In June of 2002 Hilti North America received the first MSHA permissible approval for usage of a powder actuated tool device in a gassy mine atmosphere. The purpose of this paper is to discuss the implementation of this commonly utilized tool technology in the construction industry, to the underground gassy mining industry over the course of the last 5 years. Prior to June of 2002, underground gassy mining industry had attached materials such as ventilation curtains, power cables, communication cables, signage, and other materials by either manually driving individual spads or nails into the mine roof or rib or by attachment to existing roof bolt bearing plates. The Hilti DX 460 powder actuated tool is portable, durable, and lightweight (4.5 pounds). The Hilti DX 460 powder actuated tool system is powered by Hilti .27 caliber permissible explosive boosters. The energy force of the Hilti .27 booster?s acts on a captive piston principle in the Hilti DX 460 powder actuated tool, that applies the setting force for the direct fastening to the individual fastener chosen for the application by the end user. Each year Hilti can be called upon by MSHA to provide booster materials for re-testing per our Hilti DX PAD 1/00 approval.

At East Union, Knox County, Maine, near the shore of Crawford Pond, an outcrop of basic rock has been known for more than a century. The occurrence has been regarded as an unusual type of peridotite-pyroxenite, containing disseminated and massive pyrrhotite with nickel, copper and cobalt in recoverable amounts. From the outcrop, the sulfide body had been mapped more or less continuously for a distance of two miles through geophysical methods of several kinds. This paper describes the methods in sufficient detail to evaluate their significance. A core drilling program has con- firmed the location of the conductor and offers a positive means of correlating the geophysical measurements with the physical properties of the ore body. The history of the exploration offers a unique opportunity to evaluate the method of multiple geophysical methods.

The limestone deposit of Gâsgruvan, Sweden contains around 89.2 per cent of calcite. Conventional and column flotation studies have been carried out using sodium oleate and modified fatty acid collectors in the presence of sodium silicate modifier. The effects of collector and silicate concentrations, and particle size on the flotation response of calcite have been investigated. The results have been discussed in comparision to the performance of conventional and column flotation cells. The feed size is found to be a significant factor to achieve a high grade calcite concentrate either by conventional or by column flotation. The loss of selectivity at fine particle sizes is examined using a modified DLVO theory.

Traditionally, only the large mining companies have maintained specialist departments in such areas as Rock Mechanics, Ventilation and Safety. To the small companies this has been a luxury that they could ill afford. Any work required by such companies in these areas, more complex than could be handled by the existing staff, was done by consultants. This situation is changing though and there is a need arising for many specialist departments. These changes are partly being brought about by the effects of inflation as the ever increasing costs are causing more and more operators to increase the size of their operations in search of economies of scale. In addition though the plethora of new laws and regulations are creating a need for many more specialists in all areas of mining in order to ensure compliance. The abovementioned factors, added to the existing Pattern of mines endeavoring to improve the working environment for their labor force, both for reasons of practical labor relations and also due to further legislative pressures, have thus created a climate where, in the near future, departments such as Rock Mechanics, Safety, Ventilation, Environmental Engineering and Subsidence Control will be commonplace in mining companies. It will no longer be practical to function without such services. Many mining companies already maintain such departments and this has particularly been true of the big mining groups of South Africa. From the experience gained by many of these large companies with specialist departments, it is clear that the maintenance of a cadre of experienced, competent professionals in such a department has not always been easy. It would seem from the experience gained that one can generalise and state that graduate mining engineers tend not to view specilisation as an optimum direction for their career development. It is of course true that many professionals, especially those with higher than a bachelors degree, do view these areas as valid career options, but even here experience shows that wastage is high. The time therefore seems to be ripe to take a look at this area in some detail to see whether reasons for the problems can be isolated. Working from that some suggestions can be made as to directions in which improvements might be made. If the challenge of the demands of the new regulations are to be met then such improvements must be made.

One of the major operating costs for any labor-intensive operation is that of its employees' wage and benefits package. Today's packages are extremely complex, with multiple pay rates for different grades and shifts, intricate bonus criteria, and expansive benefit packages that include all sorts of medical, dental, pension and other costs that can be "hidden" from direct examination and consideration. The problems of estimating the total cost of such a package to a company becomes even more acute at negotiation time, when pressure from both sides to settle intensify and changes to package offers come rapidly. A comprehensive system is needed that can evaluate these costs and perform sensitivity analyses, on the various components of an agreement so as to aid in the solving of major labor deadlocks, productivity problems, and cost impacts created by those agreements.

Although I will briefly review the current status of coal slurry pipeline technology, I wish to make it clear that this is not a technical paper. It is intended instead to review the current situation on energy resources and requirements, and the environmental, political and economic considerations that mandate a serious consideration of Slurry pipelines as a viable mode of coal transportation into the Georgia and Florida markets. In order to more fully appreciate our current energy situation, it will be helpful to go back a few years and review the evolution of our so-called energy "problem." It was about two decades ago that the first and only major natural gas transmission pipeline was built into the State of Florida by Florida Gas Company. This line was conceived and implemented during a time when gas was plentiful and cheap, and it appeared at that time that unlimited gas reserves were continually being discovered, thus assuring the availability of a clean, cheap fuel and the ,viability of the pipeline system. One of the major factors justifying the original pipeline construction as well as subsequent expansions was a series of long-term commitments under which Florida Gas transported natural gas owned by electric utilities for use as boiler fuel. Thus for the past 20 years Florida industry, commerce, and domestic fuel requirements have been met either directly or indirectly through clean, cheap natural gas which would not have been otherwise available without the pipeline system.

INTRODUCTION Resin bolting systems continue to gain popularity in underground coal mines in the United States, and their general success under a wide range of geological and operational conditions is well documented. In 1984, 36% of all bolts used were resin-grouted systems. However, many questions dealing with basic support mechanisms and the influence of various factors on bolt effectiveness in situ remain only partially answered. The Bureau of Mines' Denver Research Center conducted a major research project to investigate the influence of installation procedures on the effectiveness of resin-grouted roof bolts. The project consisted of two main studies: the first dealing with the contribution of bearing plates to the load-carrying capability of the bolt; the second examining the relationship between installed grout column and the anchorage capacity as measured by the standard pull-out test. Additionally, a finite-element computer model and other analytical and empirical techniques were applied to aid in the basic understanding of the test procedures and to examine the load transfer mechanism in resin-grouted bolts, which to date has not been comprehensively assessed. The plate study includes field test results from two mines (Fig. 1). At these test sites two behavioral parameters were measured: the actual loads that bearing plates were subjected to when installed in conjunction with full-column resin grouted bolts, and the roof movements generated by the applied loads. Results indicate that bearing plates are subjected to varying degrees of loading, which range from conventional installation pressures of 2.2 kN (500 lb), up to a measured load of 142.4 kN (32,000 lb) when the immediate roof is shifting and deforming. These measured loads indicate that the bearing plate is an integral part of the support system. Differential sag stations, installed to monitor roof displacements in the test sites, show the highest degrees of loading occur in conjunction with the largest amounts of movement. The column-length study addresses possible reductions in anchorage capacity of "full column" bolts. These reductions could result from such factors as the loss of grout to surrounding strata, or improper mixing of catalyst and resin. High pressure roll grinding (HPGR) is a mature but still expanding comminution technology. In the metals mining industry, HPGR is slowly gaining acceptance as a cost-efficient, high-throughput alternative for plant optimization. The increasing need to treat ores with progressively lower grades, complex mineralogies, refractory metal occurrence and variable rock types requires an energy-efficient comminution technology that reduces metallurgical problems inherent in conventional crushing and grinding, while stabilizing leach and flotation circuits and increasing metals extraction. This paper will summarize our latest HPGR pilot test results for gold and copper projects in the United States and South America and their confirmation through the first HPGR operation in copper mining. This paper will also stress the use of the high pressure grinding roll as a metallurgical tool. The application of HPGR for the treatment of heap leach SX-EW ores, semi-refractory gold ores, waste rock material and concentrator feeds will be illustrated.

INTRODUCTION We will discuss here only the subway construction phase; that is, two to five years at a given location--not the long-term analysis. We also will compare some tunnel construction methods used for BART and in Los Angeles. Typically, urban planners and engineers try to balance a new mass transit system to include tunneled subways, cut-and-cover construction in city streets, and elevated guideways. Their decisions are based on many factors, most of which can be quantified. But there are some socio-economic-environmental factors which are almost intangible, or nonquantifiable, and these are rarely included in the final report for a rapid transit system. There are two reasons for this: First, it is difficult to evaluate disruptions and psychological inconveniences to individuals and to the community during the construction period, and even more difficult to assign costs because the valuations are always subjective. Second, the rapid transit project capital costs are given in the final report and the public knows them; but the intangible social costs are borne by the affected neighborhood community, not the entire city, and as such they are "hidden costs," which in fact may add as much as 25 percent to the total system cost.

The ICMM Sustainable Development Framework provides the basis for achieving this vision by assisting the industry to improve its performance. Two years on from the first SDIMI conference, significant progress has been made in further developing and implementing the Framework. To fulfill their commitment to implement and report performance against the ten sustainable development principles in the Framework, ICMM’s corporate members have committed to report ‘in accordance’ with the GRI 2002 Sustainability Reporting Guidelines and the Mining and Metals Sector Supplement, developed by the GRI and ICMM. While much remains to be done, development of the Supplement and the commitment to reporting mark an important milestone for ICMM and the sector.

INTRODUCTION Standards limiting the annual exposure of United States uranium miners to radon daughters were established in 1967 at 12 Working-Level-Months (WLM). The standard was reduced by a factor of three, to 4 WLM, in 1971. Currently, the standard is again being examined to determine if it should be changed. Since 1967, Union Carbide has calculated individual monthly exposures in company and contract-operated mines located on the Colorado Plateau. Although it has been possible, by extensive ventilation control measures and accurate routine sampling, to meet the current exposure standard, there are many miners whose exposures closely approach the 4 WLM standard for any given year. However, it was noted that for miners who work for any extended period of years the [average] exposure was much less than the standard. The primary purpose of this paper is to show that, in effect, any annual exposure standard to radon daughters results in a long-term exposure considerably below that standard. Further, most miners, due to their job assignments and/or employment habits, only receive a small fraction of the standard. HISTORY OF EXPOSURE STANDARDS Prior to 1967, radiation protection in uranium mines was fundamentally based on a radon daughter concentration guide. In 1960, the American Standards Association published mine and mill radiation protection standards (ASA-1960). The Colorado Department of Mines, in 1961, adoped a standard which followed the ASA Standard and provided that if concentrations exceeded 10 Working Levels (WL), the area was to be shut down until corrective action was taken; if between 3 and 10 WL, corrective action was to be initiated; between 1 and 3, additional samples were to be taken and individual exposures evaluated; and if below 1 WL, conditions were considered to be controlled. In 1967, the U.S. Department of Labor issued the first exposure standard which called originally for limiting annual exposures to 3.6 WLM but which was later changed to 12 WLM. The complicated regulatory developments leading to this standard have been described elsewhere (Beverly-1969, Rock & Walker-1970). Effective July 1, 1971, this exposure standard was lowered to 4 WLM per year, which is the current standard. Over the past year, there has been speculation about the potential risk to uranium miners working at the present standard. A recent NIOSH Study Group Report (NIOSH-1980) concluded: "There is also strong evidence that a substantial risk extends to and below 120 WLM of exposure." The 120 WLM corresponds to a miner working in uranium mines for 30 years, a rare occurrence, at an exposure rate of 4 WLM per year, an even rarer occurrence. On the other hand, the General Accounting Office, in a recent Report to the Congress (GAO-1981), was very critical of reports by NIOSH on general low-level radiation risks. The GAO recognized that”...important questions remain unanswered about the cancer risks of low-level ionizing radiation exposure;" and recommended that Congress enact legislation giving statutory authority to an interagency committee to coordinate Federal research on health effects of ionizing radiation exposure. The International Commission on Radiation Protection at its March, 1980 meeting recommended limiting the inhalation of radon daughters to 0.02 J per year, equivalent to 0.4 WL, which on an annual basis would be 4.8 WLM and noted it is common to reduce this figure by 20% for allowance in the case of uranium miners for external and/or dust exposure(Sowby-1980). This is essentially equal to the present standard of 4 WLM. As earlier uranium miner exposure studies are reevaluated, and as new studies are conducted, it is important that the relationship between regulatory standards and the resulting actual exposures be recognized. UNION CARBIDE URANIUM MINING EXPERIENCE Union Carbide started mining Colorado Plateau uranium-vanadium ores in the late 1920s for the contained vanadium values. In the early 1950s, the Atomic Energy Commission contracted Union Carbide to produce uranium at mills located in Uravan and Rifle, Colorado. The company now has over fifty years of mining experience in the area. Some mines are operated as company mines and others are operated by private mining companies under a contractual arrangement. Ventilation, sampling, and exposure calculations are carried out the same in contract mines as in company-operated mines. Data presented in this report do not differentiate between company or contract employees and include all employees who worked underground any portion of a year in Union Carbide mines from 1967 through 1980. At the peak of uranium mining activities in 1970, there were 577 miners employed at year end (285 company employees and 292 contract) and 52 mines in operation (8 company-operated and 44 contract mines). Contract mines varied from two-man operations up to 15 employees. Company mines were generally the larger operations and employed from 20 to 100 miners.

Heap leach mining requires liners in order to contain leaching solutions for both economic and environmental incentives. The use of HDPE geomembrane liners for heap leaching is discussed in this paper. Comparison is made to clay liners, with inclusion of economic considerations. Several heap leach projects incorporating geomembranes are discussed.

Bentonites and bentonite containing sealing materials are used since many years for sealing purposes in foundation, dike construction, hydraulic engineering and landfill construction, especially for encapsulation of old waste deposits In the near future compacted bentonites will be important components of multi-barrier systems for dry charge of old mines, for underground disposal of hazardous or radioactive wastes. Because of their exceptional physical, structural and chemical properties, bentonites are offering manifold possibilities to protect the environment against the negative effects of dumping grounds. Often the compliance with legal regulations for waste dumping or the isolation of contaminated areas is possible only by using bentonite containing sealing systems. The essential properties of bentonite, bentonite containing building materials and the different techniques of making horizontal technical base liners and vertical cut-off walls are explained. For horizontal technical base liners the adsorption ability, the ion exchange capacity and the swelling behavior of bentonites are important. For cut-off walls bentonite controls the rheological behavior of the slurry and is responsible for the low permeability of the hardened bentonite-cement-wall. In the multi-barrier systems of repositories for chemical or radioactive wastes compacted bentonites are considered to be favourable sealing and backfilling materials because of their high swelling capacity, their adsorption and ion-exchange ability and their plasticity in water saturated state.

A portion of the Massachusetts Bay Transportation Authority's Red Line Extension through Somerville, Massachusetts consists of 1,553cm (5,092 LF) of hard rock tunneling 6.7m (22 ft.) diameter horeshoe, 148m (485 LF) of mixed face tunneling, 7.2m (23 ft.) diameter circular, beneath an active railroad in a heavily commercialized business district. This paper will deal with the excavation of the mixed face area without the use of a shield. It will address the special excavation and support problems encountered during tunneling operations using the floating crown bar and modified spiling methods. Topics covered will include excavation and support methods, cement grouting, compaction grouting, and instrumentation. PROJECT DESCRIPTION The Davis Square to Porter Square Tunnels and Shafts Somerville/ Cambridge, Massachusetts is part of the Massachusetts Bay Transportation Authority's (MBTA) 5.1km (17,000 ft.) Red Line Extension. This extension runs from Harvard Square, Cambridge, to Alewife Brook Parkway, Cambridge through Somerville. This portion (MBTA Contract #091-106) required the excavation and concreting of 1,701m (5,580 LF) of single track twin tunnels consisting of 1,553m (5,092 LF) of conventional hard rock tunneling under 56 residential properties and 148m (485 LF) of mixed face tunneling beneath an active railroad in a heavily commercialized business district. The mined diameter of the mixed face tunnel is 7.16m (23.5 ft.) Access to the tunnel was via the Summer Street vent shaft, and the two Grove Street access shafts where all tunnel excavated materials were removed.

Stability diagrams for the Cu-S-H2O system have been widely applied over many years. Stability diagrams for aqueous systems generally, have been generated by computer, but with the programs for Potential-pH diagrams in particular, a common routine leads to error in multi-element systems. In this paper these errors, and some misinterpretation of diagrams are considered. In most of the published diagrams for the Cu-S-H2O system there has been no account of the sulfide complexes of copper. Here, the free energies of formation for the various species in the system have been re-evaluated for consistency, and some diagrams for the Cu-S-H2O system ( generated with the program DIASTAB Vers.5 ) are presented.

High-temperature roasting of alunite in the presence of K2CO3 gives rise to a reaction that results in up to an 80% recovery of its potassium content as K2SO4 by leaching of the roasted mixture. K2SO4 is also generated from the reaction between the added K2CO3 and the SO3 driven off during roasting of the alunite. This limits the environmental and corrosive problems involved in the thermal treatment of this mineral. A solid residue containing mainly aluminum oxide is also obtained. This could be used as raw material for the production of aluminum, as the use of K2CO3 does not introduce different cations than are in the ore. A statistical study was performed on the factors assumed to affect the recovery of potassium, namely, roasting temperature, K2CO3- alunite stoichiometric ratio and leaching temperature.

This paper investigated the airflow pattern in the working face area during a cross-cut development. The study used a 10:l scale face model and a mock continuous miner. Results showed that keeping up the line curtain is essential in order to avoid recirculation and to control respirable dust and methane, in the face area.

The ever increasing costs of labor and supplies have made it imperative that operators of open pits look for some way in which to cope with these increases. One of the most logical ways to increase the efficiency of an operation is by the introduction of larger haulage equipment, as generally haulage costs are the greater portion of the over all expenses. These larger haulage units require larger shovel units. In the late 1930's and the early 1940's large mining, quarrying and heavy construction operations had more or less standardized on the 4 to 6 cubic yard shovels. During this same period the haulage units were generally 22 to 27 tons. Some ten years ago 9 - 13 cubic yard shovels along with plus 50 ton haulage units were introduced by manufacturers in an effort to enable operators to decrease costs.

The Bulagidun copper-gold system occurs in Tertiary andesitic volcanic rocks. It is located (figure 1, from Curless, 1991) ca. two days walk from the coast in an isolated area on the northerly slope of the main range of mountains, in steep terrain dissected by erosion. Detailed and district-scale exploration from 1988 to 1991 by BHP Minerals defined a small, sub-economic resource of gold and copper. One preliminary estimate of the resource in bedrock suggests 14.4 million tons at 0.68 grams / Tonne Au and 0.61% Cu, in multiple small bodies.

The goal of this project is to develop, demonstrate, and document the beneficial use applications of a ponded F-fly ash as a road subbase material for the 2.1-mile Meredosia Industry Access Truck Route in Meredosia, Illinois. Approximately 60,000 to 70,000 cubic yards of ponded fly ash are proposed for use on this project without negative environmental impacts to surface water or groundwater. The County Highway Truck Route will consist of a 24-foot wide road built on a 0 to 7-foot thick compacted F-fly ash subbase. Laboratory testing indicates this fly ash will serve adequately as a road subbase, conforming to IDOT standard specifications. The economic considerations of using the Meredosia F-fly ash will also be developed so that a detailed cost-benefit analysis can be prepared for this project and for future projects. This project represents a two-year cooperative development and demonstration effort among the Office of Coal Development and Marketing (OCDM) of the Illinois Department of Commerce and Community Affairs (IDCCA), Southern Illinois University (SIU), Morgan County Highway Department (MCHD), Illinois Department of Transportation (IDOT), AmerenCIPS, and the Morgan County Regional Planning Commission. It is anticipated that monitoring activities will continue for a period of three (3) years after the completion of this project. The MCHD and IDOT will oversee all construction activities and long-term performance evaluation studies. Successful demonstration of large-volume beneficial use applications of F-fly ash at this site will significantly reduce management costs for power plants burning Illinois Coal. Furthermore, it will encourage similar utilization strategies at other sites in the State of Illinois.
