Throughout time, the mining industry has been very successful in meeting the world's requirements for metals and materials while meeting the challenges of decreasing ore grades and increased emphasis on protection of the environment. This success has been due to the development and implementation of new technologies. A clear example of such a development over the past 25 years is the increasing use of leaching/solvent extraction/electrowinning for the recovery of copper from oxide and sulfide ores. The key to the successful introduction of this technology was the discovery and development of the hydroxyoxime liquid ion exchange reagents by General Mills Chemicals (now Henkel Corporation). An important role was also played by the close working relationships between General Mills Chemicals and Ranchers Exploration which resulted in startup of the first plant in 1968 and between General Mills Chemicals and Bagdad Copper which resulted in the startup of the second copper SX-EW plant in August of 1970. Following on the heels of the hydroxyoxime development came the commercialization of other new chelating reagents based on different chemical functionalities, i.e., beta-diketones, alkylated 8- hydroxyquinolines and sulfonamidoquinolines. This initial spurt of activity was then followed by a slowing of development in terms of new reagent functionalities. Activity has continued in terms of further optimization/improvement of existing reagent functionalities but the commercialization of new reagent functionalities has slackened. This observation reflects the fact that the development of new reagent functionalities for metal recovery has become increasingly more expensive such that the right combination of price and sales volume must exist in order to justify the investment required to bring a new reagent to the market place. Given the dependence of the mining industry on innovation to meet the needs of the future, one can ask how these new developments, particularly in new reagents, will occur. Over the past decade, there has been a significant increase in effort put to tracking progress toward sustainability. Many aspects of society are participating in this “movement” including mining. The drivers are diverse and include evolving ideas in business and public administration as well as concerns for human well-being, community robustness, environmental integrity, and overall social and ethical responsibility. The scale in question varies greatly from local to global. For the most part, there has been a pre-occupation with developing discrete measurable signals. This paper argues that the overwhelming focus on the quantitative is ill-advised and that a more effective approach is to bring together the best of both quantitative and qualitative. The mining industry in particular is well-placed to affect this shift and reap the associated benefits.

This article presents a customized genetic algorithms (GA) with new crossover and mutation operators to solve the short-term production scheduling problem of multi-mine mineral value chains (MVC). The preceding problem consists of determining the extraction sequence and destination allocation of blocks from all the mines collaboratively while closely meeting the quality and quantity requirements of the processing units subject to relevant technical and operational constraints. The short-term production scheduling is carried out at shorter scales wherein the operations are modeled in a great detail with large number of constraints. This makes the industry-scale instances of the problem computationally intractable for standard mixed-integer programming (MIP) solvers. Thus, a GA-based heuristic approach is developed to obtain nearoptimal solutions to the large-scale instances of the problem in a reasonable amount of computational time. Computational experiments show that the developed GA-based method is a promising way to handle industry-scale instances of the problem. Moreover, the sensitivity analysis on various parameter combinations of crossover and mutation operators indicates that the customized global mutation operator, when used in combination with the customized crossover operators, took on average 12.5% less time than the customized local mutation operator to converge to a solution.

Area mining is a surface mining method that allows for efficient mining and contemporaneous reclamation of tabular or bedded deposits, e.g., coal. Mine planning methods for area mines differ from those of open pit metal mines. Area mines in the Powder River Basin (PRB) use various processes for mine planning at both the strategic and tactical stages. With the ever changing commodity markets, it is becoming increasingly important for mine operators to be able to react quickly to the changing business environment. Tools that allow for the development and rapid comparison of production schedule scenarios are key to ensuring agile mine operations. A survey of mine engineers responsible for mine design and production scheduling at coal operations provides clarity on the current mine design and production scheduling processes in the PRB, as well as a discussion on potential solutions to upcoming challenges. In this article, we describe various mine planning processes used by the coal producers in the Powder River Basin. The survey identifies a clear gap in the ability to create comprehensive schedules associated with limited tools and lack of engineering labor needed to frequently conduct the mine design and scheduling process.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Self-cleaning fluidized bed heat exchangers are conquering the world for reason that they are able to solve any severe fouling problem in indirect heat transfer due to the circulation of cleaning particles through the tubes of vertical shell and tube exchangers. In most cases, these particles consist of chopped metal wire. Moreover, self-cleaning fluidized bed heat exchangers perform with excellent heat transfer at very low liquid velocities, which makes completely new designs of shell and tube configurations possible. Further, self-cleaning fluidized bed heat exchangers show a strong shear thinning effect in non-Newtonian liquids. All the above characteristics make the self-cleaning fluidized bed heat exchanger an ideal tool for the indirect heating of laterite nickel slurry in High-Pressure-Acid-Leach (HPAL) plants. Preliminary tests and evaluations of these heat exchangers have shown that the performance and price of these heat exchangers used for the production of nickel and cobalt from a laterite slurry, cannot be matched by existing conventional heat exchange systems. This article explains the principle, design, lay-out and enormous advantages of the self-cleaning fluidized bed heat exchange technology in a plant suitable for an annual production of approx. 45,000 ton nickel and 4,500 ton cobalt from laterite slurry through high pressure'acid leaching.

The mineral processing industry supplies raw materials to a wide variety of manufacturing sectors. Large companies such as Ford, Microsoft, and Johnson&Johnson have pledged carbon neutral supply chains in the coming decades, leaving suppliers to reevaluate their energy sources [1–3]. National Renewable Energy Lab [4] has partnered with over 700 organizations with similar goals in mind. The energy needs are broad in scope in the mineral processing industry. Generation IV of nuclear reactors, which is currently under development in both the private and public sector includes a class called microreactors like the small modular reactor XEnergy plans to install at Dow Chemical’s Gulf Coast facility by 2023 [5]. As the name implies, these are smaller than the utility scale nuclear power plants in operation today, and are intended to be more versatile. A specific reactor core design, along with modules could be selected to fit a certain application without needing to design a greenfield power plant. Basic water cooled designs could easily supply shaft work, electricity, and low grade process heat to a facility. More advanced designs, such as molten-salt-reactors and high-temperaturegas-reactors can achieve higher temperatures needed for ore roasting. Similarly, these reactors could produce hydrogen by high temperature electrolysis to use as combustion fuel and reducing atmosphere in blast furnaces.

Surface properties of minerals could be modified selectively and very specifically by adsorption -desorption (dissolution) processes. This requires a monitoring and control of the outermost surface layer at a molecular and atomic level. The nature and structure of self-assembled submonolayers and monolayers at the interface of minerals were studied by infrared reflection spectroscopy. The external reflection spectra of the adsorbed monolayers on any type of minerals: transparent, opaque or non-transparent, recorded at different angles of incidence and for two polarizations are an excellent source of information about the nature and surface distribution of the adsorbed species. The developed method allows to obtain detailed information at a molecular level about the adsorbed surface species. By combination of the simulated and experimental data, the qualitative description of the adsorbed species as well as quantitative evaluation of orientation and the thickness of the adsorption layers were obtained. This fundamental knowledge allows to determine the mechanisms of surface phenomena which govern selective separations. Examples of different surfactant - mineral systems and industrial applications will be discussed.

Since its introduction in 2002, the modern air jig has processed a wide array of coals throughout the world. This paper explores the reasons and justifications for the installations and provides case history performance data. Specifically highlighted are air jig plants processing metallurgical coal in Colombia, bituminous coal in the United States and India and lignite in the United States and Spain. Each installation has unique reasons to justify an air jig facility. It is important to note that not all of the justifications were based on the ?most cost effective yield?, normally a mantra for coal preparation plant designers and owners. Dry jigging of coal has long been a proven technique for upgrading coal, the modern air jig, with its improved efficiency and operating systems simply extended the range of applications. In some cases, it even allows market quality coal to be produced when no other option is possible.

The 1982 recession set the US mining and metals industries reeling. Will the oncoming recession of 1991 hit as hard? Probably not, thanks to a shallower downturn, a weaker dollar and remarkable lower costs. Effects of the last recession That the 1982 recession was traumatic to the American mining and metals industry is an understatement. Quantities of metals consumed dropped. Metals prices fell despite continuing general inflation. The resulting real gross revenues of producers of each of the major metals plunged, in the trough of 1982, to levels one-fourth to two-thirds of those of the peak of 1979 (Table 1). By contrast, most industries in the United States were not hit anywhere nearly as hard. Real GNP, the aggregate of all production, slipped only 1 % from 1979 to 1982. Metals are most sensitive to the business cycle because of their applications. All metals but gold are raw materials to downstream industries. Raw materials are victims of strong fluctuations. This is because buying industries try to hold high inventories in boom periods when goods are in short supply. They reduce inventory levels in buyers markets when suppliers have idle capacity and raw materials are in ample supply.

Oil sand tailings are disposed of in large ponds in which MFT (Mature Fine Tailings, a stable suspension of fine particles in water) forms after many years of settling. Long-term storage of large volumes of MFT is costly to maintain and also poses an environmental liability. The Advanced Separation Technologies laboratory at CANMET Western Research Centre has worked closely with oil sand companies to eliminate MFT generation by applying paste technology to oil sand tailings. In this process the fine tailings are flocculated to produce a thickened material that has the potential to consolidate to a dry landscape, while warm water is recovered and recycled for reuse in the extraction process. This paper presents some results of an extensive technical program involving bench-scale tests for flocculant selection and continuous thickener pilot tests.

Industry and regulatory agencies have requested guidance on safe blasting near transmission pipelines. The U.S. Bureau of Mines and AMAX Coal Company have studied surface coal mine overburden blasting near four steel and one PVC pipe-line of 15 to 5l-cm diameter, monitoring vibration, strain, and pressure. Unlike tests simulating construction blasting, these were up to 1000 kg per delay in 3l-cm blastholes. Worst case comparisons showed that 12.7 cm/s blasting vibrations produced strains about 1/4 that of pressurization and 10-18 pct of the ultimate tensile strength. No failures occurred from blasting as close as 15 m which produced vibrations over 60 cm/s.

G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

General observations on litigation, the discovery process, testimony and some repercussion’s are also given.

In a systematic study, the National Institute for Occupational Safety and Health (NIOSH) evaluated seat designs in low- and mid-seam shuttle cars during production operations at two underground coal mines in southern West Virginia. The purpose was to support, with additional data, earlier findings that NIOSH ergonomic seat designs (featuring viscoelastic foam padding and lower-back support) may help reduce health risks to operators of coal mine shuttle cars. Eight shuttle car operators evaluated seven seat designs (one already in use in each vehicle and five NIOSH designs) relative to perceived and measured whole-body vibration (WBV) exposure (including vehicle jarring/jolting) and discomfort. Operators’ perceptions using a visual analog scale (VAS) and questionnaire ratings were compared with International Standards Organization (ISO) 2631-1:1985 fatigue-decreased proficiency (FDP) limits and measured WBV levels on low- and mid-seam shuttle cars. Objective and subjective data results indicated that NIOSH seat designs (with added adjustability, lower-back support and improved seat padding) performed better to reduce vehicle jarring/jolting levels and that shuttle car operators favored them over existing seat designs. The NIOSH low- and mid-seam shuttle car seats showed 45 to 77 percent better performance in FDP and 9 to 60 percent better performance overall in operators’ ratings. Considering the VAS results for low- and mid-seam shuttle cars under no-load conditions, operators rated the level of jarring/jolting 18 to 89 percent lower with the NIOSH seats. Reductions in measured vehicle jarring/jolting were 19 to 46 percent for the three-directional vector sum accelerations relative to the existing seats on the low- and mid-seam shuttle cars. Questionnaire responses indicated that operators for both shuttle car models rated NIOSH seat designs as more comfortable overall. Vehicle operators most frequently suggested adding armrests to improve the seats on the mid-seam shuttle car. A suggested improvement for the low-seam shuttle car was to make the seat a better fit for the operator compartment, which would enhance clearance between the operator and vehicle controls and allow for better seat adjustment and operator visibility.

The purpose of this paper is to demonstrate how the Computational Fluid Dynamics (CFD) technique can be an attractive approach to evaluate the performance of face ventilation systems. To present the capability of the CFD for such a study and for design purposes, a series of simulations using CFD have been performed at the Department of Mining Engineering, University of Kentucky, for different face ventilation arrangements (e.g. different scrubber geometries, brattice (curtain) and continuous miners locations, airflow quantities, etc.). Results from these simulations are displayed as three dimensional graphs and discussed. Needs for the field validation of these results and refinements of design methodologies are also discussed.

The Belle Eldridge Mine is an inactive lead-zinc mine in Spruce Gulch south of Deadwood, South Dakota. Acidic mine drainage (AMD) produced at the site drains into Spruce Creek, a tributary of Whitewood Creek. The site is on U.S. Bureau of Land Management (BLM) property. Extensive fieldwork was done at the Belle Eldridge Mine through the cooperation of the BLM and the South Dakota School of Mines and Technology. The site was extensively mapped to identify physical and environmental hazards such as tailings, waste rock, collapsed buildings, adits and workings. An exhaustive search of the historical records of the Belle Eldridge Mine was conducted. Maps of the under-ground workings of the Belle Eldridge dating from the 1930’s and 1940’s were found. The maps were used to correlate currently collapsed features to old adits and tunnels. Using hand corers and a portable drill rig, waste rock, tailings and soil core samples were collected and depth to bedrock was determined and the total volume of waste and tailings pile were determined. Related work examined the hydrology of the site. The site is very complex hydrogeologically. Numerous underground and surface workings and tunnels add to the complexity. Several seeps are located at the site, one of which is producing AMD. Recharge to the site was studied, and a 100-year flood plain map was produced.

A 200 pound per hour Magnex Pilot Plant was designed and constructed. A non-compliance Eastern Coal which would generate more than 2.0 lb of SOZ per million Btu upon burning was brought into compliance (less than 1.2 lb of S02 per million Btu) during continuous operation of the pilot plant. Approximately 85 percent of the pyritic sulfur was removed while recovering 86 percent of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex Program is reviewed.

Sandstone escarpments surrounding western coal-bearing plateaus serve as critical habitat for animal species. Effects of mining subsidence on escarpment stability are not well documented; therefore, regulatory agencies may limit extraction of coal reserves underlying escarpments. Because millions of tons of this coal exist on Federal Lands, associated public revenues from Federal royalties, and valuable coal reserves, risk being lost. The U. S. Bureau of Mines is using numerical modeling techniques to analyze effects of subsidence on escarpment stability. Finite element models that incorporate bedding plane slip, gob formation, and movement along joints simulate escarpment subsidence observed in the field.

Historically most mine management teams have been forced to operate in a more or less subjective manner. The objectives of mine management are simple and clear. Like other operational managements, mine management teams have the traditional well defined goals of improving efficiency and production while decreasing costs. Unlike other operational managements however, mining teams deal regularly with a vast assortment of uncertainties caused by: - Key production tools being mobile and widely dispersed, and - Non-uniform mining conditions At best in most operations these conditions cause obstacles to productivity and at the same time cause long delay in managment awareness of the obstacles. Planning with delayed feedback of information about necessary deviations is incomplete planning. For these reasons increased operational efficiency remains a constant though somewhat elusive goal.
