This presentation will discuss a mine owner's evaluation to utilize a contract miner in the development and production of gold properties. I will address both the quantitative and subjective aspects of the evaluation process. The quantitative aspects include cost evaluation, capital preservation, acquisition and disposal of new and used equipment, administrative costs, recruiting and training, and organizing a staff and craft labor force. The subjective areas of this discussion include corporate philosophy, administrative concerns, contractor competence, loss of owner control, operating flexibility, financing assistance, recruiting and training program utilization and risk reduction. The evaluation of alternatives provides a system for comparing, on a cost basis, an owner/operator system vs. a system using a contract miner. The supplement provides a concept on how a contract miner may be the cost effective system to be utilized.

Following the completion of the 7,600 m primary access tunnel by Kiewit/Parsons Brinckerhoff (K/PB) in April 1997, an exploratory East-West Cross Drift Tunnel was constructed at the Yucca Mountain Project over the proposed future repository block for high level nuclear wastes. The 2,681 m (8,796 LF) East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a re-built Robbins 5.000 m (16’-5”) hardrock TBM with a special arrangement of supporting equipment. Details of the unusual site and contract conditions will be discussed as well as with the unique tunnel equipment specified by the Owner. This portion of the Yucca Mountain project required eight months to complete.

Burrier pillars in underground coal mines could eventually be subjected to a water head due to the build-up of mine water in the old workings. The water head could not only act ns a force to destabilize the pillar, but it could also cause seepage flow through the pillar and its surrounding strata. Excessive seepage flow could induce piping failure that, ill turn, could accelerate the mechanical failure process of the barrier pillars. In this paper, a finite element simulation approach was employed in the evaluation of the barrier pillars. Both the stress distribution and the seepage flow pattern in and around a barrier pillar have been simulated numerically. Bench-scale selective-flocculation tests were conducted on samples of Florida phosphate and Western phosphate process tailings to recover upgraded phosphate concentrates. After physical and mineralogical characterization, the slurry samples were treated with a broad suite of flocculants with a range of molecular weights and anionic functional groups. Parameters investigated included pH, dispersant and flocculant types, and dose; conditioning parameters and settling times were, for the most part, held constant. Where selectivity was achieved, phosphate minerals remained dispersed, whereas silicate minerals flocculated and settled. Single-stage tests using reagents with low to medium anionic characteristics produced upgraded phosphate concentrates at moderately elevated pH. Two- stage site-blocking tests, in which low-molecular-weight flocculants were used as site-blocking agents, gave improved results.

Laboratory flotation tests were carried out on six Polish samples of different rank. Each coal sample was screened into 7 size fractions. The floatability of size -by- size for various size ranges for different samples was investigated as: well as the original samples. The results showed that in flotation of size -by -size, the intermediate size had the maximum floatability. The range of this intermediate sizes varied with the rank of the coal. Entrainment was shown to be an important mechanism to the recovery of fine particles in flotation of the original samples".

Environmental management and planning requires the integration of large volumes of disparate information from many sources and the analysis of this information with efficient tools for assessment and evaluation. Effective methods of communication that allow interactive participation in the planning, assessment and decision-making processes are also very important. The VULCAN software package from Maptek (Pty) Ltd comprises a large number of 3D graphical tools within an interactive 3D interface called ENVISAGE. These tools are designed and developed to help engineers and scientists to identify and solve environmental problems. The combination of VULCAN 3D Software and the I-SiTE 3D Laser Imaging system leads to powerful solutions for environmental management. This paper presents the capabilities of this integrated system and its applications for environmental management.

The recent upswing in mining coincided with increased environmental concern. These trends have significantly increased regulation, but have not always provided sound environmental protection. Throughout, mining has remained passive, reacting to initiatives from outside. The high road to environmental protection must be an active strategy. The mining industry must take the lead and develop an environmental program effective in price and protection. It must involve all levels of mining. The mining industry should be the real environmental activist. We have the most to gain by sound environmental protection and the most to lose if the environment decays.

Radian Corporation (Radian) has developed a process for treating Cr(V1)-contaminated soils that involves: 1) soil washing using an alkaline extractant, 2) biological reduction of Cr(V1) to Cr(II1) in the soil wash effluent, and 3) separation of Cr(II1) from the biologically treated effluent. Biological treatment has been demonstrated for immobilized cells in fluidized bed bioreactors and suspended cells in slurry bioreactors for Cr(V1) levels ranging from 30 to 600 mg/L which have been reduced to non-detectable levels (< 0.05 mg/L; method detection limit [MDL]) during hydraulic residence times as short as 12 hours. The resulting Cr(II1)-containing effluent stream was chemically treated to precipitate chromium hydroxide for removal by physical separation.

Research efforts are just beginning to identify the acoustic signatures of very short pulses of sound associated with the fracture of single particles in an autogenous mill. This presentation will discuss the anticipated correlation between these data and the fundamental mechanisms of rock fracture It is hoped that further tests will help identify what design and operating parameters influence the acoustic spectra, determine whether different minerals have different spectra and correlate product particle size distribution with acoustic spectra.

Haul trucks have the potential to generate large amounts of respirable dust. This respirable dust has been shown to be a health hazard to personnel, especially if it contains a high silica content. Lack of dust sampling data from haul trucks prompted the completion of a study to quantify respirable dust concentrations. These field studies were conducted measuring instantaneous respirable dust at stationary locations from passing haul trucks at a stone quarry and a coal mine site. Fugitive dust levels from haul trucks were analyzed to characterize dust dispersion. This analysis will indicate safe following distances for haul trucks and other heavy equipment to avoid over-exposure of respirable dust from the lead haul truck.

There are many variables to consider in the evaluation of nickel laterite deposits including the concentrations of nickel, iron, silica, and magnesia. These variables show complex relationships with each other such as mineralogical constraints, non-linear correlation, and heteroscedasticity. The complex multivariate relationship between the variables cannot be reproduced by conventional Gaussian or indicator geostatistical techniques. We introduce the stepwise conditional transformation method as a pre- and post-processing multivariate transform for the stochastic simulation of a nickel laterite deposit. Transformed data are multiGaussian and independent at h = 0; thus, cosimulation can be avoided after verification that variables are independent at all lag distances. Back transformation restores the features of the input multivariate distribution to the simulated realizations. The complex multivariate correlations are reproduced and sensitivity issues are addressed.

Destructive wave interference has been studied in theory for many years. In application however, limited information can be found. Recently, circumstances have enabled a multidisciplinary team to utilize electronic detonators and seismograph analysis to create destructive wave interference in an underground production blasting application. Springfield Underground, located in Springfield, MO, in conjunction with Orica, ETI, White Industrial Seismology, and the University of Missouri – Rolla has shown the ability to use destructive wave interference in underground blasting to reduce ground vibrations directly above. In order to develop additional reserves a reduction in vibration levels was necessary for tunneling under the Springfield Municipal Water Supply. The paper discusses the process by which the reduction in vibration was achieved in practice, as well as a technical explanation of the effects of destructive wave interference and sacrificial holes.

The City of New Haven is planning to construct the Downtown Storm Sewer Infrastructure Improvement project to mitigate on-going stormwater flooding in the Long Wharf District. The proposed project includes a 685 cubic feet per second (cfs) stormwater pump station and a 3,200 linear feet (975 meter) long tunnel segment with an internal diameter of 120-inches (3.05 meters). This paper presents the aspects of the final design and the use of the cloud-based data management software to make better data-informed decisions. The software was used to create a spatially aware database of the subsurface conditions, as well as improve visualization and analysis of the soil properties.

Approximately 6 years ago, Newmont Mining Corporation (Newmont) initiated reclamation/closure at its’ Hollister operation in Nevada. Reclamation/closure challenges existed at three primary areas within the operation. One the open pits had a small, low pH lake. The primary waste rock dump had a collection system for seepage of low pH solution. The heap leach had a typical inventory of process solution. In each of these three areas water quality and water quantity challenges existed. Reclamation/closure techniques were employed that utilized run-on controls, re-sloping, capping/topsoil placement, pit backfilling and vegetation for water quantity control. Water quality controls included installation of passive, anaerobic systems. These mechanisms have effectively limited water volumes that require treatment and effectively treated the water to meet standards.

At the 1971 Annual Meeting we presented a paper on the results s obtained by wet magnetic separation on very fine, slightly magnetic material . Considerable interest was shown in a corollary subject, namely; on the type of magnetic con¬struction of the Magnetic Engineering Associates (MEA) high-intensity magnetic separator (HIMS). it is the purpose of this paper to describe the principles of this separator and to give answers to many of the questions directed at us both in session and privately since the March 1971 meeting of the AIME. It is well-known that passage of a direct electric current through a wire shaped in the form of a loop results in a magnetic field being created in the volume enclosed within the loop. The magnetic field is proportional to the amperes of electric current passing through the wire. If the wire is in the form of a solenoid consisting of 11 turns, the magnetic field is n times larger. Hence the expression ampere-turns commonly associated with magnetic separators. If a particle, free to rotate and of higher magnetic susceptibility than the medium, is placed in a magnetic field, it will orient itself within that field, and it will move within the field in such a way as to go into a more intense part of the field. The traction on the particle is proportional to its inherent magnetic property which depends on its magnetic susceptibility and its volume, to the mag¬nitude of the field at the spot where the particle is situated, and to the magnitude of the field gradient at that spot. Of the three factors that control traction on a particle in a magnetic field, the magnet designer can effectively control two, the magnetic field and the field gradient. In a wet magnetic separator such as the HIMS magnetic separator, there is another force exerting traction on the particle, and that is the force of the fluid (liquid) on the particle. It is, therefore, essential to examine the relationship of the fluid to the magnetic field. First, assume the water in which magnetic and non-magnetic particles are suspended to be stagnant. In the absence of magnetic field, the only forces acting on the particles are those due to gravitation on the particles and on the fluid displaced. This is the subject, so important in gravity concentration, discussed in elementary texts of mineral engineering&apos;.

Current Techniques - Fire Assay Fire assay of gold has been used for several thousand years and is a well known technique to the traditional assayer. Very few assayers wish to use the method but to date there has been no viable alternative. Fire assay is expensive in labour, time, capital and running costs. Workers can be exposed to hazards and uncomfortable working conditions such as lead fumes, heat stress, dust and eye strain. The high capital cost of putting up the building and equipping it, together with running costs which increase annually at a prohibitive rate makes the technique less attractive each year. The main requirement in most assay laboratories is to maximise throughput economically. This is difficult with fire assay as it is impossible to automate. Each sample for analysis is handled by at least 12 people and each person represents a potential source of error. Record keeping and report generation has to be done manually which is both slow and prone to errors. Replacement of staff requires a considerable training period and with a large turnover of personnel this presents yet another problem. The presence of silver and dross in the gold sample affects the accuracy at low gold values. X-ray fluorescent analysis Two methods of XRF instrumentation have been used with limited success. In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. The Henderson Mine, a new large scale underground development, is being developed by AMAX. The mine site is located about 50 miles west of Denver, Colorado, adjacent to the east side of the Continental Divide. The mine&apos;s three access shafts are in a narrow alpine canyon at an elevation of 10,400 feet. The ore body of molybdenite is to the south of the shafts, 3,000 feet below the surface of nearby Red Mountain. The ore extends over 800 feet vertically and is about 1,700 feet by 2,200 feet horizontally. The eastern and southeastern boundaries of the deposit are still to be defined at the present time. Development mining is advancing at the mine site on a three shift, seven-day basis at the rate of about 2,000 feet per month. About twelve miles of heading have been driven at the present time, and work to sink No. 3 Shaft has started. Development mining was begun in 1967 with the sinking of No. 1 Shaft. This shaft is fully concreted, 23 feet in diameter and 2,441 feet in depth. It is the mine ventilation exhaust conduit. It is also used for development muck hoisting, stand-by mine water pumping and secondary access to the 8,035 foot level. This level is the mine exhaust ventilation level and was mined principally by conventional rail mining methods. From this one station at the 8,035 foot elevation a 5% ramp was driven to the initial production horizon at 8,100 feet with diesel rubber tired mining equipment. Subsequent mining has been entirely by mobile diesel equipment at the mine site.

This article deals with the extensive geotechnical soil and bedrock mapping system maintained in the Geotechnical Office of the City of Helsinki since 1955.Soil maps have been prepared to scales of 1:500,1:2000 and 1:10 000, and most recently in 1978 a new type of bedrock map was printed to a scale of 1:10 000, which covers the whole city area and particularly serves rock tunnel construction. A map showing the types of foundation building in the central city area, which will also serve underground construction activities, is currently being prepared. Since the geotechnical mapping system has been well received in Helsinki and the drawing of similar maps has also been undertaken in other Finnish towns, this mapping method is believed to be of interest to foundation engineers and tunnel constructors elsewhere too. THE GEOTECHNICAL CONDITIONS IN HELSINKI The geological structure of Helsinki, and of all Finland, presents two types clearly differing in character and age; bedrock and soil. The solid bedrock is Precambrian, while the soil dates from the Pleistocene Age and has mainly been deposited during and after the Ice Age. Thus the history of Helsinki only displays very old and very young formations, but nothing in between. The ground level in Helsinki is +62 at its highest and the sea bottom close to shore is -15 at its deepest. The deepest rockhead has been found to lie at the -70 level.

Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years.
