In the paper, the adsorption properties of dissolved ions on the surface of collophane and dolomite are studied using zeta potential measurement, ESCA and UV adsorption spectrum both in distilled water and in the supernatant of each other. The effect of dissolved ions on the flotation separation of collophane and dolomite under SCO depressant and oleate is discussed on the basis of above analyses.

The mineralogical and chemical compositions of various waste materials undergo different reactions when treated thermally The heavy metal contents can be bound to stable phases. These minerals are called reservoir minerals. The main property of these minerals is the stability in their geochemical surrounding containing the heavy metal cations and anions. Examples for these minerals are apatites, spinels, garnets, perovskites and also water containing minerals like ettringites, metal-metal-hydroxi salts, jarosites and zeolites. When the chemical compositions of different wastes are mixed according to the compositions of the new formed minerals, a probable reuse of these wastes can be obtained. The use of waste incineration ashes for the production of cementitious binders and the use of flue gas desulfurization products for cement additives are shown. Also the transformation of highly contaminated materials into stable reservoir mineral assemblages are shown including the study of stabilization and immobilization techniques.

Extensive deposits of bituminous, subbituminous, and lignite coals occur in the western United States (Figure 1). Over one trillion tons of identified resources have been located and inferred by geologists and more than 200 million tons of western coal are mined annually (1). In the future, production of western coals will increase significantly and approach national production levels of higher-rank eastern coals. Western coals will be utilized in new power plants as a replacement fuel for oil and gas and may be used in advanced technologies such as diesel engines or in direct-fired turbines. Since these applications require low-ash, low-sulfur coals, crushing to fine sizes and significant cleaning to remove minerals and sulfur will be required. Coal cleaning traditionally has been associated with reducing pyrite and other mineral matter from high-rank eastern coals. To date, insignificant quantities of western coals have been cleaned before utilization and limited data on their washability characteristics exist. Because of this lack of data, it is difficult to predict how these coals will react to standard washing techniques.

A mineral or metallurgical process uses various inputs, such as ores, energy and other raw materials, to make different products that fulfill societal needs. The processing of raw materials has changed in recent years due to the increased complexity of processing low-grade ores, intensifying competitiveness and greater constraints. For process improvement, various plant optimization and process modifications must be conducted under environmental, social, political and economic constraints. Processing research and education's success in meeting the process industry's future needs depends on an adequate balance between micro- and macro-engineering approaches. In its simplest form, macro-engineering is concerned with the "big picture," while micro-engineering requires looking at a subset of the process. So macro-engineering may be defined as an investigation of the larger or "whole" system to achieve the desired goals. And micro-engineering may be viewed as a quantitative investigation of a subset of the process, to determine cause-and-effect relationships within the subset. Two different approaches might be used in macro-engineering analysis. In one, the big picture may be viewed without a detailed knowledge of the subunits. With this approach, statistical tools are used to relate input and output parameters. Also, actual plant data or analog models might be used to obtain the desired information. The usefulness of such an approach increases with problem complexity. To attain the desired goals using the second, "model-based," approach, a detailed knowledge of the subunits is often useful and their interactions may be considered. In complex process analysis, the first of these approaches is more useful since less information is needed. However, it is also less exact and more likely to fail if there are significant changes in conditions and interactions. The second approach, on the other hand, is more exact, with greater predictive ability within the narrow subset being considered. Consequently, it is difficult and costly to conduct.

The idea of using only one strand for both sintering and cooling of the sinter is not new. In 1952, in the U.S.A. a sintering plant was built at Benson Mine (Star Lake, N.Y.), including : - 68 m2 or 735 sqft (8 wind boxes) for sintering, - 22 m2 or 237 sqft (3 wind boxes) for cooling. In the USSR, a large number of machines have been built allowing for cooling of the sinter on the strand, especially the 4 m (about 13 ft) machines, with : 252 m2 sintering grate area 60 m2 cooling grate area 312 m2 total grate area. However, such ventures did not prove very successful, and the IRSID embarked many years ago on a research program to discover : - what are the problems associated with cooling on a sintering strand ; - what are the possible solutions for industrial plants.

Development quarterly mine plans is generally time-consuming and requires consideration for many operational constraints and competing objectives. With lengthy turnaround times, there is often limited opportunity to adjust the quarterly plan details to account for differences between actual state of the mine operation at the time of execution and expected state at the time that the plan was developed. Actual mining task completion times can vary significantly from the expected task completion times, due to many factors. In the absence of revision to account for differences between the planned and actual state, resource allocations and mining sequences, embodied in the quarterly mine plan may no longer be the best approach at the time of execution to achieve an efficient mining operation. Simulation and optimisation tools can be used to support rapid refinements for development and execution of weekly mine plans. When initialized with an operations data feed to establish the actual state of the mine operation, optimisation models can be used to facilitate both automation and revision of the quarterly plan to produce a weekly or daily plan for execution. This approach can remove much of the manual burden of revision if the existing quarterly plan no longer represents the best approach to meeting production objectives. Following initialisation with mining actuals, simulation models can provide a representation of the range of likely mine operations outcomes. The models can be used to accelerate the planning process by providing visibility of future performance and identifying likely operational issues. They can also be used to test the robustness of the plan with respect to performance variability and response to disturbances. Following identification of issues, simulation models can also be used for evaluating mitigation measures, through automated testing of alternative plans. Integration of mine data feeds with simulation and optimisation tools enables automated optimal responses to variations between the quarterly mine plan and actuals to be tested prior to release of and execution plan and implementation. The use of simulation and optimisation in weekly mine planning will be discussed in this paper with reference to surface mining examples.

The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. There appears to have been some kind of structural change in the world mining and metals industry over this period

Reference is made to techniques as environmental risk and impact assessment, life cycle assessment, cost benefit analysis and best practical environmental option assessment that can be used as tools to assess environmental impacts of processes, activities and products in the mining sector. In addition, the issue of environmental indicators, covering operational, management and environmental areas, that provide valuable information regarding both the environmental performance of a mining company and its efforts to influence this performance towards sustainability is discussed.

Until its closure in 1999, the Antler was North America's only active chlorite mine. The mine is located 25 miles (40 km) southeast of Butte in the Silver Star district - an old Montana gold mining district. In 1975, two prospectors searching for talc re-examined a prospect showing a green, fine-grained mineral resembling talc. Following identification and testing of this magnesian chlorite (variety clinochlore), Cyprus Industrial Minerals began processing ore from this deposit in 1976. Chlorite veins ranging up to 30 feet (9 m) in thickness were formed by essentially complete replacement of Precambrian (Archean?) quartzofeldspathic gneiss. Chlorite replacement was controlled by near- vertical faults. These chlorite veins, typically surrounded by envelopes of sericitic alteration, were formed by the introduction of magnesium-rich hydrothermal fluids, probably related to the Proterozoic talc-forming event in southwestern Montana. Luzenac America, Inc. acquired Cyprus' talc operations in 1992, and continued to mine this deposit until the ore body was mined out in March 1999, and the mine was reclaimed. Total sorted ore production from this deposit is about 250,000 short tons (st) (227,000 metric tons [mt]). Chlorite from this deposit was primarily used in ceramic and paint applications.

I consider it a distinct privilege to be afforded the opportunity of discussing the program of the Office of Coal Research. The principal activities I will be discussing are concerned with projects that fall in the utilization area. I will, to be sure, touch on other activities of the Office of Coal Research but am not equipped to discuss these activities in great detail. Research activities of the Office of Coal Research are conducted on a contract basis with commercial, academic, and non-profit institutions. We do not operate any laboratories of our own but we do maintain a very small staff for technical and administrative supervision of our contractors. We have consistently attempted to interest outstanding, creative, and practical research organizations in our program. We are constantly seeking the imaginative new idea that will materially reduce the cost of mining coal, transporting it, or will process it into a more convenient and useable form. In assessing proposals and in developing our program, we search for the improvements that will develop large-scale new uses for coal or coal products or those that support these new uses.

Technical and managerial innovations in the minerals industry have allowed continuing mining activities in the United States, and elsewhere, as gold orebody quality has diminished or has become more refractory. Of course, world markets, permitting requirements, and political processes also have created a need for innovative practices that contribute to the survival of the mineral industry. The gold industry has been transformed, during the past approximately 40 years, from a predominantly underground mining and milling type of exploitation and extraction to the large-scale, relatively low-grade type of extraction that is common in the United States today. Indeed, with the introduction of gold heap-leaching technology and the development of mines that produce from large, relatively low-grade gold orebodies in the western United States, a "new" industry was born and continues to prosper today. It is worthwhile noting, however, that Dobra (1997) has reported that one of the major trends in the North American gold industry is a movement back toward underground developments.

Computer simulation continues to be one of the most successful analytical applications of computers in the mining and mineral processing industries throughout the world. Through simulation, managers and engineers can explore the impact of new technologies, equipment designs, plans and operating strategies to improve their operations. It is not uncommon for a single simulation application to provide a quick payback of analysis expenses (within weeks or months) yielding long-term financial and operational dividends. The paper will present a summary of the types of software systems that are available for use on PCs and other computer systems. Support software for curve fitting, statistical analysis, and optimization of simulation models will also be presented. Methods of leveraging simulation efforts through networking and coupling of software systems will be discussed. Finally, the trends in simulation in the mineral industries will be analyzed. Areas of strength and weakness of simulation will be discussed along with the usefulness of commercial general-purpose and custom-writ- ten simulation packages. The future possibilities for simulation in the mineral industries will be outlined and predictions on trends for the future will be presented.

The countries of Eastern Europe are former members of the Council for Mutual Economic Assistance (CMEA). Geographically, they are located in Central Europe (Poland, Hungary, Czechoslovakia) and Southeastern Europe, largely in the Balkans (Yugoslavia*, Bulgaria, Romania and Albania*). It is important to remember that all of the countries of Eastern Europe had central planning imposed on them by the Soviet Union during the years following World War II. "Stalinist" policy for industrial development had three important tenets: • central economic planning, or a nonmarket-based command economy with administratively set prices; • economic priorities that stressed the development of heavy industries such as mining, metallurgy (steel) and heavy machine building; and • self-sufficiency at all costs, which was aimed at abolishing reliance on the world capitalist market, or reducing it to a minimum. Essentially, the system of industrialization that was used in the Soviet Union in the 1930s and 1940s was imposed on Eastern Europe. Organic market economic development in Eastern Europe ceased during this period. The flaws of this experiment became apparent when mineral processing facilities were set up in many areas of Eastern Europe that did not have reliable resources. Poland, Hungary and Romania are good examples of this situation. The Soviet Union became the principal supplier of iron ore and other minerals and mineral fuels, not only to these countries but to the Bloc as a whole.

Little faith can be placed in a coal resource estimate without a clear understanding of the estimate's accuracy. Different types of coal resource estimates require different levels of accuracy. Prospecting surveys typically are done with widely spaced boreholes, while a much higher level of accuracy is required for mine design. Either way, a measure of the accuracy clearly indicates the level of confidence that can be placed in the results of the estimate. Geographic information systems (GIs) are becoming a commonly used tool for resource estimation because they not only provide a database management platform but also the graphical capabilities to visualize resource characteristics. interpolation methods used commonly in these resource studies do not typically provide a quantitative answer to the question: "How accurate is the estimate?" By comparing localized measurements at multiple locations to the interpolated thickness distribution used in a resource estimate, a quantitative analysis of accuracy can be obtained. The technique is demonstrated with a case study from Central Appalachia.

Geomechanics and geohydrological considerations for the seal design for mine openings are presented. Design guidelines derived from laboratory and in-situ experiments are proposed. The results suggest that seal design, specifications and material selection should be site-specific. Performance requirements for a specific seal location should be identified. Evaluation of sealing effectiveness should be made on the entire seal system, i.e. seal, seal-rock interface, excavation-induced damage zone and the surrounding rock.

Looking at some current theories on leadership combined with personal anecdotes, this article will look at some common misconceptions about leading engineers.Engineers are different. There, it has been said. From cartoons to movies to television shows and more, there is a reason stereotypes of engineers resonate. Yes, you can find a lot of individual variation among specific engineers that you may know, but they do not detract from some of the overarching commonalities that engineers are known for.Clash of culturesWhat distinguishes a professional? Raelin (1985), in his book Clash of Cultures, describes professionals as having superior intellectual training, maintaining their own standards of excellence and being supported by associations that maintain the quality of the profession. Engineers obviously fit all three of these ideas: an engineering degree is still regarded as one of the most difficult to attain. Standards are maintained both through peer review and in academia, through ABET accreditation and through professional associations like SME to promote the discipline and foster technical growth.Six characteristics representing professional status are described by Raelin (1985, p. 9):• Expertise — prolonged specialized training in a body of abstract knowledge.• Autonomy — the freedom to choose the means to solve a problem.• Commitment — primary interest is in pursuing the practice of one’s own chosen specialty.• Identification — identifying with the profession and with fellow professionals, both through formal associations and through peers external to the organization.• Ethics — providing service without concern for oneself or without becoming emotionally involved with the client.• Standards — committed to help in policing the conduct of fellow professionals."

MINERALS INFORMATION PROGRAM Mineral data collection by the Federal Government actually began in 1882 with an appropriation by Congress to the U.S. Geological Survey (USGS). Although the Bureau of Mines was instituted in 1910, it was not until 1924 that the collection, interpretation, and dissemination of worldwide information on production, consumption, and availability of minerals became the responsibility of the Bureau. The objective of the Bureau's minerals information program is to maintain and provide reliable, timely, and comprehensive data for analysis of national minerals problems. This program is implemented by a staff of specialists who cover about 100 mineral commodities and the mineral industries of 168 countries. Data are also provided on the minerals industry on the State and county level. The specialists analyze information to identify trends and problems, forecast future U.S. and world supply and demand for the nonfuel minerals, and relate trends and developments to their impact on the domestic minerals industry. Data Sources and Publications The primary sources of data concerning the domestic minerals industry are the companies that produce, use, and trade in these minerals. Approximately 60,000 survey forms are sent to industry, on a monthly, quarterly, semiannual, or annual basis, to obtain the data. Domestic trade data are provided by the Bureau of the Census, U.S. Department of Commerce. Information on mineral developments abroad is developed by Bureau specialists from mineral reports supplied by U.S. embassies worldwide, from primary source documents, from a review of the technical mining literature, and from onsite mine and plant visits in foreign countries. The information is disseminated through a number of Bureau publications: "Mineral Industry Surveys" provide aggregated data on a monthly. quarterly, or semiannual basis to give timely information on the most important mineral commodities. "Mineral Commodity Summaries," published each January, provides preliminary annual data on supply and demand and discusses significant events of the previous year. The final data are published later in the "Minerals Yearbook," which is the definitive historical record for mineral statistics. "Mineral Facts and Problems," an encyclopedic work issued every 5 years, covers industry structure, technology, supply-demand analysis. economic factors, reserves, and forecasts of U.S. and world demand for individual commodities. "Mineral Perspectives" and "Mineral Issues" cover important international mineral developments and significant issues of current U.S. policy as they relate to minerals. Discussions and analyses of mineral trends and developments also appear in other Bureau publications, such as "Minerals and Materials" and "Information Circulars." These publications provide the basis for analysis and policy determinations by the Bureau and by virtually every Federal agency concerned with minerals, defense issues, the national economy, and foreign relations. The data are also used by industry in planning capital investments in mines and processing plants, by financial analysts, by U.S. delegations in their work with international commodity groups, and by a host of other minerals related organizations. Data Bases The data bases used by the specialists for preparing publications or in response to a continuous stream of inquiries include both those that contain individual commodity data from respondents, and those that are summary data bases on production, trade, capacity, employment and a number of other minerals-related items, not all of which are derived from data reported to the Bureau of Mines. The data bases maintained on the mainframes are not accessible by non- Bureau users. A 10-year data base of supply- demand data, published each year as an update of tables that appear for each commodity in Mineral Facts and Problems, is available on a floppy

Spatial relationships among physical 'and chemical properties pertinent to economic development of sand and gravel deposits have been little studied. Models need to address trends or zonation of material properties applicable to mine evaluation and planning or as a guide among deposits for use in regional assessment Models can then be utilized to design sampling programs to optimize additional data acquisition. Development of a preliminary methodology in the lower Boise River Valley, western Idaho, will utilize historical and recent data from a terrace-gravel deposit. Classical statistics and techniques of spatial data analysis will be evaluated as a precursor to formal geostatistical evaluation.

Optical reflectometry was used to study the attachment and subsequent detachment of silica particles (diameter 25 nm) from the surface of titanium dioxide wafers under well-defined hydro- dynamic conditions. Atomic force microscopy was used to measure the interaction between silica spheres (diameter 7 pm) and titanium dioxide wafers under the same solution conditions. In addition to repulsive electrical double layer forces, adsorbed polyphosphates provide a short-ranged steric layer that reduces the lateral interaction between the surfaces. The use of these two complementary techniques has given valuable insight into the process responsible for fine particle detachment and has particular application to surface cleaning.

This report presents the results of experiments to evaluate different types of mine fire sensors in an underground mine environment using a commercially available atmospheric monitoring system. To determine how well carbon monoxide (CO) and smoke sensors respond for purposes of fire detection, experiments were conducted using test fires of different mine combustibles and for both flaming and nonflaming combustion. The experiments were designed to assess the response of fire sensors to different contaminants and different contaminant levels produced from the test fires. The experiments were performed in the Safety Research Coal Mine at the U.S. National Institute for Occupational Safety and Health’s Bruceton Research Facility in the presence of an average ventilating air velocity of 1.6 m/s (315 fpm). Five fire sensor stations were located downstream of the test fire at fixed locations, with each sensor station consisting of four sensors: a CO fire sensor and three different smoke sensors, of which two were evaluated by the Mine Safety and Health Administration (MSHA) for intrinsic safety and the third was used extensively in underground mines overseas but not evaluated by MSHA for intrinsic safety. All four sensors were mounted near the center of the entry and in the upper onethird of the entry height. A UL-listed combination ionization and photoelectric smoke sensor was mounted near the roof at the first sensor station and its responses were compared against the responses of the four CO and smoke fire sensors. Sensor response data, contaminant travel times, and the impact of fire on the existing ventilation flow are discussed as they apply to earlywarning fire detection. Of significance in the analysis is the need for performance standards for mine fire sensors in order to provide for consistent and timely early warning of developing fires.
