JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the United States could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the United States, with Australia's internationally respected VALMIN Code providing the benchmark. In the United States, the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its 1981 rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The United States is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia's VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the United States should work jointly on updating VALMIN for global use.

INTRODUCTION Phase I of the Los Angeles Metro Rail Project, known as MOS-1 (Minimum Operable Segment-1), is the first phase of the 27 km± (17 mi) subway starter line. MOS-1 is currently under construction and involves approximately 6.4 km (4.4 mi) of subway, five stations, yards and shops routed through the downtown area of Los Angeles. The project will form the initial heavy rail backbone of a more extensive light and heavy rail transit system planned for the greater Los Angeles area in the future. Construction Contract A-171 is one of 4 tunnel contracts within MOS-1 and involves construction of twin tunnels running from the downtown metropolitan area west to MacArthur Park. The heavily populated and developed downtown area, potentially gassy ground conditions, and the possibility of undocumented abandoned oil wells in seismically active southern California made the design and construction of Contract A-171 a uniquely interesting project. This paper summarizes the construction history to date (December, 1988) including design geotechnical considerations, tunnel support design, as-built geologic conditions, shield tunneling performance through soft ground, and ground response. The semivariogram is one of the most important tools available to the geostatistician for the analysis of mineral deposits. To be complete, a semivariogram study must include a minimum of three parts which are highly interdependent. These are: calculation of the semivariogram, mathematical modeling, and geologic interpretation. The known factors and conditions which controlled or influenced the distribution of mineralization within the body being studied should be considered in the analysis .of the semivariogram. The presence and characteristics of successive phases of mineralization, the chemical and physical properties of the host rocks and the mineralization should all be considered. This requires close and continued communication between the geologist and the geostatistician prior to and during the semi-variogram study. Geologic stationarity is needed if meaningful semivariogram results are to be obtained. The first step is, therefore, to determine whether the mineralization can be analyzed as a whole or if different geologically homogeneous sections must be defined and evaluated separately. Different methods can be used to calculate an experimental semivariogram from known sample values. The method chosen will depend not only on the anticipated and actual statistical properties of the deposit, but also on its geologic characteristics.

The Goldstrike autoclave plant is designed for the pressure oxidation of 1363 t/d (1500 stpd) of refractory gold ore. The plant was commissioned in early February 1990 over a one week period - an unusually short period for a plant of this complexity. The rapid plant start-up is attributed to certain detailed design and control aspects of the plant. This paper discusses key features of the autoclave plant with emphasis on the design of the splash/flash system of heat recovery and the control systems. Commissioning and plant operations over the first three months are reviewed.

In dealing with the mining engineering problems, the traditional approaches of laboratory experimental simulations and/or analytical solutions are not very effective. Mainly because the field problems are too complex to be solved with a few simplified assumptions. Conversely it is also true that the experimental and analytical/ numerical models currently available are far from being able to model the actual cases. Under such conditions, the most effective mean of research into mining engineering problems is to combine the mine (field) investigations with laboratory and / or analytical modelings. It is with this concept in mind this research was initiated in 1973. 'The field investigations which began in the fall of 1978 consisted of mainly visiting the mines where surface subsidence monitorings had been or were being monitored and/or surface structural changes had occurred. From such visits, subsidence data were collected. A quick analysis of those data provided preliminary understandings of the characteristics of the surface subsidence parameters in the regions (1-5). Using those date, models of various types are being developed for subsidence prediction / control. So far, a total of 44 longwall subsidence profiles in 22 longwall panels and 10 room-and-pillar profiles in 5 room and-pillar sections have been collected. This paper summarizes the combined results published previously (1-5) and present the preliminary results of the predictive models developed.

Traditional methods for mine waste management produces two waste streams and the construction of separate disposal facilities. Tailings impoundment design is usually controlled by physical stability problems. Alternatively. the waste rock offers high stability characteristics but hydraulic properties that create ideal conditions for oxidation. The problem of oxidation is significantly reduced for tailings due to a fine texture that augments water saturation. This paper introduces concepts for the co-disposal of tailings with waste rock and evaluates the physical behaviour of an integrated waste system. 'he potential benefits of co-disposal are shown for a typical mine such as Equity Silver.

Zirconium and hafnium are the twin elements of the periodic table because they are always found together. They resemble each other so closely that hafnium was not discovered until 135 years after the discovery of zirconium. Zirconium was discovered by Klaproth in 1789 and isolated 35 years later by Berzelius. Because hafnium's chemical properties are so close to those of zirconium, it was not discovered until 1923 when Coster and von Hevesy detected it using X-ray spectrographic analysis. These elements occur most commonly in nature as the mineral zircon (ZrSiO,) and less commonly as baddeleyite (ZrO,). They also are found as a variety of other silicates. Zircon was identified as a component in alluvial and beach sands in 1895, but it was not produced in any quantity until 20 years later. During World War I, it was produced as a coproduct of beach sand mining for titanium minerals just south of Jacksonville Beach, FL, and was patented as a refractory. It was not until the 1930s, when Zircon Rutile, Ltd., began mining at Byron Bay on the east coast of Australia, that zircon was first used as foundry sand. Later in the 1940s, NL Industries and Humphreys Gold Corp. began production of zircon sands from fossil beaches in northeast Florida. Baddeleyite first became available as a commercial product in 1916, but never in the quantity of zircon. Zircon holds a unique position as an industrial mineral because it is used for both its physical and chemical properties and as an ore of zirconium and hafnium metals. Australia is the major zircon producer followed by the Republic of South Africa and the United States. Zircon is also produced in India, Sierra Leone, Sri Lanka, Malaysia, the former USSR, China, Thailand, and Brazil. The location of world zircon mines, baddeleyite mines, and undeveloped zircon ores are shown in [Fig. 1]. World production of zirconium mineral concentrates is shown in [Table 1].

This paper describes a case study for the ventilation planning at Utah Fuel Company's Skyline Mines which are located outside Price. Utah. The Skyline Mines are currently comprised of two longwall coal mining blocks located in two different mines. A third replacement longwall block is currently being developed. Future ventilation systems for the mines were determined by establishing ventilation models developed from data collected during a detailed ventilation survey. The paper discusses the challenge to coordinate immediate ventilation requirements with long-term demands. The continuous movement of the longwall, which frequently represented the only open split in the ventilation network, resulted in cyclic ventilation demands dependent upon the length of the tailgate. A series of system configuration changes were recommended based on the results of the network modeling exercise and an economic evaluation of the various options. The scope and cost of the configuration changes, and the mead improvement resulting from these changes is discussed.

This paper considers mining ventures occurring in rural communities in Galicia, Spain and Western Australia, Australia. It compares and contrasts the communities where mining is taking precedence over other industries, examining the potential land use conflicts and the future of both the communities and the mines currently operating there. The Galician case study, Trevinca, is located 200 km inland and was once a primary producing area, notable for its scenic alpine landscapes, which have since been developed for small scale tourism purposes. The Australian case study, Boddington is located 100 km inland in what has been a highly productive farming area. Mining was a marginal industry in the case study areas but due to the comparative devaluing of agriculture and tourism and the increased value of mining outputs, mining has increased in scale and economic importance. This paper will consider the environmental, social and economic impacts that have occurred in both the case study localities. Where there have been land use conflicts, strategies for minimising the adverse outcomes will be considered.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Almost 90 % of phosphate in Indonesia is consumed for natural and manufactured fertilizers, while the rest is used in chemical industries. The consumption of phosphate always increases each year, while Indonesian phosphate production is almost constant at around 75,000 tons annually, except the production in 1988 was 165,000 tons. Due to the limited amount of domestic production, the imported phosphate is increasing each year. Phosphate trading in Indonesia is unique. Some of the domestic production is exported to Taiwan, while phosphate from USA, Morocco, Jordan and Nauru is imported. Indonesian phosphate includes guano phosphate, caving phosphate and small amount of marine phosphate sediment. Problems with Indonesian phosphate include: scattered deposits in difficult locations and a relatively small amount of reserves. Exploitation of phosphate deposits for domestic purpose has a good prospect, mainly because of the rapidly increasing phosphate demand as natural fertilizer or as a raw material for manufacturing fertilizer to support an agricultural sector.

The innovation in a technological field is reflected by the Research and Development (R & D) activity in it. It is explained why patent literature is a more reliable indicator than non-patent literature for the assessment of the R & D activity in the technological fields considered. Consequently the R & D activity is measured in this article through the patent applications filed in the fields considered. The pattern of patent application filings in Drilling, Mining, Tunneling and accessory technologies is analyzed at an international scale over the period 1990-2000. A statistical analysis of the fluctuation of the number of patent applications per year, per country and per technological field is performed. The technological fields are defined on the basis of the internal patent classification used in the European Patent Office. The article attempts to detect the high activity and ?cutting edge? technologies over said period, to relate them to political or financial events and possibly to foresee the ?cutting edge? technologies of the future in which potential investors could be successful. Strong patents are revealed on the basis of the frequency of their citations by the applicants in patent applications or by the patent examiners in the search report. International as well as specific national trends in the innovation are spotted and analyzed.

In tunneling through water-bearing formations, the expense of controlling the water can have a major impact on overall project cost. The author has seen the cost of an eight-foot, finished sewer tunnel rise from under $500 per foot to over $1,000 when a water problem, anticipated as modest, became severe. There is need for greater professionalism in the approach to groundwater control. The days of the forked stick should be behind us. The basic technology exists. Its application is not yet widespread. This paper discusses predrainage; that is, the lowering of water in advance of tunnel excavation. Both free air and compressed air tunnels are considered. Examples from recent tunnel projects are described. SPECIAL NATURE OF TUNNEL DEWATERING Tunneling is unlike other excavations below the water table in a number of significant ways. The tunnel excavation is always on the critical path; if production slows or stops, there is no other work for the heading crews, no other work to carry the cost of service crews and job overhead. Determining whether a railroad locomotive will skid under varying conditions is a fairly routine, pervasive problem. However, some of the equations provided are wrong, others are at best murky. All require correction or clarification. Skidding during heavy braking is a crucial safety problem, possibly resulting in loss of control and collision. It can also be an economic detriment, ruining wheels and tracks and, by inhibiting acceleration, causing reduced full-speed times. While skidding is less likely for rubber-tired equipment, a comparable problem exists for tractor-trailers operating on poor surfaces. The primary reference is to the SME Mining Engineering Handbook (pp. 14-11, Eqs. 7 and 8), which is taken as authoritative and normative (Brantner, 1973). Fundamentally, the physical weight of the locomotive can never be negative (-). However, based on this reference it can be negative on adverse grades, during braking (Eq. 7), and on favorable grades, whether accelerating or braking (Eq. 8). Additionally, it should be noted that the term rW should be Rw. To avoid having the locomotive weight turn out negative, "absolute value" brackets must enclose the right-hand expression of both equations. Also, the weight of locomotive can be greater than the right-hand side value introducing the common "greater than or equal to" symbol (>_). Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb e earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and various types of mining. This chapter discusses the relationships of the environment to land as it applies to surface operations in the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds, abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled.

Since the hypothesis of coal and methane outburst mechanism based on elastic mechanics gives no consideration to time, it can not give a satisfactory explanation to the outburst occurrence and its development. A creep mathematical model of coal containing gas has been set up through creep tests and analysis under the condition of tri-axial compression. And the model can explain the phenomena of coal and methane outburst successfully. The tests proved that there is no essential difference between the rheological properties of prone outburst coal and non-prone outburst coal. Outburst can take place in any kind of coal if the rheological conditions of coal containing gas are met. The creep mathematical model provides a basis for establishing a comprehensive index of coal and methane outburst possibility.

The Call for Papers described the session as "Top down applications; management tools for decisions, planning, investment/finance, and negotiations." In order to attract papers, and know which ones to include as well as those to reject, it was necessary to (1) define the executive suite, (2) review what had been done in previous APCOM symposia, and (3) find out what's happening now, what isn't being done, and what can be predicted. To accomplish this, especially the third task, senior managers throughout the mineral industry were generous with their time in telephone and personal interviews. Five papers were selected for presentation at the symposium and inclusion in the proceedings; the content is divided between the Executive suite in the mineral industry and those elements which apply to any Executive Suite. The Executive Suite is the top portion of the organizational tri- angle (I), those to whom the managers of functional areas such as exploration, production, finance, and marketing report. The make-up and specific activities within an executive suite reflect the organization and culture of its corporation. As there is no typical corporation, there is no typical executive suite; however, those who work within the executive suite typically do not have day to day operational responsibilities and either are, or report to, the Chief Executive Officer.

Traditional geostatistical methods have been used in ore reserve estimation for decades. Neural Networks (NNs) have provided an alternative approach to data analysis and ore reserve estimation. Unlike the traditional geostatistical methods, neural network uses a highly non-linear complex algorithm to do the estimation. Although Neural Networks have been demonstrated to be attractive alternatives as with every new techniques, there are questions which remain unanswered. This paper presents a comparative analysis with different types of metamodeling approaches -- Triangular, Kriging, Spline, and Neural Network. The neural-network is organized in a multiple-layers and Back-propagation model is used to handle the non-linearity and hidden slabs for smoothing the predicted results. With multiple dimensional and very noisy drill hole sample data, the ore grade is predicted and the overall performance is validated by the analysis of R-squared (R2), Root-Mean-Squared (RMS), and contours of ore grade spatial variability. The ore grade and tonnage of estimated outputs are also compared with various cut-off grades.
