In 1989, William A. Vogely created the Mineral Economics and Management Society (MEMS). He did this after SME disbanded the Minerals Resource Management Committee, a group dedicated to technical programming of minerals economics and management issues. A few years later, SME reinstated this committee. MEMS held its fourth annual conference "Mineral resources: Managing dilemmas and opportunities," in Boulder, CO March 9-11, 1995. Some of the MEMS programs are similar to the Minerals Resource Management Committee programs. However, MEMS conferences cover more diverse issues. These include minerals policy, environmental legislation impacts on the minerals industry and minerals economics issues. The 1995 MEMS conference included six sessions and three distinguished speaker addresses. Papers topics included US and Canadian mineral policy, financial strategies for managing mining companies, Latin American mineral investment opportunities, quantitative economic modeling and the impact of environmental interest groups on the minerals sector in the United States and Canada. One session was dedicated to students who competed for $1900 in prizes for outstanding papers.

An overview of new size reduction technology involving the use of two-mass natural frequency vibration applied to a totally enclosed elongated drum. Material moves with a drum-like rotary motion with exposure to constant, aggressive, high frequency agitation for faster reduction and enhanced product quality. A proven, patented design with few moving parts, a vibrating mill drum provides the desirable environmental benefits of a totally enclosed rotary drum but without the same interfacing difficulties. Natural frequency design has reduced energy demand which is met by low horsepower, self-contained, motorized drives to dramatically reduce the cost per ton of finished product.

Naturally occurring minerals and reagent-grade compounds were tested to determine their receptivity to microwave heating. The maximum temperature achieved for the samples and the time required to reach temperature are reported. A description of the microwave oven and a thermocouple technique that accurately measures and continuously records the temperature of samples during irradiation are reported. Extractive applications using the generated microwave data were investigated. Stress fracturing at mineral grain boundaries in a gangue matrix was shown. This should significantly affect grinding energy requirements and liberation properties. A method to produce a magnetic phase on pyrite surfaces, a method of using microwave heating to retort cinnabar concentrate, and a roast-leaching microwave treatment of chalcopyrite ore are described.

This paper intends to present a general methodology implemented in a software package and which can be applied, whatever the exploitation methods, mining constraints and time basis, to mine planning and production schedulling. Examples are: presented covering the medium-term and short-term planning procedure and the production schedulling for two underground mines located in the South of Portugal (Neves- -Corvo and Aljustrel Mines). Both are complex suiphide orebodies with differ- ent exploitation methods (Neves-Corvo: cut-and-fill; Aljustrel: Long-hole stop- ping).

The evaporative pan complex consists of two adjacent seasonal pans. These pans carry an exceptionally high salt (TDS) load due to over 50 years of effluent discharge via the pipeline from mines. The nutrient, heavy metal, radionuclide load in the water and sediments of the pans are very high affecting groundwater around the pans. The groundwater in the region contains TDS > 40 000 mgl-1 and sulphates > 7000 mgl-1, whereas groundwater in areas assumed to be unpolluted by mining activities have TDS < 500 mgl-1 and sulphates < 200 mgl-1. The extent of continuity between the pans and the groundwater is unknown, although there appears to be seepage of contaminated groundwater into the river system.

The paper seeks to present the application of ground control research at Mosaboni Copper Mines to increase the size of stoping areas. Room and Pillar stopes were experimented for increased production dispensing with the conventional breast stoping. The experimental stopes, with spans varying from 10 to 15 m, were extensively instrumented to study the behaviour of wall rocks (chlorite schist) and to determine the optimum span in the workings, dipping at 25° to 45° and 3 to 5 m in height. The observations confirmed that 15 m wide span could be safely worked with 3 m wide rib pillars at 600 to 800 m depth by using rock bolts. Ground conditions improved with the use of full-column cement grouted bolts dispensing with timber supports and the productivity was improved.

Theoretical research, laboratory tests and practical experience confirm the possibility to stabilise the excavated tunnel front by suitably composed slurries even in coarse ground with extremely high permeability. The fluid assures dependable repartition of the pressure, low torque of the cutting wheel and small perturbances of the original ground structure. Very easy access to the front, for tool repair or removal of obstacles, are other features of the WF-Hydroshield concept. For soft ground, the Hydrojet (excavation by immersed slurry jets) permits still further improvements. Field experiences in very mixed face conditions are related. Measured soil subsidences in homogeneous, loose sands above Hydroshield-driven tunnels are compared to calculated values. Dependable shield tail seals, which are a necessary condition for work without compressed air in the tunnel, and an original repair kit are presented. The aim to liberate shield driving from hazards of narrowly defined soil conditions and to broaden the range of applications led to a series of bentonite shield machines, derivated from the initial slurry type, such as Dense Mud Shield, Earth Pressure Balance Shield or shields with hard rock cutterheads. Similar to these constructions, overall stability of the front was the major concern in developing the Hydroshield. CERN, the European Laboratory for Particle Physics, are upgrading their existing particle accelerator for the next generation of experiments and have three major packages of underground construction work in progress. Each package involves the construction of shafts, cavern, tunnels and surface buildings. This paper gives an overview of CERN, the LHC Project and a more detailed discussion of design process, design review and construction works of Experimental Point 5. The LHC works at Point 5 include two large shafts, two major parallel caverns with a total span of 50 m, which are separated by a 7 m wide and 28 m high concrete pillar, and a system of secondary tunnels and caverns. The overburden ground consists of around 50 m of water bearing moraine (silty, clayey gravels and sands) overlying 20 mof molasse, which consists of horizontally bedded marls and sandstones. The shaft shave been constructed with ground freezing, primary concrete lining, membrane and secondary slip formed concrete lining. The concrete pillar was then excavated and concreted in advance of excavation of the two caverns. Cavern construction includes primary support of shotcrete lining and rock bolts, followed by waterproof membrane and primary support of shotcrete lining and rock bolts, followed by water proof membrane and insitu concrete secondary lining.

This paper describes research that seas conducted on bit wear and respirable-dust generation. The investigation was performed by the US Bureau of Mines (USBM) and West Virginia University (WVU), a member of the Generic Technology Center on Respirable Dust. The USBM investigated wear, energy and dust characteristics of various conical bit designs when cutting rock. WVU studied the functional relationships between wear, cutting force, energy and dust of one type of conical bit cutting coal. The objective of the USBM study was to identify qualitative bit-selection guidelines. The objective of WVU&apos;s research was to determine optimum bit-replacement guidelines. Both research studies found that bit geometry (a function of bit design and wear) influences energy consumption and dust generation. Bit selection and replacement recommendations are given.

The .Florida land-pebble mining industry of central Florida was examined to identify trends in land use; conflicts in land use; and the effect of the conflicts on mineral resources. Many conflicts exist in the study area, such as conflicts with other users of land resources and land surface; conflicts with high revenue land users; conflicts for land surface in urban and suburban areas; and conflicting restrictions concerning utilization. Projections are made showing that lands in phosphate company ownership are expected to be made available to help meet the need for future urban expansion in the study area. Some phosphate resources have been lost due to land use conflicts, however, most of the resource loss has been small. Land use conflicts and phosphate mining are reconcilable and considerable progress toward their maximum and multiple use of land and mineral resources can be resolved through farsighted planning based on factual data.

During the past two decades, the emphasis on technological advances in US underground coal mining has focused on longwall mining. But there also has been a steady, although less spectacular, advance in the state-of-the-art in room-and-pillar mining. This has been stimulated by the successes of longwall mining in mine cost reduction, increased availability and improvements in haulage infrastructure, such as conveyor belt haulage. In addition, changes in management practices, such as nine- or 10-hour shifts, and marketing pressures have resulted in changes in the use of equipment. The net result of these changes has been the creation of modern room-and-pillar operations where average production levels currently exceed those considered very good 20 years ago. In fact, current production levels considered outstanding were considered unattainable two decades ago.

Contract 75-124-211 extends along the Chicago River from Roosevelt Road on the south to Ogden Avenue on the north. In addition a branch tunnel runs east from approximately mid-project ending near Lake Michigan. The contract was bid on December 14, 1977 with three joint-ventures submitting bids. Of these the joint venture of J.F. Shea Co., Inc. Walnut, California, (Sponsor), Peter Kiewit Sons&apos; Co., Omaha, Nebraska and Shea Company and Associates, Walnut, California was low with a bid of $101,976,680.00. The MSD awarded the job to the Joint-Venture on January 5, 1978 with a scheduled completion date of January 23, 1983. The project consists of the following major items of work: (1.) A 25&apos;-0" minimum diameter Construction Shaft, 220 feet deep (2.) 13,726 Linear Feet of 30&apos;-0" Concrete lined Tunnel in rock (3.) 6,648 Linear Feet of 13&apos;-0" Concrete lined Tunnel in rock (4.) Seventeen concrete lined Drop Shafts varying in finished diameter from 4&apos;-0" to 12&apos;-0", and each approximately 250 feet deep with chambers and connections to the tunnels varying from 100 to 1300 feet in length.

California was the leading state in industrial mineral production value with an estimated value of nearly $2 billion. In total value of U.S. non-fuel mineral production estimated for 1992 by the U.S; Bureau of Mines, California ranked second; 81 % of California&apos;s total production value was derived from industrial minerals. California led all other states in the production of boron minerals, portland cement, diatomite, calcined gypsum and construction sand and gravel, and ranked second in potash and soda ash production. California&apos;s five leading industrial minerals in terms of value were portland cement, construction sand and gravel, boron, crushed stone, and soda ash. California had 13 additional industrial minerals production with reported sales of over $1 million including; industrial sand and gravel, magnesium compounds, lime, salt, potash, natural sodium sulfate, clay, feldspar, crude gypsum, pumice, dimension stone, calcium chloride and perlite.

INTRODUCTION The concern of occupational exposure to diesel exhaust pollutants is an important workplace issue for the mining industry. During the last three decades of diesel operations at Inco, a significant amount of research and improvement has been made in the area of work environment, and effective diesel operation. This paper will review the experience gained by Inco&apos;s Ontario Division from the implementation and the use of modern engines, improved fuel quality, and the exhaust control technology, coupled with adherence to proper maintenance and ventilation design and practices. Past monitoring practices and the current occupational monitoring program at lnco are outlined. A major new research initiative involving multi-stake holders in diesel performance is described. MINING IN THE SUDBURY AREA The discovery of nickel-copper ore in the Sudbury area dates back to the year 1856. The existence of this orebody was noticed when a strong compass deflection was observed by a provincial surveyor. This discovery, even though documented in official re- ports, failed to arouse any public attention at that time. In 1884, a rock-cut was blasted through a small hill near the village of Sudbury to permit laying track for the Canadian Pacific Railway (Boldt 1967). The rock-cut uncovered a body of massive sulfides with a copper content of over nine percent. The mineralization is concentrated along the outer margin of the Sudbury Basin, an oval-shaped structure having a dimension of 55 x 95 kilometres. The ore extends down-dip to to at least 3000 metres below the surface. The mining methods at lnco can be divided into two categories: "filled-stope" and &apos;bulk" mining. This division, in the broad sense, may also reflect the environmental conditions of the mine. In the past, the selection of a mining method was based on the size, shape, grade and the strength of the ore and its surroundings. The recent development of improved technology and mining equipment permitted wider application of low cost bulk mining methods. UNDERGROUND DIESEL EQUIPMENT The first diesel-powered machine, a 145-horsepower scooptram, was put into operation in March 1966, in a cut-and-fill stoping complex at Frood Mine. The number of diesel machines underground in the Inco, Ontario Division, mines was increased to 360 units by 1971,550 in 1977 (Rutherford 1978), and over 830 diesel-powered units in 1995. The following list indicates current mobile diesel equipment. LHD 194 Loaders 81 Trucks 28 Jumbo Drills 78 Personnel Carrier 101 Service Equipment 155 Locomotives 50 Bolters 30 Scissor Lift 113 About 20 percent of the LHD and truck units are equipped with electronic fuel controlled engines. COMPOSITION OF DIESEL EXHAUST Diesel exhaust contains hundreds of pollutants (Watts 19921, including components of unburned fuel and lubricating oil and products of incomplete combustion of the fuel and oil. These pollutants are emitted either as gases or as particles. Gaseous pollutants include carbon monoxide, nitrogen oxides, and sulfur ox- ides, as well as a variety of organic compounds, such as hydro- carbons, aldehydes, and polynuclear aromatic hydrocarbons. The particle phase, also known as diesel particulate matter (DPM), is the filterable portion of diesel exhaust. Figure 1 depicts the trimodal particle size distribution that arises from different mechanisms of aerosol generation (Cantrell and Rubow 1992). Primary combustion aerosols, including diesel exhaust aerosol, are formed as very small particles (in the 0.001 to 0.08 micrometre range), but physical mechanisms such as condensation and coagulation quickly transfer the aerosol mass from the nuclei mode to the accumulation mode. These processes result in a mass median diameter of approximately 0.2 micrometres for diesel particulate matter, and 90% of the particles are less than 1.0 micrometre in size. These particles have a high surface area, permitting the adsorption of different substances produced during combustion. Mechanically generated aerosols, on the other hand, typically contain particles greater than 1 micrometre in diameter. The particle phases of diesel exhaust contain three components (Bagley, et al, 1996) shown by Figure 2, namely: a carbon- aceous fraction composed mainly of solid-carbon particles, a sulfate fraction containing small hydrated sulfate particles, and a soluble fraction that contains compounds that are soluble in organic solvents and are adsorbed or condensed onto carbon core particles. These compounds consist primarily of higher molecular weight hydrocarbons and PAH&apos;s and may contribute 15% to 45% of the weight of the total particulate matter (Schuetzle, 1983). The development of a process for direct synthesis of very pure ZnO powders from zinc-bearing waste was investigated. The zinc waste which contains 55% zinc was leached with sulfuric acid. After iron removal by hydrolysis from this zinc solution, purification through solvent extraction by the use of D2EHPA as an extractant was carried out. Then, loaded zinc in the organic solution was stripped and precipitated simultaneously using oxalic acid as a precipitant. Synthesized ZnC2O4 precursors by precipitation stripping were calcined to obtain ZnO powders exceeding 99.9% purity. The effects of sulfuric acid concentration, leaching time, and pulp density on the extraction of zinc were studied and optimum conditions for the solvent extraction were obtained through purification of the zinc solution. The size, morphology, and size distribution of synthesized ZnC204 powders were studied in terms of oxalic acid concentration, temperature, surfactant added, precipitation time, etc.

This paper describes two new gas diagnostic techniques which have been used successfully to determine: 1) the combustion status of underground mines which have been sealed due to fire (Littol1 Ratio); and 2) the location of fires in abandoned, underground mines or waste banks (Kim Ratio). The Litton Ratio makes use of the rate of change of CO, calculated on both an air-free and methane-free basis, from mine gas samples and compares these values with those expected from a normal, combustion-free environment. The Kim Ratio uses the concentrations of total hydrocarbons, C2 ?C5, less the methane, to arrive at ratio values which increase as combustion intensity increases. The details of these two new techniques, their application to real situations, and their limitations will be discussed.

Minter&apos;s excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney&apos;s discussion broadens Minter&apos;s 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney&apos;s discussion and Minter&apos;s reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in a broad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin&apos;s Archean hinterland and its affects on Witwatersrand sedimentation.
