In 1990, the former Soviet Union ranked first worldwide in the production of asbestos, chromium, iron ore, iron and steel, lime, manganese, mercury, nickel, peat, potash, and titanium. Since the middle of this century, that nation had maintained one of the world's most valuable mineral industries, ranking number two in 1950 and number one in 1990. It is clearly an enormous mining industry, with more than 1300 enterprises and an estimated employment base of 1.2 million persons (Table 1). Despite its size and historical achievements, however, the mining industry of the 1990s in the former Soviet republics is encountering problems in performance, efficiency, transportation and utilization. The industry operates below full capacity and is plagued by outdated technology and equipment, rising production costs, capital shortages and labor strikes, in addition to general economic deterioration and civil unrest. Attempts to boost domestic minerals supply in the republics so far have failed because of economic difficulties. And the republics lack the financing required to initiate new, large-scale development projects.

The hydrophobicity of six coals ranked from lignite to anthracite is studied through contact-angle measurements, bubble attachment-time measurements, FTIR spectroscopy, and Hallimond-tube flotation. The preliminary study shows that the hydrophobicity of coals can be told by the bubble attachment times of coals (a kinetic criterion) or by the contact angles (an - equilibrium criterion). A general agreement between flotation response of coals and measured bubble attachment times or contact angles is observed in the present study. However, the study also shows that the hydrophobicity of coals can be predicted by FTIR spectroscopy work with proper manipulation of the spectra. Both hydroxyl and carboxyl groups in the coals are proven by FTIR work to be responsible for the change of coal hydrophobicity. A new criterion for the hydrophilicity index of coals from FTIR spectra is introduced through the study.

A laboratory technique is presented that uses the Knelson Concentrator and a relatively small sample to predict the amenability of a given gold ore to gravity recovery. The technique applies to develop­mental orebodies as well as retrofitting existing plants. Justification for this approach is discussed. Actual results of the technique applied to existing and prospective circuits are presented and discussed.

An ore reserve block model is the basis for various decisions in mine development and production. The block model is initially built using the information from the drillhole data only. Once the mine is put in operation, the information from the blasthole data becomes available. Since the spacing of the blastholes are much closer than the exploration drillholes, the blasthole data gathered from the mine over the years become quite extensive containing valuable information about the deposit. In practice, the information from the blastholes is the basis of determining the ore and waste boundaries between and within mining blocks. In an ore reserve model, the valuation of blocks on and close to the pit face can obviously be improved by using blasthole data from neat by drilled and mined-out blocks in addition to using the widely spaced drillhole data. The ideal basis on which to integrate blasthole and drillhole data is to use cokriging.

This paper summarizes some preliminary results of the Illinois State Geological Surveys current investigation into surface subsidence resulting from coal mining in Illinois. The purpose of the study is to characterize-the vertical movements that may result from various types of underground coal mining. In general there is relatively little published information about subsidence from room-and-pillar mining as compared with longwall mining. The findings of this study, based on mining operations in a variety of geologic settings, delineate the magnitude, shape, and position of the subsidence profile. Comparisons of case histories of subsidence are based primarily on the extraction ratio and the general geometry of the mine (depth, panel width, and mining height).

The xanthate adsorption mechanism on pyrite was investigated with an emphasis on solubility studies. Additionally, adsorption studies, Eh and infrared spectrophotometer measurements were performed. Pyrite floats at pH levels between 3 and 6 using ethyl and amyl xanthates with a maximum at pH 4. The solubility of pyrite in the absence and presence of xanthate was investigated in detail with respect to pH and conditioning time. Experimental results showed that the solubility of pyrite increases from 60 to 120 ppm (10-3 to 2x10-3 mol/ L) in the presence of xanthate at pH 3. Fourier transform infrared (FTIR) spectra of ferric xanthate, dixanthogen and pyrite conditioned with xanthate indicated that dixanthogen is the only species that can be determined on the pyrite surface. Adsorption tests showed that the highest level of xanthate adsorption was in the acidic range; yet higher adsorption densities were detected in neutral solutions compared to alkaline conditions. Electrochemical data suggest that the doubling of the iron concentration is due to the reduction of ferric ion to ferrous by xanthate while xanthate is oxidized to dixanthogen. Dixanthogen formation together with the hydrophobic iron hydroxy-xanthate complex on the surface is proposed to be responsible for pyrite flotation. Over the last two decades, the mining industry has spent considerable time and effort in installing sophisticated control systems (including expert systems) to regulate and improve the performance of AG/SAG mills. Yet the need for these systems is often overlooked – unmeasured and uncontrolled variation in the feed material. With AG/SAG mill technology replacing rod and ball mills as primary grinding equipment, the need for careful and thoughtful feed preparation has gone. To maximise mill throughput, operations need to better understand the ore characteristics affecting AG/SAG mill performance. Industrial operating data will be used to illustrate these ideas and concepts. It is often quite surprising which ore characteristics that are the most influential on mill throughput.

Estimating the risk of lung cancers for workers in uranium mines and defining the resulting dose equivalent limits have been made possible thanks to work carried out in two scientific fields : physics and epidemiology. Theoretical calculations on the basis of physical models for the former and epidemiological surveys on the mortality of uranium miners from lung cancer for the latter. However, even though considerable work has been done in these two areas, the results obtained still remain controversial on several points. The radioactive and physical instability of the aerosols present in the atmosphere of the mines and the biological complexity of the human lung which even the most sophisticated physical models can reproduce only very schematically have often proved to be insurmountable difficulties for physicists, explaining the uncertainties which subsist concerning the dose delivered to the various parts of the respiratory tract from the air breathed by miners during their work. Epidemiological investigations on the other hand, in spite of the high quality of the surveys carried out, remain open to criticism, essentially because of the very approximative estimation of the individual occupational exposure to radon daughters. This is due to the fact that uncertainties arise from the measurement of radon gas if the state of equilibrium with the daughters is not accurately known or, if the active deposit is measured, to the fact that these measurements are insufficient in number. The controversies and discrepancies which subsist with regard to the evaluation of the level of risk, and in particular for low doses, can thus be understood. In addition, epidemiological surveys cannot dissociate the carcinogenic action of radon from the synergistic or potentiating actions of tabacco and of other pollutants present in uranium mine air. Animal experiments have been largely taken into account for evaluating the toxicity of various radionuclides. This type of experiment is necessary when human data do not exist and has provided us with much information. For instance, the relative biological effectiveness of the various types of radiation, the metabolism of radionuclides and the mechanisms of cancer induction have been approached and satisfactorily resolved in this way. Concerning radon and its daughters, however, animal experiments have been used very little even though it seems apparent that they should complement epidemiological studies. For instance, whereas doubt can be cast on the data obtained from human epidemiology because of the uncertainty concerning the individual exposure of miners, those drawn from experiments are indisputable because in this case the dose is as perfectly known as the effect. In addition, the effects of radon can experimentally be appreciated separately whereas in the surveys, they cannot be dissociated from the effects of the other pollutants in the mine. Finally, there are no other means of dealing with the mechanisms of cancer induction. In order to gain any useful knowledge from this method however, the experimental model must necessarily present certain methodological guarantees and the effects seen in the animals must enable a comparison with those which appear in man. For this reason we will present here the animal model we have been using for 15 years, and will give the results obtained and compare them with human data and made a synthesis. Finally the conclusions which can be drawn will be discussed as well as their limitations with respect to the protection of uranium miners. I - MATERIAL AND METHODS Male SPF Sprague-Dawley rats were used. At the onset of the inhalations they were around 3 months old. Their small size makes it possible to expose a large number of animals at the same time. Their life-span is long enough to be able to follow the evolution of the cancers and to estimate the latency time. Finally, they present the advantage of having a very low rate of spontaneous lung cancers (SANDERS, 1979). I.1 - Three inhalation techniques were used. 1.1.1. – [Inhalation of radon decay products.] The inhalation apparatus has been described previously (CHAMEAUD et al. 1971). The first experiments utilized a room of a half cubic meter linked to a source made up of high grade uranium ore. Later on, a large installation was built with a 10 m3 inhalation chamber making it possible to expose up to 500 rats at one time at radon concentrations ranging from 100 to 10 000 WL for variable lengths of time (1 to 10 hours per day). These concentrations are higher than those to which the miners are generally exposed, but in order for the cumulated doses in man and in animal to be similar and delivered for the same fraction of their respective life-spans, the ratio of the concentrations should be approximately that of the life-spans. The concentrations of radon and its daughters during the experiments were carefully controlled thanks to multiple samplings of radon gas associated with measurements of radon decay products. An historic underground copper mine in Wyoming is discharging neutral but copper-laden water into a pristine creek. The EPA-deferred site qualifies for reclamation by the Wyoming Abandoned Mine Land (AML) program. The cleanup goal is to restore the discharge so that the creek can eventually support a trout fishery. Hydrological and geochemical investigations underground have suggested two sources of mine water: one clean and the other containing copper. Results of bench-and pilot-scale tests support the viability of using low-cost passive treatment techniques to reduce copper concentrations in the near-freezing mine discharge.

Over the past 20 years, diesel-powered equipment has been introduced into the underground mining environment in increasing numbers. While the introduction began years earlier in the metal-nonmetal sector, the exponential growth in coal mining use during this time has been more pronounced. Reasons for the continued use and rapid growth of diesel equipment in underground mines are easily understood. The safety and operational advantages afforded by this equipment in production and support systems are demonstrable. As other mine operators witness the advantages enjoyed by their competitors, they too move to introduce an increasingly diverse array of such equipment into their underground mines. As with any industrial technology, the use of diesel-powered equipment entails potential safety and health concerns. Existing Mine Safety and Health Administration (MSHA)approval regulations (30 CFR Parts 31, 32 and 36) apply only to diesel locomotives and mobile diesel-powered equipment for noncoal mines. In the absence of specific regulations, MSHA has required the use of equipment approved under Part 36 (gassy noncoal mines) for areas of underground coal mines where permissible electrical equipment is required. However, a considerable amount of diesel-powered equipment without explosion-proof or fire prevention features is in use in areas of coal mines where permissible electrical equipment is not required. It is on the use of this latter class of equipment that MSHA is focusing much of its regulatory attention relative to coal. The agency also is focused on revising existing occupational exposure limits for gaseous emissions and instituting limits on diesel particulate emissions for both coal and metal-nonmetal mines.

If not well-managed, a mine-tailings facility may become a major source of risks, endangering the community and environment, and damaging the reputation of the minerals industry regarding sustainability. Identifying, characterizing, and mitigating the hazards and risks associated with tailings facilities have been critical to the maintenance of community-safe and environmentally sound mine-tailings facilities. Herein, a complex network model for characterizing the hazards and risks associated with the lifecycle of tailings facilities is presented. In this approach, the hazards are modeled as vertices of the complex network, and the interactions among the hazards are modeled as edges of the complex network. The complex network for modeling the hazard and risk spreading of mine-tailings impoundments is analyzed and characterized by using network metrics such as the network density, geometrical characteristics, characteristic path length, network efficiency, and clustering coefficient. The degree distribution of the network obeys a power-law distribution, indicating that the network for characterizing the risk spreading associated with a tailings facility is scale-free. According to the results of calculations and existing research results, the network is ultrasmall-world. By analyzing the change of the global network efficiency under four kinds of different methods to remove network nodes and edges, network nodes with higher between centrality (BC) are identified as critical. The removal of those critical nodes helps mitigate risks associated with a tailings facility and reveals the vulnerabilities to BC attacks.

The paper reviews current mining subsidence research at The Department of Mining Engineering, University of Notting- ham. Special attention is being devoted to prediction of ground movements between the mining horizon and the surface using physical and computer-based models. The paper presented discusses linear and non- linear finite element methods and compares results with those from physical models and field observations. Special attention is focussed on the determination of the effect of caved zones on overlying and underlying geological structures. The paper presents data from comparisons with U.K. case histories.

The sequence of events preceeding the discovery of the Mount Emmons molybdenite include some inadvertent near misses by several groups. The events are given in general chronological order to bring out the essentially contemporaneous, but different activities by several groups in two areas on opposite sides of Mount Emmons. The Mount Emmons molybdenite deposit lies in the Elk Mountain mining district. The west edge of the deposit is near the boundary between the Elk Mountain and Ruby mining districts as shown by the USGS map included (see Fig. 1). Considerable history regarding the Keystone silver-lead-zinc mine is given because of its proximity to the Mount Emmons molybdenite deposit which is on the other side of the mountain from Redwell Basin and where other significant activities took place. It should be noted that there was no documentary evidence available to me that would indicate that molybdenite was recognized to be present on, or under, any part of Mount Emmons, including Redwell Basin, before 1970. Veins containing silver-lead-zinc minerals were discovered in the Elk Mountain and Ruby mining districts about 1872. Some discoveries on the south flank of Mount Emmons about 1880 were developed into the Keystone mine. The Keystone has the largest cumulative production of metal ores of any of the mines in these districts. Most of the 413 Mt (455,473 st) of ore produced from the Keystone mine through August 1967 was produced after 1950. The ore averaged 175.4 gt (5.64 oz per ton) Ag, 2.62% Pb, 5.56% Zn, and 0.72% Cu.

Laser-induced luminescence and breakdown spectroscopy methods appear to be a good tool for real-time evaluation of dolomite content on moving belt. The distinctive feature for time- resolved luminescence is Dy3+ emission in apatite, which is excited by 251 nm laser light and detected with delay time of 5 ms and gate width of 1 ms. The distinctive features for breakdown spectroscopy are 604 nm line of F and P in apatite and 518 nm line of Mg in dolomite. The representative sampling of more than 200 pebbles has been studied by both methods. By luminescence method 100% of dolomite will be identified, while approximately 15-20% of apatite with extremely week Dy3+ luminescence may be mistakenly counted as dolomite. By breakdown spectroscopy the identification is 100% correct both for dolomite and for apatite.

According to statistical theory, the geostatistical methods of ore reserves estimation are greatly superior to any other method. However acceptance of geostatistics by the mining industry has been slow and not as wide spread as one would expect. One of the reasons for this cautious approach is that it is often questioned whether the geo- statistical assumptions are satisfied in real world situations. When blocks of ore are estimated in a mineral deposit, geostatistical theory can be used to determine which method of estimation should give the best results. Using this theory, the relationship between estimated value and true block value can be quantified. There is a need to verify that this theoretical relationship is actually observed in practice, and that the block estimates ' obtained using the theoretical ly best method of estimation, are actually most similar to the true block values. In this paper the results expected according to the theory are compared with the results actually obtained. Sample values from a large bedded gold deposit have been used. Blocks of ore have been estimated by a number of methods, including the polygone, inverse power of the distance, kriging, logarithmic kriging and other geostatistical methods. The block estimates have been calculated from samples on a large grid, and compared with the true block values obtained from additional samples on a much smaller grid. The results of this comparison show extremely good agreement between theory and actual results.

1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. EIA is a procedure aiming the elimination of adverse impacts to the environment from undertaken projects. Historically, it starts in 1969 when NEPA (Nat.Env.Prot.Agency) in the US initiated the EIA ? EIStatement. The EIA procedure was adapted by the European Union with the directive 337/85 and in Greece the Common Ministerial Decision 69269/90 enforced it to the Greek legislation. However, mining enterprises in Greece long before the implementation of the European Directive and in accordance to the legislation of the Public Law 998/79 for the protection of the forested lands were obliged to submit EIA?s and get an approval in order to operate in forested areas. The submitted and approved EIA?s and their implementation by the mining companies were among the positive aspects of the EIA procedures. This paper is examining the impacts of EIA?s in the Greek mining industry its positive aspects as well as their difficulties and their role for the reclamation procedure. The technical and procedural aspects which EIA presents for the mining industry are commented, while proposals, for a more flexible EIA implementation for the Greek Environment are also presented.

Analytical costs are a major part of exploration programs in developing nations which may lack adequate laboratories. Laser-Induced Breakdown Spectroscopy (LIBS), a variant of atomic emission spectroscopy, can reduce exploration analytical costs and can provide the analytical results in <1minute. CPI is now marketing battery-powered, backpack mounted analyzers, using LIBS to analyze for many elements of interest to the explorationist. LIBS is well suited to the analysis of elements in industrial minerals. Limits of detection in ppm for some of these are: Li-1, Be-2, Na-100,B-33, Sr-10, Ba-300, Cs-1, K-500, Fe-500, Mg-500, andTi-500.

Lateritic gold has been the object of study only for a very few years, though nuggets have been mentioned in earlier works even as early as 1984 by Hartt in Brazil. In Mato Grosso State, lateritisation is intense, as is common in all tropical forest areas of the world. Exploration has revealed the presence of recoverable "nugget gold" of variable sizes (30 - 200 gms) but frequently of good size (0 - 40 gms), especially near Cuiaba and Alta Floresta regions. In both of them the host system is a lateritised breccia indicative of a fault or shear zone breccia, though in different lithological domains. The Cuiaba occurrences are phyllitic and show a profile as follows, from top to bottom: 1) Compact ferralite crust. 2) Oolitic to pisolitic compact crust (+ some gold). 3) Mottled concretionary laterite crust. 4) Lateritised "eluvial material" (gold nuggets). 5) Mottled patchy to banded laterite. 6) Banded lateritised phyllite with lenticular to banded goethite. 7) Altered red goethitic phyllite, with quartz veins (+ fine gold). 8) Unaltered grey phyllite with quartz veins (Protore). The Alta Floresta-Juruena River occurrences are volcano-sedimentary and show a profile as follows: 1) Deep brown siltitic, argillaceous and arenaceous material with organic matter (+ gold). 2) Modular and concretionary laterite, compact and indurated, with arsenophyrite in quartz fragments (gold nuggets). 3) Band with silty-clayey matrix and arenaceous in nature. 4) Bedrock meta-arcosian arenite. 5) Volcano-sedimentary with rhyodacites and andesitic basalts, with intercalations of arkosic and greywacke nature. Breccias and quartz veins, and granites associated in different portions (Protore).
