. ITEC estimates that there are about 910 kt (1 million st) of dump rock in the area. That is enough to make the operation viable. ITEC will sell the metals recovered through its reprocessing operations. However, due to low metals prices, ITEC is not expecting to make much money on the recovery of precious and base metals. Instead, the company plans to resell the reclaimed land for residential and commercial development or open space. The Gold Hill Mill site is the first of 17 sites in Colorado that ITEC Mineral hopes to clean up and recycle the land. Most notable among the sites is the historic Central City/Black Hawk mining district, which ITEC believes holds considerable potential. The Gold Hill Mill is located 14 km (9 miles) west of the city of Boulder and less than a half mile from the small town of Gold Hill. The mill was. last operated in 1992. The operation was forced to close that year due to environmental and cash flow problems. Gold Hill is in the middle of a region with more than 32 Mt (35 million st) of mine tailings. Independent geologists have' established the average grade of the Gold Hill mine tailings to be 4.5 to 5.3 g/t (0.13 to 0.155 oz/st) of gold and 28 to 44 g/t (0.83 to 1.29 oz/st) of silver. According to these studies, the Gold Hill mine tailings are five times richer in precious metals than the tailings of the Norebec Manitou property in Canada that ITEC is also remining, reclaiming and restoring. Upon acquiring the mill, ITEC undertook a refurbishing program that included adding a second ball mill. This increased the Gold Hill Mill's capacity to 180 t/d (200 stpd). The operation employs 15 people. "The Gold Hill Mill site will demonstrate the efficiency of our integrated remining, reclaiming and restoration process," said Maxine Stewart, president of Denver, CO -based ITEC Environmental. "The abundance of similar mine sites in Colorado presents a number of opportunities to bring the benefits of the ITEC system to other communities around the state." Holly Huyck is technical advisor to the Clear Creek Watershed Advisory Group. She said: "ITEC is cleaning up an orphan mine site that otherwise would continue to contaminate the Boulder Creek watershed with acid and excess metals. This is a win-win situation: ITEC gains marketable minerals while it reclaims mined land and helps to improve the watershed."

3D-CANVENT is a software package that integrates advanced computer aided design (ACRD) true 3D graphics with a mine ventilation simulator. The package runs as a Windows(tm) application to access its printer drivers environment and does not need third party CAD software. It is composed of two primary modules: DMVENT and MINEDESIGNER. DMVENT is a traditional Fortran coded Hardy-Cross iterative ventilation network solver written in 1980 with thermodynamic capabilities. This module is relatively unchanged with the traditional data input options for branch type, specified or calculated resistances, fixed flows, and fixed or variable pressure fans. MINEDESIGNER is the graphics engine that optimizes the ventilation design process. It performs the front-end transformation of input data entered in the graphical interface into the correct format for the solver. At the back-end it reconverts the historically standard tabular data output from the solver into an easily viewed graphical format. ACRD features of MINEDESIGNER are used to generate a 3D wire-frame node and branch network of the mine's ventilation system. The network can be displayed in up to 4 views orientated to XYZ planes or a 3D view. All the views have zoom, pan, slice and rotate options. The graphical interface efficiently permits data entry and editing via a mouse with pick-and-point item selection. Branches can be found or added with "search" and "join" options. Visual interpretation is enhanced by the 16 colour options for branches and numerous graphical attributes. Network locations are readily identified by alpha-numeric names for branches, junctions and fans, and also the logical numbering of junctions. The program is also readily expandable for pollutant simulation and control/monitoring applications.

During the decade of the 1970's, a new emphasis was placed on assuring a safe and healthful workplace for all American workers. Much of the basis for this national effort was federal legislation: the Occupational Safety and Health Act of 1970 and the Federal Mine Safety and Health Act of 1977 (amended from the 1969 Coal Mine Act). One of the agencies involved in this protection effort is the National Institute for Occupational Safety and Health (NIOSH) of the Centers for Disease Control (CDC) in the Department of Health and Human Services (DHHS). In fulfilling its mandates under the 1970 and 1977 Acts, NIOSH conducts research, experiments, and demonstrations to support and stimulate advancements in health and safety practices. Priorities for NIOSH research are established primarily through congressional mandates, requests from the Department of Labor, needs as defined by NIOSH researchers, and surveillance information. Emphasis is placed on research in the areas of toxicology, industrial hygiene, physical and chemical sciences, physiology, ergonomics, engineering, psychology (behavior and motivation), and epidemiology (industry-wide studies). The framework of the current Institute program to identify, evaluate, and control occupational hazards includes activities in surveillance, research, evaluation, and training. These activities are planned and evaluated through a system that coordinates the efforts of eight research and scientific divisions. Each division develops projects to address program areas that have been identified by NIOSH management as having highest priority. In surveillance programs, the objectives are to identify substances and agents found in a representative sample of workplaces and to collect and evaluate information on rates of disease and injury in occupational groups. Information is also collected on occupational safety and health programs implemented by industry. Estimates of worker exposures and the potential for adverse health effects are considered in setting priorities for further investigations. A related activity, which also serves to provide technical assistance to industry, is NIOSH's Health Hazard Evaluation program. On-site investigations of workplaces are made in response to worker, employer, or government agency requests. Both industrial hygiene and medical examinations are conducted, and the results contribute to identifying new problems and evaluating their significance which may have public health implications beyond the particular worksites that are investigated. Field and laboratory research projects are performed to meet several objectives: - Characterize the working environment by evaluating current and past exposure levels for workers who are included in epidemiological or medical investigations. - Develop epidemiological information to define the association between the substance or agent under investigation and the acute and chronic health effects on workers. - Determine through animal studies the parameters of an association between exposure and effect. - Investigate the etiology of disease. - Develop sampling and analytical instruments and techniques and demonstrate their application for measuring toxic materials in the workplace. - Formulate sampling strategies that will accurately and precisely indicate exposure levels. - Develop medical procedures to prevent disease and to detect the presence of disease and early indicators of disease. - Assess the technology for control of exposures, including engineering and administrative techniques, personal protective equipment, and work practices. Presently, the research program is focused on reproductive effects, neurotoxic effects, injury/trauma, lung disorders, cutaneous disorders, cardiovascular disorders, cancer, stress-related disorders, effects of physical agents, digestive disorders, and renal and other organic disorders. In studying these issues, priorities are determined by the seriousness of possible adverse health effects resulting from occupational exposures, the feasibility of studying existing records or obtaining new data, and the size of the population which is potentially affected. Where there is low level of suspicion concerning adverse health effects or where an occupational disease occurs in a variety of industrial environments, investigations are limited to gross analyses of health effects such as review of mortality patterns. In such studies, the industrial populations selected are those for which existing data resources can be utilized. Such data consists of records of occupational exposures or health status which have been maintained by the employer, the union, or Government agencies. Where a review of the available information suggests that serious health hazards exist and the existing data resources are inadequate for quantifying the relationship between the specific biological response and type and degree of exposure, prospective studies are initiated. Information derived from such research is essential for the development of sound criteria for control of industrial exposures to noxious agents. Other input to the criteria documentation process comes from searching and evaluating the literature. Criteria documents contain the recommendation of an environmental limit where information is available to support it, as well as the recommendation of work practice controls, medical evaluation, information for workers to recognize and avoid the hazard, and identification of specific research gaps. In some cases, during the criteria document preparation, gaps in knowledge are found which necessitate further research before an occupational standard can be recommended.

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."

Several factors contributed to continued declines in mineral-exploration activity in the US in 1985. Low metal prices and, what appears to be worldwide chronic excess capacity in copper, molybdenum, lead, and uranium, have resulted in mineral-exploration expenditures remaining anemic. Economic recovery could result in a healthier mining industry and more cash flow to fund exploration. This is because general economic activity and US mining industry activity have historically been closely linked. However, as the worldwide economic recovery has expanded, the mining sector has continued its downward slide. New cuts in industry exploration budgets in 1985 shocked those who thought the exploration situation could not become worse. Some personnel and equipment had been redirected from base metals exploration to precious metals in the past few years. Last year, continued reductions in exploration sent many professionals out of the mining industry. Recent staff reductions or consolidations of operations were made by Noranda, Chevron, Molycorp, and other exploration companies. The latest data from the Society of Economic Geologists (SEG) summary of exploration statistics show that professional staff at year end in major US exploration companies (domestic and foreign operations) fell from 2355 in 1981 to 1868 in 1983 and 1277 in 1984. By the end of 1985, two economic trends were established that could improve the future profitability of mining and hence exploration. First, the price of crude oil began a decline. If sharply reduced energy prices increase worldwide economic expansion, the substantial excess capacity in some of the base metals industries could disappear, and prices could improve. Furthermore, if energy price declines reduce mining and processing costs significantly, metals may recapture some lost markets. The decline in oil revenues has already encouraged some oil-producing countries, such as Venezuela, to look toward development of mineral resources to earn foreign exchange for debt repayment. Second, the decline of the dollar by 21% during 1985 could also help US producers meet foreign competition. During 1985, industry restructuring continued as many oil companies sold off mining subsidiaries and minerals properties. Gold, silver in new discoveries Precious metals continued to dominate the announcement of new discoveries and exploration projects in 1985. A review of domestic exploration and development activities reported in several industry journals shows that 60% to 80% of these projects were directed primarily at precious metals, particularly gold. Base metals exploration activities frequently involved polymetallic deposits with gold or silver values. Because much of this exploration was done on identified targets (on-property exploration), the decrease in wildcat or grassroots (off-property) exploration may be more substantial than indicated by reductions in total exploration activity. Significant gold discoveries in 1985 included several in Nevada, among them the Genesis property of Newmont (near the Carlin mine), Goldfields' discovery of the Chimney deposit in Humboldt Co., and Freeport's discovery of two mineralized sites near Jerritt Canyon. Gold exploration continued to be focused in the western US and Alaska, but gold production starts at the Haile mine in South Carolina, and the Ropes mine in Michigan as well as Amselco's feasibility studies on deposits near Ridgeway, SC, are evidence that gold exploration is not limited to the West. The dominance of gold projects in exploration is not limited to the US, as demonstrated by gold dis¬coveries and exploration projects in Australia, Brazil, Canada, the Caribbean region, China, Guinea, Ivory Coast, South Africa, the South Pacific islands, and Thailand. From the standpoint of US metal miners, it is perplexing that worldwide exploration and development is also taking place in copper, zinc, tungsten, and other metals with depressed prices. During 1985, the US Geological Survey's efforts to map the sea floor of the Exclusive Economic Zone shifted from the Pacific Coast to the deep water areas of the Gulf of Mexico and to areas off the coast of Puerto Rico and the Virgin Islands. An atlas containing sea-floor maps of the west coast area was published as US Geological Survey Miscellaneous Investigations Series Map 1-1792. Results of the 1985 surveys are expected to be published by January 1987. Exploration trends - Statistical evidence Data from the SEG showed continued decline in the US mining industry's exploration expenditures through 1984. The share of US companies' domestic exploration expenditures directed toward base and precious metals has increased from 51% to 84% from 1980 to 1983 and to 86% in 1984. US mining companies spent about $0.67 of each exploration dollar in 1984 in the US. However, this represents an increase from earlier years. The 1983 data also show that firms spending more than $5 million on exploration accounted for 77% of exploration expenditures. INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. INTRODUCTION Radon, thoron and their airborne daughter products may result in a significant biological hazard when they are concentrated in enclosed places such as mines, houses and caves. High concentrations of radon and its particulate daughter have long, been known to be a causative agent for lung cancer to uranium miner: (Archer 1973). More recently increasing concern has been expressed on the possible health hazards associated with long term exposures over large population groups to low levels of radon daughters (Cohen 1980, Stranden 1980). Due to its peculiar geological features, Italy has various natural environments where the content of uranium and thorium in the soil may increase underground radioactivity. The presence in Italy of many underground waters rich in radon may be considered a further important source of radon in underground mines. A preliminary survey of the radon and radon daughter air concentrations in italian underground mines was started in 1971 (Bottino 1973). Furthermore many studies (Sciocchetti 1978, Sciocchetti 1980, Clemente 1980) have been performed during the last ten year to characterize the natural radiation environment in Italy. It has been also demonstrated that 21OPb/21OPo skeletal burden in spa workers and non-uranium miners can be heavily increased by the exposure (short or/and prolonged) to high levels of radon daughter air concentration (Clemente 1980). All these studies have been of great help to put in the right prospective the radiation hazards linked to the underground working activity in non-uranium italian mines. Two main actions have been prosecuted from 1971 until today in order to evaluate in greater detail such radiation hazards and then, when needed, to obtain their reduction to levels which may be considered acceptable. The two actions may schematically described as the following: - Measurement of the radon and daughter (and thoron and daughter when needed) concentrations in most of the italian non-uranium mines. The assessment of the radiation hazards linked to both the annual average lung exposure and the 210 Pb - 210 Po annual average dose to the skeleton is then performed for each considered mine by taking into account the main parameters characteristic of the mine. - Set up of a national regulatory recommendation on the permissible limits for the radiation exposure of workers due to underground mining activity. Such recommendation have been established in 1978 and have been designed in order to implement a national radiation protection practice during the underground mining activity. In this paper a summary description of the results obtained during the execution of these two actions will be given. MATERIAL AND METHODS Measurement of Radon, Thoron and their Daughter Products The excution of the planned survey requires the availability of specific techniques and instruments for measuring the different parameters characterizing the radon, thoron and their daughter exposure in mines. A reference laboratory was set up for the development and the standardization of the measurement procedures. Measurements of radon, thoron and daughter concentrations are performed by various methods: instanteneous or grab sampling methods and continuous read out monitors. The radon concentration is usually measured by a modified version of the two filter method. Mine air is drawn into a polyethylene bag and the sample is there after injected into a two filter tube; after sampling the exit filter is counted by the alpha spectrometric technique. The measurements is completed in a total time of less than 25 minutes at a sensitivity level as low as 3.7 Bq/m3 for a tube volume of 15 1. The measurement of radon and thoron daughter concentration and of the relevant potential alpha energy concentration is performed by means of a portable spectrometric apparatus which was developed at our laboratory (Sciocchetti 1981). The device allows multiple operating modes: instantaneous or brief sampling period and automatic cycles; computer data processing is then provided. Arizona is a sun-belt growth-region where 13 tons of industrial (nonmetallic) minerals is being produced annually per capita. In 19B5, non-fuel mineral production reached $1.532 billion and consisted of metallic ($1.277 billion-84%) and nonmetallic ($253.5 million-16%) earth materials. Sand-and-gravel value was second only to copper. over 90% of the value of nonmetallics is represented by combined sand, gravel, cement, and lime. The remaining less than 10% ($25 million) was attributed mainly to stone, specific volcanic products (cinder, perlite, pumice), gypsum, clays, salt, zeolite, and others. Current interest in industrial-mineral development in Arizona is high, especially in the geologically complex Basin and Range region.

Veins in the Pyramid district of northwestern Nevada occur along steep fractures in Oligocene and Miocene quartz latite tuffs. The vein mineralization is zoned from a central enargite-pyrite zone outward through a complex polymetallic intermediate zone and an outer zone of galena and pyrite. Wall rock alteration includes advanced argillic and sericitic envelopes along veins superimposed on district-wide propylitization. The ore distribution and alteration patterns were probably produced by an increase in pH, a decrease in sulfur fugacity, along with cooling of the migrating hydrothermal fluid.

The magneto-hydrostatic method can be used today to separate slightly magnetic or non-magnetic particles according to differences in their specific gravities and magnetic susceptibilities. The classical approach is to effect stratification prior to separation. This paper discusses some of the significant parameters which bear on the design and pattern of the expected stratification in the separation cell. As the characteristics of the magnetic field, and consequently those of the magnetic forces, are determined by the geometry of the poles, this subject is treated first. In this context a new approach, whereby the range of stratification is extended, using positive as well as negative gradients, is presented. Finally, the effect of the relative size and shape of the particles on stratification is discussed.

In this paper, several commonly used computer truck-dispatching criteria are evaluated. A computer-oriented truck-dispatching and production simulator was developed to provide data for comprehensive cross comparison among the dispatching criteria. The definitions, primary considerations, characteristics and performances of these dispatching criteria were investigated. From the simulation results, it was concluded that, in general, no one criterion can dominate all others. However, several dispatching criteria that have good potential to increase performance can be identified. All basic dispatching criteria, including minimizing truck waiting time, waiting shovel with minimum waiting time, minimizing truck saturation, maximizing truck momentary productivity or optimization of truck routes, provide local optimal solutions. To obtain a direct global optimization solution for this complex stochastic process does not appear to be likely Therefore, the search for an optimal dispatching criterion that will fit all conditions may not be realistic. It may be necessary to search for a hybrid combination of the several truck dispatching criteria that have good potential for a given situation. An approach to selecting such a hybrid dispatching criterion is presented.

The Homes take Mining Company at Lead, South Dakota has a yearly production of 1,868,741 tons of ore produced from horizontal cut-and-fill stopes and timber cut-and-fill stopes. This production, in addition to the necessary development (drifts and raises), requires 5,168,271 feet of drilling annually. The rock for the most part consists of quartz; mica schist; and cummingtonite schist; and must be considered as relatively hard. Penetration rates average about 15 inches per minute using an operating air pressure of 100 psi. The rock is tough, rather than brittle, and dulling occurs quite rapidly. The average regrind period is approximately 19 feet per regrind using a 1-7/16 inch carbide bit. At the present time, all drilling is accomplished with 2-5/8 inch bore airleg mounted drills, and 2-3/4 inch and 3-inch diameter bore -stopers (raising only). These machines are all direct striking, with 4-1/4 inch chucks. 7/8-inch hexagonal carbon drill steel with forged collars are used in conjunction with 1-7/16 inch multi-use, threaded, carbide bits. 62,793 rods, and 16,234 bits are used to maintain the yearly production. The number of rods noted are the rods that were sent: underground, both new and reconditioned.

A "straight wire" flow through magnetic ore separator has been designed, built and successfully used to separate magnetite from typical slurries. The purpose of these experiments was to simulate the high field profile of a "straight wire" superconducting magnetic separator which would be capable of separating weakly magnetic hematite ore from typical slurries. Magnetite was used as the test mineral because it experinces the same magnetic forces at low field as does hematite at high field. The present separator concept is based on the fact that there is a particle concentration profile due to the gravity field for low velocity turbulent flow. When a magnetic field force of -g is applied the concentration profile of the magnetic particles will be reversed leaving the nonmagnetic particles flowing alone at the bottom of the channel. By means of a divider at the end of the channel the concentrate is separated from the tailings. It is shown that the time needed to deflect hematite particles in a narrow cylindrical channel concentric with the superconducting wire is small enough so that high throughputs in the turbulent flow region are possible. In the case of a high field superconducting separator the centrifugal force could replace gravity by rotating the flow around the straight wire conductor.

An interlaboratory testing program was undertaken in support of an ASTM standardization program for simultaneous combustion-infrared analysis for carbon and sulfur in ores and related materials. Statistical analysis results from the study are used to generate the within-laboratory and between-laboratory precision data needed for standardization of the methods. The interlaboratory precision statistics are also interpreted to estimate the uncertainty in calculation of net carbonate value classifications using a simplified quantitative risk analysis technique.
