The past decade has seen remarkable progress by the railroads both in equipment and concepts in the handling of dry bulk. materials. While such shipments have always been an important part of the traffic handled by the railroads I little was done to improve the efficiency of handling or toward attempted optimization of equipment design before 1960. Several developments at about that time turned attention to this important segment of railroad traffic. One was the construction of a successful coal slurry pipe-line. Another was the promise of substantial economy in electric power transmission by ultrahigh voltage systems and finally, came the growing technological and economic feasibility of nuclear fuel electric generating plants. Each of these developments was a threat to the coal traffic of the railroads --the most important single commodity they handled in terms of revenue and tonnage. By the mid-1950's I Southern Railway management had become most concerned with its growing investment in freight car equipment and the declining revenue productivity of the capital employed. Additionally I there was substantial concern with the loss of business and potential losses in the area of the railroad's greatest economic advantage --bulk commodity movements. In 1958 a small team was established to study this problem. They arrived at two conclusions. The first conclusion was that within limits of maximum gross allowable weight on rail the lowest unit net capacity cost of investment came at maximum allowable gross weight per car unit. Introduction There continues to be a large economic opportunity associated with improving process performance through advanced process control systems within the minerals industry. The basis for this opportunity lies in the inherently low efficiencies of many of the unit operations found in mineral processing plants as well as the continual variation that is present in the ores being processed. The ageless target of such control systems is improved recoveries and concentrate grades, higher processing rates and lower unit costs. Many plants are enjoying the benefits of modem, well functioning process control systems but few if any have achieved plant-wide optimization in an economical sense. As new process modeling and control technologies, such as neural networks, continue to evolve and develop, the potential for plant- wide optimization is becoming a closer reality. Neural network technology appears to have a significant potential in the general field of process control and control of mineral processing operations. Neural networks are an emerging technology that have been evolving out of the study of biological systems since the early 1940's. The first software simulation of neural computing networks was reported in 1956 by Nathanial Rochester of IBM Research during the first conference on artificial intelligence which was sponsored by the Rockefeller Foundation. Neural Networks Neural networks can be considered to be a class of computer program that perform their problem solving functions based on a rudimentary model of the human brain and how it solves problems. Traditional computer programs and even computers themselves solve problems or process data sequentially and in a deterministic manner. The human brain, on the other hand, processes data and solves problems in a massively parallel fashion. We think of computers normally in terms of having a single processing unit, sometimes a co-processor to assist in certain activities such as mathematical functions or communications, bytes of memory, processing speed and program/data storage size.

Mineral models provide a systematic and comprehensive approach for analyzing and fore- casting the behavior of mineral markets and industries.' They also permit the analysis of a wide range of policy decisions. Obviously such models cannot capture all of the intricate relationships that shape the behavior of a mineral market. However, such models have become extremely useful and in many cases support the decision making approach of judgmental analysts. They tend to narrow the range of likely outcomes and thus reduce the risks and uncertainties of investing, trading, and speculating in minerals. Mineral models provide not only answers to "what-if" questions, they also inform analysts of the benefits and costs associated with mineral investment decisions. More recently they have been applied to specific mineral issues of the possible impact of buffer stock stabilization schemes and of import supply restrictions. Mineral Models Defined Because mineral models are so diverse, we must begin with a fairly broad definition. A mineral model is a formal representation of a mineral market, industry or system where the behavioral relationships included reflect the underlying economic and engineering factors as well as the political and social institutions. Of ten, but not always, a mineral model will consist of some combination of the following components: demand, supply, inventories and prices. Modeling of demand behavior normally begins with an interpretation of basic demand responses to prices and income (i.e., the associated price and income elasticities). Price elasticities vary among different minerals and among their diverse uses. They tend to be lower for minerals without close substitutes than for those where such substitutes exist. In addition, these elasticities vary with time as well as with the actual excess demand or excess supply. Variations like these, coupled with the relative instability of prices for a number of minerals, make explanations of demand behavior difficult. The degree to which demand responds to changes in income depends on the income elasticity of the end products to which the minerals serve as inputs. Those products with a relatively low income elasticity tend to experience proportionally smaller swings in sales than those with higher elasticities. The transmission of demand cycles to minerals producers comes through a series of stage-of-process effects. Demand measurement also is influenced considerably by mineral substitution patterns. The cross-price elasticity of a competitive or complementary commodity also varies with minerals, markets, and time. Where minerals easily substitute for one another, as in the case of cop- per and aluminum in electrical conductor applications, cross-price elasticities are relatively high. The Chuquicamata mining and metallurgical complex is the main division of CODELCO-CHILE. Its comparative advantage in the world of primary copper producers had deteriorated severely and, consequently, its top management launched an extensive modernization plan. This paper shows how Chuquicamata recovered its position as a low-cost copper producer and is now well positioned to face the end of this century, as far as competitiveness is concerned. It also shows the company's vision for the )(XI century. Given the volume of its ore reserves, one possibility is expanding the sulfide production line capacity, while in the case of the oxide production line, ore reserves are limited so that there is a need to maximize the effectiveness of both organization and technology use. A final consideration has to do with the balance of supply and demand. Most observers of the copper market agree that supply is growing faster than demand. On the other hand, copper is facing severe environmental problems, especially in the piping business, plus the usual threat of substitution. Nevertheless, copper producers are making very weak efforts to defend the market and increase copper consumption through the promotion of new uses of the metal. This issue is crucial and must be considered if copper producers want to maintain a profitable market.

The Zabirah bauxite is a Cretaceous paleolaterite exposed by postTertiary uplift and erosion of the Phanerozoic sequence. The laterite profile, which is preserved in situ, occupies a prominent angular unconformity over a sequence of sandstones, siltstones and mudstones ranging from Late Triassic to Early Cretaceous in age, and is overlain by a Late Cretaceous terrigenous and carbonate package. The profile is known to be preserved over an area of 250 sq km and at depths below the present surface of up to 80 m. The bauxite layer is hard, compact and predominantly pisolitic, with a variety of subordinate, superimposed textures resulting from post-formation alteration. The bauxite minerals are boehmite and gibbsite. Boehmite generally predominates, and the boehmite:gibbsite ratio averages 2:1, with a marked tendency for the proportion of boehmite to increase down the profile. Kaolinite, a major constituent of the profile, is concentrated in two zones, one above and one below the pisolitic bauxite layer. Iron content is variable and bears a direct relationship to parent-rock lithology. Genesis and preservation of the bauxite are due to the favourable coincidence of a number of geological controls of which the most significant are the local structural and sedimentary regimes, the lithology and chemistry of the parent rocks, and the Cretaceous paleogeography of the region.

As hydrometallurgy matures as a technology, more of its existing process knowledge will continue to be summarized in the form of detailed mathematical models. This development is happening at a time when major improvements in computer hardware have reduced the cost of computing. The opportunity then exists, through the solution of these process models, to design, control, and optimize hydrometallurgical plants on the basis of the physics and chemistry of its processes and less on empiricism. In this paper, a review of the current capabilities of sensors and phenomenological models for selected hydrometallurgical processes is presented. Future trends, in terms of the control and optimization of hydrometallurgical plants, are then explored. The possibility of simultaneously optimizing plant design and associated process control system performance is discussed.

The Cananea porphyry copper-deposit is the site of the second largest mining operation in Mexico. Mineralization is related to quartz-monzonite Laramide stocks that intrude volcanic and volcaniclastic Mesozoic rocks. The ore deposit is a stockwork and breccia-pipes system with Cu-Mo sulfides and pervasive quartz-sericite hydrothermal alteration. A study was made of the arsenic distribution in the mine and the ore-dressing plants. The arsenic (As) in the mine is related to a feldspathic quartz-porphyry type rock associated mainly with the breccia pipe structures (100-700 ppm As in the Veta 7 Breccia). There is vertical zoning, with As decreasing in the deepest part of the breccias. This As mineralization corresponds to a later sulfide hydrothermal stage. The concentrates are made of Cu, Fe and Mo sulfides and some minor quantities of As minerals. The most important copper minerals are chalcocite-covellite, bornite and chalcopyrite. Some of these minerals have 390-880 ppm As. The main As mineral is enargite[ [Cu2.97Fe0.06(As0.90 Sb0.01Pb0 01 )0.92 S4 051 and there are traces of stibioluzonite-luzonite I Cu, .95(Aso.4vSbu.49)0.9rfS4.07-Cu2 93(Aso.H4Sba.10)0.94S4.13] and of another stibioluzonite mineral type with substitution of As by Bi[Cu,96(Ascr,,'Sb0ccrB'OJ3jI~6S] These minerals contribute 80% of the As in the concentrates.

Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of chemical additives and metal ions present either added or present as contaminants, on the flotation. Fuerstenau and Palmer (1976) have studied in detail the adsorption of multivalent cations onto oxide and silicate minerals. It was observed that the adsorption of a multivalent metal species exhibits a sharp pH dependence which is related to the formation of hydroxy complexes of the metal ions in solution. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances cations such as Ca2+, Mg2+, Fe2+ and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions.

"We hear all the time about the value of hard work and perseverance, and the part they play in the professional life of successful people. What we do not hear so much about are the many professionals who work hard and persevere, yet never seem to quite reach the level of success they aim for. Some current authors are beginning to give more attention to the part luck/black swans/outliers play in success. This is not a new phenomenon, Machiavelli had a lot to say about it back in the Renaissance. So how can knowledge of this dynamic help in a modern organization? INTRODUCTION Work hard and you will succeed. Go to the right school, major in the right degree, study hard, and get a good job. Look at the lives of successful people, and do what they do. Be all that you can be. You can be anything you want to be. Really? Those who are successful always get attention, people want to know what they did to reach such a high position. Invariably, at least part of their narrative will include hard work, wise insight, taking advantage of opportunities, etc. If they are of a more generous nature, they might also allow that building the right friendships and collaborations also played a role. All of this may be true; what we do not often hear are the stories of those who did all of these very same things, but did not find success. An example from pop culture: The Voice. I have watched this show occasionally the past couple of years. One of the things I like about the show is that the initial screening of contestants is based solely on their singing voice (hence the name of the show), and not on their appearance. At the time of this writing (early November), the judges have just finished elimination rounds for their final teams to go on to the live shows. Here is my point—in almost every case the judges agonized over choosing who would go forward and who would be eliminated. And the reason is because all of them are really talented singers. It is impressive how gifted they are. At the end of each season, only one is declared a winner, out of that gifted pool of singers. When you hear their stories, they are all talented, hard-working individuals sacrificing for their art. And as far as I know, none of them has ever become a star. Hard work, dedication, sacrifice, talent—sometimes it is enough, sometimes not. I will be looking at the part uncertainty/luck/black swans play in our lives, but I want to make it clear at the beginning that I am not saying everything that happens to us is out of our hands or beyond our control. Taleb makes this same point (2007, p. 52): “This problem is chronic: if you tell people that the key to success is not always skills, they think that you are telling them that it is never skills, always luck.”"

J. Dasher Regarding the March 1991 ME technical paper by De Souza and Moore: For more than a decade since my February 1981 article on how to use modern metric, which SME-AIME had decided to do, I have monthly pointed out metric errors to the editors. In part, I do this because there has been no action to allow editors to fix figures and tables or to allow them to require authors to do so. The latest resulting atrocity provokes this discussion of vibrating drill handle units being stated in decibels. Reply by T. Moore We have read the discussion of our paper by Mr. Dasher. Our reaction is one of surprise and incredulity. It would seem that Mr. Dasher takes exception to the use of the decibel scale to present vibration acceleration data, and the use of hertz as the unit for frequency. The basis for his objection to the decibel appears to be that it has no dimensions (which somehow invalidates its use), that it is "non-metric" and, finally, that it is parochial (of limited or narrow scope). His objection to the use of the term hertz is not stated, but we will assume that it stands condemned as "non-metric" and parochial. Obviously we disagree with Mr. Dasher's views and will now outline our reasons. Although the decibel scale originates from transmission line theory and telephone engineering, it is also at present widely used, not only in the fields of electronic engineering and acoustics, but also in the area of vibration. The original definition of the decibel (dB) was based on power ratios: dB = 10 log 10(W/W0) where Wo is a reference power. However, as the power measured across a given impedance is related to the square of the force acting upon this impedance, Z, a more commonly used definition is: [2 dB = 10 logF /Z) = 20 log F/F 10\ F0 2 /Z(0)] where F and F0 are the r.m.s. values of the forces. Now, if the measurements are related to one and the same impedance, the decibel notation in the form of 20log10(X/Xo) may be used as a convenient relative magnitude scale for a variety of quantities. Thus, X may, for instance, be an r.m.s. displacement, velocity or acceleration. It is only required that XD always be a reference quantity of the same type as X. That is, when X represents an acceleration, then X0 represents a reference acceleration. This is the formulation used in our paper. This was not an arbitrary choice on our behalf but reflects standard practice as specified in the International Standard ISO 5349-1986(E) Mechanical Vibration - Guidelines for the Measurement and the Assessment of Human Despite the metric prefix, the decibel is a parochial expression of (l) the logarithmic ratio of the loudness of a sound to what is normally audible or (2) the logarithmic ratio of two power signals in radio or electronics. A decibel is not a unit, much less an SI, unit and has nothing whatsoever to do with the acceleration of drill handles. Stating that m/s2 (acceleration) is decibels is without reason. Whoever reviewed this material should not have allowed publication of figures of dB and H.[ ] Exposure to Hand-Transmitted Vibration. This was clearly stated in the "measurement protocol" section of our paper. This quantity is then referred to as the acceleration level and is expressed in dB. We may have inadvertently caused some confusion when we simply used the term acceleration to refer to acceleration level on our diagrams. At the time, we felt the use of dB or m/s2 would make the context clear to the reader. For any confusion this decision may have engendered, we apologize. Since the decibel expresses the ratio of two like quantities, it certainly has no dimensions. It is, however, common practice to treat "decibel" as a unit as, for example, in the sentence, "The acceleration level measured at the operator's hand was 160 dB." The expression of measured quantities in dimensionless form is not inherently unacceptable. In fact, in many areas of engineering it is standard practice (consider the use of Reynolds Number, Nusselt Number, etc.). The fact that the decibel is a dimensionless quantity makes the question of whether it is a SI unit nonsensical. However, it is valid to insist that the dimensional quantities used to obtain the decibel values be expressed in SI units. A careful reading of our paper will make it clear that the measured acceleration was, in fact, expressed in units of m/s2 as was the reference acceleration (l x 10-6 m/S2). These are the accepted derived SI units for acceleration. See, for example, the standard ASTM E380-89a Standard Practice for Use of the International System of Units (SI) (The Modernized Metric System). Concerning Mr. Dasher's implication that hertz (Hz) is an unacceptable unit of measure for frequency, we would again refer him to the standard ASTM E380-89a. Here, he will find (section 2.4.2) that hertz is an accepted "special name" for the derived SI units-1. This is in keeping with numerous other international standards including ISO 5349-1986(E) to which we referred in our paper. In conclusion, we agree with Mr. Dasher on the desirability of expressing measurements in modern SI units. But we would remind him that the standards that define the use of these units, and the accepted means of presenting measured data, are in a continual state of refinement. It is, therefore, incumbent upon him to keep abreast of these changes if he wishes to constructively critique the work of others.[ ]

Since our time is very limited, I would like to relate to you as best as I can a few important areas that I think may be helpful. 1.) The Real Difference between Dense Phase and Dilute Phase Pneumatic Conveying: Within the many variations of so called Dense Phase conveying, it is often difficult to determine to what degree a system is Dense Phase or if, in fact, it is a Dense Phase system at all. A system that appears and is generally known to be Dense Phase can under certain operating conditions perform as a Dilute Phase system. If, for instance, a high pressure system, which is generally a Dense Phase system, operates at 60 PSIG, say 4 atmospheres, utilizes enough air volume, the conveying velocity will easily exceed the normal design velocity of a typical Dilute Phase system. Now, on the other hand, a low pressure system which we will term a Dilute Phase system, operating at 15 PSIG; say 1 atmosphere, can convey a given product at well below the saltation velocity, like a Dense Phase system.

In Rudarski Institut Ljubljana (RIL), i.e. Ljubljana Mining Institute, we have developed CADRIL, a smaller CAD package which purpose is to overcome the difficulties by introducing Computer Aided Design in our mines. Program CADRIL is a graphics shell for several computer applications in mining. With the basic version of CADRIL all 2D working maps for daily use can be produced. Inserting different program blocks into CADRIL we get versions MAPRIL, TAHRIL, SECRIL and so on. The main purpose of all versions is graphics design. The main and most innovative feature of CADRIL is the screen four-word command menu. Not having pull-down or tablet menus is the speciality of this program. CADRIL contains 500 achievable commands. Each of them can be composed by choosing two to four expressions stored and shown in a specific four- column menu, sorted as objects functions, parameters and modes. Thus all commands are immediately accessible. As a result of its plainness and adaptability to the present working methods of mining engineers, CADRIL quickly attained a good reputation in our mines.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. More and more underground mining is being conducted using the long wall method. Likewise, many new surface mines use area or mountaintop removal methods. These methods can have a significant impact on surface and ground water resources. The overall study of the effects on surface and ground water from mining is referred to as the probable hydrologic consequences (PHC) determination of mining and reclamation. Collection and interpretation of information concerning ground water and surface water quality and quantity, as well as detailed geologic analysis, is required to adequately define the impacts of mining. This paper discusses the present day requirements and methodology of preparing a PHC for a large mining operation in the eastern coalfields.

A fairly recent development in the field of particle separation is now under investigation to determine its value to the mining industry. The method employed is probability sizing through a vibrating network of decreasing screen openings. While probability sizing as such is not new, the possibility of using it for coarse, highly abrasive ores at high tonnage rates has only recently appeared to merit practical consideration. The advantages to be gained by the use of probability sizing vs. conventional screening methods are: reduced space requirements for a high capacity unit, fewer moving parts, more versatile product sizing selection, reduced maintenance requirements and lower power consumption.

The Morenci Open Pit Mine, located in south-eastern Arizona, is owned and operated by Phelps Dodge Morenci, Inc. The Mine has been predominantly a rail mine since its origin in 1937. However, beginning in early 1986, a program was initiated to phase out the rail mining operation and replace it with a more flexible and productive truck haulage scheme. This transformation from rail to truck haulage will be accomplished when the current in-pit crushing and conveying project is completed in late 1988.

The Balsam Meadow Hydroelectric Project is currently under construction in central California. TMCI Construction, Inc. was subcontracted to perform the shaft enlargement and lining required for the elevator, surge and power shafts. Involved in the initial work was slashing the elevator and surge shaft into a previously excavated borehole. The elevator shaft then required a reinforced concrete lining and structural steel installation. Throughout the course of construction, numerous design changes occurred, necessitating a lining in both the power and surge shafts. These changes caused TMCI to design two underground hoisting systems to install these additional linings. An analysis of the construction methods used is now given. Introduction The Balsam Meadow Project consists of an underground hydroelectric powerhouse designed to provide additional capacity and energy to the Southern California Edison system during critical peak demand periods, and has the capability for pumped storage operation. The project is located in the Sierra Nevada Mountains about 55 miles northeast of Fresno. The project will divert water presently flowing from Huntington Lake to Shaver Lake to power a single 200 megawatt turbine generator. The approach used to the shaft slashing was governed partially by the strict CAL-OSHA requirements, which became more stringent after the recent Helms' Creek accident. A scaled down sinking plant was used to minimize economic risk and to simplify the excavation and lining scheme.

The cooling water system for the Seabrook Nuclear Station involves 10.25 Km (33,623 ft.) of 6.7 m (22 ft.) OD hard rock tunnels, over one third of which is under and terminating over 1.6 Km (a mile) out in the Atlantic Ocean. The major excavation is accomplished by two TBM's concurrently driving the intake and discharge tunnels which by mid-January, 1981, completed 92% of the excavation. This paper presents the case history of the excavation work and describes a computer program developed to evaluate major activities of TBM excavation on a shift-by-shift basis. Details and summaries of the production efforts are computer plotted in different forms to facilitate the evaluation of production performance, trouble spots and trends.

Installation of equipment and structures at mines often requires mine planners to evaluate unique loading and operating conditions. Consideration of these unusual features is required throughout design and construction and into operation. Most planners understand the necessity of employing sound civil, structural and mechanical engineering techniques to design these structures and equipment. However, the influence of geotechnical factors on the overall progress of construction and operation is less appreciated. Mine operators routinely perform exploratory drilling to define ore deposits. These exploration activities can be extensive and often include provisions for assessment of subsurface conditions as they relate to the mining operation - requirements for ground support. All of these factors are important to the economics of the mine and are well justified. Surface facilities are provided to access and service the mine, and they play an important role in the successful development and operation of a project. Headframes, hoist foundations and shaft collars, in particular, are examples of unique installations encountered at underground mine sites. The design and above-surface behavior of these facilities can be analyzed with the usual fundamental engineering practices employed throughout the engineering professions. However, near surface exploration for the purposes of assessing soil and rock conditions for foundations is often given a reduced priority and less consideration. But the issues raised apply equally to other installations of a similar nature, including milling equipment.

In spite of distractions from glam-our areas (ground control, computers, etc.), excavating and bulk handling in mining remains paramount but is now undergoing dramatic advances. The massive intervention of mining and civil engineers as "engineer-users" into the tight, exclusive, and specialized bond between the equipment operator ("operator-users") and the manufacturer (mechanical engineers "and sales "reps") has now occurred. Three developments have accelerated this: 1) larger, more costly, complex, specialized, and innovative equipment; 2) a more profound understanding of the equipment, operations, and working conditions (encumbered space); and 3) a concurrent thrust into "high-tech," (automatic and remote controls, sensors, automation, artificial intelligence, and even robotics) and human factors (workload intensity, work-station design). This has produced a well-defined professional discipline, including construction and even military engineering. The mine plant, and to a lesser extent, the mine face, is now being monitored. Equipment conferences, journals, and centers at universities and agencies have multi-plied. The discipline's impact on future mining now becomes more apparent.
