INTRODUCTION This paper deals with some practical aspects of the use and interpretation of dosimetric methods for assessing the exposure of workers to natural uranium. Consideration must be given not only to the scientific value of the method of dosimetry, but also to the practicality of the method in the particular working environment. It is generally accepted (IAEA, 1976) that uranium does not present a hazard during the mining and extraction processes up to the final concentration stage, that is precipitation as ADU or calcining to the oxide. Further processing (e.g. conversion to oxides, fluorides, etc.) is generally associated with the nuclear industry. It is customary for uranium processing facilities to be managed according to industrial norms rather than according to those applied for the purpose of radiation protection. This is mainly because of the large quantity of material to be processed and the fact that uranium is considered to be of a low radiotoxicity. Although ventilation is used to some extent, provision is not made for the same level of protection as would be required in a radiochemical facility. It is typical in such a plant to find that the process itself may be enclosed and ventilated, but the ventilation is inadequate to cope with an accidental release of material. The working environment is poorly ventilated, sometimes only by natural ventilation, and one frequently finds areas with high airborne dust levels, designated as mandatory respirator areas. Protection of personnel is dependent on personal protective equipment. Radiation protection is not of prime concern and personnel are not specifically trained in this subject. It is in this type of environment that acceptable monitoring procedures and personnel dosimetry must be established. The effectiveness and practical application of the dosimetry must also be judged against this working environment. DOSIMETRIC TECHNIQUES The methods available for assessing personnel exposure, whether it be in terms of chemical or radiological hazard, include urinalysis, faecal analysis and [in vivo] monitoring. Faecal analysis does not present itself easily as a method for routine use. Techniques for [in vivo] monitoring have been developed recently and as expensive instrumentation is required, it is not generally available. That leaves urinalysis as a dosimetric technique for routine use, and it is probably for this reason that urinalysis is still widely used. Guidelines for the interpretation of urinalysis results, as originally provided by Neuman (Neuman, 1950), are still used in practice, even though it has become clear that this method has severe limitations as regards the assessment of the dose as a result of the intake of class W or class Y compounds (Alexander, 1974). Typically a level of 300 µg [U/C] urine can serve as an indicator of an acute exposure (above which chemical damage to the kidneys may occur) and a level of 100 µg [U/C ] urine can serve as an indicator for an investigation. Such levels are determined and are used in conjunction with several factors, such as mode of intake (ingestion or inhalation), solubility of compound (D, W or Y), means of intake (acute or chronic), environmental monitoring results and frequency of urine sampling. Since the ICRP concept for internal radiation limitation changed from that of the critical organ, i.e. the single organ of greatest significance under the circumstances, to that of effective dose equivalent, i.e. account being taken of the total risk due to the exposure of all tissue, the maximum permissible organ burden (MPOB) was replaced as secondary dose limit by the annual limit on intake (ALI) (ICRP, 1977). The ALI values are calculated from the committed dose equivalents of the various organs, and are used to determine organ burdens, which are then used to interpret the dosimetric results. Using the ICRP model (ICRP, 1979), a comprehensive calculation was made by Johnson (Johnson, 1980), giving organ burdens and excretion data in terms of intake for acute and chronic exposures for different categories of uranium compounds. The question arises as to what extent the direct measurement of intake can be utilised as a method of dosimetry. A metallurgical/flux is a substance that is added to combine with gangue (unwanted minerals) during ore smelting, with impurities in a molten metal, or with other additives in metal refining processes to form a slag that can be separated from the metal. Because slags are immiscible with the metallic melt and are of lower density, a separation of the slag and metal occurs if the viscosity and surface tension are of the proper values. The chemistries of slags are adjusted to provide the proper melting point, viscosity, surface tension, conductivity, specific heat, density, or chemical properties to effect the desired task. In addition to absorbing impurities from the metal, the purposes of the slag are to thermally insulate the metal bath, protect the molten metal from the atmosphere, and control the chemical potential of the system. Several excellent references on slags and metallurgical fluxes are available (Boynton, 1980, Lankford, Jr., et al., 1985, Turkdogan, 1983, Rosenqvist, 1974, Fine and Gaskell, 1984). The function of the slag might vary at different stages within a process prior to final melting. For example, the slag composition and behavior will change as materials descend in the iron blast furnace, or as they melt in the early stages of formation of steel- making slags. Selection of the chemistry for a slag might be influenced by factors outside the primary function as when blast furnace slags are used to make cement, rock wool insulation, or fertilizer supplements. Sometimes slags contain a sufficient amount of valuable recoverable elements to be sold as raw materials for other processes. Fluxes are often referred to as acid, basic, or neutral. Acid fluxes are those that generally form acids in water and bases are those that would generally form bases in water. Typical acid fluxes are silica, alumina, and phosphorus, although alumina can function as either an acid or base. Typical basic fluxes are lime and magnesia. Fluorspar, or calcium fluoride, is a neutral substance because it can be viewed as the reaction product of a base and an acid. The degree of acidity (ratio of acids to bases) or basicity (ratio of bases to acids) is often specified to characterize the slag chemistry for a particular system. The system might also be referred to as acid or basic depending on the choice of slag, for example, basic steelmaking uses slags with more bases (lime and magnesia) than acids (silica and alumina). Many forms of minerals and compounds have been used as fluxes depending on the process requirements, availability, costs, requirements for recycling of intermediate products, and environmental concerns. Because slags are most often mixtures of oxides and silicates, fluxes are usually oxides, carbonates (which decompose to oxides) and silicates. Slags comprising phosphates, borates, sulfides, carbides, or halides have also been used (Rosenqvist, 1974, Moore, 1981, Szekely et al., 1989). In ironmaking and steelmaking, some acidic components are sometimes added. In nonferrous processes slags and fluxes are acidic with silica as the primary component, and although the use of basic flux such as limestone or lime is not extensive, some amount is used to modify slag properties and some refining slags are lime based. The production of iron is accomplished by smelting of ores, pellets, and sinter in blast furnaces with subsequent refining of molten iron and scrap in oxygen-blown processes. The electric furnace is used to make steel, stainless steels, ferroalloys, and special alloys, whereas ferromanganese is often made in blast furnaces. Fluxes are used in all of these processes, and either limestone or lime is the major flux component with some dolomite, dolomitic lime, silica, alumina, and fluorspar being used. In ironmaking, the flux is added either by direct charging or through sinter and fluxed pellets. In steel refining by the basic oxygen process, flux is added as lime and dolomitic lime that are either charged as lumps or injected as fines. Some small amount of limestone is sometimes used. Fluorspar is often added as lumps or mixed with other fine materials in briquettes. Alumina is sometimes added to blast furnaces either by direct charging of sized lumps or through sinter. Typical acid fluxes are sand, gravel, quartz rock, used silica brick, or raw siliceous ore (Lankford, Jr., et al., 1985). Olivine, which is a magnesium-silicate mineral, has been added to iron blast furnaces to enhance removal of alkalis (Lankford, Jr., et al., 1985). Alumina in the form of bauxite, aluminiferous clay, and recycled alumina brick has been used as flux. Alumina can function amphoterically as either an acid or base, for example it can form aluminum silicate in high silica slags or calcium aluminate in lime-bearing slags (Lankford, Jr., et al., 1985). Limestone (calcium carbonate) and dolomite (magnesium-calcium carbonate), or fluxstones as they are sometimes called (Boynton, 1980), and their calcined forms, lime and dolomitic lime are the major basic fluxes. In the latter cases, the carbonates are de- composed in a kiln-type process to drive off carbon dioxide that might otherwise interfere with the subsequent smelting or refining process or require expensive forms of energy to effect the decomposition (e.g., by combustion of coke in the iron blast furnace). Limestone is considerably less expensive than lime because it is not calcined; however, lime is far more difficult to handle and reacts readily with water. Dolomite and dolomitic lime are used for their magnesia content. Fluorspar is a neutral flux often used as an additive in steel- making slags to improve fluidity, but it has also been used in combination with lime as a primary slag in electroslag refining (Duckworth and Hoyle, 1969). Fluorspar is available in several grades, with the lowest grade often used for steelmaking. As caving progresses, a periodic geologic evaluation is made of the rock-types present in finger raises on the Grizzly Level of the mine. The production maturity of the cave can be monitored by relating this data to geologic cross-sections through the ore body. The draw point mapping program is a simple and effective tool that is used in making draw control decisions at Questa.

5 miles of soft ground tunnel excavation for the SAWS W‑6 project finished months early despite difficult conditions. Success was achieved using TBMs and other equipment built long before most of the crew was even born. The old school means and methods easily adapted to the conditions encountered and were key to the project’s success. Unfortunately, an industry trend is to specify more “advanced” equipment which can sacrifice adaptability or productivity for a perceived reduction in risk. This case history discusses when traditional methods may be the best option.

The Ohio Valley Coal Company is expand- ing its Powhatan Mine No. 6 near Alledonia, Ohio. This expansion includes a 20 rn (65 ft) height in crease for an existing 44 rn (145 ft) coal refuse - slurry impoundment dam. The dam is being raised by upstream construction which will involve placement of more than 15 m (50 ft) of new fill over an existing reinforced concrete decant structure. This structure is 0.76 rn (30 in.) square inside and its deepest portion was under 24 m (80 ft) of coal slurry and water. The top of the decant structure was not strong enough to safely support the new fill and, because of the slurry and water, there was no way to reinforce the structure from the outside. The structure was reinforced frorn the inside by sliplining 73 m (240 ft) of 0.66 rn (26 in.) OD, 0.53 rn (21 in.) ID polyethylene pipe, grouting around this pipe with cellular concrete. and constructing a steel-fiber reinforced micro-silica concrete transition at the upslope end of the pipe. Rehabilition of the decant structure was completed in August 1989. The rehabilitated decant structure is now performing satisfactorily as fill is being placed over it for raising the dam.

Other than being used to convey fill material for the gob stowage or building of ribside packs on advancing longwell faces, pneumatic conveying has not been used for the transport of materials on a large scale in mining operations. The technique is extensively used in the wood products industry for conveying wood chips, limestone and other ingredients for the manufacture of paper, for the transfer from railcars, barges or ships to silos or stockpiles and further transfer into the pulp mills. This method of material transfer has the distinct advantage of transporting suitable material over horizontal and vertical distances within the same system. In considering material associated with mining, this includes, ore, coal and rock up to 4 inch cubed size, throughputs of 200 tons per hour over horizontal distances of 3000 feet or vertical lifts of 2000 feet. In recent years tests have been carried out to determine the physical and economic limitations of pneumatic hoisting, the results of which have led to the installation of two fully productive coal hoisting systems at mines of the National Coal Board in Great Britain. The equipment used for the pneumatic hoisting of coal or waste rock is described in this paper, together with a brief history of the tests which led up to the installation of the two hoisting systems in Great Britain.

This paper presents an assessment of modeling techniques in predicting subsidence over longwall areas. Extensive instrumentation, both at the surface and subsurface of three longwall mines in northern West Virginia have been made. Ground movements were monitored during" a three year-period until subsidence ceased in these areas. A comparative analysis of empirical subsidence prediction techniques including, graphical {NCB}, profile function, influence functions (USBM, BAL'S, KNOTHE'S, and zone area) will be presented. A brief geologic and topographic description of each site along with the instrumentation and monitoring program will also be presented.

A basic model has been developed to help assess methane control needs for longwall mining of coal in gassy areas. Rather than depending upon reservoir and rock mechanic theory, it uses an empirically-determined gas emission rate as an input and operates on the assumption that, within a specific region and zone, gas emissions will be relatively equivalent for uniform incremental volumes of gob created by mining. The computer program divides longwall panels into segments, keeps track of the face advance, and generates emission rates and volumes for both the entire panel and for individual zones within the panel by summing values for all undermined segments. This model can aid the determination of the number, size, and location of vertical wells or other methane control applications that are needed for gob gas control.

HISTORICAL BACKGROUND For two thousand years and more, we insular Britons have been grateful for the existence of the narrow strip of water which seperates us from mainland Europe. It has given us a sense of security against invaders, though it has been breached many times. The first recorded serious consideration of a fixed crossing of the English Channel was in around 1802, when it was suggested to Napoleon I. The motive was not entirely peacable and the British Navy, who saw themselves as defenders of our shores, were decidedly unenthusiastic. A whole series of imaginative schemes were proposed in the course of the nineteenth century, embracing viaducts, immersed tubes, artificial islands as resting places for the horses which were to draw carriages, as well as mechanically bored tunnels. The first Channel Tunnel Company was formed in 1872, and an application for permission to construct a tunnel was made to the British Parliament. A Colonel Beaumont, of the Corps of Royal Engineers designed and constructed a machine which, in around 1882, bored over a mile of tunnel out to sea from Britain which exists to this day.

Ever since the early '60's there have been efforts to develop and produce reliable continuous haulage systems capable of taking the full output of a continuous miner and transporting it, in one continuous flow, from the face to the tipple. The majority of the continuous haulage systems which have been most successful to date were placed in operation in the early '70's and were all of the bridge conveyor type, usually consisting of bridges and mobile bridge carriers attached at the inby end to the continuous miner and at the outby end to the panel conveyor itself. These successful bridge conveyor type continuous haulage systems were, and continue to be, either of the belted or chain type. Undoubtedly, the most successful belt type continuous haulage systems are those manufactured and marketed by the Long-Airdox Company. Until early 1977, the most successful chain conveyor type haulage systems were manufactured and marketed by Jeffrey Mining Machinery Division. In 1977, Long-Airdox reentered the market with a chain type system to complement its belted system. I say "reentered" because the original bridge type continuous haulage system was introduced to the coal mining industry in the early '60's by the old Long Company, a predecessor of the current Long-Airdox Company, and those original units were of the chain conveyor type.

The goal of the DOE Coal Preparation Program is to provide industry with the scientific and engineering knowledge base to produce economically competitive and environmentally acceptable clean coal products for both existing and new markets. The DOE/PETC in-house program continues to conduct fundamental, exploratory, and applied research in the areas of physical, chemical, and microbial coal beneficiation to assist in meeting these goals and objectives. The Coal Preparation Division now has a new Coal Preparation Process Research Facility that allows continuous bench-scale testing of emerging coal cleaning technologies and ancillary coal preparation equipment at feed rates up to 1,250 kilograms (1.25 tons) per hour. Bench-scale and laboratory-scale research projects at PETC cover areas such as 1) the use of micronized-magnetite for fine-coal, 2) heavy-media cycloning, 3) fine coal reconstitution, 4) development and testing of coal preparation process flowsheet simulators, 5) dry coal beneficiation using electrostatic methods, 6) tracer methods to determine the efficiency of density-based separations, 7) selective oxidation of organic sulfur, and 8) microbial removal of pyrite and organic sulfur from coal. This paper will discuss several of these research areas.

The current processes that aim to purify molybdenite concentrates are not able to dissolve some copper compounds, hence limiting the processes. Typically, the copper content results are from 2 up to 4 weight percent in the last concentrate. Such values are still too high for the molybdenite concentrate to be further processed to molybdenum trioxide by roasting. In order to achieve lower levels of copper — but also avoid excessive molybdenite losses — a continuous sulfation-leaching process is investigated and applied successfully on a pilot scale. Additionally, a reactor prototype and its process parameters are proposed for a commercial plant.

The Bureau of Mines, U. S. Department of the Interior, has developed a method of dewatering clay slurries based on flocculation by high-molecular-weight polymers and water removal from the formed flocs using a trommel or hydrosieve. The exchange ion on the clays affects their dewaterability. Metal ions in solution and on the exchange sites of smectite clays are known to act as Lewis acids. Recent work has determined that these ions can be titrated with high-molecular-weight polymers. The relative acidity of the exchange ion and the basicity of the polymer determined by the new method give insight into the dewatering mechanism.

The possibility of increasing the efficiency of mineral processing plants by means of computer control has prompted metallurgists to examine their flowsheets more critically in order to develop practical control strategies. Control schemes in use to date generally rely on the automation of traditional and previously manually regulated control loops, for instance the addition of reagents to maintain a constant assay or a constant pH. This approach is predicated on the availability of well-established primary sensors such as pH electrodes or on-stream analyzers. Noranda Research Centre, in cooperation with Noranda Group concentrators, has developed a froth level monitor and a pulp density meter susceptible of application in this type of control. Although some of the basic principles on which they are based have been known for some time, their incorporation into the design of reliable, direct-reading instruments which can be interfaced with a computer, is be-lieved to be novel*.

Coal is defined as a combustible rock that originated in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man's earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks returned to earth continue to provide some answers to questions concerning the earth's origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust and upper mantle of the earth are made up of several large plates along which difEerentia1 movement (primarily horizontal) takes place. Such movements, although small, are occurring today. These horizontal movements are accompanied by vertical movements causing important changes in the relative position of the continents and oceans. Low-lying coastal swamps with favorable climates are ideal locations for coal accumulation and burial by river-borne sediments, and large areas are affected by relatively minor vertical movements of the shoreline. The large plates have continually or intermittently moved throughout the geologic past, resulting in various configurations of the continents and oceans, and coal-forming conditions have occurred at numerous times and places. Vast areas of our continents have been repeatedly inundated by shallow oceans and only relatively small parts of the present continents appear to have been above sea level throughout geologic time. Great forces acting principally along plate margins have folded and broken the crustal rocks, forming large belts of mountains.

Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

Exploration is the systematically financed and technically oriented search for mineral wealth. Almost all established mining companies have an exploration department. The size of a company's search varies over the years as the company's profits, or the corporate philosophy change. While the established mining companies have exploration departments, they are also alert to acquiring discoveries made by others -- especially by prospectors and small companies without the resources to develop their find. The emphasis in some large companies stresses self-generated discoveries while others rely heavily on acquisitions; again, over the years the emphasis may alternate. In the last analysis, essentially all new mineral wealth was found through someone's exploration effort. Before we discuss how exploration is financed, it will be informative to analyze how discoveries have been made and by whom. Recently, the author conducted a survey of randomly selected major mining companies to answer these questions. Most companies responded and many went to considerable effort to give complete and detailed answers. I thank all for their help and cooperation. The questionnaire is attached as Appendix I. Appendix II is a list of the 400 companies that replied in a complete enough manner and format to be analyzed here. The results of the questionnaire are given in Table 1. The concept for a Mine Escape Vehicle (MEV) is motivated by the desire to enable personnel to evacuate a mine rapidly as the first and most desirable response to any underground emergency. Under a NIOSH contract, Raytheon UTD developed a conceptual design for a vehicle that coal miners could use to facilitate their rapid exit from an underground coal mine in the case of emergency, including fire or explosion. The vehicle requirements include the capacity to provide life support functions for a number of miners, operate in an oxygen deficient, low or no visibility atmosphere, and travel at speeds faster than miners can walk out of the mine. To develop the MEV concept, three primary tasks were identified and executed. The first task focused on developing a realistic concept of operations (CONOPS) and associated high level vehicle requirements. The second task identified and evaluated currently available equipment and technologies that could be applied to address the CONOPS. The final task developed a design concept that integrated the identified components for the five (5) MEV sub-systems to provide the foundation for future detailed engineering design and prototype construction. The resulting MEV design concept is centered upon retrofitting existing mine personnel carrier chasses with available, mine-worthy equipment capable of addressing the MEV requirements. This approach offers a practical and economic avenue to prototype development and delivery with minimum lead-time and risk. Furthermore, by integrating familiar and available equipment into the design and CONOPS, the resulting Mine Escape Vehicles should also be more readily accepted by the mining industry.

"INTRODUCTION A packaged cooling system is being developed for refuge alternatives (RAs) that meets MSHA qualification guidelines for deployment in coal mines. This system will allow full occupancy ratings of deployed Refuge Alternatives (RAs) to be maintained by keeping the apparent temperature inside the RA from exceeding 95°F. Research investigations sponsored by NIOSH have shown that heat buildup caused by occupants in mobile RAs will result in apparent temperatures that exceed the 95°F limit established in 30 CFR 7.504. Figure 1 shows the temperature rise in an inflatable RA having an occupancy rating of 23 people at an 81°F mine air temperature. This plot shows the need for either heat mitigation or occupancy derating in warmer mines. The RAECS will be designed to provide enough heat mitigation to eliminate occupancy derating due to heat buildup over the 96 hour refuge period.This paper describes testing of a prototype cooling system that uses proven vapor compression technology powered by batteries to keep the RA interior below the 95° limit for a minimum of 96 hours. Testing of this prototype cooling system was conducted in December of 2015 and January of 2016 at the NIOSH test mine in Bruceton, PA. December testing was conducted at the prevailing mine ambient temperature – approximately 60°F. The January testing was done with the mine ambient temperature in the immediate vicinity of the RA artificially elevated to 85°F. Realistic heat gain from RA occupants was provided by human simulators developed by NIOSH. These simulators add sensible heat corresponding to human metabolic processes and latent heat generated by respiration and perspiration. Heat generated by CO2 scrubbers was also added. Results of cooling system performance using these simulated loads at the two ambient conditions are described. A comparison of the apparent temperature in the RA using two different control techniques is also presented. This work documents the ability of the cooling system to meet the established apparent temperature limit at the full occupancy rating of a six person RA. A new cooling system intended for use with existing RA deployments and having greater cooling capacity is currently in development and will be described."
