The annual rainfall at Minera Yanacocha's gold mining operations in northern Peru averages 1.2 meters. The influx of water into the operations is higher than losses to evaporation and by ore absorption which results in a positive water balance. To minimize water intake and maintain a balance, some special operating procedures are required, and a system involving diversion ditches, storm ponds, heap skirting and detoxification and treatment of excess water is practiced. An operation background is also reviewed at the beginning of the paper.

INTRODUCTION Morro do Niquel is located near the small town of Pratdáolis in the southwest part of the State of Minas Gerais, Brazil, about 300 km in a straight line north of São Paulo and 300 krn west of Belo Horizonte. The deposit is known since 1935. Systematic exploration started, however, only in 1957 and production with one furnace in 1962. Since 1969, after the installation of a second furnace, the mine produces about 2 500 tons of nickel, contained in ferronickel, per year. This production is now consumed totally by the Brazilian steel industry. The "Morro do Niquel" is a serpentinite stock of 900 by 400 m which rises 200 m high above the surrounding metamorphic rocks of Algokian age (see Figure 1). On top of the hill there is a leached barren zone of about 200 by 400 m, generally 20-30 m deep, which consists practically only of a boxwork of quartz colored brown by limonite. Surrounding this zone on the sides of the hill is weathered, decomposed serpentinite which contains about 213 of the economic nickel mineralization. Roughly 113 of the ore reserves lie below the leached overburden representing ore of a different type. The geological map and cross-section, Figure 2, give a clear picture of the occurrence.

The chain conveyor is utilized extensively in underground mining to convey raw ore, especially coal. It is estimated that several thousand loading and continuous mining machines rely on this type of conveyance. Although the chain conveyor is both efficient and highly reliable, its use is generally associated with the production of noise levels that often exceed 105 dBA at the operator's position. Thus, it is one of the most significant contributors to the occupational noise problem experienced by miners in the underground coal mining environment. Conventional engineering noise controls that result in an average reduction of 4 dBA have been previously designed and implemented. However, a novel solution involving a change in conveyor operation has been proposed that takes advantage of two aspects of conveyor noise: 1) conveyor noise has an approximately cubic dependence on conveyor chain speed and 2) due to the damping provided by coal, a full conveyor is 5 dBA quieter than an empty one. An engineering analysis has shown that a significant reduction in the operating noise level of a typical continuous miner can be achieved through the use of an adjustable speed drive automatically controlled by a coal loading sensor that maintains a full conveyor at all times. The potential reduction depends primarily on the mining conditions (coal seam thickness and the presence of either rock or water) and varies from 7-18 dBA. Other benefits to be derived from the use of a variable speed drive include reductions in power consumption, dust, and maintenance costs.

The dispersion of oily collector has a significant effect on the flotation recovery of ultrafine coal. Generally, reagent dispersion is accomplished by mechanical mixing and/or ultrasonic agitation, followed by direct addition of dispersed collector into the flotation cell. Such dispersion and reagent addition techniques are invariably inadequate and nonselective. A new collector addition technique involving gas phase transport of atomized collector has shown improved results when compared to conventional reagent addition techniques. This technique involves atomization of the collector into the air stream. Under these circumstances, an aerosol is introduced into the flotation cell. Initially, the oil is dispersed within the air phase (continuous with respect to oil), and the air phase is dispersed within the pulp (continuous with respect to aerosol). In the flotation cell, the atomized oil droplets coalesce on the bubble's surface and create a de facto oil-encapsulated bubble. This approach provides excellent dispersion, increases selectivity, and, most significantly, increases the flotation rate of ultrafine coal. Atomization of collector/frother combinations yielded improved flotation recovery and maintained near uniform froth levels, which is a desirable feature in coal flotation. Microscopic examinations of the attachment of oil- coated bubbles at a coal surface were conducted by attachment time and contact angle measurements. Oil-coated bubbles attach at significantly faster rates and with a higher contact angle than oil-free bubbles.

The economic environment of mining is particular and requires special methods for seeking the economic optimization of mining and guiding the construction of logical production planning systems. An interactive program system which generates sequences of mining rates and cutoff grades, using as it's core an open-ended dynamic programming algorithm, is described. The program system is built not with the aim of obtaining a single mathematical optimum, but on the concept of satisfying the mine planner by producing several alternative mine plans and testing various schedules under conditions of uncertainty.

In Louisiana salt mines a sudden erruption or outburst of salt and gas occurs when the heading face approaches a pressure pocket (altered salt with high pressure gas). The resulting cavity is semi-ellipsoidal, reaching lengths of 50m or more. Potential risks from the outbursts include loss of life and equipment. A gas outburst is initiated by "disking" of the salt in biaxial compression and propagates by spalling of the cavity walls and further disking. The outburst is terminated by a combination of dilatancy hardening, increase in stress along the cavity axis, and enlargement to boundaries of the pressure pocket.

The Republic of México is the world's largest producer of celestite/strontium carbonate and natural sodium sulfate. It is also a significant producer of flourspar, barite, graphite, sulfur, feldspar, salt and gypsum. New production may be brought on stream for borates, wollastonite, garnet, calcium carbonate and others. The country covers a geographic area of approximately 2 million square kilometers (760,000 square miles), and is divided into seven geological/geomorphological provinces. Less than 20 percent has been explored in detail for either nonmetallic or metallic minerals. This leaves large areas available for the discovery of world-class industrial mineral deposits. In addition to new deposits of those minerals currently being produced, there is exploration and development potential for borates, magnesite, rare earths, nepheline syenite, heavy mineral sands and numerous others.

High methane liberation and mining depth were two major factors which prompted the development of a high- capacity face ventilation system at Jim Walter Re- sources, Inc., No. 4 Mine. No. 4 Mine, one of four deep shaft mines presently under development, is located approximately 50 miles southwest of Birmingham, near Brookwood, Alabama (Figure 1). The coal seams under development are located in the Warrior Coal Field and include both the Blue Creek and Mary Lee Seams, Depth of cover averages 2000 ft. (610 m) with an average total mining height of 8 ft. C2.4 m). [ ] It is generally accepted that the methane content of a particular coal increases as the overburden depth is increased [l] ; experience to date has shown that the gas condition of the No. 4 Mine is no exception to the rule. To further compound the problem, the over- burden depth, coupled with the relatively soft nature of the Blue Creek coal, has resulted in an initial layout based upon 150 x 150 ft (45.7 x 45.7 m) centers. Considering the above-mentioned mining conditions, the means and the effectiveness of the face ventilation system becomes paramount where productivity is concerned.

The Crosstown 7 Collector System, Contract C28G11, is part of the Milwaukee Metropolitan Sewerage District's Waste Pollution Abatement Program. The contract involves the construction of 1.6 km (1 mile) of 3 m (10 ft.) diameter tunnel in soft ground. The tunnel is 10 m (35 Ft.) below surface and passes through a variety of soils. The eastern leg of the tunnel along Bruce Street is mainly in till material, a stiff, relatively dry clay. The northern leg along 16th Street starts in till, and continues in estuarine deposits - moist sticky clay, with intrusions of alluvial sand and gravel. The contract specifications required that the tunnel be constructed either under compressed air or with an earth pressure balance tunnel boring machine. The S. A. Healy Co., the general contractor, chose the latter option. Additionally, a single pass, pre-cast concrete segmental liner was selected as the lining system. The mining machine was manufactured by Lovat Tunnel of Canada and the segments were made by the Sehulster Company of Milwaukee. The use of this combination of machine and lining is relatively new to the United States and this tunnel is the most extensive built to date with a gasketed, segmental single pass lining for transportation of fluids. This paper details the various aspects of the construction of the tunnel and associated shafts.

GENERAL DESCRIPTION Shrinkage or shrinkage stoping refers to any mining method in which broken ore is temporarily retained in the stope to provide a working platform and/or to offer temporary support to the stope walls during active mining. Since ore "swells" when broken, it is necessary to shrink the muck pile a corresponding amount by draw¬ing some of the broken ore out as the stope is advanced-hence the name. Broken ore retained during stoping is drawn out after the stope has reached its limits. The stope may be left empty or may be filled with waste contemporaneous with, or subsequent to, the final draw. Traditionally the method implies conventional overhand stoping methods with miners working between the muck pile and the stope back, in a space which advances updip with mining and is maintained by balanc¬ing "swell" with "shrink." The shrinkage classification is also applicable to so-called "semishrinkage" methods in open pillar-supported stopes where broken ore is temporarily retained as a working platform but offers no wall support; and to various blasthole shrinkage methods which utilize broken ore temporarily retained in the stope for wall support, but which do not require miners to work from muck pile in the stope. The method is generally applied to steeply dipping veins of strong ore between strong walls. APPLICATION Geometry The geometry of a shrinkable vein is described in terms of dip, width, and regularity along dip. Overall strike and dip dimensions and irregularities along the strike generally impose no restrictions on the method. Dip is ideally 1.2 to 1.5 rad (70 to 90°). As dip falls below 1.2 rad (70°), the shrinkage draw begins to strongly favor the hanging wall side, thus leaving a poor working platform for conventional overhand work. This is particularly true in relatively wide stopes. The sup¬port afforded to the hanging wall also diminishes with decreasing dip, reaching nil as the dip approaches the repose angle of broken ore. Dips below 0.78 to 0.87 rad (45 to 50°) are not generally shrinkable except by open stope "seinishrinkage" methods. Minimum mining width is fixed by working space requirements in the stope-generally about 1 m. Shrink¬age in narrower veins requires that waste rock from one or both walls be broken with the ore and the attendant dilution accepted to achieve the minimum width. Nar¬row stopes are less suitable, encouraging hang-ups and bridging of broken ore, with the attendant problems of erratic draw and incomplete recovery of broken ore. Maximum practical width may be 3 m or less to over 30 m, depending upon the competency of the ore and its ability to stand unsupported across the stope back. This is a vital safety consideration in conventional over¬hand stopes, but is much less of a factor in blasthole shrinkage methods. Very wide veins and massive ore bodies have been mined by transverse vertical shrinkage panels separated by transverse vertical pillars which are either abandoned or recovered later by other methods. Regularity along the dip is a prerequisite of shrink¬age as there must be no serious obstruction to the flow of broken ore downward through the stope to the sill level. Gentle rolls along the dip are acceptable if the local footwall dip everywhere exceeds 0.78 to 0.87 rad (45 to 50°). Off-dip hanging wall and/or footwall splits can generally be mined selectively from a conventional shrink stope as they are encountered without ad¬versely affecting subsequent continuation of shrinkage mining updip on the main vein. Vertical offsets or major rolls along the dip which cannot be "smoothed over" generally require that a sublevel be established with new draw control development. Blasthole shrinkage methods are much less flexible (and thus less selective) in their ability to accommodate any of these irregularities. Ground Conditions The wall rock must be strong enough to stand with the minimal support afforded by the dynamic mass of broken ore in the stope. During active mining, local sloughing from the walls is restrained, but the broken ore affords little, if any, useful resistance to closure of the stope walls. Such squeezing, if present, may bind up the stope and cause the loss of much ore. Pillars left between and/or within stopes are effective in preventing closure but reduce overall recovery. Walls may be re¬inforced by bolting after each stope cut in conventional shrinkage but not in blasthole shrinkage. Ore in place must be strong enough to stand with no natural support across the stope width, although tem¬porary artificial support or reinforcement may be used locally in conventional stopes. Some spalling or sloughing is permissible in blasthole shrinkage as men are never present in the stope. Physical and/or mineralogical characteristics of the broken ore may impose restrictions on stope design and/or operational plan¬ning, and may even preclude the use of shrinkage al¬together. Examples include: ores which, when broken, are cohesive or which tend to pack or cement together under the influence of ground water, wall pressure, and/ or chemical reaction. Such conditions precipitate er¬ratic draw during mining and often result in difficult and/or incomplete final draw; pyritic ores which oxidize very rapidly in the stopes and may generate heat, imposing a fire hazard by spontaneous combustion; sulfide ores which oxidize sufficiently in the stopes to adversely affect mill recovery by flotation; and ores (es¬pecially those containing uranium minerals) which ex¬ude radon gas and thereby impose ventilation constraints on stope design. In most cases these problems can be minimized by limiting the size of stopes, by minimizing the duration of mining activity in each stope, and by promptly drawing each stope empty following comple¬tion of mining.

Locating and defining an ore body with minerals or metals that can be recovered at a profit is the objective of minerals exploration. Direct exploration involves examining and sampling rocks either in outcrop, underground exposure, drill core, or cuttings. Indirect exploration infers the measurement of some physical, chemical, or biological factor that reflects the possible presence of the metal or mineral of interest, or a structure that may act to collect, concentrate, or otherwise favor the presence of the desired commodity. Included here are all forms of geophysical, geochemical, or geotech-nical prospecting. In recent years, indirect exploration has given rise to an impressive number of specialists and a variety of techniques. Less impressive is the success rate or productivity of the modern explorationist. Exploration Productivity Losing Ground Judging from the low number of mine openings or mine discoveries in recent years, the exploration industry is not as productive as it once was. Many will take umbrage at this judgment, but a review of the literature will support this statement. In Canada, from 1951 through 1960, there was an average of 5.6 discoveries a year. From 1961 through 1976 there were only four a year. This nearly 30% reduction occurred despite a massive increase in exploration funding. From 1950 to 1955, the Canadian mining industry spent $5 million (1975 dollars) for each minable deposit found. During the period 1970 to 1975, the cost was $25 million for each one found. The industry was spending five times as much and finding 30% less than a generation earlier. This is not indicative of a productive endeavor. The loss in productivity is even more apparent to explorationists who wander the western US, and are awed by the thoroughness and discovery rate of those early prospectors who explored from 1850-1920. The "old-timers" missed very little. They used pans and crude chemical tests in place of plasma or X-ray fluorescent assay techniques. But, they found ore bodies that led to mines. Today, the best prospecting areas are pockmarked by the hand dug pits, trenches, and shafts left by our predecessors. The success or productivity of the old-timers may be attributed to any or all of several factors. Granted, they were looking at virgin ground and at deposits that in many places were exposed. The factor most critical is, however, that they employed direct exploration methods. They walked over areas of interest, traversed swamps and mountains, and followed "colors" in stream gravels to their source. They also chipped rocks, dug pits, trenched along structures, and followed the "leads." Many of today's explorationists, on the other hand, adopt a more sophisticated approach. A geologic model is conjured up so the exploration team "knows" models, but the model should be applied at a later stage in the exploration effort. J. D. Ridge has written an excellent article on the role and timing of models. Geologists should collect and assemble data, facts, and observations and fit these into a model and not conceive a model and seek data to prove their vision. Further, many exploration managers are adept and talented at devising exploration programs. They can program and use modern exploration techniques and tools. They can apply these and their modeling capacity to assemble a glittering array of targets. It would appear that in all too many instances, creating targets has been equated with and is considered being productive. As noted, finding ore bodies is being productive in exploration. Creating targets may or may not lead to ore bodies. As an end result, locating targets is not productive exploration. How then does one foster productivity in exploration? Some suggestions are to increase the use of direct methods, follow the methods and philosophies of old-timers, look at more rocks, do more field work, use foot traverses, and do more drilling. It may be argued that this is what the old-timers have done and we would then be hoping to find

The Advisory Conference on Tunnelling of the OECD, held in Washington, D.C. in June 1970, has established the following definition: "Tunnelling refers to the construction by any method of a covered cavity of predesigned geometry whose final location and use are under the surface, whose cross-sectional area is greater than 2 square metres". (1) The definition makes clear that the term includes all types of underground construction, be it in hard rock, soft ground, under mixed conditions, underwater, etc. Small-sized tunnels in rock therefore constitute but one part of the tunnelling scene. With an ever-growing urbanisation taking place in industrialized as well as developing countries, the demand for small-sized tunnels is, however, rapidly increasing and requires a far-reaching mechanization of excavation and support functions. This trend is accentuated by the fact that small-sized tunnels are far more labor-intensive than large ones, and, with wages raising at a much faster rate than costs for plant and equipment, this will accelerate the introduction of new tunnelling systems. The primary concern in dealing with contractual arrangements for construction is getting the work completed satisfactorily, in the shortest time, and for the least expense for the owner--while assuring that all other parties associated with the contract make a reasonable profit for their effort. In our complex construction climate of today, achieving all of these is usually not possible. Somewhere between the beginning of design and the completion of the work, disagreements and delays arise which can destroy the best of intentions. Assuming that all parties associated with the contract are acting honorably and professionally, the disagreements generally arise through inappropriate contract types or through flawed contract documents. These flaws can be either sins of omission or commission, but we must find a way to lessen, if not completely eliminate, their impact. Disagreements and delays are directly related to the extra cost which the owner and the other involved parties must suffer. Usually the attorneys are the only ones who come out on the positive side. Inappropriate or defective contract documents can be the result of inadequate time for preparation and review, laziness in not searching out the proper terms and language, insufficient recognition of the proper assignment of risks, or just ignorance as to what is right and what is wrong for the particular project. They can also result from a client, particularly a public agency, providing rigid general conditions and format requirements with which the engineer is not allowed to tamper. Arguments

The effect of pretreatment potential on the response of a gold electrode for Eh measurements in sulfide solutions was examined in terms of measured Eh values and electrode response time. The electrode response time is defined as the time required for the electrode to reach a steady-state value. The relationship between measured Eh values and the hydrosulfide ion concentration is established. The effect of pH, the reversibility of the gold electrode in the sulfide solutions, and the reproducibility of measurements are also investigated. A mixed potential theory is proposed to explain the observations.

It is well established that coal can react with oxygen in air at ambient temperature and as a result heat is produced. If the heat is not fully dissipated the temperature of the coal mass will increase, thereby enhancing the rate of oxidation with a greater production of heat. If this phenomena continues, the coal mass can ignite under favourable heat accumulation conditions. A number of mine fires are caused each year due to this phenomena, commonly known as spontaneous combustion. The early detection of spontaneous combustion is of prime importance to mining engineers since any fire which could be detected at an early stage may save the mine from considerable damage and subsequent loss of production. Obviously, there is no single general criteria by which one can assess whether the under- ground mining of a coal seam will result in liability to spontaneous combustion. This has made it imperative to develop systems for the early detection of heating and to follow its development. In recent years considerable advances have been made in the design and development of methods for the early detection of spontaneous combustion. The Mining Research Laboratories (CANMET) is presently investigating the problem of spontaneous combustion in coal mines with Kaiser Resources Ltd. at their hydraulic mine at Sparwood, B.C. on a co-operative basis, and some of the work was described earlier in the Canadian Institute of Mining & Metallurgy Bulletin (1,Z). This paper summarizes and updates the work done by CANMET on the detection of spontaneous combustion in coal mines.

Sustainable development requires that exploitation of environmental resources is such that it does not result in permanent damage to the environment. In many instances environmental damage is an external cost of the entity exploiting the resource. Ideally, the entity should be forced to internalize this cost. Various financial assurance schemes have been proposed to ensure that the entities fulfill their financial responsibility to restore the environmental dam-age. Prominent among these schemes are ?environmental bonding requirements?. A main issue with these financial assurance schemes is that many times the amount and duration of environmental damage is uncertain. That is, the cost of restoring the environment in the future may be unknown (or unknowable), and, furthermore, the extent of the damage may not be known for many years into the future. Nevertheless, bonding requirements have to be set in advance and the rules for returning the bond and absolving the entity of responsibility have to be specified ex ante. In practice, a problem of allocation of resources arises. To make sure that all external costs are internalized, in the face of uncertainty, will require a sufficiently (arbitrarily) large bond for a sufficiently (arbitrarily) long period of time. But such a requirement may prove too expensive and may result in not undertaking a project (even if, under certainty, the project may be profitable after internalizing all costs). This will result in a reduction in total welfare. Under present bonding requirements, firms are responsible up to the value of the bond. This results in an asymmetry: if environmental restoration is less than the bond amount, the firm has an incentive to restore and reclaim the bond; if the cost of the environmental restoration is above the value of the bond, the incentive is to forfeit the bond, imposing on the government/ society the excess cost. This also may reduce social welfare, at least on distributional grounds since the firm owners pocket the profits and the taxpayers foot the bill. The presence of uncertainty suggests that a fee based reclamation fund may be welfare enhancing. The thinking can be sketched as follows: All firms undertaking environmentally sensitive projects pay into the proposed fund. The fund examines the risks and sets the premiums at the level of the expected restoration costs (not the maximum!) plus administrative expenses. One advantage of the scheme is that this eliminates the asymmetry. Firms with restoration costs below expected end up subsidizing firms whose restoration costs were underestimated. In other words, the industry ends up internalizing the costs not internalized by the individual firms, instead of the taxpayers.

In the UK as existing face capacity is replaced, many of the new faces will have higher installed powers and be located in zones of higher strata temperature. These factors coupled with the need to increase production will result in more faces experiencing environmental difficulies, especially with respect to climatic conditions. In many cases these problems are unlikely to be solved, as in the past, by simply increasing the face air quantity. Therefore other techniques including refrigeration will be necessary, possibly requiring major capital and operational expenditure. It is easy to spend large capital sums and incur high operational expenditure without achieving the desired amount of climatic control. There is therefore a great need for reliable prediction techniques to aid in the making of sound, informed decisions which will have a significant influence in the long term on the level of production costs. A computer program able to predict the heat flows and resultant climatic conditions on a long¬wall coalfaces has been developed. Throughout it's development underground measurements have been used to validate the computer model and it has been shown that for an advancing coalface under normal production conditions that the program predicts the climate to within 1°C of the measured conditions. This paper outlines a number of methods available to improve climatic conditions on longwall faces. The coalface temperature prediction program is used to quantify the effects of these methods on the climatic conditions for a model coalface and a comparison is given. In conclusion a cool¬ing strategy for longwall faces is outlined.

This paper summarizes the research effort in simulating the operation of "Underground Coarse-Coal Hydrotransport Systems" (UCCHS). The equipment of the system to be simulated is already optimally selected by using an analytical optimization model. The purpose of the simulation model is to test the performance of the system and to obtain the distributions of operating parameters such as water and power consumption and amount of slurry delivered to the preparation plant. Knowledge of the distributions of these parameters is essential for the efficient operation of the system.

30.1-THE SCOPE OF SYSTEMS ENGINEERING JAN M. MUTMANSKY JAN M. MUTMANSKY 30.1.1-DEFINITIONS The terms "systems engineering," "systems analysis," and "operations research," common in today's technical literature, often are interchanged because of their similar meanings. However, some differences exist which need explanation. The most convenient way to achieve an understanding of the differences is to start with the definition of a system, namely, a collection of components which interact in a specific manner to accomplish a common objective. Accordingly, a haulage truck, a computer, a missile, a mining company or a nation each may be considered a system. Systems engineering generally can be defined as the conception, planning, design and engineering of any system of interacting elements so that the objective of the system is automatically optimized. Thus, systems engineering normally is con¬cerned with systems not yet activated.',' Systems analysis may be described as a scientific method of making decisions based on a quantitative or other objective evaluation of all action alternatives. It is very similar to systems engineering but usually is not considered to be restricted to problems of design prior to use. While the previous two disciplines are somewhat vague and can encompass a great variety of engineering functions, operations research can be more specifically defined as the application of mathematical models to the problem of optimizing the objective of any predefined system. Systems analysis and systems engineering are closely aligned sciences but opera¬tions research differs in the following ways. First, it generally is associated specifically¬with optimization and mathematical models while the other two often are not. In addition, it, is used predominantly on well-defined problems which can be ex¬pressed in mathematical terms. However, systems engineering or systems analysis may deal with highly complex social or governmental systems which may be ill¬defined and unsolvable by the classical methods of operations research. Finally, systems analysis and engineering always strive to look at the entire system to avoid the problem of suboptimization often necessary in operations research because of the necessity for a mathematical model. The primary criteria used by the mining industry to judge the merit of a project is internal rate of return (IRR) rather than net present value (NPV), although NPV is favored by academicians. This paper discusses the problems of IRR and NPV and compares the multigoal nature of the decision¬makers and their need for informa¬tion having the characteristics of NPV and IRR. The conclusions reached are that both NPV and IRR can be used for investment ranking, that NPV suffers the same multiple root problem as does IRR, and the use of conventional incremental IRR to reach NPV¬consistent project ranking is mis¬leading.
