A combined physical/biochemical process for the precombustion removal of 13 inorganic hazardous air pollutant (HAP) precursors, i.e., Sb, As, Be, Cd, Cr, Cl, Co, F, Pb, Hg, Mn, Ni and Se, from coal was tested. Biochemical processes for removal of HAP precursors from coal potentially offer advantages of deeper cleaning, more specificity and less coal loss. The slurry column is a second-generation process for the beneficiation o f fine (60-mesh x µm coal by a combination of physical separation of mineral matter and biooxidation of pyrite. Sixty-seven percent removal of pyrite from a 60-mesh Pittsburgh #8 coal was achieved at a 35% (w/w) slurry concentration and a five-day reactor residence time. Ninety percent of the heating value of the feed coal was recovered. Among the HAP precursors of most concern, over half of the Se, As and Hg were removed from the feed coal. From 40% to 70% of most HAP precursors were removed from the feed coal. Hg in the feed coal was reduced from 0.12 to 0.054 ,µg/g in the product coal, while waste coal contained 0.24 µg/g.

The Bureau has identified several ventilation techniques and a water spray application for reducing auger mining dust levels. The dust control methods all work by improving air quantity or flow patterns at the face. Section airflow is maximized by reducing air leakage between entries. Sealing stoppings with brushed- on mortar, containing fiberglass additives, reduces leakage. Heading airflow is maximized by properly installing the brattice curtain and keeping the area between the curtain and rib free from obstructions. The brattice curtains should be hung at least 1.7 m (5.5 ft) from the ribs in 7.9 m (26 ft) wide entries and kept less than 4.6 m (15 ft) from the face. A tight curtain seal is created by using the mine air pressure to force the curtain against the timbers, roof and floor of the mine. Using both a blowing curtain and an exhausting curtain will isolate some face workers from dusty air. The Bureau designed, auger clearer spray system, can be used to force heading air across the active face. Laboratory tests indicate that the auger clearer spray system can increase face velocities by more than 0.5 m/sec (100 ft/min), while using less than 0.13 l/sec (2.0 gal/min) of water.

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

Open-pit mines in the US and throughout the world are typically characterized by increasing operating costs and decreasing ore grades. Thus, companies must continue to improve their use of human and technological resources to remain competitive in the marketplace. Duval Corp. has historically been very sensitive to mining costs, in part because of relatively low grade copper-molybdenum ore bodies. These concerns have resulted in three haulage system generations at the 218 kt/d (240,000 stpd) Sierrita-Esperanza open-pit mine south of Tucson, AZ. Each generation has exceeded the performance of the one replaced. The latest system of portable crushers and conveyors reduces hauling costs by combining both hardware and technique. Savings are achieved not only bysubstituting conveyors for haul trucks, but also by permitting the crusher-convey or system to closely follow mining as the pit deepens and/or mining areas change location. The Duval system is capable of easy and inexpensive relocation in varying site configurations in relatively short time periods. Its implementation in active mining areas results in minimum disruption to both the mine operation and mine design. This haulage concept allows the mining engineer maximum freedom to design an open pit for profit rather than for equipment. Maximum savings with a portable system are achieved by minimizing truck haulage costs. At Sierrita, for example, the yearly estimated operating cost savings for each thousand feet of +10% truck ramp replaced by conveyors is about $1 million per portable crusher. A savings of $30 million could be achieved fora three-portable system overa 10 year period simply by reducing the average truck Iiftto the crusher by 30 m (100 ft), There is also the added capital expense of buying trucks to cover the additional 30 m (100 ft) of lift. Relocation costs are an important consideration in a portable system. Direct costs can become a significant operating expense if frequent relocations are necessary to take full advantage of potential haulage cost savings. A site preparation cost of $375,000, for example, would add an additional operating cost of 2.8¢/t(2.5¢/st) for a system handling 13.6 Mt/a (15 million stpy), assuming one move a year, In addition to the direct cost of site preparation, such as installation of retaining walls, apron feeder slots, and equipment pads, there is the cost of site renovation after abandonment. Indirect relocation costs, while less tangible and more dependent on specific mine design and scheduling, can be of significance. A slowdown in the mining rate or a less efficient mining plan can result from a site not being immediately available for mining after abandonment. Conversely, mining in narrow areas can be adversely affected if two or three month lead times are required for site preparation.

The development of precious metal recovery processes using chloride systems has mostly evolved from the development of chloride based treatments for base metal concentrates or ores. The recovery of silver from chloride solutions within a process designed for the treatment of base metals usually is part of a solution purification stage. Oily and particulate befouled waste water discharges are a common industrial problem. Removing these water bourn emulsions from process discharges become increasingly important for both recycled and discharge water streams. Low cost, efficient and easily maintained systems are important. This paper evaluates design factor of such a water cleaning system -a trough filter. This is a continually operating filter that removes oil droplets by wires that wet the oil droplets.

During several years of operation in Europe, South Africa and other locations, the Tri-Flo process has demonstrated substantial improvements in dense-medium dynamic-separation systems. The reasons for this improvement are: • a high-sharpness separation due to the multistage system and the application of new concepts in the design of the regeneration circuit and in the control of the medium Theology, and • the possibility of performing two cuts at different densities using a single separation device and a single regeneration circuit. This paper discusses the above points in detail with particular reference to the multistage technology (based on the circuit analysis theory) and to the control of the medium rheology (based on recent work in the modeling and simulation of the rheological behavior of dense suspensions). Concerning the multidensity separation, information is given on the new three-stage separator where the high-density separation is performed by the first stage and the low-density separation is performed by the second and third stages. This configuration (already realized in two operating plants) was selected because no particular sharpness was required at the high-density separation, while high sharpness was required at the low-density separation. However, the configuration can be inverted or a fourth stage can be added (at very low additional cost) to provide two stages for each separating density. The importance of achieving a high sharpness separation is related to minerals (industrial minerals in particular) where the density difference of the phases to be separated is very low (as in processing of lithium ores, feldspar- and others). Information is provided on plants operating in South Africa and Canada, for the beneficiation of lithium minerals and on a plant under construction in Italy for the beneficiation of feldspar. Finally, the importance of making the separation at two densities is emphasized with particular reference to coal; i.e., producing a low-ash premium coal and recovering, in the middling, a by-product without losing heating value. Also, very important for some minerals is the production of a high-grade concentrate (at the first stage) suitable for sending directly to metallurgy (e.g., chromite ores) and the production of a low-grade concentrate that can be further treated. In this way, a higher overall recovery of the valuable mineral can be achieved, and, at the same time, a reduction of the treatment costs can be obtained. All of the above applications were once considered impossible.

The development of new processes has to follow "best practice" rules in order to be technically and economically as efficient as possible. However, innovations, new process routes and new rules are continuously emerging to minimize financial risk and maximize environmental compliance. Process simulation, which offers a complete overview of the flowsheet, makes it possible to cope with this new challenge-minimizing waste production and water consumption. Furthermore, simulation provides an estimate, at the early stage, of the cost of alternative technical routes. Four examples involving biotechnological circuits are presented, both at the design and commissioning stages.

Low world gold prices stimulate development and introduction of economically efficient ( cost saving) technology for operating gold mills. This report covers the results of testing and introduction of CIL technology to recover gold from flotation concentrate of Samarta gold concentration plant located in Buryatia (Russia). This plant is treated the ore of Zun Kholba gold deposit using gravity and flotation of gravity tails as preconcentration processes. Till recently high grade gold gravity concentrate was smelted to gold bullion and shipped to gold refinery, gravity middlings were leached by cyanidation in cone type equipment developed by Irgiredmet and flotation concentrate shipped to copper smelter. The disadvantages of flotation concentrate shipping to copper smelter are following: high concentrate transport cost; problem with gold shipped balance; high cost of flotation concentrate treatment; comparatively low gold recovery. In this connection IRGIREDMET developed the hydrometalurgical technology for gold recovery from flotation concentrate. The flowsheet was developed on the base of laboratory, pilot plant and industrial scale tests conducted by IRGIREDMET in 1987-1997 and lrgiredmet experience on CIP process testing and industrial scale introduction in Yakutia [1-6]. The Department of Control Systems and Instrumentation, VSB - the Technical University Ostrava, has been involved in a project dealing with utilization of landfill gases, when the methane gas utilization and minimization of its release into the atmosphere was the main concern. The landfill site is generally a place, where technology for energy production can be built. The conditions for this technology implementation vary and depend on various factors. This paper is presenting findings and experience gained regarding a method of methane gas utilization for energy production. This method is concerning building bioreactors at the landfill sites, which are already operated. Every bioreactor can be thought of as a process, which is controlled in order to maximize energy production and minimize the methane gas escape into the atmosphere. The bioreactor landfill can represent a number of environmental and cost savings and, at the same time, is able to comply with all legislative issues.

[One of the major problems in the purchase and sale of coal shipped in lake or ocean going vessels has always been the difficulty in obtaining a true analysis of the shipped coal?s quality because of faulty sampling by manual methods. As long as coal was sampled according to standards set up by ASTM methods designated D 492-48 there generally were no quarrels with the results obtained. However, due to varied weather conditions and because of the large number of cars sampled, there is no assurance that prescribed manual methods of sampling will always be followed. Because of this problem, the organization previously called American Coal Sales Association, now part of the National Coal Association, set up a committee compose of representatives from coal producers, coal shippers and coal consumers to study this sampling problem and to devise, if possible, a means of sampling on the high lift dumpers which could be automated so that a; true sample of the coal as loaded in the railroad car could be obtained.]

When longwall equipment is being specified, a nominal capacity is generally given on which to base the design of the various face and out-bye systems and components. This capacity generally comes from a nominal annual capacity requirement based on realistic utilization rates. From illustrative examples of simple system simulation, this paper sets out to show that a single nominal capacity is not sufficient to size the different systems. The manner in which the Longwall is operated and the overall system configuration and availability can have a significant impact on overall productivity.

"Slope performance monitoring, dependable operational practices and ongoing collection of geologic data in openpit slopes all provide valuable information for quantifying potential steepening of subsequent slopes. Mining at the Goldstrike openpit has been ongoing since the early 1980s, having its share of slope instabilities. In areas where slopes have remained stable, consideration has been made for potential slope steepening of final walls.While technology can be efficient, interesting for collecting needed data, slope design fundamentals based on that data can be applied to create much added value.With the proper available equipment, steepening of bench face angles via presplit blasting is not an uncommon method for steepening of interramp slope angles. As an alternative at Goldstrike, the commonly used Modified Ritchie Criteria for empirical catch bench width has been adjusted, resulting in quantified, rock-specific formulas for bench width and rock fall berm placement. The result is an inter-ramp slope angle increase of 2° on a 305- m (1,000-ft) high slope, without the necessary purchases and procedural changes that would be required for presplit drilling and blasting. The result has shown significant net benefits through reduction in mined waste tons and an increase in gold reserves.LocationThe Goldstrike openpit is located in the Great Basin, on the northern end of the Carlin Trend gold belt in northeastern Nevada (Fig. 1). The mine has produced more than 1.2 kt (43 million oz) of gold during the past 30 years."

Cerro de Pasco Corporation operates five large base metal mines in Peru having a combined production of some three million tons of ore a year. An integrated complex of concentrators, smelters and refineries produces annually about 25,600 short tons of copper, 48,100 short tons of lead, 60,500 short tons of zinc metal, 102,300 short tons of zinc concentrate, 8,272,000 ounces of silver and substantial amounts of bismuth, cadmium and selenium. Geology plays an important role in these operations. The organization of detail geologic work in and around the Cerro mines was set up by John M. Boutwell in 1918 and a geology department was established in 1920. Growing through the years, the department technical staff now numbers over thirty men and. their work covers all phases of geological investigations. Many outstanding geologists of the past and present, too numerous to name here, have studied and contributed to the knowledge of the deposits and the ever growing list of Cerro "alumni" must rival that of any other mining organization. Numerous papers on the geology of Cerro's mines can be found in the technical literature and several doctoral theses have been presented on Cerro subjects as indicated in the attached bibliography, Specimens of Cerro's ores can be found in museum, college and university collections throughout the world. Yet, as with all mines and mining districts, the geologic knowledge of Cerro's deposits in Peru is being revised and added to constantly. This presentation cannot hope to cover adequately all the phases of the geology and mineralization. For a more complete background and discussion of the mine you are referred to the bibliography. Here I shall outline only briefly the more important geologic features and describe some of the newer developments of recent years The credit for the data presented here belongs to the many geologists who have worked or are now working for Cerro de Pasco Corporation, but I must assume sole responsibility for any omissions or variations in the interpretation of their work.

The ever-increasing power (and decreasing cost) of computers has opened up substantial oppor¬tunities for 'Vision'-based systems in both on-line and off-line control. This paper reviews image analysis applications in use at the Julius Kruttschnitt Mineral Research Centre (JKMRC) for: •blast and mill feed size monitoring; •AG/SAG mill model-based control; •mineral liberation; and •froth flotation control. The SPLIT™ image analysis system is being used to estimate muck pile and ROM feed sizings. AG/SAG mill feed sizing is being used in a dynamic model for mill control. A new generation mineral liberation analyzer has been developed with Philips Electron Optics. The Philips-JKMRC mineral liberation analyzer offers a substantial improvement in resolution and speed over previous developments. While on-line liberation control continues to be something of a pipe dream, measuring liberation "one shift behind" is now feasible. A robust instrument has been developed to measure flotation froth bubble size and velocity. The instrument also derives a parameter that allows different froth textures to be distinguished. The instrument has been used for on-line control in coal and sulfide flotation. For coal froth, an online ash estimate has been achieved at one site and is being tested at other sites. Overall, image analysis is finding many applications in mineral processing and control.

INTRODUCTION Selective Reduction of Nickel in Oxidized Ores Oxidized nickel ores, either garnieritic or lateritic, contain much more iron than nickel. The regular carbon reduction in an electric furnace is operated in such a manner that the greater part of iron oxides is reduced simultaneously with nickel oxide, resulting in a low nickel content ferronickel. In order that the nickel content of residual slag may be suitably low, -excess carbon must be fed so that the carbon content of the ferronickel thus obtained is that of casting iron. The metal also contains other impurities such as silicon, chrome, etc. In order to convert the casting iron into slightly carburized ferronickel with high nickel content, the greater part of the carbon and more than half the iron contained therein must be oxidized by means of oxygen. Energy is thus consumed as carbon, and power to reduce iron oxides, and more energy is consumed as oxygen to re-oxidize the iron contained. This method can be economically adopted for nickel ores with grades ranging around 2. 5 to 370, but it gets excessively costly when nickel grade falls below these values. This is why, for nickel ores with low nickel grades and high iron content, studies were conducted to develop a selective reduction process which, while reducing only a small part of the iron oxide, would provide efficient reduction of nickel oxide. The Mineral Resources Institute (MRI) has developed a unique process for selective fatty-acid flotation of phosphate minerals from siliceous ores. The process takes advantage of preferential adsorption (over silica surfaces) and high reactivity of fatty-acid collectors toward apatite under slightly acidic conditions (pH 5 - 6.5). The process was successful in upgrading various Florida and North Carolina phosphate samples containing 7.7% to 15.3% P205 and 62.3% to 77.2% siliceous gangue (Insol). The resulting concentrates assayed 28.1 % to 33.1 % P205 and 4.1 % to 9.9% Insol, with high P205 recoveries of 81.8% to 92.2%. Depending on the degree of surface contamination of the silica particles in the flotation feed, one or more cleaning steps, with or without sodium silicate, would be required to achieve higher-grade phosphate concentrates.

For every million ounces/year of gold produced by mining and process operations, each 1 % loss to tails represents 10,000 oz/year of production sacrifice. Recovering this lost gold would generate aditional revenue of $3 million/year at $300/oz. Similarly, if the average recovered grade is say 0.15 oz/st, every $0.45/st reduction in operating costs will result in equivalent annual savings of $3 million. This paper describes the application of a technique to realize such cash flow benefits for milling operations.

The integrated grouting method, as developed in the USSR, can be applied to multi-purpose operations that in¬clude the construction of shafts, drifts, and tunnels. In the USSR it has been used extensively for primary and final grouting of underground excavations in mining engineering and civil engineering projects. It has been applied in projects where the primary objective was waste contain¬ment. It has also been used to control subsidence beneath buildings located over mined out openings and to eliminate the flow of ground water beneath and around dams. This chapter considers several industrial applications in the form of case histories. The word integrated means that grouting activities were integrated with other activities. 9.1 CASE HISTORIES OF GROUTING FRACTURED ROCK WHEN SINKING VERTICAL SHAFTS The integrated grouting method has been applied most widely in the sinking of vertical shafts in fractured, satu¬rated rock. As explained previously herein, grouting oper¬ations preferably are carried out from the ground surface where they are integrated into the schedule of the setting up of the shaft excavation and construction equipment. Such integration reduces significantly the length of time required for preparation of shaft construction and the time required to sink the shaft. The increased efficiency is achieved by the elimination of cementing operations from the working face upon the penetration of each aquifer. Concomitantly, labor and energy consumption during shaft sinking are minimized because the more complicated and labor-intensive work is carried out at the surface section. Table 9.1 presents the essential parameters for the pri¬mary grouting of saturated fractured rock carried out by the integrated method when sinking vertical shafts. 9.1.1 NAGOL'CHANSK MINE NO. 1-2, VENTILATION SHAFT NO. 1 The integrated method of grouting saturated fractured rock through holes drilled from the surface was employed for the first time during the sinking of vertical shaft No. 1 at the Nagol'chansk mine No. 1-2 in the Don Basin. The shaft had an inside diameter of 6 m. The grouting operations commenced by using cement grout with a density of 1.7 to 1.8 g/cm3. Clay-based grout with cement and other addi¬tives was used only for grouting the aquifers where cement grout proved to be ineffective. By the time of the grouting of ventilation shaft No. 1, hydrodynamic analytical methods were well in hand and a preliminary method for designing isolation curtains had been developed. A method for designing and drilling ori¬ented directional drillholes whose natural curvature re¬flected the characteristics of the fracturing had been devel¬oped. The majority of the necessary equipment had been developed. Clay-based grouts were considered ready for the first industrial application. The hydrogeologic environment at the Nagol'chansk mine No. 1-2 contained many prolific aquifers. According to monitored drillhole data, the total expected inflow into ventilation shaft No. 1 without grouting was 425 m3/hr. This large ground water inflow rate was supported by in¬formation obtained during the sinking of the main shaft and from the auxiliary shaft of the "Nagol'chansk" mine No. 1-2. The construction contractor at the site began sinking ventilation shaft No. 1 to a depth of 217 m by cement grouting from the working face of the shaft. As a result of the cement grouting operations, the inflow of water was reduced from 105.4 to 40 m3/hr over this 217 m interval. However the residual inflow rate caused the shaft to become functional at the depth of 217 m. At this point all grouting operations were transferred to SPETSTAMPONAZHGEOLOGIA (STG) in an effort to improve the operation. In order to carry out preliminary grouting from the sur¬face, seven drillholes were installed and designed for re¬ceiving grout. Drilling was implemented by the ZIF-1200A rig to the design depth of the shaft. The geometry of the principal fracture system that would be encountered by the shaft was estimated while breaking ground using informa¬tion from other shafts. The drillholes were arranged so that they cut through the aquifers uniformly around the shaft. Some preference was given to intercepting the aquifers that were located along the rock dip above the shaft bottom because it was established that the ground water in the aqui¬fers flowed downward along the dip into the cone of de¬pression of the shaft. Investigations in the drillholes using the DAU-3M flowmeter described in Chapter 3 showed that all of the nine aquifers were penetrated by the time a depth of 690 m had been reached. The flowmetric information showed that aquifer numbers [1 and 2], [4, 5, and 6], and [7 and 8] had practically identical hydrogeologic characteristics; so it was decided to connect them into combined stopes and inject the grout using five stopes instead of nine. Table 9.2 shows the results of the grout injection into the aquifers. The volume of grout pumped into the separate intervals through single holes varied from 204 to 15 m3. I am not a member of AIME, and this is my first annual meeting. As a lifelong member of the non-ferrous metals industry I have enjoyed listening today to speakers point with pride and view with alarm the public relations activity or lack thereof in the halls of government, as well as at the grass roots. There is much to be alarmed about, to be sure, but also some accomplish¬ments to be viewed with pride. Other speakers have given a broad overview of our industry's relations with their several publics. I will be specific about two incidents in which The Anaconda Company faced the loss of confidence of a large portion of its publics: the nationalization of our properties in Chile in 1971 and the closing of our under¬ground mines in Butte, which was announced last October. If I have a minute left over, I will speak about our concern for the loss of confidence in business institutions which has been re¬vealed in recent public opinion polls.
