The aim of this paper is to provide an overview and details of good practice, from a United Kingdom perspective, in the development and implementation of major tunnel and underground infrastructure projects. In doing so, it draws on a broad base of project management theory. A central theme is that successful project delivery is dependent on detailed planning of the complete project delivery process, forming an effective team that works well together and the proper management of risk. The role of partnering in forming a strong project coalition is described. Particular emphasis is given to the integration of design and construction, and the role of the designer throughout the construction phase. The implementation of risk management in the design and construction of tunnel works is discussed, and recommendations are made on how risk, value and constructability can be integrated in project delivery. Recent practice in project procurement, particularly in the use of innovative collaborative forms of contract are described, and details of particular provisions for joint management of risk and problem resolution are provided. Finally, the relevance of the ITIG Code of Practice for Risk Management of Tunnel Works to good practice in project delivery is highlighted throughout the paper.

A significant news item appearing in a coal mining journal in November 1969 stated simply that a Caterpillar D-333-CNA engine had received Bureau of Mines Schedule 31 approval. This item occurring at the time a new mining property in Martin County of East Kentucky was being prospected and prepared for mining, resulted in the manage-ment of Martin County Coal Corporation asking the question, "Why not use diesel equipment in our new operation?" Martin County Coal Corporation is part of the A. T. Massey Coal Company, Incorporated organization. The property being developed is on a 17,500 acre leasehold obtained from Pocahontas Land Corporation and lies in the Wolf Creek area of Martin County. The Norfolk and Western Railway Company built a 24-mile railroad into this undeveloped section of Kentucky to tap a huge reserve of steam coal. Duke Power Company is the customer who will take all of the production from Martin County Coal Corporation mines which ultimately is projected to be 2,000,000 tons annually. Four coal seams, all above drainage, are included in the lease. The Middle Coalburg and Stockton are being deep mined now and it is in those mines that the diesel haulage equipment was introduced. This paper will endeavor to trace the steps loading to the introduction of the first diesel-powered Wagner Mining Equipment Company ScoopTram in a coal mine in America. It will further elaborate on the features which make this unit a very versatile and useful utility unit as well as the safety features which are incorporated in the machine. The purpose of this paper is to demonstrate how the Computational Fluid Dynamics (CFD) technique can be an attractive approach to evaluate the performance of face ventilation systems. To present the capability of the CFD for such a study and for design purposes, a series of simulations using CFD have been performed at the Department of Mining Engineering, University of Kentucky, for different face ventilation arrangements (e.g. different scrubber geometries, brattice (curtain) and continuous miners locations, airflow quantities, etc.). Results from these simulations are displayed as three dimensional graphs and discussed. Needs for the field validation of these results and refinements of design methodologies are also discussed.

In a systematic study, the National Institute for Occupational Safety and Health (NIOSH) evaluated seat designs in low- and mid-seam shuttle cars during production operations at two underground coal mines in southern West Virginia. The purpose was to support, with additional data, earlier findings that NIOSH ergonomic seat designs (featuring viscoelastic foam padding and lower-back support) may help reduce health risks to operators of coal mine shuttle cars. Eight shuttle car operators evaluated seven seat designs (one already in use in each vehicle and five NIOSH designs) relative to perceived and measured whole-body vibration (WBV) exposure (including vehicle jarring/jolting) and discomfort. Operators’ perceptions using a visual analog scale (VAS) and questionnaire ratings were compared with International Standards Organization (ISO) 2631-1:1985 fatigue-decreased proficiency (FDP) limits and measured WBV levels on low- and mid-seam shuttle cars. Objective and subjective data results indicated that NIOSH seat designs (with added adjustability, lower-back support and improved seat padding) performed better to reduce vehicle jarring/jolting levels and that shuttle car operators favored them over existing seat designs. The NIOSH low- and mid-seam shuttle car seats showed 45 to 77 percent better performance in FDP and 9 to 60 percent better performance overall in operators’ ratings. Considering the VAS results for low- and mid-seam shuttle cars under no-load conditions, operators rated the level of jarring/jolting 18 to 89 percent lower with the NIOSH seats. Reductions in measured vehicle jarring/jolting were 19 to 46 percent for the three-directional vector sum accelerations relative to the existing seats on the low- and mid-seam shuttle cars. Questionnaire responses indicated that operators for both shuttle car models rated NIOSH seat designs as more comfortable overall. Vehicle operators most frequently suggested adding armrests to improve the seats on the mid-seam shuttle car. A suggested improvement for the low-seam shuttle car was to make the seat a better fit for the operator compartment, which would enhance clearance between the operator and vehicle controls and allow for better seat adjustment and operator visibility.

If you build a big truck, build a big tire to match it. Let that haulage synergy aid the economics, productivity and lessened maintenance for the unit. Now, Cater-pillar and Michelin have done just that. Discussions began in 1996. Caterpillar was making plans for its 797 ultra-class haul truck. The development team realized the need for a tire that could withstand extreme loads. The 797 would weigh 558 t (615 st) and be capable of 64 km/h (40 mph) speeds. So Caterpillar approached Michelin. The two companies realized the benefits of jointly developing a tire for the 797.

Water-swellable layered silicates, namely, the smectite clays can remove suspended materials (called herein as debris) and metal ions from aqueous streams. The present study shows that the flocculating and metal extracting abilities of smectite clay-based flocculants can be enhanced when these clays are used in conjunction with a specific anionic polymer. Such performance enhancement is attributed to the following: i) the clay-dispersing ability of the polymeric additive, that would translate into an increase in the clay-surface area available for the attachment of the debris particles onto the clay particles; ii) the possibility of dispersant-to-coagulant transition of the polymer during the later instants of the treatment process, as a result of reduction in solvency of the wastewater for the polymer due to the release of cationic species from the clay-based flocculant solids; iii) metal-complexing ability and adsorption properties of the polymer.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The Sao Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in 1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000 ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

The application of roadheading and drag tool equipped machines requires an assessment of both cutting performance and tool consumption. Neither parameter can be assessed purely from compressive strength and tool consumption is often neglected, at a cost to the project. Results from in-situ monitoring show that a measurement of relative abrasivity using the Cercharscratch abrasivity test provides a basis for the assessment of tool consumption. This can be modified by also considering the effects of the machine specification and the rock mass quality.

Many recent mine developments in North America are located in remote northern regions with extreme winter temperatures in the range of -20oF to -60°F. In addition, many locations are subject to very heavy snowfall. This paper discusses some of the key considerations in the planning and design of mine plant buildings, particularly concentrators, located in these regions. SUMMARY & CONCLUSIONS The subject is considered under three main headings: I. Building Out line and Structural Frame 2. Wall and Roof Materials 3. Foundations The plan outline of a mine plant building will naturally be governed by the scope and layout of the process equipment it contains. The selection of roof profile, on the other hand, will generally depend upon a number of factors extraneous to the process e.g. snow conditions. When these factors are considered for concentrators in cold locations, a flat or stepped roof will usually be more economical and suitable than a sloping roof. The materials normally used for the structural framework of concentrators are the same as used for other industrial buildings, namely steel, concrete and wood. The importance of geology in ore reserve estimation has been stated by several authors. King et, a1 (1982) reported that the geological factor was the key deficiency where serious weaknesses in ore reserve estimation appeared, especially in grade. The foundation for a successful mining operation is an ore reserve estimate that neither overstates nor understates the true situation as to tonnage and grade. Overestimation of reserves can have devastating economic results. Overestimation of tonnage may lead to wasting money on an overbuilt plant or worse yet, if grade is seriously overestimated also, to undertaking an operation that is doomed to economic failure from the outset. Understated ore reserves can result in building a plant that is smaller than optimum which may result in higher unit costs. At worst, understated tonnage of ore reserves can result in a missed opportunity for a profitable operation. Failure of the ore reserve estimator to properly take into account all geologic and allied factors pertaining to the deposit can result in an ore reserve estimate that is overstated either as to tonnage or grade or both. This paper will focus on these factors and will not discuss rules about distances above or below a drift that should be given a classification of proven or probable, etc. Each deposit has its own particular characteristics which often require modification of general rules for defining limits of proven and probable ore blocks that work satisfactorily in another deposit. A number of references are included which discuss some of these problems. Definitions of ore reserve classifications and an illustration are given in the Appendix.

A 200 pound per hour Magnex Pilot Plant was designed and constructed. A non-compliance Eastern Coal which would generate more than 2.0 lb of SOZ per million Btu upon burning was brought into compliance (less than 1.2 lb of S02 per million Btu) during continuous operation of the pilot plant. Approximately 85 percent of the pyritic sulfur was removed while recovering 86 percent of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex Program is reviewed.

We present a review of research and development for coal based clean energy systems aiming for zero emissions to the atmosphere. These systems can utilize all kinds of coal or other solid carbon sources such as tar sands as well as liquid hydrocarbons. The chemical energy of carbon is transferred to hydrogen and used in power generation, in fuel cells, or hydrogen combusting turbines. The waste products of these future power-generating systems are ash, sulfur compounds and CO2. We also summarize current and developing technologies for processing of CO2to produce mineral carbonates for permanent disposal, and associated byproducts.

Area mining is a surface mining method that allows for efficient mining and contemporaneous reclamation of tabular or bedded deposits, e.g., coal. Mine planning methods for area mines differ from those of open pit metal mines. Area mines in the Powder River Basin (PRB) use various processes for mine planning at both the strategic and tactical stages. With the ever changing commodity markets, it is becoming increasingly important for mine operators to be able to react quickly to the changing business environment. Tools that allow for the development and rapid comparison of production schedule scenarios are key to ensuring agile mine operations. A survey of mine engineers responsible for mine design and production scheduling at coal operations provides clarity on the current mine design and production scheduling processes in the PRB, as well as a discussion on potential solutions to upcoming challenges. In this article, we describe various mine planning processes used by the coal producers in the Powder River Basin. The survey identifies a clear gap in the ability to create comprehensive schedules associated with limited tools and lack of engineering labor needed to frequently conduct the mine design and scheduling process.

Sandstone escarpments surrounding western coal-bearing plateaus serve as critical habitat for animal species. Effects of mining subsidence on escarpment stability are not well documented; therefore, regulatory agencies may limit extraction of coal reserves underlying escarpments. Because millions of tons of this coal exist on Federal Lands, associated public revenues from Federal royalties, and valuable coal reserves, risk being lost. The U. S. Bureau of Mines is using numerical modeling techniques to analyze effects of subsidence on escarpment stability. Finite element models that incorporate bedding plane slip, gob formation, and movement along joints simulate escarpment subsidence observed in the field.

Historically most mine management teams have been forced to operate in a more or less subjective manner. The objectives of mine management are simple and clear. Like other operational managements, mine management teams have the traditional well defined goals of improving efficiency and production while decreasing costs. Unlike other operational managements however, mining teams deal regularly with a vast assortment of uncertainties caused by: - Key production tools being mobile and widely dispersed, and - Non-uniform mining conditions At best in most operations these conditions cause obstacles to productivity and at the same time cause long delay in managment awareness of the obstacles. Planning with delayed feedback of information about necessary deviations is incomplete planning. For these reasons increased operational efficiency remains a constant though somewhat elusive goal.

When studying the feasibility of using autogenous or semi-autogenous grinding, operating and engineering companies frequently request assistance from the mill manufacturers in three areas - 1. Recommendations for studying the suitability of autogenous or semi-autogenous grinding for the specific ore. 2. Mill sizing, to accomplish required grind. 3. Recommendations on mill design and operation. Rod mills and ball mills are selected by the use of bench scale standard grindability tests and established calculation procedures, of which the most frequently used are the Bond Grindability tests and the Bond Work Index equation(1). The accuracy of these have been reviewed by C. A. Rowland in his papers, showing the correlation of work indices calculated from plant operating data and laboratory grindability tests(2)(3). The selection of autogenous and semi-autogenous primary mills has not reached the stage where mill size selection can be made from bench scale tests. Considerably more extensive testing will be necessary than required for selecting rod mills and ball mills.

For the past 30 years there has been a gradual evolution of mechanical excavating systems in underground hard rock mining applications. This paper traces many of the tests of various tools and methods to break hard rock, up to the present. The tools include impact hammers, boring machines, disc on boom mining machines, disc on revolving wheels and drums, picks and drag bits on revolving hubs, rock splitters, slot cutting systems, and with customized explosives/powder mini-blasting. While the progress has been slow, successes are being achieved in hard rock and more opportunities exist today than ever before.

This paper focuses on the recent achievements and practices developed through the Minerals Tertiary Education Council (MTEC) initiative of the Minerals Council of Australia (MCA), in conjunction with the three partner universities involved in mining engineering education – University of New South Wales (UNSW), West Australian School of Mines, Curtin University (WASM), and University of Queensland (UQ). The collaboration between these partner universities and industry has led to the development of shared course material, cross-institutional teaching arrangements, and development of a number of flexible, distance-based delivery programs. The paper will then move on to future initiatives. Importantly, the exciting challenge is the future initiative planned to cement this collaboration by the formation of a “virtual” national school of mining engineering – Mining Education Australia (MEA). This will provide a common 3rd and 4th year program to all three universities from 2007, involving innovative teaching and learning arrangements, greater student exchange potential and a more significant input by industry into the education process. Such an initiative is not without its challenges, and has a long way to go, before becoming a reality. However, it offers greater attractiveness and marketing potential to prospective students, as well as economic efficiencies, whilst delivering a better quality, and hopefully greater quantity of graduates to industry. It can also form a launching platform for a much greater level of international collaboration, through a proposed International Mining Education Network (IMEN) which is currently being floated amongst a number of international educators.

Nickel ores may be classified into two major categories : sulphide ores, and oxidized lateritic ores, these latter containing nearly 80% of the known reserves of the metal (1). Two types of lateritic ores are recognized; ores high in iron but low in magnesia and silica are known as "limonitic", while ores low in iron but containing high percentages of magnesia and silica are called "silicate" (see Table I). Sulphide ores can be beneficiated readily by conventional ore dressing techniques and the technology for nickel recovery from such ores has been well tested in a number of commercial processes (1-4). Unfortunately, no economically viable process for the concentration of nickel from low-grade deposits has yet been developed, and so only the high grade ores are able to be worked profitably. Silicate ores have been treated pyrometallurgically for the production of ferronickel (2) (3) (5); limonitic ores have been processed hydrometallurgically to produce nickel metal (2) (3) (6) (7).

Laboratory tests were conducted to evaluate the silica collection efficiency of flooded-bed scrubbers with six different filter panel designs and at two operating velocities. Test results indicated that reductions in filter density negatively impacted respirable dust collection. Silica collection efficiency for the least dense filter was as much as 33 % lower than the collection efficiency of the densest filter. At the low operating velocity, the least dense filter allowed over 40% of the respirable silica dust in the scrubber intake air to pass through the unit, where it would be discharged back into the mine environment. Operation of the scrubber at the higher test air velocity increased silica collection efficiency, regardless of the filter panel tested. The density of the filter panels also impacted the quantity of air that is moved through the scrubber, with higher density filters reducing scrubber airflow. For each filter, the relationship between dust collection efficiency and air moving capacity must be considered to determine overall effectiveness for specific mine applications.
