The softwall mining system is a novel, new method of mining mineral deposits in soft, shallow, nonrock ground conditions. This method can mine the ore layer without substantially disturbing the existing overburden. The softwall mining system consists of machinery that is hydraulically controlled and powered, that can be buried (or used on the surface) to extract the ore or mineral from a layered deposit. The method is essentially an application of the longwall mining concept, modified for loose overburden and ore conditions, combined with hydraulic mining.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. Now, coal marketing must be recognized in its "true leadership role," Daniel said. Marketing people must know when to use spot sales to balance production objectives and maintain cost-effective-

Construction of the Boddington Mine 130 km (81 miles) southeast of Perth, is about 89 percent complete. When the $2.9-billion development is finished, it will be the largest gold mine in Australia, producing 31 t/a (1 million oz/year), according to project majority owner Newmont Mining. Newmont?s acting regional group executive for Asia Pacific, Philip Stephenson, told a gold conference in Australia that the project would be ?the biggest thing for Newmont this year.? The project has been in the works for more than 10 years, but because of a three-sided ownership and fluctuating gold prices, it struggled to get started. However, Newmont is set to become the full owner of the project and is moving ahead on the low-grade project. ?We are targeting annual production of 31 t/a (1 million oz/year) for each of Boddington?s first five years. When it is in full production, Boddington will be the largest gold mine in Australia,? Stephenson said. ?The mine?s costs applicable to sales will be around US$9.64/g (US$300/oz) and that puts Boddington into the bottom quartile of the global cost curve. ?Strategically for Newmont, Boddington coming on-line will improve Newmont?s overall global geopolitical risk profile as it delivers greater exposure to an AAA-rated country.? Boddington has a projected mine life of 20 plus years. It has current total reserves of 622 t (20 million oz) and rising. Stephenson said Boddington has the largest reserve base of all gold projects in production or those that are about to go into production in A-rated countries or better. And it will be an important asset for many years to come. Newmont will acquire the remaining 33 percent share held by AngloGold Ashanti in a deal that should be concluded in the next two months. All aspects of precious metals processing were featured at a symposium held Oct. 3-6, 2007, at Loews Ventana Canyon Resort in Tucson, AZ. Although billed as "Precious Metals Processing: Advances in Primary and Secondary Operations," the symposium also looked at economic, regulatory and environmental issues affecting the precious metals industry. The symposium was sponsored by SME; The Minerals, Metals & Materials Society (TMS); and the International Precious Metals Institute (IPMI). It included workshops, technical presentations, guest speakers and social activities. Mining industry management, process engineers, equipment manufacturers, consultants, metals marketers, academics and others involved in the precious metals industry attended the conference. Needless to say, with gold nearing $25.721g ($800/oz) and platinum pushing $41.801g ($1,300/oz) at the time of the meeting, the mood among the attendees could not have been more positive. The symposium was privileged to have Father Ernest S. Sweeney, professor of Latin American History at Loyola Marymount University, as a guest speaker. Sweeney, a Jesuit priest, provided a colorful account of the history of mining in Arizona and the surrounding region of North America (Fig. 1). He described the importance of the mining industry and said, "To go down into the bowels of the earth to extract its riches for the benefit of all of us is an awesome task deserving our sincere respect and gratitude." However, he warned the industry that: "The ever increasing de¬mands on the mining community for the protection of the environment calls for endless efforts to maintain ethical standards in a business filled with risk, uncertainty and frustrations." Sweeney noted that the Spanish conquest of the Americas was driven by the three fundamental motives of "God, glory and gold." He noted that gold was the basic, most powerful driving force of the conquest and occupation of the Spanish empire. The first European to explore Arizona was the Franciscan missionary Marcos de Niza. He came to Arizona in 1539 in search of the fabled Seven Golden Cities of Cíbola. Sweeny noted that Spanish explorers were consumed, as Cortes himself described it, "with a burning fever that only gold could cure." Sweeney told the story of some of these early explorers, including Francisco Vázquez de Coronado who "mounted an expedition in pursuit of gold and rich empires to conquer." Coronado passed through Arizona and discovered the Grand Canyon. "Coronado returned to Mexico exhausted, bankrupt and disillusioned, but with a wealth of new knowledge of the borderlands of the Spanish empire," said Sweeney. He then described the colorful history of early gold, silver and copper exploration and mining in Arizona, including the famous tale of the Lost Dutchman's Mine. Reverse osmosis (RO) and nanofiltration (NF) are widely regarded as being best available technologies (BATs) for removing contaminants of concern from water. In recent years, NF or RO treatment has increasingly gained more acceptance in the mining industry for treating mine water to remove a wide assortment of contaminants, either for meeting discharge standards or for internal re-use in mining processes. Consequently, the number of NF or RO membrane mine water treatment facilities has steadily increased. Although NF or RO membrane filtration can be a powerful tool in mine water treatment, especially when multiple contaminant removal is required, it also has many potential disadvantages. Besides the generally higher capital and operational costs for the high pressure membrane processes, organic constituents in mine water may foul the membranes, while inorganic compounds such as gypsum, calcite, or silica are liable to scale the expensive membranes if proper pre-treatment processes are not implemented. Additionally, because these membrane treatment processes generate a substantial reject or brine waste stream in addition to the clean treated water or permeate stream, brine management also needs to be considered carefully when deciding upon the viability of an NF or RO mine water treatment process. Because of these issues, it is important to conduct detailed analyses of the trade-off between selecting NF or RO vs. using chemical treatment processes when designing a mine water treatment facility.

Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. The romance of the River lives on in the tales of Mark Twain; and many Americans still think of the Mississippi River in terms of the steamboats loaded with passengers, gamblers and cotton. Yet for many years, coal has been a major cargo on the American waterways. Currently, about 100 million tons a year of coal is handled in some part of its journey from mine to destination by barge. The bulk of this traffic has been on the Ohio River System and the Upper Mississippi River System in years past. Now we have a new entry. Over the past 10 years various movements of coal have developed down the Mississippi River to power plants at Memphis and along the Gulf Coast, and a small amount of metallurgical coal has moved down the Mississippi River for export to Japan since 1970. But in 1980 a brand new player came on the scene. 1980 was a momentous year for the American coal business. Historically, we have exported about 50 million tons a year of metallurgical coal to the world's steel mills. Just before and after World War I, we also had a fairly healthy export trade in steam coal; and again in the late forties, we supplied large amounts of coal to Europe until domestic production could recover from the ravages of World War II. But since the early fifties, the name of the export game has been metallurgical coal. Starting in the mid seventies, something began that was almost totally missed by the American coal industry; and that was the growth in the use of coal first in Europe and now in the Far East as a steam product and as an alternative to petroleum products. As these world coal markets began increasing, the U.S. at first was thought to be noncompetitive because ocean rates were still very low. For example, as recently as 1977, Australian coal could be moved all the way from Australia to the Gulf Coast for $12.50 per metric ton. Coal exporting countries were Poland, Australia and South Africa, except for the continuing exports of U.S. high quality metallurgical coal. But then came the second oil shock, and all of the sudden that $12.50 rate from Australia to the U.S. Gulf became $25.00. And then suddenly and almost unrecognized by the American industry, American coal was in fact competitive at overseas destinations because of the drastic change in trade patterns brought on by the doubling and tripling and quadrupling of bunker fuel prices for ships.

Recent advances in computing, rendering, and display technologies have generated increased accessibility for virtual reality (VR). VR allows the creation of dynamic, high-fidelity environments to simulate dangerous situations, test conditions, and visualize concepts. Consequently, numerous products have been developed, but many of these are limited in scope. Therefore, the National Institute for Occupational Safety and Health researchers developed a VR framework, called VR Mine, to rapidly create an underground mine for human data collection, simulation, visualization, and training. This paper describes the features of VR Mine using self-escape and proximity detection as case studies. Features include mine generation, simulated networks, proximity detection systems, and the integration and visualization of real-time ventilation models.

New Nedre Fiskumfoss is a construction project in North Trøndelag, Namsen River. The purpose of the contract is construction of a new hydropower plant, that will phase out the existing power plant in the same waterfall. The contract consists of a tunnel system with cross sections from 16 m2 to 150 m2, powerhouse and transformer in rock caverns, 6 shafts and major works with inlet and outlet below river level. Technical challenges consist of demanding design on rock extraction, cofferdams, solid constructions with challenging design and demanding rebar work, as well as restrictions and unpredictable water flow in a national salmon river.

Vast improvement in methods of design and analysis of the long- term stability of overburden above room and pillar mines is needed. Improved methods are vital for planning and land development and for prediction above existing, presently stable, room and pillar mines. As shown on the flow chart in [Figure 1], the assessment of the long-term stability is an integral part of the site investigation process regarding mitigation of surface damage effects. In Illinois, flat farmlands with subjacent coal reserves cover vast areas. In some of these areas high extraction of the underlying coal layer(s) may not be possible since the resulting surf ace subsidence combined with a pre-existing shallow water table would make the land too wet. Thus recovery of this coal might only be accomplished by room and pillar mining where the ground surface does not subside and the hydraulics of the overburden are not significantly affected.

Hydrologic assessments of existing and proposed waste rock stockpiles (WRS) are typically required for application of operating and closure permits at mine sites. The results of these assessments can be used to determine the applicability of the state groundwater permit program requirements to the operation and closure of these stockpiles. The objective of this hydrologic assessment was to ascertain whether or not the WRS at the Ajo Mine have a reasonable probability of discharging potential pollutants to the underlying aquifer under the operational mine conditions. The hydrologic assessment was performed based on an evaluation of climatic data, prediction of the net infiltration rate through the WRS and prediction of additional hydrologic factors such as the time required to deplete available moisture storage in WRS. The predicted net infiltration rates ranging from 0.13 inches/year (1.1x10-8 cm/s) to 0.24 inches/year (1.9x10-8 cm/s) are below the threshold value of less than 10-7 cm/s recommended by Hutchison and Ellison (1992) as being characteristic of conditions that produce no or negligible quantities of seepage. In addition, the total time required to deplete available moisture storage within the Ajo Mine WRS and for any potential seepage from the WRS to reach the underlying aquifer is estimated to range from 260 years to 1,950 years. Collectively, the climatological and geotechnical investigations and the hydrologic predictions demonstrate that the WRS at the Ajo Mine hydrologically do not have a reasonable probability of discharging pollutants to the underlying aquifer. As a result of this prediction, the stockpile will not be regulated under the state groundwater permit program and operational and reclamation requirements will be limited to managing surface water runoff.

Industrialized countries, particularly the United States and the United Kingdom, remain at the forefront of international efforts to control the potential disruption from computer malfunctions caused by the date change from1999 to 2000 — widely known as the millennium bug or Y2K. Disruption is least likely in the developed world, including the United States, Canada, western Europe, Japan and Australasia. However, the picture is potentially different in developing countries where many mining companies operate. The less developed the country, the greater the chance of some form of Y2K-linked disruption.

Rroundtable 2009, a Knight Piésold and Co.-hosted roundtable discussion on mine closure and cover design was held at the Red Lion Inn and Casino in Elko, NV on Feb. 12, 2009. Knight Piésold?s Bryan Ulrich and Steve Boyce, as well as Knight Piésold representatives Cynthia Parnow and Corey Conrad from Denver, CO, and Rick Frechette from the Tucson, AZ office were on hand to help facilitate the discussion. The meeting played host to approximately three-dozen attendees from four states. Attendees included personnel from seven mining properties and attendees from corporate offices. The majority of attendees were people directly involved with environmental work on a day-to-day basis. Other attendees were project managers whose jobs involve some level of environmental focus. The purpose of Roundtable 2009 was to exchange ideas and information pertaining to mine closure and cover design associated with almost any aspect of a mining operation. This type of forum provides a less inhibited format for discussion, when compared with traditional conferences and symposia. In the roundtable format, lively discussions are encouraged. This discussion was the fourth in the series of Elko Roundtable events. Previous roundtables pertained to heap leach pad design, construction and operation; design, construction and operation of tailings storage facilities and site-wide water considerations. INTRODUCTION The plate loading test is a simple, useful tool in rock mechanics. The test consists of applying load to a rock surface and noting the resulting deflections. Plate loading tests are typically used to obtain modulus of deformation and related material properties, but can also provide information on blast damage and in situ stresses (1). Properties obtained are of course dependent on test procedure and test environment . In order to eliminate extraneous results it is essential that the interrelationship between the physical test environment and various rock properties obtained be thoroughly understood. Test interpretation is based upon elasticity methods, and the general assumptions made during analysis which include the following: 1. The rock is homogeneous, isotropic, elastic and continuous. 2. The stress is induced in a semi-infinite solid. 3. The plate is perfectly rigid or completely flexible. 4. Rock properties are independent of in situ stresses. 5. The plate and rock surface are smooth and parallel.

A novel approach incorporating computational fluid dynamics (CFD) and flotation modelling has been used for investigating flotation cell designs. CFD modelling has increasingly been employed to enhance understanding of the cell hydrodynamics in mineral and coal flotation. Opportunities for improving the flotation cell performance can be identify by modelling. The CFD-flotation model from CSIRO incorporates cell hydrodynamics that affect particle-bubble interactions. Information from the model includes velocities, turbulent dissipation rates, gas hold-up, particle-bubble attachment and detachment rates. The attachment and detachment rates have been found to be effective measures of cell performance for cell design.

The Upper Reach segment of the Northeast Interceptor Sewer (NEIS) is a3.2-km-long tunnel excavated in interbedded marine sedimentary deposits with approximately 40 m of cover. The tunnel was initially classified by Cal/OSHA as “potentially gassy.” During excavation, high levels of hydrogen sulfide and methane were encountered, prompting Cal/OSHA to reclassify the tunnel as “gassy.” In addition, the tunnel excavation encountered an abandoned, 100-year-old water tunnel known as the “Narrows Gallery.” This existing tunnel was completely full of water and under 30 m of hydrostatic head. This paper will discuss the unanticipated difficulties and design solutions implemented to construct a gassy tunnel exposed to high volumes of water.

The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

Researchers from the National Institute for Occupational Safety and Health (NIOSH) are developing a coal pillar rib rating (CPRR) technique to measure the integrity of coal ribs. The CPRR characterizes the rib composition and evaluates its impact on the inherent stability of the coal ribs. The CPRR utilizes four parameters: rib homogeneity, bedding condition, face cleat orientation with respect to entry direction, and rib height. All these parameters are measurable in the field. A rib data collecting procedure and a simple sheet to calculate the CPRR were developed.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion. In several cases, breaches occurred between the gravel pit and the river. Initial evaluation of several sites that experienced these breaches showed that impacts to the river system were complex and varied significantly from site to site. The impacts to the adjacent river system may be viewed as positive and negative. Several flood-plain-mining sites in Oregon located in areas of historic river flow reverted to active riverbeds. In many cases, state and federal fisheries biologists and university researchers saw the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries —Mined Land Reclamation Program (DOGAMI-MLR) is studying the effects to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound flood-plain decisions regarding mining.

Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold.
