According to relatively recent estimates by the US Geological Survey and the US Bureau of Mines, there are more than 0.9 Tt (one trillion tons) of remaining identified coal resources in the seven major western US coal-producing states and about 200 Gt (220 billion tons) in the demonstrated reserve base. Considering coal's current national production level of 0.7 Gt/a (0.8 billion tpy), these US reserve and resource figures are reassuring. Given here is a preliminary analysis of geologic constraints and an estimate of their effects on mining and recoverability of western coal. Mining Constraints USGS and USBM coal figures incorporate only thickness and depth, and are "blind" to many other major geologic constraints on mining and recoverability. The most important of these geologic constraints include: • coal seams too thin or too thick for conventional mining methods; • coal seams that cannot be mined due to insufficient separation from underlying or overlying previously-mined beds; • unstable or otherwise unfavorable roof strata; • soft or heaving floor strata; • coal seams that are too lenticular or discontinuous for conventional mining methods; • coal seams in intensely faulted areas; • coal seams having high angles of dip precluding the use of conventional coal mining methods; • coal seams that cannot be mined due to proximity of water-bearing strata; and • coal quality problems such as excessive ash, sulfur, chlorine, or sodium. Coal Thickness Present USGS-USBM classification for reserve base includes bituminous coal beds more than 0.7 m (28 in.) thick and subbituminous beds more than 5 m (60 in.) thick to depths of 305 m (1,000 ft). Both of these thicknesses are less than the thicknesses now considered mineable in the western US. The lower limit for bituminous steam coal in deep mines is about 1.5 m (5 ft). For subbituminous coal, a thickness of at least 2.4 m (8 ft) is generally required. Accordingly, the Bureau of Mines reserve base includes many thinner coal seams that will not be mined in the foreseeable future. Within the Powder River Basin of Wyoming and Montana many seams-Wall, Upper Pawnee, Lower Pawnee, Cache, Manning-range in thickness from 7.6 m (25 ft) to more than 30 m (100 ft) and occur at depths to 305 m (1,000 ft). These have been included in the Bureau of Mines reserve base. However, the mining technology required to mine these thick seams does not now exist. It will require many years for development. The ultimate recoverability from these thick seams is unknown, but could be as low as 25%.

The development of long term plans and schedules for strip mines now faces many companies, especially those developing large properties in the West. The rule of mining the lowest strip ratios first, while delaying equipment acquisitions and recouping investment the fastest, creates the situation where stripping ratios are too high in the latter years of mining operations. A program concept taking life of mine return on investment into account is developed in this paper to optimize mine scheduling and equipment acquisition. In addition, quality considerations (heat content, ash, sulfur, washability) can be considered by including the appropriate blending constraints to meet contract requirements.

The Henderson Mine developed a water treatment system in 1985 to meet the NPDES requirements for its mine water discharge. Unacceptable levels of Zinc and Manganese formed the basis for the design and operation of the treatment system. Since initial start up, this system has reliably removed metals from the mine water and facilitated low cost compliance with water standards. The potential addition of a bio- monitoring requirement to the NPDES Permit in 1990 has added a second dimension to the metals removal process. This paper will review the history of Henderson's success at developing a low capital treatment system for metals removal and the anticipated effects of bio-monitoring upon this system based upon preliminary bio-monitoring screening.

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. Divided opinions concerning dredging-permit locations and boating uses on the Kansas River in northeastern Kansas led to a study of the recreation potential on the river by a legislatively mandated interagency group (five agencies) that included the Kansas Geological Survey (KGS). In addition, the KGS conducted its own study of the river corridor, encompassing the development, geology, and economic resources of the corridor (Brady and others, 1998). The corridor area is 12 mi wide and 140 mi long (171 river miles). Included in the study was the potential impact of restric¬tions to river dredging. The Kansas River and its floodplain in northeastern Kansas are underlain by Lower Permian and Upper Pennsylvanian limestones and shales. The river and its floodplain are the major sources of sand and gravel for northeastern Kansas, and the limestones along the river bluffs supply crushed stone and building stone. The population of the 10-county area bordering the river has grown by 20% since 1980, and now comprises nearly 40% of the state's population (U.S. Bureau of the Census, 1996). Projections (Floerchinger, 1992) indicate close to 50% of the Kansas population will reside in these counties by 2025, with a continued increase in the demand for aggregates. Factors such as floodplain width, price and availability of land, and overburden ratios tend to favor river dredging on the lower part of the river, and floodplain or pit dredging on the upper portion. The use of alternate sources of sand and gravel such as the Missouri and Arkansas Rivers would increase sand prices due to transportation costs to much of the 10-county area. In 1996, river and pit dredges along the Kansas River supplied more than 3 million tons of sand and gravel valued at about $8 million to northeastern Kansas. As a result of its study, the KGS had concerns with the idea of large recreation zones on the river that excluded river dredging in areas of presently large population and projected population growth. This controversial issue is likely to recur elsewhere.

The Eastern Shoshone and Northern Arapaho tribes of the Wind River Indian Reservation, Wyoming are interested in developing their industrial mineral resources. The U.S. Bureau of Indian Affairs (BIA), Division of Energy and Mineral Resources (DEMR) is assisting the tribes in evaluating the potential of their industrial mineral prospects for development. Gypsum occurs on both sides of the Owl Creek Mountains in the basal portion of the Jurassic Gypsum Springs Formation. The gypsum resources that are being evaluated crop out along the northern flank of the Owl Creek Mountains in the Sweetwater basin, a small topographic sub-basin of the Big Horn Basin. From October 1998, to April 1999, DEMR personnel mapped, sampled, and drilled the southcentral butte within the Sweetwater basin. Samples were analyzed for free and combined water, and major mineral oxides to determine gypsum purity. Gypsum purity averaged 93.6 percent for surface samples and 95.1 percent for drill core samples. The basal portion of the Gypsum Springs Formation is comprised of several beds of gypsum up to 9 feet (2.7 m) thick separated by 0.5 to 2.0 foot (0.15 to 0.61 m) thick lenses of siltstone and limestone. Overall gypsum in the formation ranges from 35 to 90 feet (11 to 27 m) in thickness. A resource of approximately 7 million short tons (st) (6.4 million metric tons [mt]) has been identified.

Primary grinding in SAG mills is gaining more importance with respect to the conventional crushing, rod and ball milling operations. This is due to the reduced operating costs generated by lower steel consumption. However. SAG milling is inherently susceptible to more severe risks and problems since it attempts to combine several stages of the conventional crushing and grinding into a single stage. This paper analyzes the SAG milling operation by predicting the motion of rocks and steel balls. The well-known discrete element method (DEM) is used to calculate the trajectories of individual entities, and their collision with one another. A computer code previously used for studying the motion of grinding media in ball mills is enhanced to handle the interaction between heavy spherical steel balls and light chunks of rocks, usually ellipsoidal in shape. The DEM based software called MILLSOFT can animate the charge motion for different design of liners. A case study of a 9.75-m diameter SAG mill is presented and the effects of lifter bar height and configuration on the overall dynamics of the charge are discussed. Also the effect of spacing between liners on lifting the charge is presented. This new approach has a large potential because it shows in detail the effect of each design or operating parameter on the performance of SAG mills.

"In making strategic economic decisions, it is important for a mining company to gain insights on the impact of significant political, social and economic issues when planning for present and future mines. The size of any mine, measured by the average number of employees working in the mine, will likely vary according to the pressures generated by the significant issues from one year to another. The objective of this study is to develop a model that represents U.S. underground coal mine size transitions during the period 2002-2012 using data derived from the MSHA databases. Coupled with information on significant issues over the past ten years, this model is used to gain insight on the impact of the issues on mine sizes. Results indicate that the structural impact of the combined driving pressures can be discerned by examining the year-to-year stability of mine-size categories. The effects of The MINER Act, the Obama Administration environmental policies on coal, and the coal market are evident. The lessons learned from these analyses give good insights on what the industry and market responses have been on the structure of the underground coal industry over the period of study. INTRODUCTION It is apparent that key driving issues affect the structure and viability of the coal industry. The driving issues may be political, social, and/or economic in the final analysis, but are generally rooted in reaction to dramatic and publicized events or movements. Mine disasters, an increase in miners’ disease prevalence, strife in the coal fields, and negative environmental impacts on air, land or water can capture the attention of the media and the public. Some of the issues occur over a long period of time, like the current global climate change movement. The coal industry veteran can sense the changes in political and social sentiment, and attempt to react to the economic repercussions; however, the insights from the media and from unique combinations of driving pressures are difficult to fathom. Thus decisions made on inadequate information related to the driving pressures and their likely impacts could lead to missteps in corporate and market restructuring. One way to gain some more insight on the potential impacts is to examine the complicated restructuring of mine operations in reaction to the driving pressures of the recent past. This paper examines an 11-year history of the changes in the underground coal industry structure, as reflected by changes in the numbers of mines in various statuses by mine-size categories. Superimposed on the results of mine-size changes is a mapping of the key driving pressures that occurred over the same period, 2002-2012. It is assumed that using this methodology, some important insights can be gained on the immediate and delayed responses to the driving pressures during that period."

There has been considerable growth in public enterprise institutions involved in mineral commodity markets. These institutions typically consist of trading organizations (STO1s), regulatory agencies, and mixed agencies. The particular character of these institutions varies according to whether they reside in developing countries, in Eastern Europe (COMECON Countries), in industrialized countries, or in the form of international agencies. The purpose of this paper is to explain recent attempts to assess the growth of public enterprises as well as their impacts on mineral markets and trade. Some earlier analyses of market impact made by the author have been up- dated for four major mineral markets: copper, tin, bauxite and iron ore. Conclusions are drawn regarding the dynamics of market structure changes and their impacts.

Basic to solving the problem of the role of radon transport on radon concentrations in mines is to establish whether it occurs primarily as diffusion and forced flow through porous rock or through fissures in the rock. The laboratory experiments performed involved measurements of diffusion and emanation coefficients, porosity and permeability of representative rock samples. Significant differences have been found when comparing the results of the laboratory permeability determinations to those of the mine determinations. Considerations of underlying principles, however, suggest that the diffusion and emanation coefficients are the same in laboratory and mine. It was also found that moisture content plays a dominant role in radon transport through rock. Using these concepts and findings, some conclusions about the radon concentrations in mines have been drawn.

Saudi Company for Precious Metals (SCPM) is jointly owned by the Saudi Arabian state organization Petromin (The General Petroleium & Mineral Organization) and Boliden of Sweden. The company operates the Sukhaybarat gold mine in the Saudi Arabian desert and produces some 80,000 ounces of gold per year by agitation and heap leaching. The discovery, development, and operation of this mine is a success story. After the first drill hole intercepted a gold mineralization in 1983, it took the partners only 8 years to delineate the ore reserve, locate water sources, prepare pre-and final feasibility studies, obtain permits, design, and construct the facilities. Sukhaybarat, which is an open pit mine, started off with a carbon-in-leach agitation plant only, but a heap leach facility was added in the beginning of 1995. Since start of operation in the middle of 1991, a total of 300,000 ounces of gold has been produced in the first four years of operation at a very competitive cost.

Metal sulfides, chiefly pyrite and mFnor sphalerlte zssociated with che Herrin (No. 6) coal member of the Pennsylvania Carbondale Formation, have been concentrated in a coal refuse deposit in southern Illinois. Oxidation of pyrite has produced highly acid waters with high concentrations of iron, zinc (up to 200 parts per million) and toxic trace elements that have leached downward to a water system perched on glacial drift. Chemical, petrographic, low-temperature ashing and x-ray diffraction were performed on cores. The data show that economic recovery of zinc and other trace metals is unlikely at this site. Energy (coal) recovery at the Superior Washer site is possible if resultant environmental problems are considered in the planning.

A conference attended by a limited number of invited participants was held last September in Denver under the auspices of the Underground Construction Research Council of ASCE funded by the National Science Foundation (RANN) to explore the problem of accelerating the transfer of advanced geophysical technology, used principally in the petroleum exploration industry, into more effective and widespread use in subsurface investigations for underground construction. There are technological problems, but technical difficulties and unfavorable ratios of benefits to costs are not the major obstacles. The problem centers on the complex way in which potential net benefits are translated into effective incentives to innovate for each actor in the complex web of individual, corporate and institutional entities involved in the planning, designing, building, funding, operation and ownership of major underground construction projects. The entities responsible for site investigation, design concepts and specifications do not directly bear the risks of unanticipated costs and failures, nor directly gain from savings. The conventional unit-price construction contract is strongly implicated in blocking innovation. Problems of risks and incentives, more than technical feasibility, must be solved before large investments in technical adaptation and adoption can occur.

Lost foam casting is a process in which a polymeric material is formed into the shape of the part to be cast. Parts that are more complex are fabricated by simply gluing several patterns together. The pattern is then coated with a refractory material consisting of a mineral mixture and binders. Finally, hot metal is poured into the pattern, evaporating the expanded polystyrene and taking the shape of the coating shell. Prior to casting, a significant number of the patterns are damaged and inevitably landfilled. In this study, a process was developed for the recovery of expanded polystyrene from the coating and glue contaminants. The process consists of shredding, impact comminution, size classification and pneumatic separation. It is successful in separating up to 97% of the contaminants, while recovering 95% of the polystyrene. Key words: Casting, Lost foam process, Expanded polystyrene recovery

Smectite is a common impurity in the kaolins of Georgia.This impurity is harmful to the low-shear rheology of kaolin slurries in concentrations as low as a few weight percent. The deleterious effect of smectite on the low-shear rheology is due to the swelling of the mineral. Montmorillonite containing clays were treated to precipitate a compact brucite layer {Mg(OH)2} in the interlayer region of the expandable layer silicate mineral. This treatment forms ahydroxy-Mg-montmorillonite with characteristics similar to chlorite. This treatment effectively reduces the swelling capacity of the mineral and improves the rheological properties of kaolin slurries contaminated with smectite impurities.

The Windy Craggy polymetallic massive sulphide deposit is located in the extreme northwest corner of British Columbia 40 miles west of the Haines Highway, 90 miles northwest of the port of Haines Alaska. The physical setting is mountainous country but with few peaks rising above 2,000 metres elevation, in contrast to the spectacular mountainous terrain to the north and south in Kluane and Glacier Bay Parks respectively. Valleys are classically U-shaped with incised V-shaped bottoms. The upper portions are still occupied by glaciers, which in the Windy Craggy area are documented as retreating at a rapid rate -in the case of the Tats Glacier of the order of 1% of its mass per year. The outcrops around Windy Craggy show a north-easterly dipping sequence of Mesozoic limey sediments and volcanics being the western limb of a north northwesterly trending syncline. Northeasterly cross folding provides a few complications. The flanks of the syncline have been buttressed by intrusive bodies of granitic affinity.

Within the world of mining health and safety, increasing attention is again being given to underground fires and explosions. This paper reviews the effects of open fires in mine entries on the ventilation system, and outlines current methodologies of attempting to control such a fire. The particular hazards of a fuel-rich fire are discussed. There appear to have been no really significant advances made in methods of extinguishing mine entry fires in the last several decades. The final section of the paper introduces research that is investigating the simultaneous production of an inerting, cooling and quenching atmosphere by means of a dense water fog.

Mining methods used to protect the workings in underground salt mines against the destructive activity of natural factors are presented in this paper. Major hazards and methods of elimination of their impact on the stability of workings, were determined. Old and modern technical means and technologies used for protection and preservation of the selected most interesting sites were characterized. The results of surveys and studies allowed proposing the change of mine structure i.e. dividing it into monumental and not-monumental part, which should improve execution of necessary protective works.

INTRODUCTION The Nuclear Energy Agency plays an active role in promoting international cooperation among its member countries in the field of nuclear energy. In addition to various other functions, it plays a major role in encouraging harmonisation of government regulatory policies and practices, promoting exchange of information, and coordination of research and development in the field of radiological health and safety associated with nuclear fuel cycle activities. The work of the Agency is carried out through a number of specialised standing committees. In particular, the Committee on Radiation Protection and Public Health (CRPPH) is responsible for the Agency's activities concerned with radiological protection and related environmental problems. Its functions include review and discussion of national radiation protection policies and practices, review of developments in radiological protection, interpretation of ICRP recommendations and the study of the means of their translation into practical applications, including the establishment of radiological protection standards. Its functions also include the preparation of technical studies and reviews on specific problems requiring attention, and coordination of further research and development at the international level. Major attention is presently being given to the NEA programme of work on problems associated with radiation protection and environmental impact of nuclear fuel cycle activities, with particular attention to the front-end (uranium mining and milling) and the back-end (waste management) of the fuel cycle. In this context, the increasing attention that has been given in several countries to the problems associated with the exposure of man to radon, thoron and their daughters, and with their dosimetry and measurement, were readily appreciated by NEA, which began an active programme of work in this field in 1976. Because of the detrimental health effects,as demonstrated by epidemiological studies,caused by prolonged exposure to excessive levels of shortlived daughters of radon, particularly in poorly ventilated underground mines, the bulk of attention and needed effort has been focussed on radon and radon daughters in uranium mining. In certain countries some concern has been expressed also about the significant levels of exposure experienced by workers in non-uranium mines,and members of the public who live in particular areas or in dwellings built with particular materials which produce higher than average levels of radon and radon daughters. However, at the time of the first NEA involvement in this field it was considered that one of the most urgent problems to be solved was that of ensuring adequate personal dosimetry for uranium miners. Consequently, the NEA was urged to organise a specialist meeting on personal dosimetry and area monitoring for radon and radon daughters to provide an international forum for exchanging information and reviewing problems in this field. The meeting was held in Elliot Lake, Canada, in October 1976. A second specialist meeting, on the same subject, was held in Paris, in November 1978, to review further developments in this area. These meetings demonstrated that the overall problem associated with exposure to radon and radon daughters had many facets, each of which in recent years has been the subject of considerable attention in many countries for different reasons. It emerged from the meetings that further work was required on a variety of issues in two main areas: 1) dosimetry 2) metrology and monitoring. Conclusions and recommendations which emerged from the two NEA specialist meetings were discussed by the CRPPH. As a consequence the Committee approved, in September 1979, a detailed programme of work in the area of dosimetry and monitoring of radon, thoron and their daughters, and approved the setting up of an international Group of Experts on Radon Dosimetry and Monitoring to undertake the work. The work has been divided into two phases - phase I, on dosimetric aspects, and phase II, on metrology and monitoring aspects. The terms of reference of the work are given in Appendix 1. A list of national representatives on the Group of Experts on Radon Dosimetry and Monitoring is given in Appendix 2; many of these persons are participating here in the Conference. The Group of Experts met for the first time in April 1980 and met again in September 1981. The work of phase I is nearing completion and a report is expected to be submitted soon to the CRPPH for its consideration. Three technical papers providing interim information on the study appear elsewhere in the proceedings of this Conference. The papers cover the three principle areas examined in the study so far: 1) dosimetric aspects 2) review of the "working level" 3) review of objectives and requirements for measurement and monitoring of radon, thoron and daughters. The authors, their affiliations, and the titles of these papers are listed in Appendix 3. A brief overview follows giving the principal results.

INTRODUCTION Production of chrysotile asbestos from the northern Appalachians has been going on for 100 years and, on the basis of known reserves and the present rates of mining, appears assured of continued production for at least another 25 to 30 years. In spite of this, mining companies and government agencies are showing an increasing interest in exploring for chrysotile asbestos throughout this region and elsewhere in the world, implying that increases in the rate of consumption are envisioned. This chapter describes the geologic and tectonic settings surrounding these important chrysotile deposits, with emphasis on those in southern Quebec that yield about 90% of the total production from the northern Appala- chians. Detailed descriptions of a few individual deposits are also given, along with exploration guidelines aimed at facilitating the discovery of additional chrysotile deposits. One section of this chapter deals with the origin and mode of formation of the chrysotile deposits in the light of modern day concepts of plate tectonics. The objectives of this chapter are to give a brief description of the geologic and tectonic settings of the ultramafic rocks in which the numerous chrysotile deposits of the northern Appalachians are found; to describe a few of the individual deposits; to give a few exploration guidelines for those interested in exploring for new asbestos deposits in similar geologic environments; and to propose a new model for asbestos genesis in light of the recently developed theories of global tectonics. As this chapter is based almost entirely on field and laboratory observations, rather than on the study of experimental laboratory models, most of our deductions and suggestions are empirical in nature and may be interpreted in more than one way. The interpretations we have selected seem to offer, we feel, the best explanation of observed geological phenomena (Lamarche and Wicks, 1975). This region had a production capability in 1979 of close to p.5 Mt of chrysotile asbestos with 92% of this tonnage being derived from the deposits of the Eastern Townships of Quebec. With known resources, which now stand at between 36 and 40 Mt of fibers, this production capability seems assured for the next few decades. In spite of all known reserves of chrysotile asbestos, which now stand at between 36 and 40 Mt of fiber in this region alone, mining companies and government agencies are still showing a good deal of interest in exploring for new sources throughout the world. GEOLOGICAL SETTING The asbestos deposits at Baie Verte in eastern Newfoundland, Thetford Mines, Black Lake, Asbestos in southern Quebec, and Belvidere Mountain in Vermont, all occur in partly serpentinized ultramafic rocks that are part of the Lower Paleozoic ophiolite complexes of the northern Appalachians [Cady, Albee, Chidester, 1963, Chidester, Albee, Cady, 1978, Lamarche, 1972,1973, Laurent, 1973,1975, Williams, Hibbard, Bursnall, 1977, Norman and Strong, 1975). The deposits to the northeast of Thetford Mines, on the other hand, are found in a more highly serpentinized ultramafic body known as the Pennington dike, whose spatial, genetic, and chronological links with the ophiolite masses proper have not as yet been adequately resolved. The Appalachian ophiolites are part of an ultramafic belt (or belts), that extends from northwestern Newfoundland, through Quebec and Vermont. Fig. 1, and southwestward as far as the
