This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. Carbonate-hosted massive sulfide (60%) ores of the western Cordillera compose a distinct class of deposits although they vary widely in detail and perhaps genesis. They have been important sources of lead, zinc, copper, silver, gold, and more rarely, molybdenum, tin, and tungsten in complex mineral assemblages usually dominated by pyrite. They occur as concordant stratiform bodies, as discordant mantos, and as chimneys crossing tens of meters of section; many are associated with faults and breccia bodies. Environments of formation of carbonate hosts range from craton basin to shelf with ages from Proterozoic to Cretaceous; in many instances, dating has shown mineralization to be significantly younger than hosts. Temperatures of formation determined for many deposits are high (200°-400°) and many districts are centers of igneous activity manifested by dikes, sills, and stocks. However, direct cause and effect relationships have been difficult to establish. Many important problems attend the renewed interest and study of these deposits and include questions of metal-sulfur sources, metallization processes and histories, geological controls at all scales, and relationships to broader patterns of metallogeny.

"The proposed Channel Tunnel is a critical component of the San Francisco Public Utilities Commission’s (SFPUC) Central Bayside System Improvements Project (CBSIP), which is a key element of a $6.9-billion sewer system improvement program to upgrade its aging and seismically vulnerable wastewater facilities. The tunnel will provide gravity conveyance and storage of combined sewage flows from the northeast sector of San Francisco, CA to the Southeast Water Pollution Control Plant for treatment. The tunnel will be approximately 2.7 km (1.7 miles) long and 7.3 m (24 ft) in internal diameter. It will utilize a single-pass precast concrete segmental lining system. Tunneling challenges include excavating with pressurized face tunnel boring machine (TBM) technology through highly variable ground conditions including the Franciscan Complex (rock and mélange), clayey/silty sands, stiff to hard clay (Old Bay Clay) and mixed-face conditions. The project will also require several deep shafts that will be technically challenging. Project backgroundThe SFPUC is a department of the City and County of San Francisco, CA that provides municipal power, drinking water and wastewater services to San Francisco.San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. The sewer system includes tunnels, large storage/transport boxes, 1,600 km (1,000 miles) of collection sewers, 28 pump stations and three wastewater treatment plants. After decades of service, much of the system is nearing the end of its useful life.The existing system is also vulnerable to seismic damage. During the 1989 Loma Prieta earthquake, damage to SFPUC wastewater infrastructure was extensive. This included the 3,415 m (11,200-ft) long, 1.7m (66-in.) diameter Channel Force Main, built in 1976, and a critical component of the conveyance system. The Channel Force Main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the Southeast Water Pollution Control Plant for treatment. It is antiquated, not pile-supported and not constructed to current seismic codes. There is also currently no conveyance redundancy for north/central bayside flows to the treatment plant. Figure 1 shows the SFPUC’s wastewater collection system, the existing Channel Force Main and the project location."

M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

"SUMMARY While the basic elements of risk management, including probability, consequences, risk registers, mitigation measures, etc., are now well understood, the process to include correlation, dependencies and linkage of risks and risk scenarios is less well defined and not well understood. To perform accurate and complete risk analysis and risk management, it is necessary to include correlation, dependencies and linkage between risk events, as well as risks that may occur multiple times. In this way, owners and contractors can more accurately determine risk-based costs, risk impacts and risk mitigation strategies. This paper will outline methods to deal with correlation, dependencies and linkage and will consider risks that may occur multiple times. Practical result comparisons – with or without these elements – will be presented. INTRODUCTION We believe the reader is familiar with basic concepts of risk, risk management and mitigation and the use of probabilistic cost-risk processes versus deterministic ones (Reilly et al. 2015; Sander et al. 2015). The probabilistic approach, compared to the simpler and more common deterministic approach (unit prices times unit costs plus a contingency), offers more useful information with respect to the range of probable cost as well as cost “drivers” and better quantifies the effects of risks, opportunities and variability – which improves understanding, leading to a better potential for profit (or loss) for contractors and added value for owners. In this context, a valid and sufficient quantification of correlation, dependencies and linkage of risk events, plus the impact of risks that may occur multiple times, is essential. Components of Cost Estimates – Base Cost, Risks and Other Uncertainties The components of cost that need to be correctly addressed in an estimate include (Moergeli et al. 2015): •,Base costs – the costs that will result if “all goes according to plan” (Reilly 2004) •,Risk costs – the resulting costs of threat and opportunity events, if they should occur •,Escalation costs – costs resulting from normally expected inflation with variability •,Other uncertain costs – costs that result from other events, normally external to the project team’s control, which may include unanticipated events, politically related changes and “black swan” events (Talib 2007)"

From Nov. 16-20, the Extraction 2025 Conference will be presented in Phoenix, AZ. The unique conference brings together the 12th International Copper Conference, the 6th International Symposium on Nickel and Cobalt as well as cross-cutting symposia. Extraction 2025 is co-organized by The Metallurgy and Materials Society (MetSoc) of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the Society for Mining, Metallurgy & Exploration (SME) and The Minerals, Metals & Materials Society (TMS). The previous, and first Extraction meeting (Extraction 2018) was held jointly by these three societies seven years ago in Ottawa and was a huge success with more than 90 percent of respondents indicating interest in attending a future event. Kimberly Mills, senior process engineer at Samuel Engineering, is the lead for SME. “This installment of Extraction is featuring Copper 2025, Nickel-Cobalt 2025 as well as crosscutting symposia,” said Mills. “All three societies participate on the International Organizing Committee for the Copper Conference Series and are well situated to host this event together. TMS is also hosting the Ni-Co conference this year and agreed to include it as part of Extraction. There are many aspects that can be shared between these commodities to share information on processing technologies and to learn from each other.” SME is the overall conference chair and running the logistical aspects of the event, which includes managing all aspects of the venue and the registration system as well as tours and short courses, Mills said. “SME has many dedicated members serving in various capacities on organizing and programming committees, including Nick Gow serving as Technical Committee Co-Chair for Copper and Adam House assisting on the Copper IOC.” When Extraction 2025 kicks off, it will be focused on the metals needed for the global energy transition with a special focus on copper and nickel-cobalt. “With as rapidly as the industry is changing and the huge demands for these metals we have some serious challenges ahead of us,” Mills explained. “These challenges require collaboration, creative solutions and engaging experts, both inside and outside of our fields, with a push for sustainable sourcing, ethical supply chains, environmental and social responsibility.” The International Copper Conference was started in 1987 as a collaboration between the Institute of Mining Engineers of Chile (IIMCH) and MetSoc of the CIM. The event is typically held every four years and has always been held as a standalone or headlining event at a society annual meeting, said Mills. “Over the years, this conference series alone has brought together members of IIMCH, MetSoc, TMS, SME, the Society for Metallurgists and Miners from Germany (GDMB), the Mining and Materials Processing Institute of Japan (MMIJ), the South African Institute of Mining and Metallurgy (SAIMM) and the Nonferrous Metals Society of China (NFSOC),” she added. “Being a part of Extraction allows for even more sharing of ideas and expansion of networking. The Highland Uranium Operations of Exxon Company, U.S.A. is a large uranium mining and processing complex situated in the Powder River Basin of East-central Wyoming. Surface mining and chemical processing of a large relatively low-grade ore body began in late 1972. An underground mine was later developed and began production in November of 1977. Figure 1 shows the location of our operations. During the planning stages of the project, it was recognized that hiring and retaining quality employees would be a significant problem. Other operations in similarly isolated locations were experiencing high turnover rates and were forced to employ inexperienced and poorly trained operators. In an attempt to attract employees, many of the companies provided mobile home or bunk- house facilities, but these costly peripheral ventures did not prove to be noticeably successful.

The Copper Flat Property is located approximately 6 miles NE of the small town of Hillsboro in Sierra County, N. M. (Fig. 1). Hillsboro was the center of considerable mining activity in the late 1800's and early 1900's following the discover, of gold bearing vein deposits and later discovery of, placer gold along the east slopes of the Animas Hills. The Copper Flat orebody is a porphyry type deposit occurring in a small quartz monzonite porphyry stock that has intruded the center of a circular andesite plug (Fig. 2). The primary ore mineral is chalcopyrite. By-product values are contained in gold, silver and molybdenum.

The present study has investigated the leachability of cadmium sulfide minerals by Thiobacillus ferrooxidans and the electrochemical reactions involved in the process. Using a cyclic voltammetric technic and carbon-paste-CdS electrodes, it was found that the bio-oxidation of semiconductor cadmium sulfide minerals consisted of a number of intermediate electrochemical reactions. The overall reaction was found to be controlled by solid state diffusion as suggested by the chrono-amperometric and chrono-potentiometric measurements. The activation energy of solid state diffusion was determined by the Sand's method to be AE=24.3 kJ. A generalized mechanism was proposed for the bacterial oxidation of cadmium sulfide by T. ferrooxidan and an explanation given for the importance of high redox potential of leach solution versus the decomposition potential of the sulfide mineral. Furthermore, the effects of n-type or p-type character of CdS substrates relative to their bioleachability was discussed.

Introduction In terms of the world's recoverable coal reserves, Canada ranks 10th, providing 0.6% of the world's total. The US is first with 27.8% and the Soviet Union follows with 24.1%. Figure 1 shows the principal coal mines in Canada. Several provinces contain substantial coal deposits, but the largest deposits are found in the western provinces of Alberta, British Columbia, and Saskatchewan. Conservatively, 90% of the lignitic, 80% of high volatile bituminous, and nearly 100% of subbituminous, and low and medium volatile bituminous coals are located in these three provinces. During the past decade, Canadian coal production of all types increased from 18.8 Mt (2 million st) in 1972, to 25 Mt (28 million st) in 1975, to 61 Mt (66 million st) in 1984. About 38 Mt (43 million st) of this output was classified at thermal and 23 Mt (25 million st) as coking and metallurgical coal (Table 1). The three western provinces currently produce 57 Mt (62 million st) of coal - 95% of Canada's total. The remaining 3.6 Mt (4 million st) (5%) is produced in Nova Scotia and New Brunswick on the east coast. The majority of western coal (98%) is produced by surface mining methods. On the east coast, though, mining is predominantly underground and only 15% is produced on the surface. In 1985, Canada exported close to 28 Mt (30 million st) of metallurgical coal and thermal coal. During the same period, 15 Mt (16 million st) of coal were imported, mostly from western US for use in Ontario and Quebec. Almost 60% of the imported coal was used for thermal applications. The remaining 40% was metallurgical coal for the steel industry. It is generally cheaper to import coal into central and eastern Canada from the eastern US to augment local supplies rather than from western Canada. This is mainly because of high transportation costs. Mining methods The suitability of mining methods in a particular area depends largely on the geological setting. The E1 Indio Mine is located in the Andes mountains about 180 kilometers East of La Serena, capital of the Fourth Region of Chile. It is reached by an international highway running up the Elqui Valley as far as Juntas from where the last 42 kilometers is on a road constructed by the Company. The plant is located at 3.900 meters above sea level among extremely rugged terrain with nearby mountains rising about 5.500 meters. Climatic conditions at these altitudes are severe with winter temperatures down to -20°C. The Prospectors and Developers Association of Canada (PDAC) was established in 1932 in response to proposed regulations that would have threatened prospectors in Ontario. From there, the association grew to represent the interests of Canada?s mineral exploration and development industry. The PDAC?s mission statement reads: ?The PDAC exists to protect and promote the interests of the Canadian mineral exploration sector and to ensure a robust mining industry in Canada. The PDAC will encourage the highest standards of technical, environment, safety and social practices in Canada and internationally. ?Today, the PDAC?s 6,000 individual members include prospectors, developers, geoscientists, consultants, mining executives and students. In addition, the association?s membership includes 950 corporate members, representing senior, mid-sized and junior mining companies in addition to organizations that provide services and equipment to the mining industry. In 2010, the PDAC adopted its e3 Plus principles, a framework to guide its membership in responsible exploration.

The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

INTRODUCTION From its beginnings in the first decade of this century, flotation has gradually moved to a predominant role in mineral separation. There are several reasons for this, the continuing trend toward treat¬ment of lower-grade and more finely disseminated ores being the major one. Not only has this been true for sulfide ores to which the process was first applied commercially, but also for most nonsulfide ores as well. A second factor has been the broad applicability of the process with respect to particle size; it is effective from 8 to 10 mesh to below 10m. Finally, more so than for any other separation process, flotation has almost no limitations in separating minerals. Gravity, magnetic, or electrostatic processes are either applicable to particular minerals, or to a restricted number of mineral combinations. Flotation, on the other hand, can utilize the wide range of surface chemical differences among minerals, and an equally wide range of reagents. The recent availability of selective flocculation capabilities on a commercial scale as an adjunct to flotation should remove one of the limitations to the process in the very fine particle range. History Although flotation was anticipated in a 19th century patent to Haynes, its first significant industrial uses were in the early 20th century in Australia. According to Hoover,' the Pottter-Del-prat pro¬cess had a "measure of success" at Broken Hill's Block 14 mine in 1905-1906, and was definitely successful at the BHP Mine, where it produced 80,000 tpy of zinc concentrates. Both the Mineral Separa¬tion and the Elmore processes had early trials in Australia also, with both successes and failures. The first application in the United States was in 1911, when the Hyde process was used by the Butte and Superior Copper Co. on a zinc ore in Montana. By 1916 Hoover could list 46 applications to copper, lead, and zinc ores, mainly in the United States. Ten years later Taggart2 listed almost a thousand patents covering processes and reagents which with few exceptions laid the foundations for modern practice. Included were: sulfidizing of oxides; leach-precip¬itation-flotation; cyanides, sulfites, sulfides, and oxidants for selective depression of sulfides; starch, tannin, and glue as depressants; and xanthates, dithiophosphates, and oleic acid as collectors. Within an¬other 20 years, all of these were in commercial use along with amines for floating silica from phosphates, and synthetic frothers were com¬peting with pine oil and cresylic acid. The past and present argillaceous rock studies for the U.S. National Waste Terminal Storage Program consist of: (1) evaluation of the geological characteristics of several wide- spread argillaceous formations in the United States; (2) laboratory studies of the physical and chemical properties of selected argillaceous rock samples; and (3) two full-scale in situ surface heater experiments that simulate the emplacement of heat-generating radioactive waste in argillaceous rock.

The installed world steel capacity remains 20% above the present world steel demand. Energy costs have risen enormously in recent years, as illustrated in Figures 1 and 2. The role of the sinter plant is becoming more exacting as it becomes vital to minimize energy consumption. Continuous grate sintering, although pioneered in the United States, has always been the second grade burden preparation route, due to the predominance of easily up- graded ores which were more readily agglomerated by pelletizing. To achieve blast furnace performance up to best world standards, sinter of consistent high quality must be produced with virtually no atmospheric pollution. The plants must be capable of achieving this demanding level of quality whilst utilizing high proportions of revert materials, iron ore concentrates and fluxes . However, with the present difficult economic climate in the iron and steel industry, the economic production of sinter and ultimately steel is becoming increasingly important. The iron and steel industry is looking closely at costs and is identifying the need for sinter plants that will cope with a wide range of sintering materials to give the cheapest blend at varying output levels dependent upon demand. In order to meet these requirements, sinter plant builders are designing plants with particular attention on flexibility.

Throughout the mining industry, pneumoconiosis is one of the most severe occupational health problems being faced. The goal of completely eliminating pneumoconiosis as an occupational health hazard was underscored by the Federal Government with its enactment of Public Law 91-173 (Federal Coal Mine Health and Safety Act of 1969). Under this law, permissible dust level standards will be placed at 2 mg/m3 in mine atmospheres by December 30, 1972. The mining industry is thus faced with the tremendous technical challenge of achieving this level. Two basic questions can be raised with regard to this legislation. First, does a maximum dust concentration of 2 mg/m3 prevent the occurrence of pneumoconiosis? Secondly, can this dust standard be achieved using presently available methods and equipment? A precise answer to the first question has not yet been developed by the medical profession. Studies are continuing on the origin, prevention, and therapy of pneumoconiosis, and permissible dust levels could become even lower as medical evidence accumulates. The trona deposits near Green River, in southwestern Wyoming are world class in size and quality. They contain more than 25 times the reserves of the next largest trona deposit at Lake Magadi in Kenya. Based on present rates of production, the Green River reserve should last for more than 500 years. Since their discovery in 1938, the Union Pacific Corp. has been instrumental in the promotion, development and production of soda ash in Wyoming. Union Pacific spent several years drilling the deposits and trying to promote them to chemical companies. In 1947, Westvaco and Union Pacific entered into what became the first trona lease agreement. Today, the Green River Basin leads the world in soda ash production, accounting for about 25% of the world's supply. Green River producers process more than 14.5 Mt/a (16 million stpy) of trona to produce more than 8 Mt/a (9 million stpy) of soda ash. The future for Green River soda ash looks good, with more of the world looking towards the cheaper and higher quality source of soda ash coming from the natural deposits. Production from the Green River deposits should continue to grow as trade barriers and tariffs begin to fall in Europe and energy and environmental costs force the synthetic producers to exit the market.

In September 1992, mining in Mexico was opened again to foreign investment by President Salinas-de Gortari, after thirty years of "Mexicanization" of mining industry which limited foreign participation up to a 49 % (or 34 % in case of national reserves) on a Mexican mining corporation. During said period mining in Mexico was controlled by four or five big mining companies and besides mining production was focused mainly on silver, lead, zinc, copper and fluorspar. Nowadays, small diameter tunnels are increasingly considered in pipeline projects as an alternative for sensitive crossings or when soil conditions limit the use of conventional pipeline installation methods like HDD. Safety concerns play a key role, especially for inner-city installations. Pipe jacked microtunnels and small segment lining tunnels can serve as casing tunnels if access is required during construction for the change of cutting tools in challenging ground conditions or for maintenance of the pipeline in operation. Small diameter tunneling solutions offer a high degree of flexibility for alignment design in terms of geology, length and radius.
