The problems of the domestic merchant fluorspar producers are more or less common with those of many other producers of metallic and non-metallic minerals. For more than ten years the American fluorspar producers have seen an ever lowering price in the market-place for the fluorspar product, while their labor and material costs-continue to mount steadily. This cost-price squeeze has forced out of business all but a few of the merchant producers, and only two captive producers continue to operate, and one of them has announced early curtailment. The prices of domestic fluorspar, of all grades, have declined because of the competition from cheaper foreign imports, principally from Mexico, Spain and Italy. Tariff protection on fluorspar, particularly on the highest or acid grade, has never been sufficient to cover the production cost differential between foreign and domestic fluorspars. Low ocean and barge freight rates have also contributed to the barring of the product of domestic mines from, the major consuming centers along the Gulf and East Coast. Because of the freight disadvantage, all but one or two fluorspar producers in the western states have had to suspend business. More than 80% of the domestic fluorspar is being produced in Illinois and Kentucky fluorspar districts which adjoin on both sides of the Ohio River.

Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

Coal mining is one of the major sources of methane release to the atmosphere by human industrial activities and is believed to contribute to -30% of the total methane emissions from industrial activities. In 1993, world saleable black coal production, attained almost 3.5 billion tonnes from which around 65% was produced underground. Coal in underground mines can contain high quantities of methane and some deep coal seams have methane content as high as 50 cubic meters per tonne of coal. Gas is re- leased during coal mining from the mined seam and in a higher degree from the neighboring unmined seams and gas bearing strata which are fractured as mining advances. This paper de- scribes a study which was undertaken to estimate the extent of methane emissions from coal mining in the world. Measured emission related data were collected from most underground coal producing countries in the world. The data included methane flows in the ventilation system, methane flows in gas drainage system, in-situ gas content, methane utilization and coal production. More comprehensive data were collected from a range of gassy and non-gassy Australian mines. Residual gas content of samples from run of mine were also measured. Using the Australian data, mathematical expressions were established to evaluate methane emissions as a function of coal production and in-situ gas content for other mines. These emission models were then used to evaluate the emissions for the countries or coal basins without measured emission data. Trends in methane emissions from underground mining for the year 2000 and beyond were also estimated.

U. S. petroleum demand has increased at a rate greater than that of domestic production. A domestic energy source that is under serious consideration to augment present supply is oil shale. The Green River formation in Colorado, Utah, and Wyoming represents a resource potential containing about 2 trillion bbls. of oil in shales averaging 15 gallons or more per ton or more than 400 billion bbls. in 30 gallon per ton shales. This paper will consider the technological and environmental aspects of developing this resource.

Successful soil construction involves prepa¬ration of an adequate base, selection of high quality soil ma¬terials, and placement of those materials by means which will establish a continuous macropore network and modest to low soil strength. Where such has been accomplished, experi¬ments reveal row crop productivity on reclaimed land which is very competitive with that on undisturbed land. Inferior productivity and sensitivity to drought stress are experienced where the soils are excessively compacted during construc¬tion. Some deep tillage practices have been quite successful in improving the compacted soils, but it is preferable to avoid compaction as the soil materials are handled.

The literature of mine ventilation is very diverse in nature, widely interdisciplinary, and extremely international in scope. Important references are found in indexes, abstracts, government documents, technical reports, journals, conference and symposia proceedings, and monographs. In this decade computer searches of the literature have greatly aided researchers in finding needed items. There is, however, no convenient summary of recent English language literature in coal and non-coal mine ventilation. This paper attempts to fill that gap in the literature. Because of the worldwide provenance of the subject and the attendant publication deluge, this paper covers only current English language publications on ventilation. The writers have examined the field's English language abstracts, indexes, bibliographies, periodicals, technical reports, books, and symposia and conference, proceedings. The survey also considers the field's most important bibliographic data bases. It should be noted that addresses for many of the literature sources listed in the paper are given in the section on literature and data base information sources.

Steady-state water balance models have historically been used in the management of acid drainage at mine sites. Such systems could be more realistically described by non-steady-state conditions. In addition, the evaluation of alternatives for closure and management of acid drainage must consider non-steady-state conditions. Dynamic systems modeling is a method for simulating water management systems, offering flexibility in: (1) simulating either steady-state or non-steady-state conditions, (2) allowing "what-if' scenario testing. and (3) optimization of operation and closure alternatives. A case study is given for acidic drainage management during closure at a heap leach facility that demonstrates the utility of dynamic systems models.

Pinson Mining Co. operates a conventional mill and two heap leach operations in north-central Nevada. The latest of these heap leach operations, the Preble project, is a low-grade, low-tonnage property made profitable through several innovative capital reduction techniques. Rapid return on investment was a prime factor in design. To facilitate this, fast-track design and construction techniques were employed. The project is a seasonal 1.5 kt/d (1 700 stpd) crush/agglomerate heap leach plant using both clay and plastic leach pads. Construction and startup were achieved through cooperative arrangements between local contractors and in-house construction personnel, with few items put out to bid. An interactive approach to design minimized lost time and construction costs.

In 1966 Central Ohio Coal Company and Bucyrus-Erie signed a contract authorizing Bucyrus-Erie Company to design and build a 220 cubic yard dragline. This dragline would be used for stripping overburden from their coal reserves located near Cumberland, Ohio. The size of the machine was arrived at after a thorough application study of their annual coal output requirement, depth of overburden and type of terrain. The design and construction of this machine which has been designated by BECO as model number 4250-W is the title of this paper. Size wise based on machine weight the 4250-W represents an increase factor of three over our largest current dragline. Probably the easiest way of presenting a machine of this size is to build it from the bottom up.

A new gage for monitoring fractures in underground openings was successfully developed utilizing the reflection photo-elastic technique. The gage may be used to detect crack initiation in mine openings or tunnels so that remedial action may be taken to prevent further deterioration. Fringes concentrated around the cracks were spread by the use of rubber backing. Crack growth as little as 0.003 inch up to as much as 0.1 inch width were detected in this study. Variation of gage materials will provide alternative ranges. The feasibility of the method was tested and calibration was made in the laboratory study. Field study successfully demonstrated the capability of applications in detecting mine roof crack development.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. The is the 13th year for this column and the 12th in which the royalty data have been tabulated. There still exist some holes in the list of royalties that readers hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. In spite of their pervasive use nationwide, there are states from which the author has no information about royalties for either of these commodities. The reader can help - share information about these missing states and next year there will be fewer states without information. Severn Brown again sends helpful information from the Prospectors and Developers Association of Canada (PDAC). The PDAC Digest contained an article that distinguished between ‘net smelter return royalty' and ‘net profits royalty’ (Haase). The article also lists clauses and details that Brown suggests should be included in a net profits royalty contract.

Major societal and industry changes over the last four decades have influenced the management of technology in the minerals industry. From the authors' experiences in both private and public sector R&D, the paper analyzes the range of strategic and structural changes and provides examples of some key technology delivery responses. For those charged with managing technology, the two key challenges facing them over the next decade are (I) moving technology development from a cost focus to a value focus (that is, from "how much long-term research can we afford?" to "identifying and capturing the value created from R&D”) and (2) the recruitment and retention of key talent. THE NEED TO ADAPT "Change is slow and gradual. It requires hard work, a bit of luck, a fair amount of self- sacrifice, and a lot of patience (Greene 1998)." Since the 1960s the world has changed and the minerals industry has had to adapt to the changing circumstances. In the '60s, minerals were there to be discovered and fortunes to be made; in Australia, the World War I1 embargo on exporting iron ore was lifted and the Western Australian iron-ore boom commenced, to be followed by the exploitation of the Darling Range bauxites; copper, lead, zinc and nickel were discovered and mines developed. The Australian dollar was worth US$1.11 whereas today it is around US$0.65. The oil crisis of 1976 sharpened focus on the sensitivity of the minerals industry on energy costs. Jurist, educator and historian Neil Reynolds will be the keynote speaker at the National Mining Hall of Fame's 11th annual induction banquet on Sunday, Oct. 11,1998 at the Pointe Hilton Resort in Phoenix, AZ. Reynolds is Municipal Court Judge for the City of Leadville, CO, home of the National Mining Hall of Fame & Museum, and a fifth-generation resident of the community. His family staked mining claims on nearby Mount Massive in 1862. Judge Reynolds is a fulltime faculty member at Colorado Mountain College, Chairman of the Lake County Historic Preservation Advisory Board and practices law in Leadville. In announcing the speaker, Board Chairman Richard Moolick said seven inductees into the National Mining Hall of Fame will join 138 mining greats previously honored in the annual ceremonies. This year's inductees will be enshrined by Thomas Falkie, president and chief executive officer of Berwind Natural Resources of Philadelphia, PA. Moolick also announced that Jeffrey Clevenger will be the master of ceremonies for the induction banquet. Clevenger is executive vice president of Cyprus Amax Minerals, Englewood, CO and president of Cyprus Climax Metals, Tempe, AZ. The applicability of SEM/EDS techniques to particle-by-particle analysis of respirable coal dust is evaluated. It is demonstrated that the correction procedures needed to account for the failure of most EDS systems to detect light elements (especially carbon) become unreliable for particles in the respirable size range (< 10 µm). Other serious limitations arise from x-ray counting errors for coal particles with low but significant mineral content and particle counting errors for liberated mineral matter.

The Tambomachay ore deposit (13°28'36.78"S, 71°57'35.98"W, about 6 km north of the town of Cuzco, Peru) consists of Cu hosted in arkosic red beds of the Kayra Formation (Lower Eocene). Bornite, chalcopyrite, chalcocite, covelite, digenite, malachite, and chrysocolla occur disseminated in thin layers and in veinlets. The occurrence of the copper ores in a part of the red bed sequence containing green reducing layers, the presence of organic matter in interstices between the hypogene sulfides, and the sulfur composition of the copper sulfides (δ34S values between -16.9 and -12.4‰ vs VCDT) pointing to bacterial sulfate reduction, are strong arguments to propose that mineralization was caused by copper-bearing oxidizing saline basinal fluids that precipitate copper sulfides when they meet reduced sulfur in an organic matter-rich horizon. Faults parallel to the regional Tambomachay Fault could have acted as feeders for oxidizing basinal copper-bearing fluids. Fluid migration was probably driven by tectonically-induced topography gradient. INTRODUCTION A number of red bed Cu occurrences are known in the Cuzco region in the early Eocene – early Oligocene San Jerónimo Group (Gregory, 1916; Carlotto et al., 1996, 2011; Loza et al., 2004). In the past, copper ores were extracted in several small-scale mines in the surroundings of Cuzco, including Tambomachay, Tipón, and Zurite in the Cusco province and Ushpa, Guilda, Giovanna, and Langui in the Sicuani Province. The abandoned Tambomachay Mine (13°28'36.78"S, 71°57'35.98"W), about 6 km to the north of the town of Cuzco (Romero et al., 2015; Salcedo et al., 2017, Fig. 1) was chosen as the main site for the present research aimed to better study the genesis of these copper occurrences. Results deriving from fieldwork, microscopic characterization of ore and host rock, and sulfur isotope determination suggest that the key factor for the genesis of the copper ores is that copper transported by oxidizing basinal fluids is trapped by reduced sulfur of bacteriogenic origin located in a part of the red bed sequence that shows intercalatins of green reduced horizons.

There is a broad range of chemical reagents of potential use to the coal preparation industry: flotation frothers, flotation collectors (for coal, ash minerals or pyrite) and collector-assisting (conditioning) agents, flotation depressants (for coal, ash minerals or pyrite), pH regulating agents, acid mine drainage treatment chemicals, flocculants, filtration aids, dispersants, dust suppressants (wetting agents and car-top or pile binders), freeze conditioning agents, water treatment chemicals (corrosion and scale inhibitors) and suspension stabilizing reagents (dispersants, stabilizers, biocides). The application of each of these types is discussed with particular attention paid to those of greatest importance: flotation frothers and collectors, pH regulators and acid mine drainage treatment chemicals, flocculants and freeze conditioning agents.

Gas wells have often intersected mining resources, but unconventional shale well drilling has more recently challenged mines to balance the risk of interaction due to higher pressures and larger quantities of gas. Full extraction mining, such as the longwall method, induces ground movement that may influence the casings if wells are drilled within the mining area. The possibility of a casing shear would lead to the risk of unplanned gas migration into the mine. This has the potential to quickly overcome the ventilation system and reach the explosive range which, if ignited, can have catastrophic consequences on the health and safety of underground workers. The utilization of network software to model mine ventilation is a common practice in the mining industry and can assist with a well breach scenario. This work focuses on a well breach in between two longwall panels after second panel mining with gas entering primarily through the gobs of the adjacent longwall panels. Applying the network software Ventsim, a gob zone and ventilation network were created to better understand the distribution of gas within the mine and the limitations and effectiveness of a ventilation system. The model shows both a transient flow simulation and steady state concentrations throughout the mine ventilation system. Using a standard Pittsburgh coal seam longwall ventilation scheme, we find that the system can dilute a significant inflow of up to 700 cfm of methane.

INTRODUCTION The placing of the monolithic concrete lining of the Bi-County water tunnel illustrates the state of the art in the materials, equipment, methods and productivity available to the industry for this type of construction. This paper describes the management and engineering rationale used by Clevecon, Inc., a subsidiary of S & M Constructors, Inc., Solon, Ohio, in developing the concrete mix designs, the design of the specialized equipment, and the methods used in the manufacture, transport, and placing of the lining. Also discussed are the changes to the reinforcing steel design instigated to facilitate its handling and placing, as well as to enhance the quality of the lining. The intent is to bring to the attention of designers the effects certain design aspects have on the construction of reinforced concrete tunnel linings, as well as indicate the areas where research and development effort should be expended to further reduce costs for this type of construction. GENERAL DESCRIPTION The Bi-County Water Tunnel West is a water transmission main owned by the Washington Suburban Sanitary Commission of Hyattsville, Maryland. The facility was designed by A. A. Mathews Division (formerly STRAAM Engineers, Inc.) CRS Group Engineers Inc., Rockville, Maryland. It is to be utilized as the central feeder of potable water for the northern suburbs of Washington, DC, extending some 4,597 meters from a riser shaft at its western terminus to the eastern interface, with a similar tunnel which extends eastward about 5,180 meters; the majority of its length being under Interstate Highway 1-495. A program has been carried out over the last two years to apply the technology of High Gradient Magnetic Separation (HGMS) to the problem of mineral beneficiation and specifically oxidized taconite iron ores. This program, supported by the RANN division of the National Science Foundation, has consisted of a laboratory program at the Francis Bitter National Magnet Lab- oratory at MIT and a pilot investigation at the Hanna Mining Company Research Laboratory. 1 The laboratory tests were conducted using several batch type high gradient separators and a continuous separator with a rotating matrix which was constructed at the beginning of the program. The high field magnets available at F.B.N.M.L. were used for investigations above 10 kG but most of the test work was performed in the range of this field value. Ore samples were contributed by several iron ore companies and consisted of oxidized taconites having goethite and hematite as their principal components.
